I read news items and statements read by the leaders in many forums about Singapore,\u00a0 India and China are entrusted to develop Tricomalee, Colombo Port City , Hanbantota etc.<\/p>\n

Prime \u00a0intention of the government is to fulfil the election promise of providing one million employment\u00a0 and what else ?<\/p>\n

Increase our foreign earnings? Develop our human resources? Increase agricultural output?<\/p>\n

We also seek Singaporean assistance to develop our Civil Service?<\/p>\n

What we need is a revolutionary strategy to develop our indigenous skills and change the mind-set of the decision makers .<\/p>\n

I just want to ask one simple question .<\/p>\n

Are ae we going to change the local rules and regulations related to environment on the land and the sea currently handled by the bureaucrats in following Organizations ?<\/p>\n

Central Environment Authority<\/p>\n

Cost Conservation Department<\/p>\n

Marine Pollution Authority<\/p>\n

Megapolis<\/p>\n

Southern Development Authority<\/p>\n

Cenetral Development agency<\/p>\n

Agency for Strategic Development and investment<\/p>\n

Sri Lank Port Authority<\/p>\n

Provincial Authorities<\/p>\n

As an example ,\u00a0 I am having problems with all almost all the above authorities to get off a project in a 100 perch land with 5 million rupee investment to provide employment to about 100 workers. For last one year<\/p>\n

I had to go to CEA in Galle five times and CCD five times to get a letter, They cited following reasons<\/p>\n

Today Director is not here to sign<\/p>\n

Next day director is there but no Typist<\/p>\n

Next day both are there but the subject clerk is sick<\/p>\n

Next day all of then have nor come to work because roads are blocked by fishermen<\/p>\n

Last day there is a power cut an Typist cannot print the latter !<\/p>\n

When Hambantota ,Port City and Trinco gets the nod to be developed by companies from countries mentioned \u00a0above ,government may have to take them out of\u00a0 the jurisdiction of Sri Lanka laws governed by the Parliament \u00a0.<\/p>\n

Otherwise our NGO\u2019s and individuals will go to courts ( who are mainly involved in remanding people ,releasing them ,issuing enjoying orders and even give legal opinions and decisions\u00a0\u00a0\u00a0 against action initiated by the parliament.) and stall any project by the State .<\/p>\n

This may be the reason why the Prime Minister hinted that Port City will be governed under a\u00a0\u00a0 separate jurisdiction<\/em>?<\/p>\n

We may have to have Federal State Concept or Canton system like in Switzerland to fast track all the development plans in Sri Lanka<\/p>\n

No Harward training will help to solve above problems unless we change ourselves<\/p>\n
