After more than a decade of taking out huge loans to build large-scale infrastructure \u2014 most of which hasn\u2019t yet produced adequate returns \u2014 the country is now struggling to make payments, and is looking for another way out.<\/p>\n<p>A potential exit strategy was to offer China <a href=\"http:\/\/www.reuters.com\/article\/us-china-sri-lanka-idUSKCN0X60CH\" target=\"_blank\">debt for equity swaps<\/a>, which Sri Lanka\u2019s <span class=\"quotecard ng-isolate-scope\" data-ticker=\"null\" data-exchange=\"null\" data-type=\"organization\" data-naturalid=\"fred\/company\/102629\" data-quotes-closing=\"0.0\" data-quotes-now=\"0.0\" data-link=\"\/companies\/prime\" data-name=\"Prime\"><a class=\"ng-binding\" href=\"http:\/\/www.forbes.com\/companies\/prime\" target=\"_self\">Prime<\/a> <\/span>Minister Ranil Wickremesinghe <a href=\"http:\/\/www.slguardian.org\/2016\/07\/diplomacy-china-declines-lankas-request\/\" target=\"_blank\">recently proposed<\/a> to China\u2019s Ambassador Yi Xianliang. China was offered varying degrees of control over some of Sri Lanka\u2019s biggest infrastructure projects, including Mattala <a href=\"http:\/\/www.forbes.com\/international\/\" target=\"_self\">International<\/a> Airport and portions of the Hambantota deep sea port, and Sri Lanka would receive some debt relief.<\/p>\n<p>China\u2019s response to this offer was publicized earlier today in Colombo\u2019s <em>Sunday Times<\/em>: <a href=\"http:\/\/www.sundaytimes.lk\/160731\/news\/htota-and-mattala-china-declines-lankas-request-203012.html\" target=\"_blank\">We\u2019re not interested<\/a>. The Chinese ambassador replied that it was not possible according to China\u2019s laws.\u201d<\/p>\n<p>However, China was clear that it extends its fullest cooperation\u201d and that such deals should be conducted via investors on proper commercial terms.<\/p>\n<p>This point is key: while China\u2019s government will not swap debt for equity they will help clear the road for Chinese companies to take over key projects in Sri Lanka.\u00a0IZP, a Chinese informational technology company, has been put forward as <a href=\"http:\/\/www.forbes.com\/sites\/wadeshepard\/2016\/07\/18\/for-sale-the-worlds-emptiest-international-airport-mattala-international-hambantota-sri-lanka\/#229387893a68\" target=\"_self\">a potential purchaser of Mattala International Airport,<\/a> while COSCO is looking into<a href=\"http:\/\/www.economynext.com\/Sri_Lanka_eyes_Chinese_partners_for_Hambantota_port,_Mattala_airport-3-4527.html\" target=\"_blank\">expanding operations at the Hambantota deep sea port<\/a>.<\/p>\n<div id=\"article-0-inread\" class=\"inread ng-isolate-scope inread-active\"><\/div>\n<div id=\"attachment_561\" class=\"wp-caption alignnone\">\n<p><img decoding=\"async\" class=\"wp-image-561 size-full\" src=\"http:\/\/blogs-images.forbes.com\/wadeshepard\/files\/2016\/05\/IMG_20160218_111424_DCE.jpg\" alt=\"IMG_20160218_111424_DCE\" data-height=\"640\" data-width=\"640\" \/><\/p>\n<p class=\"wp-caption-text\">Not a passenger in sight. Image: Wade Shepard.<\/p>\n<\/div>\n<p>The problem, both for Sri Lanka and for any would-be investor, is that many of the large projects in question are losing money fast, and may ultimately prove to be economically unsustainable \u2014 at least without a massive amount of additional investment, more infrastructure, and a miracle or two. With just two flights per day, Mattala International is more than likely the <a href=\"http:\/\/www.forbes.com\/sites\/wadeshepard\/2016\/05\/28\/the-story-behind-the-worlds-emptiest-international-airport-sri-lankas-mattala-rajapaksa\/\" target=\"_self\">most underused international airport on the planet<\/a> and the Hambantota port is also running at severe under-capacity, while the brand new and fully modern highways that run through this region are mostly devoid of vehicles.<\/p>\n<p>However, not all hope is lost for these projects \u2014 yet. Although China declined a debt for equity swap, their participation in Sri Lanka\u2019s infrastructure development is more than likely just getting started. <a href=\"http:\/\/thediplomat.com\/2016\/05\/chinas-jewel-in-the-heart-of-the-indian-ocean\/\" target=\"_blank\">Colombo Port City<\/a> has been green-lighted once again and just last week <a href=\"http:\/\/www.forbes.com\/sites\/wadeshepard\/2016\/07\/27\/china-just-asked-for-15000-acres-of-land-in-sri-lanka-for-a-million-worker-sez\/\" target=\"_self\">China requested 15,000 acres of land in Hambantota<\/a>for the building of a massive, million worker special economic zone. The latter seems to run flush with the original Hambantota idea:<\/p>\n<p>If you\u2019re going to have a bulk port you need to have industry around the bulk port to take advantage of it,\u201d said Deshal de Mel, a senior economist at Hayleys Plc in Colombo. That is where the whole idea comes from; that we\u2019ll have industry coming in to kind of match up to the port.
