To avenge the foreign policy setback, Washington created a conducive atmosphere that facilitated the emergence of a stronger, determined and more coordinated Tamil Diaspora \u2013 once effectively functioned as the political\/lobbying\/fundraising apparatus of the Tamil Tigers &#8211; as a global diplomatic movement.
