{"id":61701,"date":"2016-12-21T12:50:55","date_gmt":"2016-12-21T19:50:55","guid":{"rendered":"http:\/\/www.lankaweb.com\/news\/items\/?p=61701"},"modified":"2016-12-21T12:51:14","modified_gmt":"2016-12-21T19:51:14","slug":"chief-ministers-to-reject-development-bill-special-provisions-news-item-opinion","status":"publish","type":"post","link":"https:\/\/www.lankaweb.com\/news\/items\/2016\/12\/21\/chief-ministers-to-reject-development-bill-special-provisions-news-item-opinion\/","title":{"rendered":"Chief Ministers to Reject Development Bill ( Special Provisions )\u00a0 -News Item ,,  Opinion\u2026\u2026"},"content":{"rendered":"<h2><span style=\"color: #0000ff;\"><em>Dr Sarath Obeysekera<\/em><\/span><\/h2>\n<p>I have written many opinions emphasizing \u00a0the necessity to have a <strong><u>Benevolent Dictator<\/u><\/strong> in Sri Lanka to accelerate development .During \u00a0President Jayawardane ,Mahaweli.and other free trade zones were established despite the objections from opposition .During the time of President\u00a0 Premadasa ,Garment Industry and Gamudawa development was boosted .During President Mahinda ,many other development projects were completed .<\/p>\n<p>I have nothing much to say what happened under Bandaranayke\u2019s !<\/p>\n<p>All of them were somewhat \u00a0Dictators .<\/p>\n<p>Now, new president who took over the reins of the country, is somewhat more democratic who wants to give presidential powers and transfer the same fully or partly to the Cabinet of Ministers headed by the Prime Minister.<\/p>\n<p>We also note that Chief Ministers who have been democratically selected have not been able to execute any development project in their respective provinces .Governors who \u00a0are appointed by the \u00a0President keep attending receptions and other tamashas with their entourage \u00a0and do not contribute to any development in the provinces. One Governor is waiting for the correct lunar position to make any move !<\/p>\n<p>Another governor is pacifying the chief minister who was quite persuasive and little arrogant toward Navy !<\/p>\n<p>Another governor in the south is too much of a gentleman to confront the chief minister..I hardly remember the names of other governors.<\/p>\n<p>What current government is trying to do is spearhead the development using somewhat Non Dictatorial Path ( in paper ?) \u00a0in executing development projects through the Special Provisions Bill rather than via \u00a0Dictatorial power .<\/p>\n<p>A Super Minister trusted by the Prime Minister is entrusted to coordinate the development using more democratic means.
