The United States has interfered in at least four elections in Sri Lanka in order to help the United National Party, according to a US professor who is a leading expert on American and Russian interventions in foreign elections.

Prof. Dov Levin of Carnegie Mellon university has analyzed data from 117 elections in countries across the globe, including Sri Lanka, from 1946-2000.
\n<\/span><\/span><\/div>\n
\u00a0<\/span><\/span><\/div>\n
\u00a0With the UNP facing defeat in the May 4, 1956 election, the US promised $5 million in aid to help the party.\u00a0 \u00a0Just weeks before the election, Secretary of State John Foster Dulles paid a visit to Ceylon and met with Prime Minister Kotelawala as a show of support and to boost his party\u2019s chances at the election,\u201d Prof. Levin said in an interview with this writer.\u00a0 <\/span><\/span><\/div>\n<\/div>\n<\/div>\n<\/div>\n<\/div>\n<\/div>\n<\/div>\n<\/div>\n<\/div>\n<\/div>\n

Prof. Levin was referring to the historic visit by John Foster Dulles, the first US\u00a0<\/span><\/span>Secretary of State to visit the island.\u00a0\u00a0 paid a one-day visit to Sri Lanka (Ceylon<\/span><\/span><\/div>\n
at the time) arriving on March 11, 1956 from India.\u00a0 He had a two-hour meeting\u00a0<\/span><\/span>with Prime Minister Kotelawala who had already proven himself a friend to America\u00a0with his fiery speech attacking Soviet imperialism\u201d at the 1955 Bandung conference.\u00a0<\/span><\/span><\/div>\n
\u00a0 (Secretary Dulles condemned the Bandung meeting of Asian and African nations\u00a0<\/span><\/span>as “an obsolete, immoral, and shortsighted conception.”) Dulles was almost <\/span><\/span><\/div>\n
apologetic that American aid to Ceylon had been delayed by what he called\u00a0<\/span><\/span>the rubber tape\u201d (reference to Ceylon-China rubber-rice pact) and assured Kotelawala\u00a0<\/span><\/span>that he had dictated a two-line memorandum stating his\u00a0 decision that aid to Ceylon\u00a0<\/span><\/span>should be granted, despite the Rubber-Rice Pact.\u00a0 The $ 5 million aid pact was signed\u00a0in April just days before the election.<\/span><\/span><\/div>\n
\u00a0<\/span><\/span><\/div>\n
\u00a0SWRD Bandaranaike at his first press conference as prime minister after his party’s landslide win, said he would seek Soviet and Chinese aid and also accept the $5 million America had promised to the UNP government.<\/span><\/span><\/div>\n

Prof. Levin says Washington left its fingerprints not just on the 1956 elections but three more parliamentary polls that followed, in 1960 and 1965.\u00a0<\/span><\/span><\/div>\n

\u00a0In the two 1960 general elections, in March when the UNP won\u00a0 with a slim majority and in July when it lost, there was covert CIA\u00a0 support to the party.

\u00a0Members of the UNP directly requested help from the US embassy in both elections and were directed to the CIA.\u00a0\u00a0 \u00a0The US sent campaign advisers to help the UNP and probably gave covert funds to the party,\u201d he said.<\/span><\/span><\/div>\n
There was similar covert interference by the US, he says, in 1965 which helped the UNP capture 66 seats of the 151 parliamentary seats and form a national government\u201d with the support of the Federal Party (Illankai Tamil Arasu Katchi).\u00a0 The SLFP won just 41 seats.\u00a0<\/span><\/span><\/div>\n

The 1965 elections were closely followed by US media which hailed the UNP\u2019s crushing victory\u201d as a \u00a0\u00a0triumph for America itself.\u00a0 Mr. Senanayake was frequently referred to as either pro-Western\u201d or pro-American\u201d and praised for his promises of improving relations with the US, opening the island to foreign investors, and compensating the \u00a0American oil companies ( Esso and Caltex) and British oil companies (Shell) nationalized by Mrs. Bandaranaike\u2019s government. \u00a0The Telegraph Herald published in Dubuque, Iowa, called the UNP\u2019s win an American victory, for Senanayake prefers American foreign aid to Soviet aid.\u201d (March 28, 1965)

With the recent furor over alleged Russian interference in the 2016 US Presidential Election, there’s heightened interest in US media in the subject of electoral meddling by the leading super powers.\u00a0 Since the November election, Prof. Levin who teaches political science has emerged as an expert on the subject of interhas been featured on NPR, the LA Times, and several American and international media outlets.<\/span><\/span><\/div>\n
\n
Research\u00a0on electoral meddling\u00a0 has been hindered by a lack of systematic data of electoral interventions.\u00a0\u00a0 Prof. Levin says he has systematically gathered data from reliable sources on electoral interventions from 1946-2000 and compiled them in what he terms \u00a0Partisan Electoral Intervention by Great Powers dataset\u201d\u00a0 (PEIG).\u00a0<\/span><\/span><\/div>\n

Even though within months of coming to power, the Senanayake government expelled a Russian diplomat for allegedly meddling in the elections in 1965, Prof. Levin says he has found no evidence of Soviet meddling in 1965 or any of the Sri Lankan elections he studied.\u00a0\u00a0\u00a0<\/span><\/span><\/div>\n
<\/div>\n
Colombo expelled Mr. Khairoullam Shalkarov second secretary of the Russian <\/span><\/span>Embassy in Colombo in July 1965 saying he was a Soviet intelligence agent who<\/span><\/span><\/div>\n
once operated as a Soviet military adviser in Laos under the alias “Colonel Khakunov” <\/span><\/span>and that he had interfered on behalf of the Soviet Union in the elections that year.

Coming as it did at the height of the Cold War, American media didn\u2019t fail to seize<\/span><\/span>upon the Soviet diplomat\u2019s expulsion and the allegations of meddling.\u00a0 <\/span><\/span><\/div>\n
Leon Dennen, a special correspondent for the Newspaper Enterprise Association, <\/span><\/span>a syndicate serving news outlets throughout the nation, wrote in <\/span><\/span><\/div>\n

Colombo’s press added the information that Shalkarov inter\u00adfered on behalf of the <\/span><\/span>Reds in Ceylon\u2019s recent elections. If this information is true, Shalkarov <\/span><\/span><\/div>\n
(or whatever his real nam e) is an ineffective as well as an un\u00adskillful agent. <\/span><\/span>Ceylon\u2019s elections finally brought about the fall of the entrenched pro-Red regime<\/span><\/span><\/div>\n
and its replacement by the pro- American national government of Premier Dudley <\/span><\/span>Senanayake.\u201d<\/span><\/span><\/div>\n
\u00a0<\/span><\/span><\/div>\n

While there\u2019s no evidence to back up the allegations of Russian interference, the UNP\u2019s own acceptance of US\/CIA covert aid in the 1965 elections has been documented by no less a source than a top US diplomat.\u00a0 \u00a0\u00a0\u00a0\u00a0\u00a0\u00a0<\/span><\/span><\/div>\n
\u00a0<\/span><\/span><\/div>\n
According to the late Robert Keeley who served in the US foreign service for 34 years, serving as ambassador Greece and several countries, the US intervention in Sri Lanka in 1965 installing the UNP in power was held up as an example of the likelihood of success by embassy staff in Athens as they discussed proposals for a possible massive intervention in Greece’s elections in 1967. Keeley was the only dissenter to the proposed scheme, allegedly worked out by the CIA,\u00a0 to support conservative candidates, principally with money, to prevent the Center Union from winning.\u00a0 “One argument cited in support of this scheme was the great success such an intervention had achieved in Ceylon in 1965, where a conservative party had been assisted in order to defeat and drive from power the allegedly extreme leftist Bandaranaike party,” Keeley writes in his book\u00a0 The Colonel’s Coup and the American Embassy: A Diplomat’s View of the Breakdown of Democracy in Cold War Greece.\u00a0 However, Washington turned down the proposal and Keeley remarks in the book: “Perhaps someone in Washington was prescient as to what the ultimate effect of a similar intervention in Greece might be: in 1970 the Bandaranaike party won an overwhelming victory in Ceylon, driving our clients from power most ignominiously.”<\/span><\/span><\/div>\n
<\/div>\n
Prof. Levin said his research shows that electoral interventions in general can have a significant effect on the outcome, increasing the vote share of assisted candidate or party by about 3% on average.\u00a0\u00a0 Secondly, public or overt electoral interventions are significantly more effective than covert interventions in helping the preferred side.\u00a0 Most interventions (two-thirds) historically have been covert.<\/span><\/span><\/div>\n
\u00a0<\/span><\/span><\/div>\n
\u00a0While his data collection ends in 2000, Prof. Levin’s research is ongoing. \u00a0 Asked about interventions during the Obama administration, he thinks it is too early to tell how frequently the Obama administration tampered in foreign elections.\u00a0 However, he says he knows “for sure that the Obama administration intervened in at least three elections: in Lebanon in 2009, in Afghanistan in 2009, and in Kenya in 2013.<\/span><\/span><\/div>\n
<\/div>\n
As for the question of USA interference in the 2015 elections in Sri Lanka, he prefers a cautious approach: Given how recent these events are, and from what information is publicly available so far, it is simply too early to tell in the case of the 2015 Sri Lankan election. Hopefully new information will come out soon that will clarify things in this regard.\u201d<\/span><\/span><\/div>\n<\/div>\n
