{"id":69578,"date":"2017-09-07T14:38:12","date_gmt":"2017-09-07T21:38:12","guid":{"rendered":"http:\/\/www.lankaweb.com\/news\/items\/?p=69578"},"modified":"2017-09-07T14:38:12","modified_gmt":"2017-09-07T21:38:12","slug":"and-we-say-aye-to-no-confidence-motions-against-ourselves","status":"publish","type":"post","link":"https:\/\/www.lankaweb.com\/news\/items\/2017\/09\/07\/and-we-say-aye-to-no-confidence-motions-against-ourselves\/","title":{"rendered":"And we say &#8216;aye&#8217; to no-confidence motions against ourselves&#8230;.!"},"content":{"rendered":"<h2><span style=\"color: #0000ff;\"><em>BY MALINDA SENEVIRATNE<\/em><\/span><\/h2>\n<div class=\"p1\"><i>Time it was\u2026and what a time it was\u2026it was\u2026a time of innocence\u2026a time of confidences.<span class=\"Apple-converted-space\">\u00a0\u00a0<\/span>Long ago it must be\u2026I have a photograph\u2026preserve your memories\u2026 they&#8217;re all that&#8217;s left you.\u201d<\/i><\/div>\n<div class=\"p1\"><\/div>\n<div class=\"p1\">That\u2019s Simon and Garfunkel and it\u2019s from their song \u2018Bookends\u2019 which speaks of aging and nostalgia.<span class=\"Apple-converted-space\">\u00a0\u00a0<\/span>The nostalgia part is something that we often encounter.<span class=\"Apple-converted-space\">\u00a0\u00a0<\/span>For example, we have seen how the passing of years prompts remarks such as \u2018never in our days,\u2019 and \u2018those were the days,\u2019 if a line is required to lament the present.<span class=\"Apple-converted-space\">\u00a0\u00a0<\/span>And if it is about people, we hear people say \u2018they broke the mould when they made him,\u2019 or \u2018Here was a Caesar (or an Amaradeva)! When comes such another?\u2019 (Shakespeare\u2019s \u2018Julius Caesar\u2019: Act 3, Scene 2).\u00a0<span class=\"Apple-converted-space\">\u00a0<\/span><\/div>\n<div class=\"p1\">We need to ask, however, \u2018was there ever a time of confidence and confidences?\u2019<span class=\"Apple-converted-space\">\u00a0\u00a0<\/span>When was history ever free of intrigue?<span class=\"Apple-converted-space\">\u00a0\u00a0<\/span>When did righteousness reign supreme for any reasonable length of time?<span class=\"Apple-converted-space\">\u00a0\u00a0<\/span>Sure, there was innocence and the innocent.<span class=\"Apple-converted-space\">\u00a0\u00a0<\/span>There were people who were confident and those who could keep confidences.<span class=\"Apple-converted-space\">\u00a0\u00a0<\/span>And yet, there was also dismay and despair.<span class=\"Apple-converted-space\">\u00a0\u00a0<\/span>There was betrayal and shooting down of expectation.<span class=\"Apple-converted-space\">\u00a0\u00a0<\/span>There was malice and mischief.<span class=\"Apple-converted-space\">\u00a0\u00a0<\/span>Then, as now.<\/div>\n<div class=\"p1\"><img loading=\"lazy\" decoding=\"async\" class=\"aligncenter size-full wp-image-69579\" src=\"https:\/\/www.lankaweb.com\/news\/items\/wp-content\/uploads\/2017\/09\/Party-Symbols.jpg\" alt=\"\" width=\"320\" height=\"308\" srcset=\"https:\/\/www.lankaweb.com\/news\/items\/wp-content\/uploads\/2017\/09\/Party-Symbols.jpg 320w, https:\/\/www.lankaweb.com\/news\/items\/wp-content\/uploads\/2017\/09\/Party-Symbols-300x289.jpg 300w\" sizes=\"auto, (max-width: 320px) 100vw, 320px\" \/>\u00a0<span class=\"Apple-converted-space\">\u00a0<\/span><\/div>\n<div class=\"p1\"><\/div>\n<div class=\"p2\"><span class=\"s1\">\u2018In another era he or she would have resigned!\u2019 Haven\u2019t we heard this over and over again?<span class=\"Apple-converted-space\">\u00a0\u00a0<\/span>Well, in the \u2018back then\u2019 of reference, sure, people have resigned.\u00a0<span class=\"Apple-converted-space\">\u00a0\u00a0<\/span>And many crooks did not, isn\u2019t this also true?<span class=\"Apple-converted-space\">\u00a0\u00a0<\/span>Things were shoved under the carpet, the old boys\u2019 network came to the rescue and bigger battles were left for another day.<span class=\"Apple-converted-space\">\u00a0\u00a0<\/span>Big fish were left alone.\u00a0<span class=\"Apple-converted-space\">\u00a0<\/span><\/span><\/div>\n<div class=\"p1\"><\/div>\n<div class=\"p2\"><span class=\"s1\">But let\u2019s talk of confidence and therefore of no-confidence.<span class=\"Apple-converted-space\">\u00a0\u00a0<\/span>The threat of a no-confidence motion seldom made people fret.<span class=\"Apple-converted-space\">\u00a0\u00a0<\/span>The power of numbers was insurance enough.<span class=\"Apple-converted-space\">\u00a0\u00a0<\/span>However, we saw two senior ministers resign in quick succession.<span class=\"Apple-converted-space\">\u00a0\u00a0<\/span>Neither of them acknowledged any wrongdoing.<span class=\"Apple-converted-space\">\u00a0\u00a0<\/span>The government, for its part, clearly in damage-control mode, attributed the resignations to a wholesome political culture they claim to have created.<span class=\"Apple-converted-space\">\u00a0\u00a0<\/span>A different explanation would be that given coalition-unease and rising disillusionment about the government any other course of action may have scuttled the government.<span class=\"Apple-converted-space\">\u00a0<\/span><\/span><\/div>\n<div class=\"p1\"><\/div>\n<div class=\"p2\"><span class=\"s1\">One of the two worthies has since been put in charge of the subject of rural infrastructure development and he has seen fit to issue directives to his former colleagues in the cabinet. The other continues to hold important positions in the government outside of the cabinet, namely the Constitutional Council.<span class=\"Apple-converted-space\">\u00a0\u00a0<\/span>Clearly, both have consolations prizes and clearly the political leadership has not lost confidence in them.\u00a0<span class=\"Apple-converted-space\">\u00a0<\/span><\/span><\/div>\n<div class=\"p1\"><\/div>\n<div class=\"p2\"><span class=\"s1\">It\u2019s not over yet.<span class=\"Apple-converted-space\">\u00a0\u00a0<\/span>Just the other day, Minister Sarath Fonseka said he would give evidence that would prove that former Army Commander, General Jagath Jayasuriya, was guilty of war crimes.<span class=\"Apple-converted-space\">\u00a0\u00a0<\/span>President Maithripala Sirisena retorted, \u2018I won\u2019t let anyone touch Jagath Jayasuriya\u2019 or any war heroes for that matter.\u00a0<span class=\"Apple-converted-space\">\u00a0<\/span><\/span><\/div>\n<div class=\"p1\"><\/div>\n<div class=\"p2\"><span class=\"s1\"><i>Anyone guilty of wrongdoing during any military operation is no \u2018war hero\u2019 regardless of contribution to eliminating terrorism.<span class=\"Apple-converted-space\">\u00a0\u00a0<\/span><\/i><\/span><\/div>\n<div class=\"p2\"><span class=\"s1\">\u00a0<\/span><\/div>\n<div class=\"p2\"><span class=\"s1\">The President could have worded it better, at least in the interest of affirming the basic tenets of good governance.<span class=\"Apple-converted-space\">\u00a0\u00a0<\/span>He did not.<span class=\"Apple-converted-space\">\u00a0\u00a0<\/span>More interestingly, the two statements clearly imply that Fonseka and the President are at odds.<span class=\"Apple-converted-space\">\u00a0\u00a0<\/span>As such there\u2019s two legitimate questions.<span class=\"Apple-converted-space\">\u00a0\u00a0<\/span>Will Fonseka initiate a no-confidence motion against the President? Will the President orchestrate a no-confidence motion against Fonseka?<span class=\"Apple-converted-space\">\u00a0\u00a0<\/span><br \/>\n<\/span><\/div>\n<div class=\"p2\"><span class=\"s1\"><span class=\"Apple-converted-space\">\u00a0<\/span><\/span><\/div>\n<div class=\"p2\"><span class=\"s1\">Now, it is not the case that every disagreement should prompt no-confidence motions.<span class=\"Apple-converted-space\">\u00a0\u00a0<\/span>This is serious stuff, however.<span class=\"Apple-converted-space\">\u00a0\u00a0<\/span>There\u2019s the charge of Fonseka pandering to interests that are not in concert with the country\u2019s interests.<span class=\"Apple-converted-space\">\u00a0\u00a0<\/span>The President, by presuming outcome of any reasonable process of inquiry, it essentially giving the finger to all notions of justice.<span class=\"Apple-converted-space\">\u00a0\u00a0<\/span>No-confidence motions, then, are warranted.\u00a0<span class=\"Apple-converted-space\">\u00a0<\/span><\/span><\/div>\n<div class=\"p1\"><\/div>\n<div class=\"p2\"><span class=\"s1\">Nishan Muthukrishna, an astute and unfortunately self-effacing student of politics, has responded to the question thus:<span class=\"Apple-converted-space\">\u00a0\u00a0<\/span><\/span><\/div>\n<div class=\"p2\"><i><b>\u00a0<\/b><\/i><\/div>\n<div class=\"p2\"><i><b>[The] next vote of no confidence should be against the Sri Lankan voter. For electing these people.\u201d<\/b><\/i><\/div>\n<div class=\"p1\"><\/div>\n<div class=\"p2\"><span class=\"s1\">That\u2019s tongue-in-cheek.<span class=\"Apple-converted-space\">\u00a0\u00a0<\/span>It is easy to blame the people.<span class=\"Apple-converted-space\">\u00a0\u00a0<\/span>True, they elected \u2018these people\u2019 (\u2018these\u2019 is a term that could be applied to even those in the current Opposition of course).<span class=\"Apple-converted-space\">\u00a0\u00a0<\/span>However, we have to acknowledge that people can vote for one person or a particular party for a number of reasons.<span class=\"Apple-converted-space\">\u00a0\u00a0<\/span>In January 2015, for example, they felt wanted to oust Mahinda Rajapaksa.<span class=\"Apple-converted-space\">\u00a0\u00a0<\/span>Some of the self-labeled winners of that election claimed among other things that they received a mandate for things peripheral or un-mentioned in the manifesto.<span class=\"Apple-converted-space\">\u00a0\u00a0<\/span>As for the manifesto, it is no longer a document that anyone can swear by, given the callous way in which pledges were abandoned or violated.\u00a0<span class=\"Apple-converted-space\">\u00a0<\/span><\/span><\/div>\n<div class=\"p1\"><\/div>\n<div class=\"p2\"><span class=\"s1\">Moreover, the entire system is structured in a way that the people don\u2019t really have a fair choice.<span class=\"Apple-converted-space\">\u00a0\u00a0<\/span>After being forced to vote for one set of crooks, brigands, murderers, wastrels and incompetents over another, after being forced to weigh relative merits, it is unfair to blame the voter and no one else \u2018for electing these people\u2019.\u00a0<span class=\"Apple-converted-space\">\u00a0<\/span><\/span><\/div>\n<div class=\"p1\"><\/div>\n<div class=\"p2\"><span class=\"s1\">On the other hand, it must be acknowledged that the \u2018these people\u2019 Nishan refers to, appear to have a lot of confidence in the people, i.e. the voters.<span class=\"Apple-converted-space\">\u00a0\u00a0<\/span>Knowing very well that they have multiple pathways to retain political relevance (national lists, cross-overs or appointment to posts with plush benefits and\/or opportunity for self-enhancement), politicians, especially of the two major parties and to a lesser degree the leaders of parties in coalition with then, can count on the people not to upset things too much.<span class=\"Apple-converted-space\">\u00a0\u00a0<\/span>What\u2019s an electoral defeat, after all, if the winner is an old friend or someone with whom it is easy to become friends?\u00a0<span class=\"Apple-converted-space\">\u00a0<\/span><\/span><\/div>\n<div class=\"p1\"><\/div>\n<div class=\"p2\"><span class=\"s1\"><b><i>I<\/i><\/b><b><i>f\u00a0politicians had confidence in the people for reasons more nobler than the assurance that they, the people, are not likely to stand in the way of pursuing purely personal goals, we would be living in a different country.\u00a0<span class=\"Apple-converted-space\">\u00a0\u00a0<\/span><\/i><\/b><\/span><\/div>\n<div class=\"p2\"><span class=\"s1\">\u00a0<\/span><\/div>\n<div class=\"p2\"><span class=\"s1\">It would be a country where mandates are taken seriously, where representation means something, and where the knowledge and expertise of the people of the country are taken note of.<span class=\"Apple-converted-space\">\u00a0\u00a0<\/span>In this regard, there\u2019s already our politicians regularly win votes of no-confidence against the citizenry.\u00a0<span class=\"Apple-converted-space\">\u00a0<\/span><\/span><\/div>\n<div class=\"p1\"><\/div>\n<div class=\"p2\"><span class=\"s1\">This brings us to us.<span class=\"Apple-converted-space\">\u00a0\u00a0<\/span>The citizens.<span class=\"Apple-converted-space\">\u00a0\u00a0<\/span>We have expressed confidence in our politicians, if not in a shout at least through whisper or simply an \u2018X\u2019 on a ballot paper.<span class=\"Apple-converted-space\">\u00a0\u00a0<\/span>Sadly, we have reserved our votes of no confidence for ourselves, or rather for each other.<span class=\"Apple-converted-space\">\u00a0\u00a0<\/span>We are not a \u2018yes we can\u2019 citizenry, at least not so in assertion and the transformation of affirmation into collective action.<span class=\"Apple-converted-space\">\u00a0\u00a0<\/span>We are a \u2018yes, we can\u2019 people in many if not all spheres of social and economic activity, but we are a \u2018no, we probably can\u2019t\u2019 kind of citizenry when it comes to politics.\u00a0<span class=\"Apple-converted-space\">\u00a0<\/span><\/span><\/div>\n<div class=\"p1\"><\/div>\n<div class=\"p2\"><span class=\"s1\">We needn\u2019t be so forever, though.<span class=\"Apple-converted-space\">\u00a0\u00a0<\/span>It begins, as always, with each of us as an individual and thereafter in the recognition of similarity in each other and eventually the coming together and moving forward.\u00a0<span class=\"Apple-converted-space\">\u00a0<\/span><\/span><\/div>\n<div class=\"p1\"><\/div>\n<div class=\"p2\"><span class=\"s1\">There\u2019s a sign hanging outside the party headquarters and every election office of the two major parties and all parties and groups aligned with them.<span class=\"Apple-converted-space\">\u00a0\u00a0<\/span>It\u2019s a quote and not one from Simon and Garfunkel.<span class=\"Apple-converted-space\">\u00a0\u00a0<\/span>It\u2019s not from Shakespeare.<span class=\"Apple-converted-space\">\u00a0\u00a0<\/span>It\u2019s from Dante Alighieri\u2019s 14th Century epic poem, \u2018Divine Comedy: Canto III, Vestibule of Hell\u2019\u2019:\u00a0<i>&#8220;Lasciate ogne speranza, voi ch\u2019intrate&#8221;<\/i>, most frequently translated as &#8220;Abandon all hope, ye who enter here.\u201d No, it\u2019s not in Italian.<span class=\"Apple-converted-space\">\u00a0\u00a0<\/span>It is in Sinhala and in Tamil.<span class=\"Apple-converted-space\">\u00a0\u00a0<\/span>We just miss the words because we are distracted by the lies, the personalities and our fascination with pressing a button called \u2018default option\u2019.<span class=\"Apple-converted-space\">\u00a0 \u00a0<\/span>That, ladies and gentlemen, is how we vote \u2018aye\u2019 on no-confidence motions on ourselves.<span class=\"Apple-converted-space\">\u00a0\u00a0<\/span>That\u2019s how we let ourselves down.<span class=\"Apple-converted-space\">\u00a0\u00a0<\/span>And that\u2019s how we allow ourselves to be kicked around.<span class=\"Apple-converted-space\">\u00a0<\/span><\/span><\/div>\n<div class=\"p2\"><span class=\"s1\">We can do better.<span class=\"Apple-converted-space\">\u00a0\u00a0<\/span>We deserve a more confident time; a time of confidences, yes.<\/span><\/div>\n<div
