But on\u00a0the Rohingya issue in\u00a0Myanmar, both countries expressed sympathy toward Myanmar\u2019s government in spite of the international community\u2019s pressure.<\/p>\n<p>On August 25, the Arakan Rohingya Salvation Army (ARSA) attacked 30 police outposts in Myanmar\u2019s Rakhine state, leading to the killing of 10 police officers, one soldier, and one immigration officer.<\/p>\n<p>After the attack, the government of Myanmar declared the ARSA as a terrorist organization under Sub-Section 5 of Section 6 of the Anti-Terrorism Law of Myanmar and\u00a0launched clearance operations\u201d to provide security in the region.\u201d However, according to multiple media reports, the clearance operations\u201d have directly or indirectly caused around 300,000 Rohingyas to flee the region.<\/p>\n<p><a class=\"td-ad-inline td-ad-inline-txt\" href=\"https:\/\/thediplomat.com\/subscriptions\/\"><b>Enjoying this article?<\/b>\u00a0Click here to subscribe for full access. Just $5 a month.<\/a><\/p>\n<p>On September 10, the\u00a0ARSA\u00a0declared a ceasefire for one month to facilitate a humanitarian response. But\u00a0the government of Myanmar rejected the ceasefire offer, as Zaw Htay, director general of the State Counselor Office of Myanmar,\u00a0<a href=\"https:\/\/twitter.com\/ZawHtayMyanmar\/status\/906798760126058498\" target=\"_blank\" rel=\"noopener\">said in a tweet<\/a>, we have no policy to negotiate with terrorists.\u201d<\/p>\n<p>On September 11, the\u00a0United Nations High Commissioner for Human Rights,\u00a0Zeid Ra\u2018ad al-Hussein, strongly\u00a0<a href=\"http:\/\/www.un.org\/apps\/news\/story.asp?NewsID=57490#.Wbgs08iGM2x\" target=\"_blank\" rel=\"noopener\">condemned<\/a>\u00a0Myanmar\u2019s government for the\u00a0Rohingya crisis:<\/p>\n<p><em>The situation seems a textbook example of ethnic cleansing\u2026I call on the [Myanmar] Government to end its current cruel military operation, with accountability for all violations that have occurred and to reverse the pattern of severe and widespread discrimination against the Rohingya population.<\/em><\/p>\n<p>Against the backdrop of the UN criticism, China still maintains its supportive position toward Myanmar\u2019s government.<\/p>\n<p>On September 12, when confronted with a question about Rohingya crisis again,\u00a0China\u2019s foreign ministry spokesman Geng Shuang\u00a0<a href=\"http:\/\/www.fmprc.gov.cn\/mfa_eng\/xwfw_665399\/s2510_665401\/t1492339.shtml\" target=\"_blank\" rel=\"noopener\">said<\/a>:<\/p>\n<p><i>The Chinese side condemns the violent attacks that happened in the Rakhine State of Myanmar, supports Myanmar\u2019s efforts to safeguard the peace and stability of the Rakhine State and sincerely hopes that the Rakhine State can restore stability as soon as possible and the local people can live a normal life again.<\/i><\/p>\n<p>Geng emphasized that China believes \u00a0the international community should support the efforts made by Myanmar to maintain national development and stability and create enabling external conditions for the proper settlement of the issue of Rakhine State. \u201d<\/p>\n<p>Like China,\u00a0the Indian government\u2019s expressed understanding toward Myanmar\u2019s government as well.<\/p>\n<p>On a recent visit to Myanmar, India\u2019s Prime Minister Narendra Modi\u00a0<a href=\"http:\/\/www.pmindia.gov.in\/en\/news_updates\/pms-statement-during-the-joint-media-briefing-with-state-councillor-of-myanmar-in-naypyidaw\/?comment=disable\" target=\"_blank\" rel=\"noopener\">said<\/a>\u00a0India shares Myanmar\u2019s concern about extremist violence in Rakhine state and specially the violence against security forces and how innocent lives have been affected.\u201d<\/p>\n<p>We hope that all the stakeholders together can find a way out in which the unity and territorial integrity of Myanmar is respected and at the same time we can have peace, justice, dignity, and democratic values for all,\u201d Modi added.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>By\u00a0Charlotte Gao\u00a0Courtesy The Diplomat September 13, 2017 Chinese foreign ministry says the international community should support the efforts made by Myanmar China and India seldom see eye to eye with each other on international affairs, especially after the Doklam crisis,\u00a0which deepened the mutual hostility.
