{"id":79062,"date":"2018-07-06T02:43:22","date_gmt":"2018-07-06T09:43:22","guid":{"rendered":"http:\/\/www.lankaweb.com\/news\/items\/?p=79062"},"modified":"2018-07-06T02:43:40","modified_gmt":"2018-07-06T09:43:40","slug":"china-says-west-wants-to-push-lanka-into-an-under-development-trap","status":"publish","type":"post","link":"https:\/\/www.lankaweb.com\/news\/items\/2018\/07\/06\/china-says-west-wants-to-push-lanka-into-an-under-development-trap\/","title":{"rendered":"China says West wants to push Lanka into an \u201cunder-development trap\u201d"},"content":{"rendered":"<header role=\"banner\">\n<div class=\"row site-nav\">\n<h2 class=\"col-lg-12\">\u00a0<em style=\"color: #0000ff;\">Courtesy NewsIn.Asia<\/em><\/h2>\n<\/div>\n<\/header>\n<div class=\"row default\">\n<div class=\"theiaStickySidebar\">\n<section class=\"article-wrapper\">\n<article class=\"entry post-22289 post type-post status-publish format-standard has-post-thumbnail hentry category-business category-china category-sri-lanka category-topstory last_archivepost\">\n<div class=\"social-sharethis-post\">Colombo, July 5 (newsin.asia): The Chinese Embassy in Sri Lanka said on Thursday, that the Western media propaganda that China is pushing Sri Lanka into a debt trap\u201d is not only contrary to facts but is also motivated by a desire to push Sri Lanka into an under-development trap\u201d.<\/div>\n<div class=\"entry-content\">\n<p>The embassy said this in response to a recent\u00a0<em>New York Times<\/em>\u00a0article which said that China\u2019s ambitious\u00a0Belt and Road Initiative is pushing vulnerable countries around the world, including Sri Lanka, into a debt trap\u201d fuelling corruption and autocratic behavior in new democracies.<\/p>\n<p>Chinese Embassy Spokesperson, Luo Chong said that Sri Lanka is not facing a debt trap\u201d as alleged, but another kind of trap , namely a state of under-development.<\/p>\n<p>Sri Lanka has been trapped by the lack of development\u201d because of low investment in development for decades, Luo said.<\/p>\n<p>What China is doing is not setting a debt trap for Sri Lanka but to pull it out of the trap of under-development.<\/p>\n<div class=\"google-auto-placed ap_container\"><img decoding=\"async\" class=\"aligncenter\" title=\"China says West wants to push Lanka into an \u201cunder-development trap\u201d\" src=\"https:\/\/i2.wp.com\/newsin.asia\/wp-content\/uploads\/2018\/07\/Colombo-Port-City-being-bulit-by-China-Harbor-Engineering-Co.-1.jpg?fit=701%2C410&amp;ssl=1\" alt=\"China says West wants to push Lanka into an \u201cunder-development trap\u201d\" \/><\/div>\n<p>But\u00a0 what some Western media are doing is that they are setting a trap for Sri Lanka,\u201d Luo said.<\/p>\n<p>A statement issued by the embassy said:\u00a0 As a most important development partner of Sri Lanka, China has provided great support including financial assistance to Sri Lanka for its post-war reconstruction and national development at its most needed and crucial moments.<\/p>\n<p><strong>Debt To China Is 10.6% of Total Debt<\/strong><\/p>\n<p>Chinese loans are not the main part of Sri Lanka\u2019s foreign debt. According to the Annual Report 2017 of the Central Bank of Sri Lanka, the total external debt of the Island country is US$ 51.824 billion, among which outstanding Chinese loans takes up only about 10.6% with the amount of USD 5.5 billion.<\/p>\n<p>Besides, 61.5% the Chinese loans (US$ 3.38 billion) are concessional ones with a much lower interest rate than the international market.<\/p>\n<p>The commercial loans from China are also negotiated at an appropriate rate by the two sides according to then international market.<\/p>\n<p>The Chinese projects in Sri Lanka adhere to the golden rule combining: extensive consultation, joint contribution and 0shared benefits\u201d.<\/p>\n<p>Most of the major projects related to the national economy and people\u2019s livelihood such as ports, roads, airports, power stations, and water conservancy. They are based on the urgent needs of the economic and social development of Sri Lanka, and proposed by the successive governments on the basis of sufficient feasibility studies.<\/p>\n<p>However, Sri Lanka itself lacks relevant funds, experience and technicians to meet the difficulties of large capital requirements, low returns, high risks, long return times, and high technical thresholds of these projects.<\/p>\n<p>As a result, Sri Lanka turns to request cooperation from the international community including China.<\/p>\n<p>The Chinese government has made special arrangements in terms of funds, while Chinese companies work hard to overcome the difficulties and actively participate in projects construction.<\/p>\n<p>This has greatly stimulated Sri Lanka\u2019s economic growth, largely provided employment opportunities, and well improved people\u2019s livelihood, which completely renewed the economic and social outlook of the country.<\/p>\n<p>China is pleased to see that the major projects and technical talents built and trained with the support of the Chinese side have become valuable assets of the Sri Lankan nation and people, and will provide a continuous momentum for the all-round development of the future.
