It comes amid mounting criticism over the use of the multipurpose weapon, which can be extremely dangerous to civilians.<\/div>\n<div class=\"simple-page__text\">\n<p>Over the past few weeks an increasing number of claims have pointed to the use of white phosphorus munitions by the US-led coalition in Mosul, Iraq and Raqqa, Syria \u2013 the two strongholds of the terrorist group Islamic State (IS, formerly ISIS\/ISIL). The use of the weapons in Mosul was confirmed by New Zealand\u2019s Brig. Gen. Hugh McAslan.<\/p>\n<p><img decoding=\"async\" class=\"simple-page__cover-image\" src=\"https:\/\/cdni.rt.com\/files\/2017.06\/original\/59410b3dc46188690d8b4568.jpg\" alt=\"US-led coalition admits use of white phosphorus in Mosul amid mounting criticism\" \/><\/p>\n<ul>\n<li><span style=\"color: #0000ff;\"><em>Alleged deployment of white phosphorus munitions in Raqqa as reported by ISIS-linked Amaq news agency \u00a9 YouTube<\/em><\/span><\/li>\n<\/ul>\n<p><em>We have utilized white phosphorous to screen areas within west Mosul to get civilians out safely,\u201d<\/em>\u00a0he\u00a0<a href=\"http:\/\/www.npr.org\/sections\/parallels\/2017\/06\/13\/532809626\/u-s-led-coalition-has-used-white-phosphorous-in-fight-for-mosul-general-says\" target=\"_blank\" rel=\"noopener noreferrer\">told<\/a>\u00a0the US broadcaster NRP, in what appears to be the first confirmation of its kind. Munitions with the chemical can be used as incendiary weapons, to lay down smoke screens or as signals.<\/p>\n<p>While deploying incendiary weapons against residential areas is banned under Protocol III of the Convention on Conventional Weapons (CCW), the two other uses are not, which allows some nations, including the US, to keep such munitions in their arsenal.<\/p>\n<p>Rights groups are critical of using such a loophole, saying that white phosphorus remains very dangerous even when not deliberately used to start fires. Submunitions can ignite days after deployment and remain a hazard for a city. Injuries caused by the chemical can burn to the bone and are prone to reigniting, if a piece of the phosphorous remaining in the wound is exposed to air when a dressing is changed.<\/p>\n<p><em>Horrific civilian harm from previous use of white phosphorus has generated public outrage and this latest use of white phosphorus underscores the urgent need for states to strengthen international law relating to incendiary weapons,\u201d<\/em>\u00a0HRW\u2019s Goose said.<\/p>\n<p>Earlier, footage of several alleged instances of the use of white phosphorous munitions in Mosul and Raqqa was published online. One incident\u00a0<a href=\"https:\/\/www.facebook.com\/Raqqa.Sl\/videos\/1576588162352429\/\" target=\"_blank\" rel=\"noopener noreferrer\">appears<\/a>\u00a0to\u00a0<a href=\"https:\/\/www.almasdarnews.com\/article\/video-us-warplanes-bomb-isis-neighborhoods-raqqa-illegal-incendiary-airstrikes\/\" target=\"_blank\" rel=\"noopener noreferrer\">have happened<\/a>\u00a0on June 8 in the Syrian city, days after the US-supported SDF militia announced that it had begun a siege of the IS stronghold. There were subsequent reports of the use of such munitions on the next day.<\/p>\n<p>There is also\u00a0<a href=\"https:\/\/twitter.com\/FazelHawramy\/status\/870986294863724545\/video\/1\" target=\"_blank\" rel=\"noopener noreferrer\">footage<\/a>\u00a0of what appears to be white phosphorus deployed by artillery, reportedly shot in western Mosul on June 3.
