{"id":83214,"date":"2018-11-14T13:13:39","date_gmt":"2018-11-14T20:13:39","guid":{"rendered":"http:\/\/www.lankaweb.com\/news\/items\/?p=83214"},"modified":"2018-11-14T13:13:39","modified_gmt":"2018-11-14T20:13:39","slug":"lankan-prez-accuses-speaker-of-violating-parliamentary-procedures","status":"publish","type":"post","link":"https:\/\/www.lankaweb.com\/news\/items\/2018\/11\/14\/lankan-prez-accuses-speaker-of-violating-parliamentary-procedures\/","title":{"rendered":"Lankan Prez accuses Speaker of violating parliamentary procedures"},"content":{"rendered":"<h2><span style=\"color: #0000ff;\"><em>Courtesy NewsIn.Asia<\/em><\/span><\/h2>\n<p>Colombo, November 14: Sri Lankan President\u00a0Maithripala Sirisena on Wednesday refused to accept a letter sent by parliament Speaker\u00a0Karu Jayasuriya explaining \u00a0the happenings in the House earlier in the day, according to a ruling party member Dayasiri Jayasekara.\u00a0Instead, he issued a statement saying that the Speaker had flouted parliamentary procedures in getting the No Trust Motion passed.<\/p>\n<div class=\"entry-content\">\n<p>The President said that the Speaker had failed to adhere to Standing Orders and other Parliamentary procedures when it came to the No Confidence Motion against Prime Minister\u00a0Mahinda Rajapaksa and his government.<\/p>\n<p>The list of signatures attached with the motion has not been certified by Parliament,\u201d Sirisena said whilst adding that the date of the motion had also been changed in an unacceptable matter.<\/p>\n<p><img loading=\"lazy\" decoding=\"async\" class=\"aligncenter\" title=\"Lankan Prez accuses Speaker of violating  parliamentary procedures\" src=\"https:\/\/i0.wp.com\/newsin.asia\/wp-content\/uploads\/2018\/11\/Karu-Jayasuriya-and-Maithripala-Sirisena.jpg?fit=600%2C400&amp;ssl=1\" alt=\"Lankan Prez accuses Speaker of violating  parliamentary procedures\" width=\"470\" height=\"313\" \/><\/p>\n<p>Sirisena said the Parliamentary tradition does not make it necessary for a newly appointed Prime Minister to prove \u00a0majority support.<\/p>\n<p>The President has the power to appoint any member of the house as Prime Minister, who, in his opinion, has\u00a0 majority support in Parliament.<\/p>\n<p>Sirisena said he is the sole \u2018appointing authority\u2019 in regard to the Prime Minister.<\/p>\n<p>Earlier, released a copy of the No Confidence Motion and the letter sent to President Maithripala Sirisena.<\/p>\n<p>The letter signed by 122 members of parliament stated that the cabinet and the Prime Minister were appointed in violation of the constitution.<\/p>\n<p>The release added that copies of these letters and documents were sent to the President in order to facilitate the next course of action in line with the constitution.<\/p>\n<p>Parliament convened at 10am on November 14) in accordance with Gazette notification 2095\/50 which was issued by the President.<\/p>\n<p>After general announcements made by the Speaker, Tamil National Alliance MP M. A. Sumandiran submitted a proposal to suspend the Standing Orders.<\/p>\n<p>Thereafter members of the JVP (Anura Kumara Dissanayake and Vijitha Herath) submitted a No-Confidence Motion against the Government.<\/p>\n<p>The JVP members had called on the Speaker to assess the opinion of the House.
