Since 1980s LTTE has been either bombing, sending\nsuicide missions, assassination squads or setting off claymore bombs virtually\nevery day, every month for 30 years. Apart from customary statements the UN,\nUNHRC or so-called international community did nothing to stop LTTE or even\nempathize with the thousands of unarmed victims that LTTE targeted. There were\nno pouring of flowers or world outcry calling for LTTE to disarm. It was always\ncalls to have tea with the terrorists timed when LTTE was cornered to enable\nLTTE to regroup during the talks. When so-called terrorists attacked Twin\nTowers in US, there was no investigation as to the culprits &amp; instead US\n&amp; NATO invaded Afghanistan in October 2001 &amp; continue to occupy it even\nin 2019. Sri Lanka\u2019s decision to military defeat LTTE came after enduring 30\nyears of killings, failed peace talks &amp; ceasefires including foreign\nmediation. LTTE was militarily defeated after giving it several opportunities\nto lay down arms &amp; surrender which LTTE refused. Sri Lanka\u2019s Armed Forces\nwhile engaging the LTTE in battle saved close to 300,000 people which is no\nsmall achievement &amp; that cost 6261 soldier deaths. Neither side fires roses\nin a battle and the Armed Forces brought to safety the people LTTE were using\nas human shields &amp; hostages. Yes, civilians died \u2013 many from LTTE firing\nbut at the end of the day, Sri Lanka has been enjoying peace which Sri Lanka didn\u2019t\nhave for 30 years. So we would like to tell the intruding countries &amp; UN\nthat did pittance to stop LTTE killings to just mind their own business without\ntrying to hang Sri Lanka\u2019s armed forces for eliminating terrorists \u2013 do they\ndeserve to live &amp; do we deserve to die if LTTE is to be given a lease? Let\nus see the world reactions against how they reacted post-May 2009<\/p>\n\n\n\n<p><strong>18 May 2009 <\/strong><\/p>\n\n\n\n<p>United National Party leader Ranil Wickremasinghe,\nthrough a telephone call, congratulated President Mahinda Rajapaksa and the\nstate&#8217;s security forces.<\/p>\n\n\n\n<p><strong>Archbishop\nOswald Gomis issued a statement &nbsp;&nbsp;<\/strong><\/p>\n\n\n\n<p>I congratulate His Excellency President Mahinda\nRajapakse, President of the Democratic Socialist Republic of Sri Lanka, for his\nvery courageous leadership and thank the Chiefs of the Defense outfit who\nsupported him with deep commitment and self-sacrifice..\u2026\u2026 Let us always\nremember that united we will flourish but divided we will perish\u201d<\/p>\n\n\n\n<p><strong>19 May 2009 \u2013 Statement by UN\nSecretary General Ban Ki Moon<\/strong><\/p>\n\n\n\n<p>&#8220;I am relieved by the conclusion\nof the military operation, but <strong>I am\ndeeply troubled by the loss of so many civilian lives.<\/strong> The task now facing\nthe people of Sri Lanka is immense and requires all hands. It is most important\nthat every effort be undertaken to begin a process of healing and <strong>national reconciliation<\/strong>. I listened\nvery carefully to what President Rajapaksa said in his address to Parliament\ntoday. <strong>The legitimate concerns and\naspirations of the Tamil people<\/strong> and other minorities must be fully addressed.&#8221;\n<\/p>\n\n\n\n<p>The Secretary General went on to\nannounce his upcoming visit to the war torn region.    <\/p>\n\n\n\n<p>Let us not get two factors confused.\nThe GOSL through its national army ended a terrorist movement that was\ntargeting civilians as well as trying to separate the country. <strong>The legitimate concerns and aspirations of\nthe Tamil people<\/strong><\/p>\n\n\n\n<p><strong>18 May 2009 &#8211; European Union <\/strong><\/p>\n\n\n\n<p>The European Council met in Brussels issued\na statement on &#8220;the Government of Sri Lanka urgently to proceed towards a\ncomprehensive political process&#8221; and &#8220;the President of Sri Lanka to\noutline a clear process leading to a <strong>fully\ninclusive political solution<\/strong>, based on consent, equality and the rule of\nlaw&#8221;. The Council stated that such moves are the only way toward long-term\nsecurity, post-conflict reconstruction and prosperity in Sri Lanka. The\nstatement concluded: &#8220;The EU continues to call for appropriate action by\nthe United Nations Human Rights Council.&#8221;&nbsp;\n<\/p>\n\n\n\n<p><strong>18 May 2009 \u2013 Indian External Affairs Ministry<\/strong><\/p>\n\n\n\n<p>&#8220;In a telephone conversation with External\nAffairs Minister Shri Pranab Mukherjee earlier today, the President of Sri\nLanka confirmed that <strong>armed resistance by\nthe LTTE has come to an end <\/strong>and that LTTE leader Velupillai Prabhakaran is\ndead. India will work with the people and Government of Sri Lanka to provide\nrelief to those affected by the tragic conflict, and to rapidly rehabilitate\nall those who have been displaced, bringing their lives to normalcy as soon as\npossible. It is our view that as the conventional conflict in Sri Lanka comes\nto an end, <strong>this is the moment when the\nroot causes of conflict in Sri Lanka can be addressed<\/strong>. This would <strong>include political steps towards the\neffective devolution of power within the Sri Lankan Constitution<\/strong> so that\nSri Lankans of all communities, including the <strong>Tamils, can feel at home and lead lives of dignity of their own free\nwill<\/strong>.&#8221;<\/p>\n\n\n\n<p><strong>19 May 2009 \u2013 Iran Foreign Minister Manouchehr\nMottaki telephoning Sri Lanka\u2019s Foreign Minister Rohitha Bogollagama <\/strong><\/p>\n\n\n\n<p>&#8220;Iran has maintained close relations with Sri\nLanka and has always condemned terrorism and, consistently upheld the\nsovereignty and the territorial integrity of Sri Lanka&#8221;. &nbsp;<\/p>\n\n\n\n<p><strong>19 May 2009 \u2013 Japan PM Taro Aso\u2019s office<\/strong><\/p>\n\n\n\n<p>Japanese Prime Minister &#8220;welcomed the end of\nthe civil war between the Sri Lankan government and the Liberation Tigers of\nTamil Eelam&#8221;\u2026.&#8221;it is now important to help internally displaced\npeople and their resettlement as well as to start showing improvement in the\npolitical process towards peace-building&#8221;. It also outlined that <strong>poverty was one of the factors that create\nfertile ground for terrorism<\/strong> and said he would like to see <strong>Sri Lanka build infrastructure<\/strong>, adding\nthat Japan would support Sri Lanka&#8217;s efforts as much as possible.<\/p>\n\n\n\n<p><strong>19 May 2009 &#8211; Maldives <\/strong><\/p>\n\n\n\n<p>Both President Mohamed Nasheed and Vice-president\nMohammed Waheed Hassan congratulated the government and people of Sri Lanka for\ntheir tremendous success in effecting an end to the decades-old conflict in\ntheir country. I take this opportunity to express on behalf of the Government\nand the people of Maldives our sincerest best wishes to Your Excellency and the\npeople of Sri Lanka\u201d\u2026\u2026&#8221;This mo<strong>mentous\noccasion in Sri Lanka\u2019s history <\/strong>will pave the way towards realising <strong>greater equality and justice for all Sri\nLankans<\/strong>.&#8221;<\/p>\n\n\n\n<p><strong>19 May 2009 \u2013 Pakistan Minister of State for\nForeign Affairs Nawabzada Malik Amad Khan<\/strong><\/p>\n\n\n\n<p>congratulating Sri Lanka&#8217;s <strong>&#8220;great victory over terrorism&#8221;.<\/strong> The Pakistani State\nMinister stated that Pakistan has always been a <strong>steadfast friend of Sri Lanka<\/strong> and strongly supported the country&#8217;s\nunity, sovereignty and territorial integrity and re-affirmed his government&#8217;s\ncontinued cooperation with Sri Lanka in countering terrorism. &nbsp;<\/p>\n\n\n\n<p><strong>22 May 2009 \u2013 Philippines Foreign Affairs press\nrelease<\/strong><\/p>\n\n\n\n<p>Philippines &#8220;welcomes the return of law and\norder in northern Sri Lanka and supports the Government of Sri Lanka\u2019s search\nfor a comprehensive, fair, and lasting political solution to the problems faced\nby its Tamil minority. The Philippines hopes that a lasting political solution\nwill be crafted in order that the Tamil minority share in the fruits of peace\nin their country.&#8221;<\/p>\n\n\n\n<p><strong>29 May 2009 Singapore Ministry of Foreign Affairs &#8211;\nMinister George Yeo<\/strong> <\/p>\n\n\n\n<p>&#8220;Singapore is relieved to see an end to the <strong>long-standing conflict in Sri Lanka<\/strong>.\nThe conflict had taken a great toll on the country. Not only have tens of\nthousands of lives been lost, but hundreds of <strong>thousands of Sri Lankan civilians have also been displaced from their\nhomes<\/strong>. We must cooperate to aid the victims. <strong>People in the refugee camps must quickly be\nallowed to return home<\/strong>.&#8221; Store also said the situation in the refugee\ncamps for internally displaced people must be improved, in line with demands\nmade by the United Nations.<\/p>\n\n\n\n<p><strong>21 May 2009 Russia<\/strong><\/p>\n\n\n\n<p>&#8220;The government of Russia has extended warmest\ncongratulations to the president and the government of Sri Lanka on the success\nachieved by the island nation in defeating LTTE (Liberation Tigers of Tamil\nEelam) terrorism,&#8221; Russia has said that it supports the fight of the Sri\nLankan government against terrorism and separatism. Russia hoped that the end\nto the bloody armed conflict that lasted in Sri Lanka for more than a quarter\ncentury will be a guarantee of the establishment of an enduring peace, security\nand stability in the country<\/p>\n\n\n\n<p><strong>19 May 2009 Switzerland <\/strong><\/p>\n\n\n\n<p>&#8220;<strong>regrets\nthat international humanitarian law has been violated<\/strong> and appeals to all parties\nto comply with and to ensure respect for international regulations and\nobligations in all circumstances. Switzerland <strong>calls on all parties to refrain from incitement to hatred and to work\ntowards reconciliation<\/strong> by means of unilateral or jointly agreed measures.\nAll parties and groupings as well as members of the diaspora should work openly\nand in conjunction with international institutions to <strong>initiate a reconciliation process<\/strong> and a sustainable solution in the\nframework of a political dialogue.&#8221;<\/p>\n\n\n\n<p><strong>19 May 2009 United Kingdom \u2013 Foreign Secretary\nDavid Miliband <\/strong><\/p>\n\n\n\n<p>&#8220;On 19 May, the Sri Lankan President formally\nannounced that on 18 May military forces had retaken all the territory once\nheld by the LTTE and that they had captured or killed the senior leadership of\nthat organisation. Many <strong>Sri Lankans of\nall communities, Sinhalese, Tamil and Muslim, will be relieved that the long\nand brutal conflict may at last be over<\/strong>. Sri Lanka has before it an <strong>historic opportunity to resolve the\nunderlying causes of the conflict<\/strong> and ensure a lasting peace. We must\ncontinue to work with Sri Lanka\u2019s Government and all its communities to ensure\nthat this opportunity is taken and that it leads to a sustainable end to the\nconflict. The continuing focus of this Government\u2019s activity over the coming\ndays and weeks, will be to work with international partners in encouraging the\nSri Lankan Government to devote as much energy to <strong>winning the peace as it did to winning the war<\/strong>.&#8221;<\/p>\n\n\n\n<p><strong>20 May 2009 &#8211; Lord Malloch Brown, UK Minister of\nState Foreign and Commonwealth office &amp; Lord Naseby<\/strong><\/p>\n\n\n\n<p>&#8220;Indeed, in our initial contacts with the\npresident, <strong>we congratulated him on\nfinishing of a brutal 26-year war, which was instigated by the Tamil Tigers-a\nterrorist group<\/strong>&#8221; replying to Lord Naseby who raised the matter in the\nHouse of Lords. <\/p>\n\n\n\n<p><strong>Agreeing\nwith Lord Naseby<\/strong>, Lord Malloch Brown said, &#8220;<strong>the\npolitical solution to this must come from inside Sri Lanka from a process set\nup and led by President Rajapaksa<\/strong>.&#8221; <\/p>\n\n\n\n<p>Brown said, &#8220;But we also made it extremely\nclear to him that, whether or not that victory would be seen as the opening of\na new and happier chapter in Sri Lanka depended on whether he could now go that\nnext step and show the statesmanship to find a political as well as\nhumanitarian solution to this community&#8217;s issues.&#8221; <\/p>\n\n\n\n<p>&#8220;On 17 May, the Prime Minister announced an\nadditional \u01535 million in humanitarian aid for Sri Lanka, taking the total to\n\u015312.5 million since September 2008.&#8221; <\/p>\n\n\n\n<p>Lord Naseby said, &#8220;My Lords, <strong>have Her Majesty&#8217;s Government congratulated\nthe Sri Lankan Government on defeating the Tamil Tigers and bringing peace to\nthe country?<\/strong> On the international front, is it Her Majesty&#8217;s Government&#8217;s\npolicy primarily to tackle the resettlement of the 250,000 Tamils and the\n100,000 Muslims who were ethnically cleansed from Jaffna, <strong>or is it to continue to lecture that there should be a constitutional\nsettlement, which really rests with the Parliament of Sri Lanka?&#8221;<\/strong><\/p>\n\n\n\n<p><strong>Canada \u2013 Minister of Foreign Affairs Lawrence\nCannon<\/strong> <\/p>\n\n\n\n<p>&#8220;<strong>Canadians\nare very concerned about the aftermath of the military action in Sri Lanka<\/strong>\nand the <strong>appalling effect it has had on\ncivilians<\/strong>. <strong>This terrible,\ndecades-long war has inflicted untold devastation and heartbreak on Sri Lankans<\/strong>.\nThe Government of <strong>Canada wishes to\nexpress its concerns about civilian casualties<\/strong>, and to convey its\ncondolences to the people of Sri Lanka and those around the world who have lost\nfriends and family members in this horrific conflict. Canada urges the\nGovernment of Sri Lanka to begin to find a long-term political solution that\nresponds to the <strong>legitimate aspirations\nof all the people of Sri Lanka<\/strong>. Canada is prepared to assist Sri Lankan\nefforts to find political reconciliation and a lasting peace.&#8221;<\/p>\n\n\n\n<p><strong>18 May 2009 &#8211; United States Department of State\nspokesman Ian Kelly said<\/strong><\/p>\n\n\n\n<p>&#8220;The Department of State welcomes the fact\nthat the fighting has ended, and we are <strong>relieved\nthat the immense loss of life and killing of innocent civilians appears to be\nover<\/strong>. This is an opportunity for Sri Lanka to turn the page on its past and\nbuild a Sri Lanka rooted in democracy, tolerance, and respect for human rights.\nNow is the time for the government to engage the Tamils, Sinhalese, and other\nSri Lankans to create a political arrangement that promotes and protects the\nrights of all Sri Lankans. It is also vital for the government to provide for\nthe needs of the 280,000 civilians now living in relief camps. Providing food,\nwater, shelter, basic health care, and sanitation, as well as expediting their\nreturn to their homes should be a top priority for the government.&#8221;<\/p>\n\n\n\n<p><strong>Commentary:<\/strong><\/p>\n\n\n\n<p>The UNSG is concerned about <strong>\u2018loss of so many lives\u2019<\/strong> \u2013 what about\nall the lives LTTE nullified since 1980s are their killings by LTTE not\nimportant to UNSG?<\/p>\n\n\n\n<p>What does the UNSG mean by <strong>\u2018national reconciliation\u2019<\/strong> \u2013 Sri Lanka\nended an internationally banned terrorist movement, by UNSG\u2019s own statements he\nwas well aware that LTTE was keeping civilians by force, LTTE was killing\ncivilians trying to flee, LTTE was cutting hair of young girls &amp; forcing\nthem to engage in hostilities. What reconciliation with terrorists. The armed\nforces saved close to 300,000 Tamils that LTTE took by force. The mistake every\ngovernment has made is its failure to clearly state to the world that LTTE was\nthe enemy of Sinhalese, Tamils, Muslims except for the Sinhalese, Tamils,\nMuslims who were directly &amp; indirectly supportive of LTTE. Since those\nsupportive of LTTE should be investigated and charged for aiding &amp; abetting\nterrorism, there is absolutely no requirement to reconcile with LTTE terrorists\nor their covert\/overt supporters. <\/p>\n\n\n\n<p>Let us not get two factors confused.\nThe GOSL through its national army ended a terrorist movement that was\ntargeting civilians as well as trying to separate the country. The confusing\nfact is that the terror element (LTTE) &amp; separatism (LTTE &amp; Tamil\npolitical demands) are interlinked. Now that the LTTE terror element has been\nremoved the separatist quest via the political element remains which is why we\ncannot move forward without removing the separatist quest also from the\nequation as ordinary citizens of all communities do not wish to have the island\ndivided for whatever reasons.<\/p>\n\n\n\n<p>What are these <strong>legitimate concerns and aspirations<\/strong><strong>\u201d <\/strong>and it cannot be only that of a\nminority populace. One community cannot have anything that denies another\ncommunity and exactly who are voicing these \u2018aspirations\u2019 in terms of numbers\ndo they have any quantifiable reach? That is nullified by the fact that more\nTamils live among the Sinhalese than they do among Tamils in North Sri Lanka. <\/p>\n\n\n\n<p><strong>The EU is referring to a \u2018fully inclusive political solution\u2019\n<\/strong>again what everyone has ignored is that the GOSL and the armed\nforces ended a terrorist movement. Who reaches political solutions with\nterrorists? LTTE was never representative of Tamils, if so why would they kill\nTamils. LTTE has killed more Tamils than they accuse Sinhalese of killing. <\/p>\n\n\n\n<p>T<strong>he\nIndian External Affairs Minister raises question of root causes of conflict\u201d\n<\/strong>which is an excellent point and should cover the divide &amp; rule policies\nof colonial invaders and the manner excessive privileges given to minorities\npurposely denying majority and creating an elite set of brown sahibs comprising\nSinhalese, Tamils, Muslims helped create the problem initially and made worse\nby the geopolitics of East-West allegiance and power politics that constituted\nusing armed groups as political pressure triggers against foreign governments\nwith NGOs and faith-based organizations justifying their presence to increase\nflocks via conversion while subtly aggravating the problem through foreign\nfunding. Will these truths ever get put on the table \u2013 never, because the one\u2019s\ndoing the preaching are the one\u2019s steering these destabilizing entities. The\nreason for India to demand \u2018devolution of power\u2019 is connected to India\u2019s\ninterference in 1987 via the Indo-Lanka Accord and forcing the 13<sup>th<\/sup>\namendment which is promoting demands for unnecessary powers that does not necessarily\ntrickle to do any service to the people. Over 30 years of provincial council\nsystem is enough proof to highlight the failure of devolution.<\/p>\n\n\n\n<p>The Japanese PM raises \u2018poverty\u2019 as\none of the root causes for the conflict, which is partly correct as statistics\nwill reveal the rise in conversions to Christianity by Hindu Tamils is as a\nresult of the subtle inducements given by faith-based NGOs that came to assist\nin \u2018reconciliation\u2019 &amp; \u2018peace-building\u2019. Japan also stresses on development\nwhich was an area that the GOSL kickstarted immediately with the conclusion of\nthe military operation and vast areas of the North where Tamils were living\nlike in the cave-days enjoyed electricity for the 1<sup>st<\/sup> time and were\nable to see what the rest of the island looked like. They were virtual\nprisoners of the LTTE kept in the areas where LTTE controlled and had their\nchildren kidnapped and turned into child soldiers. In addition to poverty, no\none raises the caste issue for which the hatred by a higher caste upon a lower\ncaste Tamil is far more than his hatred for a Sinhalese. <\/p>\n\n\n\n<p>Philippines has made the same\nmistake. Congratulating the armed forces victory over LTTE terrorists has\nnothing to do with the Tamil minority but it has part to do with the Tamil\nleadership connected to the LTTE which is why it is important &amp; necessary\nto appoint a commission of inquiry and remove all linked to LTTE terror &amp;\nseparatism. <\/p>\n\n\n\n<p>What the Governments past &amp;\npresent &amp; future need to do is to clearly convey that Sri Lanka had a\nTERRORIST conflict and not an ETHNIC conflict. LTTE did kill Tamils and plenty\nof them too especially decent and socially accepted Tamil leaders. However,\nwhat is also true is that ALL LTTE were Tamil but all Tamils are not LTTE. <\/p>\n\n\n\n<p>These are great failures of the Sri\nLankan Foreign Ministry &amp; its envoys and embassy staff who have not used\ntheir diplomatic status to convey the correct picture to the world. That LTTE\nwere terrorists and Sri Lanka\u2019s Armed Forces were fighting terrorists negates\nthe notion that it was a Sinhala-Tamil conflict. The Armed Forces are not a\nSinhala army and though the LTTE were all Tamils the LTTE also killed quite a\nlot of Tamils. There is no requirement to reconcile with terrorists and there\nis no need to reconcile with Tamils as both Sinhalese-Tamils live amicably. Like\nevery household nothing is 100% perfect but no one is demanding separate states\njust because of some disagreement. If military ended LTTE terrorism &amp; separatism what\nremains is Tamil political quest for separatism and the task is now to showcase\nhow &amp; which Tamil politicians are connected to the LTTE quest for separatism\nas well as terrorism. Unless anyone has given up both terrorism &amp;\nseparatism, they cannot be omitted from investigation.<\/li><li>The call for a Commission of Inquiry into individuals\/groups\nand organizations indirectly\/directly involved in terrorism\/separatism is a\nmust for 6<sup>th<\/sup> amendment clearly denies any form of separatism of Sri\nLanka. <\/li><\/ul>\n\n\n\n<p>It is only after those involved in terrorism &amp; separatism\nare legally charged for their crimes can Sri Lanka move forward and when true\nreconciliation will take place. <\/p>\n\n\n\n<p>All the other initiatives claiming to be for peace\n&amp; reconciliation are all bogus quests to advance other agendas and have\nnothing to do with bringing people together.
