ECONOMYNEXT \u2013 Sri Lanka Land\nReclamation & Development Corporation is to buy a dredger to mine sand from\nthe deep sea to meet the requirements of the construction industry, the state\ninformation office said.Sea sand now meets about 10 percent of the local requirement\nfor building construction, it said in a statement.
\nBut with construction activity expected to increase in future, more sea sand\ndredging would be required to meet the growing demand.
\nA proposal to buy a dredger for the Land Reclamation & Development\nCorporation was approved by the Cabinet of Ministers this week on a proposal by\nMegapolis and Western Development Ministers Champika Ranawaka.

We have a serious\nproblem in Sri Lanka .Neither Government nor Cabinet of ministers have any clue\nhow to identify specific the  skills and\nqualification of various corporations and the departments .<\/p>\n\n\n\n

When Ceylon\nElectricity Board decided to install Coal Powered Power Generation plants,\nelectrical engineers who dominate the board functions, never allowed mechanical\nor marine engineers to provide any input when they procured the coal power\nplants and barges and tugs to transport coal powder from large ships to the\nplant .<\/p>\n\n\n\n

Outcome is that we\nhave a malfunctioning power plant and unusable three barges and two tugs which\nare supplied by Chinese .These barges are nor self-propelled hence controlling\nthe barges in high seas is very cumbersome .<\/p>\n\n\n\n

Three barges and\ntwo tugs have been handed over to Sri Lanka Navy and CEB is hiring some Indian self-propelled\nbarges to transport coal to pier .<\/p>\n\n\n\n

Sri Lanka Land\nReclamation Corporation ( SLLRDC) planning to buy a dredger may be a good idea\nassuming that a  Dutch Company is eying\nto supply the trailing suction hopper \ndredger .SLLRDC should  have a\nteam of marine engineers not only to draw up the correct specification but also\n to plan operation  and maintenance  of  the\ndredger .<\/p>\n\n\n\n

If they intend to\nbuy a dredger, they should use an  another company or  an organization to  handle such sophisticated equipment.<\/p>\n\n\n\n

One might think\nthat Ceylon Shipping Corporation should undertake the operation and maintenance\nof the dredger .By looking at their pastr performance during last few decades\n,  country has seen how they have failed\nto maintain their own vessels which were \nsent for scrap ,Hence government should think twice who should undertake\nthe operation,<\/p>\n\n\n\n

By best bet is Sri\nLanka Navy to operate and maintain the dredger <\/p>\n\n\n\n
