{"id":87215,"date":"2019-04-14T09:51:45","date_gmt":"2019-04-14T16:51:45","guid":{"rendered":"http:\/\/www.lankaweb.com\/news\/items\/?p=87215"},"modified":"2019-04-14T09:51:45","modified_gmt":"2019-04-14T16:51:45","slug":"advise-to-cecb","status":"publish","type":"post","link":"https:\/\/www.lankaweb.com\/news\/items\/2019\/04\/14\/advise-to-cecb\/","title":{"rendered":"Advise to CECB"},"content":{"rendered":"\n<p>My past experience in marine sector worldwide and direct\ninvolvement in installing the BARGE MOUNTED POWER PLANT in the Colombo port\nnear Colombo Dockyard ,I can render some timely advise to CEB In finding a\nsuitable location for the barge mounted power plants<\/p>\n\n\n\n<p>Following locations are suitable&nbsp;<\/p>\n\n\n\n<p>Panadura Fishery Harbour<\/p>\n\n\n\n<p>Oluvil Fishery\u2019s Harbour&nbsp;<\/p>\n\n\n\n<p>Modera beach next to Mutwal Harbour<\/p>\n\n\n\n<p>Trincomalee &nbsp;Harbour&nbsp;<\/p>\n\n\n\n<p>Panadura harbour is hardly used due to sand bank formation\nand there are no mores than 25 fishing boats currently using the harbour<\/p>\n\n\n\n<p>CFHC can seek advance for building a small breakwater and\naccommodate them<\/p>\n\n\n\n<p>Oluvil harbour is having same problem CEB can help smaller\nfishery harbour by placing a dredger to clear annual sand bar formations and\nremove sand&nbsp;<\/p>\n\n\n\n<p>Next to &nbsp;Modera Fishery harbour there is an illegal\nencroachment who can be relocated and make way for the Barge<\/p>\n\n\n\n<p>Trincomalee near Sampur is ideal and no obstruction&nbsp;<\/p>\n\n\n\n<p>Like in Bangladesh government shall invoke a Marshal Law\ntype rule and hand over the premises to the Navy who should &nbsp;import or\nbuild them in Sri Lanka&nbsp;<\/p>\n\n\n\n<p>. SPECS OF A BARG MOUNTED POWER PLANT&nbsp;<\/p>\n\n\n\n<p>The Function of Barge is to contain and deliver 1(one)\ncombined cycle barge mounted floating in &nbsp;power plant of nominal net\ncapacity 220 MW, consisting of 4(four) Once Through Steam Generator (OSTG),\n1(one) steam turbine generator (STG), 4(four) combustion gas turbine generators\nauxiliary equipment condensers, chilling system for air intake and the\nremaining balance of plant. Thebasic design is to include the barge and the\nconnections to the mooring system, together with the power plant\nequipment&nbsp;<\/p>\n\n\n\n<p>The Design data of the barge<\/p>\n\n\n\n<p>a) Barge size (length x wide x depth). &nbsp;106m x55m x 6 m<\/p>\n\n\n\n<p>b) Barge draft for towing. &nbsp; &nbsp; &nbsp; &nbsp;\n&nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp;2.4m<\/p>\n\n\n\n<p>c) Total barge weight. &nbsp; &nbsp; &nbsp; &nbsp; &nbsp;\n&nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; 14000\ntons &nbsp;&nbsp;<\/p>\n\n\n\n<p>(barge itself including steam turbine hall, control building\nand above &nbsp;deck foundations: approximate 6,000 tonnes)<\/p>\n\n\n\n<p>Stability<\/p>\n\n\n\n<p>a) The barge is designed to comply with the intact stability\nregulation of US 46 CFR Chapter I, Section 174.015 for river and harbor\nservice.<\/p>\n\n\n\n<p>b) The barge is designed to comply with the one compartment\ndamage stability regulations of US 46 CFR Chapter I, Section 172.065.
