\nINFORMATION OF AN ALLEGED PLAN ATTACK
\n 
\nReference to the letter of the defence ministry with regard to the above\nand the statement of IGP dated 2019.04.09 ref : STAFF05\/IGP\/PS\/OUT\/2860\/19,
\n 
\n2. We would like to draw your special attention to the a page no 2 to 4 of the\nstatement of the State Intelligence service stating that information has\nbeen received regarding an alleged plan of  suicidal\nattack<\/strong> by the leader of  ‘ Nations Thawahid Jaman ‘ Mohomad\nSaharan<\/strong> .

\n3. According to information of that statement ,would like you to give\nspecial attention and inform your staff to provide special security measures to\nthe areas covered by your division.

The most pertinent points in the Memo are:<\/p>\n\n\n\n

i.            \nIt\ncould be a Suicidal Attack<\/p>\n\n\n\n

ii.          \nAttributed\nto Muslim extremists outfit.<\/p>\n\n\n\n

Why\nauthorities failed to prevent the attack? What were the possible reasons?<\/p>\n\n\n\n

a.    \nTo\nexpose the President\u2019s weaknesses as the Minister in charge of Law and Order;<\/p>\n\n\n\n

b.<\/strong>   \nThe\nunderlying impression that the attack could be against a prominent Presidential\ncandidate;<\/strong><\/p>\n\n\n\n

c.    \nTo\ndelay Presidential and General Elections under the pretext that the political\natmosphere is not conducive for mass gatherings during elections;<\/p>\n\n\n\n

d.    \nReluctance\nto antagonize Muslim voters and MPs;<\/p>\n\n\n\n

e.    \nTo\ninterfere with the pending investigations on the alleged assassination  of\nthe President and former DS.<\/p>\n\n\n\n
