{"id":88452,"date":"2019-05-08T23:14:12","date_gmt":"2019-05-09T05:14:12","guid":{"rendered":"http:\/\/www.lankaweb.com\/news\/items\/?p=88452"},"modified":"2019-05-08T15:26:05","modified_gmt":"2019-05-08T22:26:05","slug":"a-peoples-manifesto-for-the-next-general-election","status":"publish","type":"post","link":"https:\/\/www.lankaweb.com\/news\/items\/2019\/05\/08\/a-peoples-manifesto-for-the-next-general-election\/","title":{"rendered":"A people\u2019s Manifesto for the next General Election."},"content":{"rendered":"<h2><span style=\"color: #0000ff;\"><em>Dr. Sudath Gunasekara\u00a0 <\/em><\/span><\/h2>\n\n\n<p> <strong><em>5..8.2019  <\/em><\/strong><br><strong>Fifty Demands for all political Parties and aspirant leaders who intend contesting next General Election <\/strong><\/p>\n\n\n\n<p><strong>Introduction<\/strong><\/p>\n\n\n\n<p>It is a foregone\nconclusion that there is no Government in this country today, in spite of the\nfact that there is a President, a Prime Minister, (of cause fighting each other\nand eternally at loggerheads, leading a cat\u2019s and dog\u2019s life at the expense of\nthe country) with 9 Governors, all political rejects and misfits some of whom\nare sworn communal terrorists and others who are messing up governance and\npublic life in the country, again at people\u2019s expense, (California State USA, 6\ntimes bigger than this country has only 1 Governor), nearly 157 Ministers (112\nCentral Government (until recently), and 45 Ministers with 5 Chief Ministers in\nthe Provincial Councils), with nearly 700 PC Members, and 336 Pradesiya Sabhas\nwith 8825 Members,&nbsp; maintained at\nenormous cost, bleeding the nation, with facilities and privileges not heard or\ngiven to politicians anywhere in the world. Moreover for every 16 people in\nthis country we have 1 public servant (1\/16) and for every 2235 people we have\n1 politician (1\/2235) all serving themselves and not people at all, who\nmaintain them. <\/p>\n\n\n\n<p>Thus we have the\ntop heaviest and most corrupt political machinery and an inefficient, lethargic\nand servile public service for any country in the world that has no concern for\nthe country or the people who maintain all these wasteful institutions and\nparasites, plagued with thousands of liars and thieves. <\/p>\n\n\n\n<p>Isn&#8217;t this total\nanarchy and naked day light gang robbery of a nation by corrupt politicians and\ntheir supporters, with impunity?<\/p>\n\n\n\n<p>Furthermore even\nthe Judiciary, the machinery of Public Service (except the Armed forces) &nbsp;&nbsp;too has\nfailed to win the confidence of the general public due to serious\npoliticization. So much so today this country has almost become a failed State where\ntop anarchy reigns.<\/p>\n\n\n\n<p>In fact this had\nbeen the state of governance ever since this Government was installed in power\nin January 2015. The so-called Public Service today also has got reduced to the\nlevel of a domestic service of the political party in power, with very few\nexceptions found once in a blue moon. The situation is getting aggravated every\nday as all political parties are concerned only in vote hunting to remain in\npower. <\/p>\n\n\n\n<p>Therefore the\ncrying need to seriously address and arrest this grievous national problem\nimmediately before the country collapses completely beyond redemption.<\/p>\n\n\n\n<p>In order to\nachieve this noble objective, which, I consider will be a historic land mark in\nthe political history of this country, I propose below a comprehensive list of\n50 steps needed to be taken immediately to arrest this appalling situation and\nmake this country once again the Pearl of the Indian Ocean, as it had been in\nthe past, by converting it to a dynamic, vibrant and prosperous status. For\nthis we need a strong and patriotic government that can fulfill the native people\u2019s\naspirations. With this objective in view, using the 1956 experience, I present\nthe following proposal for all patriotic people to think seriously.<\/p>\n\n\n\n<p>The following\nrecipe is based on burning aspirations of the native Sinhala majority who has\nbeen discriminated and sidelined by all political parties for 70 years since\nthe so-called Independence in 1948. It is a complete departure from the\nconventional manifestoes of political parties presented by them to grab\npeople\u2019s votes only to fulfill their own vicious and selfish ends. It is a\npeople\u2019s people\u2019s manifesto, prepared after consultation with a wide cross\nsection of people where the people demand and command the politician and\npolitical parties for the first time in the history of elections in this\ncountry to accept and openly agree to fulfill their demands if they want their\nvotes.<\/p>\n\n\n\n<p><strong>The Blue Print of a People\u2019s Election Manifesto for\nthe next General election<\/strong><\/p>\n\n\n\n<p>1 To replace an\nutterly corrupt, disastrous, treacherous and non-functioning government, by the\npoliticians, for the politicians and of the politicians and their families,\ncronies and their government servants, with a &#8220;True Yahapaalanaya&#8221; by\nthe people, of the people and for the good of the people and to set up a\nCivilization State\u201d as Martin Jacques&nbsp;\nproposed in his When China Rules the World\u201d (2009), based on our own\nindigenous systems of governance headed by an honourable set of Statesmen\nand&nbsp; True Public Servants, who love the\ncountry, its people and their culture.<\/p>\n\n\n\n<p>2 To take the\nreins of power of Governance in to the hands of 75% Sinhala majority and end\nthe tyranny of minority politics in this country, which has ruined this country\nsince 1948 while ensuring minority rights and their due place in this country.<\/p>\n\n\n\n<p>3 To ban all\nPolitical Parties named after ethnic, religious, regional or divisive basis\nlike Federal, TNA, TELO, SLMS, TC and EPRLF or any other like who go against\nthe Non-negotiable conditions of the Sri Lankan State. (See Annex 1 for the 15\nNon-negotiable conditions) <\/p>\n\n\n\n<p>4 To end the age\nof keeping everything in the hands of corrupt politicians by getting the\npoliticians to implement an election manifesto prepared by the people like in\n1956, instead of hitherto prevailed practice of politicians imposing their\nelection manifestos to get the votes and get their things done, while ruining\nthe country. <\/p>\n\n\n\n<p>5 To get all\npeople to give up their kepuwath, meruwath UNP\/ SLFP\/ JVP type of blind party\npolitical affiliations, which has divided the Sinhala people and made the\nminorities the King makers, and to organize the Nation as a &#8216;We Sinhala\nMovement&#8217; as one mighty patriotic force that will put the country before the\nparty and all other petty considerations like religion and caste to unite the\nnation as one formidable and undefeatable \u2018Force\u2019 and to end the minority power\nof hijacking the&nbsp; Sinhala Buddhist nation\nin to political wilderness. United we stand and divided we fall. Our failure to\nunderstand this simple gospel truth and getting blindly trapped in the divisive\nnoose of party politics set by the colonial British to ruin this country are\nthe main reasons of our down fall as a nation.&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; <\/p>\n\n\n\n<p>6 To restore the\nlost heritage of the Sinhala nation and the main aspects of their Independence\nand identity, starting from 1505 to date, which the politicians of this country\nhave miserably failed to do during 71 years of so-called Independence (See\nMahanuwara Charter 2019 for details).Teaching true history of this country from\n543 BC should commence immediately in all schools as a compulsory subject for\ncitizens to differentiate between fact and fiction. <\/p>\n\n\n\n<p>7 To scrap the\nIndian imposed 13th Amendment and Provincial Councils, a white elephant and a\ncurse imposed upon us by India, that has completely destabilized the once\neffective and less costly District Administration and Governance in this\ncountry, by multiplying and duplicating public institutions, number of\nparasitic politicians and public servants, dividing the country in to 9\nsemi-federal units paving the way for permanent division of the country in to a\nno return situation, wasting billions of public funds with zero benefit to the\ncountry, that could otherwise have been gainfully spent on the development of\nthe country. Concurrently the abolition of Rajiv\/JR Accord of July 29th 1987\nthat gave birth to PCC and many other serious political disasters, like 1) the\nTraditional Tamil Homeland in the North and East, 2) granting Official status\nto Tamil Language in this country (when it is not given even in India where\nover 70 million Tamils live) and 3) granting Citizenship to all Indian Estate\nlabour on the plantations on an affidavit from a JP, also has to be removed\nforthwith.<\/p>\n\n\n\n<p>8 To punish all\ninvolved in the CB mega Robbery starting from Ranil Wickramasinha, the chief\nconspirator-cum schemer and the first accused ending in recovering the total\nloss to the country, life imprisonment, confiscation of property and ending in\ndeath penalty for those found guilty.<\/p>\n\n\n\n<p>9 To cancel all\ndisastrous agreements entered in to by this Government with Foreign countries\nto sell or lease out the nation&#8217;s assets and making prior Parliamentary\napproval mandatory before signing any international agreement in future.<\/p>\n\n\n\n<p>10 To declare\nall land 5000 feet above sea level as strictly reserved forests as in the days\nof the Sinhala Kings to protect the country&#8217;s geographical Heartland that\nprovides the source for all rivers in this country which in turn determines and\ndictate the entire life system and the civilization in this Island nation: limit\nall human settlements to areas below 3500 feet, to protect the physical\nstability of the central hill country&#8221; of the country, thereby increasing\nthe water resources for agriculture, hydro- electricity, industries and\ndomestic use.<\/p>\n\n\n\n<p>11 To restore\nall lost rights of native Kandyan Sinhalese who fought for 443 years against\nthree enemy invaders Portuguese, Dutch and British to protect this nation for\nus. <\/p>\n\n\n\n<p>12 To set up a\nseparate Ministry for Kandyan Peasants, the Authority and the Institutions\nrecommended by the Kandyan Peasantry Commission of 1951, to rehabilitate them\nimmediately to rectify the historical injustices done to them and to abolish\nthe newly formed Hill country Tamil (mono) Village and Infrastructure\nDevelopment Ministry and all so-called development programmes started under it\nwith ADB assistance by this Government that will ultimately lead to the\nformation of a permanent Indian enclave right at the centre of this country.\n(These people were brought by the British after 1840, as slaves who worked for\nthe British to enrich the British Treasury. While toiling for their British\nmasters they earned their living and transferred all their savings to India\nannually up to 1948). My question to Ranil and his government and all\npoliticians who pamper these alien people is, as to why they are giving these\nlands outright and privileges to decedents of an alien slave force, while the\nKandyan Peasants, the real owners of these lands are being blatantly\ndiscriminated. <\/p>\n\n\n\n<p>13 To\ndrastically reduce the number of politicians and institutions at all levels\nstarting from Parliament and Ministries to an economic level the country could\nafford.<\/p>\n\n\n\n<p>14 To limit\ngranting Citizenship to Estate Tamils only according to Nehru-Kotalawala\nAgreement of 1954 and annul all Citizenships given under any other politically\nmotivated treacherous agendas since 1954 and to enact strict laws on giving\ncitizenship to foreigners; Only those who renounce all their connections both\nphysically and mentally with India for good and accept this country as the land\nof the Sinhala nation and agree to integrate with the native Sinhala people as\nit has always happened shall be qualified to get citizenship under this. Others\nhave to leave either to India or Britain as they were British citizens on Feb 4th\n1948. <\/p>\n\n\n\n<p>15 To limit\ncitizenship only to persons who accept the 15 non-negotiable conditions listed\nin the Mahanuwara Charter 2019, who learn the Sinhala language and who accept\nand respect this country as the land of the Sinhala nation and agree not to\nchallenge this inalienable status at any date even in future. (Please see\nAnnex1)&nbsp;&nbsp; <\/p>\n\n\n\n<p>16 To take\nimmediate steps to restore and protect the ancient archaeological and\nhistorical monuments to protect the Sinhala Buddhist Civilization and culture\nall over this country and pat special attention to restore all place names,\nnames of rivers, all damages done during the Portuguese, Dutch, British rule,\nLTTE war and destruction done at present in the North, East and some areas of\nthe NCP<\/p>\n\n\n\n<p>17 To allocate\nall employments under Government strictly according to ethnic ratios and have\nstrict rules even in the private sector, to protect rights of our citizens.<\/p>\n\n\n\n<p>18 To follow a\nNon-align Foreign policy protecting the Sovereignty, freedom and Independence\nof the country and to assert as an Independent nation without cowing and bowing\ndown to anybody.<\/p>\n\n\n\n<p>19 To make Sri\nLanka&nbsp; once again the Pearl of the Indian\nOcean and the Miracle of&nbsp; Asia by giving\npride of place in the national economy to Agriculture, Livestock, Fishing\nindustry, Export promotion, Shipping and Aviation as key sectors in the economy\nand thereby converting the nation\u2019s economy to a dynamic, vibrant and strong\nstatus.<\/p>\n\n\n\n<p>20 to stop all\nwasteful public functions such as foundation laying and opening petty projects\nat state expense and talking shops (meetings) organized by and for politicians\nwith expensive flower decorations and also expensive pavilions etc. to exhibit\ntheir vanity spending millions of public funds and wasting millions of valuable\nman hours and to compel the politicians to go for actions at least now and stop\ntalking which they have done for the past 71 years and also stop forthwith all\nmeetings organized to hand over appointments&nbsp;\netc and post all such letters by post to recipients as it was done in\nthe past.<\/p>\n\n\n\n<p>21 To revise the\npension scheme for all retired public servants so that every pensioner will be\nplaced on the same pension salary point entitled to a person retiring from the\ncorresponding post at present irrespective of the date on which the former has\nretired, in order to do justice to nearly 600,000 pensioners, who are\nstruggling to keep their heads above water in terms of the historic 1985 Indian\nSupreme court decision.<\/p>\n\n\n\n<p>22 To Ban\nsending slave labour (especially women) to other countries including domestic\nservants to Middle East and to provide employment avenues for them locally to\nstop our cultural erosion, and instead to start a program of sending skilled\nprofessionals only, like Doctors, Engineers, Technicians and Managers etc enabling\ncreation of jobs for those who pass out from our Universities and technical\ncolleges as a major source of foreign exchange<\/p>\n\n\n\n<p>23 To ban all\nSchools under the \u2018International\u2019 labels and extremist ideologies like\nMadrasa&nbsp; so that we will have only National\nSchools that will implement the national Education policy of Sri Lanka in this\ncountry in future, as only a broad based National Educational policy that suits\nthe country in the context of the new world, could lay the sound foundation\nthat could meet the challenges of this emerging world, for proper nation\nbuilding.<\/p>\n\n\n\n<p>24 To Reduce\nannual Public holidays (currently in the range of 125 -135) to a number not to\nexceed 12 as it is accepted in most countries<\/p>\n\n\n\n<p>25 To stop\npoaching and robbing all our marine resources in our territorial waters by any\nforeign country, including India that leads the game depleting our marine\nresources<\/p>\n\n\n\n<p>26 To impose\ndeath penalty for all found guilty on all serious and anti-social crimes\nstarting with narcotics<\/p>\n\n\n\n<p>27 To lay down\nspecial qualifications for politicians. Things like impeachable character, a\nClean record, minimum educational qualifications, reasonable assets,\nunassailable patriotism and character, etc + five years compulsory permanent\nresidence in the electorate for which he\/she&nbsp;\nseeks nomination and an upper age limit of 75 years with recall\nprovisions and finally to make the JRS&nbsp;\nonce again the most august assembly in the country.<\/p>\n\n\n\n<p>28 To have a\nstrict code of ethics and conduct to politicians and public servants with clear\nand strict performance targets, including a ban on all politicians and public\nservants other than Cabinet Ministers and National level officers attending\nstate functions outside their areas of authority unless the chief guest invites\nhim\/her for some special duty, as the present practices involves a wanton\nwastage of enormous amounts of public funds.<\/p>\n\n\n\n<p>29 To demand\nthat all politicians have to agree to work free for one year under the new\nsystem <\/p>\n\n\n\n<p>30 To appoint a\npermanent commission to inquire in to malpractices of all politicians and high\nofficials from 1987 and punish those found guilty with confiscation of property\nillegally acquired, removal of civil rights and any other punishment courts\ndeem fit for the offences committed.<\/p>\n\n\n\n<p>31 To\nrestructure the present system of Government Machinery with lesser number of\npublic servants under 15 Ministries, Departments and Statutory Boards and\ninstitutions that will continue as implementing agencies policies and\nprogrammes of the Government.<\/p>\n\n\n\n<p>32 To set up an\nindependent professional Judiciary and a Public Service where all recruitments,\nplacements and promotions will be purely made on merits based on competitive\nexaminations. Meritocracy should be the hall mark in the seats of Government in\nall these fields including politics.<\/p>\n\n\n\n<p>33 Main features\nof the new Government under the new Constitution<\/p>\n\n\n\n<p><strong>A<\/strong><\/p>\n\n\n\n<p>1) An\nUttareetara Purohita Saba\/ Advisory Council of 17 members (see Sec.&nbsp; 05 of Mahanuwara Charter 2019 for details\n(Instead of one Purohita in the past) as stated in the Siya Panatha <\/p>\n\n\n\n<p>2) Uttareetara\nJatika Selasum Mandalaya\/Permanent Supreme National Planning Council&nbsp; consisting of 10 or 15 eminent persons in\nfields like Economics,&nbsp; Law, Finance,\nAgriculture, Environment, Industry, Education, Trade and Commerce, History and\nCulture of this country etc, to prepare the overall National Plan so that\npoliticians will have only to implement national policies after they get\nelected. This will also has to be regularly evaluated, monitored and corrective\nmeasures taken to get this programme and the broad work plan given in the\nMahanuwara Charter 2019 to be implemented by the new Government to the end\nwithout flaws. This Council should be chaired by the Prime Minister.&nbsp;&nbsp;&nbsp; <\/p>\n\n\n\n<p>3) An Executive\nPresident elected by all the people in the country who shall be the Head of the\nState, Head of the government and the Chief Commander of the Three Forces and\nrestore his powers removed by the 19th Amendment.&nbsp; <\/p>\n\n\n\n<p>4 Prime\nMinister; The Chairman of the 15 Executive Committee as stated in 6 below.<\/p>\n\n\n\n<p>5 Jatika Rajya\nSabhava JRS\/ (Parliamentto be named as JRS) of Elected Members representing 198\nelectorates (Abolish National list MP, District MP, Proportional and Preference\nsystem) Five years permanent residence within the respective electorate for all\ncandidates should be made compulsory to get nomination.<\/p>\n\n\n\n<p>6)&nbsp; Cabinet<\/p>\n\n\n\n<p>JRS to have 15\nExecutive Committees whose Chairmen will form the Cabinet of 15 assisted by 15\nDeputy Ministers, representing the 15 Districts that have not got a Minister.\nOf the 15 Chairmen 1 will get elected as the Chairman of the Committees\n(Cabinet) who will be appointed as the Prime Minister by the President. (For\ndetails see Towards a Government without Political Parties\u201d mentioned in\nMahanuwara Charter 2019) <\/p>\n\n\n\n<p>7) The present\nsystem of State machinery of Ministries and Departments with semi-government\ninstitutions will continue, of cause reduced in number. <\/p>\n\n\n\n<p>8&nbsp;&nbsp; To enact a new Constitution base on our own\ncivilization as more fully described in Mahanuwara Charter 2019.&nbsp; The Constitution for any given country has to\nbe formulated by the Bhoomiputras who have founded the land, made the\ncivilization and lived there from inception of history of that land and who\ntreat it as their only motherland unless it had been overrun and conquered by\nan alien power like in the case of&nbsp;&nbsp;\nN&amp;S Americas, Canada, Australia and New Zealand. No other outside\nparty such as a foreign country or institution or an invader or labourers\nbrought by them for their work and left behind when they left or left outs of\ninvaders or itinerary seasonal traders and illicit immigrants who have their\nown true motherlands elsewhere, like Tamils and Muslims in this country has\nabsolutely no right to take part in constitution making for this country. As\nsuch constitution making for this country is the non-negotiable prerogative and\nthe birth right of Sinhalese Buddhists. <\/p>\n\n\n\n<p>(No man or woman\nwho is not prepared to agree to the conditions given in Annexes 1 &amp;11 and\nCharter2019, even if he\/she is a Sinhala Buddhist should be appointed as a\nMinister or a Deputy).<\/p>\n\n\n\n<p><strong>B<\/strong>L<strong>o<\/strong>cal<strong> Government<\/strong><\/p>\n\n\n\n<p>9 To form 1)\nGrama Sabha, 2) Village Councils at Korale level for villages and, Urban\nCouncils and Municipal Councils for Urban centers. Pradesiya Sabhas will be\nabolished under this system.<\/p>\n\n\n\n<p>34 To restore\nformer District and Divisional Agricultural and Coordinating Committees <\/p>\n\n\n\n<p>to be presided\nover by District and Divisional Secretaries (Disapathi and Upadisapathi)<\/p>\n\n\n\n<p>35 To completely\nreorganize and upgrade the present Grama Seva System with resident village\nlevel officers to be named Gampathi in place of present itinerary Grama Seva\nNiladhary system, transferable only within the respective divisions,\ntransferable once in 5 years, as both the Village officer Gampathi and the\nVillage formed the rock foundation of the effective administration in this\ncountry from the inception of history, at least from 307 BC<\/p>\n\n\n\n<p>36 To divide the\nIsland again in to Tun Rata with 10 districts for each totaling 30 for the\nwhole country. Five new districts, Mahiyanganaya, Wellavaya and Seruwavila for\nRuhunu Rata; Yapahuwa (kurunegala&nbsp;&nbsp; for\nMaya Rata and Willpattuwa for Pihitirata)<\/p>\n\n\n\n<p>37 To ban clergy\nof all religions from contesting elections to Jatika Rajya Sabhava or any other\npolitical body<\/p>\n\n\n\n<p>38 To ban\nappointing defeated politicians and members of politicians to any post under\ngovernment violating all recruitment procedures to government and\nsemi-government institutions or local and foreign services. <\/p>\n\n\n\n<p>39 To stop all\nspecial privileges to all politicians and public servants like Duty free and\nofficial vehicles and punish all those who have misused this facility from 1987\nas given in Siyapanatha item 88. <\/p>\n\n\n\n<p>40 To abolish\nthe Pension rights of politicians and convert it once again to an Honourable\npublic service as it had been in the past and to end politics being pursued as\na fraud and a big business <\/p>\n\n\n\n<p>41 To disqualify\npoliticians and all other persons including those found guilty of any\ntreacherous action against the State or the country. Even those who are holding\nany public positions at the moment, that fall in to this category should also\nbe removed immediately.&nbsp; This should be\nfollowed by removing civil rights, life imprisonment and confiscating illegally\nacquired property in addition to any other punishment the authorities deem fit.<\/p>\n\n\n\n<p>42 To stop all\ninterference by foreign countries or any foreign organization in the internal\naffairs of this country and to govern only according to the wishes and\naspirations of the Bhoomiputras of this country.&nbsp; The age of Navi Pillay, Samantha Power, the\nBritish Prime Minister, Geneva and all other similar organizations like Amnesty\nInternational and UNCHR, ordering us what to do should be put to an end\nimmediately.<\/p>\n\n\n\n<p>43 To Terminate\ndiplomatic relations with all countries that do not conform to these&nbsp; Sri Lankan national policies and who\nconsistently act against&nbsp; the interests\nof the Sri Lanka Government and support the LTTE remnants&nbsp; both at Home and abroad&nbsp; and the so-called Tamil Diaspora&nbsp; operating from New York and London&nbsp; and many other countries. <\/p>\n\n\n\n<p>44 all\nrecruitments to State jobs to be done through open competitive examinations and\nviva voce with no political interference.<\/p>\n\n\n\n<p>45 To resettle\nall displaced people due to LTTE atrocities or during the war in their original\nplaces within six months.<\/p>\n\n\n\n<p>46 To ban all\ntypes of Communal segregations and make the whole Island open to people of all\ncommunities without any discrimination and to punish persons like Vignesvaran\nwho openly preach and act against this principle. <\/p>\n\n\n\n<p>47 All\nUniversities to be made independent seats of higher learning catering to\nEconomic. Social and Cultural development needs of the country, subject to the\nimplementation of the Government&#8217;s National education policy.<\/p>\n\n\n\n<p>48 To Minimize\nforeign travel both for politicians and State Officials. Both politicians and\nState officials going on foreign study tours or training should submit their\nreports within one month after they return, as to what lessons they have\nlearnt, that could be made useful to the country, to the JRS by politicians and\nby officials to the Secretary\/Head of Department to the relevant Ministry\/\nDepartment. <\/p>\n\n\n\n<p>49 Stop the\npresent practice of allocation of public funds to politicians either by seats\nor through Decentralized budget invented for political bribing and To channel\ndisbursement of all public funds through State Official as it was done in the\npast and to minimize financial mismanagement <\/p>\n\n\n\n<p>50 To make the\nSecretary to the Treasury and the Ministry of Finance once again the Head of\nthe Public service and the Secretaries to Ministries to be appointed only from\nthe Secretaries Service (see Siya Panatha Sec.3 for details). This will\ninsulate Public Service from political messing and restore independence,\ndiscipline and quality of public service.<\/p>\n\n\n\n<p>(For details on\neach item please see relevant sections in the Mahanuwara Charter 2019).<\/p>\n\n\n\n<p>(As no man or\nwoman who is not prepared to agree to these conditions is fit to be a citizen\nof this country or to take to national politics or get appointed to public\nservice in Sinhale, no such person should be elected or appointed to any public\nposition).<\/p>\n\n\n\n<p>Lastly, let\nthere shall be no Ambalamas (stoppages) in this &#8220;Great National Leap\nForward&#8221; until the final destination is reached!<\/p>\n\n\n\n<p><strong>Annex 1 <\/strong><\/p>\n\n\n\n<p>The 15 non\n-negotiable conditions<\/p>\n\n\n\n<p>1 Name of the\ncountry shall be Sinhale as it had been known at least from 543 BC up to 1972\n(for 2515 years). <\/p>\n\n\n\n<p>(All historical\nand literary sources have referred to it as Sinhale, Sinhala Dveepa or Seehala\nDeepa, Lakdiva or Lanka, but never as EELAM. Only ancient Malayalam people of\nSouth India had referred to this country as EELAM by which they simply meant\nthe land of the Sinhala people. The country that was ceded to Britain in 1815\nby the Kandyan Convention of 2nd March 1815 was Sinhale, translated to English\nas Ceylon, meaning the land of the Sinhala people. Therefore that original name\nof the country has to be restored. Note both Sinhale and Lanka had been used\nsynonymously from very ancient times to this country. The prefix Sri was added\nin 1972 Constitution when they named the country as The Republic of Sri Lanka\nand today it is known internationally as Sri Lanka and it has got permanently\nestablished by now. As such it could be called either Sinhale or Sri Lanka, if\nnecessary after public consensus. Thereafter this country shall be known in all\nlanguages either as Sinhale or Sri Lanka. To call it by any other name like\nEELAM, Ilankai or Kalisthan thereafter will have to be declared as treason). <\/p>\n\n\n\n<p>&nbsp;2 Name of the Nation of this country shall be\nSinhala as it had been in vogue at least from 543 BC up to 1948. But again the\nnation could be called either Sinhala or Sri Lankan for reasons given in item 1\nabove. Tamils or Muslims thereafter shall not be referred to or called as\nnations in this country any more. They shall be called minor communities only\n(Sulujana kotas not minorities which is erroneously translated as Sulu Jati). <\/p>\n\n\n\n<p>3 Its Ratavesiyo\n(citizens) shall be known as Sinhala. Those who wish to be citizens of Sinhale\nshould learn the Sinhala language, Take Sinhala names, renounce all allegiance\nto their country of origin and get fully integrate with the native Sinhala\nsociety as they did in Burma in 1947. None, other than honorary citizens, who\nwill not comply with these requirements, shall be given full citizenship of\nSinhale. There shall be two category of Ratavesiyo under this scheme.<\/p>\n\n\n\n<p>a) Ratavesiyo by\ndecent or Bhoomiputrayo:&nbsp; All descendants\nof those who were&nbsp; Ratavesiyo of Sinhale\nbefore 1815.<\/p>\n\n\n\n<p>b) Ratavesiyo by\nregistration. <\/p>\n\n\n\n<p>&nbsp;This includes Ratavesiyo who are registered\nafter accepting the conditions laid down in Annex 1 and 11 included here in,\nsubject to the conditions prescribed in Mahanuwara Charter 2019 item 7\nregarding Rtavesibhavaya.<\/p>\n\n\n\n<p>4 Buddhism shall\nbe declared the State Religion while freedom of practicing other religions,\nwill be guaranteed with no right to manifest or propagate as it had been done\nfrom the beginning of history of this country up to 1815. Buddhism has to be\naccepted by people of all other religions as he State religion of this country\nas it had been accepted by Kings and subjects alike in the past and even in\ncontemporary times &#8216;as the main tree where all other religions are only small\nbranches&#8217; as Rev Malcolm Ranjith Malcom Fernando has aptly said.<\/p>\n\n\n\n<p>5 There shall be\none Law for the whole country for all Citizens as it had been up to 1815.\nDetails have to be worked out by the Bhoomiputras, based on the traditional\nnative laws. Simultaneously ethnic laws such as Thesawalamei (Law for Malabar\ninhabitants) and (for Muslims) introduced to this country by the Dutch and\nBritish to divide the Lankan nation shall be abolished and banned.<\/p>\n\n\n\n<p>6 Sinhala should\nbe made- The official language of the State as it had been from 543 BC. Both\nTamils and Muslims can use their language. But all have to correspond in the\nofficial language with the Government as it was done before 1815.&nbsp; <\/p>\n\n\n\n<p>No one who does\nnot know the language of the natives, that is Sinhala, shall be given full\nRatawesibhavaya of this country <\/p>\n\n\n\n<p>7 One country,\nOne Nation, One National Flag and one National Anthem concept must be enshrined\nin the Constitution. It should be sung only in Sinhala as given in the\nConstitution.(This will enhance and consolidate the unity and patriotism as one\nnation) <\/p>\n\n\n\n<p>8 This country\nshall be declared the Historical Maathrubhumi of the Sinhala race and all other\ncommunities have to accede to that non-debatable and non -negotiable fact of\nhistory.<\/p>\n\n\n\n<p>9 Sinhala people\nalso must have the right to live in any part of the country of their choice and\nhave the right to have their religious establishments like temples and shrines\njust as the Tamils and Muslims currently enjoy. If anyone objects or refuses\nthis condition then they should leave for their motherlands in India or Arabia.\n<\/p>\n\n\n\n<p>10 Sinhala\nBuddhist culture has to be legally recognized as the national\/dominant culture\nof the Sri Lanka nation, while the freedom of practicing their own cultures for\nall minor communities will be guaranteed.<\/p>\n\n\n\n<p>11 The\ninternational community has to honour this Sri Lankan identity<\/p>\n\n\n\n<p>&nbsp;Discontinue diplomatic relations with all\ncountries that do not agree to these conditions and deport their Diplomatic\nrepresentatives immediately and terminate all relations with such countries\nuntil they agree to do so.<\/p>\n\n\n\n<p>12 This country\nwill not get aligned with any World power. We will strictly adhere to the\nNon-aligned policy as a free, Independent and sovereign nation and will have\nfriendly relations with all countries. Any attempt by any country to interfere\nor intervene with the internal affairs of this country will be rejected and\ndefeated.<\/p>\n\n\n\n<p>13 No national\nasset within the Island and its territorial waters shall be sold to or\notherwise divested in any foreign country or agency.<\/p>\n\n\n\n<p>&nbsp;(All these 13 conditions are nothing but the\nrestoration of the legitimate rights of the Bhoomiputras of this Island as they\nwere there at the time of ceding this country by the Kandyan Convention in 1815\nand some of them like the place of Buddhism, machinery of administration and\ncustoms and Judicial practices were included even in the Kandyan Convention,\nalthough most of them were outlawed by the Royal Proclamation of Nov 21 1818\nunilaterally and therefore illegally by the British. These conditions should\nhave been restored in 1948 to make independence meaningful, but it was not\ndone. Therefore none of them are new. Furthermore no Tamil or Muslim can\nchallenge the imposition of these conditions as they themselves had been living\nwithin that very system prior to 1815 and all rights they enjoy today were\ngiven to them under suppression against the will of the Bhoomiputras)<\/p>\n\n\n\n<p><strong>Additional Conditions<\/strong><\/p>\n\n\n\n<p>14 Under this\nproposal all Political Parties named after ethnicity, religion, region or\ndivisive basis like Federal, TNA, TELO, SLMS, TC and EPRLF or any other etc,\nwill have to be banned by law as they run counter to this principle.&nbsp; Even the Marxist parties like LSSP, CP and\nJVP should be banned as their political ideologies do not suit this country.\nThere is no need to talk about the UNP or SLFP as they are also now defunct and\nwill die a natural death at the next election.<\/p>\n\n\n\n<p>15 The\nPresident, Prime Minister, Chief Justice, Speaker of the Jatika Rajya Sabhava,\nIGP, and the Heads of the three Armed forces shall be always be Sinhalese and\nBuddhists both by convention and Law.<\/p>\n\n\n\n<p>16 All\nrecruitments to public service should be done strictly according to ethnic\nratios (Please refer to Mahanuwara Charter 2019 and Siyapanatha for details)<\/p>\n\n\n\n<p>17 Programme of\nfamily planning<\/p>\n\n\n\n<p>18 Ban ethnic\nand communal segregation<\/p>\n\n\n\n<p>19 Muslims\nmarrying Sinhala women<\/p>\n\n\n\n<p>20   Sending women slaves to Middle east etc. <\/p>\n\n\n\n<p><strong>Annex 11<\/strong><\/p>\n\n\n\n<p>The New\nSinhale\/Sri Lanka Constitution should be based on the following historical\nfoundation and premises.<\/p>\n\n\n\n<p>1 Historically this\ncountry had remained the Traditional Homeland of the Sinhala Nation, at least\nfrom 543 BC up to date.<\/p>\n\n\n\n<p>2 Since 307 BC\nit had been the only Sinhala Buddhist nation in the world.<\/p>\n\n\n\n<p>3 Firstly,\nSinhalese Buddhists were the people who found, developed and fostered the\nunique Sinhala Buddhist civilization on this Island. It was also they who\nprotected it from all foreign devastations firstly, the Indians, more\nparticularly, South Indians, starting in the 2nd century BC up to the 12th\ncentury AD (culminated in the barbaric Maagha devastation), who razed\nAnuradhapura and Polonnaruwa civilizations (that ranked among the best in\nancient and medieval world) to the ground. <\/p>\n\n\n\n<p>Secondly, it was\nvirtually destroyed for 443 years from 1505 to 1948 by the Portuguese, Dutch\nand British invasions. In all these wars it was the Sinhala Buddhists who had\nto face the brunt of the invader and die in battle in millions in defense of\ntheir Motherland. Among the long list of brutal and savages atrocities carried\nout by these invaders, shooting all those who could not be arrested, hanging\nthem then and there, burning down all fields, houses and barns and slaughtering\nall animals of the natives to feed the soldiers of the invader could be cited\nas few example of the cruel crimes carried out by these invaders. <\/p>\n\n\n\n<p>4 The name of\nthe country ceded to British in 1815 was Sinhale as given in the Kandyan\nConvention of March 2. 1815. Except Taprobane and Serendib all other names over\n23 like Zeylan and Ceylon simply meant the Land of the Sinhala people. Even the\nTamil word EELAM means the land of the Sinhalese. This clearly shows that,\nright throughout history it was the Sinhala imprint that has flourished on this\nland.<\/p>\n\n\n\n<p>5 Sinhala\nBuddhists were the architects of the civilization in this country, who fought\nrelentlessly for millennia against the South Indian and thereafter Portuguese,\nand British invaders from 1505 to 1948and died in millions in battle to defend\ntheir motherland in the savages and brutal 1818 and 1948 especially in Uva and\nMatale historic uprisings against the British. It was they who lost all their\nlands in battles fighting against the enemies to defend the motherland for\nposterity.<\/p>\n\n\n\n<p>6 None of the\nTamils or Muslim at any time has supported the native Sinhalese in these wars.\nInstead they took the side of the enemy and particularly the Muslims, both in\nthe Uva and Matale freedom struggles who supported the British by transporting\ntheir provisions, guns and ammunitions from the harbours to the interior and by\nspying against the Native Sinhalese. When Muslims were brutally murdered by\nPortuguese in 1665 and when those who survived ran to the King in Kandy it was\nthe Sinhala King who saved them and settled in the Panampatuwa (these are the\nungrateful people now asking for a separate State in the South East)<\/p>\n\n\n\n<p>7 In the period\nof early political agitations even Tamil scholars wrote on the Sinhala Buddhist\ncivilization in this country and accepted that this had been the Land of the\nSinhalese from the dawn of history and they were the architects of the unique\ncivilization in this Island nation. See what P. Arunachalam in his Sketches of\nCeylon History (1906) and Ananda Coomaraswamy in his classic Medieval Sinhalese\n(1905) wrote and concluded about the Civilization of the country. It is a\ntragedy and a pity too that the present day Tamil politicians don\u2019t understand\nwhat these great Sri Lankans had said. I invite extreme communalists like\nSambandan, Vignesvarana and Sumanthiram to read these books and find out as to\nwhere they should stand in this country. Instead today they all follow a\nMalaysian born Catholic Tamil Chelvanayagam, who had migrated to this country\n(around 1903) as a 4 year old boy who later became the Father of Ilankai Tamil\nArsukachchi idea (1947) and Grandfather of modern Tamil extremism in this\ncountry.<\/p>\n\n\n\n<p>8 Even as late\nas 1965 K. Indrapala professor of History in his PhD \u2018Thesis Dravidayan\nsettlement in Ceylon\u2019 concluded that there were no Tamil settlements in the\ninterior of this country until the 13th century and they were confined to a\nnarrow coastal strip in the north and East. I am talking here on&nbsp; Indrapala, who wrote&nbsp; his PhD&nbsp;\nThesis in 1965 and not what he had said recently at LTTE gun point in\nhis &#8220;The Tamils of Sri Lanka&#8221;: (300 B.C.-1200 A.D.)- <\/p>\n\n\n\n<p>9 All minority\nraces including Tamils and Muslims are thus only descendants of immigrants who\nhad come to this country from time to time either as traders, invaders, slaves\nof colonial powers or illicit immigrants. Tamils in the North and East were\nbrought as slaves after 1505 by the Portuguese, Dutch and British to work in\ntheir projects. There are very few who descend from those left behind by early\ninvaders. The last category is the Estate Tamils who were brought as indentured\nlabour by British to work on their Coffee and Tea plantations after 1840.\nTherefore they were British citizens who were left behind by the British when\nthey left in 1948. As such none of these categories&nbsp;&nbsp; has any legitimate right to call this\ncountry their motherland unless and until they become full citizens of this\ncountry after learning the Language and history of the land and integrate with\nthe native Sinhalese. The irony is none of these people accept this country as\nthe land of the Sinhalese. Instead they all want separate independent and\nself-ruling regions carved out from this Land. Some people like the LTTE and\ntheir proxies have declared even war against the natives claiming the land of\nthe Sinhalese for 30 years. All native politicians who are supposed to have\nruled this country since 1948 are responsible for this unfortunate situation.<\/p>\n\n\n\n<p><strong>Appendix 111<\/strong><\/p>\n\n\n\n<p>Process of\nelections<\/p>\n\n\n\n<p>Selection and\nElection of Members to the Jatika Rajya Sabha and other Sabhas<\/p>\n\n\n\n<p>&nbsp;(see sec 12 Mahanuwara Charter 2019 )<\/p>\n\n\n\n<p>&nbsp;Candidates at different levels shall be first\nselected by the respective Councils on public consensus by Nomination by the\nCouncil or self- application, from among qualified and distinguished persons\npermanently resident within such electorates. (They also can hold a primary\nelection to select them). They will be elected on a non-party basis as there\nwill be no parties in this system, on the first past post basis on and\nelectoral basis thereafter. The simple criterion for selection shall be all-round\nsuitability to hold public position.&nbsp;\nThis system will see the real Mahasammatha principle in practice. (Since\nElections to JRS, are conducted at District levels for the purpose of electing\nthem, the District Council will submit the lists<\/p>\n\n\n\n<p>There shall be 3\nor 2 names for each electorate, for the JRS candidates from among whom the\nvoters of the respective electorate will elect 1 for the JRS<\/p>\n\n\n\n<p>Only persons\nwith permanent residence within the electorate are qualified to be nominated\nfor any given electorate.<\/p>\n\n\n\n<p>The persons who\ncome first in each electorate will go to the Jatika Rajya Sabhava.<\/p>\n\n\n\n<p>At the\nconclusion of the Election the Commissioner of Election will announce the list\nof Jatika Rajya Sabha.<\/p>\n\n\n\n<p>(Please see\nTowards a Government without Political Parties; Key to a New Political Culture\nin Sri Lanka for details). It may also be useful to refer to the election\nprocess adopted during the State Council days)<\/p>\n\n\n\n<p>All these crazy\npeople must learn the wisdom of Rev Cardinal Malcolm Ranjith (one of the\ngreatest sons of Sri Lanka in modern times} latest statement where he said\n&#8220;Buddhism in this country is the big tree and other religions are only\nsmall branches of the big tree.&#8217; In my opinion this is by far the best\ndescription of the Sri Lankan society made by any religious dignitary or a\nhistorian ever. The same thing could be said with regard to ethnicity as well.\nAccordingly, I will put it as &#8220;Sinhala race in this country is the big\ntree and other communities are only small branches of that big tree&#8221;.<\/p>\n\n\n\n<p>Why can\u2019t the\nTamil and Muslim politicians, the treacherous NGOs, Colombian Sinhala\npoliticians and the so-called International Community (the five anti Sinhala\ngroups) also understand this all-time reality, and learn to live together\nwithout quarrelling with the Sinhala people who are the true Bhoomiputras of\nthis land.
