The AMR delegation that visited Colombo, was headed by\nDirector General Dr. Gao Guoli.<\/p>\n\n\n\n<p>Established\nin 1995, AMR is the only national policy-making consulting think tank in China\nspecialized in macroeconomic theory, policy research and providing intellectual\nsupport to NDRC. The NDRC is a macroeconomic management agency under the\nChinese State Council and has broad administrative and planning control over\nthe economy of China. <\/p>\n\n\n\n<p>The\nroundtable was attended by Mr. Locana Gunaratna, Chartered Architect, and\nplanning expert; Prof. Sirimal Abeyratne, Professor of Economics at the\nUniversity of Colombo and Dr. Sisira Pinnawala, Senior Research Associate and\nthe professionals of PF. <\/p>\n\n\n\n<p>Prior\nto the roundtable, the visiting delegation met with Milinda Moragoda, Founder\nof the PF for a briefing on the current economic, political and investment\nclimate in the country. Also, teams from AMR and PF had a well-focused\ndiscussion on the Belt and Road Initiative (BRI) in the context of China-Sri\nLanka trade, investment and economic cooperation. <\/p>\n\n\n\n<p>At\nthe discussion, both sides agreed that implementation of projects under this\ngrand initiative should be focused on overall economic development of Sri Lanka\nto ensure transparency and return on investment of individual projects. It was\nemphasized by a participating Sri Lankan academic that the BRI needs to be\nviewed as a new paradigm of international development cooperation departing\nfrom development initiatives implemented during the post-World War II period.\nHe added that BRI is considered as holistic and integrated in its approach to\ndevelopment of participating countries. It was stated that both Colombo Port\nCity\/Colombo International Financial City and Hambantota development\ninitiatives need to be evaluated within this context. <\/p>\n\n\n\n<p>The\nroundtable on \u2018Spatial Planning and Development Initiatives\u2019 analyzed the\nexperience of Chinese urban planning and regional development as a useful\nknow-how providing many lessons to newly emerging economies. In spite of the\ndifferences in scale the achievements of China in developing modern urban\ncentres and addressing issues of rural communities China\u2019s spatial planning and\ndevelopment activities provide inspiration even for countries like Sri Lanka\nand their urban planning professionals. It was highlighted that a mega urban\ndevelopment project, such as the Colombo Port City, needs to be buttressed with\nappropriate legal structures such as \u2018Special Economic Zones.\u2019 It is also noted\nthat growth impetus to be created by such development may have the potential to\naccelerate urban migration, which if not dealt with care, will add to the\ngrowing urban underclass, which is already a major issue in the Colombo\nmetropolitan landscape.
