Risk-sensitive\neconomic planning and coherence between climate and disaster risk reduction\n(DRR) policies are vital in building resilient societies and economies as\nenvisioned by the Sustainable Development Goals (SDG), Sri Lanka\u2019s Permanent\nRepresentative to the UN in Geneva, Ambassador A.L.A. Azeez stated. He made\nthese remarks addressing the Sixth Global Platform on Disaster Risk Reduction\nheld in Geneva from 13 to 17 May 2019.<\/p>\n\n\n\n
Sri\nLanka is taking a number of initiatives towards this end, he added,\nhighlighting national measures to establish an online damage and loss\nassessment system for all sectors in line with international standards, a\nClimate-Resilient Integrated Water Management Project aimed at strengthening\nthe resilience of vulnerable smallholder farmers in the dry zone, and a Climate\nResilience Improvement Project focused on building a more climate-resilient\neconomy. <\/p>\n\n\n\n
In\nSri Lanka, national strategies for disaster risk reduction have been formulated\nfor the period of 2019-2030 and the National Policy on Disaster Risk Management\nhas been updated to enable risk-informed implementation and monitoring of the\n2030 Sustainable Development Agenda, the UN Urban Agenda and the Paris\nAgreement on Climate Change.\u201d<\/p>\n\n\n\n
Among\nspecific measures taken or being taken are the introduction of an insurance\nscheme against natural disasters for all houses and Small and Medium Scale\nEnterprises (SMEs), National Building Codes for disaster-resilient\nconstruction, guidelines to mainstream disaster risk reduction, and\nmainstreaming DRR into the education sector,\u201d he stated.<\/p>\n\n\n\n
Referring\nto the devastating Easter Sunday terrorist attacks which he said was the\nmanifestation of a global phenomenon that was often a less-highlighted form of\ndisaster in the context of DRR discourses, Ambassador Azeez recalled that Sri\nLanka has always demonstrated its ability to rise stronger from both natural\nand complex man-made disasters in the past decades.<\/p>\n\n\n\n
Our\nnational efforts are now focused on how best and how rapidly we could rise\nagain. In the coming months, we would bounce back with renewed vigor, and\nemerge even stronger, demonstrating our collective resolve and resilience,\u201d he\nstressed.<\/p>\n\n\n\n
The\nGlobal Platform, organised by the UN Office for Disaster Risk Reduction (UNDRR)\nand hosted by the Government of Switzerland, provided an opportunity for the\ninternational community to boost the implementation of the Sendai Framework and\nrelated Sustainable Development Goals of the 2030 Agenda, as well as\ncommitments of the Paris Climate Agreement. It was also the last global\ngathering for stakeholders before the deadline for the achievement of Target E\nof the Sendai Framework: Substantially increase the number of countries with\nnational and local disaster risk reduction strategies by 2020.<\/p>\n\n\n\n
The\nSri Lanka delegation to the Global Platform included Mrs. Samantha Jayasuriya,\nDeputy Permanent Representative of Sri Lanka in Geneva, Mr. W.A. Dharmasiri,\nDirector General and Ms. Anoja Senevirathne, Director at the Disaster\nManagement Centre, and Mr. Chaminda Pathiraja, Director at the National\nDisaster Relief Services Centre (NDRSC).<\/p>\n\n\n\n
In\nhis remarks, Ambassador Manuel Bessler, Head of Humanitarian Aid of the Swiss\nAgency for Development and Cooperation, who co-chaired the Sixth Global\nPlatform with UNDRR, expressed condemnation of the heinous acts of terror on\nEaster Sunday in Sri Lanka and wished the country and its people a speedy\nrecovery.<\/p>\n\n\n\n
