{"id":89427,"date":"2019-05-27T16:22:07","date_gmt":"2019-05-27T23:22:07","guid":{"rendered":"http:\/\/www.lankaweb.com\/news\/items\/?p=89427"},"modified":"2019-05-27T16:22:07","modified_gmt":"2019-05-27T23:22:07","slug":"national-laws-and-policies-aim-at-effective-prevention-of-sale-of-children-and-child-prostitution-and-pornography-sri-lanka-says-in-geneva","status":"publish","type":"post","link":"https:\/\/www.lankaweb.com\/news\/items\/2019\/05\/27\/national-laws-and-policies-aim-at-effective-prevention-of-sale-of-children-and-child-prostitution-and-pornography-sri-lanka-says-in-geneva\/","title":{"rendered":"National laws and policies aim at effective prevention of Sale of Children and Child Prostitution and Pornography, Sri Lanka says in Geneva"},"content":{"rendered":"<h2><span style=\"color: #0000ff;\"><em> Permanent Mission of Sri Lanka to UN Geneva <\/em><\/span><\/h2>\n\n\n<p>The\nSri Lanka delegation, presenting the country&#8217;s first report under the Optional\nProtocol on the sale of children, child prostitution and child pornography,\nbriefed the UN Committee on the Rights of the Child on the panoply of laws and\nexecutive and policy measures adopted by Sri Lanka to safeguard the rights of\nchildren and to ensure the wellbeing of children.&nbsp;<\/p>\n\n\n\n<p>Emphasizing\nthat most of such measures even preceded Sri Lanka&#8217;s ratification of the\nOptional Protocol to the Convention on the Rights of the Child, Mrs. Dharshana\nSenanayake, Secretary to the Ministry of Women and Child Affairs, at the head\nof Sri Lanka&#8217;s delegation, clarified With the ratification of the Optional\nProtocol, the national laws have been further strengthened in such a manner as\nto cover all elements of the offences stipulated in the Optional Protocol.\u201d<\/p>\n\n\n\n<p>The\ndelegation elaborated on legal and regulatory reforms such as the formulation\nof a Child Protection and Justice Bill on par with international standards,\nintended to better address the concerns related to children in conflict with\nlaw or in need of care, and the establishment of guidelines for the operation\nof day-care centers. Outlining the promotional and preventive activities\nundertaken by Ministries and other agencies in Sri Lanka to advance the best\ninterest of the child, the delegation drew attention to the role of National\nMonitoring Committee (NMC) as an inclusive and robust monitoring mechanism.<\/p>\n\n\n\n<p>Responding\nto questions raised by the Committee, Sri Lanka&#8217;s Permanent Representative in\nGeneva, Ambassador A.L.A&nbsp;Azeez apprised the Committee on the progress made\nin the implementation of national action plans. specially with regard to the\nrights of children as well as on the multi-stakeholder approaches adopted for\ntheir development and follow up.&nbsp;<\/p>\n\n\n\n<p>The\nSri Lanka delegation comprising representatives of the Attorney General&#8217;s\nDepartment, the National Child Protection Authority (NCPA), the Department of\nProbation and Child Care, Ministry of Justice and the Permanent Mission of Sri\nLanka in Geneva highlighted the best practices adopted by the Government\nthrough its various agencies to effectively enforce the rights and obligations\nunder the Convention and its Optional Protocols, particularly in the areas of\nprevention, prosecution, promotion and protection.&nbsp;<\/p>\n\n\n\n<p>Enhancing\ntraining and capacity building for officers including on gender sensitive\napproaches, and awareness raising and partnership with all stakeholders to\nprevent abuses of children remained among national priorities aimed to advance\nthe objectives of the Optional Protocol, the delegation recalled. A strong\nemphasis was made on Sri Lanka\u2019s continuing commitment to improve the quality\nof data management related to issues covered by the CRC and its Optional\nProtocol and integration of gender in Sri Lanka&#8217;s SDG vision and programmes.<\/p>\n\n\n\n<p>Commenting\non the implementation of the Optional Protocol, the Committee&#8217;s Rapporteurs for\nSri Lanka Review, Mr. Assane Thiam and Ms. Mikiko Otani appreciated Sri Lanka\nfor the constructive spirit in which it engaged with the Committee, and for the\npositive measures taken to advance the objectives of the Optional Protocol.\nThey, along with other members, expressed hope that Sri Lanka would do more in\nareas such as developing disaggregated data, necessary for targeted\nsocio-economic measures and interventions.
