I cannot possible describe\nabout the solace that we have experienced from our visit of to the holy city of\nAnuradhapura, Sigiriya, Polonnaruwa and then Maha Nuwara. Being amidst you all,\nwho are dedicated to the cause of Dhamma in itself is a pilgrimage.&nbsp; &nbsp;<\/p>\n\n\n\n<p>Today morning,\nwe had been to a very special place called Pinnawala Elephant Orphanage,\narguably, the largest elephant orphanage in the world. It was indeed a heart\nmelting moment for all of us to see the baby elephants. Pinnawala is a classic\nexample as to how much compassion is filled in the heart of Sri Lanka. <\/p>\n\n\n\n<p>It is such great\nendeavours by a Buddhist nation that makes all Buddhists across the world proud\nof our Dhamma and our people! The greatest contribution of Buddhism to the\nworld is Metta and Karuna with which the Buddha encompassed not just mankind\nbut the whole of creation all in all its forms and manifestations. Pinnawala is\nliving monument to this great Buddhist tradition. I once again reiterate that I\n&nbsp;am proud to be from India, homeland of the\nBuddha and proud to be a Buddhist and proud to be in Sri Lanka, a leading\nBuddhist Nation and Polity. <\/p>\n\n\n\n<p>I hope I would\nnot be exceeding my brief if I touch upon the aspect that Chapter II &#8211; Article\n9 of Sri Lankan Constitution provides that <\/p>\n\n\n\n<p>\/\/The Republic of Sri Lanka shall give to Buddhism the foremost\nplace and accordingly it shall be the duty of the State to protect and foster the\nBuddha Sasana, while assuring to all religions the rights granted by Articles\n10 and 14(1)(e).\/\/<\/p>\n\n\n\n<p>My humble\nrequest to you is that please preserve this great provision in Sri Lanka\u2019s Constitution\nin letter and in spirit. Please don\u2019t allow yourselves to be led astray by the insincere\ninfluence of foreign ideologies. By foreign I don\u2019t mean from other countries,\nI mean that ethos that is foreign and alien to the scheme of Buddha\u2019s\nteachings. <br><\/p>\n\n\n\n<p>The architect of\nthe Indian Constitution, Dr. B.R. Ambedkar, a great Buddhist and proud son of\nIndia has made the following provisions: &nbsp;<\/p>\n\n\n\n<table class=\"wp-block-table\"><tbody><tr><td>\n  <strong>Aspect <\/strong>\n  <\/td><td>\n  <strong>Articles and provision <\/strong>\n  <\/td><\/tr><tr><td>\n  PART IV: DIRECTIVE PRINCIPLES OF STATE POLICY, 48: Organisation of\n  Agriculture and Animal Husbandry and 48A: Protection and improvement of environment\n  and safeguarding of forests and wild life\n  <\/td><td>\n  Per 48, the Constitution requires the State to take steps for\n  preserving and improving the&nbsp;<strong>breeds<\/strong>, and prohibiting the\n  slaughter, of cows and calves in other milch and draught&nbsp;<strong>cattle<\/strong>.\u201d\n  Per 48A, the Constitution places a duty on the State to endeavour to\n  protect and improve the environment and to safeguard the forests and&nbsp;<strong>wild\n  life<\/strong>&nbsp;of the country.\u201d\n  Per List III, Both Parliament and the legislature have the authority\n  to make laws on the following: [p]revention of cruelty to&nbsp;<strong>animals<\/strong>,\u201d\n  protection of&nbsp;<strong>wild animals and birds<\/strong>,\u201d [p]revention of the\n  extension from one State to another of infectious or contagious diseases or\n  pests affecting men,&nbsp;<strong>animals <\/strong>or plants.\u201d\n  <\/td><\/tr><tr><td>\n  PART &nbsp;IVA:\n  FUNDAMENTAL DUTIES, 51A (g): Fundamental Duties\n  <\/td><td>\n  Per 51A, the Constitution places a duty on every\n  citizen to <strong>protect and improve the\n  natural environment including forests, lakes, rivers and wild life, and to\n  have compassion for living&nbsp;creatures.\u201d<\/strong>\n  <\/td><\/tr><\/tbody><\/table>\n\n\n\n<p>Though Directive\nPrinciples are directional in nature our Supreme Court has held that they are\nbinding on us as polity. In fact, 24 of 29 States in India, including the State\nof Jamu Kashmir have laws and regulations banning cow slaughter or sale of\ncows. &nbsp;This is because of the Buddha\u2019s\ninfluence on our jurisprudence and constitutional framework. I would like to\nsee, being a historic Buddhist nation respected throughout the world for spreading\nBuddhism, you too would incorporate provisions in any reform of your\nConstitution to impose a moral duty on all persons inhabiting in Sri Lanka to\nhave compassion for living beings, including non \u2013 human animals. &nbsp;The quality and esteem of a Constitution is\nenhanced when it also extends protection and care for the welfare of members of\nother species that share this planet with human beings. <\/p>\n\n\n\n<p>Ban on Liquor &#8211; In\nfact, there is a liquor prohibition in the State of Gujarat ever since\ncontinuously from 1958. The State where the Buddha attained enlightened namely\nBihar, too has done it recently and the same is a great living example for rest\nof India and the world.&nbsp; &nbsp;<\/p>\n\n\n\n<p><strong>Answer to the present distortions of History <\/strong><\/p>\n\n\n\n<p>I come from India,\nthe land of The Buddha\u2019s birth, enlightenment and parinibbana. But\nunfortunately, Buddhists are miniscule minorities in this holy land! How! <\/p>\n\n\n\n<p>There has been\nhumungous amount of historical research on the decline of Buddhism. Three\neminent personalities, who are responsible for the modern revival of Buddhism\nin India, have thoroughly researched on this subject and have authoritatively concluded\nthat it is the Islamic advent that resulted in the decline of Buddhism. <\/p>\n\n\n\n<p>This became\npertinent for these three scholars to dispel untruths because a systematic Goebbelsian\npropaganda was unleashed by the pseudo secularists in India that it was the\nphilosophical victory of Hinduism over Buddhism that led to the decline of\nBuddhism. In fact, many of the misinformed Hindu researchers themselves claimed\nthat Adi Sankara defeated the Buddhists in Dialogues and Buddhists accepted\ndefeat and quit India!! This is part of the systematic effort by the\nimperialist forces \u2013 both Arab and European \u2013 to pit Hindus against Buddhists\nand absolve themselves from having to account for their crimes against Buddhism\non Indian soil. &nbsp;<\/p>\n\n\n\n<p>First and\nforemost, of the scholars who brought out truth \u2013 much before the two \u2013 was\nAnagarika Dharmapala. He worked with the oppressed masses of India decades\nbefore Ambedkar. While taking the Buddha Dhamma to the oppressed, he never\npitted Dharmic traditions against one another. I would request you to kindly\nread this important article written on the occasion of the 150<sup>th<\/sup> Birth\nAnniversary of Anagarika Dharmapala. <\/p>\n\n\n\n<p>I would leave\nyou with an article <a href=\"http:\/\/www.sundaytimes.lk\/140914\/plus\/taking-the-dhamma-to-the-dalits-117240.html\">http:\/\/www.sundaytimes.lk\/140914\/plus\/taking-the-dhamma-to-the-dalits-117240.html<\/a>\n<\/p>\n\n\n\n<p>The second\neminent scholar was VIshwaratna Dr. Ambedkar. <\/p>\n\n\n\n<p>Of all these\nthree scholars It is utmost important to quote Dr. Ambedkar for important two\nreasons. Firstly, a vast majority of Buddhists in India are followers of Dr.\nAmbedkar.&nbsp; Secondly, Ambedkarism remains\nthe most distorted ideology today in India. Thirdly, because Ambedkar, known\nfor his acidic polemic against Hinduism, never compromised on the narrative of\ntruth. He never mixed his personal feelings when it came to academic research.\nIt is Dr. Amebdkar who smashed the pseudo theory of Aryan invasion and Aryan\nand Dravidian divide and the pseudo secular theories perpetrated by the\nStalinist historians.&nbsp; <\/p>\n\n\n\n<p>Ambedkar\u2019s\nideology was totally distorted by his later followers. The concept of \u2018Bahujan\u2019\nwas \u2018lifted\u2019 from Buddhist teachings and was used for petty political gains in\nIndia. In the name of Bahujan Samaj, Buddhists, especially the former\nuntouchables, were asked to forge camaraderie with Muslims and Christians and\ndestroy Hindus! In fact, Dr. Amebkar was falsely projected as an espouser of\nAbrahamic religions!&nbsp;&nbsp; But please note\nwhat he has to say in this regard: <\/p>\n\n\n\n<p><em>\/\/There can be no doubt\nthat the fall of&nbsp;<\/em><a href=\"https:\/\/en.wikiquote.org\/wiki\/Buddhism\"><em>Buddhism<\/em><\/a><em>&nbsp;in&nbsp;<\/em><a href=\"https:\/\/en.wikiquote.org\/wiki\/India\"><em>India<\/em><\/a><em>&nbsp;was due to the invasions of the&nbsp;<\/em><a href=\"https:\/\/en.wikiquote.org\/wiki\/Muslim\"><em>Musalmans<\/em><\/a><em>.&nbsp;<\/em><a href=\"https:\/\/en.wikiquote.org\/wiki\/Islam\"><em>Islam<\/em><\/a><em>&nbsp;came out as the enemy of the &#8216;But&#8217;.\nThe word &#8216;But&#8217; as everybody knows, is the&nbsp;<\/em><a href=\"https:\/\/en.wikipedia.org\/wiki\/Arabic\"><em>Arabic<\/em><\/a><em>&nbsp;word and means an&nbsp;<\/em><a href=\"https:\/\/en.wikiquote.org\/wiki\/Idol\"><em>idol<\/em><\/a><em>. Thus the origin of the word indicates that\nin the&nbsp;<\/em><a href=\"https:\/\/en.wikiquote.org\/wiki\/Muslim\"><em>Moslem<\/em><\/a><em>&nbsp;mind idol worship had come to be identified with the Religion of\nthe&nbsp;<\/em><a href=\"https:\/\/en.wikiquote.org\/wiki\/Buddha\"><em>Buddha<\/em><\/a><em>. To the Muslims, they were one and the same thing. The mission to\nbreak the idols thus became the mission to destroy Buddhism. Islam destroyed\nBuddhism not only in India but wherever it went. Before Islam came into being\nBuddhism was the religion of Bactria, Parthia,&nbsp;<\/em><a href=\"https:\/\/en.wikiquote.org\/wiki\/Afghanistan\"><em>Afghanistan<\/em><\/a><em>, Gandhar, and Chinese Turkestan, as it was of the whole of Asia.<\/em><\/p>\n\n\n\n<p><em>XXX<\/em><\/p>\n\n\n\n<p><em>The&nbsp;<\/em><a href=\"https:\/\/en.wikiquote.org\/wiki\/Muslim\"><em>Mussalman<\/em><\/a><em>&nbsp;invaders sacked the Buddhist universities of&nbsp;<\/em><a href=\"https:\/\/en.wikiquote.org\/wiki\/Nalanda\"><em>Nalanda<\/em><\/a><em>, Vikramshila, Jagaddala, Odantapuri to name\nonly a few. They razed to the ground Buddhist monasteries with which the\ncountry was studded. The monks fled away in thousands to Nepal, Tibet and other\nplaces outside India. A very large number were killed outright by the Muslim\ncommanders. How the Buddhist priesthood perished by the sword of the Muslim invaders\nhas been recorded by the Muslim historians themselves. Summarizing the evidence\nrelating to the slaughter of the Buddhist Monks perpetrated by the Musalman\nGeneral in the course of his invasion of Bihar in 1197 AD, Mr. Vincent Smith\nsays, &#8220;&#8230;.Great quantities of plunder were obtained, and the slaughter of\nthe &#8216;shaven headed Brahmans&#8217;, that is to say the Buddhist monks, was so\nthoroughly completed, that when the victor sought for someone capable of\nexplaining the contents of the books in the libraries of the monasteries, not a\nliving man could be found who was able to read them. &#8216;It was discovered,&#8217; we\nare told, &#8216;that the whole of that fortress and city was a college, and in the\nHindi tongue they call a college Bihar.&#8217; &#8220;Such was the slaughter of the Buddhist\npriesthood perpetrated by the Islamic invaders. The axe was struck at the very\nroot. For by killing the Buddhist priesthood, Islam killed Buddhism. This was\nthe greatest disaster that befell the religion of the Buddha in India&#8230;.<\/em><\/p>\n\n\n\n<p>~ Dr. <a href=\"https:\/\/en.wikiquote.org\/wiki\/B._R._Ambedkar\">B. R. Ambedkar<\/a>, &#8220;The decline and fall of\nBuddhism,&#8221;&nbsp;Dr. Babasaheb Ambedkar: Writings and Speeches, Vol. III,\nGovernment of Maharashtra. 1987, pp. 229 and 338 <\/p>\n\n\n\n<p>These\nopportunist elements should better read the following passage by Dr. Ambedkar: &nbsp;<\/p>\n\n\n\n<p><em>\/\/Hinduism is said to\ndivide people and in contrast Islam is said to bind people together. This is\nonly a half-truth. For Islam divides as inexorably as it binds. Islam is a\nclose corporation and the distinction that it makes between Muslims and\nnon-Muslims is a very real, very positive and very alienating distinction. The\nbrotherhood of Islam is not the universal brotherhood of man. It is brotherhood\nof Muslims for Muslims only. There is a fraternity, but its benefit is confined\nto those within that corporation. For those who are outside the corporation,\nthere is nothing but contempt and enmity. The second defect of Islam is that it\nis a system of&nbsp;social&nbsp;self-government and is incompatible\nwith&nbsp;local&nbsp;self-government, because the allegiance of a Muslim does\nnot rest on his domicile in the country which is his but on the faith to which\nhe belongs. To the Muslim&nbsp;ibi bene ibi patria [Where it is well with me,\nthere is my country] is unthinkable. Wherever there is the rule of Islam, there\nis his own country. In other words, Islam&nbsp;<\/em><a href=\"http:\/\/www.columbia.edu\/itc\/mealac\/pritchett\/00ambedkar\/ambedkar_partition\/412d.html\" target=\"_blank\" rel=\"noreferrer noopener\">can never allow a true Muslim<\/a><em>&nbsp;to adopt India as his motherland and regard a Hindu as his kith\nand kin.\/\/<\/em><\/p>\n\n\n\n<p>(Source:\n<a href=\"http:\/\/www.columbia.edu\/itc\/mealac\/pritchett\/00ambedkar\/ambedkar_partition\/412d.html\">http:\/\/www.columbia.edu\/itc\/mealac\/pritchett\/00ambedkar\/ambedkar_partition\/412d.html<\/a>)<\/p>\n\n\n\n<p>For detailed\nreading: <\/p>\n\n\n\n<ul class=\"wp-block-list\"><li><a href=\"http:\/\/www.columbia.edu\/itc\/mealac\/pritchett\/00ambedkar\/ambedkar_partition\/\">http:\/\/www.columbia.edu\/itc\/mealac\/pritchett\/00ambedkar\/ambedkar_partition\/<\/a>\n<\/li><\/ul>\n\n\n\n<p>For a brief\noverview <\/p>\n\n\n\n<ul class=\"wp-block-list\"><li><a href=\"https:\/\/www.newslaundry.com\/2017\/04\/14\/ambedkar-on-islam-the-story-that-must-not-be-told\">https:\/\/www.newslaundry.com\/2017\/04\/14\/ambedkar-on-islam-the-story-that-must-not-be-told<\/a>\n<\/li><\/ul>\n\n\n\n<p>In sum, Dr. Ambedkar\nwas very critical of Hinduism but he never ever advocated destruction of\nDharmic tradition of India. He never wished to join hands with the Abrahamic\ntraditions and pit Buddhists against Hindus.&nbsp;\n<\/p>\n\n\n\n<p>It is on purpose\nthat I have dedicated a good part of my speech on Dr. Ambedkar because he is\nthe most respected and most popular Indian Buddhist personality today.\nPolitical parties and ideologues across the spectrum \u2013 from \u2018Secularists\u2019 to\n\u2018Communists\u2019 \u2013 Nationalists to Internationalists &#8211; swear by his name and claim\nto be the successors of his legacy. <\/p>\n\n\n\n<p>You may be a\nlittle irritated, if not confused as to why am I wandering on the peripheral\nissues instead of straightaway coming to the core issue of <strong>Challenges\nconfronting Buddhists in Asia, with special reference to South Asia and South-East\nAsia. <\/strong><\/p>\n\n\n\n<p>In fact, the\ndecline of Buddhism from its motherland India, is central and most critical to\nthe enquiry on \u2018<strong>Challenges confronting Buddhists in Asia\u2019. <\/strong>The enquiry of decline of Buddhism in India\nis nothing but an enquiry on Indic-ness and indigenousness in India. And as\nlong as India ignorant of this reality, Asia will also be in a blissful\nslumber. As long as Hindus and Buddhists in India are busy with their infighting,\nIndia will never be able to forge an alliance with the rest of Buddhist world. This\nis not a theoretical proposition. In fact, this was practically and\nsuccessfully achieved by the enemies of Dhamma for the last one hundred years! <\/p>\n\n\n\n<p>This harmed Hindus and Buddhists in equal\nproportions. Hindus within India because of their numerical strength, military\nmight and other historical advantages Hindus could successfully thwart some of\nthe external aggressions to their Dharma and Nation. However, Hindus outside\nIndia in rest of Asia especially in Pakistan, Bangladesh are so much affected\nthat they are now almost on the verge of extinction within a few years. <\/p>\n\n\n\n<p>The challenges of Buddhists are even more\ncritical because we neither have numbers on our side nor do we have the\nmilitary might to counter the external aggression.&nbsp; Most importantly, we have not even realised\nthat we are in danger of history repeating itself in the remaining Buddhist\ncountries.<\/p>\n\n\n\n<p><strong>Bangladeshis\ncamouflaged as Rohingyas <\/strong><\/p>\n\n\n\n<p>Let us take the concrete case on hand &#8211; the\nRohingya issue. &nbsp;I personally feel that\nwe should shun the usage of the term \u2018Rohingyas\u2019 &nbsp;\u2013 because they are basically Bangladeshis\nusing the smokescreen of &nbsp;the label \u2018Rohingyas\u2019.\nThus having said that, I agree that there are multiple dimensions to this\nissue. I also agree that it is against Dhamma to compartmentalise human\nsuffering into Muslim suffering and Buddhist suffering. But let\u2019s examine the\nharsh truth. <\/p>\n\n\n\n<p>As per the undisputed official census records\nof Myanmar, when they gained independence in 1948, there was very few Muslims\nin Arakhan State. By 1973 Muslims were about one million. In 1983 Muslims\nconstituted about 19% of the Arakhan State in Myanmar. In 2014, Muslim\nPopulation grew to 56%. And today, more than 80\u201396% of the population near the\nborder with&nbsp;<a href=\"https:\/\/en.wikipedia.org\/wiki\/Bangladesh\">Bangladesh<\/a>&nbsp;and the coastal areas is Muslim. <\/p>\n\n\n\n<p>I would like to ask the International Media,\nwhich is branding the Buddhists of Myanmar as Terrorists, a simple question.\nToday, officially, there are about 10% Muslims in Germany, France and\nNetherlands. What will this international media do if this population increases\nup by 80% in say twenty years from now, as it has happened in Myanmar. <\/p>\n\n\n\n<p>Why is the western media not writing about\nArunachal Pradesh, in North East India, wherein once indigenous religions were\na majority and today the population of Buddhism has been reduced to 11% in last\ntwo decades! <\/p>\n\n\n\n<p>Now, let\u2019s not dive into the number game. Let\u2019s\nsee, at a thematic level, what challenges we, Buddhists are faced with. <\/p>\n\n\n\n<p>Let\u2019s begin with Bangladesh, the home to\nChakmas or Sakhyas, the community to which Buddha belonged. It is the Sakhyas\nresiding in the northern hills of Bangladesh who have kept the ancient Buddhist\nculture alive. That is why this Sakhya community is being systematically chased\nand attacked. Take for instance, the Kathina Chivara Dana ceremony of\nChakmas.&nbsp; For the first time I had the\ngood fortune of seeking this unique festivity in October, 2014. It is at this\njuncture that I realised that if Chakmas are extinct there will be no bestowal\nof cloths to our Venerable Bhikkhus. If Sakhyas die, the most basic and sacred\nBuddhist traditions will be extinct. <\/p>\n\n\n\n<p>India has helped provide citizenship to\nSakhyas. The recent initiative of Citizenship Act by Assam is an endeavour by\nthe present Central Government of India to help Hindus and Buddhists of the\nregion. <\/p>\n\n\n\n<p>Wherever Buddhists are ruled by authoritarian\nregimes \u2013 China, Cambodia, Vietnam and to some extent Nepal etc., we have\nimmensely suffered. But these issues are beyond us to resolve. So, it is better\nthat these issues be addressed as national issues of their respective regimes.\nHence, I would not wish to touch the controversial Tibetan issue and problems\nof other Chinese Buddhists. <\/p>\n\n\n\n<p><strong>India and Sri Lanka \u2013 Our Constitutional\nIssues in a democratic polity <\/strong><\/p>\n\n\n\n<p>Let us now consider India and Sri Lanka\ntogether.&nbsp; &nbsp;<\/p>\n\n\n\n<p>Constitutions of India and Sri Lanka guarantee\nfundamental rights to citizens as well other persons. Consider Article 12 of\nthe Constitution of Sri Lanka <\/p>\n\n\n\n<p><em>Article 12. <\/em><\/p>\n\n\n\n<p><em>(1) All <strong>persons<\/strong> are equal before the law and are entitled to the\nequal protection of the law. <\/em><\/p>\n\n\n\n<p><em>(2) No <strong>citizen<\/strong> shall be discriminated against on the grounds of\nrace, religion, language, caste, sex, political opinion, place of birth or any\none of such grounds<\/em><\/p>\n\n\n\n<p>This Article is <em>pari materia <\/em>tothe\nIndian constitutional provisions: <\/p>\n\n\n\n<p><em>Article 14. <\/em><\/p>\n\n\n\n<p><em>The State shall not deny to <strong>any<\/strong> <strong>person<\/strong> equality before the\nlaw or the equal protection of the laws within the territory of India.<\/em><\/p>\n\n\n\n<p>19. (1) <\/p>\n\n\n\n<p><strong>All citizens<\/strong> shall have the right\u2014 (a) to freedom of speech and expression; (b)\nto assemble peaceably and without arms; (c) to form associations or unions 1[or\nco-operative societies]; (d) to move freely throughout the territory of India;\n(e) to reside and settle in any part of the territory of India; 2[and] 3** * *\n* (g) to practise any profession, or to carry on any occupation, trade or business<em><\/em><\/p>\n\n\n\n<p>Utilising these rights guaranteed to the\nnoncitizens, in India, series of cases are being filed on behalf of the foreign\nnationals \u2013 especially, Bangladeshis (so called Rohingyas included).\nConstitution is being invoked to seek residence and then slowly citizenship. In\nIndia, as per Union of India\u2019s official statement there are about 20 Million\nBangladeshis illegally residing in India. This is equal to the total population\nof Sri Lanka!&nbsp; <\/p>\n\n\n\n<p>Both Sri Lanka and India have acceded to the\njurisdiction of the International Court of Justice for dispute adjudication. &nbsp;This will also be used against us in so far as\nthe foreign elements will invoke various Human Rights Conventions and institute\nproceedings against us before the ICJ. This is likely to be the future.\nConstitutional and International Jurisprudence will be the two biggest\narmouries in the hands of adversaries of the Dharma traditions. While they\nwould deny fundamental rights to their own citizenry, they would be very prompt\nin demanding all kinds of rights from us. The western world, being solely\ninterested in arms trading, will always encourage violent conflicts within a\nnation and between nations and in the process cause the destabilisation of\nAsia. <\/p>\n\n\n\n<p>So-called liberals in India make so much\nabout Article 370 in India. Thanks to this Article, notwithstanding the\nfundamental rights on residence guaranteed to Indian citizens, the citizens\nresiding elsewhere in India can be permanent residents of the State of Jammu\nKashmir. However, it is estimated that in Jammu City (the Winter capital of\nJammu Kashmir \u2013 wherein lakhs of Kashmiri Pandits are forcibly living under\ndisplacement from their homes in Kashmir Valley) alone, around ten thousand\nBangladeshi Muslims are staying there under the garb of Rohingyas. How can this\nbe permitted? <\/p>\n\n\n\n<p><strong>Small and Subtle-\nwhich we can\u2019t ignore. <\/strong><\/p>\n\n\n\n<p>Ladakh sector of Jammu Kashmir is dominated\nby Buddhists. However, in Kargil Town, Buddhists are struggling to construct a\ntemple. Forget Sri Nagar, we are not able to construct a small temple in\nKargil! The whole world speaks about Kargil victory of India. But how many of\nus know that Buddhists are living as outcastes in their own hometown in Kargil?\nWhile Leh is 80 per cent Buddhist and 20 per cent Muslim, the numbers are\nexactly the reverse in Kargil, which is predominantly Muslim now. It is\nestimated that 90% interreligious marriages in Kargil are between a Muslim boy\nand Buddhist girl. A new term called Love Jihad has come to be coined in India,\nwherein, it is suspected that boys from their own religions are brain washed to\nseek and marry a non-Muslim girl and convert her to their faith. Many liberals\nhave denounced it as a hoax until the Hon\u2019ble Supreme Court of India had\ndirected the apex investigating body National Investigative Agency to conduct a\nthorough investigation into the \u2018Hadia matter\u2019. I have carefully observed certain things in Sri Lanka. Buddhists here\nworship Hindu gods such as Ganesh, Velu Murugan etc. While I see one positivity\nthat both Dharmic traditions are being respected. However, Buddhists of Sri\nLanka will be neither here nor there if such blind practices are perpetrated.\nThis seems to one of the core but subtle challenge that Buddhists in Sri Lanka\nneed to resolve internally. Though these issues are very small but we can\u2019t\nignore the same. <\/p>\n\n\n\n<p>I being an outsider, may be pardoned if I\nhave overstepped my brief in sounding instructive in my approach, particularly\nwhen such scholarly and erudite people are amidst us in this audience. <\/p>\n\n\n\n<p><strong><em>The way forward <\/em><\/strong><\/p>\n\n\n\n<h4 class=\"wp-block-heading\">I am a total novice to the affairs of Sri Lanka.\nHowever, in my estimate, Buddhists in Sri Lanka may be far less than 70% as is\nbeing claimed on the basis of 2011 census. Even presuming without admitting\nthat Buddhists are in such big numbers, mere numerical majority does not\nguarantee any safety. <\/h4>\n\n\n\n<h4 class=\"wp-block-heading\">The whole of organised media conglomerates in most\nof Asia including Sri Lanka are controlled by non-Dharmic forces and they are hell\nbent upon denigrating and lowering the image of Dharmic nations such as India\nand Sri Lanka, through a sustained campaign of vilification of Hindu and\nBuddhist monks and their leaders. <\/h4>\n\n\n\n<h4 class=\"wp-block-heading\">Recently, I read an article in \u2018Christian Today\u2019 bashing\nBuddhists in Sri Lanka. <\/h4>\n\n\n\n<h4 class=\"wp-block-heading\">The article us titled The World\u2019s Biggest Christmas\nTree Hasn\u2019t Helped Sri Lankan Christians\u201d <\/h4>\n\n\n\n<p>Read: <a href=\"http:\/\/www.christianitytoday.com\/news\/2017\/december\/sri-lanka-guinness-worlds-biggest-christmas-tree-christians.html\">http:\/\/www.christianitytoday.com\/news\/2017\/december\/sri-lanka-guinness-worlds-biggest-christmas-tree-christians.html<\/a>) and claims that Christians in Sri Lanka are\npersecuted in huge numbers. The author with a Sikh name (ghost-writer in every\nsense of the term) goes on to defame Sri Lanka in general and Buddhists in\nparticular. Any onlooker of international affairs would think that Sri Lanka is\na gas chamber for Christians! Now, the so-called liberals and intelligentsia\nare fast to grab this opportunity to attack the Dharma as the cause of all the\ntrouble in these respective countries. <\/p>\n\n\n\n<p>As an interesting aside, let me tell you that\nas practicing Buddhist, I have always been sceptical of prophecy and astrology.\nHowever, on a jocular note I must confess that, whenever I read Mr. Senaka\nWeeraratna\u2019s articles, I revisit my views on astrology. It is astonishing that\nabout four to five months before the last Indian General Elections in 2014, Mr.\nSenaka Weeraratna had predicted in an analysis of the Indian political\nlandscape, that Mr. Modi will be the Prime Minister of India and it would be\ngreat opportunity for Sri Lanka in particular and the Buddhist world in general\nto take stock of this possible change in the Government of India and act\naccordingly. Though a popular opinion was already in favour of Modi, there were\nseveral influential sections within India who had seriously doubted Modi\u2019s\nascendance to power. Being so much far away and being a distant observer of Indian\npolitics, I am amazed at the acumen and commitment of such personalities in Sri\nLanka. Whenever I see Mr. Senaka Weeraratna\u2019s writings, I am enthused about the\nfuture of the Dhamma in Sri Lanka and in rest of India. <\/p>\n\n\n\n<p>It is largely because of Sri Lanka that\nBuddhism is alive in India and rest of the world today. It is Venerable\nAnagarika Dharmapala who played the pioneering role in the revival of Buddhism\nin India. It is primarily Sinhalese monks from Sri Lanka who gave Deeksha to\nDr. Ambedkar. <\/p>\n\n\n\n<p>To understand the appreciate the phenomenal contributions\nof Sri Lanka to my India, please see what Acharya Buddharakhita has written about\nthe birth of the Maha Bodhi Society in India <\/p>\n\n\n\n<p>\/\/On the occasion of 2500 Buddha\nJayanti I decided to resign from Nalanda Post Graduate Institute, went to\nBuddhagaya to meditate and offered one lakh deepa puja for one full month. I\ngot a clear mind about future activities. That is how, when Mrs. Bianca\nMoonasinghe the niece of Venerable Anagarika Dharmapala, and the wife of the\nGeneral Secretary of Sri Lanka Maha Bodhi Society, and the head of Mahabodhi ladies\ncommittee, approached me saying that she got some land given by Maharaja of\nMysore which was lying idle and some people had encroached on the land and\nnothing is happening, etc. I accepted the offer with the condition that I will\nnot be another bhikkhu employee as in other centers of Maha Bodhi Society. Ours\nwill be an independent society, and as President I will conduct activities in a\npractical way through seva and sadhana programs. She was more than happy and\nthat is how I came to Bangalore on 5th June 1956. <\/p>\n\n\n\n<p>Today, am before you as a Upasaka associated\nwith Maha Bodhi Society, one of the largest Buddhist organisations in India. (Ref:\n<a href=\"http:\/\/www.mahabodhi.info\/\">http:\/\/www.mahabodhi.info\/<\/a>). \/\/<\/p>\n\n\n\n<p>In fact, it is our Dharmic brothers, the Hindus,\nwho helped Maha Bodhi society. In fact, it was Mr. Shyamaprasad Mukherji, founder\nof Bharatiya Jan Sangh (predecessor of BJP the party of Mr. Modi) and India\u2019s\nfirst Industry and Supply Minister, who helped Anagarika Dharmapala to build a\nglorious temple in Buddha Gaya and that\u2019s how Buddhism was revived. <\/p>\n\n\n\n<p>Mr. Shyama Prasad was also affiliated with\nthe Buddhist&nbsp;<a href=\"https:\/\/en.wikipedia.org\/wiki\/Mahabodhi_Society\">Mahabodhi Society<\/a>. In 1942, he succeeded Dr. M.N. Mukherjee to become the President of the\norganisation. The relics of&nbsp;<a href=\"https:\/\/en.wikipedia.org\/wiki\/Gautam_Buddha\">Gautam Buddha<\/a>&#8216;s two disciples&nbsp;<a href=\"https:\/\/en.wikipedia.org\/wiki\/Sariputta\">Sariputta<\/a>&nbsp;and&nbsp;<a href=\"https:\/\/en.wikipedia.org\/wiki\/Maudgalyayana\">Maudgalyayana<\/a>, discovered in the Great Stupa at&nbsp;<a href=\"https:\/\/en.wikipedia.org\/wiki\/Sanchi\">Sanchi<\/a>&nbsp;by\nSir&nbsp;<a href=\"https:\/\/en.wikipedia.org\/wiki\/Alexander_Cunningham\">Alexander Cunningham<\/a>&nbsp;in 1851 and kept at the&nbsp;<a href=\"https:\/\/en.wikipedia.org\/wiki\/British_Museum\">British Museum<\/a>, were brought back to India by&nbsp;<a href=\"https:\/\/en.wikipedia.org\/wiki\/HMIS_Tir\">HMIS Tir<\/a>.\nA ceremony attended by politicians and leaders of many foreign countries was\nheld on the next day at&nbsp;<a href=\"https:\/\/en.wikipedia.org\/wiki\/Maidan_(Kolkata)\">Calcutta Maidan<\/a>. They were handed over by our first Prime Minister Nehru to his cabinet\ncolleague Mr. Mukherjee, who later took these relics to&nbsp;<a href=\"https:\/\/en.wikipedia.org\/wiki\/French_Protectorate_of_Cambodia\">Cambodia<\/a>,&nbsp;<a href=\"https:\/\/en.wikipedia.org\/wiki\/Post-independence_Burma,_1948%E2%80%9362\">Burma<\/a>,&nbsp;<a href=\"https:\/\/en.wikipedia.org\/wiki\/Thailand\">Thailand<\/a>&nbsp;and&nbsp;<a href=\"https:\/\/en.wikipedia.org\/wiki\/French_Indochina\">Vietnam<\/a>.\nUpon his return to India, he placed the relics inside the Sanchi Stupa in\nNovember 1952. Mr. Modi regards Mr. Mukherji as his revered Guru in every sense\nof the term. So, you may imagine in how much high esteem Mr. Modi holds\nBuddhism. <\/p>\n\n\n\n<p>As an interesting aside, if I may share with\nyou that Mr. Senaka Weeraratna had written an article on the need for a noise\nfree environment at the Maha Bodhi Temple at Buddha Gaya \u2013 the centre of\nBuddhism where the Buddha attained enlightenment. A serene and peaceful\natmosphere conducive to deep meditation and contemplation, is no longer\npossible at the Maha Bodhi Temple because of the constant disturbance of calls\nto prayer (Azan) emanating from a loudspeaker(s) at a newly constructed mosque\njust 60 meters away plus other &nbsp;mosques\nin the Buddha Gaya temple complex. <\/p>\n\n\n\n<p>Now, that\u2019s a very small matter as compared\nto this narrative: In July, 2008, a series of 21 Bombs were blasted in\nAhmedabad killing 56 people and severely injuring 200 and more. Now, these\nterror suspects were arrested in Buddha Gaya in September, 2017!! What were\nthese dreaded terrorists doing in Buddha Gaya? Tausif Khan, the master mind\n(called as Master ji) was the main person accused of these blasts! Now, we have\nto ask, how safe are our holy places? <\/p>\n\n\n\n<p>Of course on the Azan problem, one needs to\nremind our Muslim brothers with great compassion that even before the loud\nspeaker was invented, Islam was the second largest religion in the world.\nHence, they need not place such heavy reliance on UnIslamic means (constantly\ndisturbing non \u2013 Muslims by use of loudspeakers attached to Mosques built in\nclose proximity to major centres of non \u2013 Muslims religions) to spread their\nreligion. <\/p>\n\n\n\n<p><strong>Success Story\nof Jains \u2013 Numbers never matter <\/strong><\/p>\n\n\n\n<p>The biggest challenge faced by the Sri Lankan\n(mainly Sinhala) Buddhists seems to be akin to that of Hindus in India.\nBuddhists seem to be in blissful complacence rejoicing their so called \u2018numeric\nmajority\u2019. In fact, we should draw lessons from miniscule minority Dharmic\nTraditions such as Jainism in India. <\/p>\n\n\n\n<p>There are around four Million Jains in India.\nThis constitutes about 0.032% of the Indian population. Thing being the case,\nthe largest political Party in India BJP, which is the ruling Party of India is\nheaded by a Jain called Amit Shah! One of the largest industry conglomerates in\nIndia \u2013 Adanis and Sun Pharama are owned by Jains. Largest circulated English\nDaily in India \u2013 Times of India is owned by Jain Family and Malayalam Daily\nMatrubhumi is by a Jain. Governor of Gujarat and Chief Minister of Gujarat are\nJains. Acharya Rajanish or Osho was a Jain. I can go on and on. <\/p>\n\n\n\n<p>Jains in India have shown as to how their\nstrategic alignment at the political and industry level can work. Jains have\nshown the way forward for the Buddhists across the world. &nbsp;We have to politically, strategically,\neconomically align with the Dharma traditions \u2013 with Hindus, Sikhs, Jains and\nIndigenous religions across the World. This seems to be our future. And there\nlies our capacity for preservation and fostering of our religion.<\/p>\n\n\n\n<p><strong>Only with strategic\nalignment Dharma will survive and be Victorious <\/strong><\/p>\n\n\n\n<p>Be that as it may. Let\u2019s leave the past to\ntake care of itself. Buddhists of India and Sri Lanka should make most of the\nbenign regime of India today. Modi government wants to take the message of Dharma\nacross the globe. India, as the able successor and leader of Dharmic traditions\nis now fostering Buddhism. We should join hands in two ways. One at an idea\nlevel, we should support the international endeavours of the Indian Government.\nAs a small contribution, I must share with you, I am already in talks with the\noffice of the Additional Solicitor General of India South India and Indian Law\nMinistry. They are very keen to come to Sri Lanka. We can propose to hold a\nconference of Lawyers of Indic and Indigenous faiths and religions to chalk out\nan international strategy in our common interest.&nbsp; <\/p>\n\n\n\n<p>Now, apart from these kinds of endeavours to\nbe initiated at personal levels, there is something we need to do collectively.\nOne thing is for sure. Dhamma can only be practiced and protected collectively.\nWhen the whole world is antagonistic to you, how can you individually remain\nDharmic? Hence, practising Dharma means growing more and more strategic at\nmacro level. This is more crucial and vital task than personally observing\nDharmic rituals and faiths. <\/p>\n\n\n\n<p>World has always been skewed and strategic.\nNeutrality, non-alignment and secularism are always for others consumption and\nnever for self-practice.&nbsp; Only Dharmic\npeople are advised to be secular. In fact, the world has never been \u2018secular\u2019\nand will never be in future.&nbsp; <\/p>\n\n\n\n<p>As individuals, people may be atheists,\nrationalists, irreligious. However, as polity they are always religion minded or\nstrategically aligned to one religion or the other.&nbsp; It is a popular misconception that the world\nis growing less and less religious today.&nbsp;\nThis is a popular myth perpetrated to confuse and&nbsp; mislead the Dharmic people. <\/p>\n\n\n\n<p>Out of the 7.6 Billion people living in the\nworld today, nearly 2.1 Billion people are Christian and 1.3 Billion people\nfollow Islam. Now, we tend to think that the west has grown less religious. It\nis not true. The UK officially is a Christian country even from the ancient\ntimes. The USA has huge tax exemptions and encourages free contributions to\nchurch. In fact, but for the USA the \u2018conversion shop\u2019 of the missionaries\nwould have been long closed. It is a popular myth that Nordic countries are\nnon-religious. The official religion on Denmark, Finland, Norway, Iceland,\nEstonia is (Lutheran) Christianity. Russia is a very rigid follower of Orthodox\nChristianity. About 70% of&nbsp;<a href=\"https:\/\/en.wikipedia.org\/wiki\/Church_(Christian)\">church<\/a>&nbsp;revenues come from&nbsp;church\ntax&nbsp;(Kirchensteuer). Apart from a lot of major cantons of Switzerland, the\nofficial religion of <a href=\"https:\/\/simple.wikipedia.org\/wiki\/Argentina\">Argentina<\/a>, <a href=\"https:\/\/simple.wikipedia.org\/wiki\/Bolivia\">Bolivia<\/a>, <a href=\"https:\/\/simple.wikipedia.org\/wiki\/Costa_Rica\">Costa Rica<\/a>, <a href=\"https:\/\/simple.wikipedia.org\/wiki\/El_Salvador\">El Salvador<\/a>, <a href=\"https:\/\/simple.wikipedia.org\/wiki\/Liechtenstein\">Liechtenstein<\/a>, <a href=\"https:\/\/simple.wikipedia.org\/wiki\/Malta\">Malta<\/a>\nand <a href=\"https:\/\/simple.wikipedia.org\/wiki\/Monaco\">Monaco<\/a>\nis Roman Catholicism. <a href=\"https:\/\/simple.wikipedia.org\/wiki\/Greek_Orthodox_Church\">Greek Orthodox Church<\/a> and <a href=\"https:\/\/simple.wikipedia.org\/w\/index.php?title=Finnish_Orthodox_Church&amp;action=edit&amp;redlink=1\">Finnish\nOrthodox Church<\/a> are official\nreligions in respective jurisdictions. <a href=\"https:\/\/simple.wikipedia.org\/wiki\/Church_of_England\">Church of England<\/a> is established by law. Queen is the official\nhead of the world-wide&nbsp;<a href=\"https:\/\/simple.wikipedia.org\/wiki\/Anglican_Communion\">Anglican Communion<\/a>. <\/p>\n\n\n\n<p>The members of&nbsp;<a href=\"https:\/\/en.wikipedia.org\/wiki\/Church_of_Sweden\">Church of Sweden<\/a>&nbsp;pay church fee, which varies between municipalities, but can be as\nmuch as 2%.&nbsp; <a href=\"https:\/\/en.wikipedia.org\/wiki\/Separation_of_church_and_state\">Church and\nstate are separated<\/a>&nbsp;as\nof 2000; however, the burial tax (begravningsavgift) is paid by everyone\nregardless of membership. Italy pays 0.8 percent Church Tax. In Austria, it is\ncompulsory to pay church tax at the rate of 1.1 percent. <\/p>\n\n\n\n<p>In short, EU, NATO etc., are nothing but de\nfacto Christian strategic alliances. <\/p>\n\n\n\n<p>About 57 countries today are members of one\nof world\u2019s largest and most strategic organisation known as Organisation of\nIslamic Cooperation. The bond between the Islamic countries is so much strong\nand cemented that&nbsp;Article 3(e) of the Conditions for Accession to Observer\nStatus at OIC&nbsp; says:<\/p>\n\n\n\n<p><em>&nbsp;A state applying for observer\nstatus shall not be in conflict with any of the OIC member states.\u201d<\/em><\/p>\n\n\n\n<p>While none of the member states of OIC is\nsecular in any sense of the term, they always pressurise a non-Muslim country\nto observe secularism. Islamic world always acts strategically and\ncollectively. From smallest to the most critical of the issues confronting Muslims,\nthey speak in one language and they are always on one page! <\/p>\n\n\n\n<p>Now, communism itself is a State religion.\nThus, China, North Korea have their respective gods, popes and pupils. Nepal,\nthe only Hindu country, was turned into a secular state. <\/p>\n\n\n\n<p>In short, only Dharmic States that are forced\nto go secular. In fact, secularism is a tool and subtle ploy to kill Dharma. If\nall these rationalists and intellectuals really intend to promote \u2018 secularism\n\u2018 let them start with the NATO and OIC Nations. Why target the unorganised ones\nsuch as ours? <\/p>\n\n\n\n<p>It is precarious reality that Buddhism today\nis the most unorganised religion in the world. Except Sri Lanka I don\u2019t think\nthe very thought of organising ourselves at a strategic level has come to the\nmind of any other nation with a Buddhist population. <\/p>\n\n\n\n<p>In 1950s Sri Lanka gave to the World\nFellowship of Buddhists (<strong>WFB<\/strong>), the most revolutionary and strategic\ndevelopment of its time. The Buddhist Flag adopted during this time is also the\nmost important development. But. World has become much more strategic ever\nsince then but we, unfortunately, have remained stagnant ever since then. We\neither progress or perish. <\/p>\n\n\n\n<p>In my humble opinion, the Buddhists of the\nworld today have to strategically align with India.&nbsp; When I say align, it does not mean efface our\nidentity and merge.&nbsp; It means only align\nwith consciously retaining our identity and interests. <\/p>\n\n\n\n<p>Due to a variety of conspiracies, there is\nlarge scale misunderstanding about India. We think, India is all about Tamils\nand that all Tamils are against Sri Lanka. It is not at all true. An\noverwhelming majority of Indians, Tamils included, we love Sri Lanka. We are\nspiritually indebted to Sri Lanka in so many ways. If not for Hindu leaders\nsuch as Shyamaprasad Mukerji, the Mahabodhi Temple could not have been\nconstructed by Anagarika Dharmapala. <\/p>\n\n\n\n<p>AIADMK, the party in power in the province of\nTamil Nadu for last ten years or so has been deadly against LTTE. It is only a\nfew fringe elements within small pockets of India who have had a temporary\nmisunderstanding with Sri Lanka. Now all that is a thing of the past. <\/p>\n\n\n\n<p>In fact, I must share with you, C. Iyothee\nThass (20<sup>th<\/sup> May, 1845 \u2013 1914), a leading Tamil spiritual leader, was\nthe pioneer of Buddhism in India. Even before Dharmapala and Dr. Ambedkar, it\nwas Thass who pioneered the efforts to revive Buddhism. Iyothee Thass met&nbsp;<a href=\"https:\/\/en.wikipedia.org\/wiki\/Henry_Steel_Olcott\">Colonel H.
