Foreign\nMinister Tilak Marapana raised concerns of the Sri Lanka Government \u2014 during\nhis visit to Washington DC this week \u2014 with his US counterpart, Secretary of\nState Michael Pompeo, on the proposed Status of Forces Agreement (SOFA) between\nthe two countries.<\/strong><\/p>\n\n\n\n

SOFA is another controversial \nagreement the US was proposing to the Acquisition and Cross Services Agreement\n(ACSA) signed first in 2007 and renewed in 2017.<\/strong><\/p>\n\n\n\n

The ACSA provides for joint\nmilitary cooperation between Sri Lanka and the United States and includes\nlogistic support, supplies, services and the use of airports and ports during\nunforeseen circumstances\u201d. While the 2007 ACSA permits US military vessels to\nanchor in Sri Lanka ports on a \u2018one-off\u2019 basis, the 2017 ACSA appears to be\nopen ended<\/strong><\/p>\n\n\n\n

Do we need this now ?<\/p>\n\n\n\n

We\nhave Sen(di)nayake who is not second to the Marshal ( not in the field) these\ndays who can handle any situation ,we should be rushing to enter into such\ntreaties?<\/p>\n\n\n\n

Do\nwe need heavily built Green Berets loafing around courting our lasss and\nmistreating our skinny soldiers like in Okinawa ?<\/p>\n\n\n\n

1995 Okinawa rape incident<\/h1>\n\n\n\n

 (The 1995 Okinawa rape incident<\/strong> took\nplace on September 4, 1995, when three  U.S. servicemen<\/a> \u2013 U.S. Navy<\/a> Seaman<\/a> Marcus Gill and U.S. Marines<\/a> Rodrico Harp and Kendrick Ledet, who were all\nserving at Camp\nHansen<\/a> on Okinawa<\/a> \u2013 rented a van and kidnapped a 12-year-old Okinawan\ngirl. They beat her, duct-taped<\/a> her eyes and mouth shut, and bound her hands. Gill\nand Harp then raped<\/a> her, while Ledet claimed he only pretended to do so\nout of fear of Gill.[1]<\/a> The incident led to further debate over the continued presence of U.S. forces in\nJapan<\/a>. The\noffenders were tried and convicted in Japanese court by Japanese law, in\naccordance with the U.S.\u2013Japan Status of Forces Agreement<\/a>. Yankee\nDickie in Sri Lanka made a similar blunder and Indian army of Occupation was\nevicted with a great difficulty by Premadasa <\/p>\n\n\n\n

We\nshould be wary about such situation when you see  what happened in Vietnam,Iraq\n,Libya Japan  and Afghanistan<\/p>\n\n\n\n

This\nMap is a visual representation of some key elements of an Agreement reached\nbetween Wickramasinghe and the Millennium Challenge Corporation (MCC), after\ntwo years of very secretive discussions. <\/p>\n\n\n\n

The\nAgreement (the Americans prefer to call it a \u2018Compact\u2019) was to have been signed\nin November 2018 between the Americans and Wickramasinghe. <\/p>\n\n\n\n

Had\nthe Agreement been signed as planned, the Island by 2050, as depicted in the\nMap, would have been splintered and the entire Country whored into being an\nAmerican Military-Base.<\/p>\n\n\n\n

Sri\nLanka\u2019s recent history records how three European nations, successfully invaded\nthe Country by stoking in-fighting amongst the native population. The Sri\nLankans of that time did not realise they were being set-up. Consequently, Sri\nLanka was conquered and the Europeans ruled the Island for nearly 400 years.<\/p>\n\n\n\n

It\nappears that we have yet not learned this vital lesson of history. The threat\nof the country being subjugated by a new Imperial power is imminent. Sri Lanka\nis on the edge of an abyss with the Enemy now at our door. <\/p>\n\n\n\n

And\npray, what are we Sri Lankans doing? We are squabbling with each other gazing\nat the other\u2019s navel. <\/p>\n\n\n\n

Make\nno mistake, the Americans are going full throttle to take over Sri Lanka. No\napologies are needed, no need to couch our language.  Sri Lanka\u2019s Enemy\nNumber One, right now, is America. FULL STOP.<\/p>\n\n\n\n

With\nthe MCC Agreement, only awaiting Wickramasinghe\u2019s signature, the Americans are\non the verge of taking over our Country; Wickramasinghe and his cohorts are\nhanding it over to them on a platter.<\/p>\n\n\n\n

Sri\nLankans, we do not have much time left; now is the time to comprehend and unite\nto defend our Motherland. Shed Party, Ethnic and Religious affiliations and\ndifferences to drive this accursed Enemy from our shores.<\/p>\n\n\n\n

Harbour\nno illusions, it is a hard fight like what David experienced when he squared\noff with bullyboy Goliath.  <\/p>\n\n\n\n

But\nunited, we have the strength, the cunning and the wisdom to drive this Enemy\nout from our shores. And this we shall!<\/p>\n\n\n\n

Vide\nAmerica\u2019s map of Sri Lanka featured above, a prominent feature of the map is\nthe Land-Corridor running the length of Trincomalee to Colombo via\nDambulla. <\/p>\n\n\n\n

Under\ncover of \u2018Megapolis\u2019 development, the Americans demanded from Sri Lanka an\n\u2018Economic\u2019 Corridor of 1.2 Million Acres of land from Trincomalee to Colombo\nfor a lease period of 200 years; the Americans insisted that the law inside\nthis Corridor must perforce be US law.<\/p>\n\n\n\n

This\nCorridor literally divides Sri Lanka into two \u2013 the North and the South \u2013 like\nin the Eelam Map of the defeated terrorists or the DMZ (Demilitarized Zone) on\nthe 38th parallel in the Korean peninsula separating North Korea from the\nSouth.<\/p>\n\n\n\n

For\nthe lease of this Corridor, in Sri Lanka, the Americans have offered 400\nMillion US Dollars, which works out to a meagre Rupees Twenty-Four (Rs. 24\/=)\nper Acre per Month!<\/p>\n\n\n\n

To\nboot, this Corridor has the \u2018Eppawela\u2019 phosphates (one of the world\u2019s largest\ndeposits which the Americans were trying to snatch in the 1980\u2019s and were\nprevented by a brilliant landmark judgement of the Supreme Court), ilmenite,\nthorium (a nuclear fuel used as a substitute for uranium), Monazite, and\nrare-earth metals Cerium and Lanthanum. All this for Rs. 24\/= per month!<\/p>\n\n\n\n

The\nMCC did a \u2018Constraints to Investment\u2019 analysis of Sri Lanka. Consequently, the\nAmericans threatened that if Sri Lanka wanted the Americans to go ahead with\ntheir \u2018Rupees 24\/= per acre per month\u2019 investment for 200 years, Sri Lanka\nshould abrogate her land laws which had protected her Sovereignty and National\nSecurity; Sri Lanka was instructed to pass new Land Laws that would legalise\nState Land to be brought under the hammer (viz Privatised) and laws which would\npermit the Americans to buy outright any extent of Land in any part of the\nIsland. <\/p>\n\n\n\n

Wickramasinghe\nagreed to oblige and these new Bills \u2013 the \u2018State Land Bank\u2019 Bill and the \u2018Land\n(Special Provision)\u2019 Bill \u2013 were drafted. <\/p>\n\n\n\n

These\ntwo Bills and the \u2018Constraints to Investment\u2019 Report were drafted at Harvard in\nMassachusetts and subsequently sent to Sri Lanka\u2019s Attorney General and the\nLegal Draftsman for their signatures.  <\/p>\n\n\n\n

To\ngive the readers a sneak view of the draft Bills, some highlights are excerpted\nfrom the respective preambles to the Bills. <\/p>\n\n\n\n

State\nLand Bank Bill: a. Provides for the\nestablishment of a State Land Bank: b. Requires the compilation of a register\nof all State Lands belonging to Public Institutions: c. Makes provision for\nthese Public institutions to lease such lands to persons making a request for\nsame: d. Repeals Part 1v, Part v and Part v1 of the Land Reform Act No:1 of\n1972 (this repeal includes the restriction in place on ownership of property by\na single individual to a maximum of 50-acres): e. Vests the powers of the Land\nreform Commission in the State Land Bank: f. (Sec 17) \u2013 Enables any person,\nincluding foreigners, to lease out State Land.<\/p>\n\n\n\n

Land\n(Special Provisions) Bill: a. \nGrants absolute Title to citizens who presently, by \u2018Government Grant\u2019, have\nregulated usage of State Lands: b. Permits citizens, who hold Title to State\nLands, to mortgage such land to banks: c. Permits banks to sell off such State\nLands, mortgaged to the banks, to private individuals including foreigners: \nd. This Act shall be in operation for only seven years.<\/p>\n\n\n\n

The\nAmericans further instructed Wickramasinghe to \u2018replicate\u2019 in Sri Lanka\u2019s rural\nareas, the \u201840-Acres and a Mule\u2019 concept that had been enforced in America in\n1865; the former slave owners were required to give each of the emancipated\nslave-families, 40- acres of land and a mule.<\/p>\n\n\n\n

Without\nwherewithal, the black families survived the first month on the flesh of the\nMule; thereafter, to survive, they sold their property back to the former slave\nowners for a pittance and the black families, in droves, trekked and trekked\nand trekked to the industrial cities like Detroit, Michigan and Chicago in\nsearch of employment. <\/p>\n\n\n\n

The\n\u201840-acre and a mule\u2019 concept drove out the black community from their Lands in\nthe South, pauperised and bonded the former slaves from the inception of their\nemancipation, created mass urban migration to the industrial centres, was\nresponsible for the creation of black ghettos in American cities, created the\nfoundation for a large number of the black community to be sent to prison for\ndrug offences and be deprived of their voting-rights, created a bank of surplus\nlabour which the American private sector exploited by paying them less than\nsubsistent wages. <\/p>\n\n\n\n

In\nan \u2018everywhere-Mary-went-the-lamb -was-sure-to-go\u2019 attitude, Wickramasinghe\npublicly complied with American directives and announced his intentions of\ngiving each rural farmer family 2-acres of land. <\/p>\n\n\n\n

With\nthe proviso in the \u2018Land (Special Provisions) Bill that this law applies only\nfor seven years, the problems the American black community are burdened with,\nwould be compounded and accelerated; it could be anticipated that the rural\npoor would hurriedly sell off or mortgage their Lands.<\/p>\n\n\n\n

When\nthe rural poor are compelled and encouraged to mortgage their lands and trek to\nthe cities, the land (devoid of any one occupying it), becomes available for\ncompanies like Monsanto to initiate their assault on our land. <\/p>\n\n\n\n

This\nis Ranawaka-Wickramasinghe \u2018Megapolis\u2019 development, if you may.<\/p>\n\n\n\n

It\nis pertinent that over 80% of Sri Lanka is State Land. <\/p>\n\n\n\n

Does\nit behove an Imperial Power to invade an island and capture her territory by\nforce of arms when it can simply buy up the entire country with the aid of\ncollaborators from within?<\/p>\n\n\n\n

As\ncan be deduced from the Map, the country has been perforated into several parts\nwith provision to make further divisions in the future. <\/p>\n\n\n\n

An\n\u2018Electrified\u2019 Railway Line from Trincomalee to Colombo (Vide the Electrified\nRailway Line featured as little rectangles in the legend to the Sri Lanka Map\nabove) makes a distinct physical separation of the North of the Island from the\nSouth. <\/p>\n\n\n\n

The\nelectric \u2018protective\u2019 fences on either side of the electrified railway line to\nprotect humans and animals from being electrocuted, would make this \u2018Eelam\nWall\u2019 the World\u2019s first electrified \u2018Border-Wall\u2019!<\/p>\n\n\n\n

As can\nbe evinced from the Map, Sri Lanka has been metamorphosed into a large\n\u2018aircraft carrier with several runways, plum in the centre of the Indian\nOcean.  <\/p>\n\n\n\n

There\nis an International Airport in Polonnaruwa too!<\/p>\n\n\n\n

There\nis cause for even greater concern. Some researchers claim that MCC has put out\nanother Map, portraying Sri Lanka in the year 2100, a hundred years from hence;\nas per that map it is arguable whether Sri Lanka is one Island or two Islands.<\/p>\n\n\n\n

These\nresearchers have reportedly challenged the MCC and Alaina Teplitz to put out\ninto the public domain the map of Sri Lanka in the Year 2100. <\/p>\n\n\n\n

According\nto the emerging reports, in the American Map of Sri Lanka in the Year \u20182100\u2019, a\nCanal like the Suez Canal, has been dredged along the length of the Economic Corridor\nfrom Trincomalee to Colombo; this Canal has opened up the Bay of Bengal to the\nArabian Sea via the Laccadive Sea, affording the INDOPACOM and its RIMPAC\nmilitary alliance a tremendous strategic advantage over Powers like India,\nChina and Russia. <\/p>\n\n\n\n

For\nSri Lanka such an \u2018Eelam Canal\u2019 would sound the death knell for her; this Canal\nwould permanently slice the Island into two.<\/p>\n\n\n\n

The\nMegapolis Minister reportedly is the mid-wife for the Millennium Challenge\nCorporation (MCC) baby, delivering a Frankenstein mutation of Sri Lanka.<\/p>\n\n\n\n

Who\nor what is this MCC which can commit America to Agreements with Sovereign\nNation States? <\/p>\n\n\n\n

The\nMCC is a bi partisan American organisation (approved by both the Democrats and\nthe Republicans) set up and funded by the US Government, to do what the CIA,\nthe NED (National Endowment for Democracy) and USAID, have been trained to\ndo. <\/p>\n\n\n\n

The Chairman of the MCC Board is the US Secretary of State\nand its Vice- Chairman, the US Secretary of the Treasury; the rest of the MCC\nBoard are the US Trade Representative, Administrator of USAID, the CEO of the\nMCC and four private sector members appointed by the US President on the advice\nand consent of the US Senate.<\/p>\n\n\n\n
