JVP MP Sunil\nHandunnett quite correctly has said it was not sufficient only to indict\nofficials but the political authorities behind the scam should also be brought\nto book<\/p>\n\n\n\n
He also has said the Presidential Commission into the\nbond scam and the COPE report had both clearly indicated that Prime Minister\nRanil Wickremesinghe was responsible for this illegal transaction<\/strong>. Adding more he also has said the Prime Minister mediated to\nappoint Arjuna Mahendran as CB Governor and the Central Bank was taken over by\nthe Economic Affairs Ministry under him during the same period and he had given\nalso given an assurance to Parliament that Mahendran would return to Sri Lanka\nin accordance with his wishes. So he\nshould be named as the first respondent in the case<\/strong>,\u201d he further said.<\/p>\n\n\n\n I attach\u00e9 here part\nof an article I posted on February 27th<\/sup> 2019 in the Lankaweb with a\ncopy to the Secretary to the President in this regard to substantiates what is\nsaid above by MP Handunhetti. In my opinion Ranil should have been named as the\nfirst accused in this case for the reasons I have clearly explained in this\narticle. I hope both MP Handunhetti and all those who are concerned on this\nmega political gamble will take up this issue in the interest of the general\npublic.<\/p>\n\n\n\n How the conspiracy of the CB scam was hatched and\ncarried out and who actually did it. <\/strong><\/p>\n\n\n\n The whole\ncountry knows it was Ranil Wickramasinha who brought Arjuna Mahendran to Sri\nLanka and got him appointed as the Governor of the Central Bank in spite of\nstrong objections raised by the President, as the Head of the State<\/p>\n\n\n\n It was he who\nwent to Singapore and invited him to come, offering the Governorship of the CB\nlong before the Presidential election<\/p>\n\n\n\n It was he who\ngot the CB under him as pre-planned from the Finance Ministry.<\/p>\n\n\n\n It was he who took\nfull responsibility for Arjunas selection and insisted that Mahendran should be\nappointed, when the President objected for his request to appoint his buddy<\/p>\n\n\n\n Taking the\nCentral Bank under him from the Finance Ministry was the first step in this\nmega conspiracy and crime committed by Ranil to ensure that this mega robbery\nwill be carried out to its perfection with impunity.<\/p>\n\n\n\n I have no doubt\nRanil did all this knowing that Mahendaran was not even a citizen of this\ncountry and therefore he cannot be taken to task by the Government of this\ncountry once he send him out after the\njob is over. This clearly proves beyond all reasonable doubts that Ranil was\nthe master mind behind the CB scam and he is the man who planned and got it\nimplemented immaculately from the beginning to the end.<\/p>\n\n\n\n Therefore he is definitely the Accused no 1 in this\nmega robbery.<\/strong><\/p>\n\n\n\n When the matter\nwas raised in Parliament it was Ranil who defended him in the House on 17th\nMarch 2015<\/p>\n\n\n\n It was also\nRanil who introduced the new system of Bond auctions as revealed by Arjuna\nMahendran before the commission in his evidence<\/p>\n\n\n\n It was also\nRanil who got the President to dissolve Parliament in August 2015 a day before\nthe Dew Gunasekara COPE Report was to be presented to Parliament and thereby\ncriminally avoided the Report being debated in Parliament which would have\nexposed the CB scam\/<\/p>\n\n\n\n (This lapse led\nto the second Bond Scam the subject of the present debate)<\/p>\n\n\n\n He also\nappointed his own commission of Party lawyers and got Mahendran exonerated\nbefore the President appointed his own Commission<\/p>\n\n\n\n Then he also\nwanted Mahendran appointed for a Second term which the President refused and\ngot Coomaraswamy appointed (Even that I\ndon\u2019t think has made a \ndifference as he is the brother\nof Radhika Comaraswamy another front line international agitator against the\nSinhahala Buddhists)<\/p>\n\n\n\n After that Ranil\nappointed Mahendran to another high post under his Ministry disregarding and\nignoring his highly questionable role in the CB scam and also ignoring the\nPresident, probably thinking that it was his party that got Mr Sirisena elected\nas the President, which is partly true.<\/p>\n\n\n\n When he was\nasked to give evidence before the Commission he got the Commissioners to send\nhim a list of questions to be asked AT THE INQUIRY in advance carefully\nprepared, so that he can come prepared to answer them, perhaps designed to\nexonerate him. (This is like the\nCommissioner of Examinations sending the Question papers to a candidate and\naccepting his answer scripts at the examiners home and pass him with\ndistinction).<\/p>\n\n\n\n He also got Ravi\nKarunanayaka the Finance Minister his confidante and Deputy Leader of the UNP\nto instruct all State Banks to bid at the auction at lower interest rate (\n9.5%) so that Ajun Aloysius, who was perhaps advised in advance either by\nMahendran his father-in-law who was living with him in his home or jointly by Ranil and Mahendran asked him to quote 12.5 % interest as pre-planned.<\/p>\n\n\n\n He was also\nresponsible for increasing the 10 Billion to 40 Billion, as Mahendran has\nrevealed in his evidence before the Commission<\/p>\n\n\n\n It was also he\nwho got Sujiiva Serasinha, the Author of the famous Book on CB SCAM, appointed\nto the COPE as a member.<\/p>\n\n\n\n It was RW who spear headed the 19th Amendment\nthat reduced the powers of the President including the most crucial one, the\npower the Presdent had to dissolve Parliament<\/p>\n\n\n\n It was also he\nwho sent Mahendran to Singapore when dark clouds were gathering over the sky.<\/p>\n\n\n\n (It is beyond\ncomprehension how and why a suspect of such a crime was allowed to leave the\ncountry, unless there was some powerful intervention behind it). Ranil should\nknow better than anybody else as to how he left Katunayaka Airport without any\nproblem. Ranil knows better than any if Mahendran is arrested and grilled by\nthe CID and by people like Dappula Livera and Kodagoda he will spill out all\nthe beans and the entire gang of Alibaba and 40 thieves and all others who have\njointly conspired, aided and abetted in different ways assigned to them by the\nleader, like writing books, adding foot notes and those benefitted directly or\nindirectly will be exposed.<\/p>\n\n\n\n He also has\ntaken full responsibility in Parliament and before the President as well for\nall actions of Mahendraran which makes him responsible before the law for all\ncrimes Mahendaran has committed.<\/p>\n\n\n\n In this backdrop\nI opine RW was the Golden brain behind this whole episode. <\/p>\n\n\n\n Why can\u2019t the\nPresident or law enforcing authorities take action against Ranil taking these\nactions as serious crimes he has committed against the State and take action\naccordingly?<\/p>\n\n\n\n Of cause one\ncould argue that he cannot be treated under the law as he has not duly singed a\nbond in court to that effect. Can\u2019t it be accepted as a verbal bond under\ncommon law interpreting all what he has done as commissions and omissions\nagainst public interest? I am sure what\nI have said here could be converted to legal jargon to frame the charges by the\nAG.<\/p>\n\n\n\n Therefore the\ncitizens of this country who are the owners of the Central Bank should demand\nthe President to at least now arrest the Golden brain, whoever it is, that\nconspired, planned and executed this crime with a gang of thieves and who is\nalso doing everything he could, under the sun to protect Mahendran his\nerstwhile friend for nothing but shear political and personal gain. I don\u2019t\nthink anybody needs to name him. The President should know it better than\nanybody else. So I leave it to him to decide. I do not know whether he will\ntake the correct decision. But as responsible citizens it is our duty by the\ncountry and its people to raise these issues for public debate. If he takes the\ncorrect decision on this issue at least now I have no doubt that he will at\nleast partially emerge out of the abysmal political mire in to which he has\nfallen, not because of anybody else\u2019s fault, but only of his own fault and\nlapses and lack of far sight. It will\nalso open the doors for an entirely a new political culture in this country,\nfree from corruption and misgovernment, which the people of this country have\nbeen desperately dreaming for decades.<\/p>\n\n\n\n As I rate it under these circumstances<\/strong><\/p>\n\n\n\n The First\naccused is Ranil Wickramasinha<\/p>\n\n\n\n Second Arjun\nMahendran and<\/p>\n\n\n\n Third Ravi\nKarunanayaka<\/p>\n\n\n\n I leave it to\nthe AG to list the others in order.<\/p>\n\n\n\n The President\nhas to take the lead in this matter more\nthan any other as the Head of the State, \nin time as he is also definitely\na partly responsible for most of these crimes committed by RW. RW should be\nknowing it better than anybody else that it is he who will get appointed as the\nPresident of the country if Maitri is eliminated. So it hangs on as to who will\nbe the first. It is as simple as that.
