This is the threat that Sri Lanka\u2019s\npoliticians need to understand and identify. Sri Lanka cannot be a sovereign\nnation if its wealth, natural resources, economic activities (ports, airports,\nrailways, roads etc) are controlled by foreign entities who decide what Sri\nLanka\u2019s citizens get, at what price &amp; in what quantity\/quality and removes\nany role of politicians at some point or the other. The changes being done is\nto turn the State from protecting the People and National Assets\/Resources to\nprotecting the Corporates &amp; Countries that will soon own or control a\ncountry\u2019s people &amp; resources. The \u2018government\u2019 will not be defending the\ncitizens but dominating\/subjugating them. <\/p>\n\n\n\n<p>Undeniably\nthe neo-conservative\/liberal agenda is pro-West in particular pro-US hegemony<\/p>\n\n\n\n<p>Their\nagenda is based on perception that Africans &amp; Asians are inferior to\nAmericans\/Europeans. Concept of colonial White-Man\u2019s Burden now masked as\nneo-colonial liberalism. The kalu-suddas are accepted into \u2018their\u2019 society so\nlong as they can deliver what the white man demands of them. They are just paid\n\u2018coolies\u2019.<\/p>\n\n\n\n<p>\u2018Civilizing\u2019\nis done via UN\/INGO programs like \u2018Responsibility to Protect\u2019 \u2018Reconciliation\u2019\n\u2018Multiculturalism\u2019 etc.<\/p>\n\n\n\n<p>People\nare kept in check using mass surveillance, mass incarceration, open ended\nwarfare, debt curtailing their privacy on excuse of protecting citizens.<\/p>\n\n\n\n<p>Think\ntanks, media, paid journalists, civil society stooges are all tasked to\nbrainwash citizens with sugar-coated opinion to believe these entities are\nworking in our best interests.<\/p>\n\n\n\n<p><strong>Political sovereignty undermined<\/strong><\/p>\n\n\n\n<p>The\nUNHRC resolutions was used to force Sri Lanka to make unfair &amp; legally\nquestionable changes to penal code, constitution and demonize and weaken its\nmilitary and demoralize by allegations and imprisonment. Placed within this\ncontext we wonder whether the Salawa ammunition storage was accidental? <\/p>\n\n\n\n<p><strong>Economic sovereignty undermined<\/strong><\/p>\n\n\n\n<p>Sri\nLanka\u2019s policy is now controlled by US officials, IMF, World Bank, Western Aid\nagencies, Western-corporate-backed think tanks, transnational corporations,\nforeign financial firms, foreign consultancies and foreign legal experts,\nforeign accountancy firms. This is the reality we will have to face. <\/p>\n\n\n\n<p>They\nhave identified and mastered the art of manipulating the biggest weakness in\npoliticians to the detriment of the Nation &amp; its people. <\/p>\n\n\n\n<p>Sri\nLanka\u2019s labor, wealth, natural resources, public institutions, State enterprises,\npublic utilities are being auctioned to foreigners by foreigners who have been\ninvited to do so by the State (perhaps the State is even paying these\nforeigners for their \u2018consultations\u2019) <\/p>\n\n\n\n<p><strong>Privatization<\/strong><\/p>\n\n\n\n<p>Is\nprivatization a solution? State enterprises privatized between 1980-2009 had\nperformed worse than public enterprises. European cities are now reclaiming\npublic services from private sector. <\/p>\n\n\n\n<p>A\n2015 UNDP study declared there was no set model for efficiency \u2013 that meant\npublic, private or mixed enterprise model was no solution. How an entity was\nmanaged efficiently and effectively was what mattered. <\/p>\n\n\n\n<p><strong>Neo-liberal Project<\/strong><\/p>\n\n\n\n<p>Originates\nin the secret Mont Pelerin Society founded by Friedrich von Hayk &amp; Milton\nFriedman &amp; Allan Waters in 1947. Hayek\u2019s vision was outlined in his book\nThe Road to Serfdom in 1944. The book advocates<\/p>\n\n\n\n<ul class=\"wp-block-list\"><li>Elimination\nconstitutional nation-State &amp; replaced with a supra National World\nGovernment<\/li><li>Expanding US\nhegemony beyond US &amp; across international borders (free cross border\nmovement of goods, people and money)<\/li><li>States will not\nbe able to decide price of goods<\/li><li>States will have\nno independent national legislation<\/li><li>States will have\nno control over taxation<\/li><li>State will have\nno power over its economy (deregulation &amp; liberalization are all modus\noperandi to achieve this goal)<\/li><li>State will not\ncontrol its national produce, national resources, national workforce, national\ncurrency<\/li><\/ul>\n\n\n\n<p>Friedman\nbecame Economic Advisor to US President Reagan, Waters was Chief Economic\nAdvisor to UK PM Margaret Thatcher. You can imagine the influence they would\nhave had on the leaders! <\/p>\n\n\n\n<p><strong>How Think Tanks \/ Universities &amp;\nMedia are used to control the world<\/strong><\/p>\n\n\n\n<p>The\noligarchs have dumped millions into setting up think tanks, business schools, influencing\neconomic subject in universities to promoting neoliberal thinking \u2013 Heritage\nFoundation, Hoover Institute, CATO Institute, American Enterprise Institute,\nCentre for Policy Studies, Institute of Economic Affairs, Adam Smith Institute\n(UK), Soros Foundation are just a handful of names.<\/p>\n\n\n\n<p>These\nentities are tasked to mask the real intent in language &amp; ideas and present\nas if the program is for the betterment of society. <\/p>\n\n\n\n<p>Chile\nbecame the launch pad for the 1<sup>st<\/sup> neoliberal program after\ninstalling Pinochet with US backing. Mont Pelerin rolled out the project \u2013\nanyone who disagreed got shot! That was neoliberal democracy! IMF &amp; World\nBank got their way. That was neoliberal economic transparency! <\/p>\n\n\n\n<p>Media\nwas owned by the billionaires who owned &amp; funded the think tanks and\nuniversities. Media frames language to fool the masses on behalf of the secret\nsocieties that rule them. <\/p>\n\n\n\n<figure class=\"wp-block-embed\"><div class=\"wp-block-embed__wrapper\">\nhttps:\/\/www.desmogblog.com\/2014\/01\/15\/exclusive-mont-pelerin-society-revealed-home-leading-pushers-climate-science-denial\n<\/div><\/figure>\n\n\n\n<p><strong>Mont Pelerin Society &amp; objectives<\/strong><\/p>\n\n\n\n<ul class=\"wp-block-list\"><li>Shaping economic\npolicies by infiltrating their stooges into govt positions &amp; controlling\nthe govt &amp; its laws (placing policy planning network of advisors created\nfrom the think tanks &amp; business schools &amp; paid media into government)<\/li><li>\u2018Experts\u2019 creating\nproposals that are in rosy language, gullible and are promoted by their\n\u2018agents\u2019 in media, journalists, social leaders\/activists, political \u2018analysts\u2019,\nbusiness speakers etc \u2013 all who have a way of influencing the politicians &amp;\ntheir advisors<\/li><li>Holding fancy\nconferences &amp; seminars with full publicity with glitz and glamour to\npresent the notion to public that their proposals are best \u2013 note recent\nseminar on MCC wherein moderator himself claims Sri Lanka was rejecting a gift horse!\n<\/li><li>Shifting power\nfrom Public Institutions to Global Economic Institutes (statistics show how\nwealth, resources, power of the Public has been transferred to foreign\ncorporates or local entities influenced or funded by foreign corporates) <strong>where national sovereignty is undermined by\ncorrupting politicians and claiming corrupt politicians and political system\nmust be replaced\u2026 <\/strong><\/li><\/ul>\n\n\n\n<p><strong>Oh yes, are we to replace corrupt\npoliticians with the entities that corrupted them so that they could be\neliminated and in place a system change of global transcorporate government\nwould be replaced?<\/strong><\/p>\n\n\n\n<p><strong>Mont Pelerin Society Sri Lanka Members<\/strong><\/p>\n\n\n\n<ul class=\"wp-block-list\"><li>PM Ranil <\/li><li>Prof.\nRazeen Sally<\/li><li>Prof. Suri\nRatnapala<\/li><\/ul>\n\n\n\n<p><strong>Atlas Network \u2013 Advocata Sri Lanka is a member<\/strong><\/p>\n\n\n\n<p>Is\npart of US foreign policy and plays key role in destabilizing and regime\nchange. <\/p>\n\n\n\n<p>Atlas\nNetwork through its associate think tanks and NGOs discretely funded by US\nState Dept and National Endowment for Democracy succeeded in <\/p>\n\n\n\n<ul class=\"wp-block-list\"><li>military coup\nagainst Manuel Zelaya in Honduras, <\/li><li>toppling\nCristine Kirchner of Argentina using \u2018corruption\u2019 theme<\/li><li>supported\nmilitary against President Chavez in 2002<\/li><li>diverting public\nanger against leading politicians in Brazil (similar to Sri Lanka)<\/li><\/ul>\n\n\n\n<p>The\nconnections are obvious \u2013 Dr. Judy Shelton, senior fellow at Atlas Network is\nalso advisor to President Trump &amp; she chairs the NED.<\/p>\n\n\n\n<p>Atlas\nNetwork is mostly funded by Koch Foundation,\nExxonMobil, MasterCard, John Templeton, Donors Trust, and the American\ngovernment. In February 2019, Atlas via its associate Advocata held the Asia\nLiberty Forum.<\/p>\n\n\n\n<p>Is it a surprise that Atlas\nNetwork wanted to repeal law that made voting compulsory &amp; withdraw funding\nto trade unions because people could \u2018participate\u2019 via FB, whatsap (free wifi\nwas obviously a ruse to subtly remove entities that were challenging oligarchs\nwith people\u2019s support) <\/p>\n\n\n\n<p>The effort to remove people\u2019s\nrepresentatives and hand over governance and asset\/wealth control into private\nparties can be seen by the power some companies wield worldwide. <\/p>\n\n\n\n<p><strong>25 companies make more money than GDPs\nof these 25 countries <\/strong><\/p>\n\n\n\n<p>Spotify\n(Mauritania), Netflix (Malta), Tesla (Albania), Visa (Bosnia), El Corte Ingl\u00e9s\n(Libya), Starbucks (Trinidad &amp; Tobago), McDonalds (New Guinea), Mercadona\n(Nepal), BBCA (Estonia), Inditex (Paraguay), Walt Disney (Bulgaria), Banco\nSantander (Panama), Telef\u00f3nica (Luxembourg), Johnson &amp; Johnson (Ethiopia),\nMicrosoft (Slovakia), Nike (Cameroon), Coca Cola (Bolivia), Iberdrola (Ivory\nCoast), Facebook (Serbia), Repsol (Lebanon), Alphabet, Google&#8217;s parent company\n(Puerto Rico), Amazon (Kuwait), Apple (Portugal), Volkswagen (Chile), Walmart\n(Belgium) <\/p>\n\n\n\n<p>ICBC\n(China) HSBC, Deutsch Bank, Credit Agricole Group, BNP Paribas, Mitsubishi,\nBarclays, JP Morgan Chase, China Construction Bank Corp, Japan Post Bank\noperate in just 6 countries and have a combined wealth of $21.1trillion \u2013\nenough to fund the US Govt for 7 years. <\/p>\n\n\n\n<p>Companies\nare becoming richer than countries and taking ownership of resources in\ncountries. <\/p>\n\n\n\n<p>How\nare companies taking ownership of resources in countries?<\/p>\n\n\n\n<p>Influencing\npolitical affairs of sovereign states indirectly through their governments or\nNGOs or indirectly by employing government officials &amp; getting\nparticipating in national policy committees as well as making political\ncontributions and at times even bribing <\/p>\n\n\n\n<p>UK\/US\noverthrew democratically elected Iran\u2019s leader Mossadegh because he\nnationalized oil and it affected US\/UK oil companies, the United Fruit Company\nand its exploitations in Latin America with US government assistance is another\nexample. <\/p>\n\n\n\n<p><strong>Advocata Institute <\/strong><\/p>\n\n\n\n<p><strong>(part of Atlas Network founded by Mont\nPelerin Society member Anthony Fisher) \u2013 neoliberal think tank promoting free\nmarket reforms.<\/strong><\/p>\n\n\n\n<p>Advocata\nis also connected to both Mont Pelerin Society &amp; US administration. &nbsp;<\/p>\n\n\n\n<p>Advocata\nBoard Member Frank Lavin <\/p>\n\n\n\n<ul class=\"wp-block-list\"><li>Chairman\nof Public Affairs Practice for Edelman Asia Pacific on behalf of companies\nfacing issues with various foreign governments<\/li><li>2005-2007\nUS Under Secretary for International Trade at US Dept of Commerce &nbsp;<\/li><li>2001-2005\nUS ambassador to Singapore (negotiated landmark US-Singapore FTA)<\/li><li>1987-1989\nDirector of the Office of Political Affairs in White House<\/li><li>Worked\nin Hong Kong, Singapore for Cushman &amp; Wakefield<\/li><li>Worked\nfor Bank of America &amp; Citibank <\/li><li>Worked\nfor George Bush Snr &amp; Ronald Reagan in the Dept of Commerce, Dept of State,\nNational Security Council &amp; White House<\/li><li>Serves\non the Board of Directors of Globe Specialty Metals (worlds largest producer of\nsilicon metal alloys) Consistel (largest telecommunications firm in SouthEast\nAsia), UOB Bank (Singapore), UTEX (Texas energy services firm) <\/li><\/ul>\n\n\n\n<p>Atlas\nNetwork has been financing a variety of organizations that seek to influence\nthe public and promote capitalist ideas.<\/p>\n\n\n\n<p>The\nAsia Liberty Forum was co-hosted by the Advocata Institute and Atlas Network in\nFebruary 2019. Speakers were Dr. Nishan de Mel (Executive Director, Verite\nResearch) Ravi Ratnasabapathy (Resident Fellow, Advocata Institute), Suresh\nShah (Director, Carson Cumberbatch PLC), Thilan Wijesinghe (Chairman, National\nAgency for PPPs) and Dr. Malathy Knight (Senior Economist).<\/p>\n\n\n\n<p><strong>Institute for Policy\nStudies <\/strong><\/p>\n\n\n\n<p><strong>Sri Lanka\u2019s Economic Policy Think-Tank\nestablished by Act of Parliament in 1988<\/strong><\/p>\n\n\n\n<p>Executive\nDirector \u2013 Dushni Weerakoon \/ Chairman Prof. Razeen Salley<\/p>\n\n\n\n<p>How far\nIPS is under influence of foreign funded think-tanks and foreign control can be\nseen &amp; questions how \u2018independent\u2019 these \u2018government\u2019 bodies are. What is\nthe point in a government think tank being \u2018independent\u2019 from government\ninstitutions but dependent on western governments and donors for their funding?\n<\/p>\n\n\n\n<p>How\n\u2018independent\u2019 is IPS if it is co-financed by the Dutch Govt &amp; run by a\nResident Coordinator from Dutch Institute for Social Studies? DISS is funded by\nthe Dutch Govt to train intellectuals and policy makers from former Dutch\ncolonies! <\/p>\n\n\n\n<p>How\n\u2018independent\u2019 is IPS\u2019s OWN \u2018Endowment Fund\u2019 if Sri Lankan state does not know\nits funding sources?<\/p>\n\n\n\n<p>How\n\u2018autonomous\u2019 is IPS, Sri Lanka\u2019s supposed to be economic think tank if its\ndonors are UK,, US Corporations, banks &amp; equity funds (Hewlett\nFoundation\/Bill and Melinda Gates Foundation), Netherlands, Canada and Norway?\nThey do not give money free without some agenda! <\/p>\n\n\n\n<p>IPS is\ndirectly connected to Mont Pelerin Society via its member Prof. Razeen Salley\nwho is now IPS Chairman. Sally is Adjunct scholar of Cato Institute a\nneoliberal think tank, he is founder director of Cato-related European Centre\nfor International Political Economy a neoconservative entity linked to CIA\nconnected Brookings Institution. <\/p>\n\n\n\n<p>IPS\ndrafted Vision 2025 and organized the Sri Lanka Economic Forum in 2016 that\ninvited George Soros \u2018colour revolution architect &amp; his Open Society\nFoundation to Sri Lanka. At this forum Ricardo Hausmann of the Harvard Centre\nwas directly associated with the PM\u2019s office, the BOI and Ministry of\nDevelopment Strategy &amp; International Trade. This same Harvard Teams\u2019 did\nthe land privatization Bill.<\/p>\n\n\n\n<p>Do we\nneed economic experts if the only solution they give is to sell public assets\nand privatize all state owned enterprises. Any idiot can suggest this \u2013 do we\nneed economists &amp; think-tanks for this?<\/p>\n\n\n\n<p>The\nChairman of IPS Razeen Sally is 24&#215;7 advocating selling State enterprises and\neven suggested a deceitful strategy to handle country-wide opposition \u2013 first\npartially privatize state enterprise by putting such into a holding company (SL\nAirlines, Mihin Air, SLTB etc) and then gradually increase private sector\nstakes &amp; work towards complete private ownership. Sally\u2019s proposition for\npublic utilities (petroleum, water, electricity etc) is to replace Board\nmembers of the Public Utilities Commission with \u2018independent directors\u2019\nobviously foreign ones! And how \u2018independent are these foreigners one wonders! <\/p>\n\n\n\n<p><strong>Neoliberals holding Public &amp;\nPrivate positions in Sri Lanka since 2015<\/strong><\/p>\n\n\n\n<p>Prof.\nSalley was made Senior Advisor to Finance Minister Samaraweera in July 2017. <\/p>\n\n\n\n<p>Indrajit\nCoomaraswamy present Central Bank Governor is also on board of the Institute of\nPolicy Studies <\/p>\n\n\n\n<p>Dr. Sarath\nRajapatirana, Economic Advisor to the President is also on board of the\nInstitute of Policy Studies is a visiting scholar\nof American Enterprise Institute a neoliberal think tank and had been working\nfor World Bank from 1975 to 1999.<\/p>\n\n\n\n<p>M. I.\nM. Rafeek &#8211; Secretary to\nthe Ministry of National Policies and Economic Affair (Ranil\u2019s Ministry) is on\nthe board of Institute of Policy Studies<\/p>\n\n\n\n<p>S S\nMudalige Director General National Planning Department is also on the Board of\nIPS<\/p>\n\n\n\n<p>In\nApril 2019 Eran Wickramaratne also took part in closed-door discussions at the\nHeritage Foundation in Washington<\/p>\n\n\n\n<p>Dr.\nArvind Subramanian, the Chief Economic Adviser of the Government of India was\nkeynote speaker at Sri Lanka Economic Summit 2017. Subramanian is also Senior\nFellow at the Peterson Institute for International Economics a neoliberal US\nthink tank. <\/p>\n\n\n\n<p>Radhika\nCoomaraswamy, sister of Governor Central Bank &#8211; Open Society Justice Initiative,\nMember of the Board. Served as Chairperson of the Sri Lanka Human Rights Commission during\nRanil Wickremasinghe\u2019s Govt in 2003 and then served again under his government\nas Constitutional Council member in 2015. <\/p>\n\n\n\n<p>Former\nForeign Minister Samaraweera addressed the Carnegie Endowment for International\nPeace (US foreign affairs think tank) in February 2015, immediately after the\nregime change in January 2015. Ambassador Prasad Kariyawasam embroiled in\ncontroversy for his salary payment by US was also a speaker at the same think\ntank in September 2015.<\/p>\n\n\n\n<p><strong>IPS &amp; Advocata are both connected\nto US Govt and Mont Pelerin Society<\/strong><\/p>\n\n\n\n<p>Advocata\nwas launched in May 2016 at the Lakshman Kadiragamar Institute together with a\nreport State of State Enterprises\u201d (a report made before Advocata was created)\nshowcasing 55 state-owned enterprises making major losses between 2006-2015 and\nrecommended the Govt decide which to shut down, which to privatize and which\nthe govt should continue to keep. If a report emerged before Advocata was\ncreated it should be no surprise when Advocata is quoted by Malik\nSamarawickrema promoting far-reaching privatisation plans\u201d<\/p>\n\n\n\n<p><strong>An interesting set of people make up\nits Board<\/strong><\/p>\n\n\n\n<p><strong>Fredrik Erixon<\/strong> &#8211; Director of the European Centre for\nInternational Political Economy (ECIPE) think tank co-founded with Razeen Sally\nin 2006. Erixon was an Adviser to the British government. <\/p>\n\n\n\n<p><strong>Nishan de Mel<\/strong> \u2013 Verite Research agents for promoting\nMCC in Sri Lanka. He was Executive\nDirector of the International Centre for Ethnic Studies and the Sri Lanka\nFoundation Institute.<\/p>\n\n\n\n<p><strong>Rohan Samarajeewa<\/strong> \u2013 LirnAsia<\/p>\n\n\n\n<p><strong>Prof Suri Ratnapala<\/strong> \u2013 member of Mont Pelerin Society,\nappointed by PM Ranil himself a Mont Pelerin Member to advise the Steering\nCommittee chaired by the PM drafting a new Constitution<\/p>\n\n\n\n<p>Advocata\nis promoting privatization in Sri Lanka. Advocata proposed the privatization of\nSri Lankan Airlines. In June 2016 Cabinet approved PM\u2019s proposal to hire US firm\nMcKinsey &amp; Co for $2.3m to establish a Central Program Management Unit\ninside Temple Trees to monitor projects under new Development (Special\nProvisions) Bill. A foreign firm is paid to monitor Bills passed in Sri Lanka!<\/p>\n\n\n\n<p>Advocata\nin November 2016 recommended that the Sri Lanka Budget 2017 reactivate 987,000\nacres in the Land Reform Commission. They categorized schools, government\nministries, military occupied buildings etc as \u2018prime real estate\u2019 and claimed\nthey \u2018outweighed their economic value\u2019 and wanted them shifted! So the hue\n&amp; cry to downsize the military is part of this larger objective! What\nexcuse will they give to remove schools? Is the decision to remove 25,000 slums\nin Colombo City by 2020 part of this bigger objective? Will they soon remove residential\nhousing too?<\/p>\n\n\n\n<p>When\nAdvocata recommends an \u2018independent body free of political influence to\nminimize corruption\u2019 it means give it to \u2018independent\u2019 foreigners who will\nbribe ministers to get what they want! This is just like Sri Lanka suddenly being\nupgraded to \u2018upper middle class\u2019 country as MCC grants are given only to such\ncountries! <\/p>\n\n\n\n<p>How can\na government give access to Sri Lanka\u2019s land records to foreigners for them to\nexploit and recommend to be sold to foreigners?<\/p>\n\n\n\n<p>So we\nare not surprised when the Central Bank outlined new laws and institutional\nreforms to establish a land bank as part of a move to remove \u2018archaic\u2019 laws and\nthen arrives Prof. Hausmann Director of Harvard Centre. All these foreign\nexperts from neoliberal think tanks, economists etc claim to be knowing what is\ngood for Sri Lanka and interestingly enough they want Sri Lanka to privatize\nocean-related activities, shipping, statutory bodies, liberalize free trade and\ninvestment, liberalize land sale, remove restrictions for foreign ownership\nincluding in freight forwarding and shipping and all these are being plugged\ninto some rosy proposal known as Public-Private Partnership. While sugar-coated\nfortunes and benefits are dished out to Sri Lankans no one is paying any\nattention to the misfortune likely to come when everything we own fall into\nforeign hands and when they decide what is to be given to us at what\nrate\/quantity, quality or whether we are to get anything at all and if not\nwhether we have any alternatives and what if those are also denied by these\nforeigners if they own access to the entry and choke points into and out of Sri\nLanka?<\/p>\n\n\n\n<p><strong>Millennium Challenge Corporation: <\/strong><\/p>\n\n\n\n<p>MCC is\na US government body.
