How complying with\nMCC conditions would  result in Sri Lanka gifting\nthe entire country on a platter to the US for ever, is dealt with further down\nthis piece <\/p>\n\n\n\n

What is one word for\nan Agreement where one party to an Agreement has to fulfil his part of the\nContract before the Contract is signed and, where the other party\nfulfils his part of the Contract only after the Contract is signed? That\nword is, \u2018MCC-Compact\u2019.<\/p>\n\n\n\n

Controverting Edelman\nwho said that the \u2018gift\u2019 is unconditional another page of the MCC document was\nshown <\/p>\n\n\n\n

The conditions\nimposed on Sri Lanka by the MCC are: All State Lands to be mapped out; All\nState Lands to be inventorised; a parcel fabric of all State Lands to be\nprepared; The Land Registry to be converted from the Deed system to the Title\nRegistration system; the Land Registry Records to be Digitalised; a new system\nof Land valuation to be introduced; All government Grants (of Land) to be \nRegistered; A Land Policy Bodyto be Established<\/strong>;\npass new laws that support reforms under the Title system.<\/p>\n\n\n\n

Sri Lanka has done\nnearly \u00be of what MCC want Sri Lanka to do; only about a quarter remains to be\ndone. From Sri Lanka\u2019s perspective there is now hardly any requirement to sign\nan \u2018Agreement\u2019 Document as most of what the US wanted Sri Lanka to do, has been\ndone; from the US perspective, the balance quarter must mandatorily be complied\nwith if the MCC is to part with the money promised. <\/p>\n\n\n\n

The Americans are\nlaughing all the way.<\/p>\n\n\n\n

All State Lands have\nbeen mapped out, inventorised and a parcel fabric of State Lands done. The Land\nRegistry has been converted from a Deed System to a Title Registration system\n(this is the \u2018Bim Saviya\u2019 Act that was passed in 1998 by Kumaranatunge, a\nmember of another secret subversive organisation of the Whites \u2013 the Club of\nMadrid – dedicated to breaking up Sri Lanka and other Nation States).<\/p>\n\n\n\n

With Sri Lanka\nresponding subserviently to the crack of the MCC whip, MCC requires Sri Lanka\nto digitalise the Land Registry, establish a new system of Land valuation,\nregister all Government Land grants, establish a Land Policy Body and pass new\nlaws that would support Land Reforms under the Title System.<\/p>\n\n\n\n

On these conditions\nwhich MCC requires Sri Lanka to act on and which remain to be completed, Sri\nLanka has already taken the initiative to have them implemented. <\/p>\n\n\n\n

To digitalise the\nLand Registry, the US advertised in the local newspapers and selected a Sri\nLankan contractor, Harin Gunawardena, to do the job of establishing the\ninfrastructure for digitalising the Land Registry, under US instructions. The\nRegistrar General of Lands, Gunasekera, and the Surveyor General, Udayakantha,\ndevotedly permitted the Americans access to their offices and work on the\nprocess of digitalising the Register. The process is underway, with American\ninput, unsupervised. <\/p>\n\n\n\n

A similar situation\nexists in the Valuation department.<\/p>\n\n\n\n

Gunasekera,\nUdayakantha and their successors are put on notice; they could however redeem\nthemselves by assisting the State.<\/p>\n\n\n\n

The double-speak of\nthe Americans is quite evident. In their \u2018Constraints\u2019 analysis a primary\nconcern of the Americans is their inability to access and buy-up land in Sri\nLanka.<\/p>\n\n\n\n

Hence most, if not\nall, of the conditions laid down by the MCC for Sri Lanka to comply with, is to\ngive the Americans easy access to buy-up or lease land in Sri Lanka.<\/p>\n\n\n\n

What then is the\nmotive of the MCC compact? The objective of the MCC is to create the necessary\nconditions in Sri Lanka to enable the United States to buy up Sri Lanka for a\nsong.<\/p>\n\n\n\n

Where then is the\ndouble-speak? The MCC tells Sri Lanka (and other poor nations) that they are\nhere to alleviate poverty. If they have access to Sri Lanka\u2019s land and buy up\nthe land of the poverty-stricken farmer, the MCC does not alleviate poverty,\nthey only aggravate poverty.<\/p>\n\n\n\n

The MCC slogan,\n\u2018alleviating poverty\u2019, is a good sell; poor countries, because of their\npoverty, are vulnerable, malleable, and susceptible to economic blackmail; for\nexample, \u2018if you do not conform to our conditions, we take our \u2018gift\u2019 and go to\na more appreciative country who would conform\u2019. <\/p>\n\n\n\n

Yes, there are many\npoor countries in the world; and the world today is a predator\u2019s market for\nland-grabs. It could be argued that what motivates MCC is not altruism but\nnaked self interest.<\/p>\n\n\n\n

In the last 70 years\nSri Lanka has been able to maintain sovereignty of her land, not through an\nArmy that would deter foreign aggression, but with Buddhism, a deeply engrained\nculture, a supportive Constitution, an incorruptible judiciary, legislature and\nAdministration and, an Army that is excellently capable of dealing with the\ninternal proxies of foreign military powers.<\/p>\n\n\n\n

Consequently, the\npeople of the country own 84% of the land. <\/p>\n\n\n\n

Politicians, elected\nby the people, are only the temporary custodians of that land; they have been\ndelegated the people\u2019s authority to protect the sovereignty of that land and to\npreserve the fundamental rights of the unborn generations.<\/p>\n\n\n\n

To deprive the people\nof Sri Lanka sovereignty over their land the foreign aggressor has to attack,\nBuddhism, Sri Lanka\u2019s  culture, Sri Lanka\u2019s Army, Sri Lanka\u2019s supportive\nConstitution, and the incorruptibility of  Sri Lanka\u2019s judiciary,\nlegislation, and administration.<\/p>\n\n\n\n

The attack has begun\nand the attack is on all fronts. The MCC is an integral part of that attack.<\/p>\n\n\n\n

The Corridor from\nTrincomalee to Colombo is mostly government land given on lease to farmers. One\nof the conditions laid out by the MCC is to register all Land grants. <\/p>\n\n\n\n

Why has the MCC\nincluded this condition? <\/p>\n\n\n\n

Until about three\nyears ago no foreigner could own land in Sri Lanka. But Wickramasinghe enabled\nforeigners to own land in the country. However, this is restricted to the 14%\nof private land available in the market and that too is restricted by extent,\nto a limit of 50 acres. <\/p>\n\n\n\n

The rest of the\ncountry\u2019s land, a 84%, is not available for sale; it is only available for\nlease, only if the  temporary custodian of the land, the President, deems\nit fit to be leased. <\/p>\n\n\n\n

This 84% of Sri\nLanka\u2019s land is under the protective hand of the President of the country\ndespite amendments to the Constitution and despite interpretation of the\namendments being challenged in the Supreme Court of law.<\/p>\n\n\n\n

How could America’s\nimpediment to access 84% of Sri Lanka’s land, as a result of the President’s\npower, be overcome and how could these powers be devolved to the provinces as\nis the demand of the TNA?  <\/p>\n\n\n\n

How could this\n‘restriction’ on this 84% of land being available only for lease and not for\nsale be removed and such land be made available for outright private sale? <\/p>\n\n\n\n

How could the\nlimitation of ownership of land to a maximum of 50 acres be done away\nwith?   <\/p>\n\n\n\n

This is where the MCC, Wickramasinghe and Sirisena have colluded. <\/p>\n\n\n\n

Wickramasinghe\npromised the issue of a million deeds to farmers who already have lease\nownership to those lands; he and his hirelings have begun issuing deeds for\nthese lands. <\/p>\n\n\n\n

Sirisena  placed\nthe Presidential seal on each one of those million deeds issued, as is mandated\nby law. <\/p>\n\n\n\n

The MCC has made it\none of their mandatory conditions that all Land grants be registered under the\nTitle system; please see the box above captioned \u2018Conditions precedent for\nMCC land investment\u2019<\/strong>. <\/p>\n\n\n\n

In short, by issuing\na million Land Grants to the farmers, the land has been privatised; by the land\nbeing privatised, the power to deal with those lands has been devolved to the\nrespective provincial councils along the MCC Corridor. The issue of  land\ngrants therefore  is not to alleviate  poverty, as is proclaimed, but\na necessary \u2018precedent\u2019 condition \u2013 a condition that has to be met before the\nMCC donates its \u2018gift\u2019 –  that would enable the Americans to buy up land\nwhile satisfying  the Eelamists demand for power over ‘land’.<\/p>\n\n\n\n

With the MCC electric\nrailway barrier (see map put out by the MCC in Part 1) dividing the North from\nthe South, with the Americans controlling the Corridor from Trinco to Colombo\nand having the ability to hinder movement of the military between the North and\nthe South, with Land power devolved to the provinces, the separatists have got\nwhat the American-backed terrorists fought for before they were wiped out at\nNandikadal; Eelam.<\/p>\n\n\n\n

The farmers are poor\nnot because of a lack of land; they are poor because they do not obtain, at the\nappropriate time, the fundamentals necessary for farming, such as seed, water,\nfertiliser, warehouse facilities for their harvest, markets, price, etc. <\/p>\n\n\n\n

Since the farmers\ncontinue to be poor, they are encouraged to sell their land (for which they now\nhave deeds) or mortgage their land with lending institutions; when the farmers\ndefault on their mortgages the lending institutions would seize the properties\nmortgaged with them, and sell these properties.<\/p>\n\n\n\n

And this is exactly\nwhat the MCC wants and that is why the MCC requires, as a precondition, \u2018the\nregistration of land grants under the title system\u2019. The MCC would buy all this\nland for a song.<\/p>\n\n\n\n

When land deeds are\ngiven to farmers, these lands now become private land; no longer do these lands\ncome under the control of the President (or the Centre); all land powers to\nthese million deeds issued are devolved to the respective provinces.<\/p>\n\n\n\n

The Corridor from\nTrinco to Colombo, approximately 1.2 Million acres of land, is replete with\nPhosphate, Ilmenite, Monazite, Thorium – a nuclear fuel like uranium – and\nother precious and rare metals.  <\/p>\n\n\n\n

Issuing of a million\nDeeds \u2013 viz a million Land Grants \u2013 has removed the restriction on Government\nlands being available only for lease; these lands are now available for sale,\nas required by the MCC. <\/p>\n\n\n\n

A geopolitical\nanalysis suggests that the US wishes to occupy Sri Lanka and that they propose\nto do so by buying out the country; they are restricted in a way that there is\na limitation on ownership of land by an individual to a maximum of 50 acres. <\/p>\n\n\n\n

This restriction and\nmany other restrictions to America\u2019s easy access to buy Sri Lankan\nLand   have been done away with, in the draft laws prepared by the\nMCC, unknown to the Sri Lankan public.<\/p>\n\n\n\n

One such law was the\nLand (Special Provisions) Bill presented in Parliament but put on hold by the\nSupreme Court. This and the Land Bank Bill are some of the mandatory\npreconditions adduced to in the \u2018Conditions precedent to funding activities\u2019\ngiven in the \u2018Box\u2019 above as \u2018passage of legislation that supports reforms in\nthe title registration system<\/em>\u2019.<\/p>\n\n\n\n

The MCC has been\ncajoling the Government to sign the MCC agreement before 17 Sep 19.\nWickramasinghe, Sirisena, the MCC and others are put on notice that they would\nbe in contempt of Sri Lanka\u2019s Supreme Court should they sign the MCC Agreement\nbefore the Supreme Court  give its determination on the plaint filed\nregarding the constitutionality of the  Land  (Special Provisions)\nBill.<\/p>\n\n\n\n

The member of the\naudience who publicly challenged Edelman for being economic with the truth\nindicated another pernicious issue in the MCC Plan put out by the MCC; he said\nthat the MCC was planning to set up a Land Policy Body which would be the\ncardinal authority on Land Policy in the country. <\/p>\n\n\n\n

This Policy body is\nempowered to override any decision relating to land made by the Government\nwhich is the denouement of Sri Lankan people\u2019s sovereignty and democracy. <\/p>\n\n\n\n

And in this policy body\nare entrenched the Americans and the NGOs, the paid hirelings of the Americans.\nWhen Edelman denied this allegation, this individual calmly pointed to the\n\u2018Conditions Precedent for MCC Land Investment\u2019 where establishment of a Land\nPolicy Body is one of the conditions that should be done before the MCC \u2018gift\u2019\ncan be given. <\/p>\n\n\n\n

Then turning to\nanother page in the document in his hand, he showed a wire diagram of this\nsupreme Land Policy making body, as portrayed by the MCC.  <\/p>\n\n\n\n

At the apex is the\nMCC and subordinate to it is the Land Policy Research Council and further below\nis the Land Policy Office of the Ministry of Lands!<\/p>\n\n\n\n

With a very strong possibility of, an\nEelam,  a terrorist caliphate in the East (see MCC map), Americans in\ncontrol of the entire island, of the littoral states in the Bay of Bengal and\nthe Bay being destabilised by the caliphate terrorists,  Sirisena,\nWickramasinghe and the entire cabinet (collective responsibility)  and are\nput on notice.  <\/p>\n\n\n\n

At the end of the\nsessions this writer interviewed the person who flustered Edelman and had her\nred faced. He spoke of the MCC as a US Foreign Policy tool (about which Edelman\npleaded ignorance), the Atlantic Charter as the beginning of the American\nEmpire and interestingly about a reciprocal process where the boot is on the\nother foot and Sri Lanka invests in Land in the US, on the same\nconditionalities that the US has imposed on Sri Lanka.
