In January 2015, the\nAmericans heavy-handedly interfered in Sri Lanka\u2019s Presidential Election,\npumping into the country massive sums of monies through their preferred\nconduits like the Evangelical Church and Foreign-Government Funded\nOrganisations (FGFO), better known as NGOs and collectively described by\nWestern Civilisation as \u2018Civil Society\u2019.<\/p>\n\n\n\n

On 08 Jan 15\nRajapaksa was\ndefeated, narrowly, and Sirisena limped into office, sheepishly.<\/p>\n\n\n\n

On the next day – 09\nJan 15 – Sirisena, eclipsed his egg-hopper flop of November 2018, when he\nexecuted a Constitutional Coup, appointing Wickramasinghe as Prime Minister\nwhile the sitting Prime Minister yet enjoyed the confidence of Parliament.<\/p>\n\n\n\n

On 26 Jan 15,\n the puppet regime drafted to the Central Bank of Sri Lanka as its\nGovernor, Mahendran, an ill-reputed Singaporean money launderer who enjoyed\nthe confidence  of the US and Wickramasinghe. (See Mahendran\u2019s job\nprofile). <\/p>\n\n\n\n

With an American\npuppet regime in saddle, with American mercenaries controlling key Government institutions,\nthe last phase of the American plan to take-over Sri Lanka took shape.<\/p>\n\n\n\n

At the time the\npuppet regime took control of the country, the country\u2019s economy was relatively\nhealthy \u2018with a GDP growth rate of 5%.<\/strong> The growth rate was well above\nits regional peers. Sri Lanka was the second wealthiest nation in South Asia\nafter the Maldives and according to the World Bank, \u2018an upper middle-income\nnation\u2019.  Sri Lanka had met the Development Goal target of halving extreme\npoverty and was on track to meet most of the other targets, outperforming other\nSouth Asian countries<\/strong>(https:\/\/en.wikipedia.org\/wiki\/Economy_of_Sri_Lanka<\/a>)<\/p>\n\n\n\n

The density of\nvehicles in Colombo at that time, was not a nightmare as it is now, with speeds\naveraging 22 KMPH at peak hours (See Prof Amal Kumarage\u2019s comments to the\nSunday Times http:\/\/www.sundaytimes.lk\/120212\/News\/nws_18.html<\/a>)<\/p>\n\n\n\n

With the Government\njust 40 days into office Karunanayake, the Finance Minister at the time, and\nMahendran were ordered  to report to Washington.<\/p>\n\n\n\n

On 17th<\/sup>\/18th<\/sup> \nFebruary 2015, Karunanayake and Mahendran met with Indrawati (MD of the World\nBank), Lagarde (MD of the IMF), Toloui (Asst Sec for Treasury), Biswal (Asst\nSec of State for South Asia) and senior officials of the White House (members\nof the Global Economics and Finance Department); accompanying them was\nKariyawasam who was then a servant of the Sri Lankan public too. (See Sri Lanka\nembassy web site of 19 Feb 15).<\/p>\n\n\n\n

Karunanayake, on\ninstructions, requested a loan of 4 Billion USD from the IMF. Lagarde, in\nresponse, indicated that she would be happy to have further discussions on this\nmatter in Colombo (See IMF website of 18 Feb 15). <\/p>\n\n\n\n

Lagarde wanted Sri\nLanka to take immediate steps to meet some IMF conditions which  reportedly included tax reforms, increased privatisation of State\nowned enterprises,  crippling of the transport system, reducing Central\nBank Intervention in the Foreign Exchange market, cutting-down the country\u2019s\nForeign Exchange Reserves and suspending the 1.4 Billion USD Chinese investment\nin the China Port City project. (see https:\/\/www.wsws.org\/en\/articles\/2015\/03\/20\/sril-m20.html<\/a>)<\/p>\n\n\n\n

To ensure that\ninstructions were complied with,  Lagarde despatched to Colombo an IMF\nmonitoring team led by Todd Schneider and Changyong Rhee (Director Asia-Pacific\nDept of the IMF); and the World Bank sent a team led by Annette Dixon (Vice\nPresident for South Asia).<\/p>\n\n\n\n

Eight days later, on\n27 Feb 15, Karunanayake introduced a tax scheme which enabled the import of\nvehicles that were 3 years old; previously, the import ceiling had been 2\nyears.  (http:\/\/www.autobay.lk\/import-your-vehicle\/duty-rates-27-february-2014\/<\/a>).<\/p>\n\n\n\n

The flood gates were\nopened; from an average of 3,200 vehicles per month being imported in 2014,\nthere was over a 400% increase in 2015. In the month of September 2015 alone,\nthe number of vehicles imported was a staggering 14,301, an all time high. <\/p>\n\n\n\n

Subsequent to\nKarunanayake\u2019s decision on 27 Feb 15,  in the nine months that followed,\n486,000 vehicles were imported. (https:\/\/www.lankabusinessonline.com\/sri-lanka-vehicle-registrations-hit-another-high-in-sept-jbs\/<\/a>). <\/p>\n\n\n\n

In October 2015, the\nold regulations (the pre 27 Feb 15 period regulations), were brought back.\nKarunanayake had diabolically closed the stable door after the horse had\nbolted; Karunanayake was successful in crippling the traffic in Colombo, which\ntoday averages a speed of 6 KMPH at peak times.<\/p>\n\n\n\n

Karunanayake was the\npathfinder to the MCC; the MCC now had the justification to intervene in Sri\nLanka\u2019s \u2018transport\u2019 sector.<\/p>\n\n\n\n

On the same day, 27\nFeb 15, Wickramasinghe, Samarawickrema, Hashim, Karunanayake and Mahendran, as\nreported, staged the country\u2019s biggest robbery, when they looted the Central\nBank in broad daylight.<\/p>\n\n\n\n

The looting of the\nCentral Bank and initiating measures to gridlock Colombo vehicular traffic,\nwere done under the watchful eyes of the two monitoring teams from the IMF and\nthe World Bank, who had their boots on the ground in Colombo, at that time.<\/p>\n\n\n\n

On 04 Mar 15, the IMF\nteam-leader Schneider, speaking from Colombo, rejected the 4 Billion USD loan\nrequest made by Karunanayake purportedly because Sri Lanka did not qualify; he\nsaid, There is no need for a bailout; Sri Lanka\u2019s Foreign Reserves are\ncomfortable\u201d.<\/p>\n\n\n\n

The stage was set.\nWith no IMF monies forthcoming, with measures taken to deliberately run down\nthe economy (on the advice of the IMF), Sri Lanka would be receptive when the\nMCC made overtures to the country. <\/p>\n\n\n\n

In December 2015, Sri\nLanka was selected for a MCC threshold program; the threshold program is one\nwhere much lesser monies are pledged by the US in return for the \u2018targeted\u2019\ncountry grooming itself to stated US standards, values and vision. If the\ncountry does not groom itself accordingly, the country is not even eligible to\nbe considered by the MCC .<\/p>\n\n\n\n

The MCC is a diabolic\nprogram; initially, the \u2018victim\u2019 country allows itself, of its own\nvolition, to be mentally colonised and subjugated to US standards and dictates;\nsubsequently, if such country is approved by the MCC, the \u2018victim\u2019 country then\nagrees to be physically colonised and occupied through  the terms of the\nMCC Compact that are spelt out.<\/p>\n\n\n\n

In 2015, Sri Lanka\nhad not groomed itself entirely to the satisfaction of the US, and her\napplication was rejected; she was required to do more. <\/p>\n\n\n\n

In 2016 the\nBandits  looted the Central Bank once again. The MCC selected the country\nfor the Compact program in December 2016. <\/p>\n\n\n\n

When in 2017, \nthe MCC reviewed how well Sri Lanka had groomed herself to US standards, Sri\nLanka had, by then, repealed the Foreign Exchange Control Act and replaced it\nwith the \u2018Foreign Exchange Act\u2019 which did not allow the Central Bank to control\nmoney laundering; Sri Lanka legislated a New Income Tax Act prepared in the US.\nFurthermore, Sri Lanka\u2019s GDP growth rate was down to 3.1<\/p>\n\n\n\n

Sri Lanka was\nselected for the MCC Compact in 2017<\/p>\n\n\n\n

In the MCC Executive\nsummary, at https:\/\/www.mcc.gov\/resources\/story\/story-cbj-fy2019-executive-summary<\/a>,<\/p>\n\n\n\n

to the US Congress,\nit is pointed out that the Sri Lankan Compact will advance US values and\ninterests that will support stability in a region of significant strategic\nimportance; the MCC Compact with Sri Lanka advances US security in the\nregion.  <\/p>\n\n\n\n

 The summary\ngoes on to say that Sri Lanka\u2019s Compact is aimed at reducing transport\ncongestion in the Western Province and providing access to land for US\nagricultural and industrial investors, thus optimising the use of State Lands\nfor commercial purposes by the US. <\/p>\n\n\n\n

Interestingly, like\nSri Lanka, the MCC has selected Cabo Verde, an island Nation off the coast of\nWest Africa for a Compact programme; the MCC reveals that the country is\nstrategically at the crossroads of mid-Atlantic air and sea routes and with the\nMCC programme in place, the US is able to access the Land of that country and\ntransfer land Titles to US Companies, within 3 days, thus advancing security\nand stability in West Africa.<\/p>\n\n\n\n
