They were there to discuss Myanmar&#8217;s human\n rights violations against the Rohingya minority.<\/p>\n\n\n\n<p>&#8220;Myanmar&#8217;s \ndemocratization has only just begun,&#8221; Kono said. &#8220;The international \ncommunity should support the Myanmar government so it does not return to\n military rule.&#8221;<\/p>\n\n\n\n<p>Widespread\n violence against the Rohingya has drawn condemnation across the world. A\n U.N. fact-finding mission in August said Myanmar&#8217;s top generals must be\n prosecuted for genocide, while the U.S. State Department on Sept. 24 \ncriticized its military for a &#8220;well-planned and coordinated&#8221; campaign \ndesigned to drive the Muslim minority out of its home in Rakhine State.<\/p>\n\n\n\n<p>Yet\n instead of denouncing de facto leader and State Counselor Aung San Suu \nKyi for her failure to address the crisis, Kono has met with her three \ntimes&nbsp;this year. He became the first foreign ministerial official to \nvisit Rakhine&nbsp;in January, and announced about $20 million in \nhumanitarian assistance. Japan is also taking part in an independent \ncommission set up by the Myanmar government to investigate the \nsituation.<\/p>\n\n\n\n<figure><iframe allowfullscreen=\"allowfullscreen\" height=\"180\" width=\"320\"><\/iframe><\/figure>\n\n\n\n<p>Kono\n said&nbsp;in April he would convince Suu Kyi to act on the crisis, during \nmeetings with other foreign ministers from the Group of Seven. &#8220;It was \ncompletely us against the other six,&#8221; a Japanese Foreign Ministry \nofficial said.<\/p>\n\n\n\n<figure class=\"wp-block-image\"><img decoding=\"async\" src=\"https:\/\/www.ft.com\/__origami\/service\/image\/v2\/images\/raw\/https%3A%2F%2Fs3-ap-northeast-1.amazonaws.com%2Fpsh-ex-ftnikkei-3937bb4%2Fimages%2F_aliases%2Farticleimage%2F3%2F3%2F7%2F2%2F16132733-1-eng-GB%2FRTX3F917.jpg?source=nar-cms\" alt=\"\"\/><\/figure>\n\n\n\n<p>\n                        Policemen block off protesters denouncing&nbsp;the \npersecution of the Rohingya in front of the Myanmar Embassy in Tokyo on \nSept. 8.\n\n    &nbsp; \u00a9             Reuters\n    \n    \n                <\/p>\n\n\n\n<p>Japan has also broken ranks with \nthe Western allies on Cambodia. Prime Minister Hun Sen forced the \ncountry&#8217;s leading opposition Cambodia National Rescue Party to dissolve \nin November 2017, and the West responded by withdrawing election \nassistance. But Japan did the opposite, pouring in&nbsp;800 million yen ($7.1\n million at current rates) in grant aid, which was used to pay for about\n 11,000 ballot boxes and 40 collection vehicles.<\/p>\n\n\n\n<p>Hundreds gathered\n in Paris and New York to protest Japan&#8217;s decision. Hun Sen&#8217;s ruling \nparty ended up winning July&#8217;s general election by a landslide, \nstrengthening his grip on power.<\/p>\n\n\n\n<p>Japanese Prime Minister Shinzo \nAbe met with both Suu Kyi and Hun Sen in early October&nbsp;on the sidelines \nof the Mekong-Japan Summit Meeting in Tokyo. &#8220;Our public and private \nsectors will provide maximum support for the democratic development of \nMyanmar,&#8221; he told Suu Kyi.<\/p>\n\n\n\n<p>The recent overtures toward Myanmar and\n Cambodia go&nbsp;against Japan&#8217;s usual diplomatic strategy of&nbsp;supporting \nhuman rights and the rule of law to present a united front with the West\n against countries like China. But as Beijing&#8217;s clout in&nbsp;Southeast Asia \ngrows, Tokyo has been forced to try a different tack.<\/p>\n\n\n\n<p>&#8220;China acts \nas an advocate for Myanmar and Cambodia in the U.N.,&#8221; a Japanese \ndiplomatic source said. China has vetoed a Security Council resolution \ncriticizing Myanmar&#8217;s handling of the Rohingya crisis, and also taken \nsteps to curb critics of Cambodia&#8217;s authoritarian regime.<\/p>\n\n\n\n<p>Beijing \nshowers the Southeast Asian nations with economic assistance in order to\n keep them on its side. Myanmar connects the Chinese mainland to the Bay\n of Bengal, and is a key overland link in Beijing&#8217;s Belt and Road \ninfrastructure initiative. In addition, Cambodia is so close to&nbsp;China \nthat it urges other countries not to bring up Beijing&#8217;s military buildup\n in the South China Sea.<\/p>\n\n\n\n<p>Meanwhile, Japan relies on sea lanes \npassing through both countries&#8217; waters to import crude oil and liquefied\n natural gas. The region is crucial&nbsp;for Japan&#8217;s economy and national \nsecurity.<\/p>\n\n\n\n<p>&#8220;If Japan withdrew from the region, Myanmar and Cambodia\n would only increase their dependence on China,&#8221; a Japanese government \nsource said. Tokyo is taking a political risk by standing by these \ncountries, given it has little chance of outdoing Beijing in economic \nassistance.
