health care services to IDPs by GoSL with assistance of UN\nAgencies. <\/li><li>By announcement\nof GoSL to resettle bulk of IDPs within 6 months. <\/li><\/ul>\n\n\n\n<p><strong>Thus\nA\/HRC\/S-11\/L.2 <\/strong><\/p>\n\n\n\n<ol class=\"wp-block-list\"><li>COMMENDED\nmeasures taken by GOSL to address urgent needs of IDPs<\/li><li>WELCOMED\ncontinued commitment of SL to promote &amp; protect HR and uphold human rights\nobligations &amp; norms of IHRL<\/li><li>ENCOURAGED GoSL\nto continue its existing cooperation with relevant UN organizations to provide\n\u2013 basic humanitarian assistance, safe drinking water, sanitation, food &amp;\nmedical &amp; health care services to IDPs<\/li><li>&nbsp;WELCOMED proposal to safely resettle bulk of\nIDPs within 6months<\/li><li>&nbsp;ACKNOWLEDGED commitment of GOSL to provide\naccess as appropriate to international humanitarian agencies for humanitarian\nassistance to IDPs<\/li><li>&nbsp;ENCOURAGED GoSL to continue to persevere\nefforts towards disarmament, demobilizaton &amp; rehabilitation of former child\nsoldiers, their physical and psychological recovery &amp; reintegration into\nsociety through educational measures in cooperation with relevant UN\norganizations<\/li><li>&nbsp;URGED GoSL to ensure no discrimination against\nethnic minorities in human rights<\/li><li>&nbsp;WELCOMED continued cooperation between GoSL\nrelevant UN agencies &amp; humanitarian organizations in providing humanitarian\nassistance <\/li><li>&nbsp;ALSO WELCOMED recent visits to Sri Lanka by\nUnder-Secretary General for Humanitarian Affairs &amp; Representative of the\nSecretary General on human rights of IDPs<\/li><li>FURTHER WELCOMES\nvisit to Sri Lanka of the UNSG and endorsed joint communique at the conclusion\nof visit<\/li><li>WELCOMED resolve\nof Sri Lankan authorities to begin a broader dialogue with all parties to\nenhance process of political settlement &amp; bring lasting peace &amp;\ndevelopment in Sri Lanka based on consensus.<\/li><li>URGED\ninternational community to cooperate with GoSL in reconstruction efforts \u2013\nincreasing provision of financial assistance including official development\nassistance to help country fight poverty &amp; underdevelopment <\/li><\/ol>\n\n\n\n<p>Thus the UNHRC President\ndecided to convene a special session (11<sup>th<\/sup>) on 26 &amp; 27<sup>th<\/sup>\nMay 2009.<\/p>\n\n\n\n<p>Cuba made a statement on\nbehalf of Non-Aligned Movement. <\/p>\n\n\n\n<p>On 27<sup>th<\/sup> May\n2009, Sri Lanka presented a draft Resolution A\/HRC\/S-11\/L.1 sponsored by Sri\nLanka and co-sponsored by Bahrain, Bolivia, China, Cuba, Egypt, India,\nIndonesia, Malaysia, Nicaragua, Pakistan, Philippines, Saudi Arabia <\/p>\n\n\n\n<p>(11 countries) <\/p>\n\n\n\n<p>Algeria, Bangladesh,\nBelarus, Bhutan, Brazil, Cambodia, Cote d\u2019Ivoire, South Korea, Iran, Laos,\nLebanon, Maldives, Myanmar, Nepal, Oman, Qatar, Russia, Singapore, Sudan,\nSyria, Thailand, UAE, Uruguay, Venezuela, Vietnam joined co-sponsors<\/p>\n\n\n\n<p>(25 countries) <\/p>\n\n\n\n<p>Representatives of Germany\non behalf of EU with Bosnia &amp; Herzegovina, Canada, Mauritius, Switzerland\n&amp; Ukraine introduced amendments to draft resolution. <\/p>\n\n\n\n<p><strong>Sri\nLanka must appreciate Cuba for invoking Rule 117 of the rules of procedure of\nGeneral Assembly to close debate on amendments proposed by Germany which was\nobjected by Mexico and Switzerland<\/strong><\/p>\n\n\n\n<p>The motion by Cuba went for\na vote and 22 voted in favour \u2013 17 against &amp; 7 abstained. <\/p>\n\n\n\n<p><strong>&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; <em>In favour<\/em>:&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; It doesn\u2019t require\ndecoding Mr President, Excellencies. It is very clear from the proceedings that\nstarted yesterday. From high officials who should be above the fray, making\nstatements which presume guilt on the part of Sri Lanka, and which could lend\nitself to misperceptions of bias of one sort or the other, to Special\nRapporteurs who clearly exceeded the code of conduct, to a handful of countries\nwhich kept on mentioning war crimes, war crimes and war crimes, over and over\nagain, presuming guilt just one week after a thirty year war was over. Mr\nPresident, these are the same people who told the world that Iraq had weapons of\nmass destruction, so I wouldn\u2019t buy a used car from these people, let alone\nallegations of war crimes. We tried but the people who are criticising us\ntoday, Mr President, didn\u2019t even bother to sit down and have a cup of coffee\nwith the other countries in our region and ask them what they thought of the\nSri Lanka situation and the call for a Special Session. So much for\ninclusivity, which is supposed to animate the behaviour of us all in the Human\nRights Council\u201d<\/em><\/p>\n\n\n\n<p>If in 2009 UNHRC reaffirmed its respect for Sri Lanka\u2019s\nsovereignty &amp; territorial integrity and its right to protect its citizens\n&amp; combat terrorism \u2013 why did UNHRC interfere in Sri Lanka thereafter?<\/p>\n\n\n\n<p>If in 2009 UNHRC condemned LTTE for attacking\ncivilian population and using civilians as human shields, why have resolutions\nsince 2012 omitted this?<\/p>\n\n\n\n<p>If in 2009 UNHRC acknowledged the continued engaged\nby the GOSL in regularly &amp; transparently briefing &amp; updating the\nCouncil on the HR situation on the grounds &amp; measures taken WHY is UNHRC\nmaking subsequent unwarranted allegations?<\/p>\n\n\n\n<p>If in 2009 UNHRC welcomed end of hostilities and\naccepted that GoSL liberated \u2018tens of thousands of its citizens\u2019 kept by LTTE \u2018against\ntheir will as hostages\u2019 why has UNHRC subsequently made allegations only\nagainst GoSL and SL Army?<\/p>\n\n\n\n<p>Sri Lanka has statistically\nshown all of its assurances made since 2009<\/p>\n\n\n\n<ul class=\"wp-block-list\"><li>Rehabilitating\n     &amp; reintegrating child soldiers <\/li><li>Helping find\nlivelihood for rehabilitated combatants \u2013 some even married off sponsored by\nthe SL Army<\/li><li>Helping child soldiers\nto complete their education <\/li><li>Resettling IDPs<\/li><li>Facilitating\nIDPs \u2013 housing, livelihood, education etc<\/li><\/ul>\n\n\n\n<p>Majority of demands made\nwith every resolution since 2012 have nothing to do with Sri Lanka\u2019s terrorist\nconflict but making demands interfering into the internal affairs of Sri Lanka\nwhich violates UN Charter.<\/p>\n\n\n\n<p>Much of the allegations\nmade since 2009 have no evidence but plenty of hype and propaganda. <\/p>\n\n\n\n<p>The bi-weekly consultative meetings\nto which UN and associated bodies were invited to discuss the ground situation\nwith GoSL representatives and Armed Forces heads was the best forum where\ndiplomats and UN agencies could demand answers if there had been any issues\nrelated to giving aid, excesses committed by the army, high civilian deaths as\na result of hostilities etc..however these meeting minutes do not have any such\nquestions raised. How come figures of \u2018dead\u2019 are getting inflated annually? <\/p>\n\n\n\n<p>The absurdity of this claim should be realized looking at this 1 photo of 2500 dead Iraqi\u2019s &amp; imagine how much space 40,000 dead Tamils would need.
