MCC agreement\u2019s land\nissue is the very same matter that ITAK, India and USA have been demanding since\n1955 since Ceylon ended the Anglo Ceylon Defence Partnership Agreement\nresulting in expelling USA and UK from Trincomalee. Since then India and their\nagents have been trying their best alienate land around Trincomalee port area\nfrom Sri Lanka.<\/p>\n\n\n\n

MCC is an\nenabler of US troop and military logistics movement between the US military\nbase of Diego Garcia and towards China in order to contain China. The other two\nmatters – US troop and military logistics \u2013 have been achieved already.\n The Agreement regarding the status of U.S. military personnel and\ncivilian employees of the Department of Defense who may be present in Sri Lanka\nfor exercises or official duties\u201d came into force on May 16, 1995 and Agreement\nconcerning acquisition and cross-servicing (ACSA) came into force on March 11,\n2007.<\/p>\n\n\n\n

The MCC will\ncomplete the militarization of Sri Lanka for the purpose of US troop and\nmilitary logistics movement between the US military base of Diego Garcia and\ntowards China in order to contain and confront China. <\/p>\n\n\n\n

However, it\nhas another aspect \u2013 Tamil Eelam project.<\/p>\n\n\n\n

The declared\ncapital of Tamil Eelam by the Vadukoddai Resolution (1976) was to be\nTrincomlaee. LTTE also declared that Trincomalee would be its capital. India in\n1987 post Indo-Lanka Peace Accord declared Trincomalee to the capital of the\nmerged northern and eastern province after massacring over 100 Sinhala\ncivilians in an attempt to turn the are Tamil-only. However, LTTE rejected it\nin 1987 fearing an Indian takeover of Trincomalee port. 13A to the Constitution\ndevolved most powers to the provincial council including land powers. Sri\nLankan government has restricted land powers to the provinces using\nadministrative means. Legally, land powers rests with the province.<\/p>\n\n\n\n

In 2013\nSeptember, just a week after TNA swept the Northern Provincial Council\nelection, the Supreme Court decided that state land\u201d is the subject of the\ncentral government and not the provincial council. Specifically, provincial\nhigh courts cannot judge matters relating to state land\u201d. Over 75% of the land\nare state land\u201d. Tamil Eelam project cannot proceed without land.   <\/p>\n\n\n\n

MCC\nagreements regulates land registration and makes it easy to convey land title.\nMCC also encourages the government to reform\u201d land laws to make it easier to\nsell or lease out land to local and foreign private buyers. Once these lands\nare no longer state land\u201d, the Eastern Provincial council will pounce\ndemanding land powers. There is no use having land powers until then.<\/p>\n\n\n\n

USA helps\nIndia and Tamil Eelamists in their project by removing their biggest road block\ncleverly. <\/p>\n\n\n\n

It will create\na submissive and compliant weak nation in the island\u2019s north and parts of the\neast. Displaced people will be sent to the remaining piece (Sri Lanka?) which\nwill accommodate them thanks to foolish generosity. The next Diego Garcia in\nthe making.
