MIEE (UK)<\/em><\/span><\/h2>\n\n\n<p><strong>Executive<\/strong><\/p>\n\n\n\n<p>It is\napproximately 100 days since HE GR took up a position as the President of\nSriLanka. Any intelligent person in SL who is able to assess the progress of\nthe administration and the country can observe the <strong>tactical moves<\/strong> the\nPresident made on positive progress with his <strong>strategic<\/strong> <strong>goal<\/strong> in\nmind. The President may have decided on his tactical moves at important nodes\nof the network in order to achieve his target on a real-time frame. (Quote<em>: Any\nsystem connected to a network is known a node)<\/em><\/p>\n\n\n\n<p>In a real time frame, people in SL\nshould be able to observe the country has made <strong>positive<\/strong> <strong>progress<\/strong>\nwith respect to financial, energy resources, strengthen operations, ensure that employees (estate) and other\nstakeholders are working toward common goals, establish agreement around\nintended outcomes, assess and adjust to the organizational culture.<\/p>\n\n\n\n<p>However, the\npolitical covetousness and greediness of some hawks and vultures instigate some\nmedia to create a crevice between the Executive and the Legislature. <\/p>\n\n\n\n<p><strong>Legislature<\/strong><\/p>\n\n\n\n<p>The legislature\nor the Parliament, in other words, is a body of people who have the authority\nto vote and enact laws. The encyclopedia defines the legislature as the lawmaking branch of a government . Since\nthe forum has to be an intellectual forum the members in the legislature are\nexpected to be intelligent, educated, knowledgeable, and have a wider knowledge\nin politics, social science, economics, commerce, legal studies, technical,\nunderstanding of productivity, supply and demand, GDP and income and\nexpenditure and have a high level of perception. This means that the MPs need\nto have a minimum level of education with a high level of perception relative\nto ordinary citizens. Politicians should have a bachelor&#8217;s degree, or equivalent diploma or equivalent\nqualification. Most people\nmay not be capable to read English. Since the Universal link language is\nEnglish, all MPs should be able to read and write in the English language, to a\ncertain level which then can be considered a rich parliament\/legislature.\nImportant criteria for the MPs are to be free from xenophobic attitude, racial\noutlook, and be selfish to be focussed in a narrow area only. Lateral thinking\nis a must for all MPs. <\/p>\n\n\n\n<p>However, the SriLankan parliament has a majority of\nuneducated people with very little knowledge in the above-mentioned areas of\nstudies. The MPs behave like thugs in the parliament, throwing chairs and\npulling out a knife. During the last regime under Ranil, there was chaos inside\nthe parliament. The speaker had to call the police, which indicates the barbarianism\nof Sri Lankan parliamentary culture.<\/p>\n\n\n\n<p>Some years back the writer attended a\nmeeting with a group of staff and a Minister known as Alidong Sirisena\u201d. (\u0d85\u0dbd\u0dd2\u0da9\u0ddc\u0db1\u0d82 \u0dc3\u0dd2\u0dbb\u0dd2\u0dc3\u0dda\u0db1) The writer noted the minister could not\nspeak English properly and could not express himself clearly even in Sinhala.\nApart from speaking English properly, the Minister had a low level of knowledge\nand perception. The writer was laughing to himself: Is this SriLankan\nparliament and a cabinet Minister?<\/p>\n\n\n\n<p>Quote: <em>Perception is an active\nmental act. It is a dynamic, dialectical conflict between the self-perspective\ntransformation and external vectors of power bearing upon us. That which we\nperceive is a balance between these antagonists\u201d<\/em>. <em>(Ref:<\/em> <em>Understanding Conflict and War: vol. 1: the\ndynamic psychological field, chapter 11, by R.J. Rummel)<\/em><strong> <\/strong>&nbsp;<\/p>\n\n\n\n<p>Quote from Kanthar Balanathan\ns book: <em>Humans perceive different effects about the same state, as\nperceptions vary from person to person. People assign different meanings to\nwhat they perceive.<\/em> <em>This is the reason for conflicts. Although all human\nmales are born with =1.5 kg of the brain, not all perceive the same thing in\nthe same perspective, the same way.<\/em><\/p>\n\n\n\n<p>For an effective\nand efficient parliament and a cabinet, the ruling party should have people thinking\nof the same wavelength and have a high level of perception. A political party\nshould have members with the same ideology. People with different ideologies\nshould float their own political party which then will be noted whether popular\nor not by the votes they get from the people.<\/p>\n\n\n\n<p>Quote e.g.: <em>The main&nbsp;<strong>purpose<\/strong>&nbsp;behind\nan&nbsp;<strong>ideology<\/strong>&nbsp;is to offer a change in society, and adherence to\na set of ideals where conformity already exists, through a normative thought\nprocess.&nbsp;<strong>Ideologies<\/strong>&nbsp;are systems of abstract thought (as\nopposed to mere ideation) applied to public matters and thus make this concept\ncentral to politics<\/em>.<\/p>\n\n\n\n<p>In a party\nmember claim that they are <strong><em>Right<\/em><\/strong>\u201d, <strong><em>Left<\/em><\/strong>\u201d, and <strong><em>center-left<\/em><\/strong>\u201d\nare noted to fool the people to get more representation. Eventually, in the\nlegislature, it can raise conflicts and disputes only. This is why parties\nenter into a coalition form of government; however, they must lay strict\nagreement on their conditions of the coalition. As said earlier, people with\nleftist ideologies should not be admitted to a right-wing party.<\/p>\n\n\n\n<p>For example, the\nlegislature shall travel in the same wavelength as the executive. That is to\nsay that the legislature and the Executive shall be synchronized in a\ndeveloping country.<\/p>\n\n\n\n<p><strong><em>During the last regime, UNP\nintroduced the amendment bill 19A to dilute the powers of the Executive. With a\nlack of understanding and through external indoctrination the last regime made\nthis biggest blunder. Not only this, the last regime tried to bribe their MPs,\nby giving them expensive luxury cars. E.g. Vijayakala Maheswaran<\/em><\/strong><\/p>\n\n\n\n<p>A true citizen,\nwho is a voter must understand that this raises conflicts and the power\nstruggle between the Executive and the PM + Legislature equating to a third\nworld illiterate government. Finally, the power struggle and differences can\nlead the country to a demise in every aspect. SriLankan culture is that\nilliterate MPs, in order to get a ministerial portfolio will droop down to any\nlevel and lick the foot of the power man. <\/p>\n\n\n\n<p><em>Therefore, it\nis an appeal to the voters in SriLanka: Please study the candidates contesting,\nand vote for the correct candidate who will think in the same wavelength as the\ncurrent President to achieve the objective of the current President HE GR and\nthe citizens of SL. The PM-elect shall think in the same wavelength with no\navidity for power. All have been elected to serve the people and the country,\nnot to fill their pockets. The dynasty system shall be circumvented, however,\nif eligible they can come on their own merit.<\/em><\/p>\n\n\n\n<p><strong><em>The last UNP regime can be considered\nas a group that lived on Gilligan\u2019s Island. Especially the UNP &amp; JVP can be\ncategorized as a group living in Gilligan Island\u201d, with members may be\ntargeted as Gilligan\u2019s who do not understand Nationalistic patriotism and to\nwork for it. Who is Gilligan and who\nis the skipper here?<\/em><\/strong><\/p>\n\n\n\n<p>The election\ntargeted for the legislature, i.e. 25<sup>th<\/sup> of April 2020, is considered\na critical election for the growth of SL.
