INTENSIFIED PRESSURE COULD FORCE THE TIGERS TO EAT THE DUST

President Mahinda Rajapakse’s sincere commitment and firm determination to establish peace and liberate the innocent Tamil masses suffering under the jackboots of the Tiger terrorists through endurance and diplomacy have paid rich and fitting dividends. In an atmosphere of horrendous provocations and escalation of killings of the security forces and civilians by the LTTE, the President held firm trust in the virtues of patience and vigorously acted to implement the assurance given in the Throne Speech (25.11.05) that “all friendly countries, the international community, India and other regional states will be properly organized and utilized to strengthen the peace process.” European Union’s resolution to list the LTTE as a terrorist organisation is a mammoth success for the President’s assiduous diplomacy.

When the LTTE terrorists mounted a killing spree of our security forces and the innocent population in the Trincomalee, Vavuniya, Mannar and Polonnaruwa districts the reactionary opposition politicians, who branded the President prior to the election as a warmonger, ridiculed him as a fearful person and accused him as responsible for the body bags that started to arrive in the villages.
These “minee kaakkas” the carcass crows haunted the houses of fallen heroes and victimised civilians and condemned the President and the government boasting that their ‘rogue’ regime was capable of halting these deaths and murders and preventing the body bags arriving in Sinhala villages.

Undaunted by these irresponsible and baseless criticism and remaining firm in his objectives the President deployed the most effective weapon, persistent and enlightening diplomacy, to confront the terrorist enemy. Sri Lanka is reaping the fruits of this vibrant diplomacy. Since the day our Foreign Minister Mr. Mangala Samaraweera visited the United States in January and successfully persuaded the Americans to strongly warn the terrorist outfit the tide has started to flow in our favour. U.K followed suit of American condemnation and then resulted in the long awaited and much wanted Canadian proscription.

The resolution adopted by the European Union Parliament last week and the proscription due to be announced officially end of this month is an immense victory for Sri Lanka’s ‘persistent and enlightening diplomacy’. The President, the Foreign Minister and the diplomatic team who were relentlessly involved in this great task should be applauded by all patriotic and peace loving citizen for this wonderful feat.

The 19 point resolution is a unique document that completely smashes to smithereens many of the undue and unjustifiable advantages gained by the terrorist outfit through the shamefully submissive rogue administration with the culpability of Norwegians who engaging its influence with the Nordic States – Sweden, Denmark and Finland made unsuccessful but continuous efforts to prevent the resolution seeing its light. France was the first country that proposed the proscription of the terrorist outfit in the European Union. The 25 Nations in the European Union are now bound to implement the 19 point action plan embodied in this historical resolution.

A significant clause in the resolution is (Clause 8) which nullify their bogus claim of “sole representative status of Sri Lankan Tamils.” The resolution says that “the LTTE does not represent all the Tamil peoples of Sri Lanka and calls on the LTTE to allow for political pluralism and alternate democratic voices in the north and east parts of Sri Lanka which would secure the interests of all peoples and communities. “

It was primarily due to Ranil/Chandrika duos failure to stand firmly against the bogus claim of sole representatives of the Tamils that the terrorist propaganda machinery was successful in projecting the dismal picture that any and all Sri Lankan Tamils was part and parcel of the LTTE, and is represented by them. The EU resolution has done a great service to our Sri Lankan Tamil bretheren absolving them from this ignominy of considering them as an appendage to a ruthless gang that would not even hesitate to use a foetus in their suicide missions.

Clauses 15 and 16 call upon the EU Member States to do everything in their capacity to stop all illegal and forced taxation of the Tamil community living in the European Union, by the terrorist representatives, and to freeze the assets of the LTTE associated bank accounts, holdings, companies or undertakings in the member States.

These two clauses would undoubtedly help to break the backbone of the Wanni terrorists and deny them the luxurious living they enjoy on the sweat and labour of the Sri Lankan Tamil population living outside the garrison territory being orphaned, widowed, denied or separated of kith and kin, or held hostage, children being snatched away and properties and treasures plundered forcefully.
The resolution also condemn the recruitment of child soldiers, emphasising it as a war crime, and calls upon the LTTE to stop this practice, to release those its holds and to make a declaration of principle not to recruit any children in the future. This particular clause of the resolution also urges the Government of Sri Lanka to put into place legal measures to prevent and criminalise the practice of
child proscription.

In another significant Clause it urgently calls upon the LTTE to resume peace negotiations with the Government of Sri Lanka without delay, and to be prepared to decommission its weapons and to set the stage for a final political settlement of the conflict. The government should make full advantage of the expectations embodied in this clause and relentlessly pressurise the countries in the European Union and other powerful nations such as United States, Canada, Japan and India to decommission the weapon hoards of the terrorist outfit as it had been done in the cases of IRA and Insonesia’s Free Aceh Rebels (GAM). This is a very crucial step since as long as the terrorist outfit holds on to the arms hoards they would make every effort to evade negotiations and continue with their atrocities.

Aggrieved by the positive action taken by the European Union the shameless Sinhala dollar crows who whitewashed and promoted the terrorist outfit all these years have started to paint the resolution
as a hard blow to the so-called peace façade they thrive on. In real sense they are giving vent to the official posture of the terrorist outfit which has condemned the resolution in the most severe terms and threatened to resort to war. Balasingham has condemned the resolution as unfair, untimely and utterly biased. He says that "The resolution, while demonising the Tamil Tigers for the escalating violence and for the stalemate in the negotiating process, has condoned and complimented the Rajapakse administration.

In the emerging scenario there is every possibility that the terrorist outfit would resort to escalation of violence with the objective of fomenting communal riots that would give the required lifeblood to the inhuman tiger clan. The government should make every effort to protect the masses from falling prey to these premeditated ensnares, as it was the UNPs mishandling of 1983 July events that strengthened the tiger outfit and Sri Lankans are suffering for over two decades.
The new Tamil Nadu government Chief Minister Karunanidhi is a person harbouring the view that Sri Lanka should be divided as it was done for Chechoslovakia.

There are many pro-LTTE individuals including one of the staunch LTTE sympathisers Dr. Ramados in the new coalition. Also there are many Ministers from Tamil Nadu holding very important portfolios in the Indian Government, who could easily influence the Indian Prime Minister. Already racist media in Tamil Nadu are highlighting the flow of refugees into Tamil Nadu which it seems are stage managed by the terrorist outfit since they are giving interviews to media claiming of victimisation and army atrocities.Under these circumstances the government should be very cautious about the negative propaganda that may be unleashed by the shameless dollar crow Sinhala peace merchants and the non-friendly Tamil Nadu factors.

Steps should be taken to highlight the peaceful, and the prosperous life being enjoyed by the Tamils living among the Sinhalese and Muslim population and to forge amity among all Sri Lankans, while intensifying international pressure to suck the life out of the artificial terrorist monster. The end will be nigh if the right tactics were used and right persons were deployed. Let us join together at this crucial moment to force the tigers to eat the dust..
