HE. MAHINDA RAJAPAKSA SHOULD NOT DETER
IN HIS GOOD DECISIONS.
THE PRESIDENT SHOULD NOT BE MISLED.

It seems that the press article written by HE. Dayan Jayatilleka, Permanent
Representative of the Democratic Socialist Republic of Sri Lanka to
the United Nations at Geneva in Switzerland and the Consul General of
Sri Lanka to Switzerland and Ambassador to the Holy See, has created
an administrative storm in the Sri Lankan diplomatic bureaucracy and
the Foreign Ministry of Sri Lanka.
What did HE. Dayan Jayatilleka fault so much that some of the Foreign
Ministry bureaucrats and HE. the Sri Lankan High Commissioner in London
have become so negative about the article Dr. Jayatilleka had written.
Is the action of this so-called "Foreign Ministry mafia gang"
taken to task the destruction of the spirit of commitment and dedication
of a highly educated and competent personality who did only what is
best for the country, within his official mandate.
Does those Foreign Ministry Officials and his colleague in London accept
the fact that Dr. Dayan Jayatilleka holds the most responsible Foreign
Ministry post outside Sri Lanka which is the front line office dealing
with Human Rights, on behalf of the Government and State of Sri Lanka.
The UNHCHR - Office of the United Nations High Commissioner for Human
Rights has it's headquaters in Geneva, Switzerland. That is the courts
where all "pro and con" issues of HR matters of Nations are
are deliberated and radiated.
31 other International UN Organizations also have there headquarters
in Geneva and 3 have representative offices in Geneva. This is the second
largest UN office next to UN headquarters in New York.
The crust of the matter is - did HE. Dayan Jayatilleka make any personal
defamation of the Honourable British Foreign Secretary David Miliband
on the British Foreign Secretary's statement on Sri Lanka's 60th anniversary
of Independence?
This is what the British Foreign Secretary said in his statement:
"The 60th anniversary of Sri Lankan independence is a time to
reflect on the health and welfare of the nation and its people as it
moves forward in the 21st century. The cycle of violence in Sri Lanka
has worsened in recent weeks. Civilian lives have been lost from all
communities and regions of Sri Lanka. The end of the formal 2002 cease-fire
agreement does not remove the obligation of all parties to the conflict
to protect civilian life".
Honourable David Miliband has further stated:
"I wholeheartedly condemn these attacks upon civilians and those
responsible. My thoughts and condolences are with the victims of the
attacks, and their families. I call for an immediate end to practices
which target civilians or put them in peril. I urge all in Sri Lanka
to take steps to safeguard the civilian population and find ways to
reduce the violence".
Does NOT the content of the above paragraph come under the purview
of Human Rights and Fundamental Rights and the Charter of the Office
of the UNHCHR? If so, HE. Dayan Jayatilleka did fulfill his official
and personal responsibility as a Sri Lankan citizen in providing a "rebuttal'
to the statement made by the British Foreign Secretary. This is a clear
fulfillment of the "Freedom of Expression" that, in recent
times, some NGO's are complaining that the Government has curtailed
on Sri Lankans.
This is what Dr. Jayan Jayatilleka wrote in the opening paragraph of
his statement. His opening statement was the "THESIS STATEMENT".
"Unfair criticism must be met with fair counter-criticism. If
the criticism is private, so too should be the counter-criticism. Insofar
as the criticism is public, so too should be the defence, and the counter-criticism.
No self respecting state can respond in private, to criticism of it
in public".
In communication Science and Multimedia, this statement fully and academically
qualifies as the "THESIS STATEMENT". The thesis statement
declares what the central idea of your statement is. It also identifies
the one idea the writer/journalist want his readers to remember after
they have read the full statement.
Further, the content of Dr. Dayan Jayatilleka statement is free from
any personal animosity of malice against the Honourable Foreign Secretary.
Therefore, there is no need for any negative opinions to be concluded
about HE. Dr. Dayan Jayatilleka's (reply) statement published. Scrutinizing
through the microscope of Communication Science and Multimedia disciplines,
HE. Dr. Dayan Jayatillke has done a wonderful job in rebutting the Foreign
Secretary Honourable David Miliband,s statement.
The saddest story and the "REALITY" is that Honourable David
Miliband did NOT himself write "The 60th anniversary of Sri Lankan
independence" statement.
It would have been written by his Communications Secretary or some
official of Honourable David Miliband's Public Relation or Communication
Office.
As a teaching professional of a leading University in Canada and a
Communication Scientist, teaching Communication Science to University
Students, I challenge anyone to disprove my above statement as incorrect
(wrong).
I conclude that HE. Dr. Dayan Jayatilleka as a Professional and as
a responsible Diplomat should indeed be commended by the Government
and the Foreign Ministry of Sri Lanka for the prompt and frank rebuttal
he made through his statement.
As for HE. Dr. Dayan Jayatilleka's engagement in the past in politics,
his varying ideologies of governance and the support he had extended
to the Premadasa regime, "contra" his loyalty to the present
regime of HE. Mahinda Rajapaksa, raises many questions in my mind of
his ability to wade off the "conspiracies" of the political/bureaucratic
forces that maybe, trying to dislodge an honest and sincere dedicated
services of a committed (nominated) foreign office representative aboard.
It is for HE: President Mahinda Rajapaksa NOT to deter in the decision
he had made in appointing HE. Dr. Dayan Jayatilleka as the Permanent
Representative of the Democratic Socialist Republic of Sri Lanka to
the United Nations at Geneva in Switzerland and the Consul General of
Sri Lanka to Switzerland and Ambassador to the Holy See. This also applies
to the appointments of Mr. Walter Jayawardena, Press Counsellor to the
Sri Lankan High Commission in London (UK) and Head of the Secretariat
for Co-operating the Peace Process in Sri Lanka, Pro. Rajiv Wijesingha.
