Why did India kill those who attacked Mumbai without settling it through negotiations?

I was prompted to ask this simple question from Hon. Man Mohan Singh and his government after reading the news that the Indian Prime Minister has decided to send his External Affairs Minister Pranab Mukherjee to Sri Lanka soon to persuade Colombo to go for peace talks with the Tamil Tigers after announcing a ceasefire. Why this blatant and naked duplicity and political hypocrisy on the part of Indian politicians?

Which is more important; the survival of the present Indian government or the future of an independent sovereign Island Nation? I have no doubt the first one is more important to India but she should also understand that the second one is thousand times more critical and crucial for us in Sri Lanka and its 20 million people. Because it is a matter of survival for a Nation, that was an adorable centre of human civilization, at least for the past 2500 years.

It was reported that this decision was taken as a sequel to representations made by Karunanidhi, the Tamilnadu Chief Minister who has alleged among other things that there is "continuing genocide on Tamil civilians in Sri Lanka and unabated abuse of human rights"and also there is a military campaign against the Liberation Tigers of Tamil Eelam (LTTE), which cause immense civilian suffering
Karunanidhi was also reported to have urged the Indian Prime Minister and Sonia Gandhi
.'To take steps immediately against the Sri Lankan government to sort out the problem very soon,'
'To 'issue a strong warning to the Sri Lankan government' so that it ceases its onslaught against the LTTE.
