Ingredients Vital Towards Sri Lankan
Posterity Co-relating To The Geneva Talks.
While the expectations of the Peace talks in Geneva focus around a
high rate of success towards the foundation for a lasting peace it must
also be recognized that Sri Lankas Sovereignty and Territorial
Integrity needs to be prioritised in every aspect of the negotiations
as the focal point towards a resolution of the the Nation's woes needing
attention .
Already Anton Balasingham and S.P.Thamilselvam, part of the LTTE team
are vehemently insisting contrary to Presidential assertions towards
re-structuring that the infrastructure of the Peace Process by their
definition cannot be altered! They continue to harp on the theme of
the recognition of accessibility to power as a continuance of their
illegal, de-facto operations in the North and East they are purported
to have control of as taking pride of place in the talks! A point in
case which is not only illegal but also unconstitutional and ridiculous
when applied to the theory of a Democratic Sovereign Nation's Right
to sole governance which by no means can be ursurped by the demands
of a group of outlawed, fully armed terrorists despite the concessions
granted them by a tolerant administration!
Consequently the focus of the Geneva talks need to implicitly revolve
around maintaining Sri Lanka's Sovereignity relative to the well being
of her people notwithstanding the devolution of power which has to relate
to power shared by true representation of the Tamil Community as well
as all others in Sri Lanka where there cannot be any platform for the
augmetation and further expansion of the perpetrators of a viciously
autocratic and criminalised operation of the Mafia Type Underworld which
the LTTE as the Wanni Tigers truly present themselves as being. Any
resolutions which would promote a fully armed unrelenting terror group
the LTTE really are behind their various camouflages and smoke screens
and permit their continued tolerance would be a total waste of time
from any perspective as it undermines the very concept of peace.
While granting concessions to a terrorist group would be an obvious
slighting and insulting of every aspect of the norms of the Democratic
World and the rights of its nations whose irrefutable entitlements revolve
around the autonomy these nations command towards all their interactions
and negotiations. It would also pose many incongruous compromises to
an impure insurgent entity such as the LTTE detracting completely from
the axiom of Democratic Sovereign Nations and an axis around which the
free world revolves and their inalienable right towards conducting Administrative
and all other matters and a principle which cannot be contradicted as
its impact on the concept of a nation's sovereignity and security would
be totally compromised and international laws broken to add to the chagrin!
In the simplest of terms Sri Lanka's unitarity and sovereignity has
to be maintained at all times at any cost or face the risk of granting
access to the propagation of LTTE terrorism and their autocratic manoeuvres
as long as the LTTE remain in their present guise!
It cannot be camouflaged from logical interpretation that total autonomy
in conducting Foreign Relations with other States and International
Institutions is imperative and intrinsically applicable towards any
Peace Negotiations which are deemed to continue along the right path
which the President of Sri Lanka has stated unequivocally on many occassions.The
concept of a Centralised Government thus comes into play with no mincing
of words towards its identity or else the inroads and hurdles which
would surface before any Administration with regard to negotiations
with Foreign States and International Institutions could be insurmountable
and futile as the roles any Administrations would play must certainly
revolve around the implementation of Foreign Policy and an exclusive
responsibility alienated from terrorists.
The recent coming together of a group of very perceptive political analysts
in Colombo at a joint symposium as reported in the Asian Tribune sums
up the core issues which need to be presented at any negotiations over
future Sri Lankan Peace negotiations in the following terms and an appropriate
finale to this editorial as the following quote.
"There cannot be conflicting foreign policies within one Individual
State. That would be a contradiction of True Sovereignty. Component
elements should have the right to contribute towards the making of foreign
policy by there can be only one foreign policy, which must be handled
and controlled from the centre.
On the matter of National Defence, any delegation of some powers dealing
with national security to the provinces, if need be, must be on the
basis that such delegation is subject to the Central Governments
supervision. Countries such as the USA, where national security means
not only maintaining the armed forces but also the mobilization of industry
and scientific knowledge to strengthen National Defence. A fundamental
attribute of a Country's Sovereignty is that all armed forces
Army, Navy and Air Force must come directly under the Head of
State who shall act as Supreme Commander.The need for the centre's total
authority on territorial waters and shipping, international frontiers
(the power to levy customs duty, impose immigration barriers etc.) and,
the country's entire airspace. Other important factors included the
centres total autonomy over exchange and currency, total authority
over international treaties and a common legal system and central judiciary.
Sri Lankas parliamentary system of government could never co-exist
with the dictatorship of a Tamil minority. This countrys tragedy
is, that it did not have leaders with closed ranks shedding their differences
as in the West in the face of threats to National Sovereignty.
No other country except Sri Lanka would negotiate with rebels unless
they laid down their arms. The only alternative to a military solution,
is for the International Community to pressure the Wanni Tigers and
ensure that the rule of law and human rights were ensured throughout
the country.
The countrys policy makers need to get out of the mindset that
'the majority are the villains and the minority are the saints.
No other majority in any other country had been pushed into an impotent
corner as the Sinhala Community. The vociferous and aggressive minority,
aided and abetted by a plain and uncritical media, has hijacked the
public discourse to silence the majority as if the Sinhalese are not
entitled to rights. Sri Lanka's problem is the lack of National Unity
in countering terrorism in contrast to the USA, the UK or even neighboring
India. In all these countries, political parties shed their differences
in meeting terrorist threats.
The need for the Sri Lankan Government to impress upon the LTTE at the
negotiating table that its Forces are in a state of full readiness to
meet any eventuality is important. The Wanni Tigers, have to be neutralized
not only by military means but also through diplomatic channels and
ideological offensive if the need arises. It is also necessary to convince
the Tamil people that a return to war would only bring more misery upon
their people.The Government should not tolerate pro-LTTE media in a
situation where the Wanni Tigers allowed no freedom of expression in
areas under their domination. The majority at the November 17 Presidential
Election has decisively rejected a federal solution to the crisis. Hence
no Government has the legal or moral right to opt for a federal solution
without going for a Referendum. The ISGA (Internal Self-Governing Authority)
is a blue print for a confederation. The LTTE are misintinterpreting
a UN resolution adopted in 1945 to accelerate the post-World War II
de-colonization process, by insisting on a so-called right to self-determination.
