Dear Mr Leahy,
HR abuses and terrorism in Sri Lanka
I refer to your views about Sri Lanka and the democratically elected
Government of Sri Lanka.. Sri Lanka is being destroyed by the racist,
criminal, terrorist Tamil group LTTE. Sri Lanka is now fighting for
survival and it is essential that you understand the situation in Sri
Lanka correctly and you get the facts correct. I shall be most thankful
if you could kindly pay attention to the issues raised in my email.
There is great injustice done to Sri Lanka and its people, with massive
destruction done to Sri Lanka, and destabilisation of Sri Lanka by means
of a terror campaign against Sri Lanka. The funding for the terror campaign
by LTTE is generated from rich Western countries such as UK, Canada,
Norway, Europe and Australia. There is massive human rights abuses in
Sri Lanka, caused by terrorists, that obtain its funding for its terror
activities, from Western countries. Your attention should be drawn to
global bogus refugee scams, terrorist fund raising by bogus refugees,
illegal activities by LTTE fronts, rather than to hound the victim Sri
Lanka.. Instead of hounding Sri Lanka, you need to help Sri Lanka defeat
terrorism and help the victims of terrorism. I acknowledge the support
USA has provided Sri Lanka to defeat terrorism.
Not only the Americans, the Sri Lankans also should have the human
rights of living free from terror, where funding for terrorism is generated
in Western countries. It has to be recognised that destabilisation of
Sri Lanka and the associated problems are caused by terrorism, that
generates its funding from rich Western countries. Sri Lanka should
have the right to defend itself and also safeguard the territorial integrity
of Sri Lanka. The world is fully aware what the Americans have done
to safeguard USA from terrorism.
A simple analysis would indicate that the terrorist problem facing
Sri Lanka is mainly to due lack of law enforcement and carelessness/negligence`
of officials in Western countries. It would be sensible to deal with
the root causes of the` problem rather than attempt to treat the symptoms.
.One simple method of stopping the destruction and HR abuses in Sri
Lanka is to stop fund generation for terrorism in Western countries.
The funding of terrorism from Western countries appear to carry on unhindered
(ref. 11 and 12.). You need to be aware that LTTE has a large international
organisation for fund raising( with bogus fronts ) and another section
for arms procurement (Jane’s defence). LTTE has its own ships and
business organisations.
As LTTE simply kill those who oppose them, very few would openly oppose
LTTE.
LTTE never wanted peace Sri Lanka. ( confirmed by Karuna, former LTTE
No. 2 in Command ) LTTE . only wanted time to regroup, re-arm, and wreck
havoc on the people of Sri Lanka. It was the LTTE, commonly known as
Tigers, that began "Ealam War IV" on Sri Lanka in 2005-2006.
LTTE used peace talks as a ploy to procure weapons, recruit child soldiers
and extract financial support from the Tamil diaspora. You may not be
aware that the LTTE on all occasions unilaterally withdrew from negotiations.
Even when peace existed, LTTE breached the agreement by surprise attacks
on Govt. forces, with massive losses to the security forces. It is common
knowledge that LTTE use peace to regroup, re-arm. and prepare for war
(Just like the terrorists in the Middle east).
54% of Tamils live in Sinhala dominated areas of Sri Lanka. Sinhalese
get killed if they attempt to l live in LTTE controlled areas. LTTE
have carried out ethnic cleansing (ref SPUR) and they have driven out
Sinhalese and Muslims from their areas. They have killed over 25 Tamil
and Sinhala politicians. LTTE agents and fronts carry out a massive
propaganda war against Sri Lanka and influence politicians in Western
countries, USA, Canada and Australia.
LTTE get their funding from bogus refugees all over the world. LTTE
is making a profit in excess of 200 million dollars (Janes defence review
http://www.janes.com/press/press/pc070719_1.shtml ).. With this amount
of profit, they are able to influence many. I suspect they may have
infiltrated or influenced HR organisations.
It has to be pointed out that bogus refugees are generally LTTE supporters,
as it was LTTE that facilitated the human trafficking process and provided
the support network.
In the past Tamil war lords from south India, invaded and destroyed
Sri Lanka. These invasions caused the decline of the ancient Sinhala
civilisation. What is happening now is simply a repetition of the past
and a Tamil empire building exercise that attempt to carve out part
of Sri Lanka for a mono ethnic Tamil state.
Both ICG and HRW have` published reports, which are biased towards
LTTE.. HR organisations and some NGO’s have simply regurgitated
LTTE propaganda without doing basic research. Due to the errors, omissions
and the biased nature of ICG and HRW reports, their reports are not
suitable sources to make decisions. It is likely that even UN may have
used ICG and HRW reports as source material. In such a case, even UN
reports on Sri Lanka becomes contaminated by errors and omissions, and
becomes useless as a source to make decisions.

An extract of a letter I sent to ICG is given below.
“Salient points of my letter to ICG, regarding their report on
Sri Lanka:
The report 135 had serious errors and omissions. The section of the
Website relating to Sri Lanka had glaring factual errors. No references
were given to serious allegations against Sri Lanka, indicating the
possibility of a canard . The report appeared to carefully crafted,
with selective information and appropriate wording to project a pro
LTTE and anti Sri Lanka image. The anti Sri Lanka stand and the venom
showed towards Sri Lanka is unjustifiably excessive.
Reporting on Sri Lanka in isolation, without comparing the reaction
of other democratic countries in similar situations, did not do justice
to Sri Lanka.
Possible sources of infiltration by LTTE has been identified, and also
techniques that LTTE may use to misinform is also identified in the
letter.
The report hardly dealt with the main issues related to human rights
crisis, that affects all Sri Lankans:
1. Terrorism producing orphans, disabled persons, blind persons, and
causing fear, mental illnesses and stress.
2. Ethnic cleansing, depriving livelihood and homes of innocent people
3. Loss of life of law enforcement officers and security forces
4. Loss of life, innocence and childhood of children due to child soldiering
5. Fund raising in the West that cause Terrorism and destruction in
Sri Lanka.
6. Loss of Right to life of valuable Sinhala and Tamil National leaders.
The following factors are important factors that fuel terrorism was
hardly covered.
1 Fund raising by LTTE in the West,
2. Tax evasion using bogus charities
3. human trafficking,
4. arms purchase and arms trafficking,
5 export and trade of terror technology,
6 credit card fraud,
7 money laundering,
8 identification fraud,
9 counterfeit trade,
10 passport fraud
The report hardly dealt with the above issues other than saying “Maintain
pressure on LTTE financing and extortion of the Tamil diaspora. “
. The report did not look at issues that fuel terrorism that lead to
HR abuses linked to terrorism. The report was quick enough to blame
Sri Lanka, for inaction by GOSL, whilst it did not blame Western countries
for turning a blind eye on LTTE fund raising. In fact, because Western
countries turned a blind eye for LTTE , they should have been blamed
and made accountable for destruction in Sri Lanka. India created and
armed LTTE to cause instability in Sri Lanka. They soon realised their
error and stopped supporting LTTE. LTTE, no. 2, ie Karuna left LTTE
and accused Prabakaran for the deaths in Sri Lanka. Western countries
have allowed this monster to grow, and should bear full responsibility
for the death and destruction in Sri Lanka. For some strange reason,
LTTE have become the darlings of some HR groups, making me suspect that
some HR groups may have been infiltrated. It is sad that when the GOSL
is trying to eradicate poverty and terrorism, well paid NGO officials
try to increase misery and poverty, by supporting terrorists, when they
are about to be confronted. “
LTTE fronts and agents have been spreading disinformation about Sri
Lanka that it is not easy to find out about the real situation in Sri
Lanka.

LTTE is a deadly terrorist organisation and drastic action is needed
to curtail their murderous, terrorist activities. Additional information

bear in mind that Sri Lanka need to take pragmatic measures to safeguard
the . territorial integrity of Sri Lanka.
