LTTE Fronts Banned – Sri Lankan envoys abroad must now deliver

LTTE and 15 other LTTE fronts have been banned by the GOSL under UN Security Council Resolution 1373 w.e.f 1st April 2014. The order signed by External Affairs Minister Prof. GL Pieris based on recommendations by the Secretary Ministry of Defence and Urban Development as the Competent Authority will hereafter regard persons, groups and entities as committing, attempting to commit, facilitate or participate in the acts of terrorism. The order enables funds, assets, economic resources belonging to or owned by the designated persons and entities to remain frozen until the removal of their names from the designated list. These persons and entities are prohibited from moving, transferring or dealing with frozen assets without the permission of the Competent Authority. The seriousness of the Order needs to now be conveyed to nations where these foreign terrorist organizations and persons are now domiciled. It is now the turn for the diplomatic war to begin and Sri Lanka needs to appraise its envoys on how to take on the next battle.

With the banning of LTTE and associated LTTE fronts we can finally sigh a relief that the Government has done what should have been done immediately following the May 2009 victory.
The order now issued necessitates that Sri Lanka reviews the foreign bans in place by US, EU nations, UK and Canada for there are key provisions under their laws that can enable Sri Lanka to press these foreign governments to take action against the individuals and entities now declared banned.
For instance, the 2006 ban by Canada declares that it will not grant residency to LTTE members on the grounds that they have participated in crimes against humanity. This should immediately demand that Sri Lanka’s envoy takes out these declarations and pursue action against every member now officially banned. If these foreign Governments have banned LTTE they must be asked to follow through on what they have legally passed. Therefore, Sri Lanka’s envoys need to be immediately summoned to Colombo and given a brief on what they need to now do.
Since Australia remains the only country not to have banned LTTE, it is for Sri Lanka’s envoy to rigorously pursue Australia showcasing the activities of the LTTE and fronts in Australia as well as the fact that two of the organizations declared banned is the Tamil Youth Organization and the Australian Tamil Congress. These are all leverage areas that Sri Lanka’s envoys need to now tap.
It is in such times that we can but look at the performance of Pakistan’s Zamir Akram and the eloquent manner he delivered why the US Resolution against Sri Lanka is rejected. His speech was one par excellence and the points covered were relevant to all nations under imperial oppression today. Sri Lanka’s envoys must similarly deliver on the lines of how Zamir Akram spoke for not only did he make Pakistan proud, the entire population of Sri Lanka wished to congratulate him on how he defended Sri Lanka. Sri Lanka too needs more Zamir Akram’s to defend the nation now that the GOSL has taken a quintessential stand. We have had advisors and consultants who were eloquent but their heart is and never was in protecting the country rather than bloating their inflated egos trumpeting their own achievements only. The GOSL would need to seriously address how many amongst their fold are really interested to help protect the unitary, sovereignty and territorial integrity of the nation and the dangers of keeping such people based on the premise that keeping one’s enemy close and fulfilling their personal desires would keep them silent.
There is much that the diplomatic force needs to do and this calls for proactive and energetic lobbying among both Government and Opposition members in the country’s they represent. With these countries banning the LTTE they have in their own legally given provision for freeze on assets, prohibition of funds disbursement, travel bans etc and none of the present lot of LTTE fronts having complimentary passes to walk into the Parliaments of these nations without security clearance should be allowed to now enter. They must be promoted as terrorists and the Sri Lankan envoys now need to get their act together. There is no requirement to be hire fancy PR company’s or foreign agencies to handle communications, Sri Lanka’s diplomats have a very enthusiastic and energetic expat community who have over the years voluntarily stood for Sri Lanka while the diplomatic force had been lethargic in their approach. It is no better a time than now to also utilize them and generate the communication channels needed to ensure that the present lot of LTTE fronts and their leaders no longer enjoy VVIP status among foreign parliamentarians. Moreover, many of these leaders and members are probably holding foreign passports in which case the legal luminaries will need to also consider how best to push these foreign governments to pursue legal action against them for role in terrorism.
The task ahead for the Sri Lankan External Affairs Ministry and its officials is an important one and the approach cannot be defeatist, knee-jerk or defensive. We cannot pursue an ‘unwinnable’ mentality mode.
It is thus suggested that the envoys are appraised on the statements that need to be delivered, the manner that the envoy and officials need to pursue the officials of the nations they represent, what to say and what not to say, how to say and the most important aspect of conveying to these officials, the public in these countries that these entities besides being designated as terrorists have over decades being swindling them through various forms of international illegal activities – credit card scams, penetrating the social welfare systems, manipulating the refugee status, human smuggling, global prostitution etc are just a handful of activities that these organizations have been involved in. It is now time for Sri Lanka’s envoys to take these dossiers and produce them before the foreign parliamentarians and demand that they take action for afterall it is these nations that are insisting that rule of law, due process etc prevails so they must be asked to show by example.

Before Sri Lankan envoys, government and especially the President should deliver more, if he wants to be alive to keep Sri Lanka alive.
Let us accept he CANNOT get rid of PooCouncils because it is his support base and livelihood.
Then he must convert the Eelam Council to a Poo Council at least.
He must do something to frame Kassipu Gepbels and other Terrorists reverends. If he can frame FOnseka he can do it.

Too late action of GOSL. Terrorism,LTTE,and FrontoRganisations are making money by brain washing their own people.
Last 30 yeras they have earned for their next Generations. From may 2009 after end of the war many of them
visited Sri Lanka and Transfered their assests into Sri Lanka with several ways. There is no income as before to
the Front Organisations in western countries. Now there is no threat by LTTE or Front Organisations in western countries to the Tamil community thanks for the GOSL and the soldiers who sacificed their life.

The caption reminds me of my village saying: ” IBBANGEN PIHATU ILLANAWA WAGAI” – ( Just like asking for feathers from the tortoises) We know how well the Foreign Service has been filled with all the “goons”. The days we had a thing called “Foreign Service” were all gone after the late Hon’ble Lakshman Kadiragamar. It was to his efforts and credit that we at least were able to get the LTTE proscribed in many countries. After that achievement, can any one point out any headway we made in the sphere of “International Relations”? If we did “excel” well with a team of honourable and credit worthy personnel in this most important matter of Foreign Relations, much of the troubles given to us by the LTTE rump diaspora would have been eliminated.

Assets of Terrorists & Separatists ought not only be FROZEN but also SOLD (auctioned off) after proof guilt is established. Moneys raised in such a manner ought to be used for common good in Sri Lanka. Such monies ought to be spent for provision of Clean Water to areas affected by CKD by installing Reverse Osmosis (RO) water purification plants, for orphanages, for families rendered destitute by terrorist activities, etc.
Since Terrorism & Separatism are almost always about money/power, the money ought to be removed for good/better purposes.

Apr 04, Colombo: The United States remains firmly committed to working with the people of Sri Lanka to build a future in which all of Sri Lanka’s citizens can achieve their aspirations, its envoy to Colombo said.
“We have been a longtime friend of the Sri Lankan people, in good times and in bad,” the U.S, Ambassador to Colombo Michele Sison said Thursday addressing the Foreign Correspondents Association.
She said the United States upholds its commitment to the people of Sri Lanka through a broad relationship that extends to economic development, education, access to justice, and other activities island-wide.
Speaking of the U.S.-led resolution at the United Nations Human Rights Council, the envoy said the U.S. concerns regarding the lack of reconciliation and accountability in Sri Lanka, ongoing human rights issues in the north and east, and attacks against journalists and religious minorities have not been addressed five years after the end of the war.
The U.S. for the third time sponsored a resolution on Sri Lanka at the 25th session of the UNHRC. The resolution was adopted with a majority of 11 votes in the Council last month.
This time the resolution requests a comprehensive investigation, to be undertaken by the Office of the High Commissioner for Human Rights, into alleged serious violations and abuses of human rights and related crimes committed in Sri Lanka, by both sides, during the 2002-2009 period covered by the Lessons Learnt and Reconciliation Commission report.
She said the resolution does not preclude the domestic process, but is meant to support a genuine, credible, and transparent domestic process and the UN High Commissioner’s investigation can and should support the government’s own efforts to fulfil the recommendations of the LLRC.
“We encourage the Government of Sri Lanka to take heed, to fulfill its own obligations to its people, and to take meaningful, concrete steps on reconciliation and accountability. This reflects genuine concern on the part of the United States for all communities in Sri Lanka. We also encourage the Government to cooperate fully with UN mechanisms,” the envoy said.
The Ambassador said the reconciliation is a lengthy process and must be started in earnest as soon as possible.
“We believe that creating economic opportunity must go hand in hand with political reconciliation.”
She stressed that the U.S. and all others who supported the Sri Lanka resolution at the UN Human Rights Council sent a clear message that the international community is committed to working with the Government of Sri Lanka to promote greater peace, stability, and prosperity for all citizens of Sri Lanka.

Under this ruling the purpose and motivation of the Tamil National Alliance should now be questioned. If their manifesto still contains language for the formation of Eelam then shouldn’t this rather dubious political body be treated in the same manner as LTTE?
For every practical purpose the Tamil National Alliance aka TNA takes orders from New Delhi and Chennai rather than confer with Colombo. Supports fully the Tamil Diaspora, Has repeatedly supported the decisions of Navi Pillai and the UNHRC against Sri Lanka and has echoed to the last syllable the same demands of LTTE. Why on earth is this ‘voice of the LTTE” even allowed to function?
Charges of conspiracy to form Eelam, to charges of being the political body of the former LTTE should be brought against the TNA. the TNA should be facing the courts of Sri Lanka for sedition.

H.L. D Mahindapala wrote in one of his article about the Vadukoddai Resolution. He had this to say :
“The Meaning And The Power Of The Vadukoddai Resolution
“By 1976 Jaffna had gone to the extreme end of mono-ethnic politics from which the Tamil leaders could not backtrack. Besides, having promised to go down he path of finding a military solution they could remain in the democratic stream only nominally. (August 04, Melbourne, Sri Lanka Guardian) After Velupillai Prabhakaran went down in waters of Nanthi Kadal, between the night of 17th and the morning of 18th May, the Vadukoddai Resolution has lost its political rationale and its power to generate high-intensity violence. Nevertheless, historically it remains as the official starting point of Jaffna-centric violence. This Resolution was passed on May 14, 1976 in Vadukoddai, the electorate of S. J. V. Chelvanayakam, the father of Tamil separatism. The last paragraph in the Vadukoddai Resolution declared that the ruling elite of Jaffna (of course, led mainly by the Vellahlas) had given up the parliamentary path of non-violence and decided to seek a military solution. In short, in the Vadukoddai Resolution the Jaffna elite declared war on the nation on May 14, 1976.
Primarily, the Vadukoddai War was about capturing (1) territory and (2) power. The Vadukoddai War was launched by the mono-ethnic extremists of the north to impose their demand for establishing a mono-ethnic enclave with powers of a separate state. No elected state operating within internationally recognized borders could/would surrender to such extremist demands.
At the bottom of the Sri Lankan conflict is this demand for (1) exclusive territory for one minority, excluding all other communities and (2) powers of an autonomous state outside the legally established constitution. The Vadukoddai War and the public discourse have been mainly on these two issues with a band of theorists weighing in to delegitimize and dismantle the centre, particularly the constitution, with a view to legitimize and strengthen the periphery. The Vadukoddai War was to achieve these two objectives through military means”.
Questions : Why is the Vadukoddai Resolution still in place ? Why hasn’t the TNA officially revoked it on behalf of the Tamils of Lanka so that all Tamils can live in amity with the rest of society in Lanka ? Who keeps the pot boiling and for what reasons ?

US will not criticize a “democratic decision” by the Scots, although the “democratic decision” by the Crimeans to secede from Ukraine is roundly criticized!

What will the US stand be when South Western United States tries to SECEDE to form the vaunted Hispanic nation of Republica del Norte, and the Confederate sysmpathizers in the South Eastern United States try to resurrect the Confederacy?
If HISTORY teaches us ANYTHING (eg. the example of the US’s own Civil War to preserve the Union), HYPOCRISY will prevail AGAIN and the United States will go to war against the secessionists to preserve the Union.
I certainly hope that the US will be able to PRESERVE its integrity as one country, but I also hope that US will end its DOUBLE STANDARDS and HYPOCRISY in dealing with other countries and help other countries do so as well, and in particular, END its WITCH-HUNT against Sri Lanka!
The PAIN that is sent around by the US to others can indeed come around to the US as well!

U.S. will not stand in way of Scottish independence: Salmond

NEW YORK (Reuters) – The leader of Scotland’s separatist movement predicted on Friday that the United States would not try to stand in the way of the breakup of Britain, Washington’s staunchest ally for decades, if Scots vote for independence at a referendum this year.
Instead, the Obama administration could use the reasonably orderly debate in Britain about Scotland’s future as an example to other countries facing constitutional crises, said Alex Salmond, the separatist leader who heads the Scottish National Party and who is Scotland’s first minister.
“I don’t foresee pressure. I don’t think that is what the United States would want to do,” Salmond told Reuters. “There are certain principles involved here. One is the principle of self determination. Secondly, the principle of a consented and peaceful process.”
Pro-independence campaigners have long lagged in opinion polls behind supporters of maintaining Scotland’s 307-year-old union with England. But Salmond’s nationalists have closed the poll gap slightly ahead of the vote in September.
A March 20 poll showed that around 40 percent of Scots plan to vote for independence in this year’s referendum while 45 percent intended to vote against it.
Such surveys have begun to be noticed by U.S. policymakers, who had previously presumed the unionists would win easily, said Heather Conley, of the Center for Strategic and International Studies think tank in Washington.
Salmond said U.S. government officials had made public comments holding up the Scottish referendum process as an example of how to air separatist sentiment, as opposed to the abruptness of the recent Crimean referendum held in the shadow of Russian troops.
Russia’s annexation of Crimea has not been recognized by the United States.
“The referendum in Scotland is an agreed, consensual, democratic, consented process,” said Salmond, who was visiting New York to promote Scottish business and culture. “Who knows? It might become a template for how the world should conduct these matters.”
Debate over Scotland has been mostly civil, and the British government of Prime Minister David Cameron agrees with holding the referendum but it strongly opposes the independence campaign and warns that Salmond’s idea that Scotland could keep using the British pound after independence is badly flawed.
NATO, NUCLEAR SUBS
In the United States, government officials have started to worry about the possible dissolution of traditional ally Britain and plans by Salmond to throw Britain’s Trident nuclear submarine fleet out of the Faslane naval base in western Scotland.
“The main questions on the U.S. side have so far been on the security front. On the idea of what’s going to happen on the nuclear deterrent because obviously the U.S. has a large vested interest in the nuclear submarine capacity,” said Fiona Hill, a senior fellow at the Brookings Institution think-tank in Washington.
Salmond said U.S. officials had been balanced on the Scotland issue so far. “America, through the administration, has quite rightly adopted a platform of studied neutrality,” he said.
A veteran of the British parliament in London as well as the devolved Scottish parliament in Edinburgh set up in 1999, Salmond was a strong critic of Britain’s role in the Iraq war.
He acknowledged that while the debate over Scottish independence has been mostly constructive, there has been an explosion of online abuse between backers of union with England and Scottish nationalist “cyber-nats,” who launched a campaign against singer David Bowie for calling on Scotland at a music award ceremony not to break away.
Salmond urged an end to the online bitterness.
“You say, ‘Right look. Everyone raise your game. Do what you should do. Let’s live up to this debate,'” he said.
He said claims that Scotland’s more than 5 million people would suffer economically under independence are “just a hotchpotch, a ragbag of fears, smears, scare stories, some of them ridiculous, some of them with the attempt to be credible.”
Companies and business groups have warned that Scotland could lose jobs if it splits from Britain, but Salmond’s campaign received a boost last week when The Guardian newspaper quoted an unnamed British minister as acknowledging that London would eventually agree to let Scotland use the sterling currency if it became independent.
