An Open Letter to His Excellency, Mr. Mahinda Rajapakasa (Ex-President of Sri Lanka); and Honorable Members of UPFA Central Committee.

Dear Sirs
It is with great admiration that I commend His Excellency Mr. Mahinda Rajapaksa for standing for the parliamentary elections 2015 to save our country from the impending ‘Arab Soring’, planned by the current govt. I am also equally in awe of the relentless efforts of the UPFA Core Committee (Messrs.’ Wimal Weerawansa; Susil Premajayantha; Priyadharshana Yapa; GL. Peiris; Nimal Siripala de Silva; Dinesh Gunwardana; Vasudeva Nanayakkara; and others) for going through the arduous journey to obtain UPFA nominations to Mr. Rajapaksa.
Despite Mr. Sirisena’s imprudent speech and the return of CBK to support the UNP, I am convinced that the UPFA has a chance for an unprecedented win at the August election. The electorate appears eager to reset 8 January outcome after experiencing the 150-day disaster of ‘Good Governance’ of the current govt. The road to victory, which has just begun, however, is still arduous and needs to be managed with great astuteness. In addition to Mr. Sirisena’s negative predictions, the media appears to be biased against the UPFA, to keep up with PM’s directive of ‘Controlled Censorship’, to safeguard their licenses. To counter a prejudiced media is a serious challenge to the mistreated party in an election. Also the ground reality has changed remarkably from that of 2010, perhaps due to the defeat of terrorism. The age-old UPFA policy of ‘Ahimsa’, and non-refutation of allegations according to Buddhist principles do not work in the modern day electorate. Silence is often misconstrued as guilt and a cover up. These days, people are more informed of their rights and privileges, and likely to be influenced by media misinformation as at 8 January election. Mere motherhood statements and rhetoric on winning the terrorist war alone will not be sufficient to cross the line. In order to overcome the above difficulties, I believe, UPFA needs to have a catching, slogan, firm policies and a strong manifesto.
Policies – It is to be expected that the opposition will continue with the un-substantiated allegations (mud slinging campaign) although people are tired of unproven claims. Yet mud generally can stick if unchecked as it did on 8 January. In order to overcome this strategy in its tracks, UPFA needs to inform the electorate at the outset that spurious character assassinations and unsupported allegations will be severely dealt with through the legal system. UPFA MPS too need to comply with this policy. Also, avenues available to mitigate this risk of character assassination through the Commissioner of Elections need to be explored.
Manifesto – UPFA needs to make use of the Manifesto to overcome the fears currently peddled by the opposition. These fears include the rejection of the recent salary/pension increases; dishonoring price reductions; and the withdrawal of fraud and corruption investigations; in the event of a UPFA win. It needs to be made clear to the electorate that the salary/pension increases and price reductions given by the current regime (however burdensome to the economy they can be) will be retained and alleged fraud investigations will be continued through the legal system. The politburo FCID will be dismantled and the full force of law would be brought against the perpetrators of unsubstantiated allegations. The Central Bank fraud will be handed over to a legally appropriate investigation.
Specific statements should be made on Governance and rule of law. In this regard the Manifesto needs to include timelines for appointments to the Commissions in the 19th Amendment. Further suggested inclusions are a code of ethics for Ministers and MPS; electoral reforms; measures for honesty and integrity of the public administrative system; open govt., with regular press conferences on govt. policies/progress/Issues etc.
Other items that are of benefit to be included are the proposed development targets and an assurance on the preservation of public enterprises. The non-aligned foreign policy and the position on 13th Amendment – (Police and Land Powers) need to be included with a pledge to retain the sovereignty and security of the country. Attention should be drawn to the fact that reconciliation with minority parties will be within the constraints of a unified country. In terms of the external UNHRC Investigation, it needs to be added that an internal investigation will be undertaken with UN ‘experts’ as observers provided information on allegations, which are now protected for 20 years are released to the Sri Lankan Government.
I believe that a Manifesto distributed to the electorate in print form has the potential to negate the lack of a broad media support and the cheap faceless Facebook tweets against the UPFA.
It should be mentioned that Mr. Sirisena’s January 8 Manifesto was comprehensive and clear as to what the electorate can expect from a Regime Change. This manifesto did contribute in no small measure for Mr. Sirisena’s victory on 8 January.
I would appreciate if you would take the above suggestions on board to give UPFA the best chance of victory at the August election.

MR now depends more & more on patriotic Sinhala votes only. This is the MOST important thing he & his team should realise & should do all he can to get to those as many as possible. Like in January all minor votes will go in bulk to Ranil.
If any upcountry votes come they will somehow come through Thondaman. Although other Tamil votes will go to TNA & other separatist parties, those MPs will support Ranil so they are TNA or UNP won’t matter. Therefore come out strongly to get all patriotic votes,tell that MR will abolish 13A;MR has the ultimate laugh here ,he himself came out telling that it was indian RAW who masterminded his downfall (& continuing to do so) & this is most probably his last election campaign, so he does not have to depend on their benevolence in future. He should make his prime determination to abolish 13A or so to have the last laugh on the indian conspirators.MR please go when you do, making your mark indelible in our history! BUST UNP’s PC game plan for October
Maru Sira with Run-nil plans to DISSOLVE ALL PCs in October and hold elections on a single day. Thereafter only his men will rule in PCs. He knows he will LOSE the parliament so he wants a powerbase in PCs and do FULL DEVOLUTION to do his YAAPA(LA)NAYA. ALL popular UPFA PC members will be in parliament unable to contest AGAIN in 2 months.
ALL popular pro-MR PC members will be in parliament by August 17th. PCs offer nothing good after that (not that they offered much anyway). Manipulated by Maru Sira, CBK and UNP goons, PCs with FULL DEVOLUTION will work against the parliament. UNP also plans to BRIBE TNA in parliament and join them by giving FULL DEVOLUTION to VIGGIE. SCRAP them before that.
Destroy UNP’s plan to win TNA support in parliament.

That is all the more reason to campaign strongly to bring MR & the UPFA into power and get as close to 2/3rd majority.
It is also why campaigning against the PCs must happen after the GE. The PCs members are doing all the ground work for MR. MR/UPFA needs all the support it can get. You cannot throw out this important power base by telling them that they will be out of a job (if MR were to take the abolish 13A route as a slogan). The reason MR even got a nomination and that 99% of the SLFP is with MR (as admitted by Puppet himself) is because of the PCs and other strata of the party back support MR. All the MR ralley’s -who organised them? -Who provided funding? The PCs.
What can be done is use the full devolution to TNA/Northern PC as a POWERFUL election slogan to underline the threat Puppet and the UNP pose. The Northern PC must be painted as EVIL, while the other PCs as “ok” things. USE THEM to the max.
The removal of the 13A can start SMALL rotating around just scrapping Northern PC racist junk because they want to use it to undermine the war victory and create their racist separate state and that is the plan of Puppet & UNP. Toss in what they did in 2001 to help emphasis the point. Jumping to full removal of 13A (a right thing to do) now will be suicide for the MR campaign for reasons i have outlined above. If a small fire is set regarding the PCs/13A BUT based purely on the Northern PC and the racist Viggie ONLY it will get HUGE votes for MR. Then after the election it can be expanded for the whole lot. For NOW the PCs are needed. By asking MR/UPFA to launch their campaign on scrapping the PCs/13A now will be suicide.

That is all the more reason why MR must USE THEM to the MAXIMUM for the GE. As he has all the PCs supporting him currently (minus NPC and EPC) let him benefit them. Then scrap them.
They are the reason the SLFP is with MR.
They are the ones doing all the campaigning at the grass roots level.
They are the ones using their PC funds to promote MR.
MR is benefiting from them. Talks of removal of all of them will undermine MR significantly. If MR/UPFA can use them to squeeze out every possible vote to get as close to 2/3rds he can then scrap them easily afterwards. THINK carefully about this. Do you want MR to shot himself in the foot before his campaign even begins.

I totally agree with Lorenzo,
Once MR get his grass root leaders into the parliament, their jobs are secured. Hopefully he will not be reluctant to say good bye to 13A.
With that My3’s next dream will get vanished.
But can President over rule such a resolution bring forward by the Parliament? RAW will force My3 to do that…

Now is the time for the Sinhala diaspora to form a group and show our support for President Rajapaksa. This open letter by Janaki is excellent! Groups like WAPS, SPUR and Patriots for Unitary SL and others must band together and sign a letter or petition to MY3 from our people. He must know of our support for MR.The Sinhalese must get organized as soon as possible. Hassina’s petition was very successful. I think she can formulate something we can all sign.

Totally DISAGREE with Lorenzo!
The post-election plan is to make the PCs irrelevant by re-integrating the North and East with Buddhists and Muslims so that these areas roughly reflect the demographics of the country as a whole. Using Colombo Port City as a model, reclaim land from the sea in the North and East, starting with Trincomalee, and then expand from these developments by abolishing the racist Tamil land laws (Thesawalamai Pre-emption).
We have to completely take away the incentive to separate, and this can only be accomplished by re-integrating the North and the East. Abolishing the PCs does nothing to stop a new LTTE movement since those areas would still be mostly Tamil even if there is no PC.

13A should be scrapped, and it will be ditched automatically if the DISTRICT is offered in MR’s/UPFA’s Manifesto as the NEW PERIPHERAL UNIT with a promise to have Parliamentary moves commence in the 1st month after Elections, and accomplished within one year. This has been suggested in Neville Ladduwahetty’s article on the “Unfinished Unitary State” (The Island, July 14, Features), that has languished and permitted the nation’s suffering over the war years and now through the 5yr post-Eelam war without any respite. The people will back MR/UPFA fully, for they have had enough of the fraud, mess and incompetence created post January 8, 2015 with the ‘100-Days extended to 150’.

Yes, the MR/UPFA TEAM MUST CLEARLY UNDERSTAND THAT THE LAST ELECTION WAS WON BY THE UNP BECAUSE THE UNP LIES AND PROPAGANDA WERE BELIEVED ONLY BECAUSE THEY WERE NOT EFFECTIVELY COUNTERED.
MR’s team thought that the very visible development that had taken place in Sri Lanka in the short spell of 5years post-Eelam war would convince people of the need to vote for him over MS who had little or nothing on record to show leadership of the sort needed to move a country rapidly forward in economic and social as well as infrastructure development. They neglected the Public Relations aspects and and took for granted that the visibly extensive infrastructure and transport development work that had been carried out and was all there for people to see, would make them reject the UNP Propaganda. IT DID NOT HAPPEN! The false stories and gossip won the day.
DO NOT LET IT HAPPEN AGAIN THIS TIME. Put in place a reliable RAPID RESPONSE group to handle Social Media especially and clip all the gossip and lies in the bud.

5. Then MR’s cabinet ministers will have to fight with PC ministers because PC ministers will NOT do what MR’s team wants. And the president will support PC clowns.
6. Then USING the PC muscle, Maru Sira and UNP will dissolve PRATHESEEYA CHAPAI, etc. and get their clowns elected to them as well.
7. This way they will capture all grassroots levels.
8. After 1 year Maru Sira will dissolve parliament when parliament, PCs and local bodies are AT A FIGHT. With all grassroots support they will win.
This was CBK’s plan in 1993 and she won. SAME thing will happen if we allow 13 amendment to go on.

IF each province has a CHIEF MINISTER and a CABINET OF MINISTERS, why should they integrate?
Make them all DIRECTLY DEPEND on parliament in KOTTE, then it will force them to integrate or die.
13 amendment is the ONLY VICTORY LTTE won. SCRAP it now!! Complete the war we started from Mavil Aru in KOTTE.

He can’t dissolve Parliament after 1 year. Don’t you know that? Because the 19A changed that. Under the 19A Puppet can only dissolve Parliament after 4.5 years of its 5 year sitting under the 19A. You are an expert on the 19A you quote pieces of it often but you seem blind to this part. The one year dissolving ability of the President was scraped.

This is also why i say MR should target the NPC and the racists there -link in their activities to the LTTE, separatism, undermining the war victory, the bogus UN report to punish our soldiers and how Puppet/UNP is behind and supporting these moves and as “proof” remind people what Ranil did in 2001-2004.
The Anti-13A campaign should start with the focus being just on the NPC for its ugly activities as perfect picture of Tamil racism and the threat it poses to the country and how are hard fought victory will be turned to ash and the LTTE will basically have won. This will get MR/UPFA HUGE a number of votes. It will rob the JHU of their vote completely (in January PE many people who did not trust UNP and TNA felt “safe” to vote for Puppet because of the JHU’s presence giving a security guarantee and promise of protection of the war victory -which all turned to crap) in turn undermining the Puppets/UNPs attempt to use groups like JHU/JVP/BBS to eat away at Sinhala votes which would go to MR.
Once MR secures 2/3rds (or close to it) he can the SCRAP 13A in full. Up the ante of his anti NCP segment to the whole thing.
Puppet can’t do anything to stop MR nor can he dissolve Parliament. Under the 19A Puppet can ONLY dissolve Parliament in February 2020. As the 19A states Parliament has a session of 5 years and the President can only dissolve it after just 4.5 years of its sitting and that too if the Prime Minister agrees.
Besides if MR gets 2/3rd (or close to it) he can toss this Puppet out!

MR’s biggest mistake was listening to that idiot Basil more than GR.
He went around hunting for the racist votes of Tamils (and other tyrannical minorities SL has the misfortune of having to deal with such squatters) who are nothing more than extortionists while taking the Sinhala vote for granted.
Many people told MR to fill the North and East with Sinhalese (so many landless, impoverished Sinhalese live difficult lives in the overpopulated “south”) but he obsessed after Tamils because he took the advice of that crook BR.
Had Sinhalese been filling the N & E it would have boosted his election prospects before and now. Furthermore what is to stop another Puppet or Ranil like figure become President/PM ruler deep into the future?
The BEST guarantee against separatism is filling the N & E with Sinhalese to tilt the population ratio in favour of Sinhalese. Because even if some bogus “devolution” BS is done in the future (the risk of a Puppet and Ponil coming to power one day still exists) the threat of separatism is eliminated for sure.
All the money wasted on the North and East should have been spent on Sinhalese or should have been (and should be in the future) based on making sure EVERYONE benefits. Government policy on any “investment” and “development” and general spending for basic facilities/utilities on the North and East (as well as a whole) must come with the condition: “must benefit communities”. This way money won’t be wasted on worthless Tamils racists and their apartheid enclaves and it can be justified under “reconciliation” nonsense as a way to bring people together.
Soldiers and their families MUST BE REWARDED with lands and property in the North and East. Any so called “development” must benefit them and ensure their families have good futures, lands and wealth. They fought hard and sacrifice so much to unify SL and defend SL they are ENTITLED to what they fought hard for to protect. That IS REAL “reconciliation” where Sinhalese who sacrificed all for the country are rewarded, not the foreign, European imported “minority community” barbarians who tried to destroy SL.
Anyway i digress. MR foolishly listened to BR than GR. I feel he’s learnt that lesson though as BR did not get a nomination.

The Jan 8 election was lost by MR also because of FRAUD (see articles on the subject by Dilrook Kannangara & Ajith Randeniya in the Lankaweb).
What is the MR Coalition doing this time to PREVENT a recurrence of the similar type of FRAUD in the Aug 17 Elections ? It would be senseless to plan well if Fraud is going to happen yet again, ensuring another Fraudulent win for the other side !
Also, when Lanka remains Non-Aligned and acts in her own best Economic and Growth interests, there are large foreign countries who do not like what GoSL does. How do we approach that problem and convince these Others that what we do will benefit the entire region as well as the rest of the world ? This has to be done BEFORE a project starts, or else they will pounce on GoSL afterwards, as they have done before.

Many commenters in this forum requested MR to rehabilitate the 25,000 Sinhalese that were ethnically cleansed from the NORTH. He did not listen, he had a swollen Head at that time. SO TAMILS DID NOT GIVE HIM ONE VOTE, EVEN THOUGH BASIL BOASTED THAT 90% OF THE MONIES RECEIVED FOR DEVELOPMENT WAS SPENT ON THE NORTH. Basil made this statement, hoping that it will get into the skin of the Tamils, and they will be very grateful for that. Basil came a cropper. Basil cheated the Sinhalese people. Basil paid for his follies. Made MR too pay for it. They deserved it. The Muslims too should have been rehabilitated.
But now, people realize that the known Devil is better than the unknown Devil. So MR should remove his Head and keep it in the kitchen, and put on a BRAND NEW HEAD WITH HUMILITY AS THE GUIDING LIGHT. If people see that, MR is sure of the Highest Seat of Governance.
