Your Excellency

ƒÆ’-¡ƒ”š‚  Most of the Developing countries ƒÆ’-¡ƒ”š‚ of today got their independence after the second world war.ƒÆ’-¡ƒ”š‚  They depended on their rich colonial rulersƒÆ’-¡ƒ”š‚  for their development.ƒÆ’-¡ƒ”š‚  Though the wealth of these Colonial rulers came through the exploitation of the ƒÆ’-¡ƒ”š‚ colonies theyƒÆ’-¡ƒ”š‚  were not generous in helping their former colonies to develop into self sufficient Sovereign States.ƒÆ’-¡ƒ”š‚ 

ƒÆ’-¡ƒ”š‚ Aid for developing countries came from USA with conditions to discourageƒÆ’-¡ƒ”š‚  Communist or Socialist influence..ƒÆ’-¡ƒ”š‚  USA established the IMF which gave loans ƒÆ’-¡ƒ”š‚ laying down rules to develop the countries according to their plans.ƒÆ’-¡ƒ”š‚ 

ƒÆ’-¡ƒ”š‚ All the Aid programmes of USA and the wealthy West were aƒÆ’-¡ƒ”š‚  ƒÆ’‚¢ƒ¢-¡‚¬ƒ…- ƒÆ’-¡ƒ”š‚ debt trap ƒÆ’-¡ƒ”š‚ ƒÆ’‚¢ƒ¢-¡‚¬ƒ…- for ƒÆ’-¡ƒ”š‚ the developing Nations. They use these Aid programmes as threats for the developing countries to stay within their circle of influence.ƒÆ’-¡ƒ”š‚  Any country which were acting against their interest were punished by trade embargos, and sanctions.ƒÆ’-¡ƒ”š‚  Often without concern for the suffering of men women and children as it happened in Iraq where large numbers of children died due to lack of medicine resulting from the American sanctions.

ƒÆ’-¡ƒ”š‚ USAƒÆ’-¡ƒ”š‚  used its dreaded CIA to change regimes which ƒÆ’-¡ƒ”š‚ did not follow their system of government. In 1950s USA through its CIA removed the President of Guatemala Jacobo Arbenz, Salvador Allende in Chile, Mosaddeq in Iran and Patrice Lumumba in Congo. Many are the developing countries that suffered under USAƒÆ’‚¢ƒ¢-¡‚¬ƒ¢-¾‚¢s Foreign Policy, which was planned to thwart the development of ƒÆ’-¡ƒ”š‚ third world countries, and punish those dare not accept their dictates. USA did not assist in theƒÆ’-¡ƒ”š‚  development of the third world countries, but put barriers to their development.

ƒÆ’-¡ƒ”š‚  Now USA uses its CIA ƒÆ’-¡ƒ”š‚ more discretely for regime change, ƒÆ’-¡ƒ”š‚ as it has found a new means to do the same by resorting to Human Rights, Accountability, war crimes, and war tribunals as arms to interfere in to Sovereign States, and stop their development and progress.ƒÆ’-¡ƒ”š‚  USA uses the UNO and its different agencies to punish countries. USA stopped its budgetary contribution to UNESCO because it dare accept Palestine as a MemberƒÆ’-¡ƒ”š‚  State. ƒÆ’-¡ƒ”š‚ ƒÆ’-¡ƒ”š‚ 

ƒÆ’-¡ƒ”š‚  Today, USAƒÆ’-¡ƒ”š‚  has adopted its Foreign Policy not to counter Communism,ƒÆ’-¡ƒ”š‚  butƒÆ’-¡ƒ”š‚  to establish a political strategy to assert its leadership againstƒÆ’-¡ƒ”š‚  rival powers such as China and Russia. It does not allow the development of multiethnic countries, and resort to balkanising them.

Human Rights Watch, Amnesty International, International Crisis Group, International Jurists, Media Forum now take the place ofƒÆ’-¡ƒ”š‚  former covert intervention by the CIA.

ƒÆ’-¡ƒ”š‚  Sri Lanka is a country which is onlyƒÆ’-¡ƒ”š‚  seeking to develop itself and bring progress into the country and happiness to the people after suffering under a ruthless terrorism for nearly thirty years.ƒÆ’-¡ƒ”š‚  But USA and the International Community instead of supporting ƒÆ’-¡ƒ”š‚ the democratically elected ƒÆ’-¡ƒ”š‚ government in place in Sri Lanka and help in its development projects, which would assure its reconciliationƒÆ’-¡ƒ”š‚  process, support the pro-terrorist expatriate Tamil groups and Associations such as the Global Tamil Forum to divide Sri Lanka to set up a separate Tamil State.

ƒÆ’-¡ƒ”š‚ President Barack Obama has not changed the aggressive self-serving Foreign Policy of the USA State Department, but unfortunately made it worse.

ƒÆ’-¡ƒ”š‚ ThereforeƒÆ’-¡ƒ”š‚  Your Excellency, I as an ordinary citizen of Sri Lanka, pray you not to be a partner to this deplorableƒÆ’-¡ƒ”š‚  plan of the USA State Department ƒÆ’-¡ƒ”š‚ and be defiant to say NO to the USA Resolution against Sri Lanka that it is proposing to present at this session of the UNHR Council.

ƒÆ’-¡ƒ”š‚ Trusting in you to stop this objectionable attitude of USA towards a developing country, by refusing to vote for the USA Resolution against Sri Lanka,

ƒÆ’-¡ƒ”š‚ Your Excellency,

ƒÆ’-¡ƒ”š‚  Sri Lanka stands accused by USA demandingƒÆ’-¡ƒ”š‚  accountability for its legitimate right of eliminating a ruthless terrorist Group that devastated the Country, massacred innocent people, assassinated, aƒÆ’-¡ƒ”š‚  President of Sri Lanka, its Ministers, Security Officers, Intellectuals, an Indian Prime Minster, an Army Commander,ƒÆ’-¡ƒ”š‚  and gravely wounded the Commander of the Armed Forces, and a President.

ƒÆ’-¡ƒ”š‚  USA considers Sri Lanka a violator of human rights for having eliminated terrorism militarily, and considers its Armed Forces are responsible for the death of 10 to 40000 Tamil civilians in the last phase of itsƒÆ’-¡ƒ”š‚  military operations against terrorists.ƒÆ’-¡ƒ”š‚  In making that exaggerated assessmentƒÆ’-¡ƒ”š‚  USA State Department, conveniently ƒÆ’-¡ƒ”š‚ leaves out the humanitarian acts of the Armed Forces during that war ƒÆ’-¡ƒ”š‚ risking their livesƒÆ’-¡ƒ”š‚  to rescue 300ƒÆ’-¡ƒ”š‚ 000 Tamil Civilians from the terrorists who were keeping them as human shields.

ƒÆ’-¡ƒ”š‚  The prime Mover of this accusation against Sri Lanka is the US AssistantƒÆ’-¡ƒ”š‚  SecretaryƒÆ’-¡ƒ”š‚  of State for South and Central Asia Robert OƒÆ’‚¢ƒ¢-¡‚¬ƒ¢-¾‚¢Blake, who when he was the Ambassador of Sri Lanka had very close contact with the hierarchyƒÆ’-¡ƒ”š‚  of the Sri Lanka terrorists.ƒÆ’-¡ƒ”š‚  For him they were rebels, and he opposed a military solution against terrorism in Sri Lanka, and made every effort to stop the military operations. It was said that the USA was planning a Commando Operation ƒÆ’-¡ƒ”š‚ to take the terrorist hierarchy to safety.ƒÆ’-¡ƒ”š‚ ƒÆ’-¡ƒ”š‚  It was that failure, which is the reason for the present USA resolutions againstƒÆ’-¡ƒ”š‚  Sri Lanka.

ƒÆ’-¡ƒ”š‚  As a Sri Lankan I am so sadƒÆ’-¡ƒ”š‚  that my poor country and its people that suffered nearly 30 years of terrorism, which was finally removed by a very competent government with a heroic Armed ForcesƒÆ’-¡ƒ”š‚  to give us peace and a new lease life, is being relentlessly accused for violation of human rights, and war crimes .

ƒÆ’-¡ƒ”š‚  The US State Department has admitted that it does not put all terrorists in to the same basket.ƒÆ’-¡ƒ”š‚  Therefore, for the US State Department those who take arms against the ruling government andƒÆ’-¡ƒ”š‚  massacre and terrorise the people and assassinate the Ministers and Government Officials ƒÆ’-¡ƒ”š‚ are only rebels, andƒÆ’-¡ƒ”š‚  only those who takes arms to terroriseƒÆ’-¡ƒ”š‚  Americans are the only ones ƒÆ’-¡ƒ”š‚ who deserve to be calledƒÆ’-¡ƒ”š‚  ƒÆ’‚¢ƒ¢-¡‚¬ƒ…- terroristsƒÆ’‚¢ƒ¢-¡‚¬ƒ”š‚.

ƒÆ’-¡ƒ”š‚  It is a very dangerous assumption, which would be aƒÆ’-¡ƒ”š‚  means forƒÆ’‚¢ƒ¢-¡‚¬ƒ”š‚ change of regimesƒÆ’‚¢ƒ¢-¡‚¬ƒ”š‚ in developing countries, by arming rebels against a government in power.

ƒÆ’-¡ƒ”š‚ This move of the US State Department has come to be criticised and condemned by none other than a USA Congressman Mr. Eni F.H. Faleomavaega at the US House Foreign Affairs Subcommittee hearing on Asia and the Pacific held on 26 February,2013.

ƒÆ’-¡ƒ”š‚  I make this appeal Your Excellency, to you to be honest to yourself and speaking to your own heart to understand the wrong US State Department is doing to my country Sri Lanka, and NOT vote for the US resolution against Sri Lanka.ƒÆ’-¡ƒ”š‚

    “Geneva, March 09 (KMS): Kashmiri representative, Mrs Shamim Shwal has apprised the United Nations Human Rights Council (UNHRC) about Indian atrocities against the people of occupied Kashmir. Mrs Shamim Shwal addressing the 22nd session of the UNHRC in Geneva on behalf of the International Muslim Women’s Union pointed out that despite accepting the recommendation to put a moratorium on death penalty, during the 2nd cycle of UPR in September 2012, India hanged a Kashmir youth, Mohammad Afzal Guru in New Delhi’s Tihar Jail on February 9, this year.

    She deplored that on one hand an innocent Kashmiri was hanged, while on the other, Indian troops and police personnel involved in gross human rights violation in occupied Kashmir were rooming free because of impunity. She said that the institutional culture of moral, political and juridical impunity in the occupied territory had resulted in enforced and involuntary disappearance of an estimated 8,000 persons, besides more than 94,000 deaths, and disclosures of more than 6,000 unknown, unmarked and mass graves. The last 22 years have also seen regular extra-judicial killings punctuated by massacres, she added.

    She informed the President of the UNHRC that all print and electronic media was under crackdown after Guru’s execution and police and paramilitary forces used brute force on peaceful protesters, who were demanding the handing over of his mortal remains to his family. She said that several person were killed by indiscriminate firing and two person died due the pepper gas used against protesters in old city in Srinagar.

    Shamim Shawl said that all pro-liberation leaders including the All Parties Hurriyet Conference Chairman, Mirwaiz Umar Farooq, and other Hurriyet leaders including Syed Ali Gilani, Shabbir Ahmed Shah and Nayeem Ahmed Khan were put under house arrest and behind the bars.”
