Ranil = Run Nil
Posted on October 29th, 2018

H. L. D. Mahindapala

Right now Ranil Wickremesinghe, the ex-Prime Minister holding the exceptional record of being sacked twice by the presidency, is in a dilemma: he does not know whether to leave or not to leave Temple Trees,” the official residence of the prime minister. The first time he was sacked by the presidency was when he was sitting in the White House. When he walked out into the lawn to meet the press he looked like a stunned tourist lost without a road map. This time he was in Galle and rushed back to Colombo wondering what smart moves he could make to regain the paradise of power he lost.

The best he has done so far is to cling on to the symbol of office which is the official residence of the prime minister – now a lonely place without the accoutrements of power. He obviously believes that if he announces that he is still at Temple Trees” the people will accept him as the prime minister. But the instruments of power have been removed. Even his private secretary has been removed by a Gazette Notification. President Maithripala Sirisena displayed his power by swearing in Mahinda Rajapakse with all heads of Security Forces standing ceremonially behind him. What is more, the pro-Ranil IGP, Pujitha Jayasundara, was summoned to the residence of Rajapakse to make him acknowledge the supremacy of his new master.

So what’s the point of Ranil sitting in a political wheel chair at Temple Trees” hoping to be trundled into power again by someone in the Western embassies who rushed to meet him there? The intervening international power play in this local drama is intriguing. While the Western dip-low-mutts made their presence felt at Temple Trees”, indicating that they were on his side, the Chinese Ambassador, Cheng Xueyuan , accompanied by his diplomatic entourage, brought the greetings of  the Chinese President, Xi-Ji Ping and delivered it personally to Mahinda Rajapakse at his  residence.

This diplomatic line-up indicates that what happened  on Friday night was just not a low-grade street drama in which a papier mache political puppet lost his head. It revealed the potential international dimensions of the removal of a key agent of the West located in a strategic  centre of the Indian Ocean. Ranil is their reliable partner who can be called upon any time to play his obedient role in defending Western interests in the Indian Ocean Region. The Chinese, on the  other hand, know that Mahinda Rajapakse is their ally who can balance Sri Lanka’s national interests with that of China’s string  of pearls. This was confirmed by Ranil in his address to the Oxford Union. He gallantly defended Mahinda Rajapakse’s agreement with China saying that Hambantota was not a base sold out to China.

That apart, the question facing Ranil is almost  Hamletian: to be or not to be at Temple Trees”.  His staying at Temple Trees” is not going to prove anything. His real seat of power is in Parliament. He says that he has the majority in the House. Well, if so he can come back to Temple Trees” if and when he proves it. So why hang on to a powerless chair at Temple Trees”? Why not go out gracefully without being dragged out ignominiously?

He must have seen on TV what  happened to his aggressive ministers who tucked up their political sarongs and ran to capture power at Rupavahini  TV station on the night  of the sacking. Both Mangala Samaraweera and Ranil’s boyish pet, Sagala Ratnayake, gate-crashed into   Rupavahini premises hoping to commandeer the mike and make national broadcasts  about the unconstitutionality of the sacking of Ranil.  The angry staff chased them out and they had to retreat, along with Chatura Senaratna, son on Rajitha Senaratna, humiliated by hoots, cat-calls and obscenities. That scenario aired on TV was a sure sign of  power slipping out of their leader Ranil sitting near the shore of the Indian Ocean and ordering the waves to stop rolling.

Fortunately, the wrath of the  aggrieved people did not explode  into violence. But today the UNPers are planning to bus their catchers” to Temple Trees”, hoping to put up a rival show of mass support to keep Ranil in the official residence. So far the contest of the political rivals has not spilled over to the streets. Will today’s act be the start of a needless confrontation that can mar the image of Sri Lanka achieving the No: 1 status as a tourist destination? Does the nation have to sacrifice its promising tourist trade and stability to protect Ranil’s chair at Temple Trees”? Figures like Ranil can be cut  out of cardboards any time. But the No:1 ranking is not attainable in a hurry. Ranil should do the sensible thing and go  home because, if he is that sure of a majority in the  House, he can always come back.

Ranil, of course, has been the master of farcical political drama. His career spans the most critical phase of the post-independent era. And each time he managed to worm his way into the premier’s seat he has left it in a state worse than the time he occupied it. His greatest claim to fame is that he has been the prime minister four times. But he has now established a new record: the only prime minister to be sacked twice. Which is greater : creeping  into the premier’s chair through the backdoor or getting thrown out through the front door?

Why the backdoor? All four times he became the premier he was not elected with the full consent of the people. The highest number of seats he got was 109 in 2009. He never could cross the winning line and capture the critical 113 seats needed to be the Prime Minister in his own right. In fact, an overall survey of the political landscape will confirm that it was the LTTE that paved the path for him to be PM. If the three iconic leaders of the UNP – Premadasa, Lalith and Gamini – were not assassinated by the LTTE Ranil would never have been considered by the Party as having leadership qualities or the prime ministerial material in him to lead the nation.

Consider, for instance, the first time he became prime minister. It happened in a political vacuum. Two of three key icons in the UNP were assassinated, one after the other, by the LTTE. The first victim was Lalith Athulathmudali who was assassinated by the LTTE at Kirulapone. Shortly after that President Ranasinghe Premadasa was assassinated. Gamini Dissanayake, the third icon, was out of the party, having broken away from President Premadasa.

This was the turning point in Ranil’s career. President D. B. Wijetunga offered the post of premiership to Sirisena Cooray, the General Secretary of the Party. Sirisena was reluctant to take the job. I remember K. N. Choksy, the principal legal advisor to President Premadasa, Sunil Rodrigo, Chairman of Lake House and the present writer meeting Sirisena one night in May 1993 and pleading with him to take the offer. He was given all the reasons why he should step into the shoes of the premier. But he refused stubbornly. He was insisting that it should be given to Ranil. That’s how Ranil became the Prime Minister the first time on May 7, 1993 – through the backdoor and not through the popular will of the people.

However, he was sacked” by the people in the next election. In the meantime, Gamini Dissanayake, the more charismatic and affable leader, in the UNP returned to the Party. It didn’t take long for him to oust Ranil. The back- benchers were behind Gamini. Ranil was defeated in an open contest. That’s the first time Ranil was sacked” by his own party.

The second time was when he barely scraped through the election of       when Chandrika Kumaratunga was President. But he didn’t have the requisite numbers – he had only 106 — to be the Prime Minister in his own right. He had to cut a deal with the Muslim Congress to maintain his majority in the House. Another back-door deal put him in the premier’s seat. Of course, everyone knows how President Kumaratunga sacked him while he was in the White House.

Third time too he became prime minister through the back door. He had only 42 MPs when he insisted on being made the Prime Minister D. M. Jayaratne was already in the seat with nearly 150 MP’s behind him. Issues of constitutionality didn’t bother him one bit. Nor did the NGOs and the Western dip-low-mutts raise any objections. Anyway when he went to the polls he failed again to win a clear majority. He was propped up by other allied parties. The man who came with a bang in 2015 is now fading with a whimper in 2018. All his manipulative gimmicks of strengthening his prime ministerial seat with constitutional deconstruction has failed to secure his seat till the stipulated time defined by him. He now finds that the Presidency is still more powerful than his seat in Temple Trees”. That, in short, is the story of Ranil Wickremesinghe: all his clever tactics (examples: peace deal with Prabhakaran or the 19th Amendment) have ricocheted with invigorated power to knock him down.

However, the battle is not yet over. He has still some life left in him. If the money that bonds the MPs works in his favour he might still return to Temple Trees”. But he must be aware, in his own dim way that the future is not with him. Even if he wins the vote in Parliament when it meets on November 16 he will come out of it limping like a lame duck. The victory that counts is not in Parliament but in the electorate.

If the numbers in the last local government elections are a reliable indicator then what do the tea leaves tell about his future?  The nation is also entitled to ask : What has he achieved by assuming  the leadership of the great party founded by the revered Father of the Nation, D. S. Senanayake? Can he point to one memorable or lasting achievement in his career? Isn’t he going to end up his career as the unpardonable and heinous swindler of the nation who played out the savings of the people? All indicators reveal that his future is as great as that of his trusted partner in peace: Velupillai Prabhakaran. In Ranil’s case, however, it will be a political death. He will leave nothing behind as his legacy except the shameful ruins of his failed policies that never served his party, the nation or even his own self.

Pathetic traitor, to was trying to divide and sell piece by piece of Mother Lanka.

He will burn in hell in addition to the humiliating punishment of losing his arrogant power!!

My3 has given a fantastic speech and if the UNP supporters listen to it carefully, they will gather to chase away Run-nil.

the problem for him is, none of his supporting Western allies will give him a political asylum.

They don’t want to be in his side anymore specially after China greeted MR.

  2. Christie Says:

    Time to stop pointing fingers.

Let us unite and stand up to India and Indian Colonists.

  3. Hiranthe Says:

    I do agree with Christie

“Let us unite and stand up to India and Indian Colonists”

Mody and his clans still in shock it seems. Only Subramaniam Swamy greeted MR from India so far, no one else.

MR and the team should remember this.

Mother Lanka is lucky that My3 made Run-nil run just before he sell Mattala Airport and Eastern dock of Colombo harbour to India.

    “Saved by the Bell”

  4. Dilrook Says:

Ranil has done enormous damage to the nation. However, we must be skeptical about Mahinda too. Remember India hosted Sambandan, Mahinda and Ranil in that order bypassing Sirisena. India will try very hard to push Mahinda to serve Indian interests. If Mahinda keeps singing India is my relative and worship at Thirupathy, we are in deeper trouble.

At this very moment only two people can be trusted to save Sri Lanka – Sirisena and Gotabaya. That is why RAW is after them and only them. Please try to understand this without political affiliation.

RAW did this in 1959. Although SWRD Bandaranaike was supported by India to come to power, they soon found him accomodating China (just like the UNP government did in 1953). He was eliminated and his successor Sirima was totally pro-Indian. RAW did it again in 1991-94. All nationalists were eliminated from Ranjan, Denzel, Lalith, Premadasa and Gamini. We were divided into political camps and hated the UNP for killing innocents in 1989. So we didn’t see RAW’s hand. India paved the way for pro-Indian CBK to assume power. India also attempted on the life of Gotabaya in 2006 and several times on Sirisena. LTTE = India.

We have to be very careful. Those who disrupt Petroleum Corporation activities are playing into the hands of Indian Oil Company. We need to put our national interest first always. Violence and military take over stories only help India.

UNP is preparing a no confidence motion against Sirisena. Mahinda will be opportunistic and foolish to support it. No matter how many time he panders into India, RAW will never trust Mahinda again. If he joins UNP will impeach Sirisena his clan will pay a very heavy price. They will also lose China for good.

  5. Randeniyage Says:

“Ranil has done enormous damage to the nation. ” – fully agree. Time for another man to topple him.

I would wait and see if Viggie joins the duo soon. That is Indian Plan B.

  6. Hiranthe Says:

    I agree with you Dilrook.

But I don’t have a small grain of doubt that MR will join hand with Run-nil to impeach My3. Not because of any love to My3 but he genuinely need the power to reverse the damages done by Run-Nil, and other damages in the making. He has to maintain his image created by him as the protector of Mother Lanka and her assets.

Even if MR wants to take the side of India and implement Indian wish list at personal level, the patriots surrounding him will not let him do it. Gota will be closely watching since he doesn’t want another January 8 to happen out of carelessness and pride of MR exercised prior to January 8 regime change. MR will not take uncalculated decisions any more. In this regard. I am sure that he will consult GR as GR has proved to be a better visionary than MR.

Remember, after attending the Viyathmaga anniversary conference, MR was shocked and out of jealousy or pride declared that Viyathmage was his Mahinda Chinthanaya?. GR aiming not to offend his elder brother, declared later that Viyathmaga was an extension of Mahinda Chintanaya. So, in fear of not making another blunder, MR will definitely consult GR before taking major decisions as he has learnt how matured GR is.

MR has the charismatic aura and people follow him. GR has the brains. He knows it.

At even personal level, I don’t think that MR will lose China for India. He is playing the “Relative” card and “Friend” card for these two powers to keep India happy but he knows that China is a true friend and will not interfere with our internal affairs like India.

MR is more informed about Indian interference on our survival than before as he learnt the bitter way and was exposed to the ground realities during the last three years.

If he had followed the FB posts of our youth and realised how national minded they are becoming day by day, he has to strengthen his patriotism accordingly in order to win them.

Later, once he proved his ability to revive the economy (we all know he will), we all wish him getting rid of the wasteful and dangerous 13A. That is our honest wish.

  7. Sarath W Says:

I too think MR is only a short term solution to the problems facing the country. The biggest problem is the 13A. Only GR can get rid of him by becoming the president at the next election. MR has too many ‘YES’ men to please and he will not go against Indian wishes. GR has the brains, a better work ethic and is not surrounded by selfish fools.

  8. Henry Says:

The most important need in moving back towards democracy-getting rid of Ranil and his like-minded cohorts has been achieved. Now, whether it’s MR or GR, 13A, the ridiculous corruption, wasteful government enterprises and other evils should all be abolished so that the people’s sovereignty will be upheld. The people, on the other hand, should not ignore the injustices of any politician based on hero-worship, or partisanship. The politicians are elected to serve the people, not the other way around. The country will be ever grateful to MR for ridding the country of the menace of the LTTE, but he needs to live up to his image and do what’s best for the country, for the people-so that the Sinhalese, the Tamils and the Muslims can live in peace and harmony. He must realize it is no easy task. He needs the goodwill and the cooperation of everybody in and outside the country. Statesmanship is the need of the hour, and MR has been given another chance to do what’s best for the country. Country before anything and everything else Mr. PM. May all Sri Lankans stand behind him and hopefully bring back the honor, dignity and and prosperity, all of which have taken a sad tumble in the past years, back to Sri Lanka!

You seem to be saying that eery time I submit a comment!!

  11. Ananda-USA Says:

What STRUCK ME THE MOST in President Sirisena’s Address to the Nation on October, 28, 2018 was his ABJECT POWERLESSNESS to halt the depredations off his subordinate, the ERRANT DESHADROHI Prime Minister.

This is a DIRECT CONSEQUENCE of the 19th Amendment that stripped the President of certain powers and gave them to the Prime Minster.

Unlike his PREDECESSOR, President Mahinda Rajapaksa, the AUTHORITY to DIRECTLY DISMISS THE PRIME MINSTER for WHATEVER REASON was unavailable to the President after the passing of the 19A. Instead, he had to resort to an INDIRECT, but ENTIRELY LEGAL & CONSTITUTIONAL STRATEGY, of getting the UPFA to first withdraw from the Unity Govt, thereby dissolving the Cabinet, when its leader the Prime Minister would automatically lose his post creating a VACANCY in the Prime Ministers post. At that point, President Sirisena was empowered by the Constitution to APPOINT a suitable MP, who IN HIS OPINION, has majority support in the Parliament.

Whether the newly appointed PM, Mahinda Rajapaksa, commands majority support among the MPs in Parliaennt will have to be DEMONSTRATED BY HIM when the Parliament RECONVENES on November 16. If he does have that support, and I believe that he will have much more than a majority, even amounting to a 2/3 majority, he can CONTINUE as the Prime Minister.

Nevertheless, we must PONDER what would happen in the HIGHLY UNLIKELY EVENT that Mahinda Rajapaksa FAILS to demonstrate MAJORITY support. What would happen then; what avenues are available to the President to PREVENT RAnil Wickramasinghe demonstrating MAJORITY support and RETURNING as the Prime Minister?

Well, in that event President Sirisena can PROROGUE the Parliament for a longer period of 3 months or so, and CALL FOR NEW GENERAL ELECTIONS. Given the WIDESPREAD DIS-SATISFACTION of the people with the UNP/Yamapalanaya, the Mahinda Rajapaksa-Sirisena DUO can WIN an OVERWHELMING VICTORY and RETURN TO Parliament MUCH MORE POWERFUL than otherwise.

THIS ENTIRE FIASCO IN NATIONAL MIS-GOVERNANCE highlights the following:

    1. The country CANNOT AFFORD to have a WEAK EXECUTIVE PRESIDENCY. Other nations like the USA, France, and Russia have STRONG EXECUTIVE PRESIDENCIES for PRECISELY that REASON.

    2. The country MUST NOT DIVIDE EXECUTIVE POWERS between the PRESIDENT and the PRIME MINISTER. The PRESIDENT is ELECTED by ALL voting citizens of the country, whereas the PRIME MINISTER is elected by a small electroral region. The PRIME MINISTER’s position is SUBJECT to political blackmail by various, often CORRUPT, political segments in Parliament, and he CANNOT govern in the NATIONAL INTEREST.

    3. We MUST REPEAL the 19A (and NEVER PASS the 20A), STRENGTHEN the EXECUTIVE PRESIDENCY MUCH MORE, ELIMINATE the PRIME MINISTER’s POSITION allowing an independent SPEAKER to moderate the activities of the HOUSE of COMMONS.

    4. In view of the ANTI-NATIONAL BEHAVIOR of Vigneswaran and his moves to RESURRECT EELAM, we MUST REPAL the 13A, and DISSOLVE the Provincial Councils, ELIMINATING ann UNNECESSARY tax-supported bureaucratic burden on the people. ELECTION of MPs to the National Parliament is FRANCHISE ENOUGH for law-abiding patriotic citizens.

    5. The system of REGIONAL ADMINISTRATION should be through DISTRICTS governed by a DISTRICT GOVERNOR APPOINTED by the National Government. District Administrations should NOT BE ELECTED to PREVENT SEPARATISM from raising its head.

    6. In addition to election of MPs to the National Parliament on a population basis, more REGIONAL REPRESENTATION can be accommodated by CREATING A SENATE composed of TWO SENATORS per DISTRICT. While Bills should originate in the House of COMMONS, the SENATE (and the PRESIDENT) will have the power to VETO BILLS.

In the light of the NATIONAL DISASTER we have experienced in the LAST 3 YEARS as a people through the Yamapalana Tinkering with the Constitution, LET US FIRMLY RESOLVE to CREATE a STRONG NATIONAL GOVERNMENT with a STRONG POWERFUL PRESIDENCY in CHARGE of an EFFECTIVE CABINET.

Let us FIRMLY LIMIT the number of CABINET MEMBERS to 30, PERIOD. No NIYOJAYA and STATE MINISTERS should be ALLOWED in the interest of STREAMLINING the bureaucracy and enabling an EFFECTIVE yet LOW-COST system of GOVERNANCE!

What was ATTEMPTED by Ranil-Baba and his 40-Thieves in the last 3 1/2 years is NOTHING SHORT OF CONSTITUTIONAL COUP-DE_ETAT by STEALTH in FAVOR of HIS SOCIAL CLASS and his SEPARATIST MINORITY allies.

We MUST FIRMLY RESOLVE to MAKE A REPETITION of such a COUP-DE-ETAT by STEALTH IMPOSSIBLE in the FUTURE!

  12. Ananda-USA Says:

I TOTALLY DISAGREE that MR will join Runil to impeach Sirisena. That is TOTALLY out of CHARACTER!

Others may do DISHONORABLE things, but NOT Mahinda, even to those who stabbed him in the back. Remember fow he pardoned Gonseka, whereas I would have thrown away the keys to his cell.

Mahinda KNOWS that his “APACHCHI” persona as a PATRIOTIC, COURAGEOUS, MODERATE, COMPASSIONATE, and PROTECTIVE man is what appeals to ordinary people. HE KNOWS that is his GREATEST ASSET; he will not jeopardize it by turning on Sirisena for petty gains at this point.

But, will he support Sirisena in the next Presidential Election? NO, He will NOT; that is not a part of this current deal. The JO will field a PROVEN PATRIOTIC Candidate for President.

  13. ranjit Says:

No more bad smell around the country, all the smelling shit dirt gone for good suddenly. New dawn was begun surprising every citizen of this country. We can breath freely now with Mahinda in driving seat of our democracy. All the hate and anger I had for Sirisena is no more not because he appointed Mahinda as prime minister but because of his courage decision to end the Yamapalanaya and remove the treacherous, evil traitor Ran nil and his Royal looters. Mahinda shouldn’t take traitors like Dentist, Champaka, Hakim and badurdeen to his side at all. They were the main culprits for the downfall of yamapalanaya. They are the actual, real thieves in this country apart from the main culprits Run nil and his Royal clique. All these traitors including Ponnaseka,Mangala etc should be brought to justice for their crimes against our people. If proved Ponnaseka should definitely put behind bars for his part in Sirisena-Gota assassination plot.

Now is the time for everybody to unite and build our motherland irrespective of color, party or religion. We are all Sri Lankans. This is our homeland and we should all get together and built it for everyone to live happily and peacefully. No more telling fairytale stories or broken promises or the most important thing bribery and looting government properties etc.by the politicians or government servants. Leaders must be example to others. They should work for the people not for themselves. Show the world that we Sri Lankans can handle our own problems without outside interference. This is our Sinhala land and it belongs to all Sri Lankans not to outsiders. Hands off Sri Lanka and mind your own businesses. That’s the message we should give to western hypocrites and Indian parasites who tries to meddle in to our affairs. Long live Sri Lanka.

  14. Christie Says:

Another milestone and hope Mahinda and associates will lead us Sinhalese to get hold of the control of the country.

We have to get control of our own destiny, not swayed by Indian Parasites here, outside India and India. Indian Parasites in UK, USA and in the rest of the West are the ones who lead the actions of the West. For example UK has warned and there are more than 20 Indian Parasites Members pf U K Parliament.

Reading what the writer ( I am sure he is not alone in writing and editing his article) has written and the comments that followed show; we are not aware of how India and Indian Parasites control us, in fact our thinking.

So let us not attack the fallen and let us consolidate our position and plan for our security and prosperity together.

We are only abut 17 million compared to 3 million Indians here, 30 million Indians outside India and 1.3 billion in India.

  15. Randeniyage Says:

Surprising how our learned friends in this forum cannot see the truth.
    Please ask yourself few questions.

    1. Why did Sirirsena close the parliament if Mahinda is the PM ? He did not close it but opened it when he appointed Ranil illegally.

    2. Surely Mahinda could have come to power fielding Gota as the Presidential candidate followed by general election. why he did not do it but rushed to some method total unnecessary.

    3. With your comments of hatred, if the country goes lawless , India’s raw add fuel with many killings amking way to a 2nd IPKF to Colombo, what will happen to us Sinhala people and to our beloved motherland ?

To be honest, I have lost all my respect to Mahinda with this.

  16. Hiranthe Says:

    @ Randeniyage,

The issue is, if this did not happen, Eastern dock of Colombo harbour and Mattala would go to India soon along with Trico oil tanks. On top of that the land reform which Yahaps were planning will allow anyone in the world to buy land in SL.

Going to a marriage with a back stabber like My3 is unacceptable at personal level.

But when considered the damage it does to the country when Yahaps were in power minute by minute which is irreversible, anyone who love Mother Lanka will leave his personal goals and views and take immediate actions.

I think that is what MR did.

It avoided more disasters and damages.

  17. ranjit Says:

I disagree with Randeniyage and totally agree with Hiranthe on this subject. “Going to a marriage with backstabber like my3 is unacceptable at personal level” very true but as per the situation in the country I think his decision was courageous. His decision was for the country not against it. Mentally and physically he may have suffered a lot working with Run-nil according to his speech the other day. Majority prefer Mahinda come for any position at this hour to save Sri Lanka from political disaster due to bad governance by crooked Ranil and his Royal gang. If it didn’t happen nobody knows what will happen to our Motherland, Sinhala race and to our most revered religion Buddhism. Thank god we can breathe well and sleep well now because the most trusted leader is in charge of the new setup. Mahinda is there because MA HINDA.
