Cataclysmic Reconciliation Advisor Pushes Police Powers to TNA through ‘Community Policing’

Dilrook Kannangara

At long last the President has correctly identified Dayan Jayatillake as a NGO operative and a separatist in sheepish attire. It took him four (4) years to unravel the mess left by Dayan in Geneva trapping the nation into the 13A death trap. Although setting a thief to catch a thief is a tried and tested analogy to craftily getting things done, in this case it went wrong. Dayan, a well-known separatist, engineered the collapse of Sri Lanka-â„¢s case in Geneva. It was this collapse in 2009 that came to a head recently when the UNHRC head visited the island. However, Dayan is not alone in fooling the President and the nation in advancing the hidden agenda of Indian hegemony. His faithful companion and admirer is still the reconciliation advisor to the President. He has failed the nation in politics, elections, peace process with the LTTE and now in reconciliation.

‚ Bankrupt Political Party to Reconciliation Disaster

His political party of which he is still the leader is nothing but a name board for its miserable lifespan since the introduction of 13A. Thanks to the backdoor to Parliament introduced in the 1978 Constitution, he made it to the den.

Repeated election defeats of the UPFA in Tamil majority areas in the north and the east since the war victory is attributable to the absurdities of the President-â„¢s reconciliation advisor. Apart from the knowledge of English, he knows nothing of reconciliation, politics or international law. He has been repeatedly rejected by voters until he was awarded a national list slot in parliament.

His disastrous plans pushed Tamils further away from the Centre and disrupted the resettlement of Muslims and Sinhalese in the north evicted by Tamils. Further, he remains the conduit between pro-separatist elements in the ruling parliamentary coalition and the Tamil Eelam camp. They all work to an agenda inimical to national interests.

At least after the 2012 Eastern Provincial council election disaster where TNA grabbed almost all the votes of Tamils in the East, the President should have replaced this incompetent person. Not doing so resulted in an even worse disastrous election defeat in the North.

Now he is pushing for another absurdity which he calls -Ëœcommunity policing-â„¢. This is nothing but an attempt to peacefully and meekly award TNA with police powers. There is nothing called -Ëœcommunity policing-â„¢ in this country. The well-trained police force which also includes the Special Task Force, the TID and other branches, was always centrally managed except for the few instances in the late 1980s when underworld groups were provided with immunity to carry out gestapo style policing operations against unarmed political opponents.

As a unitary state, there is absolutely no need to share police powers with provincial councils.

‚ Election Results Show Tamils Accepting and Submissive to Unitary Status of Sri Lanka

Northern Provincial Council election was a resounding success from the point of view of democratization, normalization and submitting Tamils to the unitary status of Sri Lanka. Despite TNA-â„¢s ludicrous claims, the truth that emanates from the election is that Tamils have been forced to give up temporarily on demands and ideals they once held in high esteem. After the war Tamils have gone back on the avowed demand to have either Tamil Eelam or nothing. LTTE outright rejected Provincial Councils. All major Tamil parties rejected Provincial Councils until 2012. EPRLF that was appointed to the northern provincial council in 1988 was considered a treacherous group from compromising on the Tamil Eelam ideal. EPRLF leaders had to run away to Indian to save their skin. What the NGOs praising TNA fail to admit is the collapse of Tamil power forcing them to settle for much less than what they fought for. In such a position, there is no need to share police or land powers. Even the matters shares with the councils must be done via the Governor.

TNA cabal dreams about a federal solution, devolution of power, autonomy and self-rule against this backdrop of unitary Sri Lanka. In doing so, they go against the very system and mechanism that made them somebodies.

‚ Nothing Relating to Devolution Contained in 13A

As pointed out by an observer, the word -Ëœdevolution-â„¢ is not enshrined anywhere in the Sri Lankan Constitution. It is therefore unconstitutional to introduce the word -Ëœdevolution-â„¢ where it was not intended to. Plain English verbatim meaning must be used in statutory interpretation. The deliberate leaving out of the word -Ëœdevolution-â„¢ is a clear indication the lawmakers never intended to devolve power to the provinces.

Absence of devolution in the Constitution coupled with the unitary status of the nation (provided in the Constitution), set the scene very clear. The spirit of the 13A was not to devolve power but to share very limited power with Governors, ministers and councilors of provinces strictly subject to the mechanisms governing a unitary state. If TNA is unsatisfied with 13A, the course of action must be to repeal 13A, not to give more. Slowly but surely TNA will come to this realisation.

President and GR have very bad ADVISORS.

    e.g. Dumbinda Silva a MoD-UDA advisor!!

“Election Results Show Tamils Accepting and Submissive to Unitary Status of Sri Lanka”

NOT TRUE. The same mistake SW made.

TNA promised Tamil Elam to voters verbally, in newspapers, etc. Look at the party name Tamil NATIONAL alliance. Illankai Tamil Arse Kachchi (Tamil Country party). Tamils trust TNA leaders than SL constitution. They BELEIVE TNA can somehow bring Tamil Elam without sacrifices.

  2. Ananda-USA Says:

Sri Lanka must have only ONE Government, ONE Armed Force, ONE Police Force, ONE Coast Guard, ONE Judiciary, ONE Parliament, and so on.

ANYTHING else is a prescription for the destruction of Sri Lanka by separatists nibbling away at the powers of the national government to surreptiously recreate the separatist state of Eelam.

“Community Policing” will further embed inbred racism of the Eelamists.

“Community Policing” is another TROJAN HORSE being hoisted on the people of Sri Lanka to destroy the nation from within!

  3. Indrajith Says:

Rajieva Wije Sinha is a great admirer of Dayan.

  4. Dilrook Says:

[Quote from Shenali’s article] Only 82,838 Tamil voters had been thinking outside the Tamil-Only mentality. [Unquote]

It is even worse. Almost half the votes were received by EPDP (Eelam Peoples Democratic Party) which has separatist tendancies though a little less than TNA. A vote for a EPDP candidate is not a vote away from Tamil-Only mentality.

Out of the 7 elected from UPFA, 2 are Sinhalese (voted by the Sinhalese), 2 are Muslims (voted by the Muslims) and only 1 Tamil (voted by Tamils). The other 2 are EPDP candidates.

In other words, Tamils in the north only elected one (1) candidate who is against Tamil-Only mentality.

Had more Sinhalese and Muslims been resettled in the north, UPFA could have won a few more seats though it is not sufficient to turn the tide.

Now the EPDP has demanded its candidate be made the Opposition Leader of the Northern Provincial Council. In other words, both the Chief Minister and the Opposition Leader will be separatists.

Dilrook, Thanks for the analysis about Dayan. Now I can say I told everybody who reads & contributes to Lankaweb, that he is an INDIAN BACKER thereby automatically earned the title of a Traitor who is an Anti- Sri Lankan.

When I pointed this out through my responses, nobody even cared to carry the matter forward to Presidenial advisors to CURTAIL any influence this man (whocouldn’t hold a job for more than 2 years).. to write books & publish papers, has gall to hold anti – Sri Lanka rhetoric.

Our people who live in Sri Lanka must inform what is going on in the ground situation to expats in USA, CANADA & UK & other EU countries. ONLY then we can at least suggest how to approach these issues, and how to INFLUENCE President Mahinda Rajapakshe to act.

Indian ministers visiting Sri Lanka, always have an agenda to GET HE President to sign documents NEVER ENDING DEMANDS for what, why should we sign anything at all for a country who betrayed us in International forums?.

We have to have the guts needed to DISUADE PRESDENT from signing anything that India brings to the table.

Their drug companises DUMP inferior medicine, and we have to buy from Bangladesh. Their Engines for locomotives don’t work. Their Power Plants are idling? for lack of experiened people to operate them properly.

EVEN during the war, THEY gave us unworkable RADAR equipment, thanks to USA, this was properly noted and addressed. I hear Indian leaders talk about & asks WHAT PEOPLE in Sri Lanka, think of Indians..& they conclude themselves, ARE WE SOME DONKEYS….YES you all are. Pathetic nation corrupt, bribery & you name it, all ills are full of Indian way of governing.,

As some of Indian nationals said, present PM must have been a good Economist, but as a PM he failed miserably.

President should take stock of ALL advisors wround him, specially the COLOMBO people. They will advice HOW TO KEEP the Anglican & other Christian groups happy at the expense of Buddhists.

It is time HE Presient take advice from CITIZENS of Sri Lanka & expet community if he wants keep his job…..

Thank you all…….Another retd expat from Canada..babbling away as usual…..J

    Hi Jayasiri,

The focal point on Dilrook’s article is not about Dayan but on another person who promotes the same destructive ideologies of Dayan. About a leader and the only member of the Lee Barrel party!

  7. Fran Diaz Says:

Given below is a net definition of Community Policing (CP). CP is a vague experiment yet in its infancy, and as such, should never be tried out in an area jumping up and down for Separatism. Whoever who advocates it is Naive, very Naive. Dilrook is correct in being suspicious of such a venture in the North.

“THE MEANING AND COMPONENTS OF COMMUNITY POLICING :

There is NO ONE COMMONLY recognized definition of community policing, and there is an uncautious tendency to label anything and everything as community policing. However, a good working definition would be “a department-wide philosophy of full-service, personalized and decentralized policing, where citizens feel empowered to work in proactive partnerships with the police at solving the problems of crime, fear of crime, disorder, decay, and quality of life.” After a brief overview, all the components (in italics) of this definition will have their meanings explained, and an attempt will be made to suggest some ways in which they can be measured.

Community policing broadens the nature and number of police functions compared with traditional policing. It emphasizes organizational change, active problem solving, and external partnerships to address issues that concern both the police and citizens. Community policing shifts the focus of policing by placing equal emphasis on crime control, order maintenance, and service. It asks police to work with citizens and with other government agencies in efforts to increase overall quality of life. A 2001 U.S. Department of Justice report indicates that from 1997 to 1999, departments employing personnel designated as community police rose from 34% to 64%. There is no denying the popularity of community policing. It is good policing, whether done traditionally (invisibly) or at the “next level,” ultimately leading up to the day when community policing is indistinguishable from traditional policing.

The Police Executive Research Forum (Fridell & Wycoff 2004) probably has the best summaries and predictions of the community policing model in action over years past and years ahead. In a nutshell, community policing has a long way to go before it becomes a truly democratic form of policing which is as open and inclusive (and thereby as powerful) as it can be. In much of contemporary policing, there’s a shortage of nonarrest strategies and nonarrest strategic thinking. Technological advances like e-government (web based services) complicate yet dovetail much of community policing’s development, but the problem here may simply be that few departments are willing to link satisfactory job performance to the application of technology to field work. Since September 11, 2001, there has been an increased awareness of the need to integrate community policing principles with homeland security efforts. Enhanced (and automated) SARA-type problem solving (SARA stands for Scanning, Analysis, Response, and Assessment) may very well be only one of the many tactical web-based technologies in the future. More local law enforcement information-sharing when it comes to intelligence systems (e.g. IACP 2002) will likely be another development in the coming synthesis of community policing and homeland security. Stephens & Hartmann (2002) go a step farther and say that community policing can help prevent and mitigate terrorism”. contd …..

  8. Lorenzo Says:

    Agree with Indrajith.

A google search on reconciliation advisor president gives Rajiva Wijesinha. He looks and talks either like an insomniac or a drunkard. Tamilians in pro-LTTE forums are WEEPING when Vigneswaran went begging to NP Governor who is a military officer.

  9. Fran Diaz Says:

Re community safety, Neighborhood Watches are highly acceptable and a tried and tested method to ensure safety in any neighborhood, anywhere in the world. It would be a good thing to have such Watches all over Sri Lanka.

Definition of Neighborhood Watches : “A Neighborhood Watch also called a crime watch or neighbourhood crime watch, is an organised group of citizens devoted to crime and vandalism prevention within a neighborhood. In the United States it builds on the concept of a town watch from Colonial America”.

  10. Ananda-USA Says:

    Fran Diaz,

In my view, the “Community Policing” idea now being advanced by the TNA is very different from the Community Policing you are talking about. Moreover, it is merely a PRETEXT for JUSTIFYING the demand for provincial Police Powers and replacing the current National Police Force.

The TNA uses that term to only JUSTIFY their demand for Police Powers so they can surreptitiously engage in any and all activities to promote their Eelam Project, WITHOUT the GOSL getting to know about it, and having the LEGAL AUTHORITY and LOCAL PRESENCE to prevent them from doing so.

You are referring to local policing by informal groups belonging to the community itself, who are, by assumption, law-abiding and interested in preserving the integrity of the country as a whole.

That definition does not apply to the Northern and Eastern Provinces inhabited by populations that supported the LTTE. That kind of “Community Policing” fails when neither the proposed community Police, nor the Community itself as a whole, is interested in preserving the integrity of the country, and abiding by its laws.

Enabling “Community Policing” in such a situation is a MONUMENTAL FOLLY that would MERELY EMPOWER a local SEPARATIST MILITIA …. like the LTTE of the past … to take control of the population and the land in opposition to the nation as a whole.

In the situation that currently exists in the Northern and Eastern Provinces of Sri Lanka, the Police Force is required not only to maintain law and order among the citizenry in their routine lives, but also to prevent the resumption of terrorist and separatist activities by anti-national groups.

Such a role, currently being served by the National Police Force, CANNOT be served by handing over Policing to the very “Community” that aided and abetted that terrorist separatism, and is currently led by the UNREPENTANT former PROXY of the LTTE, espousing the very same SEPARATIST GOALS in their Election Manifesto, as the LTTE did!

The GOSL must not be swayed by the sugar coating of the TNA demand for Police Powers by calling it Community Policing. If it looks like a duck, waddles like a duck, and quacks like a duck it must be … for heavens sake … a duck, and SEPARATIST TERRORIST duck to boot!
