Colombo, March 19 (Daily Mirror) – Claiming that the expected paddy harvest this year had diminished by 5 million metric tonnes, Trade, Commerce, Food Security and Cooperative Development Minister Wasantha Samarasinghe said yesterday the government may have to import rice again to meet the demand.

He told Parliament that the estimated paddy harvest this year was 2.9 million metric tonnes and that it has reduced to 2.4 million metric tonnes due to adverse weather conditions and floods.

“If there is a shortage in the rice market, the government will have to import rice to meet the demand. We clearly said the government will not import rice if there was no natural disaster,” he said.

Responding to a question by SLPP MP D.V. Chanaka that rice prices will increase over Rs. 350 if paddy is to be purchased at Rs. 120 a kilo, the Minister said the government will not allow rice prices to exceed the controlled price for any reason.

President Anura Kumara Dissanayake stated that the trade union actions by healthcare professionals cannot be justified, considering that the largest salary increase in history granted by a government without any demands or pressure from professional associations has already been implemented.

The President made these remarks during a meeting held today (19) at the Presidential Secretariat with the Public Services United Nurses’ Union (PSUNU), the PMD reported.

President Anura Kumara Dissanayake highlighted that despite operating within a constrained economic framework, the government has prioritized increasing the basic salaries of public sector employees in this year’s budget. 

This initiative aims to enhance the efficiency of the public service, attract skilled professionals, and ensure the sustainability of the sector, he said.

The President stated that salaries have been increased under six key categories in the budget. These include a minimum increase of Rs. 15,000 in the basic salary, an increment in overtime and holiday allowances, an 80% increase in salary increments, an upward revision of pension benefits in line with the revised total salary, and an increase in the taxable income threshold.

Officials from the PSUNU expressed their appreciation for the salary increments, highlighting that they have been well received by a significant portion of the public sector workforce. They also brought to the President’s attention the existing challenges within the nursing profession and requested prompt solutions to address these issues, the statement said.

The meeting was attended by the Chancellor of the University of Colombo, Chief Sanganayaka of Western Province, the Chairman of PSUNU Ven. Muruththettuwe Ananda Thera, Minister of Health and Mass Media Dr. Nalinda Jayatissa, Secretary to the President Dr. Nandika Sanath Kumanayake along with several officials from the PSUNU.

Here is an exaggerated lie in the Preamble presented on Bill 104  – the Act to proclaim Tamil Genocide Education Week.

For example, the Sinhala Only Act of 1956 made Sinhalese the official language of Sri Lanka ignoring the 29 percent of the population whose primary language was Tamil…” 

There were no 29 percent of people who spoke the Tamil language…” I am surprised that the Tamil draftsman had difficulty doing a simple Grade 3 addition of numbers.

According to.the Tamil speaking population Census Stats of  Sri Lanka in 1981 was thus:

Tamils   …. 1,871,535 (12.6%); Indian Tamils 825,233 (5.5%); ?suspect Tamil speaking Moors  1,056,972 (7.1%)

Simple Grade 3 Arithmetic Class would come up with – 12.6%+ 5.5% + ?7.1% =

25.2%   And Holy Cow, that is not the exaggerated number of 29%.

These Tamils certainly knew how to make the Canadian politicians suckers” when they were hungry for the Sinhala blood soaked Tamil votes…

And by the way, Deepak, did any Tamil, not two or three, just one thank the Sri Lankan soldiers for saving 295,873 Tamil refugees who were used as a Human Shield by the Tamil Tigers during the final six months of the Eelam War, from the clutches of the Tamil Tigers.  These refugee were marched under a scorching Jaffna-Killinochchi sun  like a herd of unwashed cattle from the west coast to the east coast,  The 295,873 Tamil, refugees were easy targets to be bumped-off and  would have been a good reason to call it Genocide.  But it didn’t happen.  How and Why, I ask?   And so would you!

If Genocide was the calling  of Sri Lankan soldiers to win the war, but they did not bump off the 295,873 Tamils.  They were not only rescued from the clutches of the Tamil Tigers,  but these God’s sent saviours housed the 295,873 rescued Tamils in a white tent city and sustained them by preparing a million meals, hearty breakfasts, lunches and dinners every day.  You bet, Genocide was never in the Sri Lankan soldier’s victory cards..  It was a Humane War Textbook  Human Rights Classic Act which deserved a nomination for a Nobel Peace Prize..

If Genocide was the calling  of Sri Lankan soldiers to win the war, but they did not bump off the 295,873 Tamils.  They were not only rescued from the clutches of the Tamil Tigers,  but these God’s sent saviours housed the 295,873 rescued Tamils in a white tent city and sustained them by preparing a million meals, hearty breakfasts, lunches and dinners every day.  You bet, Genocide was never in the Sri Lankan soldier’s victory cards..  It was a Humane War Textbook  Human Rights Classic Act which deserved a nomination for a Nobel Peace Prize..  

But no Canadian wants to talk about it, as it would only diminish the Tamil refugee cause for being considered to be a ‘Convention Refugee’..   Deepak, think about it.  You have certainly shunned the opportunity to prove to be an Honest Canadian politician.   Shucks!   Damn the Tamil lies!  I am Asoka Weerasinghe of Ottawa East, a Sinhalese Buddhist, from Sri Lanka, who has been domiciled in Canada since October 16, 1970  (who arrived in Canada from London, England,  having lived there since December 1956). I did not vote for your party member in Ottawa-Vanier, and I would not have even holding my nose closed and drop my ballot into the box, to keep away from the sickly smell of the lying Canadian politicians who provide oxygen to the separatist Tamils to continue with their diatribe

to hurt my Mother Lanka who nurtured me with affection for the first 19-years of my life.

There is a sense of gratitude in me — I was brought up that way by my Mum and Dad, the Classic WEERA-SINHA’S who you see holding a sword upright in Sri Lanka’s National Flag.

Deepak, I was  a card carrying Conservative many, many moons ago,who packed you all and put away together with the Liberals and NDPers with a commitment to never ever vote for your bunch, who I consider as ‘God damn Liars’, when you all accused my Mother Lanka to have committed “Genocide” on your Constituent  Tamil Friends, the

Tamils who are sympathisers for the Tamil Tiger Terrorists and their separatist  mono-ethnic Eelam cause.

Railway Minister Ashwini Vaishnaw said Tuesday that rail fares in India are lower as compared to neighbouring countries such as Pakistan, Bangladesh and Sri Lanka.

Replying to the discussion in the Lok Sabha on the Demands for Grants under the control of the Ministry of Railways for 2025-26, Vaishnaw said, If we compare with neighbouring countries, our fares are very less. For a 350-km journey, the fare in India is Rs 121, in Pakistan it is Rs 436, in Bangladesh it is Rs 323 and in Sri Lanka it is Rs 413.”

 ඒ අනුව සත්‍ය සෙවීමේ කොමිසමට 83 ජාතිවාදී ගැටුම් , 88-89 සිවිල් ගැටුම්, බෙදුම්වාදී ගැටුම් සහ පාස්කු ප්‍රහාරය සහ ඊට පෙර ආගමික අන්තවාදී ගැටුම් ආදී සියල්ල ඇතුළත් වනු ඇත. අවසානයේදී බෙදුම්වාදීන්, ජාතිවාදීන්, යම් දේශපාලන පක්ෂවල මැර කණ්ඩායම්, රෝ සංවිධානය සහ ආගමික අන්තවාදීන් සිදුකළ සියලු අපරාධවලින්  ඔවුන් නිදහස් කරමින් ආරක්ෂක හමුදාවලට එරෙහිව චෝදනා එල්ල කිරීමේ සහ  එම ක්‍රියාවලිය මාධ්‍ය මඟින් ප්‍රසිද්ධ කිරීම මගින් ආරක්ෂක හමුදාවල ගෞරවය සහ මානසික ශක්තිය බිඳවැට්ටවීමේ ක්‍රියාවලිය දියත් වනු ඇත. ඔවුන්ගේ අවසාන අරමුණ වන්නේ ආරක්ෂක හමුදාවලට මහා පරිමාණයෙන් දඬුවම් කිරීමට වඩා තෝරා ගත් පිරිසකට දේශීයව  සහ විදේශීය රටවල නඩු පැවරීමට සහ වරෙන්තු නිකුත් කිරීම, පිටුවහල් කිරීමේ නියෝග නිකුත් කිරීම, ආදිය මගින් ආරක්ෂක හමුදා බිඳවැට්ටවීමය.  එය පළාත් සභා මැතිවරණයෙන් පසුව 13 වැනි සංශෝධනය සම්පූර්ණයෙන්ම බලාත්මකකිරීම මගින් ඊළාම් රාජ්‍යය නිර්මාණය කිරීම දක්වා වන  බෙදුම්වාදී මාර්ග සිතියමේ අවසන් සැතපුම ගමන් කිරීම සඳහා පූර්ව කොන්දේසියකි. දැනටමත් ආරක්ෂක හමුදාවල ගෞරවයට හානිකර මාධ්‍ය මෙහෙයුමක් දියත් වී ඇති අතර ඒ සදහා ආණ්හාඩුවේ යම් පාර්ශ්වවල  ආශිර්වාදය ද ලැබී ඇති බවද පෙනී යයි. ඊට අමතරව රනිල් වික්‍රමසිංහ මහතා ආරම්භ කළ ආරක්ෂක හමුදා පිරිස් බලය අඩු කිරීමේ ක්‍රියාවලියද වර්තමාන රජය යටතේ දියත් වී ඇත. පසුගිය වසරේදී පමණක් 8000ක් හමුදා සාමාජිකයන් දැනුම් දීමෙන් තොරව හමුදාව අතහැර ගොස් ඇති අතර ඒ අතුරින් 150කට වැඩි පිරිසක් ඉහළ නිලධාරීන් වේ. අවසානයේදී 13 වැනි සංශෝධනය සම්පූර්ණයෙන්ම බලාත්මක කිරීමේ ක්‍රියාවලිය තුළ උසිගන්වනු ලබන ඊනියා මහජන ගැටුම් මගින් ආරක්ෂක හමුදාවලට උතුරේ කඳවුරු අතහැර යෑමට සිදුකෙරෙන බලපෑම් වලට යටත්වීම හැර වෙනත් විකල්පයක් නොමැති තත්වයක් ඇති කිරීම ද බෙදුම්වාදී මාර්ග සිතියමේ පූර්ව කොන්දේසියකි.

Colombo, March 18 (Daily Mirror) – The Supreme Court today ruled that a detention order issued by former President Gotabaya Rajapaksa in 2020 under the Prevention of Terrorism Act (PTA) was unlawful and violated the fundamental rights of the petitioner.

A three-judge bench comprising Justices S. Thurairaja, A. H. M. D. Nawaz, and Mahinda Samayawardena delivered the verdict, ordering the State to compensate the petitioner with Rs. 100,000.

The ruling was in response to a Fundamental Rights petition filed by Kanchana Priyadarshani Madurapperuma, a resident of Pokunuwita, Henagama. 

The Petitioner was arrested by the Peliyagoda Special Investigation Unit in 2020 for alleged possession of heroin. Her subsequent detention was authorized through two separate Detention Orders, one issued on 30th January 2020 under the Poisons, Opium, and Dangerous Drugs Ordinance, No. 17 of 1929, and another on 6th February 2020 under the PTA.

The Court granted leave to proceed based on Articles 12, 13(1), and 13(2) of the Constitution. 

It was revealed that then President Gotabaya Rajapaksa had no authority to act as the Minister of Defence at the time material to this application as the 20th Amendment to the Constitution had not yet come into effect. 

As such, the issuance of the Detention Order dated 06th February 2020 by then President Gotabaya Rajapaksa is ultra vires the Constitution and therefore devoid of any legal validity.

The Sri Lankan economy recorded a strong turnaround registering overall growth of 5% for 2024 amid renewed macroeconomic stability, says the Central Bank of Sri Lanka (CBSL).

Meanwhile, the country’s economy grew 5.4% in the fourth quarter of 2024, the Census and Statistics Department said in a statement.

The International Monetary Fund had forecast Sri Lanka’s economy would grow by 4.5% in 2024.

Sri Lanka’s agriculture sector grew 8.3% in 2024 from a year earlier, industrial output expanded by 25.5%, and services grew by 57.5%.

Struck by a severe dollar shortfall, the economy went into freefall in 2022, contracting 7.3% as it grappled with soaring inflation, a sharply weaker currency and a historic foreign debt default.

The economy shrank 2.3% in 2023.

But it made a stronger-than-expected recovery last year as measures implemented under a $2.9 billion four-year bailout from the IMF, secured in March 2023, bore fruit.

While Cardinal accused President Sirisena of being spineless, the former President too brought up the mismanagement of Easter Sunday funds to the tune of Rs.500m. The State had given compensation to all victims of Easter Sunday. But can the Cardinal give account of the distribution of funds given to the victims by the Church (not only to Catholics) Can the Church give a breakdown of the disbursement of funds meant for all victims instead of simply refuting President Sirisena’s claims.

The Church claims Rs.460m was distributed only after Sirisena claimed such an amount was received by the Church. Can the victims of he families confirm receiving funds from the Church? Why the self-defense & why wait 5 years for the Church to confirm what Sirisena alleged?

While Cardinal continues to harp on conspiracy theories”, in Oct 2020 the former head of SIS, Senior DIG Nilantha Jayawardena told the Presidential Commission of Inquiry that nearly 15,000 people would have been aware of an attack 10 days before the attacks (i.e. by 11 April 2019)  & this included diplomatic missions & Parliament. How is it that none of the 15,000 who would have known, did not inform the Cardinal or the Church? Or did they? This is something we all have to seriously think about. Did none of the 15,000 inform the Church/Cardinal? Why would they keep such a matter secret knowing that churches were to be targets? Yet, none of the Church fathers were even injured & none of the Parliamentarians attended Easter Sunday mass.  Zaharan had been on the red flag list since 2016, SIS had filed 340 reports to arrest Zaharan. SIS head had also written on 7 April 2019 of a possible attack to the CNI Sisira Mendis. All those who failed in their duties have violated Article 41 (1) (2) (3)

How much money has been spent on these Commissions based on Cardinals conspiracy theories? Those who are guilty are not only the suicide bombers but those who knew of an impending attack & did nothing about it. Some of these are back & placed in the same seats. Cardinal is on record asking for them to be put into the same seats!

Cardinal is accused of turning the Church into a political gamechanger. His own speeches have given him away. What he stands guilty of is manipulating people to oust a President in 2022, before that he was also party to the 2015 regime change. Then he played a role in bringing the current govt to power and now he wants to remove from power. There is a judiciary to give judgements, there is an executive to rule the Nation, there is a legislative to create the Acts, the Cardinal has no role in any of these. Cardinal must concentrate on his role not interfere in areas not under his control.

Let us also remind the Church & Cardinal that if we are to demand investigations, the first investigation should be the Church links to LTTE terrorism & why the Church did nothing against the Bishops/Fathers/Sisters who not only openly sided with LTTE terrorism & separatism but unabashedly opened LTTE offices (1970s Bishop Rayappu Joseph opening LTTE’s first international office in London), heads of LTTE fronts, Church that ran LTTE orphanges from which child soldiers were created. This constitutes a grave crime & this should be investigated first.

We have also not forgotten the over 500 years of Church crimes during colonial rule, which is being carried forward under neo-colonial banner.

Colombo, March 17 (Daily Mirror) – The commission which looked into what is called the torture chamber in Batalanda way back in 1989 has faulted Janatha Vimukthi Peramuna (JVP) in addition to the then government, for engaging in severe acts of violence, during the given period.

The report said JVP has engaged in terrorism.

JVP had launched a fearful insurrection against the government from 1987 to 1990. This insurrection had made all essential services come to a standstill. People have been immensely affected by these acts. The JVP killed politicians, political activists and civilians. These acts committed by Deshapremi Janatha Viyaparaya (DJV) cannot be forgotten and forgiven,” the commission report which was tabled in Parliament last week revealed.

The commission report had carried a detailed description on the attack which the JVP launched on the Sapugaskanda Police which killed the OIC and few other officers attached to it.

The then Sri Lankan government has not dealt with the insurrection in accordance with the law as extra-judicial killings and abductions have taken place during the given period. Ruling party politicians including the then Minister Ranil Wickremesinghe have been involved in the process of dealing with the subversives together with the police the report further said.

JVP terrorism has been dealt with by state terrorism,” the report therefore said.

The report had revealed that Mr. Wickremesinghe had played a role in handing over the buildings of the State Fertilizer Manufacturing Corporation in Batalanda to the security forces.

The commission report has also revealed that the then State Minister of Defence Ranjan Wijeratne prevented taking action against those who were found to be involved in the abduction and killing of journalist Richard de Zoysa. Also, the then government paid fees for the lawyers who appeared on behalf of three police officers indicted in connection with the killing of Wijedasa Liyanarachchi according to the report.

The commission has recommended that the police should carry out a fresh investigation on the extra-judicial killings and abductions while legal action has also to be taken against those responsible. It has further recommended introducing a guideline to politicians on how they should work with law enforcement officers.

The debate on the commission report is expected to be taken up on April 10, 2025.

Colombo, March 18 (Daily Mirror) – The government is to undertake offshore gas exploration after the selection of a consultant firm to handle the international tender process in this regard, an official said yesterday.

In Sri Lanka, a national policy on natural gas was gazetted in September 2020, outlining domestic demand creation strategies and providing operators with options to commercialise offshore gas. A new Petroleum Resources Act No. 21 of 2021 has also been introduced to regulate the process.

The Petroleum Development Authority of Sri Lanka (PDASL) has also been established as the independent upstream regulator.

Offshore Sri Lanka consists of four sub-basins: Cauvery, Mannar, South Lanka, and East Lanka. Past discoveries have proven the petroleum system in the Mannar basin, according to PDASL.

Chairman of the Ceylon Petroleum Corporation (CPC) D.A. Rajakaruna told Daily Mirror that the government would call for tenders after the budget debate to select a consultant firm to be assigned for international tender calling to develop the upstream petroleum industry in Sri Lanka.

In 2011, Cairn Lanka Private Limited’s Dorado well made the first discovery of natural gas in Sri Lanka, followed by the Barracuda natural gas discovery, and proving a productive petroleum system in the Upper Cretaceous section of the northern Mannar Basin. Cairn departed the undeveloped fields in 2015 stating that the fields would not be commercial, a decision made when the average international oil prices were below US $ 40.

PDASL has the authority to prepare a map dividing offshore and onshore areas into sections to demarcate and designate exploration blocks and development blocks. It can market and promote blocks.

The Act says, The ownership of all petroleum data obtained or prepared in pursuant to any petroleum operation in Sri Lanka shall be vested in the State and the management and control of such petroleum data shall be vested with the Authority. The Authority may issue a licence permitting access to the petroleum data for the commercial, educational or scientific use by any person subject to the procedure and the fees as may be prescribed.”

A Jailor at the Boossa Prison, who had brought underworld figure Sanjeewa Kumara Samararathne also known as Ganemulla Sanjeewa” to court on the day he was killed inside the Hulftsdorp court premises, has been arrested by the Colombo Crimes Division (CCD).

Subsequently, he has been ordered to be remanded until March 21, after being produced before the Colombo Magistrate’s Court, Ada Derana reporter said.

Presenting the suspect to the court, the Colombo Crimes Division officials have stated that the murdered suspect, Ganemulla Sanjeewa”, had been brought to court by the arrested Jailer on the day of the assassination.

Police informed the court that investigations are underway to determine whether the crime was committed due to the Jailor’s dereliction of duty.

Police also pointed out to the court that investigations have revealed that the suspected prison officer had not taken any steps to arrest the individual who shot at Ganemulla Sanjeewa” within the court premises and fled.

During the trial, police also requested permission to obtain a record of the suspect’s mobile phone calls for further investigations.

The court granted permission for the requests and ordered the suspect to be remanded until March 21.

ශ්‍රී ලංකාවට මෙය විසඳිය හැක්කේ, මූල්‍ය හිඟය පියවා ගැනීමෙන් පමණක් බව පෙන්වා දෙන තලාල් රාෆි පවසන්නේ රටට ආදායමට වඩා වැඩි වියදමක් දරාගෙන ඉදිරියට යා නොහැකි බවයි..

වසර හතලිකට ආසන්න කාලයක් ගතවී ඇති පසුබිමක් තුළ බොහෝ සාක්ෂිකරුවන්/වගකිවයුත්තන් මිය ගොස් ඇත. නැතිනම් ජීවිතවල සැඳෑ සමය ගත කරයි. ඒ කෙසේ හෝ වේවා මෙම කොමිසම් වාර්තාව යම් යම් නිර්දේශ ඉදිරිපත් කර ඇති නමුත් මෙය නෛතික බැඳීම් ඇති කරන ලියැවිල්ලක් නොවේ.මෙහි ඇති කරුණු ක‍්‍රියාත්මක කිරීමට ව්‍යවස්ථාදායක,විධායක හා අධිකරණ ක‍්‍රියා මාර්ග අවශ්‍ය වේ.එයට තව තවත් කල් ගත වනු ඇත.

වත්මන් ජාතික ජන බලවේග ආණ්ඩුවේ නායකත්වය මෑත ඉතිහාසයේ ”‍බටලන්ද සිදුවීම්”‍ ගැන චෝදනා එල්ලවෙන එක්සත් ජාතික පක්ෂ නායකයා සමඟ දේශපාලනිකව ඉතා සමීපව කටයුතු කරනු අප සියළු දෙනා දැක ඇත. යහපාලන ආණ්ඩුව සමයේ (2015-19) රනිල් වික‍්‍රමසිංහ මහතා අග‍්‍රාමාත්‍ය තනතුර දරද්දී එතුමාගේ නිල මන්දිරයේදී තමන්ට අගමැති රනිල් මහතාට වඩා හමු වූයේ වත්මන් ජනාධිපති අනුර දිසානායක මහතා බව එක්තරා හිටපු නීතිපතිවරයෙක් ප‍්‍රකාශ කර තිබේ. එවන් දේශපාලන සමීපත්වයක් පවත්වාගත් දෙපිරිසක් අද හදිසියේ ”‍බටලන්ද කොමිසමක්”‍ කරළියට ගෙනෙමින් විරසක වීම පිළිගත හැක්කේ කාහටද?

ඒ නිසා ශ‍්‍රී ලංකා ඉතිහාසයේ ඉතා අඳුරු අභ්යන්තර කැරළි සමයක බටලන්ද නම් වධකාගාරයක් පවත්වාගෙන යමින් කවුරුන් හෝ කෲර හා අමානුෂික වධහිංසා කොට දේශපාලන සිරකරුවන් ඝාතනය කළේ නම් ඒ සඳහා යුක්තිය ඉටුවීම අපිට මෙම පරිපාලනයෙන් බළාපොරොත්තු විය හැකි ද ? අපගේ විශ්වාසය වන්නේ ”‍කිසිසේත්ම නැත”‍ යන්නයි.

සැබෑ බටලන්ද අපරාධකරුවන්ට මනුෂ්‍යත්වයට එරෙහි අපරාධ වෙනුවෙන් තාරාතිරම නොබලා කටයුතු කළ යුතුව තිබූ කාලවකවානු රාශියක් පසු කරවිත් නැවත මාධ්‍ය සංදර්ශණ සඳහා පමනක් ”‍බටලන්ද කොමිසම”‍ පෙරට ගැනීමෙන් වින්දිතයන්ට හෝ ඉතිහාසයට වන සාධාරණයක් නැත.ඒ අහිමි වූ ශ‍්‍රී ලාංකික ජීවිත වෙනුවෙන් අපි ජාතික නිදහස් පෙරමුණ වෙනුවෙන් අපගේ සාතිශය කනගාටුව මේ මොහොතේ ප‍්‍රකාශකර සිටින්නෙමු.

                                 1978 සි ට  2024 දක්වා එජාප නායකයින් වන ජේ ආර් ,ප්‍රේමදාස  හා  රනිල්  කළහැකි සියලු ජාති හා දේශ ද්‍රෝහී කම් කළහ .  ජේ ආර්  විවෘත  ආර්ථිකය ගෙනාවෙම  රටේ බහු තරයක් වූ  සිංහල  බෞද්ධයාගේ සුපුරුදු සැහැල්ලු පැවැත්ම ,අපිස් දිවි මග ,වෙනස් කර ඔවුන් බටහිරයන්ගේ අවශ්‍යතා සපුරන කා ම භෝගීන් කිරීමටය.එය බටහිරයන් විසින් ”යැංකි ඩි කීට’ පැවරුන කාර් ය භාරයයි .13 ව්‍යවස්ථාව ගෙනවිත් පළාත් සභා අටවා ඔහු රට ගලවා ගත නොහැකි ප්‍රපාතයකට හෙලුවේය  ඉන්දියාවට ඇරයුම් කර  ඉන්දියන් හමුදා රටට ගෙනවිත් උන්  ලවා  රට විනාශ කර විය.මේ විනාශයන්ට දඬුවම් වශයෙන් ඔහුට ගුදමාර්ගයේ පිළිකාවක්  හදවා සොබා දහම ඔහුට දඬුවම්  දුන් බව කියැවේ.

                              ඊළඟට ප්‍රේමදාස රන්ජන් විජේරත්න හා එක්ව කල මිනීමැරුම්  කෙළවරක් නැතිබව  දැන් හැමෝම දන්නා කරුණකි.ජවිපෙ තරුණන් පමණක් නොව තම  දේශපාලන  හතුරන්  සිය දහස් ගණනක් ඔහු විසින් මරා දමන  ලද බව නොයෙකුත්  ජන මාධ්‍යවලින් ප්‍රකාශයට පත් කරඇත.

                                        ජනතාව විසින් පත් කල ආණ්ඩුවක්  පෙරලා දැමීමට ආයුධ ගෙන සටන් වදින  කැරලි කරුවන් පිරිසක් අකර්මන්‍ය කිරීමට අයිතියක්  ආණ්ඩුවට ඇතත් ප්‍රේමදාසලා එය කලේ  කැරලි කරුවන්ටත් වඩානීති විරෝධී අන්දමටය.මොවුන්ද හිට්ලර්  අනුගමනය කරමින් ”නීති විරෝධී රාජ්‍ය වධකාගාර පොකුරු ” රට හැම තැනම බිහි කළහ  . දසදෙස ප්‍රචලිත බටලන්ද  වද  කඳවුර ඉන් එකකි .

                                          රනිල්  වික්‍රමසිංහ චන්ද්‍රිකා ජනපතිනියටත් හොරෙන් කොටි එක්ක  සා ම ගිවිසුම් ගසා  රට පාවාදුන්  අයෙ කි  . රටට වග නොකියන  පිටරැ ටියෙක් මහා බැංකු  අධිපති කර   මහා බැංකුවේ  මුදල්  වංචනික ලෙස අපයෝජනය කල හොරෙකි  .කම්කරු ඇමතිවූ රනිල් රාජ්‍ය ආරක්ෂක ඇමතියෙකුගේ කාරය භාරයට අනීතික ලෙස අ ත පොවමින් බටලන්ද වදකස්තානය ක්‍රියාත්මක කරමින් පොලිස් නිලධාරීන්ද  නීති විරෝධී කටයුතුවල යොදමින්  කල අපරාධ සියල්ල දැන් හෙළිවෙමින් ඇත .

                                           ජවිපෙ  මුන්ට දෙවෙනි නොවේ .මාක්ස් වාදීන් යයි කියන  ජවිපෙ නායකයෝ   සිරිමාවෝ ගේ  ආණ්ඩුවට විරුද්ධව  1971 දී  මුල් වරට අවි ආයුද සටනක් දියත් කළහ.මේ වන විටත් බණ්ඩාරනායක දෙපොළ සීරුවෙන්  ලේ නොහෙලා රට යම් සමාජ වාදී හෙවත් බහුතර සමාජයේ යහ පැවැත් මට හේතුවෙන ”යම් සමාජ වාදයකට ” රට ගෙන යාමේ පදනම දමා තිබුනේය. මේ සඳහා එකල මාක්ස් වාදීන් ද එකතු කරගෙන  ඇය යම් වැඩ පිළිවෙලක් ක්රියාත් මක කරන්නට අත්  හදා බලමින් සිටියාය එය දියුණු පවුණු කළා නම් රටට ගැලපෙන ”සමාජ වාදයක් ” හදා ගන්නට ඉඩක් තිබුනේය . ජවිපෙ කල යුතුව තිබුනේ  වෙනත් මාක්ස් වාදීන්ට නොමැතිවූ  තමන්ගේ  ජාතිකත්වය  මගින් සිරිමාවෝ තවත් ශක්තිමත් කර  තමන් පවසන පාරාදීසය බිහි කර ගැනීමට කට යුතු කිරීමය . එමගින් අනාගතය සකසා ගැනීමයි . වසර 5 න් 5  ට චන්දෙන්  බලයට පත් වීමේ පහසු ක්‍රමය තිබියදී උන්ඩේන්  බලය ඇල්ලීමේ ක්‍රියාව රට ලේ විලක් කළේය .චන්දෙන් බලයට පත් වෙන්නට ජවිපෙට නොහැකි වුයේ ඔවුන්ට ජනතාව කැ මති නැති  නිසාය .ජනතාව දිනාගැනීමට  නොසමත් ඔවුන්  ජනතා කැමැත්තට පිටුපා  බලය ඇල්ලීමට යාම ජනතා විරෝධී ක්‍රියාවකි .

                                   ගින්නක්  නැතිව දුමක් නොනගී. බලලෝභී  දුර්ජන දේශපාලකයින් වන  ජේ ආර් ලා  ,.ප්‍රේමදාසලා රන්ජන් විජේරත්නලා රනිල්  ලා ගේ අල්ලේ නැටවෙන   උඩුගම්පොලලා  ඩග්ලස් පීරිස් ලා ලකී අල්ගමලා  බිහි වුයේ මේ ජවිපෙ ක්‍රියා  හේතුවිය . ඔවුහු පවුකාර  ”උපන්  සාහසිකයන්’බව ඇත්තය .      ජවිපෙ මේ මුග්ධ ක්‍රියා නොවූයේ නම් රට මේ ප්‍රපාතයට නොවැටෙනු ඇත .ගේ දොර වාහන ගිනි තියමින් රට අ රාජික කරමින් භීෂණය පතුරවමින්”පිස්සු කෙලීම ”අතහැර, 13 ගෙන  ඒ මේ දී  රටේ ඒකීයත්වයපිළිබඳව   දැක්වූ විචක්ෂණ  විවේචන හා  රටට අවශ්‍ය ජාතික ප්‍රති පත්ති  පිළිබඳව විජේ වීර තුලවූ දැනුම් සම්භාරයමගින්  ජනතාව දැනුම් වත් කළා නම් ජන බලයෙන්ම බලයට පත් වී  කොටි පරදවා රට ගලවා ගැනී මේ වාසනාව හිමි වෙන්නේ ජවි පෙට ය . මහින්ද කොටි එක්ක සටනට ගියේ නොගිහින් බැරි කමටය . එනිසා ජවිපෙ කලේ නොකළ යුතු වැඩකි .තරුණයන්ගේ හිතුවක්කාර ක්‍රියා එජාපයින් විසින් මර්ධනය කලේ රාජ්‍ය පාලකයින් ලෙස නොව හිතක් පපුවක් නැති ම්ලේච්චයින් ලෙසිනි .

                                         ප්‍රජා අයිතිවාසිකම් නැති කල යුත්තේ මුන් දෙගොල්ලගේය.  කවදා හෝ මහා බලගතු කොමිසමක් මගින් මේ සියලු තොරතුරු සමාලෝචනය කර   මුන් සියල්ලන් ටම දඬුවම් දිය යුතුය.  අවම  වශයෙන්   දේශද්‍රෝහීන්  ලෙස  නම් කළ යුතුය.

‘Before you study the economics, study the economists!’

Dear Julie – We who believe in karma, even when it takes its time, have a theory. It’s about why we find you – a lost, truncated ‘Korean-American’ – constantly scratching & poking about our country. Is it because our rubber exporters made lots of dollars off that US war on Korea (it’s not a ‘Korean War’) that officially began in 1949 and hacked that country into 2 pieces? That’s the US plan for Sri Lanka, no? Partition envy? Segregation complex? Should we call you: Julie Pokey?

     Surprised we are then to find you not poking into these urban housing schemes tagged as ‘Koreava‘. Soulbury independence in 1948 gifted us another yankee, John Exter forming and running the Central Bank. Exter invested those rubbery dollars not in building factories but in pure consumption! ‘Independence’ was to mimick a white lifestyle, in rupees. Brought in to build up Colombo 7’s fake mansions, workers were then ghetto-ed into tenements, with pethi- & ganja- & kassipu-dealing lumpens set among them, causing regular uncivil ruckuses – Korea having become a place name for unending conflict, with the US ‘freezing’ their war there in a melty icy-choksy-way. The US then poured heroin through those Koreava into this country after that 1977 ‘open’ economy, midst another war on the Kush (Afghanistan)… More vulli, indeed!

     We thought of Korea again, last week, after that mimic-Museum of Modern & Contemporary Art (MMCA) in Colombo put on (it’s a put-on, alright) a ‘Total Landscaping’ exhibition to ‘end conflict’ in Uva, and the North & East provinces! The MMCA are experts on such vulli – as they’re ‘sponsored’ by the NATO brothers & sisters: the US, English & EU.

     ‘Total landscaping’ huh? That’s what the English did to Uva in 1818 through scorched-earth genocide. Just as the US did in Korea, 130 years hence, flattening their North through massive carpet-bombing, slaughtering millions while castrati ululate K-Pop falsettos about the ‘free’ world. 100,000s of US troops are stationed over those lands – Korea, Japan, China’s Taibei, Guam etc – with US leaders now claiming they’ve been doing it all for free – one big ‘summa-iri sanksthava’ – that’s Kolamba-Koreava multi-lingo, for a free ride. Really! So, when the US hops from Diego Garcia to Trinco, they can say we owe them an even bigger favour!

     Perhaps when real karma – like a stretched rubber band – whips back, it’d be the descendants of Kim il Sung, who’d be accorded first reception in Colombo? Until then, you keep jumping ahead of the line. Why don’t you go preach to your own lost colonial leaders in South Korea to desist from constant assassinations, massacres & coups?

     C’mon Julie baba, let’s meet without your bodyguards at 12 midnight in one of those ‘Koreava’? Let’s ask them about all those rights that you preach to us about? Mebbe together we can exorcise all these ghosts? But do wear something looser. It’d be hard to flee in a tight skirt, better to wear a reddha or sarama. You can more hastily hoist it up into an amuday (aka loincloth) of sorts. Until then, dear, dear Julie Pokey, we remain yours, truly, truly…

• Makandura to Medamulana – Now almost the entire country has been turned into a Koreava – ie, if we’re to believe the English media: Sinhala village and people’s names are made into epithets for corruption, criminality and murder – Makandura Madush, Ganemulla Sanjeewa, and now Batalanda Wicka!… Though their real target is Medamulana Mahinda & Gothrika Gota. Ganemulla near Gampaha once sited a famous class struggle in 1959, when Buddhist bhikkhu Daevamottave Amarawansa Thero led workers who were protesting, to overturn the class system on trains for daily commuting workers (So then the merchants sabotaged the train system for the Japanese car importers). But why this media stereotyping? It has to do with their mission to divert from the power of multinational corporations (MNCs) & banks who are responsible worldwide for the current rule of capitalism (wholesale), whose retail merchants & moneylenders actually run this country into the ground…

• CTC’s Private Courts – This week saw a parliamentary oversight committee chairman (SJB’s footnote MP Harsha de Silva) block an inquiry into Ceylon Tobacco Co (CTC)’s avoidance of excise taxes (see ee Random Notes) . This ee therefore continues the hoary tale on the birthing of an MNC monopoly based on snippets from Maurice Corina’s Trust in Tobacco: the Anglo-American Struggle for Power. In 1902 England’s Imperial Tobacco and the USA’s Consolidated Tobacco (American Tobacco & Continental) formed in England: the British-American Tobacco Co Ltd (BAT), to control exports of tobacco outside their 2 countries, setting up CTC, et al. It tells of how they staged secret subsidiaries, secretly buying out competitors, acquiring their shares secretly, preventing transfer of shares. They also punished distributors who did not abide by their variable promotions, using private detectives and ‘private trade courts‘ to ‘try’ enterprising traders for price-cutting, even controlling how shop-windows were decorated and shops designed! What Corina’s story about tobacco teaches us to ask is this – how many of the so-called Sri Lankan conglomerates like Keells & Hemas & Hayleys & Sunshine Holdings & Brandix & MAS (run by oppressed minorities, apparently) are mere ‘independent’ fronts for Anglo-US MNCs. Ammo! Oh, and this week also saw Unilever oppose the attempt to label soaps, etc… (see ee Random Notes)

• The US has expelled South Africa’s ambassador for pointing out that the US regime is white supremacist. His mistake, and we agree, is to point only at this US administration. We can’t blame the envoy too much though. The main backers of US President D Trump & VP JD Vance, like the wannabe-trillionaires Paypal’s Peter Thiel & Twitter’s Elon Musk, are white-supremacists birthed by genocidal settler regimes in Southern Africa.

     A 1931 sci-fi novel called Black No More by George S Schuyler (see ee Workers) recalls our famous 1955 Vadhaka Sudhiya – about a chemical that when drunk turns Black people white. In 1944 Schulyer went on to note that ‘of the international capitalists who control the lives of over a billion colored people practically all are white, and so, also, are the technicians, brokers, lawyers, generals, admirals, artists and writers who serve them’. He may have to amend that now, for the political white is a very variable hue. Meanwhile in the 1960s: ‘All the top administrators in the UN system at that time seemed to be English or Indian retirees from the prestigious Indian Civil Service (ICS)’. • This week’s ee Focus points out that: All the IMF’s Managing Directors are white (with the token ‘honorary white’). At the IMF, 1 White Equals 9 Blacks (to put it algebraically). The IMF, & the USA that dominates it, doesn’t really believe in ‘one person, or one country, one vote’. In fact, IMF Senior Staffers decisions are whetted by the US Treasury next door on that Washington strip. They can also steal a country’s reserves at any time, as they have done with Venezuela. Africa meanwhile has more IMF members but less votes. No African country – & no Latin American country – has ever had a permanent seat at the UN Security Council (they’re called ‘Verandah Boys’!) Yet Trump’s US is threatening to quit the IMF if its veto power is eroded. • The global undressing of a politician from Sri Lanka, who along with his influential family have long been loyalist-royalist servants of empire – foremost exemplars of English media, with English ink in their veins – offers another English lesson. This time, in the latest imperialist tactics & propaganda, of how to adopt & discard, dignify & then demean their puppets. There exits Volodomyr! Entre Ranil! How sad and easy it is to lure an apparently ‘veteran’ and wily politician of Sri Lanka into an English leg trap, shows how many of our so-called leaders appear to be dupes. Though here we must contrast the supposedly urbane Ranil Wickremasinghe’s naivete with the so-called rustic Mahinda Rajapakse’s adroit handling of such white conceit.

     Why then did RW agree? What assurances was he given, by whom, and what diplomatic protocols did they agree to adhere to? RW seems to blame the EU for his travails. But why would he believe those killer poodles? The interview was recorded in February and released in March! Did he not know they would cut (‘edit’) the interview to suit the English blood-sucking vampire’s latest fashionista needs? Did he agree to the presence of a fatuous BBC hack, for whom the ‘East is a Career’ (as Disraeli noted). And if he agreed to being questioned by an LTTE rump, why could he not point to the long-term nurturing of the separatist cause by England (going back to the 1830s!), or that the LTTE operated its International Secretariat in London, even after it assassinated former Indian Premier Rajiv Gandhi, or that the LTTE and others were military trained by the Indian government in the 1970s and 1980s?

     And as for Batalanda, could he not at least recall it was a part of a war on the South? There are just wars and unjust wars. The Sri Lankan oligarchy was aware that a new and large generation of unemployed was coming on to the ‘market’ in 1986. They had no economic solution. But all war is terror – to claim otherwise is a tiresome joke. Ranil refused to air the English constraints on the Sri Lankan state that led to the rise of the JVP & the LTTE. Or that the JVP & LTTE have also allied with him?

     Perhaps NATO wishes to punish RW for his failure to join in the assassination and murder of the Rajapakses in 2022, Qadafi-style?

     So, here then is Al Jara aka Al Jazeera, the camel caravanserai of the BBC, based in a happy monarchy, Qatar which claims to be an expert on democracy. It’s a good old English make-believe, a joke, like India being the ‘largest populous democracy’ (see, ee Random Notes).

• Diaspora Masks – Those searching for those rare & alternate points of view in English are herded to many ‘experts’, midst the almost but not fully overwhelming English media foggery. That Chicago boy John Mearsheimer (author of 2017 The Israel Lobby & US Foreign Policy) is another fog maker. He was made famous by his claim that US policy is made by the Israeli (or Jewish) lobby in the US. Lobby is a nice word for corporate buying of officials. But is the ‘Israeli’ lobby wholly Jewish? Are there other interests involved? Like the weapons-selling & oil-grabbing banks & corporations. Do New York Jews determine West Asia policy? Do Miami ‘gusano’ Cubans make Caribbean & non-Anglo American policy? Do Boston Irish determine Irish/English policy? Do ‘diaspora’ Tamils or Tamilnadu make NATO or US policy on Sri Lanka? Do Khalistani Sikhs or NRIs (Non-Resident Indians) dictate US policy on India? Or, are they mere window-dressing manikins fronting for Kapital, whose names & ethnic essentialities never make the headlines? Mebbe as Mao Zedong suggested, they merely help to direct and steady the gun in certain political directions… While the trigger finger belongs to someone else, whose political economy ultimately decides, when to tighten those ligaments & at whom…?

• CEOs & Popes – The Catholic Church in Sri Lanka lends its pulpits to the ‘NGO’ (aka NATO) attack on Sri Lanka’s ‘Executive’ Presidency. And yet they have to defer to an Executive ‘infallible’ Pope in Rome. In China too, Christians go to heaven, but first thru Beijing! After all, Napoleon, centuries ago, put priests on a state salary and told the faithful they can go to heaven & hell through Rome but first through Paris. While in Rome’s Italy, the mafia have their executive capo! So, are there any corporate shareholders who demand the removal of CEOs (Chief Executive Officers)? We never hear about them. Meanwhile, these ‘executives’, chiefs (CFOs, CDOs, etc) and others, are paraded as badges of stability to inspire investors to loosen their purses… Anyway, the English cabinet, as Marx noted, was the executive committee of the bourgeoisie.

• These days see and hear more calls for reparations to the victims of the horrific April 2019 attacks, with compensations promised and whether paid, by whom and why, we do not know. Whatever happened to the JVP-dominated Uva Provincial Council demand for England to pay reparations for the 1818 genocide in Lanka? And not only. You would think with all our English & US-chartered accountants, who mostly cook & doctor multinational books, they could calculate the actual bill about how much Portuguese, Dutch, English and now the USA, owes us. The head of the Anglican Church is the King of England. So how about what the Catholics & Calvinists, Anglicans, Born-Agains, Assemblers of God, funded atheists & secularists owe us? We won’t mention how much the Muslims & the Saivites et al owe. Though there is problem in maintaining this discourse at the level of religion & nationality, for inevitably it seems it is the impoverished & vulnerable congregants who end up having to pay, and dearly, for the merchants & moneylenders who lead them into such tribal ‘ethnic’ dead ends.

• The sacking of the New Zealand High Commissioner Phil Golf in London last week came after he told his colonial masters in England’s Chatham House that US President Donald Trump does not know history. But Trump, the ageing ‘Indian’ killer, sure knows more than that salaried NZ Maori-killer. With the English penchant for euphemism, Chatham House actually houses and camouflages the Royal Institute of International Affairs, named for English PM William Pitt, 1^st Earl of Chatham. Pitt Sr (1756-61, 1766-68) led the conquest of French colonies in India and the Americas. He died (1778) soon after the ‘loss’ of a part of Anglo-North-America, aka the USA. His son, Pitt the Younger, also a William & PM (1783-1801, 1804-6), quarterbacked the invasion of maritime Sinhale in 1796, but died after major English military defeats in Haiti, and highland Sinhale in 1803. It was after this major defeat that the English resorted to establishing a spy system under John D’Oyly to tarnish and then overthrow the rulers of Sinhale.

     But the German-Scottish settler Trump is rather right on, no? He wishes to sweep away the nominal cobwebs of the still-English colony of Canada (long the putative 52nd State of Amnesia), and the still-Danish colony of Greenland, and bring it under the steely US imperium. While our US embassy columnists, part of the teasing cocktail-party green-card circuit – have continuously diverted from the USA’s real history, replacing it with the usual Hollywood song-&-dance semi-porn tragi-comedy, Trump represents ‘the return of the real’ – pure Anglo-American white-settler killer history…

     Unlike presidential predecessor Thomas Jefferson (1801-9), who assumed office midst the white horror at their defeats in Haiti, resorted to stealing North American lands from the ‘Indians’ by burdening them with debt and getting them to kill each other for imports & exports, Trump I, in his first term, invoked Andrew Jackson’s ‘spoils system’. As President, Jackson (1829-37) massacred the so-called ‘Civilized Indian Nations’ (the Cherokee, Chickasaw, Choctaw, Muscogee-Creek, & Seminole) to ‘cleanse’ the South for enslaved cotton plantations. The ‘populist’ Jackson promised poor whites that they, too, could join in the land-thieving as slave-owning gentlemen. Trump II recalls predecessor Thomas Monroe (1817-25), who declared all of the Americas belonged to them, and not the old colonial empires. US history may be seen as a conflict between 2 murderous thieves, old and young, the former wishing to enjoy their spoils, and the latter, to rob even more. Trump II therefore also recalls William McKinley (1897-1901), who not just grabbed Spanish colonies of Cuba & Puerto Rico, but went beyond Monroe, to their first colony in the North Pacific, Hawaii, but also their first colony in Asia, the Philippines, with the US Army implementing genocidal practices learned from their ‘Southwest Indian Wars’. McKinley was also the ‘Tariff King’ imposing 50% tariffs on imports to protect industry – something Sri Lanka (& the rest of the world’s South) has never been allowed to do. McKinley was killed by a so-called Polish-American ‘anarchist’ or fall-guy (like so-called ‘terrorists’ today), to herald in the ‘roughrider’ Theodore Roosevelt (1901-9), who sent in the US army to carve out Panama and its canal from northern Colombia.

     Which bring us to the so-called ‘post-World-War-2 US Empire consensus focused on ‘integrating the old colonial empires, expanding capitalism, and containing competitive nationalisms’, based on ‘commonly accepted trade rules’ such as the US-dominated Bretton Woods’ triplets – the World Bank, IMF & GATT-WTO. There were always ‘exceptions’, as successive US leaders, while proclaiming the ‘rule of law’, downgraded or ignored the rulings of these trade regulation bodies. Trump is declaring the end of that kayfabe – he wishes to remain the sole superpower – Make Imperialism Great Again (MIGA!)

Sri Lanka’s once-rapid expressway expansion has hit a dead end with every major highway project, except for the Central Expressway Project (CEP), having been put on hold indefinitely, with no clear roadmap for resumption. 

Amid a deep financial crisis and strict fiscal controls backed by the International Monetary Fund (IMF), infrastructure spending has taken a backseat, leaving commuters, businesses, and investors wondering when – or if – these expressway dreams will ever be realised.

No new expressway projects have been introduced since 2019, leaving Sri Lanka’s transport infrastructure stagnant while regional counterparts race ahead with ambitious development. With each passing year of inaction, the country’s road network falls further behind and what was once a bold push for progress now feels like a distant and unfinished promise. 

Despite growing concerns over Sri Lanka’s stalled expressway network, authorities remain uncertain about the resumption of these critical projects. 

Indefinite timeline

Speaking to The Sunday Morning, Road Development Authority (RDA) Chairman T. Paskaran stated that both the Ruwanpura Expressway Project (REP) and the Elevated Highway Project (EHP) were currently under temporary suspension,” but offered no clear timeline for their revival. 

According to RDA Expressway Management and Projects Additional Director General (ADG) Anuradha Hettiarachchi, the Government is currently awaiting approval from the IMF before seeking new funding for infrastructure projects. As things stand, the country lacks the financial capacity to take on further expressway development.

When asked about potential investor interest, he confirmed that the Government’s current focus remained solely on completing the CEP. 

Construction on CEP Section I, spanning from Kadawatha to Mirigama, will continue with ongoing negotiations between the Government and the Export-Import Bank of China (China Exim Bank). A delegation of Chinese officials is currently in Sri Lanka conducting road construction inspections, signalling some progress on this long-delayed project.

Meanwhile, land acquisition for the REP is still underway, with no clear indication of when actual construction will resume. 

We are planning to develop alternative roads to enhance connectivity in the region since the project will not commence soon,” Hettiarachchi added, suggesting that authorities were shifting their focus to smaller-scale improvements instead of large expressway projects.

The fate of the EHP remains equally uncertain, entangled in an ongoing legal battle. The Central Environmental Authority (CEA) has yet to grant approval, with its decision depending on the outcome of court proceedings. Although discussions regarding potential alternative routes for the highway have taken place, no concrete plans have been finalised.

Challenges facing expressway projects  

Sri Lanka’s major expressway projects have been on hold for the past few years as a result of the country’s ongoing economic crisis and the need for debt restructuring. The RDA is awaiting approval from the External Resources Department (ERD) to resume construction on key infrastructure projects, including the REP, the CEP, and the EHP.

The REP, which is expected to connect the Western Province with the Sabaragamuwa Province, was halted midway. The project is divided into three phases, with Phase I being awarded to Maga Engineering following the removal of a Chinese contractor due to financial concerns. Construction is expected to resume once approval is received.

In relation to the CEP, which spans four sections, Section I (Kadawatha to Mirigama) is being constructed by a Chinese company with funding from the China Exim Bank, while Section II has been completed by local contractors. Sections III (Pothuhera to Galagedara) and IV (Kurunegala to Dambulla) are still pending, with interest from Japanese investors and discussions about the involvement of a UK-based contractor for Section IV.

The EHP, connecting the New Kelani Bridge to Athurugiriya, is facing challenges, including five pending court cases, concerns over land acquisition, and the impact on surrounding settlements and farmland. The RDA is exploring alternative options including the possibility of a Build-Operate-Transfer (BOT) investment model.

Additionally, several other road projects including the Transport Connectivity and Asset Management Project (TCAMP), the Southern Road Connectivity Project (SRCP), and the Northern Road Connectivity Project (NRCP) have also been delayed. 

Many of these projects were initially set to be completed by 2019 and 2020, but are now facing significant setbacks, partly due to financial constraints and the complex approval processes related to international funding.

‘On hold indefinitely’ 

While the RDA plans to restart these crucial expressway projects as soon as possible, the economic situation and ongoing restructuring negotiations with international creditors have created considerable uncertainty regarding their timeline and funding sources.

Responding to a question posed by The Sunday Morning, Paskaran acknowledged that he had no clarity on the IMF’s restrictions regarding seeking additional funding, but confirmed that the expressway projects were currently on hold without a definitive timeline. 

The projects are on hold indefinitely,” he stated, reflecting the uncertainty surrounding their future.

In relation to cost escalations, he explained that the cost adjustments would be determined according to the formula introduced by the Construction Industry Development Authority (CIDA). 

Negotiations will be held this week with Chinese officials,” Paskaran said regarding CEP Section I, adding that the final decision on who would bear the cost escalations would be made following these discussions. 

Infrastructure plans dependent on IMF

Sri Lanka’s ability to secure funding for large-scale infrastructure projects, including expressways, is closely tied to the country’s adherence to the IMF’s economic reform programme. The IMF has emphasised fiscal consolidation and prudent capital spending as essential measures to restore fiscal stability and manage debt sustainability.

In December 2023, the Asian Development Bank (ADB) announced plans to provide Sri Lanka with approximately $ 600 million in budget support, contingent upon the IMF’s approval of the next tranche of funding. This underlines the interconnectedness between Sri Lanka’s international financial assistance and the IMF’s backing of the country’s economic policies. 

Therefore, the RDA’s efforts to secure further funding for expressway development have remained on hold, awaiting IMF approval, which continues to play a central role in Sri Lanka’s infrastructure ambitions.

Former President Ranil Wickremesinghe has rejected the Batalanda Commission report, claiming it was intended to smear him politically.

“I wholly reject the report. It was published as a sessional paper in 2000, but no one, including the JVP, requested a debate,” Wickremesinghe said in a special video statement.

He added that there is no precedent for debating a sessional paper 25 years after its publication.

Explaining the background, Wickremesinghe said that following the Indo-Lanka Accord in 1987, the JVP launched a violent campaign. He said President J.R. Jayewardene assigned ministers to protect vital state installations, and the Sapugaskanda area required military protection due to key infrastructure. He recounted that after the Sapugaskanda police station was attacked and its OIC killed, then-State Minister for Defence Ranjan Wijeratne requested him to provide housing for security forces.

Wickremesinghe said the Batalanda Commission, appointed by then-President Chandrika Kumaratunga in 1994, aimed to politically target him but found no direct allegations against him. He noted the commission highlighted the JVP’s violent acts and that while the housing allocation procedure was deemed improper, he was only held indirectly responsible.

The statement by former President Ranil Wickremesinghe:

In 1987, following the signing of the Indo-Lanka Accord, the Janatha Vimukthi Peramuna (JVP) launched a wave of terror across the country.

During this period, President J.R. Jayewardene assigned the responsibility of securing key locations in the country to Cabinet ministers. Several economically significant sites were located in the Biyagama area, including the oil refinery, diesel power plant, the substation supplying electricity from Mahaweli to Colombo, and the free trade zone. The military was deployed to safeguard these locations.

To accommodate security personnel, it was decided to provide them with abandoned buildings and houses owned by the Lanka Fertilizer Manufacturing Corporation. At the time, several employees of the Ceylon Electricity Board were residing in some of these houses.

During this period of terror, the Sapugaskanda police station was attacked, and its officer-in-charge was killed. In response, Deputy Minister of Defence Ranjan Wijeratne contacted me, requesting that the vacant houses in the complex be allocated to military and police personnel for their security. Consequently, the administrator at the time took steps to hand over the houses to Kelani Police Chief Nalin Delgoda.

Several individuals, including a provincial councilor, a cooperative society chairman, and a police sergeant, were assassinated during this period. Additionally, an attack was carried out on the residence of another provincial council member.

The government in power took steps to restore the country’s stability, rebuilding the economy and ensuring national security.

After 1994, President Chandrika Bandaranaike Kumaratunga appointed a commission to investigate allegations of a torture centre in the Batalanda area. Several individuals were summoned before the commission, and I was called as a witness. At that time, I was serving as the Leader of the Opposition. The establishment of the Batalanda Commission was politically motivated, but the attempt to use it for political gain was unsuccessful.

According to the commission’s findings, I was implicated only in the matter of providing housing for police officers, which, as per regulations, should have been done through the Inspector General of Police. The report indicates that both Nalin Delgoda and I were indirectly responsibile for this process.

Apart from this, I was not implicated in any other allegations in the commission’s report. The report also extensively documented the JVP’s terrorist activities between 1988 and 1990, detailing the background and listing numerous violent acts committed by the JVP in Chapter Three. The entire history of those events is included in the report.

Beyond these findings, no other accusations in the report are relevant to me, and I completely reject the report.

No one can claim that the Batalanda Commission report was hidden. It was made available as a parliamentary session record in 2000, yet no one, including the JVP, requested a debate on it. Many did not accept the report, which may explain why no steps were taken to debate it in Parliament.

It is also noteworthy that no political party that came to power has attempted to use the report for political advantage. Furthermore, there is no precedent in Sri Lanka or other parliaments for debating a session record 25 years after its publication

The government had tabled the Batalanda Commission report because its main element, the JVP, would otherwise have faced a debilitating split, TNA MP Shanakiyan Rasamanickam told Parliament on Saturday.

Participating in the third reading debate on Budget 2025, Rasamanickam said he believed that there would be further action in respect of the Batalanda report.

The problem is that all these reports, when tabled, rarely lead to any action. The Paranagama Commission report was tabled. The Udalagama Commission report was tabled. What actions did the previous governments take? This government has also had enough time. The President has been in office for six months. If his position was to take action on these matters, or investigate them, he would have started by now. But nothing of that sort has happened,” the MP said.

The government had to table this report due to the pressure it was facing. The government finally tabled it because of pressure within the JVP itself. If the government had not tabled it, Kumar Gunaratnam of the Frontline Socialist Party would have caused at least 10 divisions, within the JVP. Fearing that split, the government finally tabled the report in Parliament,” Rasamanickam said.
