1. The BACKSTABBING and OUSTING of MR,
2. The DISMISSAL of SLFP leaders opposed to him on the eve of the General Election,
3. The APPOINTMENT of Ranil as PM replacing an existing SLFP PM, and IGNORING MR from his own party,
4. Allowing the TNA leader Sampanthan to be appointed as the Leader of the Opposition.

Agree with Manohara except the executive president part. He explains well.
An executive president who came to power from minority votes and who has hope of winning minority votes will not take action against an errant provincial council. In 2014 the NPC passed a resolution demanding an international investigation into war crimes committed by Sri Lankan forces. The word genocide was dropped from it. This direct appeal to the international community is a violation of our territorial integrity and sovereignty. It is also interference with our own judiciary. Nothing happened. In 2015 they went a step ahead and passed a resolution against genocide. Nothing happened again.
This is the executive president, post-war. It will not change unless a president wants to commit political suicide for him and his family.
There were 2 instances in 2012 and 2016 that further proved Sri Lanka is a total federal country already under 13A. In 2012 the Divi Neguma Bill was rejected by the Supreme Court (correctly) because it bypasses provincial councils. Even the parliament and the president are powerless to bypass provincial powers. This is super federalism not even found in India.
Then in 2016 provincial councils rejected the super ministry bill. Although the outcome is good, the effect is extremely dangerous. Provincial councils overruled the parliament! If people’s sovereignty exercised by parliament, why cannot the parliament decide without having to beg provincial councils for approval? Once again this is more federal than any other federal country in the world. In all other federal countries, the parliament can overcome state/regional administrations via a process. Under 13A federalism, there is no such process.
Come to think of it 13A is not only federal it is creating self autonomous provinces where the president and the parliament are powerless. Please not that even the executive president cannot take back provincial powers. The most he can do is to dissolve a provincial council (no point dissolving the NPC as the new NPC will also be TNA ruled) and use executive powers through the governor in a crisis in a very limited way. The president cannot do anything legislative vested in the provincial council.

President Premadasa dissolved the NEPC in 1990 and Tamils in almost entirely, for the first time supported the SLFP in 1994. That too by voting the daughter of SWRD Bandaranaike (her pro-Tamil tendencies were not very known then). She won all electorates except one with a record 62.5% of the vote. Sajith Premadasa has already lost Tamil support and he is hiding in a Sinhala only district with limited political power.
Surely other presidential clans and dynasties don’t want to suffer this same fate. Therefore no executive president (unless seek political suicide) will use executive powers to contain a provincial council. Even if the NPC is dissolved what is the use? Elections have to be held as there is no more war. TNA will win even more seats and the same thing goes on and on. A errant provincial council cannot be dissolved a ridiculous number of times as it costs billions.
Therefore the executive president argument is shallow. Provincial powers must be seriously reduced and parliament and the president must be allowed to do anything in provincial councils.
13A turned Sri Lanka into a federal autonomous provincial union with the name-sake unitary word just to fool the Sinhalese.

Better still, REPEAL the 13A and DISSOLVE the PC system, and replace with District system with officials APPOINTED by and REPORTING TO the Central National Government.
If the new Constitution is proposed, the Central Govt will be a toothless entity without any authority over the PCs and will be like the UN depending on the member Provinces for support.
Truly a dog wagged by its tail!
I have a feeling that the Yamapalanaya and the Tamil Separatists have over reached themselves in their greed. The Yamapalanaya will fall, and the Constitution will be amended to ELIMINATE ALL SUB-NATIONAL self-governing entities. And finally, Sri Lanka will have a SANE & EFFECTIVE SYSTEM of Govt.
You may think I am DREAMING, but sometimes dreams come true as did that day of National Liberation from terror, May 19, 2009.
For the Yamapalanaya, it will be BASTILLE DAY!

Manohara de Silva as usual explains simply and clearly the disastrous proposed new Constitution the Sirisena Ranil government is preparing to pass in the parliament to end the 2500 year history and the culture of Sri Lanka. Maithripala Sirisena is not a President of the whole of the people of Sri Lanka. He won his presidential election from the votes of the Tamils and Muslims. Tamils herded by their politicians have become a Community apart without any patriot bond to Sri Lanka as their motherland, or with no love or respect to its history and culture. The Muslims who had been accepting the Sinhala community rejects its culture and now imitates the Tamils seeing a benefit to them by having a separate province for Muslims. Ranil Wickramasinghe was rejected by the people 29 times in elections, and he too is not a popular Prime Minister.
Therefore the Government led by Maithripala Sirisena as President and Ranil Wickramasinghe as the Prime Minister is not qualified to write a new Constitution to Sri Lanka. Therefore the proposed New Constitution should be rejected. Maithripala Sirisena does not know English well enough and hence suffers from an inferiority complex which keeps him attached to Ranil, without daring to question him
Instead of a new Constitution , the Constitution of 1978 should be retained amending it suitably. An amended Constitution becomes a valuable historical document, and such a constitution would be more acceptable than a new Constitution written by successive governments each time it comes into power.
The Executive Presidency should be retained as it would be barrier against a Prime Minister trying to impose himself on the Parliament keeping democracy under his iron boots. The Provincial system should be remodelled to bring back Gamsabha system.

Pentagon sends advanced surveillance team to train Sri Lanka’s military

Early this month, a group of US naval officers flew out of the Mattala Rajapakse International Airport at Hambantota in southern Sri Lanka after a week-long training exercise with Sri Lankan naval and air force personnel.
No public information was released about the visit until the US embassy in Colombo issued a statement on December 13, two days after the US naval officers departed.
The exercises are part of the expanding military ties between the US military and the Sri Lankan security forces under the Sirisena-Wickremesinghe government.
The embassy stated the US naval officers were from Patrol Squadron 10 or the “Red Lancers,” which is stationed at Jacksonville, Florida. It said the visit was “a routine deployment to the Indo-Asia-Pacific to ensure safety and security of vital sea lanes and trade routes, including integrating air and sea patrol operations.”
The US embassy quoted Lieutenant Anthony Beres, the detachment’s senior officer, who declared that the US was pleased to “partner with our friends in the Sri Lankan government and armed forces” and “demonstrate the capabilities of the P-8A, and exchange expert advice.”
The group travelled to Sri Lanka on a P-8A Poseidon aircraft, regarded as world’s most advanced surveillance-combat plane, which was used during the training exercises. Boeing, which manufactures P-8A Poseidon, says the aircraft “is designed for long-range anti-submarine warfare; anti-surface warfare; and intelligence, surveillance and reconnaissance missions.”
The Indian government, as part of its military cooperation with US, has signed a more than $US1 billion deal with Boeing to purchase four P-8Is, a previous version of the same aircraft. It already has eight of the planes. The Indian Express reported that the aircraft is armed with “deadly Harpoon missiles, light-weight torpedoes and rockets.”
The newspaper said the Indian navy was “extensively using” the P-8I to “keep a strict vigil on the Indian Ocean, which has seen numerous Chinese submarine forays, including the docking of a nuclear submarine in Sri Lanka.”
In line with Washington’s enhancement of India’s military capability, the US is establishing military interoperability with the armed forces in Sri Lanka, which sits astride strategically important Indian Ocean sea lanes (see: “US deepens military ties with Sri Lanka”).
US Pacific Command (PACOM) chief Admiral Harry B. Harris told a security conference at Galle in Sri Lanka late last month that the Pentagon was constructing a strong naval alliance against China in the Asia-Pacific region, integrating India as a “frontline state” with its other two important Asia-Pacific military allies, Japan and Australia.
Harris also visited the Trincomalee naval base, a strategic deep-water harbour on Sri Lanka’s east coast. PACOM is currently training Sri Lankan navy soldiers and marines. Prior to the PACOM chief’s visit, the USS Summerset spent three days at Trincomalee, providing basic military and small-boat operational training for members of the Sri Lankan navy.
While expanding its anti-China military alliance in the Indian Ocean, the US is continuing its provocations near Chinese-claimed islets in the South China Sea.
Under bogus claims of “freedom of navigation,” PACOM has sent several warships into waters claimed by China in the South China Sea, heightening tensions between Washington and Beijing. Last Friday, a Chinese vessel seized an American underwater drone in the South China Sea—an act the US branded as illegal.
Three years ago, as part of its geostrategic maneouvres to isolate China in the Asia-Pacific region, the US began pressuring Sri Lanka’s then President Mahinda Rajapakse to distance his government from China.
The campaign included a US-sponsored resolution in the UN Human Rights Council calling for an international investigation into Sri Lankan war crimes. It culminated in a regime-change operation, engineered by Washington. Rajapakse was ousted and the pro-US Maithripala Sirisena installed as Sri Lankan president via the January 2015 presidential election.
Sirisena and Prime Minister Ranil Wickremesinghe shifted Sri Lanka’s foreign policy in favour of the US and India, and are overseeing the increasing integration of the Sri Lankan military into the Pentagon’s agenda.
The government, however, is attempting to present this shift as normal activity, claiming it is part of efforts to strengthen Sri Lanka’s armed forces. The Colombo establishment is concerned that if it reveals how closely Sri Lanka is being tied into the US war plans against China it could trigger widespread opposition from workers and youth.

සිරිසෙන හොරාවීමෙන් රාජපක්ෂ හොරා වීම යටපත්වේයයි පතන්නා මෝඩයෙකි. රාජපක්ෂගේ හොරකම් බොරු වීමද ඒ හේතුවෙන් සිදු නොවේ. කවුරු කලත් හොරා අල්ලා උපරිම දන්ඩුවම් දීමේ අසාවම පමණක් නියම ජාති ආලය වේ.

අද දින අප ඔබතුමන් හමුවනුයේ මව් බිමේ අනාගතය ඉතාමත්ම අභියෝගාත්මක සහ තීරණාත්මක අවධියකය. රාජ්ය ආරක්ෂක ලේකම්තුමන් ලෙසට ඔබතුමන්ගේ මනා සම්භධීකරණයකින් යුතුව ගරු හිටපු ජනාධිපති තුමන්ගේ නායකත්වයෙන් යුතුව සහ රණවිරුවන් දහස් ගණනකගේ ජිවිත පරිත්යාගයෙන් යුතුව 30 වසරක කුරිරු ත්රස්තවාදය නිමා කරමින් ජාති ආගම් භේදයකින් තොරව සැබෑ සහජිවනයකින් සැමට නිදහසේ ජිවත් වීමට මග පෑදු ඒ ඓතීහාසික ජයග්රහණය අද වනවිට ඉතාමත්ම සාහසික අන්දමට බෙදුම්වාදයට නිත්යානුකුලව පාවාදීමට සියලු අනපනත් බහුතරයකගේ හර්දශාක්ෂියට එරෙහි වෙමින් නීතිගත කරමින් පවතී. නැවත කිසිදා ආපසු හැරවිය නොහැකි අයුරින් ව්යවස්ථා ගත කෙරෙන බෙදුම්වාදය ජාතිවාදය මුල්කරගනිමින් ජනවර්ගය පදනම් කරගත් සදාකාලික යුද්ධයකට ඇද දමන බවද එය වසර දහස් ගණනක් මුළුල්ලේ නොයෙකුත් විදේශීය ආක්රමණයන්ගෙන් අප මුතුන් මිත්තන් දිවි හිමියෙන් සුරැකි හෙළභුමියේ අවසානය සනිටුහන් කරන බවද අප ප්රත්යක්ෂ කොට සිටිමු.
අප මාතෘභූමිය මෙම අනතුරෙන් බේරාගැනීම සඳහා නැවතත් ඔබතුමන් ප්රමුඛ දේශප්රේමින්හට ඉටු කිරීමට ඇති යුගමෙහෙවර පිළිබඳව අවධාරණය කිරීමටත් ඒ උත්තුංග මෙහෙවර සඳහා සියලු ජන කොටස් එක නායකත්වයක් පිටුපස පෙළ ගැස්වීමටත් අප අදිටන් කර සිටින බවත් ඔබතුමන් හට දැන්වීමට මෙය අවස්තාවක් කර ගනිමු. ජාතිකවාදී සංවිධාන එක අරමුණක පිහිටුවීමට අප ගත් උත්සාහය ඉතාමත්ම සාර්ථක වි ඇතිබව ඔක්තෝම්බර් මස 21 වන දින, දෙසැම්බර් මස 22 සහ අද, 26 දින පවත්වන්නට යෙදුනු සියලු සංවිධාන එකමුතුවේ සාකච්ඡා තුලින් මනාව පසක් වි ඇත. දේශපාලන පක්ෂ න්යාය පත්රයකට අනුගත නොවන ජාතිකවාදී සංවිධාන එකමුතුවක භූමිකාව වනුයේ දේශපාලන බලය ලබා ගැනීම පමණක්ම අරමුණ කරගත් ඒ වෙනුවෙන් ඕනෑම පාවාදීමක් කිරීමට පසුබට නොවන අවස්තාවාදින්ගෙන් මව්බිම බේරාගැනීම සඳහා ජනතාව සංවේදී බවට පත්කර එම කූට අරමුණු ව්යවර්ථ කිරීමයි. එම ජාතික කර්තව්ය මේවන විට ඉතා සාර්ථක අයුරින් බිම් මට්ටමේ ක්රියාත්මක කිරීමට ගෝලීය ශ්රී ලාංකික සංසදය සම්පුර්ණයෙන් ම කැපවී ඇති බවත් බෙදුම්වාදී ව්යවස්ථාව පාර්ලිමේන්තුව තුලදී පරාජය කිරීමට හැකි සෑම සියලු කටයුත්තක්ම දායක වන බවත් සඳහන් කරන්නෙමු.
දෙස් විදෙස් කුමන්තනකාරි බලවේගයන් පරාජය කොට එකම ධජයක් යටතේ අප සදාදරණිය මව් බිම එක්සේසත් කිරීමේ දේශපාලන නායකත්වය ලබාදීමට ඔබතුමන්හට ඇති හැකියාව සහ සුදුසුකම් පිළිබඳව අප පුර්ණ විශ්වාසය තබා ඇති බව සඳහන් කරන්නෙමු. එහෙයින් එම භාරධුර නොනිමි ජාතික මෙහෙවරට උරදී සියලු දේශප්රේමී ජනතාවගේ මෙන්ම අප මව්බිමෙහි උපදින අනාගත දූදරු පරපුර වෙනුවෙන්ද ඔබතුමන් වෙත පැවරී ඇති යුග මෙහෙවර ඉටුකරන මෙන් සැබෑ සංහිඳියාව අගයන සියලු ලක්වැසියන් වෙනුවෙන් ජාතිවත්ස්යලයෙන් යුතුව ඉල්ලා සිටුන්නෙමු.
