Sri lanka should stop paying “advance payments” to any local or foreign company. Payments shall be made based on progress. No such thing in any developed countries.

However, my research shows these is no HUGE fraud on this project. Siriserna MUST be lying as it has become habit to him.

    1. Shanghi Oriental 468m high Observatory 269m level – Cost USD 100million completed 1994
    2. Sky Tower (New Zealand) 328 high Observatory 194m Cost USD 110 million – completed 1997
    3. Henan Tower ( China) 388m high Observatory 256m Cost USD 140 million – completed 2009
    4. KL Tower Malysisa 421m high, Observatory at 282 m level – Cost 110 million USD – 1996
    5. Macau Tower – Macau (China) 338m Observatory at 256 m level – Cost 110 million USD – 1996
    6. Pohottuwa – Colombo 350m high , Observatory at 215m level – Cost 104 million USD

Considering much lower labour costs and lesser platform height , our Pohottuwa is bit too high but not so bad.

Problem is not that, Government has NO RIGHT to get involved in such commercial projects using public funds to pay advance, interests at commercial rates when our people are so poor. Surely, Phottuwa selected its political sign thinking they can RULE the Sri Lanka forever. we shall wait and see. I noticed this when it came out years ago.

So what did Sirisena do for 5 years? Nothing he says can be believed as he has a track record of telling untruths.

First of all, who are Anusha and Basil?. They both should be in jail. Thanks to our corrupt systems they are both free to come back and engage in various scams again.

I do not think any sane ruler would want his name or a future symbol that represent his party or him get entangled in controversy. This must be the work of unscrupulous contractors and high officials who try to get advantage and make a fast buck. Finally what has happened is the thing that symbolizes purity has been built in the most disgraceful way using our own money instead of what should have been lent by the AXIM Bank of China.

This is nothing new; it is one of the dirty methods used by unscrupulous contractors and businessmen in third world countries to make money. I too have worked in one such projects in an African country. The State government there wanted to construct an important road linking one regional city to the capital of the state. As they did not have funds they wanted to make use of a scheme set up by Mrs. Thatcher whereby UK would fund development projects of commonwealth countries through their banks. It must have been set up with good intentions ( which perhaps they can initiate again after Brexit, if it ever happens). We, as professionals did our part in working out approximate cost and preparing a timeline. Promissory notes for both capital and interest guaranteed by the Federal Government that would mature according to the time line were issued to the contractor after the contract was signed. However the contractor did not start work giving various excuses for several years. When the promissory notes for the interest got matured, they sold them in the market and commence construction. As that country’s currency had depreciated by manifolds by that time it was enough to pay salaries and buy equipment locally and do the job. Even in the case of our Nelum kuluna it must have been the same thing. As the Prez revealed, the thing may have been constructed using our own interest payments. So, who is the culprit?. To my mind it is not MR. It should have been the responsibility of Anusha and the gang to make sure the project followed the agreed timeline. For this type of projects there should be no way of deviating from the timeline. The contractor should pay according to the penalty clauses if there is delay.

Whatever it is, this huge structure that we all see everyday should not symbolize corruption in our country. As intended it should be the symbol of our country. China is a true friend of Sri Lanka. US Dollars 110 million is pea nuts to China. They should therefore step in and clear the mess by refunding what SL may have paid in excess according to the original time line.

The current Prez has put his hand on this, and I believe he will get this done before he leaves. Any refunding should be done after a change of government so that citizens will know it has not been misused again.

Before the contractor entered the scene he should have known the conditions prevalent in the country. So, he should have known how to proceed. If there was delay on the part of the client, that should be no excuse; the client is an institution, the TRC and not the GOSL.
