POLITICAL STRATEGY OF JOINT OPPOSITION IN DISARRAY- MR WITH SLPP, GR WITH “WIYATH MAGA”, SARATH WEERASEKERA IN “ATHARA-MAGA”

The opponents consisting the nationalists are sending confusing signals to the average voter. Prof. G L Peiris is a dry politician, never contested in an election, but is heading the SRI LANKA PODUJANA PERAMUNA. Dinesh Gunawardene is the Leader of the Joint Opposition, an extremely honest politician, just like his father Phillip, but has failed to become a driving force in politics. Then we have Kin Pin of the Opposition, Wimal Weerawansa, who had become a valuable asset for his ability to speak in common man language. Then we have Gammanpila, just like Weerawansa, fighting against the law and Constitution, in every possible way. Still we have Dr Gotabaya Rakapakse who is also a MR CLEAN, however displaying extreme reluctance to be in the front fire line. Instead, GR prefers to deliver robust and lucid speeches to a selected audience with Wiyath Maga. So we have GL, Dinesh, Wimal, Gammanpila, GR playing hide and seek game to promote one person, that is President Mahinda Rajapakse. Rear Admiral Sarath Weerasekera and many others have become single fighters indirectly pushing the agenda for President Mahinda Rajapakse, just like the strategy of GR.
How about pooling all these resources? President Mahinda Rajapakse’s winning vote base is with Sinhalese. Sinhalese are earnestly looking forward for him to represent Sinhalese. Gotabaya and Sarath Weerasekera are perfect match for Wimal, Dinesh and Gammanpila. But the Mantle is held by President Mahinda Rajapakse.
President Mahinda Rajapakse need to revisit his game plan of not showing his hands in support for Sinhalese, for fear of losing the votes of Tamils and Muslims. This is a wrong thinking. Douglas Devananda would have been killed by Tamils many years ago, but VIP security provided to him and his family by MR saved his life. Where is Douglas now and with whom? All Tamils, Muslims and their leaders are the same.
If Sinhalese Extremism is a winning formula, lets embrace it. This is not the time for soft pedalling. The Joint Opposition movement is in disarray, giving wrong signals. Winning series of elections at the Cooperative Societies is not a victory. Reports of several government Ministers crossing over to the Joint Opposition is not palatable news. These propaganda are aimed at keeping the DREAM ALIVE FOR SINHALESE. But for how long? It seems that the Joint Opposition is under the false pretense that it can defeat Ranil, Maithree, Chandrika alliance with consummate ease.
This is a wrong analogy and will bring disastrous results, ending the dreams of Sinhalese.
HON.PRESIDENT, MR MAHINDA RAJAPAKSE, It is your Call. Please do not let down Sinhalese. You must lead Sinhalese, not Sinhalese, Tamils and Muslims, because Tamils and Muslims will never trust you and Gotabaya.
Please do not alienate Sinhalese. Sinhalese are waiting to hear these words from you: ” May Sinhala Apagey Ratai”.

The proposed federal or Eelam constitution should be rejected totally by all patriotic Sri Lankans.
However treacherous Ranil and the treacherous UNP government will try to create some kind of rift or conflict between the Sinhala Buddhists and the Sinhala Catholics, Malays, Muslims, Burghers etc. in order to create problems so that it will then be easy to pass this treacherous federal or Eelam constitution without much problems. This is what the treacherous Ranil, the treacherous UNP, CBK, Mangala etc. did before 8th January 2015 so that the 40-50% moderate Sinhala Catholics, Malays, Muslims, Burghers etc. vote was reduced and Mahinda Rajapakshe did not win as a result. Please do not fall for this cheap trick again and again is my plea to Sinhala people. My plea to Sinhala people is please use your brains at least once and not fall for such cheap tricks like this. Small problems can be resolved and is a million times less dangerous than a treacherous Ranil/Sirisena SLFP/JVP/Pacha Ranawaka/TNA government which will now bring on a federal or Eelam constitution.
This is what the US,EU,UK, Canada, Norway, Sweden, India has told treacherous Ranil, CBK, Sirisena and Mnagala to do i.e. create some kind of rift between the Sinhala Buddhists and the Sinhala Catholics, Malays, Muslims, Burghers etc. so that they can then pass the federal or Eelam constitution with ease. So my plea is do not fall for this cheap trick again and again if Sinhala people have an ounce of sense.
We should reject the federal or Eelam constitution and work with all patriotic Sri Lankans whoever they are and who are for a unitary state with only limited powers to provincial councils.

Thank you MDPD for being brave to tell the truth. Most of us who read and contribute to Lanka Web are patriotic Sri Lankans and are loyal supporters of our beloved president Mahinda Rajapaksa. But being loyal to him does not mean we have to blindly support him and critical of him like the many parasites around him who misled him and contributed to his downfall.
US president elect Trump had many faults. He made racist remarks and said bad things against women. But the thing I admire about him is he said what he thought, right or wrong unlike most politicians who thought of one thing and said something else. In a democracy one can not please every one. The majority rules. That does not mean we treat the minorities badly.
Now it is time for Mahinda to show some courage and take a stand. He should learn from his past mistakes and show real leadership. It should be obvious to him by now he can not please the Tamils, Muslims and the Christians unless he betrays the majority, the Sinhala Buddhists. He should take a stand on the 13th amendment, military presence in the North and national security. He should not let Dinesh, Wimal Bandula and Udaya to do all the dirty work and look to win the support of the minorities. Either he should lead from the front or let Gota or some one else to take the leadership.

Public Funds Splashed For Mahinda’s Jumbo Delegations

The United Nations General Assembly is considered as one of the most prestigious events in the entire world, where almost all the nations gather to strengthen their relationships with each other as well as to discuss international issues.
However, the annual tour for the UN General Assembly has become quite a considerable expense to Sri Lanka in recent years.
According to accounts with the Foreign Ministry, the former government had spent more than 10 Million Rupees per person in its delegation to the UN General Assembly.
Former President Mahinda Rajapaksa was under a cloud during his two terms in office as the human rights issue saw international pressure being exerted on the country.
Outgoing UN Secretary General Ban Ki-moon was also critical of the developments in Sri Lanka during the final stages of the war and even after that.Rajapaksa sought to counter allegations raised against his conduct of the war and took with him large delegations to the UN for the General Assembly and to attend side meetings he had with world leaders.
However, Foreign Ministry records show that public funds were also spent on members of the delegation who were mere passengers of the trip or were from the media.
Between the years 2005 to 2016, a total of 603 people have been part of the Sri Lankan delegation visiting the UN for the General Assembly and half of them, numbering 314, have been persons who are not members of the government.The official delegation to the UN General Assembly is headed by the President. The official delegation consists of the Minister for External Affairs, the first lady, MPs or Ministers and officials of the Foreign Ministry.
However during the Rajapaksa regime jumbo delegations, with members with no official capacity, accompanied him to the UN.According to data with the Foreign Ministry, the years 2005, 2013 and 2011 have been recorded as the years where the highest amount of public funds had been spent on a Sri Lankan delegation visiting the UN.It amounts to a staggering Rs. 169,124,899.30. It is roughly 160 Million Rupees. The delegations have included 98 people and 68 of them were non-related personnel. Accordingly each person has been taken in by spending 1.7 million Rupees.In 2010 Rs. 129,891,525 has been spent for a 105 member delegation to visit the UN and in 2013 Rs. 125,215,891 for 82 members. In 2010 a total of 65 officials have taken part in the tour and in 2013 42 of them were non-official personnel.
In 2010, the delegation included the then first lady Shiranthi Rajapaksa and Rajapaksa’s youngest son Rohitha.
In 2006, then President Mahinda Rajapaksa took with him his wife, Ministers Mangala Samaraweera, Anura Priyadarshana Yapa, Sripathi Suriyarachchi, Rishad Bathiudeen, Mahinda Samarasinghe, Gunarathna Weerakoon, Athawuda Senewiratne, Nimal Siripala De Silva, Dullus Alahapperuma, Nirmala Kothalawala, Douglus Devananda, Jeyaraj Fernandopulle, Susil Premjayanth, Arumugam Thondaman, Wishwa Warnapala, Geethanjana Gunawardhana and several other Ministers and MPs to the UN General Assembly at an expense of Rs. 494,464,601.
In 2007 the then President Rajapaksa repeated his tradition by taking a bunch of his allies in the UN ride including Rohitha Bogollagama, Douglas Devananda, Anura Yapa, T.B. Ekanayake, Champika Ranawaka and C.B. Rathnayake at a cost of over 60 Million. The grand expenditure on Sri Lankan delegations visiting the UN went beyond Rs. 120 Million and 160 Million in the years 2010 and 2011 respectively1. In 2012 and 2013 two groups visited New York under the leadership of then President Rajapaksa.
The lowest sum spent by the former government on these UN tours is Rs. 30,143,017 in 2012. The delegation had only consisted of 18 members when former Foreign Minister Professor G.L. Peiris led the delegation in Rajapaksa’s absence.While Rajapaksa took large delegations with him to the UN, he was unable to counter the allegations raised against him and his government. The UN and the international community continued to demand accountability over the war and this saw Sri Lanka making more enemies that friends. Meanwhile Foreign Ministry records show that in 2005 then President Chandrika Kumarathunga led the Sri Lankan delegation to the UN General Assembly along with late Foreign Minister Lakshman Kadirgamar and Ministers Dew Gunasekera, Pavithra Wanniarachchi, and 7 other MPs at a cost of 20 Million Rupees.
In 2015 President Maithripala Sirisena took with him a 44 member delegation to the UN at a cost of Rs. 90 Million. Sirisena has promised to cut down on costs and therefore he does not charter a flight like Rajapaksa did for foreign tours.

shocking sky-high extravagance: Rajapaksas’ billion-rupee travel bills
Eye-watering amounts of public money have been splurged on former President Mahinda Rajapaksa’s visits abroad, documents obtained by the Sunday Times show.
Between 2012 and 2014, the Presidential Secretariat spent Rs. 2,344,228,641.68 (more than Rs. 2 billion) on expenses incurred by Mr. Rajapaksa and his various delegations. The money was routed through the Ministry of Foreign Affairs to foreign missions for settlement of bills.
We analysed a breakdown of the 2014 figures. That year alone, Rs. 643,250,689.84 was exhausted on Mr. Rajapaksa, former First Lady Shiranthi Rajapaksa and their delegations. The bulk of this went towards foreign travel. But it includes items such as “Contribution Student Event at North Dakota University” (Rs. 264,000) and “Payment of Consultancy 2013″ (Rs. 46,732,602.00).
Additionally, SriLankan Airlines has billed the former President’s office Rs. 305,004,031 in 2014. That is a grand total of Rs. 948,254,720.84 or nearly Rs. 1000 million in 2014 alone.
The figure would rise considerably if the cost of chartering a SriLankan Airlines A340 aircraft for Mr. Rajapaksa’s visit to the 2014 UN General Assembly is included. However, that information was not immediately available.
Curiously, official expense accounts show that money also went towards the purchase of camera equipment on two occasions. Equipment to the amount of Rs 5,280,000.00 was bought in 2014 in New York. Another Rs. 9,119,141.39 was spent on camera equipment in Singapore. It is not known whether these were acquired for official or personal use.
In October 2014, Rs 67,722,245.34 was spent on a visit to the Vatican, Rome and Milan in Italy. Separately, the President’s office has been billed Rs. 44,195,550 for his A340 ride to Rome and Malpensa. This fee has not yet been settled with the airline. The grand total of that junket was Rs 111,917,795.34 or more than Rs. 100 million from State coffers for a mere three-day journey.
The amount spent in September 2014 for Mr. Rajapaksa’s visit to New York for the UN General Assembly is stated as Rs. 127,052,113.52 (excluding the fee for the aircraft). Costs of Rs. 5,724,005.61 were incurred even on a flying visit to Abu Dhabi in January 2014.
Time spent by Mr. Rajapaksa and his delegations in transit also cost the Ministry a pretty penny. For instance, Rs. 5,076,427.90 is mentioned as “Allocation for H.E. the President visit to Bolivia-transit”. Another Rs. 5,687,789.58 is mentioned under “Additional Allocation for H.E. the President and delegation transit in Dubai”.
A trip by Mr. Rajapaksa’s youngest son, Rohitha, to Japan in 2014 has cost Rs. 2,086,000.00. He did not hold official position in the administration. The former President even used public funds (and a chartered SriLankan Airlines A340 Airbus) for his private visit to Tirupati, India, in December 2014. Not long after calling a snap presidential election, he flew there to offer prayers at the famous Lord Venkateswara Temple.
The cost for the flight was Rs. 3,916,836. The bill remains unsettled. He also used up Rs. 4,457,625.00 from State coffers — a total of Rs. 12,291,297. He lost his reelection bid not long afterwards.

MDP, consolidating and unifying the disorganised payritic forces is indeed the way to VICTORY.
But, don’t define and mis-label the Patriotic CAUSE as RACISM.
Wen you mistakenly confuse the victory of
Trump with Racism, and advise the Sinhala
Patriots to embrace RACISM, you are making GRIEVOUS MISTAKE on two counts:
1. Trump IS NOT A RACIST even though his inelegant speech was e plotted by his Democratic opponents to LABEL him as a RACIST.
Trump has IDENTIFIED what is wrong with the flouting of LAW and ORDER in the USA by even government officials pandering to block vote minorities, and he has PLEDGED to correct it. That is not RACISM. That, in fact, is the problem in Sri Lanka as well, where politicians relying on minority votes are selling out the nation and leading it towards its destruction, while the law abiding citizens look on aghast at the inability of their elected leaders to protect them.
2. In the USA, an ultra-liberal elite in collusion with various illegal and minority segments of society espouse unlimted illegal immigration , licentious AC/DC sexual practices that undermine the very fabric of procreation, undetmine traditional family formation and the sanctity of life, sell out the employment rights of citizens to corporations outsourcing jobs, ink unfair trade agreements that have hollowed out the manufacturing base of America, engineer tax laws that have destroyed the middle-class and concentrated wealth in the hands of an economic elite and have captured most of the public media tools to preserve their hold on power. Working class majority of Americans of every color and origin, labelled Trump’s deplorables by a deF a d blind Billary Clinton, have suffered as a result.
These so-called deplorables are NOT RACISTS, but law-abiding citizens who have been falling behind in a nation that is increasingly run by a vocal elite and law-breaking minorities. In electing Trump and giving g a majority in all 3 Branches of the US Government to other Republicans riding Trump’s ciat-tails, they have taken corrective action.
In response, those who have been breaking the law and fear the impending retribution, are now BREAKING THE LAW AGAIN by lighting bonfires and vandalising American cities. When Obama was elected and re-elected, we did not see such law-breaking in the streets by Republicans.
Likewise in Sri Lanka, a patient Sinhala Buddhist electorate will soon reunified and retrieve the power of governance that was stolen from them in an electoral coup-de-eat orchestrated by Sri Lanka’s enemies in collusion with various anti-national minorities.
The Sinhala Buddhist community should NEVER RESORT TO RACISM. Leave RACISM to the EELAMISTS, tar and feather them with RACISM, and RESIST every attempt to LABEL US as as RACISTS.
The egalitarian democratic society that has taken root in Sri Lanka since independence, due to the JUST, FAIR and COMPASSIONATE policies of successive governments led by Sinhala Buddhist leaders gives testimony to the Sinhala Buddhist values that have ushered in a fair and just society dedicated to EQUALITY of RIGHTS of citizens.
That commitment to EQUALITY of RIGHTS, must now be supplemented by a commitment to EQUALITY of RESPONSOBLITIES to look e, defend, protect and foster our Motherland. This RESPONSIBILITY REQUIRES outright REJECTION of ALL DEMANDS for SPECIAL RIGHTS for minority groups that are UNAVAILABLE to other citizens.
By REJECTING SPECIAL RIGHTS, and the embedding and consolidation of such special rights through the 13A, and the devolution of rights to AVOWED racist ethnic groups we must PREVENT violating and endangering the EQUAL RIGHTS of ALL CITIZENS to ALL the resources and benefits of their INDIVISIBLE Motherland.
It is not necessary to RESORT to RACISM to counter the RACISM of the Separatist Tamils. It is only necessary to ENFORCE and PRESERVE the UNDIVIDED EQUAL RIGHTS of all citizens.
That REJECTION of SEPARATIST & MINORITY DEMANDS for SPECIAL RIGHTS is NOT RACISM; it DOES NOT NEED to be countered by RACISM of our own. We only need to be FIRM and UNYIELDING when facing such demands from internal anti-national forces res and external forces plying their own geopolitical agendas.

Like Dr Mervin Silva, USA has professors in Zoology, Poology and Goology. Anyone DISAGREEING with them is an animal – katussa, kalawadda, chameleon, imbecile, mole, parasite, thalagoya, kabaragoya, dog, hyena, etc. They display a very poor standard of education.
Lets look at things with KALAMA SUTRA in mind. Is taking 603 persons to the UN in New York at a cost of 170 million rupees a sign of patriotism? NO. Funny thing is MOST of the people MR took with him in expensive trips have LEFT HIM! Looks like EXPENSIVE foreign trips was a bribe to keep them (but failed). Robbing $325,000 from the money to refurbish the embassy is NOT patriotism!
Lets see a typical day in MR’s life. His entire family comes together for breakfast where they discuss politics (2 MPs among them). The Nalanda/Thurstan crowd is DEFEATED 1:4 by the Holy Family + S. Thomas crowd.
MR is a BETTER politician because most others are worse. But still MR falls short of patriots’ expectations.
We CANNOT trust any politician to SAVE SL. We have to go back to basics. Who saved SL for 2,559 years? The army.
They are NOT perfect but the best chance to save SL.
Now even MR’s deputy – Dinesh (JO leader) is talking about a military takeover. People slowly come to realize the REALITY.
To unconditional MR lovers, do you HONESTLY think this YAMAPALANA govt. will ALLOW any Rajapaksha to come to power? NO!
So you have no choice than support the GUARDIAN GODS OF SL to save it again.
As Mario said, the military should team up with the SANGHA to take the lead. That will give them LEGITIMACY, HISTORIC RELEVENACE and NON-VIOLENCE.
Military cannot run the country. They should appoint (under them) a CABINET made up of EDUCATED AND DECENT people – 10 of them. Then do a NEW CONSTITUTION without racism, division, etc. A PROPER election system. Wasting money on election advertising will be ILLEGAL. A politician can only visit voters and talk to them. NO gifts, NO advertising, NO paid canvassing. Then hold elections and hand power back to civilians. Politicians are NOT entitled to vehicles costing more than $30,000. Economy class travel only. Every MP should clean parliament TOILET based on a roster – 1 day a year. IF they fail for whatever reason, they lose their seat. MDP, consolidating and unifying the disorganised payritic forces is indeed the way to VICTORY.
But, don’t define and mis-label the Patriotic CAUSE as RACISM.
When you mistakenly confuse the victory of Trump with Racism, and advise the Sinhala Patriots to embrace RACISM to win, you are making a GRIEVOUS MISTAKE on two counts:
1. Trump IS NOT A RACIST even though his inelegant speech was exploited by his Democratic opponents to LABEL him as a RACIST.
Trump has IDENTIFIED what is wrong with the flouting of LAW and ORDER in the USA by even government officials pandering to block vote minorities, and he has PLEDGED to correct it. Even now, various city officials pandering to their local block votes are vowing to declare their cities as “sanctuary cities” in defiance of federal law angering law abiding citizens.
That posture of Trump is not RACISM. That, in fact, is the problem in Sri Lanka as well, where politicians relying on minority votes are selling out the nation, undermining it’s laws, and leading it towards its destruction, while the law abiding citizens look on aghast at the inability of their elected leaders to protect them.
2. In the USA, in recent decades an ultra-liberal elite has emerged that colludes with various illegal and minority segments of society to espouse unlimited illegal immigration , licentious AC/DC sexual practices that undermine the very fabric of procreation, undermine traditional family formation and the sanctity of life, sell out the employment rights of citizens to corporations outsourcing jobs, ink unfair trade agreements that have hollowed out the manufacturing base of America, engineer tax laws that have destroyed the middle-class and concentrated wealth in the hands of an economic elite, and have captured most of the public media tools to preserve their hold on power.
Working class majority of Americans of every color and origin, labelled Trump’s “deplorables” by a Billary Clinton deaf and blind to the cris of this suffering snd mounting anger of this majority, have suffered as a result.
These so-called “deplorables” are NOT RACISTS, but law-abiding citizens who have been falling behind in a nation that is increasingly run by a vocal elite and law-breaking minorities. In electing Trump and handing a resounding majority in all 3 Branches of the US Government to other Republicans riding Trump’s coat-tails, they have taken corrective action; action whose effect will echo through the next three decades.
In response, those who have been breaking the law and fear the impending retribution, are now BREAKING THE LAW AGAIN by lighting bonfires and vandalising American cities, in the hope they can cow Donald Trump and the silent majority who supported him to back doen. They will fail in this attempt. In conyrast, when Obama was elected and re-elected, we did not see such law-breaking in the streets by Republicans.
Likewise in Sri Lanka, a patient Sinhala Buddhist electorate will soon reunified and retrieve the power of governance that was stolen from them in an electoral coup-de-eat orchestrated by Sri Lanka’s enemies in collusion with various anti-national minorities.
In moving to wrest the government back from the Yamapalanaya, the Sinhala Buddhist community should NEVER RESORT TO RACISM.
Leave RACISM to the EELAMISTS, tar and feather them with their RACISM, and RESIST every attempt to LABEL the Sinhala Buddhist community as RACISTS by avoiding all RACIST agendas.
The egalitarian democratic society that has taken root in Sri Lanka since independence, due to the JUST, FAIR, COMPASSIONATE and PROGRESSIVE policies of successive governments led by Sinhala Buddhist leaders gives testimony to the Sinhala Buddhist values that have ushered in a fair and just society dedicated to EQUALITY of RIGHTS of citizens.
That commitment to EQUALITY of RIGHTS, must now be supplemented by a commitment to EQUALITY of RESPONSIBLITIES to look love, defend, protect and foster our Motherland.
This RESPONSIBILITY requires outright REJECTION of ALL DEMANDS for SPECIAL RIGHTS for minority groups that are UNAVAILABLE to other citizens.
By REJECTING SPECIAL RIGHTS, and the embedding and consolidation of such special rights through the 13A and the PC system, and the devolution of rights to AVOWED racist ethnic groups, we must PREVENT violating and endangering the EQUAL RIGHTS of ALL CITIZENS to ALL the resources and benefits of their INDIVISIBLE Motherland.
It is NOT NECESSARY to RESORT to RACISM to counter the RACISM of the Separatist Tamils. It is only necessary to ENFORCE and PRESERVE the UNDIVIDED EQUAL RIGHTS of all citizens.
That REJECTION of SEPARATIST & MINORITY DEMANDS for SPECIAL RIGHTS is NOT RACISM; it DOES NOT NEED to be countered by RACISM of our own.

It is clear, quite a few have misunderstood the main theme of my write-up. (i) It was not intended to suggest that some one else other that President MR should take the leadership; (ii) It was not intended downgrade the enormous hardwork done by Prez MR; (3) It was not intended to divide the Sinhalese, we need to unite all Sinhalese regardless of religious aspirations.
It was intended to : (a) unite all progressive forces who are directly or indirectly believe that Prez MR was the only saviour for Unitary Sri Lanka and Sinhalese. (b) alleviate the hysteria that toppling this government is very easy; (c) bring about great urgency to defeat the government with all democratic means.

5. GET RID of this govt. and help THAT PARTY come to power

Basil Rajapaksa Abandoning Sri Lanka Podujana Party? Requests Permission To Leave For USA
Former Minister Basil Rajapaksa, who took membership of the Sri Lanka Podujana Party, has requested permission from the Colombo High Court to leave the country for three months.
Through a motion filed at the High Court, he has requested permission to leave for the USA from December 10 till March 2 for medical purposes.
He says that he has been receiving treatment for diabetes but has not been there for medical tests in two years.
The request was made over a court case at the Kaduwela Magistrate’s Court.
The AG filed objections and the High Court fixed the case for November 25 to hear AG’s objections.

Constitutional Assembly’s Center-Provincial Relations Sub-committee Recommends Reduction of Governors Powers and Granting Police and Land Powers for Provinces

The Sri Lankan Constitutional Assembly’s sub-committee on Center-Provincial relations has recommended that the provinces be granted powers over land and police; that the powers of the provincial Governor be drastically pruned, and that there be a fair allocation of financial resources to the provinces along with powers to decide how to spend the money.
As a matter of fact, the 13 th.Amendment of the constitution carried out in 1987 following the India-Sri Lanka Accord, had devolved powers over land and police to the provinces. But this was not implemented.
The constitution sub-committee under the chairmanship of the Tamil National Alliance (TNA) MP, D.Siddharthan, has now recommended that all State Land (or government lands) in a province should come under the purview of the provincial administration though the Central government may requisition land for the propose of executing projects on matters under the Central List.
Likewise, the police in a province should come under the Provincial Administration and they should be regulated by a Provincial Police Commission (again as stipulated under the unimplemented 13 th Amendment).
The sub-committee said that the Concurrent List should be abolished and that there should only be a Provincial List and a Reserved (Central) List to avoid confusion and arrogation of powers by the Center.
The panel wants the provincial Governor to go entirely by the advice of the Chief Minister and his Board of Ministers and not be an agent of the Center which, he or she is, now. The power to control the provincial officers and determine what statutes should be passed by the Provincial Council should be taken away from the Governor.
Since only one of the nine provinces of Sri Lanka (namely the Western Province) is financially sound, the Center should not only give adequate funds to the provinces but also leave it to the provinces to decide how the funds should be spent. At present, the Center not only allocates the funds, but also specifies in detail how they should be spent. Though there is a Finance Commission to determine allocations to the provinces, the President often over-rules its recommendations. The panel has sought an independent Finance Commission with representatives of the provinces in it.
At present there is a stipulation that provincial schemes should conform to the relevant National Policy. The sub-committee has recommended that the provinces should be given the right to participate in the formulation of a National Policy.
The sub-committee has skirted the controversial issue as to whether Center-Provincial relations should be based on the federal or the unitary model. While the minority Tamils have been agitating for a federal constitution, the majority Sinhalese want the present unitary system to continue. The sub-committee’s recommendations envisage devolution of power but without labeling the overall scheme as either federal or unitary

I think most of us talk like political pundits. We are only making comments from sidelines. Mahinda, Gota, Weerawansa, Gammanpila, GL and Dinesh are in the business of politics. Because of the unpatriotic and unpopular legislation this stupid government is taking, India and the West are not allowing them to hold Provincial Elections. Yahapalanaya tried to push through all the legislation within 100 days but failed miserably. Sirisena and Ranil have not done anything productive to their credit in their careers spanning for over three or four decades. Whereas Rajapakse’s have. In the efforts to protect the MAHA BANKUWE MAHA HORA (pick pocket PM Ranil), Sirisena ended up with Mahinda in Parliament. Now they have to put breaks on their treacherous work because Mahinda is keeping the JO together.
By now they would have killed Sirisena (the same way they did away with Sobitha), if not for the fact that the Rookadaya is also the Chairman of SLFP. Thanks to him they got a letter given to the Speaker to say that SLFP is cohabiting with UNP therefore, the Speaker is not making the 51 MPs of the JO the official opposition in parliament. Once Roodadaya is bumped off the SLFP membership can vote a patriotic leader as the SLFP leader. When that happens the letter will be withdrawn. At that time, the JO will become the official opposition. By that happening most of the SLFP MPs in government will hop back to Opposition. With that no passing of the new constitution. Indians have calculated this well. They want the new constitution plus ETCA passed through parliament.
Like Americans who wanted a change for the last 30 years, there came Donald Trump. I am now hoping that Vijayamuni’s predictions will come right just like Trump’s Triumph and Rookadaya too die. World will still be kind to the peace loving Sri Lankans.
Don’t blame our current JO and those who love the country. They are doing a very commendable job under extremely difficult circumstances. Jayawewa!

Ananda, yes I have. I know when JRJ presented his constitution to the electorate he boasted that the only thing the President cannot do is to make a man a woman and vice versa. Though Ranil may become the unelected president, I am sure the Opposition will have a lot more clout if they can get the control of the SLFP. Though we say that JRJ signed the 13A, it was his 5/6th parliament that ratified it under duress. With over 75 votes in the Opposition, Ranil cannot do much harm. Also, bear in mind the USA is now headed by Trump (who is not from the Washington establishment).

Gonsal, I too have family members who talk just like you. They pick on the smallest of possible alleged corruption and publicise as if the whole country was sold off. Then they are very proud to talk of their intellect. Some are also trying to justify Ranil’s shameless CB robbery saying that because Rajapakse was in power for so long Ranil did not have enough money to fight elections. I can laugh when voters talk like this even after two years. If nothing is proved, then nothing did happen. Anybody is innocent until proven guilty.
There is clear evidence of Ranil’s robbery, but it is in English. So our intellectual crowd tend to accept it thinking he is one of us. Even if Rajapakse’s Ministers got some kick backs they gave something to the country. We got the Highways, Roads, Sea Ports, Airports, new roads and bridges for the many and sundry to enjoy. When Ranil robbed us, the country got no benefit except the high interest rates that affected every individual adversely. With Rajapakse we had a cast iron guarantee that the country was safe.

WW’s rouge news paper took the news item mentioned in the first sentence and converted it to 585 million on Sri Lanka and then published for the whole world to see, assuming everyone in the world is a graduate of Maharagama Institute of Tomfoolery. Charles did not lie. He was honest and his statement contans the answer why US to spend money to support regime change in Sri Lanka. US spending money on this kind of activity is not a big NEWS.
Ofcourse this governement shall be sent to hell too. They are protecting Pal Horu. So, you must keep Ranil for your “little” fraudester to carryout a bigger fraud next time, if you don’t mind the smell.
