President Maithripala Sirisena participating at the 47th Anniversary of the Public Services United Nurses’ Union (PSUNU) held at the Sugathadasa Indoor Stadium in Colombo on Wednesday (16) said the use of given freedom and democracy, to achieve narrow political gains or to spread racism and religious differences, is an obstacle to the future development of the country.
He added that the government is moving forward step by step, towards good governance, meeting the aspirations of the people. He also said that the government is committed to fulfil the aspiration of the people to the maximum level through comprehensive plans, even though it could not provide instant solutions as some sections of the society expected.
President Sirisena also said that the government is committed to protect the professional privileges of the persons who are serving in the health sector while strengthening the free health service of the country.
The President presented awards to ten retired persons who rendered a great service to the Public Services United Nurses’ Union.
Ven. Muruththettuwe Ananda Thera, President of the PSUNU presented a special memento to the President.
Ministers Rajitha Senaratne, W.D. J. Seneviratne, State Minister A.H.M. Fowzie, doctors, intellectuals in the field of health and many others participated in this event.
ISIS matter irks man
It was just two days after President’s remarks that Justice Minister Wijeyadasa Rajapakshe in Parliament alleged that 32 Sri Lankan Muslims had joined the ISIS and emphasized foreigners were propagating extremism among Muslim children in the country. Minister Rajapakshe said that extremist foreigners had entered Sri Lanka under the guise of teachers.
Minister Rajapakshe warned that the government would take appropriate measures in accordance with the Prevention of Terrorism Act (PTA) though a section of the international community was opposed to the implementation of the existing law.
Participating in the second reading stage debate on Budget 2017, he revealed that foreign intelligence services had reported that 32 Sri Lankans belonging to four families joining the ISIS.
Describing those who had joined the ISIS as members of well-to-do families of the Muslim community, the minister said that foreign extremists teaching at Muslim international schools in Beruwala, Kalmunai, Kaleliya and Kurunegala propagated hate.
The minister alleged that there had been a spate of serious incidents including killings due to continuing violence among followers of four main chapters known as Thowfique Jamath, Jamaath-e-Islam, Thabilique Jamath and Sunnathival Jamath. The minister vowed that the government wouldn’t allow their fight to jeopardize national security under any circumstances.
Claiming that scores of websites had been propagating violence and communal hatred, Minister Rajapakshe reiterated the UNP-led government’s readiness to address security issues.
“The international community can say anything it likes. Whatever they say we’ll not allow a bloodbath again. We are ready to implement some provisions of the PTA hitherto remained unused. These laws are severe. We will implement those laws.”
Commenting on social media, he alleged that there had been 78 derogatory posts on a particular website against the members of the Sri Lankan legal fraternity. He said those who had been defamed weren’t in a position to respond to various unsubstantiated allegations.
Alleging that one Sandaruwan had been responsible for the despicable web operation, Minister Rajapakshe said that the government could issue an international warrant to bring him here to face charges.
However, Minister Rajapakshe’s statement was not welcomed by many ‘moderates’ in the society, claiming his ‘replay’ of old records was nothing but a mere attempt to fuel racism.
The Muslim Council of Sri Lanka (MCSL) in a statement signed by its President N.M. Ameen noted that they are seriously concerned about the statement made in Parliament by the Minister of Justice about the Muslim community.
“The facts given by the Honourable Minister were reported in the media more than one year ago when a Sri Lankan combatant died fighting with ISIS. There have been no new reports of any others involved since this was reported last year. It is believed that one family had gone to Syria to provide humanitarian support to the war wounded and refugees. Some of the men are alleged to have joined or forced to join the fighting forces of ISIS. The Muslim community, including the Muslim Council, Jamiathul Ulema and other organizations cooperated with the government in identifying the families to provide the necessary support for the intelligence agencies to investigate. Those who have gone to Syria as quoted by Rajapakshe include women and children.”
“Minister Rajapakshe’s statement comes at a very opportune time to certain extremist elements bent on tarnishing the image of the Muslim community for reasons only best known to them. The Thableeq Jamath, Sunnathival Jamath, Thowheed Jamath and Jamaithe Islam and several other organizations are all Muslim religious and social service organizations. They do not promote any form of violence as implied by the Minister. Certain parts of his statement are verbatim of the hate speech spewed by the extremist priest Ven. Galagodaaththe Gnanasara Thera,” Ameen said in his statement.
While noting that no Muslim international school invites extremists to indoctrinate its children with fundamentalism as alleged by the Minister, MCSL stated; “Such has been the language of certain countries that created terrorists out of Madrasas in Pakistan to achieve their own ends. We urge Hon. Wijeyadasa Rajapakshe to provide the evidence and take immediate action against anyone who may have violated the laws of the land irrespective of ethnicity or religion.”
Indian Concerns
While it is agreed that Minister Rajapakshe was repeating what Secretary of Defence Ministry Karunasena Hettiarachchi said earlier this year and the facts and figures stay almost the same, it is also noteworthy that our neighbour India too had expressed its concerns about Sri Lanka being a ground of training to militants of IS and similar extremist terror groups.
This column on 16 October, 2016 revealed that India is pushing for stronger intelligence cooperation with the island nation after the hostile situation in Kashmir escalated.
According to reliable sources, Indian intelligence services are seeking stronger cooperation from Sri Lankan security forces and intelligence services through the Sri Lankan Government in tracking down terrorist outfits operating in the country.
They have, according to sources, confirmed that terrorist outfits and extremist groups like Al-Qaida, LeT (Lashkar-e-Taiba), ISIS and IKK (Idara Khidmat-e-Khalq) are using Sri Lanka, especially the Eastern Province as a strategic posting point and operation centre. In addition, the comprehensive intelligence report also states that they have screened about 55 Maldives nationals and several other Sri Lankans of being members of these terrorist outfits.
According to the report, ISIS and Al-Qaida use Sri Lanka and the Maldives as they could not access Chennai that easily.
Even though, India had warned Sri Lanka on similar issues from time to time, it came to a turning point after arresting Maulana Umar Madan in 2009 in Chennai.
Investigations proved that he was a frequent traveller to the Eastern Province and happened to be one of the close confidants of JuD (Jamaat-ud-Dawa) leader Hafiz Saeed and second in command Abdul Rehman Makki.
With Mohammed Rafeeq a confirmed plant by ISIS being arrested for attempting to target the Israeli Consulate in Bangaluru they insisted SL authorities to be on the alert.
According to this intelligence report, these groups operate as fake Indian currency manufacturing teams. China arrested a suspect with Rs 2. 5 million Indian currency in Guangzhou city on 19 August 2016.
The suspect had arrived in China from Colombo and Indian intelligence was able to apprehend him with the assistance of Sri Lankan and its Chinese counterparts. Therefore, India has highlighted the importance of intelligence sharing and cooperation.

Former President turned Kurunegala District MP Mahinda Rajapaksa is all set to undertake a one-week tour in China on the invitation of the Sino Government. He will leave the country on 23 November and Prime Minister Ranil Wickremesinghe last week instructed the Foreign Ministry to fully facilitate Rajapaksa’s visit.
While, many were surprised at this gesture as the government was earlier concerned about China’s dealings with the Rajapaksa family even after they were defeated, it was revealed that Premier’s instructions were issued as the tour is based on the Chinese Government’s invitation.
However, Rajapaksa who was known for his love for China and under whose tenure major investment plans were initiated under Chinese funds was seen criticizing the government’s move to handover lands and some national properties to China.
“We agree with the Finance Minister that he presented a different budget, which is aimed at taxing, penalties, levies and selling State assets. It is nothing more than a traditional UNP Budget and an extension of the regaining Sri Lanka of 2002. Hopefully, you will remember how they started selling State properties and increased taxes. They sold almost 80 State properties, but were unable to bring down debt. In 1977, the national debt was 68.6% of the GDP, by the time the UNP left in 1994, the national debt stood at 95% of the GDP. By the end of 2002, national debt went over 100% under Chandrika’s regime, even after the sale of insurance, telecom, and gas.”
According to Rajapaksa, his Government discontinued privatization and reduced foreign debt. “We have put a stop to privatization during the period 2005–14. When I gave the country back in January 2015, debt was reduced to 70.4% of the GDP. By the end of 2015, the national debt had gone up to 76%. It could go up to 78% by the end of this year. Instead of strengthening the Central Bank the Government proposes to hand over the entire payment system to a private operator. More plans are being made to privatize many State assets. Chances are high that expressways, railway lines, and the Moragahakanda Project too, could be privatized. It is unfortunate that a part of the Sri Lanka Freedom Party has joined this group,” he said.
Rejecting government charges of evading book entries and hiding foreign borrowings during his Presidency, Rajapaksa said: “At one time, the government was charging us for unwritten borrowings. If there are unrecorded debts, please reveal the names of the lenders. But if you say these are undocumented loans, then why worry? You don’t have to pay for loans that are not in the books. Even after heavy borrowings, the government was unable to launch a national project of importance or take forward the programmes we have planned before.”
“We have built almost all infrastructure facilities using international borrowings. So, it is unfair to sell national properties at much higher prices compared to the investments made. By selling the Hambantota Port, a monopoly will be created,” he said.
Rajapaksa was seen stumbling upon several times when presenting his written speech and Deputy Minister Ajith P. Perera who obstructed Rajapaksa several times called on Speaker Karu Jayasuriya to install a teleprompter as an encouragement for Rajapaksa to speak freely.

Why take National Debt ( which includes local borrowing such as our own EPF ) ?
Take Singapore.
National Debt / GDP rose from 99.8 to 104. during 2014 to now. So does that mean we are better OR Ranil is better than LeeSL ?
Take External debt
Singapore has ZERO external debt since 1996. What MR did was tripling External Debt and the he is proud of it.
When he took over governement we had 1000 billion external debt and it was 3000 billion when he earned his defeat in the hands of worst ever politician in the world.

From the comment by Mr S Gonsal I realise unreconstructed Thacherite kind are still ready flaunt their venom on the populace. In their thinking MR should not have taken loans, financed the humanitarian operation, constructed the infrastructure or taken the initiatives to hold elections in Jaffna or invite the commonwealth leaders for comecon.
It is right to hear these views and face them propert.
Not that each of these MR actions succeeded or achieved even part of the objective, but the alternative if we lived as a third world economy balancing the books like a preferred country of the god believing Colombians, financed our needs by taking loans from cronies like ‘Perpetual’ thus balancing the books and run the country like the emancipated Blacks do in Sierra Leone or Liberia would we be more self respecting and happier country and a nation.

Too bad this issue has been turned into another political football.
Even if Mahinda was in power, this would have happened. He vowed to implement LLRC recommendations. One of them was further power sharing to provinces. It cannot be done without constitutional changes and more of federalism.
However, the extent of danger of the proposed changes may be different under Mahinda. Present day rulers are indebted to USA, EU, India and Tamils for their election victory. Mahinda and team would have been indebted to them with their lives (war crimes issues). Surely politicians value their lives more than an election win. A defeat can be turned into victory even for the most useless politician (e.g. Ranil) as long as he/she manages to cling on to dear life (or public life).
For these reasons I see no difference between a Mahinda presidency and a Sirisena presidency in 2017 when it comes to more federalism. Sadly, the victims once again are the Sinhalese and Sri Lanka. Only the justification has changed from “foreign conspiracy” to “reconciliation”.

He did not reduce the DEBT, even though ratio reduced ( obviously because GDP went up too) . That is another decieving statement he made.
When he took office Debt was 1000 units and when he left 3200 units. That is the TRUTH.
His argument was this govenrement took more loans and DID NOT DO ANY DEVELOPMENT.
It depends on where the money went.
He did not increase salaries until last moment.
He did not reduce fuel price until last moment.
Thsi governement spend money foolishly making election promises to do all these money wasting activities. They also continued to ROB the CENTRAL BANK.
Both sides of politicians are PAL HORU. Not one side. Depending of the situation people wisely change the governement, that does not mean people are fooled but they have no other choise.

With Trump’s election, looks like Americans are keeping their dirty hands off Syria. After 4 years of rebel occupation, government forces are taking control of Eastern Aleppo. Now even BBC, Sky and CNN are showing pictures of Eastern Aleppo human shield slowly getting away from rebels. Reminded me of our final battle.
There is lot of talk about millions of rupees issued on the day before the elections. Why did Yahapalanaya waited so long? When they accused Mahinda regime a few years before 2015 presidential elections, I thought they already had the evidence and it was only a matter of catching the culprits. After two years, Yahapalanaya is still running after new clues and we are still waiting for the Lamborghini, Golden Horse and the Luxury Private plane, among other things.
By the way hasn’t our Rookadaya got enough evidence from not one but two COPE reports on the Greatest Robbery of all time the Bond Scam. Why is the thief catcher still sitting on it?

Creating a new party FAVORS UNP as SLFP vote will be DIVIDED. So UNP’s FCID will NOT punish anyone creating a new party to SPLIT the SLFP.
Good strategy. This is how RUN-NIL controls Sira. There is a DEAL.
JR did the same. He released WIJEWEERA to SPLIT the anti-UNP vote. Later he arrested and released VIJEYA to split Sirima’s vote.

වැලිකඩ සමූහ ඝාතනය ලංකාව තුළ පමණක් නොව ජාත්යන්තරයේද අවධානය දිනාගත්තේ රාජ්යය, තමන්ගේ පොලිසිය හා හමුදාවම යොදවා, තමන් භාරයේ සිටි පිරිසක් මෙලෙස අමු අමුවේ මරාදැමීම නිසාය. එනිසා මේ බිහිසුණු ඝාතනය ගැන පරීක්ෂණයක් පැවැත්වීම අත්යවශ්ය විය. එහෙත්, රාජපක්ෂ ආණ්ඩුව කාලයේ ඒ පරීක්ෂණ පැවැත්වුණේ ඔවුන්ට සුපුරුදු වරදකරුවන් ආරක්ෂා කරන පිළිවෙතේම හිඳිමිනි. ඒ නිසා ඒ කාලය තුළ සිදුකෙරුණු එකම පරීක්ෂණයකවත් වාර්තා එළියට ආවේ නැතිවා පමණක් නොව, මිනිස් ජීවිත 27ක් බිල්ලට ගත් වරදකරුවන් කිසිවකු හඳුනාගැනුණේද නැත.
2012 නොවැම්බර්හිදී ඝාතන සිදුවූ වහාම අපරාධ පරීක්ෂණ දෙපාර්ත මේන්තුව හෙවත් සීඅයිඩීය පරීක්ෂණයක් ආරම්භ කළේය. මේ පරීක්ෂණයේ ප්රතිඵල තවමත් කිසිවකු දන්නේ නැත. සීඅයිඩීයට සාක්ෂි දුන්, සිද්ධිය ඇසින් දුටු රඳවුවන්ගේ ප්රකාශ පවා සටහන් කරගත්තේ කෑලි අඩුවෙන් බව රඳවුවෝම ප්රකාශ කරති. එක් බන්ධනාගාර නිලධාරියකු සීඅයිඩීයට සාක්ෂි දෙන්නට සැරසෙන විට සීඅයිඩී නිලධාරියකු ඔහුට කීවේ මෙවැන්නකි. ‘අපි ඇවිල්ලා ඉන්නේ ආණ්ඩුවේ පව් හෝදන්න. ඒ නිසා දෙන කටඋත්තරයක් පරිස්සමට දෙන්න.’ ඉතින් සීඅයිඩී පරීක්ෂණය ගැන කුමන කතාද?
සිද්ධිය සම්බන්ධයෙන් පරීක්ෂා කොට වාර්තාවක් සපයනු පිණිස එවකට පුනරුත්ථාපන හා බන්ධනාගාර හා ප්රතිසංස්කරණ ඇමති චන්ද්රසිරි ගජධීරද තිදෙනකුගෙන් යුත් කමිටුවක් පත් කළේය. එහි සාමාජිකයෝ වූවෝ, විශ්රාමලත් මහාධිකරණ විනිසුරු බන්දුල අතපත්තු, විශ්රාමලත් නියෝජ්ය පොලිස්පති ගුණසේන තේනබදු හා බන්ධනාගාර ප්රතිසංස්කරණ අමාත්යාංශයේ නීති නිලධාරි ලලිත් අන්ද්රාහැන්නදිය. මේ කමිටුවේ අතුරු වාර්තාව 2013 පෙබරවාරි මාසයේදීත්, අවසන් වාර්තාව 2013 නොවැම්බර් මාසයේදීත් ගජධීර ඇමතිවරයාට භාරදුන් බව පැවසෙන නමුත් එයට කුමක් සිදුවූවාදැ’යි දන්නා කෙනෙක් නැත. ආරංචි මාර්ග කියන්නේ, කමිටුවේ එක් සාමාජිකයකු වාර්තාවේ අවසන් නිර්දේශවලට එකඟ නොවීම නිසා, එම නිර්දේශ ක්රියාත්මක කළ නොහැකි බව ඇමති ගජධීර කී බවයි. කෙහොම වුණත් පුවත්පත් වාර්තා කළේ, රඳවුවන් අතර තිබුණු පෞද්ගලික අමනාපකම් මත සහ ආයුධ භාවිතය හරිහැටි නොදත් ඔවුන් එකිනෙකාට වෙඩි තබා ගැනීමෙන් මේ ඝාතන සිදුවී ඇති බවට කමිටු වාර්තාවේ නිගමනය කර ඇති බවයි.
තුන්වැනි පරීක්ෂණය කෙරුණේ එවකට බන්ධනාගාර කොමසාරිස් ජෙනරාල් කොඩිප්පිලිගේ නියමයෙනි. 2012 නොවැම්බර් මාසයේ භාරදුන්නායැ’යි කියන ඒ වාර්තාවටද වුණු දෙයක් දන්නා කිසිවෙක් නැත. කොහොම වුණත්, බන්ධනාගාර ඝාතනයේදී කොඩිප්පිලි මහතාගේ දායකත්වය ගැන ඇසූදුටු සාක්ෂි යහමින් තිබේ.
හතරවැනි පරීක්ෂණය ආරම්භ කෙරුණේ මානව හිමිකම් කොමිෂන් සභාවෙනි. ඒ ද 2012දීය. එහෙත් මානව හිමිකම් කොමිසමේ සභාපතිවරයා මාධ්යයට කියා තිබුණේ බන්ධනාගාර කොමසාරිස් ජෙනරාල්ගේ ඉල්ලීම අනුව එම පරීක්ෂණය පැත්තකට දැමූ බවය.
මේ පරීක්ෂණ හතරේම පොදු ගුණාකාරය වුණේ ඒවා නොකෙරෙන වෙදකමට කෝඳුරු තෙල් හෙවූ පන්නයේ වැඩ වීමයි. බන්ධනාගාර ඇමතිත්, සීඅයිඩීයත්, මානව හිමිකම් කොමිසමත්, බන්ධනාගාර කොමසාරිස් ජෙනරාලුත් ඒ කාලයේ හිටියේ රාජපක්ෂවරුන්ගේ සාක්කුවේ බැවින්, මේ කිසිම පරීක්ෂණයක් ඇත්ත කියන්නේ නැති බව ඒකාන්ත විය. ඒ නිසා රාජපක්ෂවරුන්ගේ පව් හෝදන්නට කෙරුණ පරීක්ෂණවල ප්රතිඵල ගැන පුදුම විය යුතු නැත.
එහෙත්, 2015 අලුත් ජනාධිපතිවරයකු හා ආණ්ඩුවක් පත්වුණු පසු වැලිකඩ සමූහ ඝාතනය ගැන සොයාබලා වාර්තාකරන්නට අලුත් කොමිටියක් පත්කිරීම එසේ ලඝු කොට තකන්නට බැරිය. මේ කොමිටිය පත්කරන ලද්දේ එවකට අධිකරණ හා බන්ධනාගාර කටයුතු ඇමතිවරයා වූ විජේදාස රාජපක්ෂ මහතා විසින් 2012 ජනවාරි 22වැනිදාය. කොමිටියේ සභාපතිවරයා ලෙස විශ්රාමලත් මහාධිකරණ විනිසුරු විමල් නම්බුවසම් මහතාද, අනෙක් සාමාජිකයන් දෙදෙනා ලෙස හිටපු ජ්යෙෂ්ඨ නියෝජ්ය පොලිස්පති අසෝක විජේතිලක හා රාජ්ය සේවයේ ප්රවීණ නිලධාරියකු වූ එස්කේ ලියනගේ යන මහත්වරුද පත්කරන ලදහ. බන්ධනාගාර සිදුවීමට හේතුවුණු කරුණු සොයාබැලීම, සිදුවීමට වගකිවයුතු අය කවුදැ’යි සොයාබැලීම, වගකිවයුත්තන්ගේ වගවීමේ ක්ෂෙත්ර සොයාබැලීම, සිදුවීම නිසා ඝාතනය වුණු හා තුවාල ලද අයගේ අනන්යතාව සොයාබැලීම, ඝාතනය වුණු හා තුවාල ලද පුද්ගලයන්ගේ සමීපතමයන්ට වන්දි ගෙවීම යන කාරණා කමිටුව විසින් කළයුතු යැයි ඔවුන්ට බලය පවරන ලද විධාන පත්රයේ සඳහන්වෙයි.
මේ කමිටුවටත්, ඊට පෙර ඇතිකරන ලද කමිටුවලටත් සාක්ෂි හෝ ප්රකාශ දුන්නෝ එකම පුද්ගලයෝය. රාජපක්ෂ ආණ්ඩුව යටතේ පත්කරන ලද මුල් කමිටුවලට සිදුවූ සන්තෑසිය දන්නා ඒ සාක්ෂිකරුවන්ගෙන් යුක්තිගරුක කොටස, මේ අලුත් කමිටුව ගැන සතුටට පත්වුණේ, එම කමිටුව මගින් හානියට පත්වූවන්ට නියත වශයෙන්ම යුක්තියක් ඉටුවේයැ’යි කියන බලවත් විශ්වාසයකිනි. සාක්ෂි දුන් සමහර බන්ධනාගාර නිලධාරීහු සිදුවීමේ ඇත්තම කරුණු මේ කමිටුව හමුවේ ප්රකාශ කළහ. ඊට පෙර කමිටුවලදී එක්කෝ ඔවුන්ට පරෙස්සමෙන් සාක්ෂි දෙන ලෙස තර්ජනය කරන ලදි. නැතහොත් ඔවුන් කී දේ ඒ ආකාරයෙන්ම ලියා නොගන්නා ලදි. සමහර කරුණු ‘අවශ්ය නැතැ’යි නොසලකා හරින ලදි. ඒ නිසා යහපාලන ආණ්ඩුවේ අලුත් කමිටුව හැම දෙනාටම ගෙනාවේ අලුත් පිබිදීමකි.
කොහොම වුණත් 2015 ජනවාරි පත්වුණු කමිටුව, 2015 ජුනි 9වැනිදා සිය අවසන් වාර්තාව අගමැති රනිල් වික්රමසිංහටත්, බන්ධනාගාර ඇමති විජේදාස රාජපක්ෂටත් භාරදුන්නේය.
යහපාලන ආණ්ඩුවට පත්වුණු කට්ටිය ඊට පෙර මැතිවරණවලදී ජනතාවට පොරොන්දු වුණේ රාජපක්ෂ ආණ්ඩුව විසින් හංගන ලද සියලුම කොමිෂන් සභා වාර්තා මහජනතාවගේ දැනගැනීම සඳහා එළියට දමන බවය. එහෙත්, කටේ නරිවාදං රෙද්ද පල්ලෙන් බේරෙන්නාක් මෙන්, වැලිකඩ ඝාතන පිළිබඳව වූ මේ කමිටු වාර්තාව දැන් තියෙන්නේ යහපාලන ආණ්ඩුවේ හමස් පෙට්ටියේය. අගමැතිවරයා තමාට එවැනි වාර්තාවක් දුන්නාදැ’යි දන්නේවත් නැති තරම්ය. පෙනීයන්නේ යහපාලන ආණ්ඩුවද වැලිකඩ බන්ධනාගාර ඝාතන වාර්තාව කිසිවකුට නොපෙන්වා හංගාගෙන ඉන්නා බවයි.

2012 නොවැම්බර් 9වැනිදායින් ඇරඹී 10 වැනිදා පහන්වන තුරු ඇදීගිය වැලිකඩ බන්ධනාගාර ඝාතන ක්රියාවලිය, ලංකා ඉතිහාසයේ කළු පැල්ලමකි. ත්රිපුද්ගල පරීක්ෂණ කමිටුව, සිද්ධිය සිදුවූ ස්ථාන නිරීක්ෂණය කරන්නට 2015 පෙබරවාරි 6වැනිදා උදේ වැලිකඩ බන්ධනාගාරයට ගියේය. සිය සාක්ෂි සටහන්වල මේ ගමනේදී කළ නිරීක්ෂණ කමිටුව සඳහන් කරන්නේ මෙසේය.
‘වැලිකඩ බන්ධනාගාර අධිකාරි වශයෙන් බන්ධනාගාරය භාරව කටයුතු කළ ගාමිණී ජයසිංහ මහතා ප්රකාශ කළ පරිදි, මෙම සිද්ධිය ආරම්භ වූ අවස්ථාව වන විට ඔහු සිට ඇත්තේ බන්ධනාගාරයෙන් බැහැරවය. උදේ බන්ධනාගාරයේ සේවය කර, දහවල් ආහාරය සඳහා ඔහු බැහැරව ගොස් ඇති අතර, එස්ටීඑෆ් භටයන් ආයුධ සන්නද්ධව ඉන්දික සම්පත් මහතා (ඔහු එවකට බන්ධනාගාර බුද්ධි අංශයේ ප්රධානියාය. ඝාතන මෙහෙයුම ආරම්භයට ඔහුගේ ඇති බරපතළ සම්බන්ධයක් සාක්ෂිවලින් හෙළිවෙයි.) සමඟ බන්ධනාගාරයට පැමිණ සිටින බව එදින දහවල් 1ට පමණ ප්රධාන ජේලර් විසින් ඔහුට දන්වා ඇත. ජයසිංහ මහතා ඒ පිළිබඳව එවකට බන්ධනාගාර කොමසාරිස් ජෙනරාල් කොඩිප්පිලි මහතාට දුරකථනයෙන් දන්වා ඇති අතර, බන්ධනාගාරය පරීක්ෂාවට එස්ටීඑෆ් භටයන් පැමිණියේ තම අනුදැනුම ඇතිව බව ඔහු දන්වා ඇත. ජයසිංහ මහතා බන්ධනාගාරයට පැමිණ ඇති අතර ඒ වනවිට එස්ටීඑෆ් භටයන් විසින් එල් ශාලාව පරීක්ෂා කරමින් සිට ඇත. එම පරීක්ෂාව කර ඇත්තේ රඳවුවන් ශාලාවෙන් පිටතට ගෙන අත්වලට ප්ලාස්ටික් මාංචු දැමිමෙන් පසුය. පරීක්ෂණයට පැමිණ ඇති එස්ටීඑෆ් භටයන් සංඛ්යාව විශාලය. ඔවුන් සිට ඇත්තේ ආයුධ සහිතව සහ කඳුළු ගෑස් ප්රහාරක අවි සහිතවය.
සවස 3.30ට පමණ රඳවුවන්ට රාත්රි ආහාරය ලබාදී ඇති අතර ඒ අවස්ථාවේදී ඔවුන් පරීක්ෂා නොකරන ලෙස ජයසිංහ මහතා ඉල්ලා සිටියද, එම ඉල්ලීම පිළිගෙන නැත. මේ අතර චැපල් වාට්ටුවේ රඳවුවන් කෑකෝ ගසමින් එහි දොරටුව වෙත පැමිණ ඇත. එවිට එස්ටීඑෆ් භටයන් චැපල් වාට්ටුව තුළට කඳුළු ගෑස් ප්රහාර එල්ල කර ඇත. ඇතැම් කඳුළු ගෑස් උණ්ඩ පුපුරා ගොස් නැති අතර ඒවා එළියේ සිටි රඳවුවන්ට ලැබීමෙන් පසු ඔවුන් ඒවා එස්ටීඑෆ් භටයන් දෙසට දමා ගසා ඇත. මුළු ප්රදේශයම කඳුළු ගෑස්වලින් පිරීගොස් ඇති අතර, බන්ධනාගාර නිලධාරීන් මෙන්ම සිරකරුවන්ද දැඩි අපහසුතාවට පත්ව ඇත. ඉන්පසු එස්ටීඑෆ් භටයන් බන්ධනාගාර දොරටුව වෙත පසුබැස ඇත.
ඒ අවස්ථාවේදී ජයසිංහ මහතාට සිහි නැතිවී ඇති අතර, ඔහු ආරක්ෂක ස්ථානයකට ගෙනයනු ලැබ ඇත. 4.30ට හෝ 5ට පමණ ඔහු දැක් ඇත්තේ යුද හමුදා භටයන් හා පොලිස් නිලධාරීන් රාශියක් පැමිණ සිටින බවය. ඉන්පසු බන්ධනාගාර ජේලර් ශාන්ත මහතාගේ නිවසේ සාකච්ඡාවක් පවත්වා ඇති අතර ඊට බන්ධනාගාර කොමසාරිස් ජෙනරාල් කොඩිප්පිලි, බි්රගේඩියර් දිසානායක, මානවඩු, ජ්යෙෂ්ඨ නියෝජ්ය පොලිස්පති අනුර සේනානායක, බන්ධනාගාර නිලධාරි එමිල් රංජන් හා චානක යන අය සහභාගිවී ඇත. Drug dealing prisoners RIOTED when police came to take their MOBILE PHONES away. They were doing DRUG DEALS with them.
STF is a POLICE UNIT. It is NOT army. Police is CIVILIAN. They went in with guns because JAILORS could not control the violence. What else could be done? ALLOW them to FLEE with guns? Allow them to KILL other prisoners? We should be thankful the riot was controlled.

Anyone who can acess this site can acess Ravaya too. These are not secrets. I DID NOT SAY I TRUST THIS. I DID NOT SAY THESE ARE FACTS . Ravaya too reports very good things. Even MR respects VI and often calls him.
