[1]. අසූව දසකයේ මුල් භාගයේදී දිනක හම්බන්තොට ලුණු ලේවාය බැලීමට පැමිණි පියෙක් සහ තවත් කුඩා කොලු ගැටයෙකි. පියාට පෙරැත්ත කර මුහුදු වෙරළට යන දරුවා ඈත දියඹේ ක්ෂිතිජයට මෙහායින් එක පෙළට ගමන් කරන නැව් හත අටක් දෙස සිය ඇඟිල්ල දිගු කර අප්පච්චි, එච්චර නැව් යන්නේ ඇයි?” දැයි අසයි. ඒ තමයි පුතේ ලෝකයේ බටහිරත් නැගෙනහිරත් යා වෙන මූදු සේද මාවත….. අරහෙන් උතුරෙ කලබල, මෙහෙ මරා ගන්නවා, උඹට පෙනුනත් අපේ නායකයින් කියන උන්ට අර යන නැව් ටික පේන්නේ නෑ” එලෙස දිග හැරෙන්නේ කුඩා දරුවාගේ බුද්ධියට ග්‍රහණය කරගත නොහැකි මහා කතන්දරයකි. එය දරුවාට කියා දීමටත් වඩා, පියාගේ සිතේ කැකෑරෙන වේදනාවක් පිටකරගෙන සිත නිදහස් කරගැනීමක්දෝයි සිතෙයි.

[2]. මහ මුහුදින් වට වී ඇති ශ්‍රී ලංකාවේ වසර දහස් ගණනක අතීතයේ සිටම මහාතිත්ථ, ජම්බුකෝල පට්ඨන, මාතොට, ගෝකණ්‌න, ගොඩවාය, මාගම ආදී ඓතිහාසික වරායවල් පැවැතුණි. ඉනුත් මාගම වරාය සුවිශෙෂී වූයේ එය අතීතයේ සිටම ලෝකයේ බටහිර සහ නැගෙනහිර මුහුදු සේද මාවතේ සංදිස්ථානය වීම නිසයි.

[5]. හම්බන්තොට ට වරායක අවශ්‍යතාවය සහ ඉන් ලැබෙන ප්‍රයෝජන.

(i). ඉහත විස්තර කළ ආකාරයට මුහුදු සේද මාවත ගමන් කරන්නේ ශ්‍රී ලංකාවේ දකුණු දෙසින් වන අතර මාගම්පුර වරායේ සිට ජාත්‍යන්තර නාවික මාර්ගයට ඇති දුර මුහුදු සැතපුම් 12 කි. දිනකට ගමන් කරන 400 කට අධික නැව් වලින් 10 කට අවශ්‍ය ඉන්ධන, ආරක්ෂාව (sear marshall වරුන්), අලුත්වැඩියාව (හෙක්ටයාර 48 ක භූමියක නැව් අලුත්වැඩියාපොළක් ඉදි වේ), ආහාර, ප්‍රතිකාර ඇතුළු සේවා සැපයුවත් ඉන් ලැබෙන්නේ අධික ධනස්කන්ධයකි. එය පමණක් ශ්‍රී ලංකාවේ විදේශ විනිමය ගැටළුව පියවා ගත හැකි වෙයි.

(ii). ගාල්ල වරායේ ධීවර කටයුතු සිදුවීමත්, එහි ඇති හුණු ගල් වැටියත්, නාවික හමුදා කඳවුරත්, වරාය තවදුරටත් විශාල කිරීමට ඉඩ මදි වීමත් ආදී හේතු මත, ජාත්‍යන්තර වරායක් ඉදි කිරීමට ගාල්ල භාවිතා කිරීමට නොහැකියි. නමුත් මාගම්පුර වරාය යනු තවදුරටත් විශාල කිරීමට හැකියාව තිබෙන වරායකි.

(iii). කොළඹ වරායේ තවදුරටත් පුළුල් කිරීමේ ඉඩකඩ අවමයි. වරාය පුළුල් කිරීම යනු එහි පළල වැඩි කිරීම පමණක් නොවේ, ඒ ආශ්‍රිත බහලුම් පර්යන්තය, ඊට සමගාමී කර්මාන්තයතන වැඩි කළ යුතුයි. මේ සඳහා කොළඹ වරාය අවට භූමියේ ඇති අමතර ඉඩ අවමයි.

උදාහරණ ලෙස මාගම්පුර වරාය ඉදි කිරීමට පෙර කොළඹ වරායේ ඇති තදබදය නිසා ඒ අවට මුහුදේ සති දෙකක් පමණ වාහන ගෙන්වූ නැව් රඳවා තිබුණි. නැව බලා සිටින සෑම අමතර දිනකටම ශ්‍රී ලංකාවේ වාහන ආනයන කරුට එම නැවට රු 100,000 පමණ ප්‍රමාද ගාස්තු ගෙවීමට සිදුවෙයි. බලා සිටින කාලය වැඩි වූ විට ඔවුන් එම වාහන ඉන්දියාවේ වරායකට දමා පිටව යයි. එවිට වෙනත් නැවක් යවා වාහන ශ්‍රී ලංකාවට ගෙන්වීමට සිදුවෙයි. මෙමගින් සිදුවන්නේ වාහනයේ මිලට අදාල ප්‍රමාද ගාස්තු එකතු වී මිල ඉහල යාමය. නමුත් මාගම්පුර වරාය යොදාගැනීම නිසා එම ගැටළුව මින් මතුවට ඇති නොවේ.

එසේම කොළඹ වරාය ජාත්‍යන්තර මුහුදු මාර්ගයට වඩා බෙහෙවින් ඈතින් පිහිටයි. විශේෂයෙන්ම නැගෙනහිර දෙසින් එන නැවකට ශ්‍රී ලංකාවට කිසියම් සැපයුමක් ලබා දීම සඳහා කොළඹ වරායට පිවිසෙද්දී වැඩි පිරිවැයක් දැරීමට සිදුවේ. ත්‍රිකුණාමලය වරාය ගත්තද එයට බටහිර දෙසින් එන නැව් සඳහා විශාල දුරක් යාමට සිදුවෙයි. ඒ අනුව ස්ථානය අතින් ගත් කළ ජාත්‍යන්තර වරායකට ප්‍රශස්තම පිහිටීම වන්නේ හම්බන්තොට යි.

(iv). ඔබ මීට අවුරුදු පහකට පමණ පෙර කොළඹ නගරයේ රාත්‍රියේ වාහනයකින් ගමන් කරද්දී මහා මාර්ග තදබදය වැඩි කරගනිමින් ගමන් කරන දැවැන්ත බහලුම් (කන්ටේනර්) සහිත රථ දැක ඇති. ඒවා මේ වන විට අඩු වී තිබෙන්නේ වාහන ආනයනය මාගම්පුර වරාය මගින් සිදුකරන නිසයි. කොළඹ වාහන තදබදය අඩු වෙනවාට කැමැති කිසිවෙක්, කොළඹ වරායට විකල්පයක් ලෙස මාගම්පුරින් බහලුම් ආනයනය කිරීමට එරෙහි වන්නේ නැත.

(v). ඕනෑම රටකට වරාය ගුවන්තොටුපොළ ආදියේ අමතර විකල්පයක් තිබීම අත්‍යවශ්‍ය කාරණයකි. එමගින් එරටට එන නැව් සහ ගුවන්යානා වල රක්ෂණ වාරිකය අවම කිරීමට හේතු වෙන අතර හදිසි අවශ්‍යතාවයක් සඳහාද ප්‍රයෝජනවත් වෙයි. එනිසා ශ්‍රී ලංකාවේ දෙවන වරායක් කොළඹට නුදුරෙන් පිහිටා තිබීම ඉතා වැදගත්ය.

(vi). මාගම්පුර වරාය ගොඩබිම තුළ හාරා ඉදි කළ එකක් බැවින් එය සඳහා වැය වූ මුදල සාපේක්ෂව ලෝකයේ අනෙකුත් වරායන් ඉදි කිරීමේදී වැය වූ මුදලට වඩා බෙහෙවින් අඩු අගයක් ගනී.

(vii). කොළඹ වරායේ ඉඩකඩ සීමිත බැවින් වාහන ප්‍රතිඅපනයන කටයුතු සඳහා මාගම්පුර මහින්ද රාජපක්‍ෂ ජාත්‍යන්තර වරාය සුවිශේෂි කාර්ය භාරයක් සිදු කරනු ලැබේ. (ප්‍රතිඅපනයනයදී සිදුවන්නේ රටවල් කිහිපයක් අතර තිබෙන නිදහස් වෙළඳ ගිවිසුමක් අනුව ඒ රටවල් අතර ගණුදෙනු වලදී අඩු තීරු බදු අය කරයිනම්, එම ගිවිසුමට අයත් නොවන රටවල් මගින් අදාල තිරු බදු අඩු රටට පළමුව භාණ්ඩ අපනයනය කර එමගින් තීරු බදු අඩුවෙන් අය කරන අනෙකුත් රටවලට ආපසු භාණ්ඩ යැවීමයි. එසේම ආර්ථික සම්බාධක ඇති රටවල් වලට භාණ්ඩ යැවීමේදීත් ප්‍රතිඅපනයනය යොදාගනී). මාගම්පුර වරායේ වාහන ප්‍රතිඅපනයනය සිදුවෙන ආකාරය ගූගල් සිතියමෙන් ඔබම නරඹන්න.

සමහරුන් සිතාගෙන සිටින පරිදි කොළඹ වරායට එන නැව් හම්බන්තොට හරවා එවීම නොව, ඇත්තටම සිදුවන්නේ එදා කොලඹ ඉඩ මදි වී සති ගණන් මුහුදේ බලා සිටි නැව් හම්බන්තොටින් වාහන ගොඩ බා නැවතත් වෙනත් රටවල් වලට අපනයනය කිරීමයි. එදා කොළඹට මසකට වාහන නෞකා 2 ක් පමණ ආවත්, මේ වන විට මාගම්පුර වරායට වාහන නෞකා මසකට 30 ක් පමණ පැමිණෙයි. මේවායින් 80% ක් පමණ ප්‍රති අපනයනය සඳහායි.

එසේම භාණ්ඩ නිදහස් කර ගැනී‍ම්වලදී ද අදාළ සමාගම්වලට ප්‍රමාද ගාස්තු ගෙවීමේ තත්ත්වයක් හට ගනියි. නමුත් මාගම්පුර වරායේ ඇතැම් විට භාණ්ඩ නිදහස් කරගැනීමට දින 14 ක් ගත වන තුරු ප්‍රමාද ගාස්තු අය නොකිරීමේ ප්‍රතිපත්තිමය තීන්දුවක් රජය විසින් ගෙන ඇත. එහි වාසිය ද ජනතාවට සහ ව්‍යාපාරිකයින්ට හිමි වෙයි.

 

[6]. මෙහිදී නාවික ආරක්ෂාව සම්බන්ධයෙන් මාගම්පුර වරාය වැදගත් වෙන ආකාරය ගැන විශේෂයෙන් සඳහන් කළ යුතුයැයි සිතේ.

(i). නාවික ගමනාගමනයේදී යොදා ගන්නා සන්නිවේදන නාලිකාවන්හි චැනල් 1 සිට 88 දක්වා තිබේ. 156.800 MHz යටතේ ක්‍රියාත්මක වෙන චැනල් 16 යනු නාවුක ගමනාගමනයේදී උපකාර ඉල්ලීම් (International distress, safety and calling) සිදුකරන චැනලයයි.

(ii). ඒ යටතේ ක්‍රියාත්මක වෙමින් මුහුදු කොල්ලකරුවන්ට එරෙහිව සටන් කිරීම ඇතුළු හදිසි අවශ්‍යතා වලදී මහ මුහුදේ නැව් වලට උපකාර කරන විශේෂ අංශයක් ශ්‍රී ලංකා රජයට 100% ක්ම අයිතිය ඇති රක්නා ලංකා රාජ්‍ය සමාගම මගින් නාවික හමුදාව හා ඒකාබද්ධව මාගම්පුර වරායේ සිදු කෙරේ. ජාත්‍යන්තර නීති අනුව තම රටේ මුහුදු සීමාවෙන් පිට යුධමය කටයුතු කිරීමට ශ්‍රී ලංකා නාවික හමුදාවට අවසර නොමැති නිසා, රක්නා ලංකා සමාගම යටතේ හිටපු නාවික හමුදාපතිවරුන්ගේ අධීක්ෂණය මත ක්‍රියාත්මක ඇවන්ගාඩ් සමාගම ඒ සඳහා කටයුතු යොදයි. මෙහි ඇති විශේෂත්වයනම් වෙනත් වරායන් මෙන් නොව මාගම්පුර වරායෙන් අති විශාල සමුද්‍ර ප්‍රමාණයක් ආවරණය වීමත්, මේ හරහා දැවැන්ත නැව් ගමන් කරන බැවින් එමගින් සේවා ලබා ගන්නා පාරිහෝගික ප්‍රමාණය අති විශාල වීමයි. පහත දැක්වෙන ශ්‍රී ලංකාවට අයත් මුහුදු කලාපය බලන්න, එහි දකුණු මුහුද සහ නැගෙනහිර මුහුද ආවරණය කිරීමට එක සමාන දුරින් පිහිටි ස්ථානය වන්නේ හම්බන්තොටයි.

(iii). නමුත් වත්මන් යහපාලන ආණ්ඩුව ආපු ගමන් කළේ, මාගම්පුර වරායේ ආරක්ෂාවට තිබූ ශ්‍රී ලංකා රජයටම අයත් රක්නා ලංකා සමාගම ඉන් ඉවත් කර එහි ආරක්ෂාව දේශපාලන හිතවතුන්ට ලබා දීමයි. අපි කියන පළියට පිළිගනට එපා, ඒ ගැන BBC ත් වාර්තා කර තිබේ. ඉන්දීය සාගරයේ සමුද්‍ර ආරක්ෂවේ නියමුවා බවට අපේම රටේ රාජ්‍ය සමාගමක් පත් වීම වැළැක්වීමේ අදියර ඇරඹුනේ එලෙසයි.

කොළඹ වරායේ අවම ගැඹුර මීටර් 15.5 කි, එනම් මාගම්පුර වරායට වඩා එහි ගැඹුර අඩුයි.

[7]. එක්සත් ජාතික පක්ෂයේ අය පසුගිය කාලයේ කී දේවල් අනුව ඔවුන් සිතන බව අපිට පෙනී යන්නේ, වරායක් යනු තේ කඩයක් මෙන් අද හැදුවොත් පහුවදා සිට ව්‍යාපාර කළ හැකි එකක් බවයි. නමුත් ඒ සඳහා යම් කාලයක් ගත වෙයි. ඊට හේතු

(i). එක් එක් වරායන් සමග නැව් සමාගම් අත්සන් කර ඇති නාවික ගිවිසුම් වසර 3 කට පමණ අදාල වන අතර ,ඒවාට සම්බන්ධ හෙජින් ගිවිසුම් බොහෝ විට වසර 5 ක් වැනි දීර්ඝකාලීන ඒවා වෙයි. ඒ අනුව එම කාලය අවසන් වෙන තුරු ඔවුන්ට වරායන් මාරු කිරීමට හැකියාවක් නොලැබේ.

(ii). නාවික ගමනාගමනයේ මුහුදු මාර්ග සකසා ඇති අතර සමහර නැව් ඔටෝපයිලට් ආකාරයෙන් ගමන් කරයි. මේවායේ වරායන් වෙනස් කරද්දී අදාල නාවික මාර්ගයෙන් ගමන් කරන සියලුම නැව් නැවත සැකසීමට සිදුවෙයි. මේ සඳහා නැව් සමාගම් තුළ එකඟතාවයන් ඇතිවිය යුතු බැවින් මෙය වසර කිහිපයක් ගත විය හැකි වැඩකි.

(iii). කොළඹ වරාය ආරම්භ වූයේ 15 වන ශත වර්ෂයේදීය. එය මේ තත්ත්වයට ගෙන ඒමට සියවස් ගණනාවක කීර්තිනාමය සමග සිදුවූවකි. කිසිදු නැව් සමාගමක් එකවරම තමන්ට අයත් බිලියන ගණනක නැවක් වරායකට දැමීමට අකමැති අතර, සාමාන්‍යයෙන් වරායක් පූර්ණ ක්‍රියාකරීත්වයට පැමිණීමට වසර 10 ක් වත් ගත වෙයි. එසේ වී තිබියදීත් මාගම්පුර වරායට දැනටමත් ඇවිත් ඇති දැවැන්ත නෞකා වලින් කියාපාන්නේ එහි අනාගත දීප්තිමත් භාවයයි.

(iv). කිසියම් වරායක් ආරම්භ කළ පසුව එය එක්සත් ජාතීන්ගේ International Maritime Organization” හි අදාල ආයතනයේ ලියාපංචි විය යුතුය. එය සිදුවන්නේ වරාය ආරම්භ කිරීමට පසුව වන අතර, ඔවුන් වරාය පිළිබඳව පර්යේෂණයක් සිදුකර එය ලියාපදිංචි වීමේ සහතිකය ලබා දෙයි. ඒ සඳහා මාස ගණනාවක් ගත වෙන අතර එතෙක් කිසිදු නැවක් වරාය පරිශ්‍රය තුළට ඇතුළත් නොකෙරේ.

 

[8]. මාගම්පුර වරාය මගින් උපයාගත හැකි ධනස්කන්ධය සුළුපටු නොවන බවත් අප මෙම ලිපියේ පෙරදී පැවසුවෙමු. නමුත්

– තවමත් ඊට අදාල නැව් සමාගම් සමග ගිවිසුම් අත්සන් කර නොතිබීමත්,

– තවමත් ඉදි වී ඇත්තේ අදියර 1″ පමණක් නිසාත්,

– වරායේ නැව් වලට සේවා සපයන පෞද්ගලික අංශ තවත් සංවර්ධනය කිරීමට තිබීමත්,

– ජාත්‍යන්තර බලපෑම මගින් වත්මන් යහපාලන ආණ්ඩුව මාගම්පුර වරාය අඩාල කිරීම්ට කටයුතු කිරීමත්,

– වත්මන් යහපාලන ආණ්ඩුවට මහින්ද රාජපක්ෂ මැතිතුමා වෙත ගෞරවය යාම වැළැක්වීම අවශ්‍ය වීමත්,

-විදේශ තරගකාර රටවල් විසින් දේශීයව සහ ජාත්‍යන්තරව මාගම්පුර වරායට එරෙහිව බරපතල මඩ ගැසීමක නිරත වීමත් ඊට අප රටෙන් ලබාදී ඇති පිළිතුරු ප්‍රමාණවත් නොවීමත් මත

තවමත් මාගම්පුර වරායේ සම්පූර්ණ සක්‍යතාවයෙන් 15% ක් වත් ක්‍රියාත්මක වී නැත. එසේ වී තිබියදීත් පසුගිය කාලයේදී එය අත්කරගත් ජයග්‍රහණ කිහිපයක් මෙලෙසයි.

(ii). 2014 වර්ෂය වෙද්දී මාගම්පුර වරාය ඉපයූ ආදායම රුපියල් මිලියන 5396 කි. මූලාශ්‍රය (වරාය ආරම්භ කිරීමත් සමගම මෙම ඉපයීම සුපිරි කාර්ය ඵලයක් වන අතර, වර්ෂයක් පාසා වරායේ ඉපයීම දෙගුණ තෙගුණ වෙමින් වැඩි වෙයි. කෙසේ නමුත් ජාත්‍යන්තර බලපෑම නිසා වත්මන් ආණ්ඩුවට වරාය සංවර්ධනය කිරීමට වුවමනාවක් නැත)

(iii). 2014 අප්‍රේල් මාසය වෙද්දී පමණක් මාගම්පුර වරායට පැමිණි නෞකා ගණන 204කි. මූලාශ්‍රය

(iv). 2014 වර්ෂයේදී ප්‍රතිඅපනයනය කිරීම් ලක්ෂ 151160 ක් සිදුකර ඇති අතර 2015 දී ප්‍රතිඅපනය කිරීම් ලක්ෂ 5 දක්වා වැඩි කිරීමට සැලසුම් වී තිබුණි.

(v). මාගම්පුර වරාය 2014 වර්ෂයේදී නැව් 134 කට ටොන් 40000 ක් පමණ ඉන්ධන ලබා දී ඇත. ජාත්‍යන්තර මුහුදු මාර්ගයේ ගමන් කරන නැව් තවමත් තෙල් ලබා ගන්නේ සුපුරුදු ගැනුම්කරුවන්ගෙන් වන අතර පිහිටීමේ වාසිය නිසා එම නෞකාත් මාගම්පුර වරාය දිනාගත් පසුව අති දැවැන්ත කාර්යභාරයක් මාගම්පුර වරායෙන් සිදුවෙනු ඇත.

(vi). මාගම්පුර වරායේ වාහන ප්‍රති අපනයෙන් පමණක් 2013 දී ආදයම රු බිලියන 0.5 කුත්, 2014 වර්ෂයේදී ආදායම රු. බිලියන 1 කුත්, 2015 දී ඉලක්කගත ආදායම රු බිලියන 5 කුත් ලෙස ගණනය කර තිබේ. තවත් අවුරුදු 5 ක් ඇතුළත වරාය ලාභ සමච්ඡේද ලක්ෂයට පැමිණෙයි.

(vii). 2014 වෙද්දීත් 822% ක සමස්ත ආදායම් වර්ධනයක් ලබාගැනීමට තිබුණේ වාහන ආනයන අපනයන කටයුතු සහ ඉන්ධන සැපයීම් (Bunkering) පමණක් වන අතර, ඉදිරියේදී අනෙකුත් සේවාත් එක් කළ විට මාගම්පුර වරාය යනු ශ්‍රී ලංකාවේ ප්‍රධානතම ආදායම් මාර්ගය වීමට නියමිතයි. එමගින් වරායේ කම්කරු සහ කළමනාකරණ රැකියා, ප්‍රවාහනය, ගබඩා, සමුද්‍ර ආරක්ෂක, රක්ෂණ, ඉදිකිරීම්, ආහාර පාන හෝටල් ආදී සෘජු සහ වක්‍ර රැකියා ලක්ෂ සංඛ්‍යාත ප්‍රමාණයක් රටට ලැබෙනු ඇත. බලවත් රටවල් වල න්‍යාය පත්‍රය අනුව අපේ සමහරු මඩ ගසන්නේ මෙවන් ජාතික සම්පතකටයි.

[9]. මාගම්පුර වරාය ලභදායී නැති බව වත්මන් රජය පැවසුවත් එය යතාර්ථය නොවේ.

(i). එක් අතකින් ඔවුන්ට ඇති ජාත්‍යන්තර පීඩනය හේතුවෙන් මාගම්පුර වරාය අඩපන කිරීමට සිදුවෙයි. මහින්ද රාජපක්ෂ මහතාව පරාජය කළේ ඒ සඳහාය.

(ii). අනික් අතට වත්මන් ආණ්ඩුවට ආර්ථිකය මෙහයවීමට හැකියාවක් නොමැත. ඊට හොඳම උදාහරණයක් වන්නේ කොළඹ වරායේ අතිකාල ගෙවාගැනීමටවත් වත්මන් ආණ්ඩුවට නොහැකිවී තිබීමයි. මූලාශ්‍රය. අතිකාල ගෙවා වරාය සේවය නඩත්තු කරගැනීමට නොහැකි යහපාලන ආණ්ඩුව කොළඹ වරායත් වසා දමාවිද?

(iii). මාගම්පුර වරාය ඉදි කිරීමට වැය වූ ධනය ජාතික අපරාධයක් ලෙසද සමහරුන් පවසා තිබුණි. වරාය ඉදි කිරීමට වැය වූයේ ඩොලර් මිලියන 361 ක් (රු. බිලියන 47 ක්) වන අතර ඉන් 85% ක්ම සපයනු ලැබුවේ චීණ ආධාර ලෙසටයි. මූලාශ්‍රය.

යහපාලන ආණ්ඩුව විසින් සිදුකරන ලද බැඳුම්කර සිද්ධියේ පාඩුව ජුනි 17 වන විට කෝටි 5200 ක් හෙවත් බිලියන 52 කි. මූලාශ්‍රය එසේම ඉදිරියේදී පොළිය ගෙවන්නට සිදුවෙත්ම පාඩුව තව තවත් වර්ධනය වේ.

ඒ අනුව බැඳුම්කර වංචාවේ මුදල් ටික ඉතිරි කරගත්තානම් චීනය සම්බන්ධ කර නොගෙනම මාගම්පුර වරාය සාදා, සඟවා ඇති ලැම්බොගිනි තවමත් හමු නොවූ බැවින් ඉතිරි සල්ලි වලින් අර අලුත් පරපුරේ කලාකරුවාට පැදීමට දීම සඳහා ලැම්බෝගිනියක් අරන් දීමටත් හැකියාව තිබුණි.

[10]. හම්බන්තොට වරායක් ඉදි කිරීමට යාමත් සමග ලෝකයේ බලගතු රටවල් මහින්ද රාජපක්ෂ මහතාට ප්‍රතිචාර දැක්වූ ආකාරය සුභවාදී නොවුණි.

(i). පහත ඔබ දකින්නේ ඉන්දියානු සාගරයේ නාවික මාර්ගයි. වම්පස ඉහළින් ඇති පර්සියන් බොක්කේ සිට මලයාසියාව දෙසට යන මූදු මාර්ගය ශ්‍රී ලංකාවට මෙන්ම ඉන්දියාවටත් සමාන දුරකින් ගමන් කරයි. එහෙත් වම් පස මැදින් Gulf of Aden සිට මලයාසියාව දෙසට යන මුහුදු මාර්ගයේ ඉන්දියාවට ඇති දුර වඩාත් වැඩියි. එම මුහුදු මාර්ගය ලෝකයේ නැගෙනහිර සහ බටහිර යා කරන්නක් බැවින් වඩාත් කාර්යබහුල මුහුදු මාර්ගයකි.

ඉතින් එම මූදු මාර්ගයේ ගමන් කරන නැව් පවා සේවා අවශ්‍යතාවයක් වූ විට ඉන්දියාවේ Kochi වරාය වෙත ගමන් කරන්නේ වැඩි දුරක් ගෙවමිනි. නමුත් ශ්‍රී ලංකාවේ හම්බන්තොට ජාත්‍යන්තර වරායක් ඉදි කිරීමත් සමගම ඉන්දියාව දෙසට යනවාට වඩා අඩු දුරක් ගෙවමින් හම්බන්තොට දෙසට ඒමට හැකියාව තිබේ. India Worries as China Builds Ports in South Asia” ලෙසින් ඇමරිකාවේ සුප්‍රකට නිව්යෝක් ටයිම්ස් පුවත්පත වාර්තා කරයි.

(ii). සිංගප්පූරුවේ ආර්ථිකය ප්‍රධාන වශයෙන්ම එහි වරාය මත රඳා පවතී. මාගම්පුර වරාය ඉදිවීමත් සමග ලෝකයේ බටහිර දෙස සිට පැමිණෙන නැව් වලට වඩාත්ම අඩු දුරක් ගෙවා මාගම්පුර වරායෙන් සේවා ලබා ගැනීමට හැකි වීමෙන් සිංගපූරු ආර්ථිකයට එල්ල වෙන බලපෑම ඔබට සිතාගත හැකිද? මෙන්න උදාහරණයක්.

(iii). ශ්‍රී ලංකාව චීනය සමග එක් වී ලෝක සමුද්‍ර ආර්ථිකයේ කේන්ද්‍රස්ථානය වීමට ප්‍රයත්න දැරීම මගින් බටහිර බලවතුන්ගේ වෙළඳ ආධිපත්‍යයටත් පහරක් එල්ල වෙයි. ශ්‍රී ලංකා රජයට අයත් රක්නා ලංකා ආරක්ෂක සමාගම යටතේ ඇවන්ගාඩ් වැනි සමාගම් මගින් සිදුකළ සමුද්‍ර ආරක්ෂණ වැඩපිළිවෙළ මාගම්පුර වරාය හා ඒකාබද්ධව සිදුවීමට යාම මගින් ඉන්දියානු සාගරයේ සමුද්‍ර ආරක්ෂණ ආධිපත්‍යයද ශ්‍රී ලංකාවට නතු වෙමින් පැවතුණි.

(iv). තමන්ගේ කඩේ බංකොලොත් වෙන් විදිහේ වෙන කඩයක් කවුරුන් හෝ දායිනම් පළමු කඩ හිමියාගේ ප්‍රතිචාරය කෙබඳු වන්නේද, එවැනිම ප්‍රතිචාරයක් ජාත්‍යන්තර වශයෙන් මහින්ද රාජපක්ෂ මහතාට එරෙහිව එල්ල විය. මාගම්පුර ව්‍යපාර සැලසුම නිසා ශ්‍රී ලංකාව අධික ලාභයක් ලැබීමට යද්දී, තවත් රටවල මිලියන ගණනක ජනතාවගේ බඩට පහර වැදීමට සිදුවිය.

(v). නිදහසෙන් පසුව අප රටේ සිටි එකදු රාජ්‍ය නායකයෙක් හම්බන්තොට වරායට අත නොතැබුවේ ලෝක බලවතුන්ගෙන් එල්ල වෙන අන්න ඒ පීඩනය හේතුවෙනි. එනමුත් ලෝක බලවතුන් තම මාධ්‍ය සේවකයන් ලවා යුධ අපරාධ ගැන අසද්දී කියන්න ඕන දේ මෙලෙස මූනටම කියා ඇති මහින්ද රාජපක්ෂ නම් ඒ අභීත නායකයා තම ජනතාව ගැන විශ්වාස තබා හම්බන්තොට ට අත ගැහුවේ එල්ල වෙන පීඩනය නොදැන නොවේ. ප්‍රතිඵලය වූයේ එතුමාව බලයෙන් පහ කිරීමට ඩොලර් බිලියණ ගණනක ධනස්කන්ධයක් ඔවුන් වැය කිරීමයි. එහි ප්‍රතිඵල කෙටියෙන් මෙලෙසයි.

– පහුගිය කාලයේ මාගම්පුර වරායට එරෙහිව කෘතිම ලෙස දැඩි අපවාදයක් එල්ල විය.

– මෑතකදී මහින්ද රාජපක්ෂ මහතා තමන්ව පරාජය වීමට හේතු වූ එක්තරා බුද්ධි අංශයක් ගැන හෙළි කළේය.

(iii). මහින්ද රාජපක්ෂ මැතිතුමා සිය මහා පරිමාණ ව්‍යාපෘති සියල්ලම ඉදි කළේ මාගම්පුර වරාය කේන්ද්‍ර කරගනිමින් එක්තරා මාස්ටර් ප්ලෑනකට අනුවයි. මාගම්පුර වරායේ කටයුතු වේගවත් කිරීමට ඒ අසළම අන්තර්ජාතික ගුවන්තොටුපොළක් සෑදිම, මාගම්පුර සිට මත්තල ගුවන්තොටුපොළ (ඒ ගැන ලිපිය මෙතනින්) අධිවේගී මාර්ගයකින් සහ දුම්රිය මාර්ගයකින් සම්බන්ධ කිරීම. එම අධිවේගී මාර්ගය කොළඹ හරහා කටුනායක ගුවන්තොටුපොළට සම්බන්ධ කිරීම. මාගම්පුර වරාය කේන්ද්‍ර කරගනිමින් බිහි වෙන ශ්‍රී ලංකාවේ දකුණු ඉන්දීය සාගර සමුද්‍ර ආරක්ෂණ ආධිපත්‍යය සඳහා මුහුදු සීමාවෙන් ඔබ්බටත් ගොස් මෙහෙයුම් කළ හැකි ආකරයට රක්නා ලංකා රජ්‍ය සමාගම යටතේ ඇවන්ගාඩ් සමාගම බිහි කිරීම. සාගරයේ කටයුතු සඳහා වෘත්තීමය ශ්‍රම පරපුරක් බිහි කිරීමට සාගර විශ්ව විද්‍යාලය ඇරඹීම.

තුන් වන ධූර කාලය තුළ කළ යුතු නිෂ්පාදනය අරමුණු කරගත් කාර්මික සංවර්ධනය බිහි කර නවීන දේශයක්, අදීන ජාතියක්, සුහද සමාජයක්” සඳහා කටයුතු කිරීමෙන් පසුව එතුමා ශ්‍රී ලංකාද්වීපයේ නැවතත් උපත ලැබීමට භාර ගත් මෙහෙයුම අවසන් කර විශ්‍රාම යනු ඇත.

    Indian Empire has been against us from the time of Mohandas Karamchand Gandhi (Mahathma Gandhi), Chandra Bose and Jawaharlal Nehru. They wanted British Imperialists to make Ceylon part of the Indian Union. Ceylon is located in one of the best positions in the globe for Maritime, Aviation and Space travel and movements.
    Our people are left in the dark since 1956 which was the first political invasion by India.

    Hambantota development is the best development initiative that happened to Sri Lanka. Only fools ridiculed Hambantota port as a viable business venture.

    However, it is not operating at its potential and it never will unless handed over to China. This is the bitter truth about all Chinese investments in third world countries. China makes sure they keep everything on a leash. In order for Hambantota, Gwadar, Djiboti, etc. ports to achieve their potential, they must be operated and essentially owned by China. Otherwise China will not patronise these full-scale and use them only in the periphery.

    Singapore has refused to play by Chinese rules lately. This will massively favour Sri Lanka if Hambantota port is owned by the Chinese, not otherwise.

    Although Sri Lanka’s port operations have increased, compared to other regional countries Sri Lanka has been very backward. Over the past decade the increase in TEU volumes of India, Pakistan and Bangladesh have been 3, 3.3 and 2.6 times whereas it was only 2.5 times for Sri Lanka. Therefore the impressive year on year growth rates of Sri Lanka cannot be celebrated. Others in the region have done way better.

    Although a large shipping lane passes close to Hambantota, there is no need for ships to call at this port. They have enough fuel, time and cost efficiencies to make it to Singapore or the Middle East. Unless Hambantota becomes a part of the network, it is of little use for these ships. Only China has such a network and China will patronise Hambantota in a big way (and thereby bringing others too) only if it operates under the Chinese.

    The other thing is although Hambantota port operations have increased, it didn’t contribute much to the development of the region. Mattala airport and the Suriyawewa cricket stadium remained deserted compared to other comparable infrastructure. Unlike Katunayaka and Biyagama export processing zones, Hambantota had no comparable growth. A port alone cannot bring development. It is the adjacent and connected industries that can bring development. Hambantota has very little.

    Without diverting Colombo port traffic to Hambantota and without wasting billions on reclaiming land from the sea in Port City, Sri Lanka should have expanded the Colombo Port land-wards. It helps it commercially and security-wise. Anyone traveling in Aluthmawatha road can see how easy it is to disrupt and destroy ships from this area. Our container yards are 10km+ from Colombo Port which is ridiculous. Warehouses are miserably insufficient leading to corruption and waste. Colombo port could have been expanded landwards with half the money wasted on Port City and Colombo beautification.

    In this regard it was a wise decision to sell the port to China and sell a large extent of land nearby to an industrial park which will be mostly invested by China. Unfortunately this is the only way to tap the massive Chinese global trade and the trade that comes with it. China already promised $5 billion in additional investments in an industrial park that will employ 100,000 people. I don’t trust UNP, SLFP, JVP, TNA and other local politicians but going by the track record, I do trust the Chinese much better.

    We should also not forget about the massive political impact of a successful Hambantota industrial estate. UNP will make a massive and permanent increase in its votes in Hambantota and Monaragala districts, if this succeeds (yet to be seen though). UNP made similar gains in Gampaha District with EPZs. Although Gampaha still favours the SLFP, the level of support for the SLFP has drastically shifted in favour of the UNP in the district. I think this is the fear of some key SLFP leaders today.

    Mahinda gets credit for initiating the Hambantota port but if all goes according to plan Sirisena gets credit for expanding its national economic worth. If the industrial park goes ahead as planned, it will uplift the lives of the two poorest Sinhala districts. Similarly if Moragahakanda project and proposed Chinese funded $1 billion kidney hospital and research facility go ahead they will uplift the lives of the remaining two poorest Sinhala districts. Those who care about the continuation of the Sinhala Buddhist community must shed petty politics, idealism and support these initiatives no matter which devil does them. Politicians are only of worth to the extent they serve the Sinhala community. Big names that failed to uplift the individual income levels of Sinhalese ended up in the election rubbish bin.

    No ‘Negative Force’ Can Spoil Sino-Lanka Relations – Chinese Envoy

    China, on Saturday, strongly emphasized that no ‘negative force’ could stop the assistance it was providing to Sri Lanka, and China would continue its strong friendship with the island Sri Lanka according to NIA.

    China’s Ambassador to Sri Lanka, Yi Xianliang, speaking at the launch of the southern economic development zone in the southern town of Hambantota said that this was a great opportunity for Sri Lanka, as more than 50 Chinese investors were interested in investing in the southern development project.

    He said that if things go well, then within the next 3 to 5 years, China would invest at least 5 billion US dollars in the southern economic zone. This would also help create 100,000 jobs especially for the people of Hambantota and the south, he added.

    “With all this, no negative force can stop the assistance and corporation which China is giving Sri Lanka, and no one can stop this strong friendship,” Yi said.

    He further said Sri Lanka wasthe ‘most friendly’ country for China which is why it was China’s ‘highest priority’ to invest in Sri Lanka.

    “In 2014, when Chinese President Xi Jinping visited Sri Lanka, we decided to make Sri Lanka our first priority for investments. Then in 2015, President Maithripala Sirisena visited China and we confirmed and decided to support each other. Then last April, Prime Minister, Ranil Wickremesinghe visited China. It is quite clear that the Chinese President and Prime Minister reached a consensus and now China will join Sri Lanka to help it establish its basic industrial system,” Yi said.

    He further stressed that this southern development zone would be the most important economic activity for Sri Lanka and the government, particularly for Hambnatota people.

    “This is not a small country but a great country with a 20 million population. A big country with big potentials. That is why today we have gathered here and I stand here to share with you my feelings. I will do my best to help develop Sri Lanka,” he said.

    He further assured that all Chinese projects would follow the Environmental Impact Assessment and would follow the laws of Sri Lanka.

    “This is my promise and promise from all Chinese business people. We will respect the decicison made by the Sri Lankan government and people. We will corporate with you, the government ministers and the people to make this area within the next 30 years a developed area.”

    Prime Minister Ranil Wickremesinghe, speaking at the launch thanked China for investing in the southern economic zone and also thanked China Merchants Holdings for helping develop the Hambantota Port.

    He further thanked China for showing interest in investing 5 billion dollars in the next 3 to 5 years and said this would pave way for Sri Lanka to be a developed nation.

    “No one can stop us from establishing a new Sri Lanka so that our youth will benefit. Like Malaysia, Singapore, China, we will also be proudly developed,” the Prime Minister said.

    Prime Minister Wickremesinghe, along with several ministers and a Chinese delegation led by Ambassador Yi Xianliang opened the southern development project in Hambantota on Saturday amidst a protest by followers of former President Mahinda Rajapakse who were opposing the Sri Lanka, China economic zone.

    Protesters were dispersed with police firing water cannons. However clashes erupted after protesters pelted stones at the area where the ceremony was being held.

    Sri Lanka has allocated 15,000 acres for Chinese investments in the south and will give an 80 percent stake from the Hambantota Port to China Merchants Holdings as part of turning debt into equity.

    The Sri Lankan government has blamed former President Mahinda Rajapakse for taking hefty loans to build the Hambantota Port, highways and Mattala Airport during the previous regime, without any repayment plans.

    Our politicos have no knowledge about the intricacies of international politics. In all Chinese projects initiated by MR the actual planning and construction was carried out by Chinese engineers and their labour. Our engineers have been mere onlookers. That is the reason we got a horrible deal on Norochchalai power plant. Hambanthota and the 15000 acre industrial area will also be the same. These politicos will be looked after by them (just like the Indian Colonial Parasites do in Colombo). Once they take the upper hand after some time that area will be lost for ever to Sri Lankans. As a consequent of giving Hambanthota to Chinese, Trinco will be taken by the Indians; they will be too happy with the situation. It is the Unelected MP and the most powerful minister Malik and RW who are doing all these thinking that all lands in SL are theirs. They have absolutely no idea what would happen.

    If Dilrook thinks that these Chinese are simple soles he is mistaken. Who will be there to tell them not to bring in even the harmful industries here?. They are the worst polluters and unreliable industrialist in the world. They even put Melamine in their baby foods. Our unreliable politicos will get bribes and will look the other way during the initial stages. Later on they will not care about the politicos.
    What happened to Cuba’s Guantanamo bay which is now owned by US will happen to our Hambantota.

    Aloy, I don’t think the Chinese are perfect. Far from it. However, Sri Lanka has little choice. Tamil diaspora investments (direct or through local companies), Indian investments (direct or through local companies), EU and US companies are much worse. Biggest pollutants are not Chinese companies but US and EU ones. The enormous damage Monsanto and GM related companies have done is legendary. Western pharmaceutical companies continue to use Indians, etc. as human experiments.

    With a large Chinese presence initially (during construction) there will be social issues as they will want immoral entertainment which is illegal in Sri Lanka but commonplace. However, the large Chinese presence noted in the construction of the BMICH, Hambantota port, airport, etc. didn’t cause a huge problem in this regard. Tourism industry is the main driving force behind prostitution but tourism sector remains. The Chinese impact will be negligible in comparison going by history.

    Chinese workers in Sri Lanka were not known to be drug dealers, religious extremists, NGO activists, interferers in internal affairs or terrorists. Basically the Chinese will pose a much lesser threat to Sri Lanka than TNA and TNA voters and certain extremist middle eastern sects very active in Sri Lanka today.

Chinese people will not be working in these factories in large numbers. It will be Sri Lankans. It is unprofitable for China to employ a large number of Chinese people in them!

    The number of Indians in senior management positions in Sri Lankan companies is absolutely disgusting and shocking.

    For Chinese to be a problem we need few millions of them. Then we got a group to balance the Indian colonial parasites. We had some Chinese before the introduction of the Immigration and Emigration Act in late forties or early fifties. We got rid of lot of Indian colonial parasites under that act but Indian Colonial Parasites who worked in the public service got rid of most of the Chinese living in Ceylon.

    I don’t see Chinese as a problem at all. I have come across a lot of Chinese and Indians and Chinese are much better than the Indians.

    You are still not getting the point.
    I myself have worked in a Chinese funded project in 1970s. I was the person in charge of construction in Pugoda textile mill on behalf of State Engineering Corporation). There were a large number of Chinese supervisory staff and about 1500 SL workers; the Chinese were shuttling between BMICH construction project and Pugoda, and they lived there. They were nice people ( reading the little red book during lunch hour) and we used to have lunch with them and the minster when ever he visited. But they were there only for a limited period; when the project ended they all left. At Hambantota, GOSL is giving an unusually large extent of land and the port virtually for perpetuity. They will not leave and also the place is very important strategically to them. Our people do not know how how important these could be for our survival as a nation.
    More over because of this we have to trade off Trinco to Indians on similar terms. That will be the end of SL as it is known today. There will be no other power in the world who could support us against almost half the population of the world. We saw what happened when Indians dropped Parippu and the SL army was trapped in Jaffna, there was nobody coming forward to help us.

    As I said before, this is a frightening situation for me. Our people are only worried about their land. No wonder the crooks are ruling SL.

    You are not an engineer to understand the basic concepts of engineering.

    Just because we have got large number of engineering graduates coming out of Sri Lankan universities every year, you cannot just utilise them and give them the responsibilities of building new harbours, new highways or sophisticated engineering constructions in Sri Lanka.

    You need people with sufficient experience to carry out these tasks.

    I am sure Sri Lankan engineers are employed by Chinese companies as trainee engineers so that they can get the know how transferred to local engineers in the proper phase. If they have not, then it is the fault of our politicians who had not stressed for transfer of technology requirement in their contracts

    Problems we had so far is that our engineering graduates who were not getting enough post graduate training after university education. This is because we don’t have enough opportunities locally to get them exposed to the proper engineering constructions whether that is in harbour construction, in large multi storied structural construction, in highway construction, in ship building or in design of power generation facilities.

    Nevertheless, I should admit that the Sri Lankan civil engineers are the best in the world in construction of dams, reservoirs and irrigation facilities, thanks to well advanced construction establishments and dams and irrigation projects we had undertaken with foreign construction companies in the last 50 years.

    Now, I am sad to say that I have met only a few Sri Lankan engineers in my whole engineering carrier (44years) in London, who had proper engineering training in Sri Lanka in field of harbour construction, Marine engineering, civil structural engineering, in power generation or in gas and oil exploration.

    Instead I have met hundreds of Indian engineers who had proper professional experience in India and middle East in these fields and getting jobs in England.

    So what we need is more and more engineering activities in Sri Lanka so that our graduates can learn from anybody, whether they are Chinese Engineers or from British engineers or any other nation, that does not matter .

    Recently, when I was in New Zealand I met one of my old university friend after 42 years. I am proud to say that he owns the New Zealand’s fourth biggest construction company in Auckland who specialised in steel structures. He learned his trade definitely not in Sri Lanka, but in Africa where he had been a very successful structural engineer.

    So, Aloy, do not discourage foreign companies to work in Sri Lanka, as there a limit our local engineers can do.

    The Chinese terminal in Colombo Port (extremely successful) is also managed by the Chinese but there is no large Chinese physical presence there! Please read why it has been so successful (thanks to the Chinese running it according to a top Sri Lankan in charge). I will post it when possible.

    In fact, the Chinese have put the horse before the cart in Hambantota. The January 7 event was for the building of a vocational training institute to train Sri Lankan youth for the higher skills required (for the running of the port) and for the Hambantota industrial park. Please read the Xinhua article on that. I will post it when possible. This follows the Chinese Confucius teachings – give a man a fishing rod to catch fish instead of fish to eat.

    I trust the Chinese ambassador more than untrustworthy liars of the UNP regime.

    There is another huge development taking place regarding Singapore. Udaya Gammanpila has corrected analysed this recently (though his prognosis is wrong). This is a golden opportunity for Sri Lanka to grab this with both hands. Sadly, the Chinese business logic is not very different to that of Tamils and Muslims in Sri Lanka! They only patronise their own businesses. Pakistan also came to this realisation recently after years regarding the Gwadar port. In 2016 after years of reluctance, Pakistan long term leased it to China just like Sri Lanka plans to do. China will pump $46 billion into the economic corridor of Pakistan (which may not be viable due to terrorist attacks). But the mere fact that China is investing big has triggered other FDIs worth $150 billion into Pakistan.

    This is exactly what Gotabhaya targeted for the Port City and what the present government targets (possibly copying Gotabhaya’s policy) for the industrial park.

    The opposite is also true. Since these clowns disrupted Chinese investments since 2015, other FDIs also dried up. UNP goons trusted the darlings of the EU (Volkswagen group) and the US (Google) to invest billions but what happened? And India?

    This is complete nonsense. There is no automatic trade off with Indians just because of the China deal. That may be the next big lie of the UNP but that makes no sense whatsoever. Sri Lanka should balance geopolitical interests wisely, not in a tit-for-tat manner. Ranil handed over Trinco to Indians in 2002 on worse terms. Indians are already using 8 tanks in the tank farm and plans to use more. He handed over the profitable petroleum distribution arm to Indians. We didn’t need foreign investments for that! Our people could invest in it. We needed investments in the refinery operation but Indians didn’t invest in it. Since then CPC does all investments and absorbs all loses while IOC makes all the profit. The “parasite” label Christie uses unfortunately suits.

    Compare that to China terminal at Colombo port – supposedly the only South Asian port servicing very large vessels. China invested heavily in special container handling equipment, exceptional safety guarantee for very large vessels (otherwise they won’t visit) and because it is Chinese run, regular business.

He would have consulted all stakeholders ahead in time (emphasised) and sorted out their concerns well before. He faced a bigger problem relocating displaced people in Colombo City. But he made it eventually rewarding for the displaced too!

    In contrast, UNP fools have disrupted Chinese projects, blamed the Chinese, picked up a fight with them, assaulted journalists, people and the Maha Sangha, burned down the place and caused enormous needless havoc. No one was consulted and anyone opposing it were abused and assaulted. Is this the way to run a country!

    UNP has lost credibility among the people, the Maha Sangha, investors and even non-investors. Even when it plans to do the right thing no one trusts it.

    I am so surprised about your above statement as you and me were on a discussion about the design of Southern expressway around two years ago. And it was you who suggested that people like me should come back to SL to help MR to take develop the country. It is the same person commenting here in Lankaweb. Although I attempted doing that couple of years ago they6 never gave me an opportunity even after I spent after I spent a few million rupees.

    Anyway we are not talking about engineering here. It is about the precarious situation our country is in due to the intransigence of PM. He hasn’t got himself cleared from the biggest bank robbery that happened in our country, yet is at the helm in an uncontrollable manner planning all these very important projects that may be a threat to our very existence as nation. Other countries are taking precautions to prevent losing their national identities while we seem to be going in the opposite direction. Brexit, the result of US election and sweeping changes happening in europe are the results of this safety precautions adopted by the people of those counties. Our people are worries about their lands only and do not see the bigger picture. Chinese may be good people now, it take the actions of just one person from their side to change the whole situation. Remember they were very friendly when they were ruling the waves of Indian ocean around 14th or 15th century, when one admiral Chen Ho took our Kotte king and noble men prisoner and to date some of their descendants live in China. When you deal with powerful countries it can happen anytime. That is what happened to Guantanamo bay which was strategically important to USA.

    You were talking about the benefit of technological transfer. Tell me in which country it happened?. It is up to us to acquire it. Our politicians are not the least interested in it. About a year ago I wanted to tender for a design job in a foreign country for a pre-stressed box girder bridge and decided to get it done via SL engineers who were working in Colombo’s outer circular project. I was surprised to learn that the Japanese consultant who was responsible for its design has put the software package under a Philipino engineer and our engineers who are contractually called this engineer and that manager are not allowed to access it. So much for technology transfer on mega projects.

    As for my engineering knowledge, perhaps you could remember we discussing highway design software during the days of Southern expressway. I used my own software developed using AI technologies almost 25 years ago for the design of highways one of which had a design speed of 120km. Some drivers using BMWs and Mercs do 200km/h and there was only one fatal accident in 15 years that too when the driver fell asleep in thdead of the night The whole world is talking about AI these days. A couple of months ago I was watching a programme where Melinda Gates was saying that when she and her husband go on vacation they talk about AI most of the time. Since then I have incorporated the Digital Terrain Modelling DTM) aspect which is the basic concept around which the package known as Civil 3D is developed. These and some sewerage system design software also developed by me are being used right now for actual design work

    You are under estimating the SL engineers capabilities. I wish they had people like Dr. Kulasinghe to lead them; he was instrumental in introduction of Pre-Cast technology to Malaysia. The 17 storied peoples bank building in Colombo was one such structural engineering work done almost 45 years ago.

    I have been monitoring your discussions with interest, and find that is some truth on both sides. The problem is that you are holding the two ends of the same pole and trying to decide which pole is better.

    In my view, what us desirable us somewhere in the middle.

    I agree with Aloy that China should not be given so much control over national assets and land in our country. In fact, no foreign country should be given so much control that it could alter not just the economic ownership, but also the future demographics of our country.

    On the other hand, I agree with Dilrook and NMY that of all foreign nations China is the best motivated and equipped with funds and technology to help Sri Lanka, and we should leverage their needs in the Silk Road Trade to Sri Lanka’s benefit. Also, China has a history of befriending Sri Lanka in meaningful ways in contrast.

    In contrast, I am VERY SUSPICIOUS of India, with good reason in the light of India being the source of all of our problems over the last 40 years, and the indisputable fact that pleasing Tamil Nadu will always be a higher priority for India than pleasing Sri Lanka. In that context, it is my view that India should be treated as a PROVEN ENEMY NATION and held at an arms length. For that reason, Trincomalee should NEVER be given to India, and the Oil Tank Farm should be recovered for Sri Lanka’s National use.

    So, what should be done with Colombo Port City and Hambantota?
    Sri Lanka should go ahead with cooperation with China on those, but on revised terms that maintain sovereignty and control of those assets o short-term (say 5 -year) RENEWABLE leases. The current agreements should be revised to:

    1. Ensure that they remain within Sri Lanka’s legal jurisdiction
    2. Limit the land area to no more than the 750 acres originally proposed by the MR/UPFA govt
    3. Limit the lease period to 5-years, renewable every 5 years at Sri Lanka’s option
    4. Increase Sri Lanka’s ownership to 51% by converting the cost different e to a long-term loan
    5. Limit the number of Chinese workers who come to Sri Lanka to a specified small number (1000?), and their Visas to be temporary guest worker visas not convertible to permanent residence visas or citizenship.
    6. Require the training and hiring of Sri Lankan workers, with a significant component of technology transfer, for most jobs at these facilities. Some minimum ratio of Chinese to Sri Lankan workers graded according to job category (say 1:100 that increases from a small ratio for top jobs to a larger ratio for low level jobs) should be specified, so that the wage base benefits primarily Sri Lankans.

    It is likely that the Chinese will not like some or all of these conditions. Scine it reduces their level of control it increases their financial risk. That increase in risk will have to be offset financially, by Sri Lanka taking a greater share of ownership and converting a part of the existing debt to a long term debt that we have to service.

    Clearly, revising the deals in this way increases the debt we have to pay China, but that is a he’ll of a lot better than SELLING OUR COUNTRY without considering the long-term consequences to Sri Lanka.

    Regarding the lack of trained workers in Sri Lanka, we should train our workers to give them better skills to increase their productivity, surround them with more technology and automation to the same end, and pay them a much higher wage than now to give them the incentive to stay in Sri Lanka and not flee to foreign countries in search of better wages. The resulting higher productivity will paid for the higher wages.

    We should also leverage the Chinese businesses and Chinese personnel in Sri Lanka to TRAIN our people, and provide EXAMPLES for how they can be MORE PRODUCTIVE!

    Above all, we should treat the Chinese people who come to Sri Lanka with great kindness, friendship and courtesy to cement our friendship with their great people and nation.

    Yes, we DO NEED Chinese FRIENDS and ALLIES, bit we don want Chonest MASTERS. That requires a careful balancing act to ensure that our friends don’t become our masters. The first rule in enduring that is not to borrow more money than we can pay without selling our bodies and our souls.

    That is what Aloy is saying, and I agree with him on that.

    My personal interest is about the plight of the Sinhalese. For example we have the same problem as the Creoles of Mauritius.

    We still have a chance to save ourselves from being wiped out by the Indian Empire and Indian colonial parasites and vermin.

    We have only one salvation that is to unite and stand up to the Indian Empire who is already here and has been here as the partner of the British Indian Empire since 1792.

    If what Ranil is doing now is what Mahinda did after being installed by the Indian Empire and parasites in 2005 we may have some hope.

    If China wanted to master Sri Lanka, it could have easily done it during the war or even afterwards. Surely we should not fully trust anybody but given the economic crises Sri Lanka is in and given the extremely few countries willing to help us, China is the best option.

    Sadly, China would not agree to strict conditions as they want it their way to implement the One Belt One Road Plan. What if Sri Lanka once again back-stabs China as we have done so many times since 1951? They are unwilling to take that risk. A case in point is Sri Lanka siding with USA in 1951 under the SFPT and depriving China of its territory Imperial Japan robbed since 1895. Just a few years later China agreed to a rubber-rice deal with Sri Lanka. Obviously the rice receiving party was the more desperate of the two. After the tsunami struck only China came to our rescue despite a decade of neglecting China by Chandrika. What happened to the co-chairs?

    We have very few options available and there will not be anything better than China. If this deal does not go ahead Sri Lanka will have no option than to agree to co-chairs or IMF/WB with the condition of Tamil Eelam.

    Yes, I can remember we were discussing about Southern Highway construction some years ago. There is another person by the name of Aloy who used to write comments on Lankaweb article and I must have got confused with him. Now I know who you are.

    The issue we are discussing here is wider than an engineering company building an industrial complex to house a weaving mills in 1970. I think even in 1970 our engineers would have done it as there is no sophisticated engineering involved in design and construction of a building to house a set of weaving mills imported from china. As far as I can remember the Thulhiriya Textile mills which was built before Pugoda mills were built by engineering corporation of Sri Lanka any way.

    Aloy, Regarding Southern Highway, after that discussion, I have been using Southern highway many many times, each and every time I went Sri Lanka. The most important thing that I have noted is that Sri Lankans are still not used to highway driving. Main problem is that Sri Lankans drivers are not so keen in keeping the vehicle within the marked lanes. I was surprised to see how most of the drivers driving on the white lines keeping both lanes occupied all the time. So no wonder, you have high number of fatal accidents in Sri Lanka. But it will take some time to get used to it learn it through mistakes.

    Regarding Hambanthota harbour, I totally agree with Dilrook that it should be leased out to Chinese company to operate it. Reason is that we do not have sufficient managerial skills to run a sophisticated harbour designed to cater for international freight corporations.

    Leasing out is very common these days. Recently the Northern Territory government of Australia has signed a $506m agreement with a Chinese based group for a 99-year lease of the Darwin port. The deal, resulting from a tender process begun in 2014, gives the Landbridge Group 100% operational control of the port and 80% ownership of the Darwin Port land, facilities of East Arm wharf including the marine supply base, and Fort Hill wharf.

    The remaining 20% will be held by the Northern Territory government for the first five years before transferring to another Australian entity to ensure some local ownership is retained. Looks like we got a better deal $US 1.5 billion instead of $506.

    Regarding transfer of technology, just study how Singapore develop their ship building capability through technology transfer (There is an article by Dr. Sarath Obeyasekara on Lankaweb 10/01/2017). There are many more examples like Vietnam, Singapore, Malaysia.

    My own experience is how I observed the Norwegians technological development process progressed throughout the years.

    In 1985 I was working for Foster Wheeler Energy corporation in Reading UK. At that time, as a senior engineer I worked as a member of the engineering team assigned to carryout design, engineering and construction of the first oil refinery complex in Mongstad Norway.

    The Foster Wheeler Energy corporation in Reading UK was contracted to do the work. There were no engineering contractors to do the job in Norway.

    It was one of the most modern oil refinery in Europe at that time.

    Later stage I was leading a group of engineers who configured the operating room consoles to be implemented in the refinery.

    After completion of our work the owner of the refinery had a real difficulty in recruiting operators for the refinery locally as there were not enough engineering graduates or technicians available locally.

    Being located in the middle of the fishing area, they easily managed to get some young fisherman and then they trained them as refinery operators.

    It was a very successful venture and since then they started developing new technological ventures to support the oil and gas industry there.

    Then they had a major oil and gas boom and they became a major oil and gas producing country in the area. Now Norwegian has successfully acquired technology that even they successfully beat the counterpart in UK, Germany, France and even US.

    Just before I retired I was involved in introducing new technical advances developed by Norwegians to oil industry such as well head three phase metering on an unmanned oil producing platform in Egypt.

    This is how technology is transferred from one country to another

    Thank you for responding and thank Ananda for echoing my views. We must thank LankaWeb also for publishing this article with maps and all that very clearly explaining the situation about Hambanthota.

    This port has been in the pipe line for a long time and is a gold mine. We must thank MR for building it. After building it we are going to hand over the goose that lays the golden eggs to foreign power on a platter giving various reasons one of which is lack of our own people to manage it. If we cannot make it and manage it then why build it?. By giving it to a controversial foreign power who has disregarded the internationally accepted law of the sea how are we sure that they will have any regard for the laws our parliamentarians are formulating at Diyawanna?. It is very easy to get round our crooks as long as green bucks are shown. They will even sell their mother and will try to explain in the parliament for the consumption of gullible voters cracking jokes. Our PM has lot of experience on this. The opposition also will finally agree taking into consideration of various problems they themselves have with GOSL.

    If repayment of a loan of about $ 1billion is the problem to commit our country, then raise tax on some items or luxury cars to cover the cost or even stop some other useless project like the railway to Polonnaruwa or even Nilwala. Explain these to the people; they will bear it up as long as funds are not squandered.

    The port workers say they can make the port viable by bunkering oil. Why not give them a chance?. Humbantota was actually built with that in mind. Make the establishment of industrial estates a separate issue. Give chinese lands in interior areas spread out all over the country and not make Hambantota a Chinese controlled colony.

    Neela has explained how the Norwegians did it in their country and his involvements. GOSL should get people like him to advice them as they have international experience.

    We have a serious shortage of manpower. This is due to the continued migration of unskilled people to ME and east asian countries. They are doing it as they see no hope for them in SL. If they have confidence that this country is in good hands they will not leave. Another thing I have noticed during the few weeks have been in SL is that all our public sector and even the private sector white collar jobs are being taken by women. Go to any government office, you will see 99% of the desks are manned by women. Where are the men?.

    Perhaps men will have to stay at home and find a way to get pregnant to increase the population. May be our FM can get advice from the UK which is championing LGBT on this aspect when he goes there.

    හම්බන්තොට චීනාට, තිරිකුණා මලය ඉන්දියා වට, ඇමෙරිකන්කාරයාටත් කෑල්ලක් දෙයි. දැන් වෙනස සැපද? මේ වෙනකොට මුන් සේරම විකුණලා ඉවරයි. අපිවත් විකුණලා. අපි බොරුවට කෑගහලා වැඩක් නැහැ. කොළඹ වරායත් දෙනවාලු. මිනිරන් පතල් දෙකත් දෙනවාලු…. ඉස්සරහට අපිට මරාගෙන මැරෙන්න තමයි වෙන්නේ. නැත්තං අපේ දරුවන්ට යනේනමන් නැතිවෙයි.”
    මේ හම්බන්තොට මිරිජ්ජවිලදී අපට මුණගැසුණු මිනිසෙකු කියූ කතාවක් ය. මිරිජ්ජවිල හංදියේ ඉඳලා වරාය පිවිසුමට හූවකි. කිලෝමීටර් නම් එක හමාරකි. මත්තලට නම් ගොඩාක් දුරය. මම කාලයකට පසු රාජපක්ෂ විජිතයේ කරක්ගසමි. හැම තැනම වගේ ගෙවල් පිවිසුම් කළුකොඩිවලින් සරසා ඇත. හැම තැනම ජවිපෙ පෝස්ටර් ය. හම්බන්තොටින් චීන කොලනියට විරුද්ධව නැගෙන හඬ තීව්‍ර වී ඇත. කොටින්ම කියනවා නම් දැන් මෙනුවර වහා ගිනි ඇවිලෙන සුලුය. මේ ගින්න මේ අවුරුද්ද තුළ ලංකාවටත් ගිනි තියන ලකුණු දැන් දැන් පහළකර හමාරය. ආණ්ඩුවත් ගෙදර ගියොත් අඹු නසී මග හිටියොත් තෝ නසී තත්ත්වයට පත්වී ඇති බව පෙනේ. දැන් නිතරම හම්බන්තොට උද්ඝෝෂණ කරළියට පැමිණ ඇත. මහා සංඝ ආඥාවක්ද මග එන බව මේ විරෝධයට නායකත්වය දෙන හිමිවරු කියති. ආණ්ඩුවට මේ කිසිවකට පිළිතුරු නැතිව පාණ්ඩුව සෑදී ඇත.
    අපි මේ චීන කොලනියේ තොරතුරු සොයමු. ආණ්ඩුව කොලේ වහලා මේ සෙල්ලම කරගෙන යන නිසා මේ හෙවිල්ල කළුනික හොයනවා වගේ වන්නටත් පුළුවන.
    “හම්බන්තොට ටවුන් සීමාවේ ඉඳලා වළවේ ගඟට යනකම් මේ පැත්තෙන් මුහුද. අනෙක් පැත්තෙන් සූරියවැව…. මේ සේරම. අපිටත් මේ මිරිජ්ජවිලින් අයින්වෙලා රත්නපුරේ පැත්තට යන්න වෙනවාලු. හැබැයි මේ ගැන හරිම තොරතුරු ගන්න නම් මහත්තයාට අම්බලන්තොට යන්න වෙනවා. එතැනින් බැරගමට යන්න වෙනවා. පහළ බැරගම පන්සලේ නාථ හාමුදුරුවෝ මුණගැහුණා නම් හාමුදුරුවෝ මේ සේරම කියයි.”
    මිරිජ්ජවිල මිතුරාගේ මග කියුමට අනුව මම මුලින්ම පහළ බැරගම පන්සලට ආවෙමි.
    “නාථ හිමි සැතපිලා. හතරට තමයි අවදිවෙන්නේ….”
    නාථ හිමියන්ගේ හිතවතෙක් අපට කියයි. අප පන්සලට එනකොට දහවල් දෙකට විතරය. දැන් මම තව පැය දෙකක් මෙතැන නිකම් ඔහේ සිටිය යුතුය. මම රැඳෙමි. මම කියමි… මම කොළඹ ඉඳලා..
    “හාමුදුරුවෝ සැතපු ණාම අපි කතාකරන්නේ නැහැ.”
    මම මගට බැස්සෙමි. බැරගම සහ තවත් ගම්නියංගම් ඇවිද්දෙමි. කතාකතා එකතු කෙළෙමි.
    චීන කොලනියේ ඉම
    මේ කතාවේ ඉතිහාසය, චීන කොලනිය මේ හැමදෙයක්ම හොයාගෙන පහළ බැරගම ගජබාපුර ඇවිද යන මට මුලින්ම මුණගැසුණේ විමලසේන මාමාය. ඔහු මේ අරගලයේ සක්‍රීය චරිතයකි. මුලින්ම ඔහුගේ කතාවට ඉඩහදන්නේ මේ ගැටලුවේ නියම ස්වරූපය දකින්නට ඔහුගේ කතාවෙන් ආලෝකයක් ලැබෙන නිසාය.
    “මුලින්ම මහින්ද මහත්තයා වරාය හැදුවනේ. ඒ වෙලාවේ වරායට අක්කර 5000ක් දීලා තියෙනවා 99 අවුරුදු බදුවලට. ඊළඟට ආණ්ඩුව පෙරළුණනානේ. දැන් ණය ගෙවාගන්න බැහැ කියලා මේ ආණ්ඩුව මොකද කළේ 99ය ඩබල් කරලා ඒකට තව ඉඩම් අක්කර 10000කුත් වැඩිපුර එකතුකරලා චීනෙට දෙන්න එකඟවෙලා තියෙනවා. ඇත්ත කතාව දැන් දීලා ඉවරයි කියලා තමයි අපිට ආරංචිය. එතකොට මේ ඉඩම් අත්පත්කරගන්නවා කියන්නේ අදියර තුනකට. අක්කර 5000 ගානේ. දැන් අපේ ගම් අහුවෙලා තියෙන්නේ මුල්ම අදියරේ අක්කර 5000ට තමයි. මේ කියන අක්කර 5000 සීමාවට අහුවෙනවා බැරගම, ගජබාපුර, මානජ්ජාව, මැඩිල්ල, දැහැමිපුර, අරවනමුල්ල, මහ අරවනමුල්ල, මහ ආර, බොල්හිඳ, උස්ගල වාගේ ගම්. මේකේ හරියට හතරකොන කිව්වොත් මුහුද, වළවේ ගඟ, කරබගල, වැඩිහිටිකන්ද.”
    විමලසේන මාමා කියන මේ සීමාව යනු 1935දී ඩීඑස් ඇරඹූ ගොවිජනපදයක් ය. ඒ රිදීගම වැව ව්‍යාපාරයයි. මෙහි ජනීජනයා කියන ලෙස මේ ජනපදය කුඹුරු අක්කර 5000කින් සශ්‍රීකය. මේ කුඹුරු නිලට හරවන්නේ වළවේ ගඟ මතින් එන දිය ලියන්ගස්තොට හැරවීමෙන් විසල් රිදීගම වැවට පිරවීමෙන්ය. මේ තත්ත්වය තුළ මෙහි මිනිසුන්ගේ පැවැත්ම සරිකරන්නේ ගොවිතැනයි. එයිනුත් වී ගොවිතැන අංක එකය. අංක දෙක කෙසෙල් වගාවය. දැන් කළුකොඩිවලින් සරසා තිබෙන මේ ගම් ගෙවල් බොහොමයක් සිමෙන්ති බිතෙන් උස්ව නැගුණු ස්ථිර නිවාසය. බැලුබැල්මට පෙනෙන්නේ මේ මිනිසුන්ගේ ජීවිතයත් එතරම් අගහිඟයක් නැති ජීවිත බවය. හම්බන්තොට සුරපුරයක් කරම් යැයි සද්ද පූජා තබමින් මහින්ද රාජපක්ෂ මේ බිමේ පැල කළ වරාය සහ ගුවන්තොට දැන් මේ මිනිසුන්ගේ ජීවිත මත වැළලු කොඩිවිනයක් වී හමාරය. දැන් අලුත් ආණ්ඩුව මේ සුදු අලින් දෙදෙනා කළුකරන්නට මේ මිනිසුන් වළවේ ගඟට විසිකර හමාරය. අහස සිඹින කුලුනු මැදුරු සඳළුතලා මත අත්සන් තැබෙන ඩීල් නූල් සුත්‍ර ගිවිසුම්වලට මේ මිනිසුන්ගේ දුක පෙනෙන්නේ නැති බව හොඳටම පැහැදිලිය. ඒක තවතවත් හොඳට පෙනෙන්නේ ආණ්ඩුව කොලේවහලා කෙළින කෙලිල්ල නිසාය.
    සුදු අලින් දෙදෙනා කළුකර රස්සා හදනවා කියන මේ ව්‍යාපෘතියේ අපට පෙනෙන්නට නැති තිරය පිටුපස කතාව කුමක්ද? මේ කතාවේ සරල තේරුම චීනයේ චයිනා මර්චන්ට් පෝර්ට් කියන සමාගමට හම්බන්තොට වරාය සහ ඒ ආශ්‍රිත භූමිය අක්කර 15000ක් අවුරුදු 198ක් සඳහා බදු දෙන්නට යන බවය. (දැනටමත් දී ඇති බවක්ද කියයි). මෙම ව්‍යාපෘතියට අදාළ ගිවිසුම යහපාලනයට වසර දෙකක් සපිරෙන ජනවාරි 8වැනිදා අත්සන් කරන බවද දැනගන්නට ඇත. දැනට ගණන් බලා ඇති ලෙස හම්බන්තොට වරායේ වත්කම ඩොලර් බිලියන 1.5කි. ඉහත සමාගමට වරාය විකුණන්න නියමිත මුදල ඩොලර් බිලියන 1.12ක් බවද දැනගන්නට ඇත. මේ විකුණා දැමීමට හේතුව ලෙස ආණ්ඩුව කියන්නේ මේ වරාය නිසා අපි රුපියල් කෝටි 14,200ක් ණය බවය. අනෙක් පැත්තෙන් ලංකාව මෙය පාලනය කරන විට නැව් එතරම් එන්නේ නැති පසුබිම තුළ මේ ණය මුදල ගෙවා දැමීම අසීරු බවය.
    මැනුම් සමීක්ෂණ
    “ ඇත්තටම අපි මුලින් මේ මුකුත් දන්නේ නැහැ. අපි ඉන්නේ වරායට ටිකක් දුරින්. අනික වරායේ තව අක්කර දහස් ගණනක හිස් ඉඩම් තියෙනවා. ඒවා තියාගෙන අපේ ඉඩම්වලට අපේ ජීවිතවලට යහපාලනය අත තියයි කියලා අපි හිතුවේ නැහැ. මනින දිනය හෙටයි කියලා පන්සලේ රැස්වීමක් කැඳවලා තිබුණා. අපි ගියා. දිසාපතිතුමිය, දකුණු පළාත් ඉඩම් කොමසාරිස්, මිනින්දෝරු දෙපාර්ත මේන්තුව, ග්‍රාම නිලධාරී මේ රැස්වීමට ආවා. ඇවිත් කිව්වා වරායේ මේ ආයෝජන කලාපෙට මේ මුඩු ඉඩම් ගන්නවා, ඒවා දැන් මනින්න ලෑස්තියි. හොඳ වන්දියක් දෙනවා කියලා. ඔතැනින් තමයි අපි රත්වුණේ. ඊටපස්සේ තමයි දැනගත්තේ මේ හරියේ වතුර ප්‍රශ්න නැති නිසා චීනය මේ හරිය ඉල්ලලා තියෙනවා ගඟත් එක්කම කියලා.”
    මේ හඬ බැරගම ප්‍රසාන්ත මහතාගේය. මේ රැස්වීමේදී බලධාරීන් වන්දි සූත්‍රයද හෙළිකර ඇත. ඒ කට වචනයට අනුව ක්‍රම හතරකට වන්දි ප්‍රදානයට ආණ්ඩුව සැරසේ. ඒ වන්දි ක්‍රමයට අනුව කිසිදු බලපත්‍රයක් නැති කට වචනෙට තියාගෙන ඉන්න සංවර්ධනය කර නැති ඉඩම් සඳහාද වන්දි පිරිනැමේ. එහෙත් මේ මිනිසුන්ට මේ වචන විශ්වාස නැත. ඒ අතීතය මතක නිසාය. මෙහි වරායේ ඉදිකිරීම් කටයුතු ආරම්භ කරන විට ඉවත් කළ මිනිසුන් සමහර දෙනෙකුට තවමත් වන්දි පිරිනමා නැත. සමහරුන්ගේ නිවාස සම්පූර්ණ කර නිමකරගන්න නියමිත දෙනවායැයි කියූ මුදල් ප්‍රමාණය තවම ආණ්ඩුව හෝ වරාය අධිකාරිය දෙන්න කටයුතු කර නැත.
    “දැනටත් මේ වැවෙන් තමයි වරායට වතුර පොම්ප කරන්නේ. මේ කන්නේ පැල ගොයමට දැන් වතුර නැහැ. අපි දැන් වී ගොවිතැනින් අයින්වෙලා කෙසෙල් වගාවට යනවා නම් දැන් ආණ්ඩුව හරි කැමති. අනික දැන් දවස් දහයකට සැරයක් තමයි අපිට වතුර දෙන්නේ. මේ වැවෙන් වතුර වරායට පොම්ප කරනවාට අපි විරුද්ධ වුණා. ආණ්ඩුව අපෙන් හොරාට ලියුමක් අස්සන් කරගෙන ඒ වැඩෙත් කරගෙන ජල පොම්පාගාරේ හැදුවා. දැන් මේ වතුර ප්‍රශ්නෙත් එක්ක අපි දන්නවා අපිව පන්නන්න තමයි මේ හදන්නේ කියලා. අපි සජිත් ළඟට ගියා. තෙන්නකෝන් නිලමේ ළඟට ගියා. මහින්ද අමරවීර ළඟට ගියා. හැමෝම අපිට බොරු කියලා අපෙන් ෂේප් වෙනවා. සමහරු බොරුවට අපි එක්ක පොල් ගහන්න පෙළපාළි යන්න එනවා. හැබැයි කොළඹට ගියාම වැඬේ වෙන තැනට තමයි කතාව.” නැවත මෙලෙස කතාකළේ ප්‍රසන්ත මහත්තයාය. ඔහුගේ කතාව අපට කියන්නේ ජනතා පරමාධිපත්‍යය ක්‍රියාත්මක ස්වරූපයයි. මෙවැනි තත්ත්වයක් තුළ පිළිසරණ පතා, සාධාරණය පතා යන්නේ කා ළඟටද නැවත ගැටලුවකි.
    වළවේ කිරිත් නැහැ දැන්
    දැන් ඔයාලා මේ සංවර්ධනයට විරුද්ධ වෙනවා. හැබැයි ආණ්ඩුව පැත්තෙන් කියන්නේ විදේශ ආයෝජන නැතුව රස්සා දසලක්ෂය දෙන්න බැහැ කියලා. අනික මහින්ද මහත්තයා වරාය හදන්න ඉඩම් ගන්නකොට සද්ද නැතුව හිටිය ඔබලා දැන් මේකට විරුද්ධ වෙන්නේ දේශපාලන කුමන්ත්‍රණයක් නිසායි කියලා ආණ්ඩුව කියනවා. අපේ මේ ප්‍රශ්නය මුලින්ම ගත්තේ අපට මුලින්ම කතාකළ විමලසේන මාමාය.
    “මුලින්ම කියන්න ඕනෑ ඕකුන් කවුරුත් එකයි කියලා අපි දැන් තේරුම් අරගෙන ඉන්නේ කියලා. මහින්ද මහත්තයා තමයි හම්බන්තොටට මේ හෙණේ පාත්කළේ. අපි ඒක දන්නවා. ඒ වාගේම බය නැතුව කියනවා. මුලින්ම අක්කර 5000ක් දුන්නෙත් එයැයි තමයි.
    හැබැයි එයැයි කළා කියලා ඒකම කරන්න යහපාලනය මොකටද? දැන් රස්සා දෙනවා කියලා උජාරුවට කියනවා. අපි අහන්නේ ඒ රස්සා දෙන්නේ බංගලි මිනිස්සුන්ටද නැත්තන් නේපාලේ මිනිස්සුන්ටද නැත්තන් චීන්නුන්ටද කියලා. දැනට අපිට තොරතුරු එන විදියට රස්සා වැඩි ප්‍රමාණේ යන්නේ පිටරටට. ඉතිං අපි අවුරුදු හැටක් හැත්තෑවක් පොළොවත් එක්ක යුද්දේ කරලා ගොඩනගාගත්ත මේ ජීවිතේ කැපකරලා වැඩක් තියෙයිද? අනික මහින්ද මහත්තයාම ගන්න.. වරායෙන් රැකියා දෙනවා කියලා රැකියා පෝරම් ලක්ෂ 7ක් ගහලා රුපියල් 150 ගානේ මිනිස්සුන්ට දුන්නා. ඊළඟට මිනිස්සු ඒකට චන්දෙත් දුන්නා. අන්තිමට මොකද වුණේ? රක්ෂා 540යි වරායෙන් දුන්නේ. ඒකත් වරාය අධිකාරිය යටතේ නෙවෙයි. ඊළඟට අපි ගනිමු ඔය වරායට අල්ලපු ආරබොක්ක කියන ගම. මොකද වුණේ? හම්බන්තොට ගැන කියනකොට කියන්නේ වළවේ කිරියි කිරඹ පැණියි කියලා. අද මොකෝ වෙලා තියෙන්නේ? ඔය ගමේ මිනිස්සුන්ට හරක් දාහ දෙදාහ හිටියා. අක්කර හත අටක හේනක් කළා. වැහි කාලෙට කුඹුරු කළා. අනික ඒවා නින්දගම් ඉඩම්. අද ඒ මිනිස්සු සිරිබෝපුරේ පර්චර්ස් 20ක හිරකාරයෝ කරලා. ඉඩකඩ නැති නිසා දැන් හරක් විකුණලා. ආරබොක්කේ හොඳටම ජිවත්වෙච්ච මිනිස්සු අද යනේනමං නැති අසරණයෝ කරලා. ඉතිං වරාය හම්බන්තොටට කළේ ඔහොමයි. ඉස්සරහටත් ඔයිට වැඩිය වෙනසක් නැහැ. අනික තංගල්ලේ සුනාමියෙන් අවතැන් වෙච්චි පවුල් 15ක් තවම කුඩාරමේ ඉන්නවා. ඉතිං අපිට කියන්නේ මේ දේශපාලකයෝ කියන සුරංගනා කතා විශ්වාස කරන්න කියලාද?”
    මගේ ඉහත ප්‍රශ්නයට ඊළඟට උත්තර දුන්නේ ධර්මසේන හෙට්ටිආරච්චි මහත්තයාය.
    ”දැන් මේ කොටුව අස්සට ඉස්කෝල 15ක් විතර අහුවෙනවා. ඒ ඉස්කෝලවලිනුත් හයක් විතර ලොකු ඉස්කෝල. ඉතිං අපි දැන් ගිහින් දාන තැන මේවා, මේ පහසුකම් හැමදෙයක්ම තියෙයිද? අනික ඉඩම් දෙනවාද කොහේද කින්දමන්ද මොකුත් අපි දන්නේ නැහැ. සේරම නිලධාරීන්ගේ කට වචන විතරයි. ඒ නිසා මම නම් කියන්නේ මැරුවත් මේ ඉඩම්වලින් අපි යන්නේ නැහැ. අපේ මළකඳන් උඩින් තමයි චීනාට මේ කර්මාන්තපුරය හදන්න වෙන්නේ.”
    ආණ්ඩුවේ නම යහපාලනය වුණත් මේ ආණ්ඩුව කරන බොහෝ වැඩ විනිවිදබවින් තොරය. එනිසාම දැන් යහපාලනයද චොර වී හමාරය. පහුගිය ආණ්ඩුව කළ පව් මේ ආණ්ඩුව සේදිය යුතුය. එහෙත් ඒ සේදීම බුද්ධිමත්ව කළයුතුය. විනිවිද පෙනෙන ලෙස නිවැරදිව කළ යුතුය. රටට සංවර්ධනය අවශ්‍ය ය. එහි විවාදයක් නැත. එහෙත් ඒ සංවර්ධනය ජනතාව කබලෙන් ළිපට දමයි නම් අපට ඒ සංවර්ධනය පිළිගත නොහැක. දැන් හම්බන්තොට හැම ගමකම වගේ හැම ගෙදරකම වගේ කළු කොඩි සැලෙමින් තිබේ. මිනිස් සිත්ද ඇවිලීමට ඔන්න මෙන්නය. මේ වනවිට මේ ඉඩම් අර්බුදය නිසා ප්‍රදේශයේ උද්ඝෝෂණ විරෝධතා ශීඝ්‍රයෙන් ඉහළ යමින් තිබේ. මේ විරෝධයන්ගේ කේන්ද්‍රය පන්සල් බවද පෙනේ. ඒ නිසා හම්බන්තොට මේ ගිනියම විසින් ලංකාවටම ගිනිතැබීමේ අවදානමක් ඇත. ඒ නිසා යහපාලකයන් මෙන්ම යහපාලනය ගෙනඒමට කැපවූ සිවිල් සංවිධානද මේ පිළිබඳව තමන්ගේ අවධානය යොමුකර මේ මිනිසුන්ට සාධාරණය ඉටුකර දිය යුතුය.

    Making use of the delay Tamil Nadu plans to develop its own new port in Enayam. I’m sure some of those disruptive elements were handsomely paid by Tamil Nadu agents. As the story goes, the hellhole for Sri Lankans need no guards. When one tries to escape, all others pull him down. British left this political system either intentionally to ruin the nation by infighting or not knowing local politicians would be so low in their conduct.

    Ultimately Sri Lanka will once again lose out to Tamil Nadu.

    Ever since the Union government anchored a Rs 27,000 crore container transshipment project at Enayam – a hamlet on the west coast of Tamil Nadu – it has drawn a mixed response. The objective to build the port is to get a share in the global transshipment pie by attracting mother ships carrying cargo meant for India that now dock at Colombo or Singapore or Port Klang in Malaysia.

    In terms of sheer volumes, about 2.8 million TEU (Twenty feet equivalent Unit – it is the standard size of a container and a common measure of capacity in the container business) of Indian containers are currently being transshipped through foreign ports: Colombo Port handles 1.2 million TEU and the rest is through the Port of Singapore and Port Klang. And the transshipment loss for the Indian port industry can be pegged at Rs 1,500 crore.

    High potential

    That is where Enayam comes into the picture. It’s a port that has the potential to offset the loss of Rs 350 crore through the cost of logistics and make a Rs 5,000 crore indirect positive impact on the economy. Further, it can save voyage time by 5-6 days for cargo bound to Africa, the EU or East. Leveraging the proximity to the great East-West shipping route, Enayam has the potential to become a transshipment hub not only to handle Indian containers but also cargo flows in South Asia – West bound containers to Europe, Africa and the US – from the neighbouring countries like Bangladesh, Myanmar, etc.

    Yet there is opposition to the project and it is basically two-pronged: one revolves around its viability and the other is on the possible impact on the livelihood of the 10,000-odd fishermen living there. Let us first look at the feasibility angle. Critics harp on the proximity of the Enayam project to Vizhinjam port in Kerala, which is just 40 km away and is being developed with the same objective. Why two ports in the same area doing the same business, they argue. Actually Colombo, Vizhinjam and Vallarpadam International Container Transshipment Terminal (ICTT) exist in close proximity, creating excess capacity in the region.

    Proximity factor

    But should proximity be a problem? Look at the global experience: successful transshipment and container hubs tend to develop in clusters. The Klang and Tanjung Pelepas ports in Malaysia and Singapore are part of the South East Asia cluster and handle as much as 60 million TEUs. Similarly, the Jebel Ali, Salalah and King Abdulla ports are located close by in the West Asia cluster and handle over 40 million TEUs. Even in India, the port cluster of Mundra, Kandla, Hazira, Pipavav in Gujarat in the west and those in Chennai, Ennore, Kattupalli and Krishnapatnam in the south are successful examples of such large port ecosystems. Ports in Los Angeles and Long Beach in California perhaps serve as the best example of a large port cluster ecosystem. If these clusters can work, why can’t Enayam and Vizhinjam?

    In fact, container trade has been growing at a rate of 7-10% worldwide over the last two decades and India’s position is robust. The country needs to set up more ports to meet its growing cargo traffic, which is expected to touch 2.5 billion tonnes by 2025, from its present capacity of around 1.5 billion tonnes. Moreover, India has emerged as the fastest growing major economy in the world and the Indian economy is expected to continue to grow at more than 7 per cent in 2016-17. Establishing the Enayam Port will help inclusive growth in the region.

    Why ICTT failed

    Then there is the argument that the Vallarpadam ICTT – created for the same purpose in February 2011 – has not been able to compete with Colombo, which has always been way ahead of Vallarpadam in terms of capacity, deep draft (16m), pricing and productivity. The ICTT has 13.5 m draft and is about 30 nautical miles away – twice as much as Colombo – from the International Shipping Route, requires extra sailing time and consequent doubling of deviation cost, which detracts major shipping lines. Besides, its high maintenance cost limits the scope for further expansion.

    But more importantly, ICTT follows a rigid tariff structure fixed by the Tariff Authority for Major Ports (TAMP) amid high labour cost, whereas Sri Lanka follows guided tariff that has not changed dramatically for the last two decades, thus assuring constancy of business.

    But TAMP, created in April 1997 to provide a level playing field between the private operators and the major ports, became redundant ever since the market matured. Now the ministry is considering doing away with TAMP and moving towards a market based tariff determination system.

    One of the strengths of Colombo is that it has a strong feeder system with smaller ships in the range of 800-1,000 TEUs moving transshipment containers to/from Colombo port. Currently, the Colombo port is considered as the best option in the South Asian Zone, which is why apart from India, Colombo receives cargo from Pakistan, West Asia and Myanmar. In fact, the volume of cargo handled at Colombo is rising around 10% every year despite the shipping industry failing to recover from the global slowdown. No wonder, Sri Lanka is strategically creating new port capacities in Colombo (14 mn TEUs) and Hambantota (20 mn TEUs) to get a bigger slice of the South Asian cargo, since a considerable chunk, i.e., 70% of cargo from Bangladesh and Myanmar – at present gets transshipped in Singapore.

    Enayam advantage

    Compare ICTT with Enayam. At Enayam, there is a natural draft of 16 m, which will enable larger vessels to call in. In fact, even Colombo has only one terminal (CICT) with the draft of 16 m. Enayam would need minimal dredging for maintenance thus offering a cost edge. Its 4 km long container terminals would provide sufficient scale to handle more than 8 million TEUs.

    Add to that its strategic location almost next to International Shipping Route (around 10 nautical miles) and the potential for gateway cargo would be a big factor in any liner’s decision to move to a new location since it brings down the volume risk. Further, Enayam would have a multi-cargo approach that would reduce the commercial risk profile. And IPRCL would be tasked to provide the last mile rail connectivity with the closest railway station at Pallivadi, which is only 10 km away and six-lane road connectivity with NH-47, which is only 11 km from the port.

    Must-have factors

    Consultants to the project had suggested five ‘must have’ factors for Enayam’s success. The first two factors, namely, ease of cabotage rule and waiver of service tax or extending the discount in port charges to offset the additional cost of service tax are within the ambit of the Ministry of Shipping.

    The third factor was simplifying customs procedures. In fact, the DG (S) Committee has made 34 recommendations to reduce the waiting time of coastal ships at ports. Customs have implemented some of the recommendations relating to inter-modal transportation of transshipped cargo, simplification of coastal cargo transportation etc.

    The Ministry of Shipping and CBEC are actively examining ways to implement the remaining recommendations. The Indian Customs may not have transformed into what we find at the HOROPA Port in Europe, wherein rapid customs clearance happens, in less than five minutes. But the recent measures such as AEO, DPD services, single-window interface for trade (SWIFT), RFID programme and the export and import computerisation module of ICEGATE, have brought in sea changes.

    Just like what is happening in Sri Lanka today, there was a massive propaganda drive against the new Mongstad refinery in mid-eighties which was in the design phase at that time.

    This was instigated by Marxist political parties, so called environmentalists and the green party of Norway.

    There were demonstrations in major cities in Norway against the massive investment the national oil company Statoil had committed. At one time the Norwegian government was about to cancel the project, but somehow project survived

    Norwegian televisions crews were always around our office for months and months and we were given clear instructions not to talk to them under any circumstances.

    See how these agitators can do to destroy a country’s future. Luckily they could not do any harm to the project and now everyone in Norway enjoys the technical progress they have achieved since installation of the first high-tech refinery complex in Norway.

    There is a basic difference between a port and an oil refinery. There is no national security involved in a refinery. This is a strategically important asset and a large extent of land belonging to poor farmers who have been living there for ages. And GOSL wants to give it for 200 years!. It may be a simple thing for the PM., but a situation of life and death for the villagers and a large number of Buddhist temple also will be destroyed. How stupid are these politicians?. Especially RK should not have sent underworld characters from Colombo to attack the protesting villagers. It is their basic human rights to protest. These days they are talking about the human rights of minorities. How about the rights of these Sinhala villagers whose sons and daughters may have fought for the country?. This, I believe is a revenge act by Pamankada and the crowd.

    The incident has all the hallmarks of a major uprising which Prez will not be able to control, if not nipped in the bud.
    Perhaps diaspora will love this.

    I agree with you. This is a different issue. Yahapalanaya has completely messed it up, there is no other way out except leasing out the harbour. Giving additional 15000acres of prime agricultural land should be stopped somehow.

    Read my summary of the problem;

    The loans taken for the construction of this harbour

    The first phase 450 million USD,
    The bunkering facility 70 million USD
    The second phase 802 million USD
    Total to around 1,322 million USD

    Size of the Harbour a free port covering an area of 2,000 hectares
    with 4 terminals and 12 berths expandable to another 20+ berths

    Anticipated Repayment rate -Annual interest plus capital repayments 111 million USD

    Actual profit for the year 2014 9 million USD
    Actual profit for the year 2015 12 million USD
    Anticipated income from leasing out 2,000 hectare industrial zone
    Anticipated income from rental of 35,000 USD per hectare per year for the 56 hectares in the container terminal – total of 1.96 million USD per year
    Anticipated income from royalty of 2.5 USD on every container loaded or unloaded, warfrage of 30 USD per container for cargo coming into Sri Lanka and all other usual harbour charges for navigation, piloting, tonnage,

    Hence Anticipated breakeven profit in 2024 (in 10 years)

    Anticipated income from the Colombo East container terminal 100 million USD (loss compensation)

    Additional losses incurred due to unwise decisions of the Yahapalanaya government
    Disruption of the Colombo East container terminal 100 million USD leaving port authority without any loss compensation
    Cancellation of lease out about 80 hectares at the minimum rate of 50,000 USD per year per hectare -4 million USD

    Therefore Yahapalanaya government had only one fall-back option – lease out not just harbour operations but for the rights of the landlord over the entire 2,000 hectare free port so that whoever takes the long lease will operate the entire harbour and have complete control over the industrial zone as well.

    52% of the people who voted for Sirisena to become the president of Sri Lanka should also be blamed for the misjudgement made by Yahapalana government. Now there is no way out of economic mess made by these foolish uneducated politicians who even cannot add and subtract four digit numbers.

    Anyway Two bids received by the Ports Authority

    Bid 1 by China Merchant Co 99 years for a payment of 1.08 billion USD on a 80%-20% equity sharing basis. No other income will accrue to the Ports Authority for 15 years, after which they will receive dividends for their 20% stake only if dividends are declared.

    Bid 2 by China Harbour Co 50 years for a payment of 750 million USD on a 65-35 equity sharing basis plus the payment of all the charges they had earlier agreed to with regard to the container terminal management contract. .

    Bid 2 was recommended by the port authority but Bid 1 was accepted by Ranil and his advisers

    Apart from the entire Hambantota free port, as bonus the government has decided to lease a further 15,000 acres outside the free port to China Merchant Co company for 99 years with no additional fee

    The total land area of all the Board of Investment economic zones in the country at present put together do not amount to 2,000 hectares.

    As Mahinda pointed out In a situation where even the 2,000 hectares within the free port have not been utilised yet, on what grounds can we justify the leasing of another 15,000 acres to a foreign company? A 15,000 acre zone in Hambantota will be disproportionate to our country’s economy. Furthermore, the disruption caused to the people of the area will be immense if 15,000 acres of land were to be acquired for this purpose.

    It says it all. D S and his people put a foundation for the development of Sinhalese. Then Indian Empire and Indian colonial parasites got Banda to destroy the Sinhalese. 2005; Rajapaksas started development of Sinhalese people.

    China may also start heavy industries like Steel and Cement.

    China makes everything under the son. Their rural population has moved to cities. In the cities their youth work in subhuman conditions to mass produce things including medicines which had a market in the US. Now it is being blocked as they found that they have become indebted to China to the tune of 4 trillion dollars. Donald Trump wants to Change that by giving a chance to their own industries. Industries like Steel are not viable now as there are huge steel mills in China and they have flooded the market. Big industrialists like Arcelo-Mittal (of India) have virtually gone bankrupt and their workers are protesting in europe to impose restrictions on Chinese products. Under these conditions our planners should be very careful in selecting industries to be set up in SL.

    Look, who is planning our future!. It is non other than UNP traitors (some of whom like awamangala, Malik et al. who may have some social issues against us) and the Eelamist who dined and danced in their head quaters, SiriKotha with Channel 4 who has tried very hard to crucify us at every turn. Trusting them is like giving the chicken coup to fox.
    First investigate the bond scam committed by the very same people and take appropriate action then get on with planning. Until then the status quo should remain. Do not embark on things that are not allowed in the present constitution.

    As can be seen we are not cash strapped. Look around in Colombo city. There are hundreds of high rise building being constructed and there is activity all over. Roads network etc. around Battaramulla have been developed well. From where is the money coming?. People are investing in the future. There is hope. If not will the people invest?. Yamapalanaya is putting the reverse gear by creating trouble in the country.

    China has enough people to produce things for the world market. Their high tech components has captured the world market. Most computer and smartphone parts are made in China. My smartphone samsun A5 parts from China, Technology from Korea/US, assembled in Vietnam and perhaps the profit stored Panama etc.

    So, why are they coming?. For the love of SL?.

    I am not anti-Chinese by any means ; far from it. I would like them to take their rightful place in the world stage just like what SWRD fought for; they lost it many centuries ago. But our politicians should know that there is a market for our location. So they should pick and choose what we want and where we want. If not let us go on our own pace, preserving our culture and our way of living. Perhaps that is what MS is trying to do.

    Agree with Aloy, we want the Chines as FRIENDS & ALLIES, but not our MASTERS.

    China is a country that has experienced Westen and Japanese Colonialism during the Opium Wars period and just before WWII.
    The Chinese became very xenophobic as a result and hated the Western Outposts like Macau and Hong Kong inflicted on their country.

    I think China will understand the same feelings we Sinhala Buddhists have about foreign neo-colonial outposts in Sri Lanka.

    I believe that MR has a plan, and an understanding with the Chinese Government to restore the previous Hambantota and Colombo Port agreements that will preserve Sri Lanka’s sovereign rights, after the Yamapalana Govt is OUSTED in the near future.

    I hope and pray a PATRIOTIC government will be restored to Sri Lanka as soon as possible, gutting the Yamapalana Port Agreements and restoring the original ones,gutting the New TREASONOUS Constitution, the ETCA, and the FTA with India, and setting in motion legal moves to recover the Bond Scam monies and punish the culprits!

    Then we can set about setting up a stable and permanently patriotic system of government for Sri Lanka and resuming our Nation’s March towards becoming the New Wonder of Asia!
