P.S.M. Charles reinstated as Sri Lanka Customs DG

Ms P.S.M. Charles has been reinstated as the Director General of Sri Lanka Customs for a period of three months.

Minister Mano Ganesan said the decision was reached during the meeting of Cabinet Ministers today (5).

He said that Finance Minister Mangala Samaraweera withdrew the Cabinet paper seeking to transfer P.S.M. Charles from the position of Customs DG.

The minister further said that she was reinstated in the position for a period of 3 months and that her performance will be observed during this period.

Customs trade unions launched a work-to-rule campaign last week opposing Minister Samaraweera’s decision to remove Ms. Charles from the position and replace her with a retired navy officer.

The trade union action, which had crippled services provided by Customs, had entered day seven today (5) while several trade unions of state departments, institutions and corporations had supported the protest.

    This officer did not rise through the ranks of customs. She has been in duty for 16 months or so. Why the customs union fighting to reinstate her ? That is the question asked by Dilrook.

    1. If she is corrupt and accepting bribes from politicians UNP and/or UNP “business man” then Man-Gala has no reason to chase her out.

    2. If she is corrupt and accepting bribes from corrupt custom men ( as claimed by Dilrook) then Man-Gala has a reason to chase her out , assuming Man-Gala doe not get his cut from custom men who are giving cuts to opposite politicians. Then it makes sense for customs union to fight and also to opposition politicians to make noise but no reason for Nagananda ( who too is an ex- custom man and kicked out of the country by politicians) to fight for her.

    3. If she is not corrupt, Dilrook argues there is no reason for custom union to fight for her , assuming customs is a Hora Guhawa.

    4. Another possibility is she is in a entirely different league of supplying arms with cut to custom thieves. Thsi si a very dangerous situation but then why Man-Gala sack her ?

    Sorry, argument 3 is complicated. Dilrook’s argument is , assuming next DG is honest Navy man then customs has a reason to fight, regardless of this officer’s ethics.

    Dear Mrs Charles,

    Please be careful madam specially in the public places, road crossings etc. These Yahaps are having CIA backing and they can plan and harm you. But maintain your duty towards Mother Lanka as before. Majority of the people love you.

    You have done a great job which none of our politicians could not do, including the champions in the opposition. Even MR should be ashamed of himself in front of you for tolerating robberies of his ministers during his rule.

    You are not alone. There are many straight forward women in this land with such leadership qualities. Mrs Deepa Seneviratna was one of them who exposed the Bond Scam of the Yahaps.

    Take this as sarcasm only.

    1. Sri Lanka Customs was functioning better under this Yamapalanaya regime that the amount of narcotics, illegal firearms, illegal medicines, illegal agro-chemicals, etc. in circulation reduced compared to previous years.

    2. Customs unions are concerned about the nation and not about their earnings.

    3. Pettah importers closed shop on February 5th to demand the government not to change the DG. They are highly concerned about the nation, its producers and consumers. They don’t hold all three to ransom.

    4. Sri Lanka need not repay $5 billion in loans due this year. New taxes can be imposed on people who have become rich under this regime.

    5. A war hero and a strict enforcer is not needed to maximize duty and levy collection at the Customs. You may remember what happened to Sumith Prasanna – a dedicated Customs officer – in 2001. He was killed (through a contractor) by the instructions of another customs officer, Anura Weerawansa.

    6. Sri Lanka’s opposition is concerned about corruption and doesn’t tolerate the corrupt. They support economic prosperity of the nation when they are in the opposition.

    I have no information on truthfulness of Petta Importers demand.
    All the rest you said I can accept but all are negative arguments.
    What we need is actual information on the following

    1. Are there any ongoing customs inquiries on BMW fraud, Black Pepper Fraud and other faruds initiated by Mrs. Charles ?
    2. Are there frauds other than 1. which Mrs. Charles has purposely hidden or did not carry out inquiry.

    We cannot judge everything but reactions of people outside and argue based on their reputation alone.

    If one day customs union really care about the country then we should support it.
    Angulimala did not kill anyone after became a monk.
