2020 වනතුරු ජාතික ආණ්ඩුවේ සිටීමට ශ්‍රී ලංකා නිදහස් පක්ෂයේ සමහරුන්ට වුවමනා වී තිබුණද එසේ සිටියොත් ශ්‍රී ලංකා නිදහස් පක්ෂය කුණු වී දිය වී යනු ඇති බව ජනාධිපති මෛත්‍රිපාල සිරිසේන මහතා ශ්‍රී ලංකා නිදහස් පක්ෂයේ මධ්‍යම කාරක සභා රැස්වීමේදී ප්‍රකාශ කරනවාත් සමඟම හිටපු ජනාධිපතිනි චන්ද්‍රිකා බණ්ඩාරනායක කුමාරතුංග මහත්මිය රැස්වීමෙන් පිටව ගොස් තිබේ.

ජාතික ආණ්ඩුවෙන් ඉවත් වෙනවාද නැද්ද සම්බන්ධයෙන් දැනට ජාතික ආණ්ඩුවේ සිටින ශ්‍රී ලංකා නිදහස් පක්‍ෂයේ ඇමැතිවරුන් 23 දෙනා කඩිනමින් තීන්දුවක් ගත යුතු බව ජනාධිපතිවරයා මෙම මධ්‍යම කාරක සභා රැස්වීමේදී ප්‍රකාශ කර ඇත.

ජාතික ආණ්ඩුවේ වැඩි කාලයක් රැඳී සිටීම දේශපාලනමය වශයෙන් ශ්‍රී ලංකා නිදහස් පක්‍ෂයට අවාසියක් බවත් මේ සියලු කරුණු සලකා බලා සියලුමදෙනා එක් තීරණයක් ගැනීම වැදගත් බවත් ජනාධිපතිවරයා පෙන්වා දී තිබේ.

ශ්‍රී ලංකා නිදහස් පක්ෂය ජනතාව අතරට ගෙනයා හැකි පරිදි ප්‍රතිසංවිධාන කටයුතු සිදුවිය යුතු බවත් ඒ ගැන පාක්‍ෂිකයන් දැඩි අවධානයකින් බලා සිටින බවත් ජනාධිපති මෛත්‍රිපාල සිරිසේන මහතා ප්‍රකාශ කර ඇත.

යුද විජයග්‍රහණය සමරන්නට ආණ්ඩුව බය ඇයි?

සිංහලයන්ට හැම දෙයක්ම මතක තියෙන්නේ සුමාන දෙකකට පමණයි කියා කිව්වේ ලෝකයේ දරුණුතම ම්ලේච්ඡ මිනීමරුවා වූ ප්‍රභාකරන්ය. ඒ කෘෘර මිනිසා මියගොස් වසර නවයක් ගත වුවද ඒකා කියූ දේ කොතරම් සත්‍යයක් දැයි මට හිතෙන්නේ අපේ මිනිසුන් දැන් හැසිරෙන විදිය දෙස බලන විටයි.

මෙයට වසර දහයකට විස්සකට පෙර ශ්‍රී ලංකාවේත් විශේෂයෙන් කොළඹ තිබුණු බිහිසුණු තත්ත්වය අපට දැන් අමතකය. උදේ වැඩට යන සැමියා ආපසු ගෙදර එතැයි බිරියට විශ්වාසයක් තිබුණේ නැත. කඩේට බඩුවක් ගන්න අපි ගියේ අප්‍රමාණ බයකිනි. පාන්දර සුපිරි ඉස්කෝලෙට ගිය පුතා-දුව හැන්දෑවට ගෙදර එන්නේ පෙට්ටියක් තුළ වැතිරී විය හැකිය යන අප්‍රමාණ බය මවුපියන් තුළ තිබිණි. සංගීත සන්දර්ශනයකට, සිතාම චිත්‍රපටයක් නැරඹීමට බොහෝ දෙනා අදිමදි කළේ පණපිටින් දැවී අඟුරු වීමට තිබූ ඉඩකඩ වැඩි නිසාය. කොළඹ හැම තැනම තිබුණේ මාර්ග ආරක්ෂක කපොලුය. හැම ගොඩනැඟිල්ලකම හා හැම පිට්ටනියකම අපි දුටුවේ මරණයේ සෙවණැලිය.

කොටි ත්‍රස්තවාදීන් බෝම්බ ගැසූ මහ බැංකු ගොඩනැඟිල්ල තුළ විලාප දෙමින් පිච්චී යන අපේම රට වැසියන් රූපවාහිනියෙන් නරඹමින් අපි විලාප දුන්නෙමු. මරදානේ බෝම්බයෙන් අහිංසක දූ පුතුන් අතර සියයක් පමණ බිහිසුණු මරණයකට ලක් වෙද්දී අපි ත්‍රස්තවාදීන්ට සාප කළෙමු. කැබිතිගොල්ලෑවේ බස් රථය තුළ අපේ දූ පුතුන් 50ක් කෑලි කැබලිවලට කැඩෙමින් මිය යද්දී අපි දවස් ගණනක් හැඬුවෙමු. අනේ මේ ව්‍යසනයෙන් අපි බේරාගන්නට කවුරුත් නැද්දෝයි අපි හදවතින් කෑගැසුවෙමු. නිතර නිතර හැඬුවෙමු. මුළු රටම භීෂණයට පත් කරමින් එදිනෙදා ජන ජීවිතය විනාශ කළ කොටි ත්‍රස්තවාදය මැඬ පැවැත්වීමට පුළුවන කොන්ද පණ ඇති කෙනකු නැතුව අපි දිනපතා ළතැ වුණෙමු. රටේ අනාගතය සුරැකීමට සිටි ජාතික නායකයන් එක පිට එක ඝාතනය කරමින් කුරිරු ත්‍රස්තවාදීන් ශ්‍රී ලංකාව අමු සොහොනක් කරද්දී ඔවුන්ව විනාශ කොට ජාතිය බේරා ගැනීමේ පරම ආසාවෙන් පෙළුණු ආරක්ෂක හමුදා ඊනියා සාම ගිවිසුමක් යටතේ කඳවුරුවලට සීමා කරන ලදී.

රටේ ජනාධිපතිනිය මේ කුරිරු ත්‍රස්තවාදීන්ට කොතරම් බය වූවාද කියනවා නම් ලංකාව ලේ විලක් කළ ප්‍රභාකරන් මිනීමරුවාට උතුරු හා නැඟෙනහිර අවුරුදු දහයකට බදු දෙන්නට යෝජනා කිරීමට තරම් ඇය නිවට වූවාය. (එදා එසේ කියූ ඇය අද “මම තමයි යුද්ධයෙන් හතරෙන් තුනක් ඉවර කළේ” යැයි නිර්ලජ්ජිතව තැනින් තැන කියන හැටි)

මේ යුද්ධයෙන් කෙසේ හෝ ත්‍රස්තවාදීන් පරාජය කොට රට හා ජාතිය බේරා ගත යුතුයැයි යන අභිමානවත් අධිෂ්ඨානය හමුදාව තුළත් මහජනතාව තුළත් ඇති කිරීමට මහින්ද රාජපක්ෂ ජනාධිපතිවරයා සමත් විය. උදාර හමුදා නායකයන් වූ ගෝඨාභය, කරන්නාගොඩ, ෆොන්සේකා, රොෂාන් ගුණතිලක, ජගත් ඩයස්, ප්‍රසන්න ද සිල්වා, කමල් ගුණරත්න, රඹුක්පොත, චාගි ගාල්ලගේ, නන්ද මල්ලවආරච්චි, සරත් වීරසේකර, ආනන්ද පීරිස් හා මහේෂ් සේනානායක වැනි විරුවන් අවසන් යුද්ධය අභීතව නැඟෙනහිරට ගෙන ගියේය. මිලියන දෙකක ශ්‍රී ලාංකේය ජනතාව ඔවුන්ගේ ජය පතමින් වෙහෙර විහාරවල බෝධි පූජා පැවැත්වූහ. පින්කම් කළහ. වීරෝදාර හමුදාවට දිවා රෑ ආශීර්වාද කළහ. වසර 3ක අති බිහිසුණු අවසාන යුද්ධයෙන් පසු ශ්‍රී ලංකා වීර හමුදා භටයන් 2009 මැයි 18 දා නන්දිකඩාල් කළපුවේ දී ලෝකයේ කෘෘරතම මිනීමරුවා ප්‍රභාකරන් මරා දමමින් යුද්ධයෙන් ත්‍රස්තවාදය අවසන් කළ ලොව ප්‍රථම රට වශයෙන් ඉතිහාසයට එක්වූවේය. මුළු රටම සැනසුම් සුසුමක් හෙළුවේ එදාය.

නමුත් අද ශ්‍රී ලාංකිකයන් අප්‍රමාණ සතුටකින් භුක්ති විඳින එම නිදහස අපට ලබා දීම සඳහා සෙබළුන් 27,000ක් තම දිවි පිදූ බවත් තවත් 34,000ක් සදාකාලික ආබාධිතයන් වී ඇති බව අද බොහෝ දෙනකුට අමතකය.

ඇමැතිතුමා තම පවුල සමඟ අලුත්ම බී.එම්.ඩබ්ලිව්. මෝටර් රථයෙන් නුවරඑළි නිවාඩුවට යන්නේ රෝද පුටුවේ අසරණ වී බලා සිටින වීර හමුදා සොල්දාදුවාට පින් සිදුවන්නටය.

මන්ත්‍රිතුමන්ගේ “කොළොම්බියන්” බිරිය හා දරුවන් ජිම් එකට ගොස් අත් පා සොලවමින් රිසි සේ ව්‍යායාම් කරන්නට අද වරම් ලබා ඇත්තේ ඔහුගේ ආසනයේ පැලක අද දුක්විඳින දුප්පත් වීර සෙබළිය තම අත් පා රට වෙනුවෙන් දන් දුන් නිසාය.

ෂැන්ග්‍රිලා හෝටලයට ගොස් රු. දහදාහේ බීර වීදුරුවක් බොන “කොළොම්බියන්ට” රට වෙනුවෙන් දිවි පිදූ වීර සෙබළුන්ගේ අසරණ වූ දරුවන් මතක් වෙන්නේ නැත.

රජයෙන් නොමිලේ ලැබුණු මහා නිල මන්දිරවල රජ බොජුන් කන බොන මැති ඇමැතිවරුන්ට බොරු කකුලක් මිලදී ගැනීමට රු. 15,000ක් නොමැති නිසා රැකියාවකට යෑමට නොහැකිව ගෙදරට වී සුසුම් හෙළන නාවික භටයා ගැන දැනගන්නට වුවමනාවක් නැත. මියගිය හමුදා සෙබළාගේ දරු පවුල රැක බලා ගැනීම හා ආබාධිත සෙබළාට දිවි තිබෙන තුරු බෙහෙත් කිරීමේ යුතුකම් හමුදාවට පමණක් අයත් දෙයක් කියමින් අපි කොළඹට වී ජොලි කරමු. පාටි දමමු. ඩිස්කෝ ඩාන්ස් නටමු.

සමහර කුරුඳුවත්තේ නෝනලාට ආබාධිත සෙබළකු මතක් වෙන්නේ රෝද පුටුවක් පරිත්‍යාග කොට පත්තරේට මුහුණ දමා ගන්නට අවශ්‍ය විට පමණය. (පින්තූරයක් වෙනුවෙන් වීර සෙබළකු අසරණ තත්ත්වයට පත් කොට රටට පෙන්වීම ඔහුගේ අභිමානයට කැළලක් යැයි මට හිතේ. හමුදාව මෙයට තවදුරටත් ඉඩ දිය යුතු නැත)
කොළඹ ධනවත් පාසල් දරුවකුගෙන් “අබිමංසල” මොකක්දැයි ඇහුවොත් “ඒක මේ කොල්ලුපිටිය පැත්තේ අලුතෙන් දාපු ඊඅඡ්ව්ච්ක රෙස්ටුරන්ට් එකක් නේදැ”යි ඔහු ඉඳුරාම ඔබෙන් අසනවා ඇත. ඒ තරමටම යුද්ධය හා රට රැකගත් සෙබළුන් ඔවුන්ට අමතකය.

රට බේරා ගැනීමට ගොස් සදාකාලික ආබාධිත තත්ත්වයට වැටුණ සෙබළුන්ට ශාරීරික හා මානසික සුවය ලබාදීම සඳහා “අබිමංසල” නිවාඩු නිකේතන සංකල්පය බිහි කිරීම ගැන එවකට ආරක්ෂක ලේකම් ගෝඨාභය රාජපක්ෂ මහතාට ජාතියේ ගෞරවය හිමි විය යුතුය. වත්මන් හමුදාපති මහේෂ් සේනානායකගේ පෞද්ගලික අධීක්ෂණය යටතේ පවත්වා ගෙන යන කුරුණෑගල, අනුරාධපුර හා කඹුරුපිටියේ ඇති “අබිමංසල්වලින්” මෙම ආබාධිත සෙබළුන්ට කෙරෙන උදාර සේවය ගැන ලිවීමට මෙහි ඉඩ මදිය.

යුද හමුදා සේවා වනිතා පදනම, ගම්පහ වික්‍රමාරච්චි පදනම ඇතුළු දිවයිනේ ආයතන ගණනාවක්ම මෙම ආබාධිත සෙබළුන්ගේ හා ඔවුන්ගේ පවුල්වල සාමාජිකයන්ගේ දියුණුව වෙනුවෙන් ඇප කැප වී දිවා රෑ වෙහෙසෙති. ආබාධිත සෙබළුන්ගේ විවාහ මංගල්‍ය සංවිධානය කරමින් හා ඒවාට මුදලින් උදවු කරමින් “සියනෑවේ අප” සංවිධානය ද විශාල සේවයක් කරති.

අබිමංසල් තුනේ සිටින භටයන් 128 හැරුණුවිට තවත් තුවාල ලැබූ ආබාධිත භටයන් සිය ගණනක් රාගම රණවිරු සෙවණ, අත්තිඩියේ සෙත් මැඳුර ඇතුළු තවත් රණවිරු ගම්මාන තිහ හතළිහක සිටිති. එයට අමතරව පහළොස්දහසක් පමණ ආබාධිත භටයන් අද ඔවුන්ගේ නිවෙස්වල ප්‍රතිකාර ගනිමින් සිටින බව අප අමතක නොකළ යුතුය. ඔවුනට තම පවුල් ජීවත් කිරීම සඳහා දහසක් ගැටලු ඇති බව අමුතුවෙන් කිව යුතුද?

එහෙත් රට බේරාගත් මේ වීරෝදාර සෙබළුන් රටේ තැන තැන දුක් විඳින බව නොදන්නවා මෙන් අපි හැසිරෙමු.

තමන්ගේ පුතාගේ පරණ ස්මාර්ට් ෆෝන් එක වෙනුවට රු. ලක්ෂ දෙකේ අයි ෆෝන් (ඪ නඩධදඥ 7) දුරකථනයක් අරන් දෙන්නට පසුබට නොවන කොළොම්බියන් රජයේ නිලධාරියාට අසරණ රණවිරු පවුලක දූ පුතුන් හතර පස් දෙනකුට ඇඳුම් දෙක තුනක් පොත් මිටියක් අරන් දෙන්නට බැරි ඇයි?.

‘සුපර් මාකට්’ එකට ගොස් සතියේ කෑම වෙනුවෙන් රු. 40,000ක් ලෝස් නැතුව වියදම් කරන කුරුඳුවත්තේ නෝනලාට රුපියල් දෙතුන් දාහක හාල් පොල් කුළුබඩු මල්ලක් රැගෙන රණවිරු නිවෙසකට ගොස් “දුවේ ඔයා මේක තියා ගන්න ඔයාගේ තාත්තා රට වෙනුවෙන් දිවි දුන් නිසා තමයි අපිට මෙහෙම අද නිදහසේ ඇවිදින්න පුළුවන්” කියා පරිත්‍යාගයක් කරන්න හිත නොදෙන්නේ ඇයි?.

රටේ ස්වෛරීභාවය රැක ගැනීම සඳහා වීර සෙබළුන් 35,000ක් දිවි දුන් බවට පමණක් නොව රටේ 30 වසරක යුද්ධයක් තිබුණු බවත් අමතක කරන්නට වත්මන් යහපාලන රජය බලවත් උත්සාහයක යෙදේ.

යුද්ධය දිනා වසරකට පසු රට බේරා ගැනීම සඳහා දිවි දුන් වීරෝදාර හමුදා භටයන් සිහි කිරීමට කොළඹ දී ලක්ෂ සංඛ්‍යාත ජනකායක් ඉදිරියේ පැවැති අභිමානවත් රැලිය කාට අමතක කළ හැකිද? යුද්ධයට සහභාගි වූ වීර සෙබළුන් හා සේනාධිපතිවරු, රණවිරු මවුපියන් හා ජනාධිපතිතුමා ඉදිරියේ සාඩම්බරවත් ලෙස ආචාර පෙළපාළියේ යෙදෙද්දී ඔවුන් නිසා ජීවිත රැක ගත් ලක්ෂ සංඛ්‍යාත ශ්‍රී ලංකා ජනතාව ජාති ආගම් කුල භේදයකින් තොරව ඔවුනට අත්පුඩි ගැසූහ. ජය ඝෝෂා නැඟූහ. එදා මේ රජය හා ජනතාව හමුදා භටයන්ට කළගුණ සැලකුවේ එසේය.

නමුත් එදා රජයේ මෙහෙයුමෙන් වාර්ෂිකව පැවැත්වුණු මේ විශිෂ්ට ආචාර පෙළපාළිය හා නිදහස් සැමරුම යහපාලනය රජය විසින් අමු අමුවේ මරා දමා ඇත. රාජපක්ෂ යුගයේදී දේශපාලන භේදයකින් තොරව සිංහල, දෙමළ, මුස්ලිම් අපි සැවොම ඉතාමත්ම අභිමානවත්ව සැමැරූ යුද විජයග්‍රාහී දිනය වාර්ෂික කැලැන්ඩරයෙන් අතුගා දමන්නට තරම් රජයට හිතක් පපුවක් නැති වී ඇත. ඒ කැනඩාව, ඇමෙරිකාව හා බි්‍රතාන්‍යයේ සුද්දන්ට ඇති බය නිසාය.

ඒ වෙනුවට මැයි 18දා ඇඟ බේරා ගැනීම සඳහා විනාඩි තිහක පමණ ඉතා සුළු සමරු උත්සවයක් පැවැත්වීමට යහපාලන රජය කටයුතු කිරීම රට බේරා ගැනීමට දිවි දුන් 27,000ක් රණවිරුවන්ට කෙරෙන බරපතළ අවමානයකි.

නමුත් ඔවුන් නිදහසට කරුණු වශයෙන් කියන්නේ රණවිරු උත්සවය පැවැත්වීම සහජීවනයට බාධාවක් කියාය. මේ මොන බම්බු කතාවක්ද, ශ්‍රී ලංකා යුද හමුදාව 2009 මැයි 18 දා බේරා ගත්තේ ශ්‍රී ලංකාවේ සිංහල ජනතාව පමණක් නොවේ. දෙමළ, මුස්ලිම්, බර්ගර් හැම ජන කොට්ඨාසයක්ම කෘෘර ප්‍රභාකරන්ගේ පරාජයෙන් එදා සැනසුම් සුසුම් හෙළුවෝ වෙති. ඩයස්පෝරාකාරයන් සහ කොටි ගැත්තන් හැරුණු විට ලෝකයේ දරුණුතම මිනීමරු නායකයා මරා දැමීම ගැන දුක් වන කිසිවකුද නැත.

ඒ නිසා වාර්ෂිකව මැයි 18දා ඉහළින් රණවිරු උත්සවය පැවැත්වීම සහජීවනයට බාධාවක් වන්නේ කෙසේද?

මිනිස් බෝම්බවලට හා මැෂින් තුවක්කුවලට ගොදුරු වෙමින් සිටි සිංහල, දෙමළ, මුස්ලිම්, බර්ගර් ඇතුළු සෑම රටවැසියකුම අභීතව බේරා ගත් ශ්‍රී ලංකා යුද හමුදාව ලැබූ විජයග්‍රහණය නිසි පරිදි සැමරීමට ශ්‍රී ලාංකිකයන් වන අපට අවසර නැත. එහෙත් 65,000ක් වන අහිංසක ළමා ළපටින් කාන්තාවන් අමු අමුවේ මරා දැමූ කෘෘර මිනීමරුවා ප්‍රභාකරන් ඉහළින් සමරන්නට, ඔහු වෙනුවෙන් පුද පූජා පවත්වන්නට උතුරේ විග්නේශ්වරන්, සම්පන්දන් ඇතුළු කොටි ගැත්තන්ට ඇති තරම් අවසර තිබේ. ඔවුන් පසුපස පොලිසිය පන්නන්නේද නැත. මැයි 18දා උතුරේ දෙමළ සංහාර දිනයක් ප්‍රකාශ කළ යුතු යැයි සශිකලා මන්ත්‍රි ගැහැනිය යෝජනා කරන විට අපේ ඉහළ පෙළේ ඇමැතිවරයෙක් එය බොහොම හොඳ අදහසක් යැයි රජයේ මාධ්‍ය හමුවේදී ප්‍රකාශ කළේ පසුගිය 16 බදාදාය. ලෝකයේ කෘෘරතම මිනීමරුවාට මහත් ගෞරවයෙන් ප්‍රභාකරන් මහත්මයායි කියමින් තම දීන බවද ඔහු රටට හෙළි කළේය.

මහා ජාතියට එක නීතියකුත් කොටි අනුගාමිකයන්ට තවත් නීතියකුත් ක්‍රියා කරන්නේ කාගේ වුවමනාව පිටද? මේ රටේ ඇති විවිධ ජාතික හා පුරවැසි සංවිධාන මේ ගැන හඬක් නොනඟන්නේ ඇයි?

ඇමෙරිකාව, මහා බි්‍රතාන්‍ය, තුර්කිය, ඉරානය ඇතුළු ලෝකයේ රටවල් විශාල ගණනක් එම රටවල යුද ජයග්‍රහණ උත්සවාකාරයෙන් සමරති. නරඹන්නන් දස දහස් ගණනකගේ ජයඝෝෂා මැද අගමැති හෝ ජනාධිපතිවරයා ඉදිරියේ රටේ හමුදා භටයෝ අභිමානවත් ලෙස ආචාර පෙළපාළියේ ගමන් කරති. නමුත් ත්‍රස්තවාදය මුළුමනින්ම තුරන් කළ ලෝකයේ එකම රට වන ශ්‍රී ලංකාවේ අපිට ඒ අති විශිෂ්ට ජයග්‍රහණය නිසි සේ සමරන්නට අපේම රජය ඉඩ දෙන්නේ නැත. ඒ යුද්ධය දිනා ගැනීමට අපට රුපියලක්වත් ආධාර දීම ප්‍රතික්ෂේප කළ බටහිර රටවලට ඇති බය නිසාය. වත්මන් රජයේ ලොක්කන් සුද්දන් ඉදිරියේදී දීනයන් ලෙස මෙසේ හැසිරෙන්නේ ඇයි?

“සෙබළුනේ තවමත් අපි ඔබ සමඟයි” යන අභිමානවත් පණිවුඩය වගකිවයුත්තන්ට දැනෙන්නට හා රිදෙන්නට ඔබ රටට පෙන්විය යුතුය. මේ වීර සෙබළු ඔවුන්ගේ වර්තමානය අපේ අනාගතය වෙනුවෙන් පුද කළ ජාතික විරුවන්ය. ඔවුන් රැක බලා ගැනීම හමුදාවට පමණක් භාරකොට ඇඟ බේරා ගැනීම කෙළෙහි ගුණ නොදන්නා ජාතියක් වශයෙන් අප නොකළ යුත්තකි.

රට බේරාගත් අභිමානවත් සෙබළා හා සෙබළිය ආබාධිත අසරණ පුද්ගලයකු බවට පත් වූ පසු ඔබ ඔහු හැරදා නොයන්නේය යන උතුම් පණිවුඩය ඔවුන්ට නොපමාව ලබා දීම ශ්‍රී ලංකාවේ පුරවැසියන් වන අපගේ පරම යුතුකමයි.

Colombo, May 20: Nine years after the war between the Sri Lankan armed forces and the Liberation Tigers of Tamil Eelam (LTTE) ended in May 2009, reconciliation between Sri Lanka’s majority Sinhalese and minority Tamils still appears to be a far cry.

And most disturbingly, the logjam is creating the ground for extremist thinking on both sides of the ethnic divide, forcing President Maithripala Sirisena to take note of it in his address to the Security Forces on the occasion of War Heroes’ Day here on May 19, writes P.K.Balachandran.

Logjam in ethnic reconciliation spurs extremism in Sri Lanka

He vowed to fight extremism in the South as well as the North” and asked people to eschew extremism. With the Southern Sinhalese politicians dragging their feet on setting up post-war justice and reconciliation mechanisms, Northern Tamil leaders are voicing extremist demands.

According to the Colombo-based Verite Research Sri Lanka has fulfilled only five out of its 36 commitments made to the UN Human Rights Council (UNHRC) through a co-sponsored resolution in September 2015. And this is the record of an avowedly pro-reconciliation government led by President Maithripala Sirisena and Prime Minister Ranil Wickremesinghe.

Earlier, under the Mahinda Rajapaksa regime (2005-2014),no attempt was made to address the Tamils’ grievances as the government was basking in the glory of winning the war against the Tamil Tiger rebels.

After much delay, the government of Sirisena and Wickremesinghe operationalized an Office of Missing Persons (MOP) this year. But the OMP lacks teeth. It has no investigative or enforcing authority. It is now doing what previous commissions on missing persons did, namely, collecting data all over again.

The Prevention of Terrorism Act is yet to be replaced by a more internationally acceptable Act. Fifty six political prisoners” (former LTTE activists) are languishing in jail for years as under trials with no hope of release.

Lands seized by the armed forces from civilians are still to be fully released. According to Verite Research in August 2017, more than 6,000 acres remained with the Security Forces. And on top of it, the forces had plans to acquire 5,000 acres more Verite said.

But Army Commander Maj.Gen. Mahesh Senanayake contended this month, that 77% of the seized lands, mostly private lands, had been released.

C.V.Wigneswaran, Chief Minister of the Tamil-majority Northern Province, has alleged that the government is paying” the army to leave lands, and that the funds for this are being taken out of the money earmarked for resettlement of war- affected Tamils.

The government promised the UNHRC that it would set up a credible independent Judicial Mechanism to probe and try cases of alleged war crimes. But the mechanism is still to see the light of day.

Changing the country’s constitution to give sufficient devolution of powers to the provinces, including the Tamil-speaking Northern and Eastern provinces, is in the doldrums now as it is a political hot potato. But due to approaching elections, the process of drafting a new constitution was stopped abruptly.

Wigneswaran’s Extremist Demands :Given the grim scenario, the Northern Province Chief Minister Wigneswaran organized a huge protest rally on May 18 at Mullivaikkal in an area where thousands of Tamil civilians, trapped by the militants, the armed forces, a lagoon and the deep blue sea, died in the closing stages of the war in 2009.

Commemorating the Tamil civilian dead, Wigneswaran said that May 18 should be observed annually as Tamil Genocide Day” and launched a tirade against the Lankan armed forces, saying that they are occupying Tamil lands, seizing other resources including businesses, and settling Sinhalese.

He alleged that the social services rendered by the Security Forces are but Trojan Horses, and demanded the total withdrawal of the Lankan armed forces from the North.

Wigneswaran sought direct international involvement to help the Tamils regain their sovereignty” and also in the administration of resettlement schemes.

He also seconded the suggestion of the UN High Commissioner for Human Rights that the principle of Universal Jurisdiction” be extended to Sri Lanka to force it comply with its promises to the UNHRC.

Immediately after the Sirisena-Wickremesinghe government came into being, there was a proposal to have a joint remembrance day to commemorate all dead, all combatants and non-combatants. This was to replace the militaristic and triumphal practice of observing Victory Day” with an impressive parade prevalent during the Presidency of Mahinda Rajapaksa.

But the joint remembrance proposal was dropped for lack political support and was replaced by Heroes’ Day” a somber ceremony with awards being given to distinguished soldiers.

Meanwhile, on both the Sinhalese and Tamil side, the issue has become an instrument of political mobilization, specially on the Tamil side.

While some Sinhalese leaders called for a ban on the commemoration of the Tamil dead as its glorifies LTTE terrorists, others like cabinet spokesman, Dr.Rajitha Senaratne, have said that commemoration of the civilian dead could not be objected to.

In the past, individual Tamil political parties had been using the annual commemoration ceremony at Mullivaikkal to mobilize their cadres. But this year, the Jaffna University Students Union had asked the Northern Provincial Council to conduct the ceremony on behalf of all, so that partisan divisions are avoided.

Therefore, for the first time this year, the Tamils rallied round the NPC headed by Chief Minister Wigneswaran, investing the event with the stamp of Tamil Unity.”

It is only now that the commemoration is helping the Tamils rally together,” said a senior Tamil journalist.

Seyed Ali Zahir Moulana

But even as Wigneswaran was voicing extremist demands at the rally, the Sri Lankan Deputy Minister of Reconciliation Seyed Ali Zahir Moulana, publicly expressed concern over the twin issue of indifference of the Sri Lankan top leadership to the Tamils’ plight and a dangerous trend towards extremism evident in the Tamil-dominated North.

In a statement put on his Facebook account, Moulana appealed to the majority Sinhalese and minority Tamils to work pro-actively” for the future even as they remember and commemorate their war dead.

Moulana said that hateful attitudes of the past” (among the Sinhalese) should not be sustained because these are only pushing the Tamils, who were once held hostage by the militants, into immortalizing the undesirable political agendas of the past.”

He said: I am of the fervent opinion that the significance of May 18, 2009 should never be forgotten. But as someone who has experienced these challenges first hand from its inception to its conclusion, I must state that it is now time to go further. While we honor and remember the fallen, let us work proactively forward.”

Let us use the significance of May 18 as a way to reflect on our nation’s past, and build a stable, peaceful and prosperous future. Let us work fervently to reconcile our differences, and unite harmoniously with pride in our diversity as citizens of a singular, sovereign and free Sri Lanka.”

China, India and the Indian Ocean: Sri Lanka’s Foreign Policy Challenges Part II

The need to develop and catch up

Today, dragged behind in the development race by 30 years of terrorism, (terrorism resulted in $200 billion in lost opportunity costs for Sri Lanka) mismanagement, credibility gap, and increasingly poor governance, the country, with the economy struggling, is seeking to attract foreign investments to fast track its economic development. When the new government was elected to power in 2015, misguided attempts were made to attract Western resources through ill-considered international commitments made at the Human Rights Council, and an unfortunate effort to crudely distance Sri Lanka from China, a long standing and reliable friend which had begun to finance our infrastructure development with endorsement at the highest levels in China. With not much relief coming from the West, now a concerted renewed endeavour is being made to reengage with China. While there is doubt whether the initial damage can be undone, there is some nervousness that India and the West might not view this development too enthusiastically. Neither India nor the West, though provided the opportunity to do so, are in a position to infuse the large capital inputs necessary to enable Sri Lanka to push its way up the development ladder within an acceptable time frame.

One Belt One Road

President Xi Jinping’s One Belt One Road (OBOR) also known as the Belt and Road Initiative (BRI) provides Sri Lanka with a unique opportunity to fast track its economy along the path to development. The investment bonanza that is being made available under the BRI could revive the glory days of the ancient Silk Route for Sri Lanka. China’s BRI investment ambitions, focused mainly on cooperative infrastructure and connectivity enhancement, have been compared with the post World War US Marshall Plan. But the funds available under the BRI make the Marshall Plan pale in to insignificance. The Marshall plan provided over $140 billion, at 2017 dollar values, and was designed to assist selected Western European economies recover from the devastation of the World War. The BRI expects to make available a stunning USD 4-8 trillion. While the Marshall Plan achieved much, the BRI funds can be expected to realize substantially much more by creating a vast region of shared prosperity, the clear beneficiaries being a large number of developing countries.

Additionally, the Chinese Yuan has now been recognised as a reserve currency by the IMF and China appears to be increasingly moving towards international payments in Yuan.  The IMF elevated the Yuan, also known as the renminbi, or “people’s money”, on the same day that the Communist Party celebrated the founding of the People’s Republic of China in 1949.

The Yuan joins the U.S. Dollar, the Euro, the Yen and British Pound in the IMF’s special drawing rights (SDR) basket,which determines currencies that countries can receive as part of IMF loans. This would be the first time that a new currency has been added since the Euro was launched in 1999. It is an impressive achievement as the Yuan had very little credibility as recently as thirty years ago.

Challenge before policymakers

The challenge confronting the policy makers is to sensitively manage our international approach to benefit from the BRI without unnecessarily causing discomfort to the West or India or both. Developing countries in a hurry appear to have little choice but to join a bandwagon such as China’s BRI .

Historically, Sri Lanka has had close relations with China stretching over two Millennia and seeking to renew those connections would seem to be the natural thing to do.

The copious writings of the fifth century scholar monk Fa Xian from China who spent six years at the Jetawanaramaya Monastery in the ancient capital, Anuradhapura, tell a tale of bygone prosperity and complex international diplomatic and trading relations. Fa Xian carried a ship load of religious texts from Sri Lanka to China.

Sri Lanka, like other countries of South Asia, had developed important relations, religious, trading and social, with the Middle Kingdom from early days, and the writings of scholars, soldiers, monks, travellers and traders suggest a strong Chinese interest in Lanka from times immemorial. The country also attracted waves of traders, businesses and holy monks seeking the sublime teachings of the Buddha over the centuries, from far afield as ancient Rome on the one side and Khan Balik on the other, not to mention rapacious invaders. Those who came from, especially from China, not only left detailed observations which have been used to corroborate our own historical records but also bits and pieces of their own cultures, enriching ours. The Chinese traders and Shaolin monks probably introduced Chinese martial arts. One word in Sinhala for the indigenous martial arts is Cheena – Adi. This is too much of a linguistic coincidence. The Chinese account “The Biography of Bhikkunis” written in the sixth century details a visit by Sinhala nuns to Nanjing to inaugurate the order of nuns in China. Four embassies were sent from Lanka to the Chinese imperial court in the fifth century. The Lankan King sent an embassy with a valuable Buddha statue to the court of Emperor Xiaowu.

The Arab geographer Edrisi details the extent of Lanka’s international trade during the time of Parakramabahu the Great who also sent a royal princess to the court of the Emperor. The great Kublai Khan dispatched an envoy to Lanka asking for the alms bowl of the Buddha venerated by the Sinhala people but the Lankan king refused this request.

Lions and the Chinese

The lions at Yapauwa are very much Chinese influenced. The troves of Chinese coins and porcelain being recovered from various parts of the country suggest a thriving trade. A large number of Chinese vessels lie beneath our waters, having sunk in rough weather. Admiral Zheng He’s visits and his involvement in the replacement of the Lankan king with Parakramabahu vi who was later ousted by Parakramabahu vii are well recorded. Parakramabahu vii sent six missions to the Ming court.

More recently, particularly during the time of the domination of Asia by Western powers, many Chinese migrated to other countries in search of a better life. Some came to Ceylon (Sri Lanka) and settled down to become the Sri Lankan Chinese community.  In 1950, independent Ceylon became the 13th country to recognise the People’s Republic of China and, since then, has unconditionally endorsed the

One China Policy

One China Policy. Subsequently, in 1952, Ceylon breached a Western embargo and concluded the Rubber Rice Pact with China to swap rubber (listed as a strategic material) for rice. Prime Minister Zhou En Lai visited Sri Lanka in 1957 and established the framework for a lasting solid relationship which flourished particularly during the stewardship of Prime Minister Mrs Sirimao Bandaranayaka. The Bandaranayaka Memorial Conference Centre stands proudly as a symbol of the bonds developed during this period. It is said that Chairman Deng Xiaoping sent a delegation to Sri Lanka to study the Greater Colombo Economic Commission before setting up the spectacularly successful Shenzhen Special Economic Zone. During Sri Lanka’s conflict with the terrorist LTTE, China provided weapons and other assistance unconditionally to Lanka while Western countries progressively distanced themselves from Sri Lanka and withheld weapons and funding as a means of exerting pressure on the government. China’s generosity contributed in no small measure to the eventual defeat of the LTTE and the elimination of the terrorist threat.

China also provided unqualified support to Sri Lanka at international fora, including the UN. Subsequently, as the country sought desperately to recover and reconstruct and Western assistance continued to dry up, an economically resurgent China, contributed magnificently to Sri Lanka’s recovery efforts. In addition to the Hambantota Harbour, the Mattala Airport, the roadways, the Performing Arts Centre in Colombo and the Lotus Tower bear testimony to the economic and cultural relationship that blossomed during this period.

The key lesson for us is to cultivate assiduously  those countries that are genuinely interested in working for the mutual benefit but also be cautious of those whose interests are not our own.

BRI and regional prosperity

While traders from distant lands sought mutual prosperity, invaders sought and succeeded in grabbing the country’s wealth and stunting the development of the people. The BRI initiative can be compared to the multitude of traders who visited us in the past and gave us the opportunity to prosper.

Despite muttered reservations and orchestrated criticisms, already the countries of the region, especially in Africa, are reaping the benefits of China’s investments. Economists agree that the recent rapid upward movement of the economies of a number of African countries has been the result of significant Chinese investments. Many African economies are prospering for the first time in years and analysts ascribe this development to Chinese investments in infrastructure in Africa. By 2014, that had risen more than 20-fold to $220 billion according to the China Africa Research Initiative at Johns Hopkins School of Advanced International Studies in Washington. It is likely that this trend will accelerate as China also learns from experience, irons out irritations and responds more to the aspirations of the people of the region.

Africa and Chines loans

Since 2000, Ethiopia has been the second-biggest recipient of Chinese loans to Africa, with financing for dams, roads, rail and manufacturing plants worth more than $12.3bn, more than twice the amount loaned to oil-rich Sudan and mineral-rich Congo. The BRI while raising some concerns, especially among the former colonial powers who ruthlessly ravaged Africa, can be used by countries of the Indian Ocean region and beyond to enhance their mutual prosperity without being constrained by fears and suspicions inculcated by the colonial past.

Australia received AUD 15.4 billion in Chinese investments involving 103 deals. Australia is the second biggest country recipient of Chinese investments after the US and investors have grabbed hotel assets, real estate, agri business, healthcare, infrastructure, etc. The port of Melbourne is now controlled by a Hong Kong-Chinese concern.

Colombo: Sri Lanka’s president warned that Tamil extremists were regrouping abroad to revive their demand to divide the island nation nine years after the end of its decades-long ethnic war.

Maithripala Sirisena said government forces had failed to quash the Tamil rebels’ separatism, although they were militarily conquered by May 2009 following a no-holds-barred offensive. “We have defeated terrorism of the LTTE (Liberation Tigers of Tamil Eelam), but we have not been able to defeat their ideology,” Sirisena said.

At a ceremony to mark the ninth anniversary of the end of the war, Sirisena said Tamil extremists abroad were still hoping to establish an independent homeland in Sri Lanka.

“They are very active abroad. They protested when I visited London last month,” Sirisena said, referring to his participation at the Commonwealth summit.

 There has been no violence blamed on Tamil rebels since their top leader Velupillai Prabhakaran was shot dead on 18 May, 2009, but pro-rebel activists abroad are known to have staged frequent anti-Sri Lankan protests.

Sirisena came to power in January 2015 on the back of strong support from the minority Tamil community after pledging reparations for war victims and accountability for rights abuses.

International rights groups have said that at least 40,000 Tamil civilians were killed by government forces under the command of former president Mahinda Rajapakse in the final months of the war.

Sirisena said there were no reliable figures for civilian casualties, but said the total number of Sri Lankans killed could be about 100,000. Official records showed that 28,708 security personnel were killed while another 40,107 were wounded, he said.

Sirisena has relaxed restrictions on the former war zones in the island’s north and east, and released much of the military-occupied land back to Tamil owners.

However, he is yet to deliver on a promise to grant greater political autonomy to Tamils and set up a mechanism to probe what the UN has said were credible allegations of war crimes.

His latest remarks came a week after Sri Lanka’s army chief announced forming a special unit to defend itself against allegations of grave rights abuses during the final stages of the ethnic war.

Army chief Lieutenant General Mahesh Senanayake has distanced the military from the previous government’s claim that no civilians died, and acknowledged there may have been individual excesses, but there have been no prosecutions.

Mangala’s Sophistry

Joining the debate in Parliament against the recent Motion of No Confidence against the Prime Minister, Hon. Mangala Samaraweera, the Minister of finance and Media attempted to portray the current Prime Minister, as the most erudite political personality that held sway over the island’s politics during the last two decades.  Citing examples from the past, he mentioned that while he was with the current PM’s political bete noire, the former President Chandrika Kumaranethunge, he commenced all the SLFP political campaigns by pasting posters proclaiming that ‘Ranil Can’t’. This, he said was a strategy designed to imbibe in the minds of the public that Ranil W is not a capable leader because in the Minister’s own conviction he knew Ranil to be the most threatening influence Chandrika K was facing.  The Minister came out with the same argument at a recent press conference when the media wanted to know who the 2020 Presidential candidate of the UNP would be. The message Mangala S was trying to convey was, that Ranil W is the most capable man and it was an act of sophistry on the part of Mangala that made him portray Ranil as ‘incapable’ when he was in the opposite political camp!

When recalling Mangala Samaraweera’s utterances during his political career, we know that he has always made serious proclamations and then, have subsequently acted quite to the contrary of those proclamations.  As examples, we could cite what he said about his current ministerial colleague, Field Marshall Sarath Fonseka, when he was with the previous regime.  No sooner Sarath Fonseka was appointed to the post of Army Commander Mangala was on record stating that SF was not even suitable for the post of Commander in the Salvation Army.  Judging by how he now eulogizes Sarath Fonseka and during the Presidential campaign he conducted for SF in 2010,  we take it that it is the same ‘strategy’ applicable there as well; Mangala had been slighting SF back in 2006 because he knew that SF was capable of living up to the expectations of the Army Commander at the time.

These statements however, should not be construed as ‘sophistry’ because sophistry is the use of clever arguments to convince that something is true when in fact it is not so. Thus, there is no clever argument in the case of Minister Mangala’s utterances and therefore those statements that he had made are, but downright degradations of a person’s n character or capability to gain a political advantage. In other words, these statements are, but plain political lies.

However, what matters here is not this act of uttering a lie but rather the impunity with which that lie is publicly admitted by the same person who uttered the lie as if it is a special talent that he is endowed with.  What is even worse is that it is now becoming an accepted trend among politicians to lie and also to act in breach of the policies the voters expected them to standby.  The public too has often adopted a very dismissive attitude towards these treacherous acts of politicians saying, Oh that is politics” or  all the politicians are the same” etc.

If Minister Samaraweera now admits that he lied to the public back in 1995, then the issue is, with what credibility should the public treat the statements he is making now? Thus, when he states that former President Mahinda Rajapakse has amassed a fortune worth of US $ 17 billion during his 9-year rule, could we be sure that it is not another flagrant lie that he will retract in a few years?  Judging by his admission of this perfidy, the public could well expect Miniter Samaraweera to come out with a statement in a few years hence, maintaining that, former President Mahinda Rajapakse is the ‘cleanest’ politician ever to govern Sri Lanka and it is because he wanted Maithreepala to win that he lied in 2015”.  Does Mr Samaraweera think that the voting public in this country are damn fools because they continue to vote the like of him to power?

This perfidious trend these politicians are trying to establish is a dangerous trend that could lead to political treachery and instability, making a mockery of the representative democracy in the end.  In the writer’s opinion the politicians are elected by the people by deposing their trust on the statements and pledges they make and they should act in keeping with the mandate they receive from the people. They are the legislators and they should formulate legislation to take the country forward in keeping with the aspirations of their voters. Thus, honesty and principled action should be their rule with dishonesty and political opportunism being the exemption.  Yet, what would be the situation if the exemption becomes the rule and the rules are observed only in the exemption?

Ranjith Siyabalapiptiya’s team canvassed every house in our electorate during the August 2015  election and convinced the voters that Ranil W and his UNP had perpetrated questionable dealings at the Central bank and therefore should be voted against.  We did exactly as he said,  but after having got elected on our anti- Ranil vote, Siyambalapitiya today is a staunch Ranil supporter and voted even against the No- faith motion that alleged Ranil W of involvement in the Central Bank bond scam.

Another political dictum that some politicians today are trying to promote is that, ‘ There are no permanent friends or foes in politics! This may be because the present day politicians have no principles and their only concern is power and that make them ‘opportunist’ and ‘time servers’.  Thus, they get together to form governments to share power embracing even policies and persons their voters would not want them to associate with. The fact however is that politics is not about friendship with fellow politicians, or being in power all the time, but being accountable to your voters and in representing their wishes and aspirations. Mangala can fool some people all the time and all the people some time, but certainly not all the people all the time.

සිංහල අප දන්නා කාරනයනම් විජාතින්ට අනවශ් සහන ලබාදීම තුළින් මුළු සිංහලයම බරපතල අකරතැබ්බයකට මුහුණ දී ඇතිබවය.

”ආගන්තුක නමුත් තම දරුවන් වැනියි කියා ආගන්තුක ළමුන් පිරිසකට පැණිරස කැවීමට තිබු මහා ජාතියේ පියාගේ ෛදනික කැමත්ත වටහා ගත් පොඩි ළමුන් රෑන කපටිකම් මවාගෙන ටිකෙන් ටික පියාගේ මුදල් පසුම්බිය උදුරාගෙන පියාගේ ඉඩමද අල්ලාගෙන පොලු මුගුරුවලින් පහරදී තම කරුණික මහජතික පියාණන් මැරීමට නොහැකි කල්හි බැණ වැදි, ලයගිනි අවුළුවා, අත්බෝම්බයෙන්ද, ගිනි අවියෙන්ද ඔහුව ඝාතනය කිරීම සර්ව සාධරණද? මෙසේ තම ජාතියේ කාරුණික පියෙකු විජාතික දරුවන් අතින් ඝාතනය වෙද්දී, පලවා හරිද්දී එය දුටු අසාධාරණය නොවිසන සටන් කාමි හෝ බලවත් හෝ විරෝධාර පුතුනුවෙකු මහා ජාතියේ පියාගේ ඉඩමද, ජිවිතයද, අකාරුණික සුළු ජාතික දරුවන් අතින් විනාශවෙන ඔහුගේම පන්තියට අයත් දරුවන්ද(ත්‍රස්ත වාදීන් මිනිස් පලිහක් වශයෙන් කොටුකරගෙන සිටි පිරිස් )වැඩිමනක් බේරාගැනීම හා අවිගෙන සටන් කල ත්‍රස්ත නරුමයන් ලොවින් තුරන් කර ඇරීම මානව හිමිකම් කැඩීමක් ද? නැත එය උදාර ක්‍රියාවකි”.

බටහිර සිට ක්රියාත්මක වන විවිධ අලුගෝසු යාන්ත්රණයන් තිබේ. මේවා විවිධ ලියාපදිංචි ලෝක සංවිධාන නාමයන් යටතේ පෙළ ගැසී ඇති බව කවුරුත් දැනගත යුතුය. ලිබියාවට, ඉරාකයට සිදුවූ අසාධාරණකම් මානව හිමිකම් කැඩීමක් නොවේද?. සිවිල් වැසියන් සිටින ස්ථානවලට මානුෂික ආධාර ලබාදෙනවා කියා ගුවනින්, දියයටින්, ගොඩබිමෙන් නේටෝව බෝම්බ දැමීම සාධාරණද?. තම රටේ බල සිමාවෙන් පිටත ගොස් අල්ලපු රටවල සිටින රාජ් නායකින් මාර දැමීම නේටෝවට සාධාරණම් තම රටේම සිටින ලොව ප්රබලම ත්රස්ත නායකයා මරාදැමීම සිංහල අපට කල හැකි සර්ව සාධාරණ ක්රියාවකි. එබැවින් චැනල් හතර වැනි (channel 4) හතරබීරි කතා ගොතන ගොන් කතා ලියන හදන දේ අප පසෙක ලා හැරිය යුතුය. ඒ වගේම මේවා සම්බන්ධයෙන් ක්‍රියා කරන පුද්ගලයන් මේවට තොරතුරු සපයන පුද්ගලයන් කවුරුදැයි විමසා බලා අත්අඩංගුවට ගැනීමට ක්‍රියා කළයුතුය. පිරි බහාරන්ගේ පුතා මියගිය බව සත්‍යකි ඔහුව ආරක්ෂා කිරීමට වෙනම අවිගත් ත්‍රස්තයන් කණ්ඩයමක් සිටි බව channel 4 විඩියෝව නැරබීමෙන් දැනගත හැකිය තවද අවිගත් ත්‍රස්තයන් පිරිසක් ළමා සොලදාදුවන්ගේ වයසේ ළමයෙකු සමග ඉදිරයට එන විට ඉදිරයට යන සොල්දාදුවන් කළයුතේ භාවනා කිරීමද නැතොත් හැකි ඉක්මනින් පහරදී මැඩ පැවැත්වීමද. කරුමයකට ඔහු මියගියේ තමාගේම පියා විසින් ඇතිකළ යුධයෙන්ය.

කුරුස යුද සමයන්වල්දී කාන්තාවන් කොපමණ පිරිසක් නිරුවත් කොට වද හිංසනයට ලක්කොට මරා දැමීම පල්ලිය විසින් සිදු කරේද ? හිට්ලර් ද ඒ දේම ලක්ෂ ගණනින් සිදුකලයේය. එල්. ටි . ටි සාමාජිකයන්ද එසේම අහිංසක ගම් වැසියන්ට සිදු කළේය. එහෙත් ලෝක මට්ටමෙන් ලක්ෂයකට එකක් තරම් ප්‍රමාණයක් නොමැති අප හමුදා සමාජමය අත් වැරදි උලුප්පා දක්වන්නේ මුළු සිංහල ජාතියම ලොව ඉදිරියේ හැල්ලුවන ආකාරයටය.

වෙනත් රටක් ඇල්ලීමට ගොස් සර්ව සාධාරණ මරණ අපේක්ෂා කිරීම ලෝක මෝඩකමකි.ඊට ප්‍රධානම හේතුව සොල්දාදුවන් යනු රහතන් වන්සේලා නොවන අතර පෘථක්ජන මනසකින් ක්‍රියා කරන සෙබළුන් නිසාය.

ප්‍රභාකරන් ගේ එල්. ටී.ටී.ඊ සංවිධනය ලෝකයා භයානකම ත්‍රස්තවාදී සංවිධානය ලෙසින් වර්ධනය වෙමින් තිබුණි. බොහෝ හමුදා නිලධාරීන් , යුද විශ්ලේශකයන් , මෙන්ම දේශපාලකයන් ද එල්. ටී.ටී.ඊ සංවිධනය කිසි දිනෙක යුදමය වශයෙන් පරාජය කල නොහැකි සංවිධානයක් බව කීහ​. එහෙත්   ත්‍රිවිධ හමුදාව විසින් ප්‍රභාකරන් නසා දමා එල්. ටී.ටී.ඊ සංවිධනය මිලිටරිමය වශයෙන් පරාජය කරන ලදි. මෙම සටනේදී සරත් ෆොන්සේකාගේ භූමිකාව පෙන්වා දිය හැක්කේ කෙසේද ? 

යුද හමුදාපතිවරයා වශයෙන් ජෙනරාල් සරත් ෆොන්සේකාගේ යුදමය නායකත්වයද ප්‍රභාකරන් යුදමය වශයෙන් පරාජය කිරීම සඳහා අනවතරයෙන් බලපාන ලදී. ඊලාම් යුද්දය ජය ගැනීමට ඔහු දුන් දායකත්වය අති විශාලය. ජෙනරාල් සරත් ෆොන්සේකා සම කළ හැක්කේ ජෙනරාල් ජෝජ් පැටන් වැනි කඪෝර නමුත් යුද්දයේ දක්ෂ සේනා හසුරුවීමෙහි සමර්ථ සෙන්පතියෙකුට ය. ඔහු උතුරේ යුද මෙහෙයුම් මනාව දැන සිටියේය. කනිෂ්ට නිලධාරින්ට මෙහෙයුම් වලදී ඔහුට බොරු කිරීමට නොහැකි විය. ඔහු ප්‍රභාකරන්ගේ මර්මස්ථාන බිඳ දමන ක්‍රමය දැන සිටියේය. ඔහුගේ යුද උපක්‍රම ප්‍රභාකරන්ට විනාශය ගෙන ආවේය. 

එහෙත් සරත් ෆොන්සේකා යනු දීර්ඝ කාලයක් යුද අත්දැකීම් වලට නිරාවරණය වීම නිසා යුද අාතතියේ ලක්‍ෂණ පෙන්වන්නෙකි. ඔහු තුල පවත්නා හදිසි කෝපය​, චිතාවේගී අසමබරතාව, නිර්දය බව ,යුද්ධයේ දී  අනුකම්පා විරහිත වීම,  පලි ගැනීමේ යොමුව සියල්ලම සඳහා හේතුව ලෙස මෙම පශ්චාත් වියසන ක්ලමථ (PTSD) ලක්‍ෂණ බව පෙන්වා දිය හැකිය​. 

එක් අතකින් මෙම පශ්චාත් වියසන ක්ලමථ ලක්‍ෂණ නිසා සරත් ෆොන්සේකාට තම ඉලක්කය කරා යාම පහසු විය. සරත් ෆොන්සේකාට  ජෙනරාල් කොබ්බෑකඩුවට මෙන් සෞම්‍ය චරිත ලක්‍ෂණ තිබුනේ නම් ජන ඝාතකයෙකු වූ ප්‍රභාකරන් සහ  එල්. ටී.ටී.ඊ සංවිධනය විනාශ කිරීමට නොහැකි  වනු ඇති බව මගේ තක්සේරුවයි. අවසානයේදී ප්‍රභාකරන් හට තම අනූරූපිකයා මුණ ගැසුනේය​. ඉන් ප්‍රභාකරන් ගේ  ගේ අවසානය ලඟා විය​.

Almost half of US families can’t afford basics like rent and food

The economy may be chugging along, but many Americans are still struggling to afford a basic middle class life.

Nearly 51 million households don’t earn enough to afford a monthly budget that includes housing, food, child care, health care, transportation and a cell phone, according to a studyreleased Thursday by the United Way ALICE Project. That’s 43% of households in the United States.

The figure includes the 16.1 million households living in poverty, as well as the 34.7 million families that the United Way has dubbed ALICE — Asset Limited, Income Constrained, Employed. This group makes less than what’s needed “to survive in the modern economy.”

“Despite seemingly positive economic signs, the ALICE data shows that financial hardship is still a pervasive problem,” said Stephanie Hoopes, the project’s director.

California, New Mexico and Hawaii have the largest share of struggling families, at 49% each. North Dakota has the lowest at 32%.

Many of these folks are the nation’s child care workers, home health aides, office assistants and store clerks, who work low-paying jobs and have little savings, the study noted. Some 66% of jobs in the US pay less than $20 an hour.

The study also drilled down to the county level.

For instance, in Seattle’s King County, the annual household survival budget for a family of four (including one infant and one preschooler) in 2016 was nearly $85,000. This would require an hourly wage of $42.46. But in Washington State, only 14% of jobs pay more than $40 an hour.

Maithripala Sirisena said government forces had failed to quash the Tamil rebels’ separatism, although they were militarily conquered by May 2009 following a no-holds-barred offensive.

“We have defeated terrorism of the LTTE (Liberation Tigers of Tamil Eelam), but we have not been able to defeat their ideology,” Sirisena said.

At a ceremony to mark the ninth anniversary of the end of the war, Sirisena said Tamil extremists abroad were still hoping to establish an independent homeland in Sri Lanka.

“They are very active abroad. They protested when I visited London last month,” Sirisena said, referring to his participation at the Commonwealth summit.

There has been no violence blamed on Tamil rebels since their top leader Velupillai Prabhakaran was shot dead on May 18, 2009, but pro-rebel activists abroad are known to have staged frequent anti-Sri Lankan protests.

Sirisena came to power in January 2015 on the back of strong support from the minority Tamil community after pledging reparations for war victims and accountability for rights abuses.

International rights groups have said that at least 40,000 Tamil civilians were killed by government forces under the command of former president Mahinda Rajapakse in the final months of the war.

Sirisena said there were no reliable figures for civilian casualties, but said the total number of Sri Lankans killed could be about 100,000. Official records showed that 28,708 security personnel were killed while another 40,107 were wounded, he said.

Sirisena has relaxed restrictions on the former war zones in the island’s north and east, and released much of the military-occupied land back to Tamil owners.

However, he is yet to deliver on a promise to grant greater political autonomy to Tamils and set up a mechanism to probe what the UN has said were credible allegations of war crimes.

His latest remarks came a week after Sri Lanka’s army chief announced forming a special unit to defend itself against allegations of grave rights abuses during the final stages of the ethnic war.

Army chief Lieutenant General Mahesh Senanayake has distanced the military from the previous government’s claim that no civilians died, and acknowledged there may have been individual excesses, but there have been no prosecutions.

President Maithripala Sirisena today said that it is a shame that certain politicians and NGOs have failed to identify the difference between the soldier and the terrorist.

It is shame that some government and opposition politicians and NGOs which are after money fails to identify the difference between the soldier and the terrorist,” the President said addressing the” National War heroes day ” held near the war heroes monument in parliament grounds today (19).

He invited everybody who respects the great local cultural inheritance and wants to work on behalf the country, the people and the war heroes to work together with him.

President Sirisena said that today such accusations are made by the parties who support the LTTE and living abroad and those who are against the government and security forces.

He also said Sri Lanka’s security forces have not been accused of war crimes in the resolution of the United Nations Human Rights Council as certain media and extremist parties falsely depict.

The brave soldiers who sacrificed their lives will always be hailed by the nation and that the government will always work to give them the highest respect and gratitude they owe and also to look after the well-being of their families, said the President.

President Sirisena said that it is sad to see that certain government media channels have failed to portray the importance of soldiers as well as non-state media do not talk about the programs conducted by the government for the benefit of the soldiers. President asked to work towards reminding the public the great services done by the soldiers to the motherland and to give them the highest dignity they deserve.

President Sirisena admitted that the soldiers should not at all be a political victim and they should not be used to gain political power, to change governments which are in power, or to organize political parties.

President Sirisena further stated that terrorism is now being beaten in the war front, but yet in is not ideologically defeated and that he would not let dreams of the extremists who dream of making a separate Eelam state to become a reality.

President further stated that it is with the collaboration of friendly states that the government made dedicated efforts to defeat this idea of breaking the country in to pieces and that this will be conducted with the help of everyone in the future.

The Annual National War Heroes Commemoration day to celebrate the brave soldiers who fought for a free country was held gloriously.

President Sirisena who offered flowers to the War Heroes Monument honoured the soldiers who sacrificed their lives for the country.

JVP hits back at Rajitha

JVP MP Vijitha Herath yesterday rejected the statement made by Minister Rajitha Senaratne where he compared the the Janatha Vimukthi Peramuna (JVP) with the LTTE and said it was surprising for the minister, who had led a terrorist outfit known as Pra” to make such a statement.

He told Daily Mirror the JVP was a political party that had stood for peoples’ rights, their day-to-day issues and for justice.

The JVP was banned in 1981 based on false allegations against us. But we have done our politics together with the people since 1970. We were suppressed by those who could not tolerate our rise in popularity,” the MP said.

He said there were terrorists outfits such as Kalu Koti, Ukussa and Pra” those days, which acted as an unofficial arm of the army.

“Pra” was one such outfit funded by the then government and arms were provided to it by the government. Mr. Senaratne was a person who operated that outfit. It is surprising that he is pointing fingers at us,” the MP said.

He said the LTTE could not be compared with the JVP, because the LTTE was not an organization that worked for the rights of the people.

The MP said Minister Senaratne who was also a Cabinet spokesman was disgracing the government by making such baseless statements.

A search for a strong man

In our crucible of chaos, it now appears, that there is a simulated search for a strong man.
Hoopla is a European carnival game where competitors throw hoops around pegs. On Sunday, 13 May 2018 Gotabaya Rajapaksa played ‘Hoopla’ at the Shangri-La. He put the hoop round the peg – the ‘Presidential Candidacy of the Pohottu party’.

The hoopla at the Shangri-La last Sunday suggested that there is a strong and substantial body of thought in our polity, firm in its conviction that we are in need of a strong man, a man of action a man who delivers.

Last Sunday, Gotabaya Rajapaksa delivered two messages. The first was to us – ‘we the people’. He defined our problem for us. He told us that we are too infantile to understand our problem. So, he explained what our problem was.

Our problem was structural. Structural problems called for structural solutions. He was kind enough to present the first person plural point of view. We must make structural changes to the manner we think, to the manner we address basic economic issues etc.
Now, you must remember that he defined the structure of the problem and offered us the structure of the solution. Now what is the solution?
Aha! Not so fast my friends. Solutions will come after 2020 when I am in the saddle on the white stallion – the presidency.

Right now, this is the ‘Viyathmaga’ – the erudite way to place the bridle on the beast.
The second message was for his Brother – the former President who restricted by the 19th Amendment must propose a candidate for the presidency to his undoubtedly sizable constituency that awaits his counsel, caution, direction and instruction.
Look around you! Into this place that bears the brand and the name of the mythical kingdom of abundance and plenty – the Shangri-La I have summoned the barons of industry, commerce and finance, the brave soldiers of the realm, the thought leaders of the motherland. Behold the sight. Digest how docile and attentive they are!
Make no mistake. Here is a man who has a clear and a tight grip of conceptual power.

He knows the difference between the Government and the State. The Government changed hands. The State moves on. He knows how it works. He knows, because he once ran it single handedly under the dispensation of his brother who presided over a fractious government listening to the smooth ticking of the watch never quite realizing the full genius of his brother – the watchmaker.

At the Shangri-La on Sunday, he discovered how the watchmaker assembled the intricate parts of the watch. And more! Mahinda heard the wake-up alarm.
The Shangri-La gathering was a prelude to the possibility of our society being subject to an oligarchic collectivism. The term was coined by George Orwell in his novel 1984.
It describes a society that was already in the making before it was rudely intercepted by the change on 8 January 2015.

Then the new rulers decided to open the vaults of the Central Bank and all hell broke out. Greed to carve out political territory, mismanagement and sheer imbecility in governance prevented the dismantling of the edifice that was in place.
In the preceding five years – the post-war years of development leaps and construction booms, government institutions, media and corporate interests moved under the control of a handful of individuals, linked together, collaborating to direct, regulate and benefit from each other and derive its share of profit, from the toil of the silent many – ‘we the people’.

It is all about control. It is control, that this Government lacks. Although the Government changed, the State mechanics remained intact.
Mahinda Rajapaksa presidency ended but Gotabaya’s shadow State persisted. It was cemented too deep. It held on to its group mind.

What we saw at the Shangri-La is a phenomenon – a modern day Bonapartism. A determined man wants to replace the post-independence comprador class with post 2005 rent seekers wealth extractors and wealth creators of exceptional talent.
They are distinguished by their willingness to serve the State. Mind you, they will serve the State not the Government. And you know who ‘State’ is.
The mainstream political parties have disintegrated into power seeking, vote gathering machines operated by political freebooters.

As Hannah Arendt has painstakingly explained in her elegantly insightful prose, totalitarian movements are possible wherever there are masses who for one reason or another have acquired the appetite for political organization.”
That was the spectacle we watched at the Shangri-La on last Sunday. What we saw gathered in the hugely opulent, hugely accommodative epitome of luxury was a great flaccid body destitute of political education, almost inaccessible to ideas capable of ennobling action” ready to listen to a new ‘Pied Piper.’

In our current context, we should pay heed to Hannah Arendt, one of 20th century’s great intellects who survived fascist tyranny and authored the classic political tract – Origins of Totalitarianism’.
As Hannah Arendt explains, masses are not held together by a consciousness of common interest. They do not have the capacity to either define their goals or to articulate them.

The ambitious manipulator and strong man not only notices this reality but takes into account their sheer numbers, stupidity and indifference as factors that make up the equation of total control.
This indifferent segment of our society has begun to wake up after the hoopla in the Shangri-La.

There are the ‘Kepuwath Kola’ UNPers and ‘Kepuwath Nil’ SLFPers on both sides waiting for the crumbs off the patronage table.
They do not make or unmake regimes. It is the party neutral, indifferent majority who bring about regime change.
They constitute the majority that matters.

Now, this happened before in other lands. That it may happen here, is now a real possibility. There may arrive a day when Parliament will wake up to discover its total and absolute disconnect with the great mass of the apathetic and the indifferent.
Then those in Parliament can go home with the assurance of the ‘Strong Man’ that he will take upon himself the terrible and horrible responsibility for the conduct of public affairs in an orderly manner.
It is in that sure knowledge, that the merchant princes marked their presence in the front row at the hoopla at the Shangri-La.

Lankan President’s call to fight extremism in the South as well as the North

Colombo, May 19 (newsin.asia): Sri Lankan President Maithripala Sirisena reiterated on Saturday that the Sri Lankan armed forces had not committed war crimes as alleged by sections of the media and extremist organizations.

Addressing the annual War Heroes’ Day here, Sirisena also called upon Sri Lankans to fight extremism in the South as well as the North of the country.

Attorney General’s Dept. high-ups accused of corruption

In January 2018, the Commission to Investigate Allegations of Bribery or Corruption filed case No: 87741/01/18 in the Colombo Magistrate’s Court against former Deputy Solicitor General (DSG) A.H.M.D.Nawaz (who is now an Appeal Court Judge), former Attorney General Mohan Peiris and former Secretary to the Ministry of Power and Energy M.M.C.Ferdinando. The main charge was that former DSG Nawaz had not taken into account the findings of two reports of Committees headed by S.J.Pathirana dated October 2009 and by M.A.R.D.Jayatileke dated July 2010 with regard to several transactions at Lanka Electricity Company (LECO) which had taken place between 2007 and 2009 and had issued a letter from the Attorney General’s Department dated December 16, 2010 stating that these transactions ‘do not lead to an inescapable inference of criminal liability’. It was deemed that former DSG Nawaz was therefore guilty of the offence of corruption under the Bribery Act and the offence of criminal misappropriation under the Penal Code for issuing that opinion with a view to benefitting the LECO executives under investigation.

The charge against former Attorney General Mohan Peiris and former Secretary to the Ministry of Power and Energy M.M.C. Ferdinando was that they had aided and abetted former Deputy Solicitor General A.H.M.D. Nawaz in this matter. Appeal Court judge A.H.M.D Nawaz was a Deputy Solicitor General in the Attorney General’s Department before being appointed to the judiciary. On December 2, 2010, when Nawaz was a DSG in the AG’s Department, the then Secretary to the Ministry of Power and Energy M.M.C. Ferdinando wrote to the then Attorney General Mohan Peiris seeking an opinion about the possibility of initiating an investigation through the Criminal Investigation Department into a series of financial improprieties that had allegedly taken place at LECO between 2007 and 2009. Ferdinando had also sent to the AG’s Department, several annexures to his letter which included the following:

(a)    A report dated October 12, 2009 by a Committee of five members headed by Mr S.J.Pathirana former Secretary Ministry of Lands which had been appointed by Ferdinando himself as Secretary to the Ministry of Power and Energy.

(b)   A report dated July 29, 2010 by Mr M.A.R.D.Jayatileke former Secretary, Ministry of Environment who had been appointed to look into the financial losses caused to LECO and to identify those responsible for such losses based on the previous five-member committee report.

(c)    An internal audit report by Mr V.Kandasamy dated October 18, 2010.

Attorney General Mohan Peiris had as is the usual practice in the AG’s Department, sent this letter and all the accompanying documents to Deputy Solicitor General Nawaz with a minute saying “Please study carefully and report early”. DSG Nawaz had studied the material and discussed the issues involved with Attorney General Mohan Pieris and concluded that according to the material furnished, criminal liability did not necessarily arise with regard to the transactions under investigation. A letter to this effect was sent on December 16, 2010 by the Attorney General’s Department signed by DSG Nawaz to M.M.C.Ferdinando the Secretary to the Ministry of Power and Energy.

The transactions under investigation

The five member committee headed by Mr S.J.Pathirana which carried out the investigation into the financial irregularities that had taken place at LECO between 2007 and 2009 had looked into 15 transactions ranging from the purchase of properties to a tender for the printing of diaries. Some of the more important transactions were as follows:

*  Lease of two floors of a building at No 117, Subaddrarama Rd, Nugegoda for four years at the monthly rental of Rs.315,000 to establish a new branch office. No valuation has been obtained from a professional valuer.

*  Purchase of a building at No: 204, High Level Rd, Nugegoda, at an inflated price. LECO had advertised to procure a land with a building with a floor area not less than 6,000 sq ft, but had acquired a building over 18,000 sq ft at a price of Rs 210 million on 27.5.2009, this price had been determined by the price negotiating committee based on a valuation made by professional valuer Mr Gamini Haegoda who had valued this property at Rs. 248 million.

*  LECO had advertised to procure a land of 40 perches, but had proceeded to procure a land of 52 perches on Nawala Rd, Nugegoda at a price of Rs191 million on 18.3.2008 (this price has been determined by the price negotiating committee based on a valuation  made by professional valuer Mr Gamini Haegoda who had valued this  property at Rs. 232.9 million.

* Purchase of a land and building in Nuwara-Eliya for a  Holiday Resort at a price of Rs 53 million on 6.2.2009. The valuation by professional valuer Mr Gamini Heagoda was Rs. 59 million.

* Procurement of a land at Kotikawatta for a primary substation at a price of Rs. 15.2 million on 27.5.2008. This price had been determined by a price negotiating committee based on the valuation determined by professional valuer Mr P.B.Ratnayake in his report dated 10.4.2008 as Rs. 15.2 million.

The M.A.R.D.Jayatileke Committee had come to the conclusion that the cumulative loss to LECO from the 15 transactions investigated by the five member committee headed by S.J.Pathirana was over Rs. 250 million. The loss to LECO resulting from the largest transactions were stated as follows:

*  Land and building at No: 204, High level Rd, Nugegoda bought at Rs. 210 million. Chief Govt. Valuer’s valuation Rs. 100 million. Loss: Rs.110 million.

*  Land at Nawala Rd, Nugegoda bought at Rs. 191 million. Chief Govt. Valuer’s valuation Rs. 101 million. Loss: Rs. 90 million.

*  Land and building for a holiday resort in Nuwara-Eliya bought at Rs. 59.5 million. Chief Govt. Valuer’s valuation Rs. 25 million. Loss: Rs.34.5 million.

*   Land at Kotikawatta for a primary substation bought at Rs. 15.2 million. Chief Valuer’s valuation Rs. 1.9 million. Loss: Rs. 13.3 million.

What DSG Nawaz said

It was in the face of such allegations made in the S.J.Pathirana and M.A.R.D.Jayatileke committee reports that Deputy Solicitor General Nawaz opined as follows in his letter to Power and Energy Ministry Secretary M.M.C.Ferdinando:

“Upon a careful consideration of all the documents and annexes submitted for our perusal it is apparent that it was the board of directors of the company who had taken the coactive decision to authorize the transactions by unanimity. The annexes do not reveal that one single director could be classified as the directing mind of a particular transaction as the whole board had assented to the ventures. You will appreciate that a judgment error by the board with regard to the commercial viability of a transaction which results in a loss does not lead to an inescapable inference of criminal liability and would therefore preclude criminal action being launched against the board of directors.”

“In any event the grounds that are relied upon to initiate a criminal investigation are not supportable having regard to the prevalent authority. In this connection it is relevant to take note of the jurisprudence of the Court of Appeal in the case of Hithakamy Chidrupa Pieris V Divisional Secretary/Acquiring officer and others (CA Application No: 1225/2000) where the Court of Appeal made the pertinent observation that the valuation made by the Chief Valuer cannot be mechanically adopted (in this case the value  given by a private valuer was higher than that of the chief valuer). In the circumstances I am of the considered opinion that this is not a fit and proper case which warrants a criminal investigation. May I also hasten to observe that you may issue suitable directions for more than one valuation inclusive of the Chief Valuer’s to be considered in transactions of this nature as a matter of prudence.”

This is the legal opinion that DSG Nawaz gave with regard to this case on the direct authority of the Attorney General. Three points in this letter stand out. The first is the consideration that an error in judgment made by the board of a government owned company (or indeed even a privately owned company for that matter) with regard to the commercial viability of a transaction which results in a loss does not lead to an inescapable inference of criminal liability. If this was not so, no board member of any company will want to participate in any kind of decision making. No board of any entity can always be right and without some leeway, it will not be possible to make any decisions as the director of a company.

The next point is that almost in all the cases of alleged financial malpractices mentioned above, the actual price paid had been contrasted with the valuation that the chief government valuer had given. To this the Attorney General had opined quoting case law that a valuation made by the Chief Valuer cannot be ‘mechanically’ applied to decide whether a property has been purchased for more than its value. There is also the issue that neither the S.J.Pathirana nor the M.A.R.D.Jayatileke committees had obtained a valuation from one or more private valuers for the properties before arriving at the conclusion that they had been purchased at more than their market value. In fact DSG Nawaz had himself drawn attention to this matter by suggesting that ‘more than one valuation’ inclusive of the Chief Valuer’s be considered in transactions of this nature. What is surprising is that such a procedure had not been followed by a government owned entity as large as LECO which should have well defined guidelines for procurement.

How the Bribery Commission got involved

It appears that sometime after former DSG Nawaz under the authority of the Attorney General had given his opinion on December 16, 2010 regarding the transactions that had taken place at LECO, the CID had once again sought an opinion from the then Additional Solicitor General Palitha Fernando about this matter. ASG Fernando had apparently instructed a Senior State Counsel to ask the CID to go ahead.  In 2012, this Senior State Counsel had filed a confidential report to then Attorney General Mrs. Eva Wanasundera who had in the meantime succeeded Mohan Peiris about the opinion given by DSG Nawaz on December 16, 2010 and recommended that a complaint be made to the Bribery Commission and that an internal inquiry should be conducted into why DSG Nawaz gave that opinion. On July 5, 2012, Attorney General Eva Wanasundera had written a minute on that confidential report sanctioning an internal inquiry.

However, for the next two or three years, this internal inquiry was never held. The delay raises many questions. If there was a suspicion about the integrity of a high official in the AG’s Dept., why was an internal inquiry never held? In the meantime, in September 2014, DSG Nawaz was appointed to the Appeal Court. If an internal inquiry had been held and wrong doing proved, DSG Nawaz would not have become an Appeal Court judge. The delay was unfair to DSG Nawaz too, because he was deprived of the opportunity to clear his name at the level of the Department. Be that as it may, by the time Attorney General Eva Wanasundera’s minute was activated years later, Nawaz was no longer in the AG’s Dept. Thus it appears that the matter had been handed over to the Bribery Commission. On September 22, 2016 Appeal Court Judge Nawaz received a notice from the Bribery Commission requiring him to appear before the Commission and make a statement in relation to  the allegation that whilst he was serving in the Attorney General’s Department, he had prejudiced an investigation that was then being conducted by the Criminal Investigation Department, by forwarding a legal opinion dated December 16, 2010 to M.M.C. Ferdinando who was the then Secretary to the Ministry of Power and Energy.

However, back in 2010 when he provided that opinion to the Secretary to the Ministry of Power and Energy, then DSG Nawaz was obviously not aware that there was any inquiry by the CID into the matter on which he was giving his opinion. In fact, the very purpose of Ferdinando’s letter was to seek the opinion of the AG as to whether a CID investigation into the alleged malpractices at LECO was warranted.

The case against LECO directors

Be that as it may, all the transactions that were subjected to investigation by the Pathirana and Jayatilleke committees had been unanimously approved by the board of directors of LECO which at the time which was as follows.

Champani Padmasekera – Chairman

M.N. Perera – Director

D.W.Amunugama – Director

S.M.V. Perera – Director

S.M.A.Seneviratne – Director

On July 27, 2015, the Bribery Commission filed action in the Colombo Magistrate’s Court against these five directors of LECO. But there was only one charge against them – the lease of two floors of a building at No 117, Subaddrarama Rd, Nugegoda for a four year period. Here too the only allegation made against the directors is that when these premises could have been obtained for a rental of Rs, 300,000 a month, it had been obtained at Rs. 315,000 and the payment of the total amount of Rs. 15.1 million was made upfront, thus causing a loss to the government of Rs. 720,000 or a gain by the same amount to the fifth suspect S.M.A.Seneviratne. The other directors had been named as suspects in the case on the grounds that they aided and abetted the latter in the commission of this alleged financial impropriety.

This was a far cry from the loss of Rs. 250 million as calculated by the M.A.R.D.Jayatileke Committee. What happened to the alleged loss of Rs. 110 million in purchasing the land and building at No 204, High level Rd, Nugegoda, the loss of Rs. 90 million in purchasing the land at Nawala Rd, Nugegoda, the loss of Rs.34.5 million in purchasing a land and building in Nuwara Eliya, and the loss of Rs.13.3 million in purchasing land for a primary substation in Kotikawatte? We see that in filing action against the directors of LECO, after an investigation by the Bribery Commission and the CID as well, all the other losses have been dropped and only one loss amounting to Rs. 720,000 remains.

The incongruity here is that former Deputy Solicitor General A.H.M.D.Nawaz (who is now an Appeal Court Judge) former Attorney General Mohan Peiris and former Secretary to the Ministry of Power and Energy M.M.C.Ferdinando are being arraigned in court for not taking into account the findings of the S.J.Pathirana and M.A.R.D.Jayatileke Committee reports on financial improprieties at LECO and opining that no criminal liability arises in relation to those transactions, while the Directors of LECO who are supposed to have engaged in those malpractices, have been let off on virtually all the allegations made against them except for the pettiest one – taking the building at No 117,Subadrarama Rd, Nugegoda for four years on rent at an extra Rs. 15,000 per month.

Even this charge can hardly be expected to get anywhere. The manner in which this extra 15,000 per month had been paid is this: The owner of the building had originally quoted a sum of Rs. 300,000 per month for 6,000 square feet at the rate of Rs. 50 per square foot per month. Later, one of the directors is said to have obtained a letter from the owner claiming payment for 6,300 square feet. The LECO branch manager had measured the building and found that it does indeed have 6,300 square feet. Thus, the monthly rental had gone up by Rs. 15,000. The charge sheet filed by the Bribery Commission before the Colombo Magistrate’s court says that this building had been obtained at Rs. 315,000 when it could have been obtained at Rs. 300,000. That is to say that LECO should have taken the building on rent at the rate mentioned by the owner without ascertaining whether the building actually had 6,000 square feet or not. Nobody agrees to pay a certain rate per square foot without first ascertaining whether the building does have the number of square feet claimed.

When the measurement is done and it is found that the building has a little more than was stated, then you end up paying a little more. But what would have happened if LECO had taken the building on rent at Rs. 50 per square foot for Rs. 300,000 a month and it was later discovered that the building did not have the full 6,000 square feet but only 5,700 square feet? All the directors would have been hauled up before courts for corruption. In this case, the building actually had 6,300 square feet and LECO has only paid the Rs. 315,000 that was legally due. Obviously the Bribery Commission case against the directors of LECO is not designed to go very far.

Bribery Commission concurs with former DSG Nawaz

With that being the situation of the only case that the Bribery Commission has filed in relation to the fifteen cases of alleged financial irregularities at LECO, what is the justification for filing action against former Deputy Solicitor General A.H.M.D.Nawaz, former Attorney General Mohan Peiris and former Secretary to the Ministry of Power and Energy M.M.C.Ferdinando, saying that former Deputy Solicitor General Nawaz issued an opinion on behalf of the AG without taking into account  the reports of the Committee of five members headed by S.J.Pathirana, the Committee headed by M.A.R.D.Jayatileke and the internal audit report by V.Kandasamy? When we look at the charge sheet filed by the Bribery Commission against the directors of LECO, it becomes only too plain that the Bribery Commission also has ignored the three reports that they accuse Nawaz, Peiris and Ferdinando of having ignored!

The single charge that they have brought against the directors of LECO also looks like it was never meant to succeed. So what then, was so wrong with the opinion expressed by Deputy Solicitor General Nawaz on behalf of the AG, on December 16, 2010 on the alleged malpractices at LECO as to warrant prosecution? This is the first time in history that former officers of the Attorney General’s Dept. are being prosecuted over an official opinion given by the AG. Strangely, even the former Secretary to the Ministry of Power and Energy M.M.C.Ferdinando who had written to the Attorney General asking for an opinion whether the reports into certain alleged malpractices at LECO warrants a CID investigation, has also been charged for aiding and abetting in a corrupt practice. Henceforth, no government official in his right senses will want to write to the AG’s Dept. asking for an opinion and no officer of the AG’s Dept. will want to express an opinion because years after retirement they could end up facing criminal charges for their pains.

US pastor Michael Curry fired up Britain’s royal wedding on Saturday with some passionate oratory about the importance of love that left Britons used to far more traditional royal ceremonies bemused.

Curry, the first African-American leader of the US Episcopal Church, opened his sermon in front of Prince Harry and Meghan Markle in St George’s Chapel at Windsor Castle by quoting Martin Luther King.

“We must discover the power of love, the redemptive power of love. And when we do that, we will be able to make of this old world a new world. Love is the only way,” he said, quoting the civil rights icon.

With rhetorical flourish, the 65-year-old from Chicago said: “There’s power in love. Don’t underestimate it. Don’t even over-sentimentalise. There is power, power in love.

“I’m talking about some power. Real power. Power to change the world,” said Curry, who heads up the US branch of the Anglican church and is renowned as an animated preacher in the US tradition.

Curry also referred to slavery, mentioning the healing power of the spiritual music sung by slaves.

The ancestors of Doria Ragland, the African-American mother of bride Meghan Markle, were slaves. Indeed, her surname is taken from a slave owner.Outside St George’s Chapel, crowds of royal fans reacted mostly with bemusement to live images of uncomfortable-looking VIPs as the sermon went on.

“He’s still going on!” one man shouted from the crowd.

But reactions on Twitter were far more positive.

“I cannot believe there is a pastor talking about slave spirituals at a dang royal wedding. Hello 21st century,” wrote one Twitter user, @kateyrich.

Another, @NappyRaccy, wrote: “Never thought I’d hear Martin Luther King quoted at a Royal Wedding.”

“This Reverend just won the Royal Wedding,” wrote @nat_sinclair93.

TV presenter Piers Morgan posted a picture of Curry with the words: “My new hero!”

Curry’s sermon also featured lighter moments.

“Two young people fell in love and we all showed up,” he told the crowd, prompting an outburst of laughter.

As he concluded, he rounded off by telling the couple: “We gotta get y’all married!”

The need for a new patriotic Political Movement, to rescue this country, Sinhala Nation and the Buddha Sasana from the imminent disastrous end to which this Government is taking. A Final call to all Patriots.

Looking at the way how our political parties in this country have ruined the country during the past 69 years that was the richest in South East Asia by 1948, and are continuing to do so alternatively even now. As for me, therefore I have no faith or trust in any of the existing political parties as none of them have a clear cut national policy, other than their own enrichment. They all are only parasitic bunches of self-centered power crazy set of men and women who have no concern for the country or the people.

Political parties in Sri Lanka can be classified in to two broad categories, national and communal. SLFP and UNP are the two National parties worthy of mentioning, though the UNP had been anti- Sinhala and anti- Buddhist trough out. Although JVP is pretending to be one, in my opinion it will never emerge as a National party in the foreseeable future for three reasons. Firstly it does not have any jatikatvayak as it is based on an imported concept of class struggle based on hatred and jealousy.  Secondly it rejects the very foundation of the Sinhala Buddhist society. Thirdly it also rejects local values and its members live in a dream world of their own completely divorced from the native social milieu. The only common thing these three parties share is they are not communal.  One can easily forget LSSP, CP, NLSSP and Hela Urumaya as they are, though they are registered as Parties with the Election Commissioner; they are only three or two wheelers that have no chance of forming a government at any time. In fact they are already dead entities.

All the rest, whether they are in the North,  East,  in the hill country or in Colombo, are either Tamil or Muslim communal parties that do not accept the historical reality of this nation that it was born as a Sinhala Buddhist nation in the 6th century BC and had been so for the past 2600 years. They all agitate for separate States and separate identities either within a Federal or a Quasi- Federal system looking for a distant dream of acquiring the whole Island as either EELAM by Tamils or Khalisthan by Muslims. Today there are at least 15 Tamil and 5 Muslim Parties in this country. They are a bunch extremist separatist ultra- communal parties alternately joining the national party that agrees to give their maximum demands exploiting the weaknesses of the major parties. Tamils and Muslims unlike the foolish Sinhalese behave as diehard communal groups and they look after only their own community even if they work as Ministers in any Government. It was the folly of the constitution makers in 1948 and all subsequent Governments to have failed to prohibit these Communal parties that have put the country in this unfortunate predicament.

Taken all political parties together they are only looking after politicians, keep them in power and make them rich without doing anything for the country or the people. That is why today we have become one of the poorest and most chaotic countries in the world. Therefore I am more than convinced that we as a nation, can never emerge in the present world, unless and until we find our own system of Government base d on our history, traditions and native values. That in my opinion necessarily has to be an entirely a new national movement discarding all what is there at present

In order to make this task easy and for you to decide as to how we should set about, I would like to give a brief sketch of the past history of the two main national political parties so that you are given the option of selecting one as an interim measure until we  find our own form of Government.

The Sri Lanka Freedom Party (SLFP)

The SLFP founded by SWRD in 1952 and nurtured by Mrs. B up to 1977 and jealously and tactfully protected by Mahinda Rajapaksa from 2005 to 2015 is the only patriotic political party that has understood the need to restore the lost rights of the Sinhala nation and consistently looked after their interests. The founders drew their inspiration from the Sinhala nationalism built up over the years and led by Anagarika Dharmapala in late 19th and early 20th centuries and the 1956 social revolution is nothing but the fruition of that national movement long awaited to be born.

The history of SLFP goes back to 1935 when Bandanayaka formed the Sinhala Mahasabha in response to the Tamil ethnic agitation of 50×50 by G.G. Ponnanbalam in early 1930s during the Donoughmore Reforms. Prior to that was the Ceylon Tamil League started in 1923 by Ponnambalam Arunachalam. Bandaranayaka the founder of the SLFP was the first Sinhala politician who understood the gross discrimination done to the Sinhala people by the colonial invaders and the need to rectify the historical injustices inflicted upon the native Sinhala majority and their 2600 year old birth rights which they have lost in 1815. There is no doubt that he was heavily influenced by the work of Angarika Dhahrmapala and other patriotic national leaders of the early 20th century. Ill-treatment’s by the ruling UNP leadership and his overflowing desire to emancipate the Sinhala people and their long and rich heritage that had been neglected for 125 years and the liberal ideological thrust that had been simmering in young Bandaranaika at Oxford to liberate the Sinhala nation also may have made him to think about restoring their language, religion and other cultural values. It is this background that has made him a Diyasena and Messiah in the 1956 social revolution in this country.

In 1956 he gave new eyes and new ears to a birth of a new nation.  He became the Father of this new national awakening and laid the foundation for the resurgence of a new nation to be born. Though reactionary forces were able to kill him within three years they could not kill the new national movement he started. In fact Banda was the midwife who delivered the child in 1956 who had been fathered by many a patriotic leaders spear headed by Anagarika Dharmapala the Greatest Patriotic visionary leader of modern Lanka. During the short period of three years SWRD restored the most of the lost rights of the people like their language, religion, their dress and customs and social values and left behind an indelible mark in the minds of the Sinhala Buddhist masses. The most important social dynamic he left behind was the new generation called the Panashaye daruvo as Nalin has named them

However it is now in complete disarray, curse be to Chandrika- Rajita – Sirisena coup in 2014.  It has no future unless and until you get it relieved from the vicious clutches of these traitors. Looking back in retrospect the SLFP has done its duty by the people and the country with the following significant achievements

1 Forming a peoples Government for the first time since Independence and giving a new lease of life, hope and great expectations in 1956 since the country was ceded to the British in 1815

2 Making Sinhala the Official Language 1957

3 Restoring the lost rights of the Sinhala people by giving pride of place to their cultural values, customs, religion, education, Ayurveda

3Giving a new meaning to our Independence by taking back Katunayaka and Trincommallee Air bases

4 Nationalizing the Colombo Harbour, National Transport Service by setting up the CTB

5 Freeing the country from the clutches of Western Colonial control and opening Diplomatic relations with the Socialist block including Russia and China

6 Adopting a non-aligned Foreign Policy and uplifting the image of Sri Lanka as a Free, independent and Sovereign Nation in the world

7 Becoming a member of the UNO

8 Declaring May Day as a public holiday and thereby giving pride of place for the working class

9 Introduction of the Paddy land Act & setting up of the Agrarian services Department

10 Upgrading Vidyodaya and Vidyalankara Pirivenas to University status

1 Setting up of Ceylon Insurance Corporation, Salt corporation CWE, EPF, Nationalization of American Oil Companies Caltex and Mobil, Steel Corporation, Nationalization of Tea Plantations and enactment of the  Sirima Shastri Pact on Estate Tamils

2 Promulgation of a new Republican Constitution and declaring Sri Lanka as an Independent Republic in 1972

3 Establishment of an Independent Judiciary with an apex Supreme Court as the highest appellate body, thereby doing away with the appellate function of the Privy council and colonial control

5 Making Constitutional provision under Sec 9 of the Constitution to give Buddhism the foremost place and protecting and fostering Buddha Sasana

The UNP

The UNP founded by Governor Moor in 1947 was the political party set up by the British Colonial masters to run the affairs of this country the way they wanted even after that fake Independence.  Isn’t it a tragedy the so-called Fathers of 1948 Independence did not have the brain to understand this colonial trick. The new Government remained nothing but an agency of Western oriented, unpatriotic, anti -Sinhala and anti- Buddhist pro minority political jumble of urban business elite and all anti Sinhala and anti -Buddhist elements with no love for the Sinhala Buddhist heritage of this country until it was sent home in 1956 by the emerging national forces.  

1977-1994 under JR-Premadasa and Wijetunga

JR turned the table by promulgating a new Constitution in 1978 under the deceptive slogan ‘Dharmista Rajya” where in he brought in the Concept of Executive President elected by the people of the whole country as the main change. In his own word the only thing he could not do under that constitution was ‘to make man a woman and a woman a man”. But looking at what he did during his tenure things like the Rajiv/JR Accord, passing the 13th A under an Island wide curfew, setting up of Provincial councils, Making Tamil also an Official language, Granting citizenship to 500,000 estate Tamils on an affidavit on a one rupee stamp, increasing the number of Ministers in the Provinces in in addition to those in the centre to quote few examples one can see how he has served the country under his own constitution.

1 The first act of his Government after the election in 1977 was to pass Act No 1 on Pensions to MPP after five years violating the basic spirit of the Pension Minute

2 He introduced the District Ministry system and appointed 25 new Ministers to be in charge of the Districts called District Ministers and thus set the trend for increasing the lotus eating Ministers in this country an additional burden on the tax payers.

3 He politicized the entire public service with the famous chit system where all employment in Government sector was given on chits issued by MPP

4 Among other thing he removed the civil rights of Mrs B for 7 years on a flimsy issue just to keep her out of politics to ensure that there is no formidable opposition to his Government.

5 The first amendment to this constitution was brought in in November the same year and thereafter it was followed by another11 Amendment within one year ending in May 1987, all Amendments made to consolidate his dictatorial power

6 On July 29th 1987 the JR/Rajiv Accord was forced on old JR with a series of virtual invasion that culminated in

a ) JR accepting the Northern and the Eastern Provinces as Traditional Homeland of so-called Ceylon Tamils invented by Arunachalan Ramanadan in 1911 to give  a new name to the decedents of  Vellala slaves brought to this country by Portuguese, Dutch and British to work on their projects

  1. b) Accepting Tamil also as an Official Language of Sri Lanka
  2. c) Granting citizenship to all Indian Tamils on the Plantation sector again brought as South Indian slaves to work on newly opened up Coffee and Tea plantations merely on an affidavit signed by a JP on Rs 1 stamp denigrating the status of Sri Lankan citizenship.
  3. d) JR agreeing to set up one Provincial Council for the North and the Eastern Provinces with the right to amalgamate two or more PCC perhaps with an Indian eye on the Central, Sabaragamuva and Uva Provinces where there is considerable Tamil population as the third Province to be added in future. These Councils were given more power even exceeding those of the India States

(This was the first salvo on the 1987 Constitution which made it subordinate to the provisions in the JR/Rajiv Accord)

7 Arising from the above Accord then came the famous or rather infamous 13th Amendment in Nov 1987 imposed by India under duress at gun point to set up Provincial Councils with one Provincial Council for the North and the East to appease the separatist Tamils and the LTTE and India.

8 This made Sri Lanka a quasi-federal State paving the way for future separation and having a mono Tamil State in the North and East comprising 1/3 the Island total are with 2/3 the coastal belt plus 2/3 the marine territory with all its resources to the Tamils, with Trinco as the capital and the Port of EELAM. Meanwhile JR decided to give Provincial Councils to all the 9 Provinces, though it was not there in the 13th Amendment, may be to have more political institutions to strengthen his grip over the whole Island. I do not know whether he had any intention of using the other Provincial Councils as a controlling device against the North and the East.

9 With this Amendment JR’S 1978 Constitution which was already reduced to a weekly by that time became a mere collection of papers as we ended up with nine semi- autonomous political institutions a burden and a curse on the country’s coffers and a virtual white elephant draining the national resource for no work done to the country or the people other than adding thousands of politicians and officials who enjoyed enormous privileges at public expense and duplicated and destabilized the once perfect district Administration.  These Provincial councils laid the foundation for dividing the country in to 9 separate autonomous states in future.

10 The fact that the Act No 1 of his Parliament was Pension alone proves what type of politician he was.  Then it was he who set the ball rolling for the enhanced salaries and enormous privileges the politicians enjoy today.

11 He was also the father of the present open economy

12 He once said that Sinhalese are a nation who will disappear in 25 years like Greeks and Romans. His prophecy is today being realized as the Sinhala nation is on the verge of extinction under Ranil, the inconsistent his worthy nephew.

The rebels in the UNP who have a genuine feeling for the Sinhala nation and their motherland   like Maitri Gunaranta have broken away. Many more will follow, after Ranil appears before the CB scam Commission and get exposed that he is the real architect of this mega CB scam, the biggest bank robbery in Sri Lanka, perhaps one of the biggest in the world. It may also be noted that Ranil descending from a catholic family that blocked Sir D.B. Jyatilake, a top nationalist and patriot from becoming the first Prime minister of Independent Sri Lanka does not fit in to the  Sinhala Buddhist traditions of this country that form the heart and soul of this nation.  He can never fit in to the UNP mold of Senanayayakas or even Premadasa to be the Leader of this country where throughout history the King (leader) has always been one with the religion (Buddhism ) and the people (Buddhists).

The present political situation in the country

SLFP was brutally murdered by Chandrika using Maitripala Sirisena as a cat’s paw to take revenge from MR.  It was a three year conspiracy hatched by Chandrika to remove MR. The conspiracy  was finalized after a two hour discussion between Chandrika and Rajitha Senaratna at her place in Independence Avenue Colombo 7 in the night of 20th Nov 2014 that ended at 3.30 Am deciding to declare Maitripala as the Common Candidate next day. Maitri swallowed the poisonous pill and agreed. So now you see who is really responsible for splitting the SLFP and it present predicament.

Poor, but vengeful, Maitree swallowed the bait and he fell in to trouble. The predicament in to which he has got entangled reminds me the famous adage on the Pambagale petalunu Nariya. The tragedy is unfortunately he does not realize it.  Every step he takes get him further entangled in a new tangle. Politically, he is more Tamil and Muslim than any Tamil or a Muslim. Though he says on the stage that he is a Sinhala Buddhist no one believes that he is, the way he behaves and acts.  By now he has proved it beyond any doubt. He has completely forgotten that he was the man who destroyed the SLFP as a political Party by betraying the SLFP and MR trend, first, by joining the reactionary UNP which SWRD left discarding it in 1952 and second by inducing nearly 40 SLFP members to cross over and even appointing some defeated candidates like SB Dissanayala, Mahinda Samarasinha, Dilan Perera, Lakshman Yapa Abeywardena and Vijitahamuni Soyza this making Parliamentary democracy a big joke and a fraud. So now you see who destroyed the SLFP, the only political party that looked after the interests of the Sinhala Buddhists.

Had he not come out as the Common candidate Ranil would have definitely got defeated for the 30th time and created world history? In short today there is no SLFP as an organized formidable political party in the country. It is better to take it for grant as dead and buried not six feet under as MS use to repeat but miles below the surface. It is a tragedy that the masses who had been with the SLFP since 1956 at the grass root level especially in the villages today are left high and dry as there is no leader to follow or look up to.  This is the lacuna the MR Camp can fill, if it plays its cards intelligently.

Although some defector MPP have joined Sirisena after winning the election from the Bulathkole for Ministerial position, power and money, I don’t think the grassroots level SLFPers have changed. People are waiting for an election to chase out these ungrateful pole jumpers at the first chance they get. President Sirisena thinks and behaves like the poor animal in the story The Prince and the Donkey” where the donkey misunderstood the way subjects respected the Prince to be respect towards it.  He will realize his folly after the next elections. His currant behavior could only be compared with the proverbial bull in the china shop. Although he and his mentor Chandrika say MR has destroyed the SLFP all sensible people know who has actually done so.  Looking at the organizers he has selected, like a man who has made a female teacher to kneel before him and many others to replace popular people, I can guarantee that he will not get even 5 seats from the whole country at a future general election if the MR camp play the card well and elections are held before the President’s term expires.   It is a pity that he does not realize that he was never elected by the SLFP.

Nevertheless at any election certainly the voters will get split and as a result of a substantial number of votes going to MS nominees, the chances of MR Camp, getting a clear majority to form a Government is at stake. Unless a miracle takes place, the way Ranil is running the show, UNP getting a clear majority is also doubtful. Even if it ends up in a white wash like in 1956 one needs not surprised. But even if MR Camp gets a higher number JO might not be able to from a Government as Tamil, Muslim and the JVP are unlikely to support it. Maitri playing his usual game as he did last time might appoint Ranil again as PM. The final result will be therefore again a jumble called Unity Government under Ranil as PM and Sirisena as the President, until 2020, where Ranil will run the show.

The fight between Mahinda Rajapaksa and Maitripala Sirisena for SLFP votes is utterly foolish and disastrous from a national point of view. In this contest MR will definitely win and Maitree will be far behind in the contest for SLFP votes. He may not get even five seats. But the fact remains that a substantial number of SLFP votes in each electorate will go waste as they vote the candidates representing the Maitree camp. That will definitely give an edge to the UNP candidates and the final result could be an unexpected windfall to Ranil. Under this situation even if Ranil does not get an overall majority yet he will succeed in capturing the power at all levels. If that happens, with that episode the curtain will fall on the Sinhala nation, their mother land and the Buddha Sasana in this country.

In this instance, I recall a story of a Lion, a  Kaludeva and a cunning Fox we learned in grade two in school. One day when a Kaludeva (a bear like animal) was about to enjoy a deer killed by it there came a Lion on the scene. The Lion interrupted and said it was he who killed it and therefore the carcass belongs to him. A fight ensued between the two. Hearing the brawl between them, a fox passing by, appeared on the scene. It thought for a while, got a brilliant idea, and applauded and encouraged both of them to fight until both of them got fatally wounded and died. There after the cunning fox consumed the deer along with its family until the whole carcass was over.

This is exactly what will happen at the end of this three corner fight. In this case MR is the lion. Sirisena the Kaludeva and Ranil the cunning fox and the Tamils, Muslims, Tamil Diaspora, NGOO  and the International Community, the family. The unfortunate deer is this country, Sinhala nation and the Buddha Sasana. All these enemies will get together and install a new Constitution, parcel out the country, give 13 plus including land, police and even judicial powers  to the Provinces and all what they are asking for like the power to get direct foreign aid to the Provincial Councils and self- determination etc and make this beautiful motherland of ours a land of eternal ethnic strife and a cursed battle ground of international power struggles.

It is only the patriotic citizens like you who love this country and its heritage who can save the country from this tragic end. Of cause the SLFP voters the country over, in villages and towns, factories and offices will have to take the lead in this most crucial and decisive battle to save the motherland and the Sinhala nation. So I call upon all SLFPers to first realize the afore said imminent national catastrophe and then understand who represent the real SLFP, and then reject all those who have gone with Sirisena, to ruin the SLFP founded by that great man SWRD in 1952 and put all of them permanently to the dustbin of history and Save your Motherland and the glorious Sinahala Nation as our ancestors have done it in the yore for us.

This is why I call upon all patriotic people in this country to despise all political parties, especially the most Unreliable Never Patriotic Party  and  put the country before the party and strive hard to save Mother Lanka for posterity as our ancestors had done for 2600 years for you and me by sacrificing their lives in millions.

Never in its 2.5 millennia history of this country, have we come across the type of unpatriotic, treacherous, traitorous, naïve and stupid leaders as we have today. Such stupid traitors were unheard, unseen and unrecorded in its entire 2600 year period.  Remember the great sons of Mother Lanka like Dutugemunu, Maha Parakramabahu, Gajaba and Rajasinha the 11 and generals like Nandimitra, Lankanatha, Lnkapura, Lankanatha in ancient days and Weera Keppetipola in more recent times and heroic Buddhaputras such as Theraputthabhaya, Kadahapola and Wariyapola Sumangala who fought and shed their blood and often paid with their lives to protect this Jaya Bhumi and the Sambuddha Sasana for you and me.

Therefore it is the bounden duty of all patriotic Sinhala people in this country to rise above petty considerations like blind party politics and rally round a patriotic national movement led by a Patriotic Sinhala Buddhist leader who can rescue this country from the present abysmal political, economic and social depth in to which this Ranil-Sirisena –Chandrika Trio has put.

Rally round the village Temple or the Church; get the whole nation organized under the robe and the Lion Flag. Make a clarion call to the whole nation to discard blind party sentiments; put the country before everything else under the sun; sing one country, one Government, one flag, one law and one nation and beat your war drums until a righteous ruler is installed in power and good governance, law and order and peace and prosperity and sanity are once again restored on this Paradise Island.

US Bullied Sri Lanka during Last Phase of Eelam War IV

The ethnographic ‘nugget’ from Foreign Minister Rohitha Bogollagama recorded by Professor Chandre Dharma-wardana in 2013 has set off a hornet’s nest.[1] In pursuing further inquiries, I have reached the tentative conclusion that Bogollagama has not presented a total fib.[2] He is probably referring to the entry of an US recce team rather than a commando force from America’s Pacific Air Command (PACOM in short) at some point during the last phase of the war – probably in February/March.. This would have been around the time the Western conglomerate in Sri Lanka known officially as the Co-Chairs” had mooted the idea of a sea-directed civilian rescue mission” in February.[3]

This prospect must surely have featured at the meeting in Kuala Lumpur in late February organised by Norway and KP Pathmanathan — a gathering which involved Tore Hattrem (the Norwegian ambassador in Lanka), two other Norwegian diplomats from back home, and Rudrakumaran and Maheswaran from the LTTE international wing.[4] While Salter tells us that Basil Rajapaksa and Bogollagama had been informed about this meeting,[5] it is unlikely that KP’s project of saving the Tiger leadership and whisking them away to a neutral land[6] was divulged in the Norwegian summary of this meeting – a conspiracy if ever there was one – conveyed to the government of Sri Lanka.

A commando squad is a strike force, whereas a recce team of military officers assessing the war theatre is on a preliminary scouting mission. However, both mark intent. When KP Pathmanathan told Jeyaraj later that there was even an offer by the Americans to transport them by sea to Trincomalee (sic),” we know that the scheme was seeking to resurrect the LTTE as a political body located in either Eritrea, South Africa or Timor.[7] This cat was also let out of the bag by Under Secy-of-State Michael Owens at a media briefing on the 6th May 2009.[8]

Salter tells us that a high-level team from the United States Pacific Command (PACCOM) headquarters in Hawaii visited the country in late February to evaluate the logistics of a sea-directed civilian rescue mission.”[9] This is a devastating admission for those alive to the US-Norwegian-KP scheme to transport a coterie of LTTE leaders and their families to Eritrea, South Africa or Timor – an ‘adjunct’ pillar in what was touted to the world as a humanitarian interventionist scheme. This pillar in the scheme contained far-reaching imperialist and manipulative potentialities.

So, the advent of a PACOM recce team is of considerable significance in marking the nature of US policy towards Sri Lanka at this stage of the war – particularly when we link it with the forthright messages conveyed by Robert Blake to Sri Lanka’s senior Ministers Bogollagama and Gotabhaya Rajapaksa (revealed to the world courtesy of Wikileaks) in the course of March and April 2009. As it happens, Salter indicates that Blake spoke bluntly to the Foreign Minister in March.[10] While Salter is casting Blake, Solheim, Hattrem and others as humanitarian crusaders, a more rounded overview and Blake’s position as point-man for the Western coalition leads to the conclusion that Blake was organising an imperialist noose around the Sri Lankan throat.

Balachandran contends that the recce team was an instrument in USA’s small scale bullying tactics” (see below) rather than a precursor for a massive thrust. But these plans and the bullying work, as Balachandran recognises, included the goal of whisking the LTTE leadership away to another country as tools in the USA’s great game.

Though Salter says that the assessment team came to Sri Lanka in February, my old exchanges with the foreign media personnel indicated an April date — when they were stirred to visit the US embassy to ferret out details – though my informant could not recall precisely when.[11]

This piece of information leaves one with a major question. When did such a scouting mission turn up? According to the Salter story this was in late February; while in a subsequent memo [undated] referring to the US led rescue plan,” Blake affirms: I brought the Pacific Command in to send a whole team out to look at it [and] they had detailed conversations with the military.”[12]

In revision of my previous assumptions it seems now that this recce mission arrived in late February or early March.  Even at that stage the Embassy personnel held the view — no doubt guided by the recce team — that  the battle situation was a non-permissive environment.” This summarizing capsule indicates that it had been decided that an US intervention could turn out disastrous a manner similar to the Black Hawk catastrophe in Somalia (see http://www.bbc.com/news/av/magazine-38808175/black-hawk-down-the-somali-battle-that-changed-us-policy-in-africa).

That the recce team’s intent did not escalate into a full-scale intervention – directed ostensibly to save the Tamil civilians” — during the next few month or so may also have been due to the success of a remarkable SL Army operation beginning on the 19th April, namely, the penetration of the Last Redoubt” of the LTTE in a manner that released some 110-125,000 trapped personnel.[13] That Hillary Clinton responded in fury to this set of events with a hailstorm of words directed at the government of Sri Lanka[14] indicates the domineering character of the American programme for Sri Lanka.[15]



However, as both Balachandran and a Sri Lankan diplomat emphasize (see below), another factor probably undermined the schemes of the US-led Western bloc: namely, India’s firm hostility to any such intervention. With the Indian General Election around the corner in May 2009, this position was not overt and public. Indian policy was two-faced: up-front in public they catered to electoral necessities in the south of the republic and remonstrated with the Sri Lankan government through messages and high-level delegations.[16] But behind the scene understandings between key officials and ministers on both sides actually sustained the Sri Lankan drive to squash the Tigers completely on the military front. Balachandran has made this clear in an incisive article earlier and reiterates this view now … while our Sri Lankan diplomat makes the same point independently (see below).

Remarkable Dimensions: Pudhuma Siddhiyak

This is a preliminary review of the issues arising from the Chandre Dharma-wardana essay and may foreshadow a lengthier examination of the issues on the back of responses to this initial piece. But let me end with a sideline note of a cultural kind.

To those familiar with world politics such events and processes as those outlined above will probably not come as a surprise. But a major puzzle remains: how did the government of Sri Lanka muzzle the fact that an American recce team had arrived in order to work out a forceful US military intervention? Why were there no serious leaks on this point then in 2009? How have the air force, army and navy officers and Ministry officials in the know kept the arrival of a PACOM recce team secret? How is it that only one Reuters journalist picked up a rumour to this effect, while few others in journalist circles did?

Sri Lankans and Sri Lanka thrive on opa dupa and gossip, often malicious and concocted. What ailed Sri Lanka on this issue and at this time? Pudhumai neydha!

As I told you when we met last, the US’ plan was a half-hearted effort to weaken Prabhakaran and take him under its charge rather than helping him to win the war.

Like India did in the 1980s, the US wanted the LTTE to be just strong enough to browbeat Colombo but not to get an independent Eelam.

When India’s project failed thanks to Prabhakaran and President Premadasa, the US took over the management of the nefarious project.

It helped the SL government with vital intelligence to destroy the LTTE’s floating armouries and then, just when the SL forces were about to crush the LTTE, the US stepped in on humanitarian grounds” to secure an orderly surrender”. This reminds one of India’s intervention during the Vadamarachchi offensive in 1987 followed by the India-Sri Lanka Accord, under which both SL and VP would be its clients. But this project also failed.

Of course, I still believe that the US was not sufficiently serious about the project, for, if it was, its Seventh Fleet would have done the real thing. But the 7th.fleet was nowhere in the picture. In the event, what the US did was to apply a little pressure, negotiate with SL and attempt to take VP and a small coterie around him away to safety to be used as tool in its hands.

Sending a larger force would have been impossible without India’s consent and active involvement. It was because this was not forthcoming that the US tried a small-scale bullying tactic which did not work thanks to Mahinda and Gota.

I knew about the US plane landing at the airport with US nationals but never knew that they were US soldiers… Imperialists love to keep a open wound, so that they interfere in little countries affairs.

Unfortunately, our foreign service and foreign ministers are puppets to western demands. I am still OK on background for this material. But I never did hear of it – it is not impossible that American military advisors were brought in, but remember, the SL govt leaked the US plan about bringing in Marines to help evacuate the refugees and it was not even cleared by Pacific Command.

PS… I wasn’t summoned to the embassy in April. I asked to come in and I met with a diplomatic, not military, contact.

Rajitha Factually Incorrect: Dead Tamil Terrorists Not Children of Mother Lanka

Rajitha made another joke recently saying dead Tamil terrorists were also children of Mother Lanka. It is not true. They were never sons and daughters of this nation. In fact, they did their very best to murder Mother Lanka and thankfully failed. They were self-admitted children of a mythical nation called Tamil Eelam. Their dream nation was buried along with them.

At least 35% of Tamil terrorists were citizens of the South Indian state of Tamil Nadu. They were never citizens of Sri Lanka. There is no record of them living or dying in Sri Lanka.

Tamil terrorists killed 28,589 service personnel and 10,228 civilians. In total 38,817 Sri Lankans were killed by Tamil terrorists and this is the total number of Sri Lankans who sacrificed their lives for the nation. All victims of Sri Lanka’s legitimate forces and pro-government paramilitaries don’t deserve to be called Sri Lankans.

No one takes Rajitha seriously. However, he must not make a fool of himself with this type of misstatements. Sri Lanka is not a refuge of stateless people no matter how sympathetic the local population may be towards them.

GOTABAYA RAJAPAKSA SHOULD BE CAREFULL DEALING WITH THE ALL CEYLON JAMIYATHUL ULEMA (ACJU).

An open letter to Former Defense Secretary Gotabaya Rajapaksa”.

 Since 2014,”The Muslim Voice” spoke in favour of the Sri Lanka Muslims supporting the “MAHINDA PELA” or now JO which has reborn as a political party – the Sri Lanka Podujana Peramuna (POTTUWA). In recent months, The Muslim Voice” has advocated that the Sri Lanka Muslim Community should start thinking to support the most eligible and qualified candidate supported by the majority people – former Secretary of Defence – Gotabaya Rajapaksa to be elected the next PRESIDENT of Sri Lanka in 20191/2020. Why “The Muslim Voice” advocated this view was because, the Sri Lanka Muslims need to win the confidence of the Mahinda Pela and it’s Sinhala Buddhist Nationalistic supporters/voters by supporting the best Presidential candidate who could bring harmony among all the communities in Sri Lanka in a new political era in the future. Today the Muslims, trusting the UNP and flocking en-block and have traded nearly 800,000 Muslim votes to the UNP/Yahapalana (Hansaya) government, has been betrayed and dumped in the political dustbin, beaten and penalized as a result of the conspiracies of the UNP/BBS/Rajitha Seneratne and the so-called Civil Society groups like the Puravasibalaya which is supported by our own Muslim Civil Society groups such as the Muslim Council of Sri Lanka (an ad-hock group gathered without a constitution and by-laws), the National Shoora Council and The All Ceylon Jamiyathul Ulema – ACJU. During the 2015 Presidential and General Elections, the ACJU, especially used it’s 7500 odd moulavi members to propagate ANTI-MAHINDA and ANTI-GOTABAYA thoughts among the humble city and rural Muslims and indirectly influenced them NOT TO VOTE  Mahinda Rajapaksa back to power.

The political principle/ideology that “The Muslim Voice” advocated since 2014, in favour of the Sri Lanka Muslims supporting the “MAHINDA PELA” or now JO which has reborn as a political party – the Sri Lanka Podujana Peramuna (POTTUWA) because it is based on the political vision shown to us by the late Dr. T.B.Jaya, viz-a-viz – “NOT TO PUT ALL OUR EGGS IN ONE BASKET WHEN IT COMES TO POLITICS”. Among the Muslim leaders and politicians who campaigned vehemently against the Mahinda Pela are Minister Faizer Musthapa, Minister Rauf Hakeem, Minister Rishad Bathiudeen while the other 18 Muslim MP’s supported their Ant-Mahinda campaign SPEAR HEADED by MOULAVI RIZVI, the leader of the All Ceylon Jamiyathul Ulema – ACJU. The Muslim Council of Sri Lanka – MCSL always joined this bandwagon against Mahinda Rajapaksa and JO/ALPP.  I feel sorry for the MOST deceptive, unscrupulous and arrogant Muslim politician who has turned out to be a joker in parliament and to the media when it comes to the BUNGLED UP Local Government elections. Now Faizer Musthapa will be thrown out from the SLFP very soon. This guy is the MOST deceptive and great LIAR in the Muslim political playground. He is trying hard now to get a LIST MP post in the next general elections from Mathripala Sirisena. These Musthaphas are political prostitutes. By the way – you all must be knowing what a “chameleon” is? “The Muslim Voice” believes what MP Namal Rajapaksa has said is correct.

EVEN THE SRI LANKA MUSLIM DIASPORA ALONG WITH THE SRI LANKAN MUSLIMS ARE BEGINNING TO REALIZE THE TRUTH OF THE DECEPTIVE PRESIDENT MAITRIPALA SIRISENA AND THE RANIL WICKREMASINGHE HOODWINKING “YAHAPALANYA GOVERNMENT” WHICH WAS TRADED TO BE FORMED BY SELLING THE 800,000 EN-BLOCK MUSLIM VOTE BANK BY THE MUSLIM POLITICIANS AND THE SO-CALLED MUSLIM PARTY LEADERS.

THE MUSLIM VOICE HAS MADE APPROXIMATELY MORE THAN 700 COMMENTS/REBUTTALS SUPPORTING THIS CAUSE SINCE THE DEFEAT OF FORMER PRESIDENT MAHINDA RAJAPAKSA STRESSING THE FACT, THEREFORE IT IS BETTER FOR THE SRI LANKA MUSLIMS TO SUPPORT GOTABAYA RAJAPAKSA FROM THE BEGINNING AS THE POSSIBLE PRESIDENTIAL CANDIDATE FOR 2020, AND MAHINDA RAJAPAKSA AS THE PM IN THE NEW GOVERNMENT, Insha Allah.

වෛද් රුවන් එම් ජයතුංග 

මීගමුව රෝහලේදී මා හඳුනා ගත් එක් වෛද්‍යවරයෙක් සිටියේය​. ඔහු සේවය කලේ ළමා රෝග විශේෂඥ වෛද්‍ය ශාන්ති මාලා මහත්මියගේ වාට්ටුවේය​. වෛද්‍ය ශාන්ති මාලා මහත්මිය සහ ඇයගේ ජේෂ්ඨ වෛද්‍ය නිලධාරිනිය වාට්ටුවේ පොඩි පොඩි සාද තිබෙන විට මටද ආරාධනා කරති. වෛද්‍ය ශාන්ති මාලා මියට ප්‍රථම සිටි ළමා රෝග විශේෂඥ  වින්සන්ට් පෙරේරා මහතාද මා සමග කුළුපගව සිටි හෙයින් ළමා වාට්ටුව මට සුපුරුදු ස්ථානයක් විය​. එම නිසා මේ වාට්ටුවේ සිටි වෛද්‍යවරු සහ හෙදියෝ මා සමග මිතුරු වූහ 

මෙම වෛද්‍යවරයා ඉන්ටර්න්වරයෙකු ලෙස ළමා වාට්ටුවට ආවේය​. ඔහු ආනන්ද විද්‍යාලයේ ඉගෙනුම ලබා තිබූ නිසාදෝ අප අතර සුහදතාව වර්ධනය විය​. අප සේවා මුරයෙන් පසු නිතර හමු වූයෙමු. යම් කාලයක් ගතව පසු ඔහු මට යම් රහසක් නිරාවරණය කලේය​. මෙය ඇසූ මගේ සියොලඟ සලිත විය​. ඔහු කියූ පරිදි ඔහු විසින් උපතේදී බරපතල විකලතාවන් තිබෙන බිළිඳුන් කිහිප දෙනෙකු ඔක්සිජන් සැපයුම නවතා ඔවුන් මරණයට පත් කොට තිබේ. මෙය ඉතා බරපතල ක්‍රියාවක් බව මම ඔහුට කීවෙමි. එහෙත් ඔහු මා සමග තර්ක කලේ මෙමගින් දෙමාපියන්ට මෙන්ම සමාජයට මතු වන අනවශ්‍ය බර ඉවත් කිරීම මගින් ඔහු කලේ සමාජ සේවයක් බවයි. කෙසේ නමුත් ඒ කාලයේ ජීවිතය පිලිබඳව මම ගැඹුරින් කියවා සිටියේ නැත​. එහෙත් මෙම ක්‍රියාව වැරදි බව මගේ හදවත කීවේය​. එම නිසා මෙම ක්‍රියාවේ වැරැද්ද මෙන්ම වෛද්‍යවරුන් ලෙස අපට ජීවයක් නසන්නට නොහැකි බව මම පුන පුනා කීවෙමි. නමුත් ඔහු මගේ තර්කය බිඳ හෙලමින් මවකගේ ජීවිතයට හාණි විය හැකි අවස්ථාවකදී වෛද්‍යවරයා කළළය ගබ්සා කරන බව කීවේය​. එසේම උපත් සංකූලතා නිසා ඇවිදගත නොහැකි උග්‍ර  කායික මානසික  පසුබෑම් වලට ලක්ව සිටින බිලිඳෙකු නිසා දෙමාපියන් අත් විඳින පීඩනය ගැන කීවේය​.  මෙවැනි බිලිඳුන් නිසා සෞඛ්‍යය සේවාවන් දරණ අනවශ්‍ය වියදම් ගැන කීවේය​. ඔහු තදින්ම තම මතයේ සිටිමින් තමා කරන්නේ සමාජ සේවාවක් බව කීවේය​. අවසානයේදී මෙම වාදය අපගේ මිතුදම පළුදු කිරීම දක්වා දුර දිග ගියේය​. පසු කාලයක් ඔහු මට නොදන්වා විදේශ ගත විය​. ඉන් පසු ඔහු මට ලිපියක්වත් නොඑවීය​. ඔහු මගෙන් දුරස්ව ගියේය​. 

කෙසේ නමුත් පසු කාලයක මම ඔහුගේ ක්‍රියාව විශලේෂණය කොට බැලුවෙමි. මේ කාලයේදී කැනඩාවේ සෙනෙකා පාසලේ කිං කැම්පස් හි යූතනේසියාව හෙවත් අනායාස මරණය පිලිබඳ සිසුන් ඉදිරියේ දේශනයක් කිරිමට මට අවකාශ ලැබුනි. මේ නිසා මම වඩ වඩාත් ගැඹුරින් අනායාස මරණය පිලිබඳව කියවූයෙමි. මෑත ඉතිහාසයේ උපත් සංකූලතා තිබෙන බිලිඳුන් ඝාතනය කිරීම බහුලව සිදු කරන ලද්දේ නට්සි ජර්මනිය විසිනි. ඔවුන් බිලිඳුන් පමණක් නොව ඩවුන්ස් සින්ඩ්‍රෝමයෙන් පෙළුණු ළමුන් පවා මරා දැමූහ​. එසේම  ශාරීරික ආබාධිත තිබූ ළමුන් ද මරා දැමූහ​. නට්සීන් ගේ මෙම ඝාතන ක්‍රියාවලිය කරන ලද්දේ ජර්මානු වෛද්‍යවරයෙකු වූ වික්ටර් බ්‍රැක් විසිනි. නට්සීන් යුද්දයෙන් පරාජය වීමෙන් පසුව වෛද්‍ය වික්ට බ්‍රැක්ට එදිරිව නඩු විභාගයක් පවත්වනු ලැබීය​. නඩුවේදී වෛද්‍ය වික්ට බ්‍රැක් ප්‍රකාශ කලේ තමන් විසින් සිදු කලේ දෙමාපියන්ට මෙන්ම සමාජයටද සේවයක් බවයි.

වෛද්‍යවරයෙකුට උපත් සංකූලතා තිබෙන බිලිඳෙකු දෙමාපියන්ට හෝ සමාජයට බරක්  යැයි කියා ඝාතනය කල හැකිද ?  මගේ අදහස නම් වෛද්‍යවරයාට ඒ සඳහා නෛතික මෙන්ම සදාචාරාත්මක හැකියාවක් නැති බවය​. ​සමහර විට දෙමාපියන්ටද එවැනි ළමුන් බරකි. එහෙත් එවැනි ආබාධිත ළමුන්ටද ජීවත් වීමේ අයිතියක් තිබේ. 

1995 වසරේ ග්‍රාමීය රෝහලක ස්ථාන භාර වෛද්‍යවරයා ලෙස සේවය කල කාලයේදී  ගම්බද තරුණ යුවලක් විසින් ඔවුන් ගේ අවුරුද්දක් පමණ වයසැති එකම දැරිය මවෙත ගෙන එන ලදි. මෙම කුඩා ළමයා හයිඩ්‍රෝකෙෆල්ස් තත්වයෙන් හෙවත් මෂ්තිෂ්කයේ මස්තිෂ්ක සුෂම්නා තරලය අධික ලෙසින් එකතු වීමේ සංකූලතාවයෙන් පෙළුනාය​. මේ නිසා මතු වන අධි පීඩනය නිසා ඇයගේ හිස් කබල කල ගෙඩියක් මෙන් විශාලව තිබුනාය​. දෙමාපියන් දරුවා ගේ හිස තුවායකින් වසාගෙන ආවෝය​. 

 ළමයාගේ තත්වය නිසා ඔවුන්  ආර්ථිකව මෙන්ම සමාජීය වශයෙන් පීඩා විඳින බව පෙනෙන්නට තිබුනේය​. මෙම ළදරුවාගේ  පෙනහළු ආසාදනය වී තිබෙන බව වෙද නලාව  තිබූ විගස මට ප්‍රත්‍යක්‍ෂ විය​. ළදරුවාව වහාම මහ නුවර රෝහලට ගෙන යා යුතු බව මම කීවෙමි. එහෙත් පියා ඊට දැක්වූයේ උකටලී ප්‍රතිචාරයකි. සමහරක් විට පෙනහළු ආසාදනය වැඩිවී ආබාධිත ළදරුවා ගේ මරණය ඔහු රහසින් අපේක්‍ෂා කලා විය හැක​. මම වෙද නලාව බිළිඳිය ගේ පපු ප්‍රදේශය මත තබත්ම ඇය විශාල හිස හරවා මදෙස බලා සුරතල් ස්වරයක් නිකුත් කලාය​.  දෙමාපියන් මෙන්ම  සමාජය විසින් ප්‍රත්ක්ශේප කරන මේ ආබාධිත ශරීරය තුල  අහිංසක බිලිඳෙකු සිටින බව මට වැටහිනි. මම මට හැකි පරිදි බිළිඳියට  විශේෂ ප්‍රතිකාර අවශ්‍ය බව දෙමාපියන් සමග කීවෙමි. එහෙත් ඔවුන් ප්‍රතිචාරයක් නොදක්වා යන්නට ගියහ​. ඉන් පසු මේ බිළිඳියට  කුමක් වූයේද කියා මා නොදත්තෙමි. 

වෛද්‍ය ඇන්ඩ්‍රේ බොර්කියූ අනායාස මරණයට එරෙහිව සටන් කල කැනේඩියානු වෛද්‍යවරයෙකි. ඔහු ජීවත් වූයේ කුබෙක් ප්‍රාන්තයේය​. මට වෛද්‍ය ඇන්ඩ්‍රේ බොර්කියූ හමු වීමේ අවශ්‍යතාවක් තිබුනේය.  මම මොන්ට්‍රියොල් වෙත කිහිප වතාවක් ගියද මට වෛද්‍ය ඇන්ඩ්‍රේ බොර්කියූ හමුවීම අතපසු විය​. ඔහු 2012 වසරේදී මිය ගියේය​.  වෛද්‍ය ඇන්ඩ්‍රේ බොර්කියූ  කියූ පරිදි වෛද්‍යවරුන් විසින් නැසිය යුත්තේ රෝගය මිස රෝගියා නොවේ. 

Ven. Udakendawala Siri Saranankara – The legendary freedom-fighter

The life of Venerable Udakendawala Siri Saranankara is inseparable from the history of the world peace movement. His service to mankind as a peace champion, disciple of the Buddha and an internationalist is remarkable.

My humble attempt in this essay, therefore, is only to dwell upon a few noteworthy aspects of his great life, with special reference to his association with the world peace struggle.

His life is a fascinating story of a village boy who joined the Order of the Compassionate Buddha and fought the British, both in his motherland and in India, for the sake of national independence, and, when that cherished goal was attained, he became a peace champion striving to deliver the world and entire mankind from the horrors of war.

He was born on the seventh day of January in the year 1902. Ven. Saranankara has mentioned that fact in his autobiography published in 1965, under the title “Sketches of a Struggle” . (Satanaka Satahan )

At that time the British rule in Sri Lanka, (then Ceylon) was at its peak. It, therefore, became his destiny to devote his entire life to the anti-colonial struggle in the country. At least some forty five years of his life were devoted to the independence movement in both Sri Lanka and India.

Saranankara’s mother died when he was two years old. He lost his father too during the days of his early childhood. The responsibility for his upbringing then fell on his elder sister, who thereupon became “a mother unto him.”

He joined the Buddhist Order as a novice in his early teens at the village temple. Then he came to the Kospillewa Vihara near Gampaha, where he lived for many years. Then he found his way to Colombo, the capital city, when his teacher took him to the Paramananda Pirivena, Kotahena for higher education. As he has mentioned in his autobiography, he didn’t like this place and returned to Gampaha.

The First World War broke out and its impact on the colonial Ceylon was heavy. The Sinhala-Muslim riots and the resultant Martial Law of 1915 shocked and baffled his mind. Then followed, the epidemic of Malaria which took the lives of many thousands of people. In the prime of youth, as a novice monk, Saranankara realized that it was all due to the colonial yoke under which the people of this country had to suffer.

It was during this time that he took to writing. The first article which he wrote was published in the then popular newspaper, “Sinhala Jathiya” (The Sinhala Nation) edited by Anagarika Dharmapala, the greatest national and Buddhist leader of the time. In this very first article, he condemned the feudal and caste system that was prevalent among the Kandyan people of Sri Lanka, and he vehemently attacked the way the higher strata of society kept on suppressing the oppressed. Motivated by the national renaissance movement headed by Dharmapala and other national leaders, Saranankara gradually came to hate the British rule over the country. He continued writing anti-imperialist articles to all national and anti-imperialist newspapers and journals, published at that time in the country.

The year 1921 was a turning point in his life. Anagarika Dharmapala wanted to go on a Buddhist mission to India. Saranankara met the great Anagarika at his residence, but was told that he was too young for the difficult vocation of a missionary in a foreign country. Nevertheless, Saranankara did not give up his effort to join the mission. He pleaded with Dharmapala’s mother and managed to get the consent of Dharmapala. So in April 1921, at the age of nineteen, Saranankara went to India to become a Buddhist missionary of the Mahabodhi Society.

Shantiniketan

One of Saranankara’s main motives in coming to India was higher education which had been interrupted a number of times when he was in Sri Lanka. Dharmapala also liked the idea of higher education for those who served in the mission. Thus Saranankara became a student at Shantiniketan of the great Indian scholar Rabindranath Tagore. Shantiniketan was not a mere school or a seat of learning. It was a place where thousand blossoms of independent thought, bloomed. This seat of learning was open to past and future and to East and West. Tagore started mixed education there, and the education the pupils received was cosmopolitan on one hand, and oriental on the other. Saranankara liked Shantiniketan and zealously pursued his studies.

It was at Shantiniketan that he came into contact with the Indian National Movement and its main personalities. In his autobiography he recalls the visit of Prince of Wales to India. When the Prince came, the Hartal movement started in many parts of India. This movement was initiated by Mahatma Gandhi, and all the shops in all the cities were found closed. The Mahabodhi Society requested the Buddhist priests to chant pirith (paritta) at the arrival of the Prince. Though some priests complied with the request, Saranankara protested and turned it down.

Thereupon, the authorities at the Mahabodhi asked him to go to Calcutta to take over the duties at the Buddhist Vihara there. Saranankara did not like this idea of being an incumbent in a Buddhist Vihara and thought that he should come back to Sri Lanka. At the railway station he changed his mind and came back to Shantiniketan. But he had no money to pursue his studies.

He saw the great guru, Tagore. “As long as you have your begging bowl with you, have no fear about money. Go back and study,” the savant of Shantiniketan told him. And Saranankara recommenced his studies.

Life at Shantiniketan was a source of inspiration to him. He liked the independent atmosphere there and he later found himself in the midst of varied activities of the Indian Independence Movement. He was involved more in politics than in studies. The deeper he went into the Indian Swaraj Movement, the more he came to hate the British rule. He came into contact with the young independence fighters. The experience and inspiration thus gained evoked in him a desire to write more and more for the journals published in his own country, informing his people of how the Indians were fighting the British. At the same time, he wished to cultivate in the minds of the people of Sri Lanka, the spirit of anti-imperialism through his writing. He continued writing to most of the Sri Lankan journals such as “Sinhala Jatiya” , “Swadesha Mitraya” , “Sarasavi Sandaresa” , “Saraswati” , “Lakmina” and “Sinhala Balaya” which published many of his articles at that time.

Independence from the British rule was the main theme of his writing. One other subject he discussed was the caste system in our country. He also attacked certain sections of Buddhist clergy who amassed wealth and utilized it for their personal luxury. The open and radical thoughts and ideas of Saranankara were the main characteristics of his writing, even during his mature age.

Caste system

At Shantiniketan he learned Bengali, rather easily. This fluency in Bengali was very helpful to him when he started translating many Bengali literary works into Sinhala during the latter part of his life. His other subjects at Shantiniketan were Comparative Religion, Political Science and History. But when he came to Sri Lanka in 1930, he left his studies at Shanthinikatan unfinished.

Saranankara was moved by the state of affairs in his own country. The British rule was extremely oppressive and the attitude of submission of the people was shameful. In a booklet he wrote entitled “My Country”, he attacked both the British rule and the slavish attitude of the people, especially of those who worked for the British. Ten thousand copies of this booklet were distributed among the people. For this offence, he was interrogated by the Colonial Criminal Investigation Department and was warned to be obedient to the King!

This was an eye-opener to him. He realized that fighting the imperialists was no easy task. The only organization to fight the enemy would be a movement along the lines of the radical activists of East Bengal. So he went back to India. It is from that time onwards that the most dramatic period of his life began.

Buddhist peasants

He came to Calcutta, and from there proceeded to Chittagong, predominantly a Buddhist area. His mission was not only religious, but also political. He met the Chittagong young revolutionary patriots in secrecy and started his campaign against the British among the Buddhist peasants there. He campaigned that all the Buddhists including the clergy, should rally around these young revolutionaries who broke into the British arsenal to obtain firearms to fight the imperialists.

During this time, having passed the London Matriculation Examination, Saranankara entered the City College of Calcutta University for higher education.

He was the only Buddhist priest who studied there at that time. By the end of 1931, he was elected the president of the Students Union there.

The time was extremely tense. The West Bengali radicals, with their anti-imperialist fighting traditions, began to resent the Non-violence Movement of Mahatma Gandhi, saying that it was not the proper organ to fight the British. In his autobiography, among other things, he writes: “Non-violence may be a great concept of Dhamma. Nevertheless, it has no meaning to the common man. More so, it has no bearing at all on a movement of national liberation.”

Dark dungeon

Saranankara witnessed a number of terrorist activities of the Bengali radicals, when they killed British officers in broad daylight. Among these radicals were a number of girls. Two of these schoolgirls shot a British government agent dead, when he came to attend a ceremony in their school. Many other such incidents followed.

In March 1932, Saranankara was detained by the Calcutta Police. He was charged with having helped the Bengali radicals in their “subversive activities”. Though he was acquitted at the trial, he was again taken into custody and was kept in a dark dungeon for a number of months by the colonial police without any trial. Later he was exiled to Benares where for nearly four years; he lived the life of a prisoner.

In Calcutta and in Benares Saranankara came into contact with the main personalities of the Indian National Movement, including men like Subas Chandra Bose. Although British officials tried to tempt him with various promises and pledges, he remained an anti-colonial fighter and went deeper and deeper into the Indian liberation struggle.

During his exile in Benares, Saranankara formed a Bengali Literary Circle which attracted young radical patriots. The education he received in India made him an internationalist, and this doctrine of internationalism with regard to the liberation, progress and peace of mankind, remained his living philosophy to the end of his life.

The secret police followed Saranankara wherever he went. Nevertheless he never lost touch with the national movement. His assistance was often sought by the radical youth. In the beginning of 1936, Saranankara was seen at the head of a Hartal procession in Benares when the people demonstrated against the British Governor visiting the city.

Despite the police restriction against him, he left Benares and came to Calcutta in April 1936. There he met his guru Rabindranath Tagore and the young luminaries of the Indian National Movement, namely, Jawaharlal Nehru and Dr. Kripalani. A few weeks later, Saranankara was exiled to Sri Lanka by the colonial authorities.

In Sri Lanka he joined the Lanka Samasamaja Party, which was the main organization of the Sri Lankan Socialists at that time. Within a short time he became a prominent figure in the party. It was Saranankara who wrote the first book on socialism in Sinhala, discussing why people should choose a socialist form of government.

Later, the United Socialist Party came into being with Saranankara as one of its founding members. It was the nucleus of the Sri Lanka Communist Party which was formed under the leadership of Dr. S. A. Wickramasinghe in July 1943.

The Second World War broke out. The British colonial authorities were out for the blood of the Communists and other radicals in the country. Saranankara was charged with agitating against the imperialist war at a public meeting. He did not plead guilty, but instead, denounced the British imperialists in court. Saranankara was sent to jail for a period of two years.

“I was only sent from a bigger jail into a smaller one. The whole of Sri Lanka under the British yoke is in itself a big jail,” he wrote in his “Sketches of a Struggle.”

He was released in June 1944, and the first thing he did was to visit the headquarters of his dear party. From there onwards, his main mission was to devote his time and energy to party work for the realisation of its noble ideals.

It was during this time, that he started his monthly journal “Nava Lokaya” (The New World). It was the first progressive Sinhala monthly to be published in our country. When he passed away in November 1966, the journal was in the twenty fifth year of continuous publication.

Nuclear explosion

The service rendered by this journal to the cause of world peace is significant. It was a window open on the new world of socialism, progress and peace.

In 1954, when the American imperialists wanted to carry out nuclear tests in the Pacific, he offered to sacrifice his life. By this time, the Sri Lanka Peace Council was already in existence. When it was formed in 1950, it was Saranankara who pioneered this great task and became a dynamic force in the movement to protest against the nuclear explosion planned to take place on our region.

For this unrivalled feat of bravery and for the contribution to the cause of peace in general, Saranankara was awarded the coveted International Lenin Peace Prize, in 1958.

The International Peace Conference which he organized in Sri Lanka in 1957, to protest against the American imperialists who attempted to explode nuclear bombs in the Pacific, was a significant event in the history of the peace movement in our country.

During the American aggression in Vietnam, it was he who helped create a public opinion in Sri Lanka to condemn the genocidal activities perpetrated by the imperialists.

Saranankara attended a number of international forums as an indefatigable champion of peace and his voice had made a deep impact on the peace movement of the world. The writer came into contact with this legendary freedom-fighter and internationalist in the year 1960, during the formative years of his literary career. This memorable relationship remained until his death, on the 13th of November 1966.

As a writer, Saranankara’s service to the cause of peace, socialism and progress was of great importance.

He was the first to bring the Sinhala, Tamil and Muslim writers of our country into one powerful organization in 1964, a prestigious organization presided over by Martin Wickramasinghe, the GOM of Sinhala literature. Incidentally, this writer was its assistant secretary.

Ven. Saranankara’s was a life, every second of which was devoted to the cause of peace and progress of the mankind. It was also a highly exemplary life of a Buddhist monk, who gave a comprehensive and a practical meaning to the immortal teachings of the Compassionate Buddha.

Today terrorist roam free while war heroes languish in prison – Gotabaya

We should never forget the sacrifices made by Sri Lanka’s war heroes during the country’s 30 years of war against terrorism, says former Defence Secretary Gotabaya Rajapaksa.

But due to international pressure and the malicious accusations being made against the war heroes, today they are facing severe hardships, he claimed.

We all know that right now a large number of war heroes have been jailed,” Rajapaksa said, speaking exclusively to Ada Derana on the occasion of the war heroes’ commemoration day.

At a time when the terrorists who murdered and destroyed the livelihoods of the people in the country are living freely today, the war heroes who risked their lives to bring peace to the country and defeat those terrorists are languishing in prison.”

Gotabaya Rajapaksa said that he believes it is unfair to imprison the war heroes who served the country, whatever the reason.

Colombo, May 18 (newsin.asia): Sri Lankan Tamils should observe May 18 every year as Tamil Genocide Day”, said the Northern Province Chief Minister C.V.Wigneswaran on Friday.

He was speaking on the fourth annual remembrance day at Mullivaikkal, the scene of killings in the last stages of the war against Tamil Tiger separatists in 2009.

In his emotionally charged and hard hitting oration, Wigneswaran called upon the International Community to directly intervene to secure justice for the Tamils and restore their sovereignty”.

He endorsed the suggestion of the UN High Commissioner for Human Rights that ‘Universal Jurisdiction” should be extended to Sri Lanka to force Colombo to carry out its promises to the international community.

Thousands Flock to Non-Partisan Event

Thousands of Tamils from all parts of the Northern and Eastern provinces had converged on Mullivaikal thanks to the transport arrangements made by the Northern Provincial Council. The call given by the students of Jaffna University and the Chief Minister to eschew partisan politics in the observance of the anniversary of the killings, also drew people to the venue in much greater numbers than ever  before.

The Sri Lankan military too was nowhere in sight.

Volunteers in black shirts saw to it that no politician came to the venue with an intention to exploit it for his or her partisan or personal benefit. The only political personality allowed to take a leading part in the event was the Chief Minister of the Northern Province C.V.Wigneswaran.

At any rate, Wigneswaran was the moving spirit behind the commemoration. None of the top leaders of the Tamil National Alliance (TNA), his party as well as the dominant group in the council, could be spotted in the crowd.

Six Point Resolution

Only Wigneswaran spoke and his speech found resonance in the audience. He moved a six-point resolution which was approved resoundingly.

The six points are:

(1) From this year onwards every  May 18 in the coming years must be identified as Tamil Genocide Day.”

(2) The International Community, without delay, should set up an International strategic mechanism to ensure justice for the people affected.

(3) As a group of people the Tamils have faced institutional genocide, the International Community must come forward to assure us a sustainable political settlement based on our sovereignty, our homelands and our individuality.

(4) Considering the suffering undergone by the Tamils let the International Community identify their suffering as a mass disaster situation and arrange the necessary infrastructure to rehabilitate our people by directly helping us.

(5) It is the Tamils’ desire that the Armed Forces withdraw from the Tamils’  areas of traditional habitation. The latest ruse adopted is that the Armed Forces have come forward to shower some facilities and benefits on the Tamils in order to continue to occupy their areas. Let the Tamils beware of Trojan gifts.

(6) Next year would be the Tenth anniversary since brutal massacre at Mullivaikal. Let the Tamils dedicate May 18 every year as a day of mourning and as a symbol of Tamil unity.

Need For Non-Partisan Approach

Wigneswaran appeal to the Tamils to resolve that in the coming years they would bring all interest groups among us together, appoint an appropriate committee devoid of political party affiliations and regional considerations to organize an appropriate Day of Remembrance on May 18 in the coming years.

Disappointed with  International Community

Wigneswaran expressed disappointment with the silence of the international community on the Tamil issue but was confident that their conscience would be stirred eventually.

Though belated we are positive that the clear conscience of the world community would open up to the reality of the situation and opt to find justice for the genocide practiced here. Our people patiently await such enlightened activities on the part of the International Community. We are sad that despite the passing of nine years such a transformation has not come over the International Community yet,” he said.

Wigneswaran went on to say that many point to Ruwanda and Bosnia and discourage the Tamils by saying that justice will take decades and therefore the Tamils must consent to half baked” solutions.

But he pointed out that when genocides occurred in Ruwanda and Bosnia, laws did not provide for international intervention. But now there are International Covenants and Agreements which say that the International Community has a right to prevent such brutal incidents taking place in individual Sovereign States.

Official Communalism in Sri Lanka

Wigneswaran accused the Sri Lankan State of being communal.

Those in the highest echelons of power have been heard to say that they will not allow even a single Sinhalese soldier to go to jail. Does that mean criminality depends on one’s race and community?,” he asked.

We have no paucity for Sinhala politicians who consider any offence committed against the Tamils by a Soldier is no offence at all,” he pointed out.

Wigneswaran recalled that Sri Lanka had consented to install a hybrid Inquiry Panel before the world body and pointed out that now it refuses to abide by its promise.

This would point out to the world the manner in which our successive governments for 70 years have deceived and fooled our Tamil people,” he said.

Extend Universal Jurisdiction

Referring to the UN Human Rights high Commissioner asking the UN Human Rights Council to explore other avenues including the application of universal jurisdiction, that could foster accountability,” Wigneswaran said that he joins the High Commissioner in making the said request of the International Community.

Missing Persons

On the missing persons, the Chief Miniser said that having handed over their loved ones to the Army the Tamil people are yet to be told the fate of such persons. The government just ignores their plight.”

Those arrested under the Prevention of Terrorism Act continue to be remanded for years without any prosecution. The government under took to withdraw the PTA, but to date it has not.”

Land Issue

Wigneswaran accused the Sri Lankan Armed Forces of seizing the Tamils’ habitations ‘by force.’

They have set up Buddhist places of worship, agricultural Farms, sea resources farms, holiday resorts etc and continuing to occupy them.”

The Wanni region is  being colonized by the Sinhalese.  Specially in this Mullaitivu District both land and sea have been seized by force by the Armed Forces, ” he charged.

Army Paid To Release Lands

Wigneswaran charged that when releasing the peoples’ lands the army obtains huge sums of money from the government given out of the funds earmarked for resettlement.

We do not understand the logic behind this move. Money was apportioned by the International Community and the Sri Lankan government for resettlement of our people. How could such money be paid to the Armed Forces?” he asked.

The Armed Forces were not invited by us. They did not camp themselves here at our request. On the war coming to an end they should have withdrawn from the North and East.”

They usurped our lands and forcibly occupied them. They used all the resources and income from such lands themselves  so far. When they are finally asked to hand over the lands to our people the Army demands compensation. And they are paid out of money earmarked for the resettlement of our people. The people are not interested in paying compensation for those who deprived them of their lands and enjoyed all resources, income and benefits from their lands.”

The Government has lost sight of the fact that such money belong to our people. We are wondering if the request of the government under pressure from the International Community to hand back peoples’ lands have been turned down by the army, and as a sop to get around the army, the government is using our money to pay bribes  to get them out of our lands.This is the present state of affairs in the North and East,” Wigneswaran said.

Call for International Intervention

Calling for international intervention, Wigneswaran said: I make bold to call upon the International Community on this occasion to resolve to put political pressure on the Sri Lankan Government to coax them to fulfill their obligations.”

The International Community must realize nine years after the war had ended the successive Sri Lankan Governments have continued to keep a determinable group of people, the Tamils under their military control in their area of historical habitation.

Wigneswaran warned the Tamils about being pawns in the hands of scheming individuals or institutions,” apparently  referring to his rivals in the TNA and  ministers in the government of Sri Lanka.

Where is the timbre of reconciliation?

This is the Day of Peace – when the LTTE was finally defeated, at Mullivaikkal in the Mullaithivu District.

The path of peace is that, or should be that, of reconciliation. It is a word we have heard so often, especially in the past three years. President Maithripala Sirisena, who says he will not retire in 2020, when his term as President ends, has stated that reconciliation remains to be achieved.

But the President’s Office obviously has more important things than reconciliation today, such as the speedy appointment of that Anuruddha Polgampola as the Chairman of the State Timber Corporation. He was sent to Remand Prison – the second Timber Corporation chairman there. He has been bailed out.

There is very much more to go for reconciliation to be dealt with any seriousness – certainly more than the initial pledges of the so called Yahapalana Government.

We now have an MP of the Joint Opposition, from the SLFP – of which the President is the leader – calling for the resignation of the Military Spokesman, for not contradicting what the Cabinet spokesman, Minister Rajitha Senaratne, said about civilian deaths in the northern conflict.

It is all about commemorating the dead. There are big issues raised here about Mullivaikkal remembrances in the North. Minister Senaratne has said the Government permits only to commemorate civilians, those who became war victims. We understand, the LTTE was not an army of any State; It was a terrorist organisation, and its fighters were terrorist cadres. Why commemorate the terrorist dead or killed? But a journalist did raise an interesting question. What about the JVP – its victims – those civilians killed by that ruthless terror in the two uprisings of 1971 and 1989?

The JVP has two “Viru Samaru “or Hero Remembrance Days. The “Bak Maha Viru Samarauva’ on April 5, for the 1971 uprising, and the “Il Maha Viru Samarauva” for the 1989 uprising. The Minister said the JVP fighters were terrorists who sought to overthrow the elected governments. But the interesting fact is that those terrorist killers can be remembered, formally and openly, and not other terrorists – The difference appears to be one of South and North.

The families of the southern Sinhalese victims of the JVP terror must be having their own private remembrances, alms offerings, and prayers and wishes for good rebirths for those killed by JVP terror. Nothing big, nothing loud. But, the JVP that gave leadership to that two-phased terror, can publicly, proudly, and with much song (and even dance) remember and celebrate their dead killers or fighters who killed others!

That is the spirit of non-reconciliation that prevails in this Land of Peace.

It is a reconciliation geographically divided. The North and South are certainly not the same. Commemorations of the dead by the forces of terror, or the armed forces that defeated such terrorist forces, cannot be the same – they must differ in the North and South. Does it not mean that we are different people, although living in the same country, and members of the same nation – Sri Lankan? Yes, it does, and must be so, too.

Why raise such unnecessary questions – when the issue is one of who dominates whom?

Minister Senaratne is not one who deserves or receives much commends for his official and political statements. But he did say some truth on the issue of civilian casualties in war. When asked whether he was saying that the armed forces deliberately targeted civilians in the humanitarian operation (to defeat the LTTE). His reply was good: Not at all. I am saying it is impossible to prevent collateral damage in any armed conflict.

Even such a statement makes the forces against reconciliation very angry. They expect the Army Spokesman to refute the Minister, stop being the spokesman, and even say that no Army personnel should bear the post of Army Spokesman hereafter. Who should?

It is the spread of the North – South Divide. Nearly 10 years of post-war living, with much talk of peace, accountability, and reconciliation have done very little to ensure any of those three. Peace is certainly shaky, with the politics and slogans of confrontation rapidly spreading. Accountability is highly questionable, with the Missing Persons probe only just beginning, and that too with questionable confines. Reconciliation is the most and worst affected.

The timbre of true reconciliation is not heard in the increasing orchestration of dislike, hate and confrontation. These may come with a so-called scientific claim, as bad as in a Cabinet reshuffle, or with intellectual inspiration via Shangri-la. The tone of one of rising animosity and the beat of reprisal. Never the much-needed timbre of reconciliation.

China, India and the Indian Ocean: Sri Lanka’s Foreign Policy Challenges

Sri Lanka’s foreign relations must reflect the country’s priorities. Sitting in the middle of the Indian Ocean at the southern tip of India, Sri Lanka occupies an enviable strategic position. A blessing that, with careful and thoughtful handling and long term vision, can be leveraged to its advantage and, mismanaged, a curse that has and will attract the unwelcome attentions of global and regional powers seeking to strategically dominate the Indian Ocean. Throughout history, Sri Lanka has captivated the greedy interest of various powers, for strategic and trading reasons. At times, we elegantly parried and benefited from this attention. At other times we faultered. Responding to and judiciously managing these covetous advances and ensuring that the national interest is safeguarded, including its territorial integrity and sovereignty, will remain a priority. Having overcome a terrible terrorist challenge, nine years ago, we are again facing one of those seminal periods in its history.

Today, an additional factor must enter our calculations. We possess a 200 mile exclusive economic zone and, possibly, a vast area of sea bed to which we have lodged a claim since 2009.  The wealth of this area, both in the water column and trapped in the sea bed, could make Sri Lanka a prosperous nation with careful management. This could also be another attraction to Sri Lanka’s suitors.

Recent history

Sri Lanka’s foreign policy, at times, has demonstrated a maturity out of proportion to its relative size and the country has played an impressive role in international affairs. Punching above its perceived weight was accepted as normal, with men of undoubted stature managing or representing its national interest. Sri Lanka was a country to be reckoned with at the United Nations and in multilateral affairs. In the 50s, 60s and 70s and later, Sri Lanka adroitly adopted a non-aligned approach in international relations and used it to its advantage. This helped to keep the contending super power wolves at arms length, manage our ever sensitive neighbour, India, with its own affiliation to non-alignment and also attract development assistance from both major camps. But an overt and ill considered shift towards the West along with the implementation of an open economy in the late seventies, on the advice of multilateral funding agencies, following the election of the Jayawardena government in 1977, saw the carefully nurtured geopolitically balanced approach of the Bandaranaika governments being disrupted. India, which was close but not too close to us in the past and despite its much lauded non-aligned purity and cultivated image of non violent respectability, was disturbed and found excuses to militarily intervene in Sri Lanka and openly sided with the nascent Tamil insurgents, training and arming them. India’s unwelcome military and political incursion in to Sri Lanka, which resulted in the insurgency reaching unmanageable proportions, in all likelihood, had the blessings of Moscow which was intensely competing with the West for friends and allies even at this stage and destabilising ostensibly pro Western Sri Lanka may have been part of its strategy.

Forlorn hopes of Chinese or Western intervention on our behalf proved grossly exaggerated. Sri Lanka was left alone to fend for itself in a difficult situation. Subsequently, India, exploiting its advantage, pressured Sri Lanka to enter in to the much reviled Indo-Lanka accord which provided India with extensive security assurances and the excuse to deploy over 100,000 troops as peace keepers. The Indian goal may have been to keep at least some of its troops permanently in Sri Lanka. But fate intervened when the Tamil Tigers whom India had nurtured, turned violently against its benefactors, and subsequently killed Prime Minister Gandhi by deploying a suicide bomber. India was subsequently forced to pull out with considerable loss of life and, more importantly, dignity. Sri Lanka quickly returned to its non-aligned base under President Kumaratunga and later under President Rajapaksa. But something had been lost in all this confusion and its image was blemished. It took considerable effort to restore a semblance of the confidence of India in its southern neighbour. Over the years, India had also emerged as the regional power with a legitimate security interest in Sri Lanka’s geo political stance and it became essential to manage India’s concerns with care. India was also eyeing Lanka’s economic potential.

The Rajapaksa regime that took over in late 2005, despite its relative lack of experience, managed the relationship with India with impressive dexterity that contributed towards generating a sympathetic understanding which was a critical factor that enabled it to comprehensively defeat the terrorist LTTE. Unfortunately, after the conflict ended, the same intensity did not characterise our efforts to manage Indian perceptions of Sri Lanka and the consequences were a disaster.

The US and the West

While the critical Indian factor was being carefully managed during the period before the conflict was ended, the attention that was being paid to the West suffered a decline. Over the years, Sri Lanka had succeeded in getting the terrorist LTTE proscribed in most of the West, (The US proscribed the LTTE in 1997) including in Canada and the EU, due to the concerted effort made by policy makers and diplomats. The endless suicide bombings targeting civilians and non military targets, and the murder of the respected Foreign Minister, Kadiragamar, by the LTTE, contributed to this outcome. As the internal conflict escalated, and as the much vaunted Tamil Tigers began to lose ground rapidly, a combination of factors was manipulated to change this perception. The pressure exerted by the groups supportive of Tamil separatism and the NGO community intensified with a focus on alleged, and often exaggerated, violations of human rights by the security forces and US policy makers with a human rights background were lobbied incessantly. Sri Lanka’s response could not match the intensity of the Tamil separatist propaganda effort. A stronger and more effective presence and a dedicated professional lobbying apparatus in Washington and other Western capitals may have helped to counter these pressures and the national approach could have been more refined.

Legislation unhelpful to Sri Lanka was adopted by Congress, for example the Leahy Amendment, resulting in the gradual dilution of sympathy for the Sri Lankan cause and the suspension of military assistance.  Bushmaster guns purchased by Sri Lanka could not be used due to the absence of ammunition, the supply of which was caught up by the Leahy Amendment. The long-hoped-for joint exercises did not materialise. The millions of dollars pledged to this country under the Millennium Challenge Account for infrastructure development were withdrawn putting tremendous financial pressure on us. Tamils for Hillary began making significant donations to her presidential campaign, which were returned only after protests were registered at a senior diplomatic level. Disturbingly, a statement made by Hillary Clinton at the time seemed to suggest that a distinction could be drawn between good terrorists and bad terrorists. Leaked cables published in Wikileaks indicate that Hillary Clinton, as Secretary of State, had intervened to exert pressure on the IMF to deny Sri Lanka a critical stand-by loan just two weeks before the LTTE was vanquished. The IMF appears to have resented this intrusion by the Secretary of State to its domain. The same leaked cables reveal that there was even a serious suggestion by the US to extricate elements of the LTTE leadership  from the Mulaitivu beach and Indian objections may have stymied this effort. Relations between the two countries spiralled downwards further when anto the Sri Lankan Foreign Minister for a bilateral visit to Washington was ignored. This may have been the opportunity to bring a semblance of balance to the relationship that was now on a distinct downward curve. The relationship became openly antagonistic.

What was happening in Washington was being repeated in Ottawa, London, Brussels and Geneva and a chorus of criticism to the Lankan cause gathered momentum. Strident commentary took a painful form when the EU withdrew the GSP concession, ostensibly for non complying with global human rights conventions to which Sri Lanka was a party. Aid allocations were reduced dramatically. The EU began pressuring its members to stop arms supplies to Sri Lanka.  Approaches had to be made for the supply of spare parts and refurbishing of weaponry to Eastern European countries on an ad hoc basis. Only personal interventions helped to secure some of the weaponry from Eastern Europe.

The downward tendency in relations with the West got magnified in post conflict period resulting in the West using the Human Rights Council to hold Sri Lanka to account for the alleged violations of human rights standards and war crimes.

The concerted withdrawal of support by the West and the increasingly hostile attitude was a key reason for the Rajapaksa regime to turn to China, Pakistan, Ukraine, Russia and others for support. Interestingly, Israel continued its supply of weapons to Sri Lanka, although at a price.

If there is a lesson to be learnt, it is that a small country such as Sri Lanka could not afford to isolate itself from any of the major powers and be allowed to live in peace. Policy approaches have to be carefully balanced against historical experience and future implications. Any policy adopted has to be comprehensive and not piecemeal and the entire administration had to subscribe to and work hard at it.
