” STEP FORWARD AS A RESURGENT NATION ” says His Excellency, The President.

 Dear  Your Excellency !! 
 
Your New Year message to the Nation, under the above caption, is very inspirational, and reflective of your firm resolve, of your future endeavours for Sri Lanka, in the year 2012 and beyond. My good wishes to you would be symbolic of the thoughts of all  Sri Lankans, towards building the Nation with great dignity. It is your belief that the progress envisaged would be expedited by forging a political tradition, based on new thinking.  Certainly YES, that is every Sri Lankans wish.  ”  Old order changeth, yielding place to new “
 
This vision has to be imbued in the minds of  The Honourable Ministers,  Parliamentarians, all Legislators, High Officials, all Politicians, and all those officials entrusted with keeping good Governance at its optimum level, as a team,  period.  This concept of keeping the wheels of good governance well lubricated, has not been seen in the yester year  2011. It has been more often, very often, seen in the breach. It is with great deference, Your Excellency, that it is my point of view, that  this position has to change for the better in 2012.
 
It is also my point of view that Your Excellency does not have the time to look into matters individually, and find solutions, when it is obligatory of your Legislators, and Top Officials, to find time to resolve day to day problems.
 
Please pardon me, let me equate your Excellency to a University Don. The University has many beautiful Students who enter the portals of the University to accomplish academic dreams for upliftment of their lives. All students envisage a peaceful environment. There are a few who enter the University with a ” Bee in their Bonnet “, and create a restless, sordid, sadistic,  atmosphere for the rest of the Students. The Government Legislators step in and resolve the problem. The  ‘DON’ either suspends the incorrigible students, or sack them from the University. Any criminality by Students will be handled by the Police, as per Law of the Land.
 
Now, Your Excellency, you have Politicians amongst you who behave in the most  weird, criminal, and shameless manner.  Your Excellency cannot, and will not have the time to look into them individually. Let the course of Law take its turn. The Civil Discipline of the Country is mandated  to the Sri Lanka Police. It is the prerogative of The Inspector General of Police to handle any form  of INDISCIPLINE.  
 
Your Excellency The President,  I have TWO suggestions to make,  as a contributory factor, to your concept of a Resurgent Nation.  I truly believe that you will give meaningful thought to the suggestions.
 
A.……Promulgate Laws in Parliament to prevent any Legislator or Politician, or any Government Official,  from  interfering with the Police, giving orders to the Police, going into Police Stations and attempting to make all ranks of Police Officers servile, to  Governmental and  political authority, de-moralising them mentally.  Relieve the Inspector General of Police from all, and any kind of interference on Disciplinary Matters handled by the Police. Give a mandate to the IGP, to expose and complain any kind of Political  interference to the Defence Ministry.  The Defence Ministry in turn must table the complaint in Parliament, to reprimand and discipline the indisciplined individual.  A punishment should also be promulgated.
 
Your Excellency, I believe you would be terribly relieved  if you allow the Police to handle all Disciplinary matters on their own without interference. This will take the burden off you, of trying to save a Criminal in your fold.  Like Crazy University Students, with great deferance, you have Crazy Politicians too.  Your Hands should be CLEAN. I also believe that all Sri Lankans would welcome this move. It will increase your credibility rating too.
                                                                           MOTTO:-  POLITICIANS !!   NO INTERFERENCE WITH THE POLICE PLEASE.
 
B.…….Promulgate Laws in Parliament, to confiscate any vehicle and Machinery used  for illegal purposes such as:-
 
1……..Vehicles and Machinery used in the illegal transportation of Logs and Sawn Timber.
2……..Vehicles used in the illegal  tranportation of Cattle or any other Animal.
3……..Vehicles used for abducting Human Beings.
4……..Vehicles used for transporting illegal  Ordnance.
5……..Vehicles used for transporting people for subversive activities.
6……..Vehicles and Machinery used for illegal mining of Sand and other. 
 
Vehicles can be defined as anything on Wheels. I personally feel that Boats should also be covered in this enactment. The Confiscated Vehicles,and Machinery can be passed onto the Forces or Police for their use.
Your Excellency,  I firmly believe that once legislation has been enacted, and an awareness has been created and publicised, the aforesaid Illegal Activities would possibly drop to a definite low.
Wishing Your Excellency a Happy New Year, and  success in all future endeavours, in 2012 and beyond.

    You cannot expect pigs to fly. Most politicians at state and local levels do not have the ability to understand, capability or interest in good governance other than serving their own interests and their friends’. Worse they resort to extreme level of law breaking and violence to achieve it aided by, as you have mentioned, legal and law enforcement impunity. Now this has progressed to such levels that the county’s reputation as a civilized entity is at stake. Unfortunately, as far as I know the president has not uttered a single word in condemning these beastly acts. It is like, a background of violence and corruption is needed to become a politician in SL. We can take an example from TNA and other Tamil parties. To most part they have always selected people with proper abilities and integrity as representatives who have conducted well in parliamentary affairs and have the vision and knowledge to understand the short and long term needs and aspirations of the people they represent.

    Nowhere in my article have I referred to “” legal and Law enforcement impunity “” Sorry I cannot furnish you with an understanding.

    Susantha, Sena,

    ALL LAWS should be implemented to the letter, not just the murder law.

    6th amendment, PTA and ER should ALSO be implemented to the letter. Then TNA, Mano Gonason, etc. will all be in jail for life.

    They are laws too. Sending them to prison is a very good starting point to teach other political criminals a lesson.

    Prison terms with Hard Labor is an even better deterrent. Lots of roads in Lanka need re-doing. All that and more can be done by mischief makers who get prison term with hard labor, under prison official/Army supervision.
