දිරා පත් නොහොත් ලුණු බත් නොහොත් ලංකාවේ රාජ්‍ය සේවය කොට උඩ යෑම

චන්ද්‍රසිරි විජයවික්‍රම
2012 වසරේ මා ලංකාවේ මාස හයක්ම රස්තියාදු වූ කාලයේ මගේ උප්පැන්න සහතිකයේ කොපියක් ගැනීමට පානදුරේ ආණ්ඩුවේ කන්තෝරුවට ඇප්ලිකේෂන් එකක් යැවු වෙමි. මාසයකට පමණ පසු මට ලැබුනු පිලිතුර නම් “දිරා පත්” කියාය. මේ කියන්නේ කුමක්ද කියා විමසූ විට පානදුරේ කන්තෝරුවේ උප්පැන්න වාර්‍තා ලොග් පොතේ පිටු විනාශ වී ගොස් ඇති බවත් සමහර විට කොළඹ රෙජිස්ට්‍රාර් ජෙනරාල් කන්තෝරුවෙන් කොපියක් ලබා ගත හැකි බවත් මට දැන ගැනීමට ලැබිණ. ඒ සඳහා කොළඹ ගොස් සල්ලිත් බැඳ ආවත් පිලිතුරක් ආවේ නැත.
මේ දිරා පත් කියන වචනයට ඉංග්‍රීසි වචනය කුමක්ද කියා මට සිතා ගත නොහැකිය. මේ වචනය යකාගේ උත්තරයකි. දිරා පත් උනා, දිරා පත් කරලා මිස දිරා පත් කියා කීමෙන් වරද පැටවෙන්නේ ස්වභාව ධර්‍මයටය! මේ අනුව ලොග් පොත හෝ එහි පිටු විනාශවී ඇත්තේ කාගේවත් වරදකින් නොව ලොග් පොතේම වරදකින් ය. ලොග් පොත තමන්ගේම වරදකින් තමාව දිරාපත් කරගෙන ඇත. එක ගොඩ නැගිල්ලකින් වෙන එකකට මේ ලොග් පොත් ගෙන යන විට හෝ වහලෙන් වතුර වැටී හෝ කාවන් මීයන් කා හෝ මේ පොත් විනාශවී ඇත්තේ දැන් කාලයක සිටම මකබෑ වී ඇති රාජ්‍ය සේවය නිසාය. යම් නිලධාරියෙක් යම් අවස්ථාවක තම රාජකාරිය පැහැර හැරීම නිසා මේ දිරා පත් කිරීම කර ඇත. දේශපාලක හොරුන් නුසුදුස්සන්ට රක්‍ෂාව දී මුළු රටම බල්ලාට දැම්මේය. හැම එකාම බලන්නේ තමන්ගේ හොද්ද බොරකර ගත හැකි ක්‍රමයක් මිස රට වෙනුවෙන් අඩු තරමින් තමන් ගන්නා පඩියට පවක් නොවනසේවත් සේවයක් කිරීම නොවේ.
මේ ලඟදී කටුගෙයි පඩි පෙල කඩා වැටී පාසැල් සිසුන්ට තුවාල සිදුවිය. ඒ පඩි පෙල අවුරුදු සීයක් පමණ පරණ එකක් බවත්, එය හොඳටම අබලන්ව ඇති බවත් නිලධාරීන් දැන සිටියේය. නමුත් මුන් අන්ධයින් හා බීරන් මෙන් හැසුරුනේය. මේ හැසිරීමට ඉංග්‍රීසියෙන් කියන්නේ ට්‍රැජඩි ඔෆ් ද කොමොන්ස් කියාය. තමන්ගේ ඇඟ බේරා ගෙන ෂේප්වී සිටීමය. උදාහරණයක් වශයෙන් පඩි පෙල කඩා වැටෙන තරමට දිරා ගොස් ඇති බව ඩිරෙක්ටර් අමාත්‍යාංශයේ ලේකම්ට දන්වයි. ලේකම් එය ඇමතිටත් මහා භාන්ඩාගාරයටත් දන්වයි. ඉන් පසු වෙන දේ කුමක් වුවත් නිලධාරීනුත් ඇමතිත් එගොඩය. කටුගෙට සෙනඟ ආවත් එකය, නාවත් එකය. නිලධාරීන්ට පඩිය ලැබේ. වගකීම හා යුතුකම වෙන කෙනෙකුට තල්ලු කර වෙන කෙනෙකුට විය හැකි පොදු හානිය නිසා තමන්ට වහාම හානියක් වීමට ඇති ඉඩකඩ වැසීම මින් සිදුවේ. මෙය පාරේ කාරා කෙල ගැසීම හෝ ඩෙන්ගු මදුරුවාට වතුර සප්ලයි කර දීම වගේම වැඩකි. හානිය සිදුවන්නේ අන් අයටය. දැන් දැන් මය. ඒ හානිය තමන්ටද ප්‍රමාදවී, කැරකී, ඉදිරියේදී එනවාය යන න්‍යාය දැනට වැදගත් නැත. පුද්ගලික කොම්පැනියක නම් මෙසේ ක්‍රියා කල නොහැකි වන්නේ ඉක්මණින්ම කොම්පැනිය බංකොලොත් වන බැවිනි.
බම්බලපිටිය අසල රේල් පාර දිරා පත් වූ නිසා කෝච්චි පෙට්ටියක් පීලි පැන ඇත. ලුනු වතුර නිසා පීලි මලකඩ කාලාලු! ප්‍රභාකරන් මුහුද කිට්ටුව පොලොවේ වලලා තිබූ ආයුධ ෂුනාමි නිසා ලුණු වතුරෙන් මුහුදුබත් විය. මුහුදුබඩ රේල් පාර අවුරුදු සීයක්වත් පරණය. සුද්දන්ගේ කාලයේත් මුදෙන් ලුනු හුලඟ හැමුවේය. නමුත් කවදාවත් රේල් පීල්ලක් හොඳටම දිරන කම් ඔවුන් අන්ධයින්, කොරුන්, බීරන්, තකතිරු හරක් සේ බලා සිටියේ නැත. 1970 ගනන් වල එක ලං ග ම බස් එකකට සේවකයින් 20 ක් පමණ සිටියේය (මුළු සේවක සංඛාව දුවන බස් ගනනින් බෙදූ විට). එහෙත් බස් එක ඇතුලේත් පිටත් දූවිල්ල හා ජරාවය. පැය ගනනක් බස් එකක් එනතුරු බලා ඉන්නා විට හිටපු හැටියේ බස් වැලක්ම පැමිණේ. බස් එක බොහෝ විට අතරමඟදී කඩා වැටේ, නතර වේ. දේශපාලකයින් මේ වාට රිංගා ගෙන මේ හැම දෙයක්ම විනාශ කලේය. 1978දී බස් වලට හා බස් ස්ටෑන්ඩ් වලට රතු නිල් උඩින් කොල පාට ගාන විට ජේ ආර් චන්ද ස්ටේජ් වල ගාන්ධ් මෙන් බිම ඉඳගෙන් කලේ ප්‍රෝඩාවක් මට පෙනී ගියේය. මා ලංකාවෙන් මේ හොරුන්ගෙන් ගැලවී පැනයාමට තීරණය කල එක් හේතුවක් මෙයය.
ලංකාවේ ජනයාගේ මුග්ධ හැසිරීම නිසා හා දේශපාලක හොරුන්ට ඉතා ලේසියෙන් ඔවුන්ව රැවටිය හැකි නිසා ඔවුන් පුදුම විධියට දුක් විදියි. ලංගම වෙනුවට ආ ප්‍රයිවෙට් බස් කාරයෝ දුවන බස් ඇතුලේ හරියට කෙලින් හිටගෙන යාමටත් නොහැකිව පිට කොන්ද නමා ගෙන යෑමට සිදු විය. ලංගමට පෙර ඩ්‍ර්‍යිවර් හා කොන්දොස්තර වැඩ නිමකර ගෙදර ගියේ බස් එකත් හෝදලාය. ඒ වෙනුවට ලංගම සේවකයෝ කොල. නිල්, රතු වශයෙන් බෙදී ලංගම විනාශ කර ගත්තේය. බස් සේවය රජයේ පොදු මහජන සේවයක් වියයුතු නොවේද කියා මා ලංකාවේ බස්වලින් යනවිට මට සිතුනි. කහ ඉරට කිසිම තැකීමක් නොකරණ වෙන රටක් නැති තරම් ය. මා අනුරාධපුරයට කෝචිච් යෙන් ගිය ගමන මරණයත් සමඟ හිනාවෙවෙවී ගිය ගමනක් වැනි විය. ඇතුලෙන් ඇහෙන ශබ්දය කණ බීරි කරවයි. දැන් පීල්ල පනී, දැන් පීල්ල පනී කියා සිතේ. ඒ අතරතුර වැස්සක්ද වැස්සේය. දෙවන පන්තියේ කොටස වතුරෙන් පිරී ගොස් ය. හේතුව ජනේල වල වීදුරු ඇර දමා නිසාය. ඒ කොටස් හිස් ය. කෝච්චිය ගමන ඇරඹීමට පෙර ඒ ජනේල වසා තිබිය යුතු නොවේද?
ලංකාව ගැන මට ඇත්තේ දුකකි. මේ විනාශය රටට කරන්නේ මිනිසුන්ම නොවේද? ස්වභාව ධර්‍මය සරු සාර දූපතක් දී ඇත.එහෙත් කාලකන්නි පාලකයින් 1948 ටේ සිටම මේ රට විනාශ කලා නොවේද කියා මට ඇත්තේ කණගාටුවකි, කේන්තියකි. මා බොදු බල සේනාවට අනුග්‍රහයක් දක්වන්නේ ලංකාව මේ කාළකණ්නි චක්‍රයෙන් එලියට ගැනීමට එයට ඉඩක් ඇති බව පෙනෙන නිසාය. නිදා සිටින, අතරමංවුන ජාතියකට ගංගොඩවිල සෝම හාමුදුරුවන් කිව් බණ නිසා උන්වන්සේව රුසියාව හරහා එලොව යැවීමට කාගේ හෝ හස්තයක් ක්‍රියා කලේය. මෙවැනිම දෙයක් කොටගම වාචිච්ස්සර හාමුදුරුවන්ටත් කලාද කියා සැකයක් ඒ කාලයේ තිබුනි. දැන් ඥානසාර හාමුදුරුවන් පරණ අනාගාරික ධර්‍මපාල ක්‍රමයට පර සුද්දන් වෙනුවට පර ඇමතින්, පර දේශපාලකයින් ගැන බණ මඬුවල සිට නොව මහජන වේදිකාවල සිට සිංහයෙක් මෙන් ගර්‍ජනා කරයි. ඔහු නූතන දියසේන කුමාරයා කියා අසරණවූ ගැමියා සතුටුවන අතර මේ යුද්ධය නම් කවදාවත් දිනන්න බෑ කියු කොළඹ කළු සුද්දන් ඔහුට බැටන් චාජ් කරන්නට යෝජනා කරයි. සියළුම ආකාරයේ දේශපාලන හොරු අන්ද මන්ද වී ගලේ මොකක්ද කල බළලුන් සේ හැසිරෙනු පෙනේ.

Plans are now underway to have Indian equipment at the country’s proposed second coal-fired power plant complex in Sampur, Trincomalee in contravention of earlier terms and conditions which stipulated international open bidding, according to a senior official.
He said the Indian company would not be able to have its way if the engineers stood firm.
Pointing out that India already had 250MW plants, another engineers said, “They can easily dump two plants from their existing stock.” That was why, he added, former Power and Energy Minister Patali Champika Ranawaka had opposed the terms and conditions as proposed by the Indian firm.
CEB Chairman, W. B. Ganegala, contacted for comment, told The Island that they were still in the process of looking at specifications which would be scrutinized by engineers when the documents were ready.
Recently, Power and Energy Ministry Secretary M. M. C. Ferdinando urged the CEB Chairman and General Manager Shavindranath Fernando and its Board of management not to delay the construction of the 500MW coal power plant in Sampur.Ganegala said the CEB had to tread cautiously as there were some concerns and both sides had to agree on terms and conditions. They had waited till the consultancy agreement was signed and the next stage was to discuss the initial payments, he said.
Sri Lanka’s second coal-fired power complex will be implemented as a joint venture between the CEB and the National Thermal Power Corporation (NTPC) of India.
The Joint Venture Company was incorporated as Trincomalee Power Company Limited on September 6, 2011.
Trincomalee Power Company Limited is responsible for implementation and operation of the 2 X 250MW coal power plants in Sampur. The total estimated cost of the project would be USD 512 Million.
It will comprise two 250 MW generators whose power will be transmitted to the national grid through high voltage transmission lines from Sampur through Habarana to the Veyangoda Grid Substations.
Power Purchase Agreement, Implementation Agreement, BOI Agreement, Land Lease Agreement and Coal Supply Agreement were signed on October 7, 2013 by relevant parties including the government of Sri Lanka, the CEB and the Joint Venture Company.
The project is expected to be commissioned before end of 2017.

This is why a MILITARY TAKEOVER is the ONLY way out for SL.
But even SOME military leaders TODAY are asslickers. They too want to save their asses and salary, NOT the nation. VAST majority of military leaders are GOOD but they are NOT promoted to top positions because politicians fear they will bust it.
NO SOB takes responsibility. The country has gone to dogs. People have stopped dreaming of a BETTER TOMORROW.
But SOUTH ENDIANS and ARABS in SL are thriving. Why? Because they BARGAIN. Their RACIST leaders ONLY think about their RACE and serve their damned races.
Tamils and Muslims THRIVE because of these DEDICATED racists. Good on them.
Sinhala leaders are busy stuffing the nation. IF not for a MILITARY TAKE OVER, Sinhalese need SINHALA RACIST leaders and SINHALA RACIST parties like Sri Lanka Sinhala Congress, Sinhala National Alliance, etc.

Agree with you. But MTO is also a dream only. Some officers are fed up with Maha Eka. They can’t do anything. Exactly same as RuiniNils time. Minorities are governing. Our buggers making merry, racing cars around Dalada Maligawa, drinking, womanising, selling drugs to Sinhala Kollos.

When I visited in 2011, I went with an open mind with full support and loyalty to Maha Eka. I even bet with my children that there is no corruption. Even they could easily prove me wrong.
Every project is completed with 100% going to the pockets of someone.
Police is corrupt like no other country ( except Endia probably).
Mervyn Silva says he has a house in every country. He says he can afford a Lamborghini. He says his family business from his father earned him money. My friend in his home town back in the south knows him from very young age. Her sister was once proposed to this maniac. Both families were small business holders just enough to make a living. He was a thug ( rasthiyadu type) those days.
