Two news items on Karunanayake with a few questions

Sri Lankans are now living in the very early days of the promised ideal country” which, according to the Manifesto of Maithripala Sirisena – Ranil Wickremesinghe – Champika Ranawake government, will be created within six years.

The attention of the readers is drawn to the following two edited news items to indicate the early trends of this path-breaking political  journey. Please note the date January 29” which is most relevant to both news items.

 News Item 1: The Daily Mirror (January 13, 2015) : The Mini-Budget of the new Government’s 100-day programme will be presented in Parliament on January 29 with a relief package for the people as promised in the run-up to the presidential election, Finance Minister Ravi Karunanayake said today.

After assuming duties at his office at the Government Treasury complex yesterday, the minister said the mini budget would also contain proposals to reduce prices on 10 essential commodities including fuel.

The people gave a mandate to this government to bring about a palpable change in the system of governance and for a stable economic which was drifting aimlessly. ….

The minister said the Maithripala administration was not looking at minimising corruption but at eliminating it fully.

Therefore, acts such bribery, obtaining huge commissions between 20% and 50% and other forms of corruption will not be tolerated under any circumstance. Corrupt officials will be severely dealt with irrespective of their political affiliation and status. Officials need not be subservient to anyone under this administration,” he said.

News Item 2:  Ceylon Today (November 14, 2014): It was alleged in the Colombo High Court yesterday (13) that United National Party (UNP) MP Ravi Karunanayake had actively facilitated the transfer of Rs 390 million to Sri Lanka,…

by infamous Sri Lankan American and former hedge fund manager and billionaire, Raj Rajaratnam. It was alleged that Karunanayake was directly involved in this fraud and the exchange controller had questioned him on three occasions about it.

The former Additional Exchange Controller revealed that three million US dollars were received by a local private bank and Ravi Karunanayake intervened to collect the funds.

This came to light during cross examination of the former Central Bank Additional Exchange Controller, Kumara Perera, by Senior State Counsel Dileepa Peiris.

The case was taken up before the Colombo High Court Judge Devika Livera De Tennekoon.
The case was postponed until 29 January 2015, on which date the accused were ordered to be present in Court.

 As stated earlier, what is  important is the date, January 29, 2015. Obviously, the Finance Minister, Karunanayake, can’t be present in Parliament to present his mini-budget on January 29 and simultaneously be at the High Court to face the charges against him.

The fixing of one date for two events raises a few questions:

Q 1: Why was January 29 fixed as the date to present the mini-budget in Parliament when Karunanayake knew that he was due to appear in Court to face charges on that very day?

Q2: What is so special about January 29? Why not January 28? Or 30?

Q 3: Is this a ruse to get a postponement of the trial?

Q4: Is the inevitable postponement a sign of things to come?

Q5: Is this a crafty tactic to interfere with the course of justice?

Q6: Will there be attempts to cover-up the case?

Q7: As some of the key departments handling this case (example: Exchange Control) come under the Finance Ministry will there be pressure brought to manipulate/cook the evidence in courts?  Remember, some  of the files related to the administration of the CWE under Karunanayake went up in smoke?

Q8: Is this going to be the first of many cases that are likely to recur in due course to undermine the independence of the judiciary?

Q9: More importantly, why was Karunanayake facing serious financial irregularities in the High Court appointed as Finance Minister of the  promised ideal country” of My-3-pala-naya?

Q10: In appointing Karunanayake as Finance Minister – the epicenter of corruption and mismanagement – was due consideration given to his known record in the private and public sectors?

Q11: As one  of the Vice-Presidents of IDU can Ranil Wickremesinghe justify his nomination of Karunanayake to be the finance minister by giving another example of an accused facing serious financial irregularities in courts appointed as finance minister?

Q12: Last but not  the least, why did President Maithripala Sirisena appoint Karunanayake as his finance minister when it was public knowledge that he was facing charges in courts? Is this a good start for his six-year journey to build the ideal country”?

    A house belonging to MP Sajin Vass Gunawardena in Delduwa, Galle has been attacked by an unidentified group this evening. Police said four petrol and kerosene filled glass bottles had been thrown to the house and a window glass of the first floor had been damaged following the attack.     Writing to lankacnews, Gammanpila insists that it is impossible for My3 to implement his 100 day program in full without increasing taxes or borrowing or printing more money pushing towards hyper inflation era. He also added that what is being implemented right now is not ‘yahapalanaya’ but threats and fear mongering to rid of the opponents – he and his family as well.     Without wishing to defend Ravi Karunanayake actions in relation to Exchange Control violations, if this article was written by any one else other than HLDM one could seriously take note.

    It would have brought a semblance of credibility had the author also mentioned that the previous Treasury Secretary was an official found to be unworthy to hold public office by the Courts.

    The process of law should take its course with regard to Ravi K.
    The author fails to mention that this relates to a technical violation of the Exchange Control law in respect of inward remittance of foreign exchange and not a serious irregularity, fraud or insider dealing etc.
    Ravi K lawyers have already produced a letter from the Central Bank (Exchange Control) with respect to the remittance albeit this clearance should have been obtained prior to the inward remittance.

    If the author is saying that these funds were laundered, illegal, drug money or used for terrorist activities then thats a different matter altogether. I do not see such accusations.

    Finally, nice try HLDM, you need to sharpen your pencil a bit more.

    Author need not mention untrustworthiness of others to “balance” the credibility.

    390 million is not a small amount to be excused as a “technical violation”. Besides it is not coming from a relative or a friend of RK, but from a notorious crook and an LTTE supporter. The mystery is what must have been the purpose of that remittance? Facilitating Regime Change??

    New civilian governor appointed to Northern Province of Sri Lanka

    Jan 13, Colombo: The Sri Lankan government has appointed a non-military civil servant as the Governor of the Tamil-dominated Northern Province.

    A prominent Sri Lankan diplomat and former Foreign Secretary H. M. G. S. Palihakkara has been appointed as the Governor of the Northern Province, sources said.

    Palihakkara will replace Governor G.A. Chandrasiri who was a retired major general of Sri Lanka Army and former Commander Security Forces Headquarters – Jaffna.

    Chandrasiri, who was reappointed as governor in 2014 by former President Mahinda Rajapaksa, was reportedly at loggerheads with the Northern Province Chief Minister C.V. Wigneswaran.

    Palihakkara had served as Sri Lankan Ambassador and Permanent Representative to the United Nations in Geneva, and represented Sri Lanka at the UN Commission on Human Rights, UN Conference on Trade and Development and the Conference on Disarmament.

    Meanwhile, Sri Lankan High Commissioner to Canada Chitranganee Wagiswara has been appointed as the Secretary to the Foreign Affairs Ministry.

    Naturally the author was blind to more recent corruption cases.

    All the facts have not been reported for readers to have an informed view.
    The violation took place pre 2009 and the funds i believe was used to acquire Union Bank shares and other listed investments overseen by an International firm of Accountants in Colombo.
    I believe RK was the business contact in Colombo.
    If we are to presume all funds from Raj Rajaratnam was “dirty” money (it is a reasonable assumption) then one ought to look at the large donations to Charities and Tsunami Funds made by RR. We go into the realms of absurdity

    If the source of funds was through illegal means and laundered through Standard Bank & Union Bank then i would seriously investigate.

    I suggest you do your own research and form an opinion. Suggest you start with RK own website.

    According to lakbima.lk MR has agreed to offer the chaimanship of SLFP to the president to stop the break up of the SLFP.

    When the ex-president got the 18th amendment passed and not start cleaning up the mess, I was unable to figure out what he was doing. I said he is either going senile or playing a complex 3 dimensional chess game.

    It was Lorenzo, I think, who said neither, he is scared of the UNHRC. But now I can see that he was that and also losing his prowess in political maneuverings, otherwise how could he have lost the knack he had to assess the pulse of the people and let all the rouges and his son making all kinds of scenes in his name?

    I feel sorry for his predicament like when SF lost everything.

    If this new government by Sirisena starts to purge the military, the police force, and or the Buddhist Sanga then please take my advice and have a military coup with the support of the Buddhist Sanga. A similar relationship exists in Myanmar. Keep in mind that the movement for Elam started and continued under Democratically elected governments. Democracy is not a panacea for all problems and least of all if it compromises the nation. it would be better to see a Buddhist theocracy backed by the military than to see Sri Lanka systematically been taken over by India and divided within.

    The Pentagon’s proposed budget for fiscal 2015, which begins Oct. 1, calls for the service’s headcount to decrease to 440,000 to 450,000 soldiers by fiscal 2017. If sequestration remains in effect, the number may fall to as low as 420,000 soldiers – tens of thousands less than what the Army’s top officer, Gen. Raymond Odierno, said is needed to adequately respond to conflicts around the world.

    The ONLY WINNERS who will NOT SUFFER ANY SUBSTANTIAL PAIN are the Foreign Powers who SPONSORED this REGIME CHANGE as a central thrust in their CHINA CONTAINMENT Policy.

    IN THE END, when those Sinhala Buddhists who turned TRAITOR come to their SENSES, they too will support Mahinda Rajapaksa and the Western Meddlers will LOSE OUT COMPLETELY, as they had in Libya, Egypt, Iraq, Syria and ELSEWHERE in the WORLD, and will be EJECTED COMPLETELY from Sri Lanka.

    When that day comes to pass, those who REFUSED TO BELIEVE and ACCEPT President Mahinda Rajapaksa’s MAGNANIMOUS OFFER that there are only TWO KINDS OF Sri Lankan citizens: Those who LOVE Sri Lanka and Those who don’t, will RUE THE DAY they REJECTED IT.     People mustn’t take law into their hands and attack and threaten the politicians of the former regime. Police must take stern action to stop and prosecute the thugs. It’s not cricket and that wouldn’t have happen in Uk and we must have a colonial type regime where one respect the opponent.

Ranil and Sirisena’s down fall begings with the the elephant in tie and coat. What a shame. If ranil or sirisena didnot get rid of tie and coat aliya, I think their days numbered. I know JVP in hundred days will become the government or the opposition. Douglas Devananda supporting Sirisena’s 100 day plan is also not going look good as he is the biggest thugin Jaffna. Sirisena has allowed Mahipla Maha Hora leave the country. God save my Sri Lanka. One thief goes and another thief comes in. I do not know why JVP is silent on Maha mudal hora.

    Lorenzo: Sirisena will change the military for the simple reason that Rajapakse came into power because he promised to end the war using that same military.
    When Rajapakse defeated the Tamil Tigers (using the existing military) and changed the constitution so he can have more powers the military supported him, Gotabaya supported him.
    Only the TNA, Chennai, the Congress party in New Delhi and the UNHRC WENT AGAINST RAJAPAKSE AND THE MILTARY.

    Sirisena cannot run a government knowing that some generals are still supporting Rajapakse. Some in the Buddhist Sanga are supporting the Sinhalese nationalist movement. His party was built on elements outside of this

    in order for him to run this government he has to rid these elements or live with the possibility they will turn on him. That is what I base my guess (and I mean guess) on. this also applies to the SIS who were crucial in that war and a crucial element of the “power” of Rajapakse.

    Please stop this imagination. Military will not be dismantled in Sri Lanka. Military will not be used to wash toiltes of Maha Raja and clean drains in Jaffna, so the number may reduce but will be stronger under SF.

    I’m not going to take sides here. Mahinda deserves his defeat as he disregarded the majority and served a proven ungrateful minority. But this coupled with other facts cast serious doubts on the validity of Sirisena’s election as president.

    The astronomical increase in the number of persons polled in the districts of Jaffna, Vanni, Batticaloa, Nuwara Eliya, Trincomalee and Digamadulla against 2010 indicates a large number of voters from these districts voted twice. Thanks to the efficient road network today it is possible for a person to vote in both Colombo and Jaffna districts. And in Vanni, Batticaloa, Nuwara Eliya, Trincomalee and Digamadulla districts too with ease. Each of these districts show an increase of 20% in polling compared to 2010 which is only 14% for other districts. It was unthinkable in the past!

    As a side note, it is really unfortunate Mahinda’s excellent road network defeated him, literally.

    As Sirisena won by only 155,436 additional votes (not the lead by the excess over 50%), it is possible to successfully challenge his election based on voter fraud in the districts of Jaffna, Vanni, Batticaloa, Nuwara Eliya, Trincomalee and Digamadulla.

    Those who support Mahinda and wish to see a ‘safe Sri Lanka’ (as they claim) must take up this challenge instead of verbally defending the former president. In my view, there is substantial merit in such a legal challenge. The current setting of the Supreme Court is also beneficial. If successful, the outcome will not be Mahinda getting elected as president. Instead the outcome will be a situation as if there was no election.

    My point of argument is this: When a man is charged in a court of law on foreign exchange embesselment is proper for him to be appointed as the Minister of Finance. This proves my point that all these politicos are united and nothing ever will happen to the corrupt politicos. We are splitting our hair and wasting our valuble time and efforts in writing letters to the internet. One arsc hole leaves another arsc hole comes in. Thanks god I am not a politician.
