Selling  Sri Lanka in hundred days to USA, India , UK and the West.

By Charles.S. Perera

There was a Presidential election in Sri Lanka on the 8 January,2015.  It was to elect a President, but not to change the Government.  Therefore when Maitripala Sirisena was elected President of Sri Lanka there was already a government headed by  Prime Minister D.M.Jayaratne.  Therefore , President Maitripala Sirisena should have normally continued with the existing government.  It happened in France where President Francois Mitterrand  continued  with the government of the Prime Minister  Jaques Chirac.

But Maitripala Sirisena  had two alternatives, that is either to continue with the government of the existing Prime Minister or dissolve the parliament and go for  a general election.  But he decided on ignoring the two alternatives and do the wrong thing by appointing Ranil Wickramasinghe according to a pre arranged agreement.  If the Prime Minister D.M.Jayaratne had refused to step down there would have been a political crisis..

But  every thing changed  with President Maitripala Sirisena  appointing  a Prime Minister who in his opinion would command the confidence of the Parliament. But the Prime Minister he selected being the leader of the UNP he  selected MPs from the UNP and other parties that had agreed to come together with the UNP to Present a Common Presidential Candidate.

Ranil Wickramasinghe  does not command the confidence of many MPs in the Parliament.  So when President Sirisena says he has to stand by the UNP as it is they who helped him to come to power, he also owes a debt to the Prime Minister  D.M.Jayaratne  and his Ministers of the UPFA as they did not make any objection but gracefully stepped down allowing him to have his way.

However PM Ranil Wickramsinghe’scabinet of Ministers are there for the interim period before a general election, but they are acting  as they are  going to be Ministers for the same period as the President.  Therefore, they should be made   aware that they are only  stopgap Ministers  and therefore they should stop making use of their  position for an election campaign instead of keep an Administration functioning until the dissolution of the Parliament for a General election.

The present predominantly UNP Government of Ranil Wickramasinghe makes use of their  unexpected ascent to Ministerial position to  take  arbitrary decisions  to influence the voters in their favour and against the  government of the defeated candidate which  amounts to  using Ministerial powers for election purposes in view of the forth coming election.

It is same as the accusations these 100 day UNP Ministers  make against the former President as having used  state resources for  election purposes.  Even the 2015 mini Budget was and election budget used as a veritable means to bring  disrepute to the  previous  UPFA   government, and trying to  heap credit on themselves. The Commissioner of Election should perhaps take note.

This election budget of the 100 day UNP government reducing the  price of  a few  consumer commodities, is to  win over the  voters who had been crying for  a reduction of food prices.  This budget has also helped them to cover up their anti-people activities that will be given effect to according to the  pre-election agreements  they signed with TNA,JHU,SLMC,SF and so on.

This election budget is also to   reverse the present development process assisted by the real friends of Sri Lanka such as China , Russia, Iran etc., to implement  the 13 Amendment as a precondition to allow the Tamils in the North  to set up an Eelam State and finally to allow  the unproductive Western enemies to interfere into the internal affairs of  Sri Lanka..

The temporary 100 day government of Ranil Wickramasinghe  is doing  all it can to diminish the importance of great development projects undertaken by the previous government, and highlight what they assume were  Corruptions of the previous government, which they find difficult to prove..

The 100 day government of Ranil Wickramasinghe- a misfortune for Sri Lanka,  has monopolised the media using the TV, Radio and the press to make a real  media circus of  false accusations against the Ministers of the former Government including the President and his family and the Defence Secretary, again as a election gimmick to bring the voters onto their side projecting themselves as faultless  morally clean individuals, with a clean past.

But the people of Sri Lanka have not fallen from the last rain and know very well what UNP  stands for and how clean the UNP Ministers- including the granter of redress( of Kilinochchi for Medawachchi fame) to a people conscious only of their stomachs , are with their stinking past histories of corruption.

The Media made a big issue , going on Ravi Karunanayake’s statement, of a Rupees  8 billion account in the name of Gotabhaya Rajapakse in the BOC, but it was immediately proved wrong, and so was the information with regard to the 16 Million Dollar private aircraft supposed to have been acquired by the former President  Mahinda Rajapakse announced by the President Maitripala Sirisena himself   to defame  the President Mahinda Rajapakse.

It   rebounded on President Maitriplala Sirisena  making him a liar , as there had never been such a command to acquire a private  aircraft. It had been only a publicity for a VIP kit that could be bought along with the purchase of an Air craft.

This President Maitripala Sirisena of back stabbing fame has not stopped after defamation of Mahinda Rajapakse with false stories of corruption but gone further  informing the people in Polonnaruwa that if he had  lost the election he would have been in a grave  in an unknown Cemetery.

But the people of Sri Lanka  loves Mahinda Rajapakse  and knows  that he  would have never stooped to assassinate his rival  not to speak of  back stabbing some one who placed his trust on him, to take his place.  The President Mahinda Rajapakse had been brought up with  great Buddhist moral values.

People would respect  the President Maitripala Sirisen if he would stop the vendetta against  the former President Mahinda Rajapakse, and if he, his political adviser Chandrika, his Prime Minister , his Ministers and the JVP hangers on, would leave  his  wife and his children out of his campaign  of vengeance against the former President.

Why is this President Maitripala Sirisena so naïve to standby while Ranil Wickramasinghe  makes statements that put  Sri Lanka seriously in danger of a territorial separation ?

Ranil Wickramasinghe is still  acting the way he did when he was the Prime Minister of Chandrika Kumratunga  signing the CFA giving control of the North to the terrorists, just taking  the Norwegian Eric Solheim to trust.  If Ranil  has to please a white man he will give him even should be taken seriously.

Maitripala Sirisena is a weak President allowing Ranil, Madam Chandrika, Mangala Samaraweera and Rajita Senaratne  say and do things without paying attention to his views as the President.   Maitripala Sirisena who is now the Prersident of Sri Lanka should be able to assert his leadership without being pitifully grateful to those who brought him to power.  That is the past. He is  now  in power and he has to be in the position of a commander,  but he vacillates showing his weakness as a leader.  Ranil Wickramasinghe and Chandrika profits from this.

President Sirisena  says, I cannot forget the UNP voters who made me the President of Sri Lanka. At the same time, can’t do away with the SLFP voters who now consider me as their leader. So, I have to act very carefully and patiently. This will open an avenue to create a new political culture in Sri Lanka ,”  It is he who has to shape the new political culture and put his imprint on it. He should not let Ranil, Chandrika and JVP to shape that political culture.

For that he has not got to cringe showing his gratitude to Ranil or Chandrika or Rajitha or any one else  saying that it is they who made him the President.  He has to give the lead  for other to follow him.

The people of this country will like Maitripala Sirisena if  he can only change his attitude towards  the former President Mahinda Rajapakse.  Maitripala Sirisena surely knows him better than Ranil or Chandrika. Rajitha was  a UNP man who turned his coat to join the government of Mahinda Rajapakse.  Mangala Samaraweera  has an axe to grind having had been sacked from the Cabinet of the former President.

Maitripala Sirisena once said that he knew there was a plan for his life and for his wife and children if he had lost the election.  He surely knows that he is not speaking the truth.  He knew Rajapakse better.  That is  an attitude of  a paranoia of  knowing that he had wronged Mahinda Rajapakse in accepting to be the common candidate.

Ranil Wickramasinghe and Chandrika Kumaratunga are misleading the President Maitripala Sirisena.   How was it and under whose direction was   a National Advisory Committee came to be elected ? Is there provisions in  the Constitution of Sri Lanka for such a Committee. ? It has now become a liability with JVP setting up its own office of public complaints against the Previous Government of the President Mahinda Rajapakse.

Please wake up President Maitripala Sirisena , please  make the atmosphere in Sri Lanka after your election  peaceful, cordial, and compassionate.

The JVP a political party of rabble rousers  should not be in such a committee(NAC),  as  the JVP was not even a party to the group of  Political Parties that joined the UNP to put forward a Common Presidential Candidate.

Today Anura Kumara Dissanayake is acting like the Chief of Gestapo. Is this a democratic government that President Maitripala Sirisena has set up ?

Ranil Wicramasinghe  the Prime Minister and his Cabinet of Ministers are all out to investigate any body having even a distant connection to the previous government  for bribery and corruption.

This government has nothing to be proud of other than being investigators of past corruptions, mud slinging, accusing persons for imagined bribery and corruption.  The former President Mahinda Rajapakse never indulged in those dirty,  mean political gimmicks though there were many in the UNP and the JVP who should have been investigated not only for bribery and corruption, but also for torture and crimes.

The 100 day Minster of Justice Wijedasa Rajapakse of the Yahapalana Regime of Maitripala Sirisena  says they will not arrest anyone at will, the way the previous Rajapaksa regime did without ascertaining the legitimacy of the case and with utter disregard to people’s fundamental rights.  But the Government of hundred days and their supporting political groups the JHU, JVP and the TNA have become a law unto themselves, making Complaints to Bribery and Corruption Commission without acceptable evidence of  corruption.

Vendetta, revenge, mudslinging, raking all dirty garbage in search of evidence to inculpate the former president, his government his family or any one closely or distantly connected to  him . Only close connection to the previous government  is good enough for them to be arbitrarily accuse any one  without any evidence , and that too in a mighty  hurry before the 100 days run out.

But contrary to what the  100 day Minister of Justice proudly asserts , Tissa Attanayake the former Minister of Health  had been arbitrarily arrested and taken handcuffed like a criminal .   Opposition Leader Nimal Siripala de Silva said the Speaker should be informed of the arrest of MPs in terms of the Parliamentary Privileges Act”. Mr. Attanayake was arrested  in terms of the prevalent   Maithri Palanaya.

Bravo Justice Minister  Wijedasa Rajapakse and your yahapalanaya.

Foreign Minister Mangala Samaraweera has said, that it needs to convince the world that it has a judiciary that is competent, independent and impartial which can rank among the best anywhere in the world. Is Samaraweera speaking through his mouth or else where?

The 100 day government has turned out to be utterly dictatorial without any respect to law and justice.   It  treated the Chief Justice Mohan Pieris,  the way  a respectable democratic law abiding government  would have never treated  the country’s Chief Justice.

Where is the justice Mangala Samaraweera is   speaking about  when the President of Sri Lanka on the advice of his Prime Minister  re instated a legally impeached ex Chief Justice Shirani Bandaranayke, sacked without even consulting the Parliament the legally appointed Chief Justice Mohan Pieris, and appointed a citizen of Singapore K.Siripavan as the Chief Justice.

Is this the Justice practiced in Sri Lanka today?

In reality the Judge K.Siripavan who is said to be a citizen of Singapore named by the President Maitripala Sirisena  may not have the right to be the  Chief Justice of  Sri Lanka.

Despite this legal comedy enacted by the BASL, Ranil Wicramasinghe and President Maitripala  Sirisena, according to the existing law of Sri Lanka there is still one Chief Justice in Sri Lanka and he  is CJ Mohan Pieris.

Mangala Samaraweera  has said , the challenge today is to ensure that Sri Lanka is able to effectively enjoy the rights, privileges and benefits of re-entering the community of civilized nations and ensure that Sri Lanka, as a country, do not suffer economic sanctions, ill-dignity and a tarnished reputation because Sri Lanka fears justice or because Sri Lanka is too short sighted to be able to pursue that justice in a credible manner.”

What does Samaraweera mean , that Sri Lanka is able to effectively enjoy ?

Does he mean that China , Russia and other Asian , African and Middle Eastern countries with which we had relations were not civilised nations”  and only USA and the Western Countries are civilised nations?

These 100 day Ministers  are really a set of Western b..m suckers”

Perhaps the Western Regime Changers will agree, because what they want is a Western puppet government in place in Sri Lanka.  Barack Obama the President of USA has hailed Sri Lanka’s  new hopes for democracy in passing remarks  about India’s  role  in helping countries  in the region  forge a bright future….”(Daily FT)

India is already paving the way for the yahapalanaya of Maitripala Sirisena to see the end of any trace of  Mahinda Rajapakse and his ten year rule, in Sri Lanka.

India will help Sri Lanka set up a finance intelligence unit (FIU)-like entity in the island nation at Colombo’s request to trace more than $5 billion allegedly stashed overseas by the erstwhile Rajapaksa regime.

President Maithripala Sirisena is moving to fulfill electoral promises to check corruption and repatriate money allegedly siphoned off abroad by Mahinda Rajapaksa, who ruled Sri Lanka for a decade, and members of his family, government s

With proposed  diminishing the  Chinese participation in development projects, USA is already coming forward to replace China. US Assistant Secretary of State for South and Central Asia, Mrs. Nisha Biswal, called on President Maithripala Sirisena Monday (02) afternoon at the Presidential Secretariat.

……….She ….said that Sri Lanka can count on the United States to be a partner and a friend in the way forward. Whether it is on rebuilding the economy, on preventing corruption and advancing good governance, and ensuring human rights and democratic participation for all of its citizens.  US look forward to growing and deepening the partnership between the two countries, to advancing trade and investment, she added.”

Washington post reported— The surprise defeat of Sri Lanka’s authoritarian leader and the new government’s early steps to end repression have stirred U.S. hopes that the South Asian island nation can revive ties with Washington and distance itself to some degree from China.”

A tap on the back for regime change without any effort on the part of USA with NATO Forces ?

Ranil Wickramasinghe and his UNP Ministers are in a mighty hurry to ruin the reputation of the former President, his government and his entourage  in order to get credit for themselves and score points to win  at the General election with a majority.   In their frenzy they accuse every thing and every one

President Maitripala Sirisena says openly that Sri Lanka will follow a middle path foreign policy but behind scene turns his back to China and Russia courting  USA , the West and India.

Reuter reports that, ……..Sirisena’s administration has ordered a review of all Chinese infrastructure projects awarded under Rajapaksa, a move expected to sit well with India and Western nations concerned about Beijing’s growing influence and military presence in the region………”

In the mean time UK is back in Sri Lanka giving support to the regime that saw an end to Rajapakse Regime.

Hugo Swire UK Foreign Minister hastened to visit the new Pro West Government of President Maitripala Sirisena.  They are now quite at home in Sri Lanka.  Swire had said:

“It is also heartening to see such a renewed desire to reconcile communities and seek a long-term peace for Sri Lanka,” Mr. Swire said calling for Sri Lanka to reach a political settlement to the Tamil issue and address the accountability issues.

“This will need to include the establishment of a long-term political settlement in the North, and credible processes for reconciliation and accountability to tackle the issues that remain following Sri Lanka’s long conflict.”

Minister Swire expressed hope that the new government would cooperate with the United Nations investigation on alleged war crimes during the three-decade long war.

“As part of this, we hope that the new Sri Lankan Government will work together with the international community at the UN Human Rights Council, and will co-operate with the Office of the High Commissioner for Human Rights’ investigation into alleged war crimes during the final stage of the Sri Lankan conflict,” Mr. Swire said.

In the mean John Blaird the Canadian Foreign Minister  a great critic of the President Mahinda Rajapakse, whose country boycotted the CHOGM has said:

Following the successful elections earlier this month, it is our hope that President Maithripala Sirisena fulfills the mandate given to him by the people of Sri Lanka to foster a transparent, responsive and pluralistic government. Canada will continue to encourage progress in the devolution of power, accountability and genuine reconciliation,” Canadian Foreign Affairs Minister John Baird said.

Mr. Baird said they also welcomed the recent appointment of a civilian, H.M.G.S. Palihakkara, to replace a retiring senior military commander as governor of the predominantly Tamil Northern Province. ….”

As a further  addition to this long political comedy, Sajith Premadasa has engaged  an English Audit Firm  to investigate bribery and corruption In the Ministry of Housing and Samurdhi.  with a view to inculpate both Wimal Weerawansa and Basil Rajapakse.  It will also be another fizzling out bomb (pus bombe) like all the rest of allegations of corruption and bribery to date.

People are getting tired of  the 100 day government and its Minister Policemen hunting for bribe takers  and  corrupt Ministers , officials and company directors.

When is this Media  Comedy going to end ?

Will this government ever sit down to do some honest work?

The East West divide in Lanka politics is ripping the country apart.

MR Govt going with the BRIC powers too Leftist ? I see it as good common sense to go at least somewhat with the regional politico-economic powers. Post Colonial India too is more or less ‘controlled’ by the west.

Please note that European governments are ALL Socialist governments. They have heavy domestic expenses.

  3. sena Says:

it is nether west nor east, No one is giving any thing free on a platter. It is up to the professionals and clever politicians to make use of such assistance to develop a knowledge based economy as happened in East Asia, Brazil, India etc. Even with having a very good foundation in 1950s and 60s it did not happened in SL. Reason the educated nincompoops and influential hierarchy of the society. Who adopted only the western lifestyle and looked down on their fellow beings – the real racists

I could not have written it better and one now fully understands why Mahinda Rajapakse and his government stepped down without a protest for he probably knew he was facing the powers of New Delhi, Chennai, the Tamil Expat community, the US including the pro Elam Tamil voter and the Muslim voter. The odds were too great. Elam may, just may fall down like a ripe fruit.

  5. SA Kumar Says:

  7. Fran Diaz Says:

    Mr BW,

Re Eelam a ripe fruit :

No one questions at Parliament level why it is that the Prov Council of the North used ONLY about 23% of the MR govt. budge
allocation given to them. No doubt this was to keep the Tamil people of the North in want and complaining against the MR govt. !

Also, re the Tamil Tea Pluckers of the Upcountry : the CWC never has wanted to take them out of the Brit line rooms even though the MR govt offered this. Why is that other than to keep the Upcountry Tamil down to have them discontented and complaining about the MR govt.

All the Tamil complaining is done so that Eeelam can be justified, hook or by crook. Blame goes to Parliament for not highlighting how it was done. Is it too late to bring the truth out and REAL justice happen in Lanka for ALL, including Tamil people ?

  8. Fran Diaz Says:

typo : read budge as budget

  9. SA Kumar Says:

    Meantime, in other news :

Note that TNA leaders were wearing kalu Coats and the usual verti had been discarded !

    Colombo, 04 February, (Asiantribune.com):
The Tamil National Alliance (TNA) called for a political solution for Tamils, during talks with visiting US Assistant Secretary of State for South and Central Asian Affairs, Nisha Biswal.

The TNA also reiterated its position that it will not support a domestic investigation said to be launched by the government over the war between the LTTE and the military which ended in May 2009.

The meeting that took place at the Colombo US Embassy yesterday at 9 AM in the morning went on for two hours.

The TNA delegation that met Nisha Biswal. Was led by its leader R.Samanthan and the other members who participated were M.A.Sumanthiran M.P., Suresh Premachandran – leader of EPRLF, Selvam AdaIkalanathan – leader of TELO and C.V.Vigneswaran – Chief Minister of the Eastern Province.

“During our discussions, we have informed her that we do not support the domestic inquiry. We spoke in length about the UN report which will be submitted to the Human Rights Council in Geneva in March and said that an international probe is the only way justice will prevail for the Tamils who have suffered during the war,” TNA Spokesperson Suresh Premachandran. Premachandran said that his party also informed Biswal that the newly elected Government, led by President Maithripala Sirisena had not properly addressed the Tamil issue, especially in areas such as resettlement as lands occupied by the army in the north continued to remain vacant, rather than it being used for resettlement purposes.

“So many Tamils can be resettled in these lands. But the government is yet to do anything where resettlement is concerned, despite the Tamil people having a lot of expectation in them,” Premachandran said.

During their discussions, the TNA also discussed the country’s post war situation and the upcoming parliamentary elections and ‘appreciated’ the government’s 100 day policy programme.

It is learnt that US Assistant Secretary of State for South and Central Asian Affairs Nisha Biswal has assured that US would convey the concerns of the TNA to the Sri Lankan Government and in case the inquiry against Sri Lanka has been completed, then it would be submitted in the next session of the UN Human Rights Council which is expected to commence in March and regarding this the Human Rights Commissioner would take necessary action.

Leader of Muslim Congress ,Minister of Urban Development ,Water Supply & Drainage Rauff Hakeem receiving at his residence Visiting US Assistant Secretary of State for South and Central Asian Affairs, Nisha Biswal.

Dear Dear Charles, you should ALSO look at the GOOD – Colombo port project will go on, a NATIONAL DRUG policy, WEALTH TAX for the super rich. Reducing price of essential goods. These are GOOD things.

No one has SOLD or planning to SELL SL to USA, EU, Endia or China.

We need BOTH USA and China, Endia and Pakistan, EU and Russia. BEST of both worlds!!

Lets HAIL good things by WHOEVER and BLAST bad things by WHOEVER. Shall we?

If so, why did you make LISTS UNDERMINING the GOOD things MR did … like RECONSTRUCTING the war zone and RESTORING the train service to the North?? NOTHING he DID was GOOD for you!

BLOODY EELAMIST HYPOCRITE to the VERY END!!

  13. Fran Diaz Says:

    Lanka’s biggest problem is SEPARATISM.

Isn’t the 6-A Clause sufficient to deter Separatists ?

It is just that it has NEVER BEEN PUT TO ACTION AT THE INCEPTION OF ACTIONS LEADING TO SEPARATISM. Only when Terrorism strikes, there is action taken. Therefore, Self Rule, 50-50, Federalism, all flourishes in Lanka through minority leaders unreasonable demands, egged on/encouraged by interested countries standing to gain from such Separatism.

In fact, the fact that only some 23% of the Budget allocated to the Northern Prov. Councils have been used so far is a sure indicator that the Tamil Leaders want to keep the Tamils of the North unhappy.

Also, the fact that Tamil tea pluckers are still kept in Brit line rooms is another indicator that the CWC wants to keep the Upcountry Tamils socially down, thus continuing the Caste type stigma.

Also, the Tamil Homeland where the Tamil culture is enshrined with some 75 Million Tamils, is in Tamil Nadu, not in Lanka.

These are Questions that should have been brought up at Parliament level as such actions by the Tamil leaders affect the Unitary status of the country.

The 6-A is inadequate, it seems. New Laws have to be brought about to address acts of Aggression affecting the Unity Status of the country. Now the Cold War is over (1946-1991). So let Lanka grow and progress.

    Comments welcome.

  14. Lorenzo Says:

    Fran,

“The 6-A is inadequate, it seems. New Laws have to be brought about to address acts of Aggression affecting the Unity Status of the country.”

IF the existing law is NOT put into action, what hope for a new law!!!

As I have told you a MILLION times, LAW is NOT the way to go. Look at the lawyers – BASL. They are anti-SL. Look at the CJ. Look at SIVA PASUPATHY. SC judge VIGGIE. The law is an ass.

We need OTHER MEANS to protect SL from SEPARATISM.

A NEW COLD WAR has started between USA-EU-Japan-Endia and China-Russia.

  15. Mr. Bernard Wijeyasingha Says:

    SA Kumar:
I will capitalize it for you since that may sink into your thick Tamil head. TAMILS IN INDIAN FORUMS REFER TO THEMSELVES AS ….ELAM TAMILS.. DO YOU GET THAT? ELAM TAMILS. NO ONE QUESTIONS YOU PEOPLE OF CALLING YOURSELVES THAT.

IT WOULD BE SIMILAR TO SIKHS IN INDIA CALLING THEMSELVES “KHALISTAN SIKHS”. ELAM NOW EXISTS IN YOUR HEAD AND IN YOUR HEART.

SRI LANKAN TAMILS FROM JAFFNA ALWAYS CALLED THEMSELVES “JAFFNA TAMIL”… UNTIL YOUR ELAM WAS DEFEATED IN 2009. SINCE THEN YOU TAMILS HAVE BEEN CALLING YOURSELVES “ELAM TAMILS” A TERM NOW ACCEPTED BY INDIA.

OBVIOUSLY IT WILL SOON MATERIALIZE AS A NATION SINCE YOU TAMILS RIGGED THE ELECTIONS TO PUT IN A PERSON WHO WOULD HAND YOU HALF OP SRI LANKA ON A PLATTER SO YOU CAN CALL IT ELAM.

Fran Diaz: Before I checked this article a few minutes ago I was Googling Tamil Nadu. DO YOU KNOW EVEN THOUGH TAMIL NADU HAS LARGE POPULATIONS OF PEOPLE WHO SPEAK OTHER INDIAN LANGUAGES ESPECIALLY THE DRAVIDIAN LANDUAGES OF MALAYALAM TO TELUGU SHE ONLY ALLOWS TAMIL TO BE THE OFFICIAL LANGUAGE OF TAMIL NADU?

THEN THE IMPOSITION OF TAMIL AS AN OFFICIAL LANGUAGE IN SRI LANKA WHEN 90% OF THE LITERATURE OF TAMIL IS IN TAMIL NADU AMOUNTS TO TAMIL IMPERIALISM.

  16. Independent Says:

    Completely wrong statement.

All the above-mentioned countries are even more keen to help us further now, because they too are aware that better governance is on the card. No country like to deal with a corrupt government.

  17. Christie Says:

Namaste: Thanks Kumar, people are mislead by Indians as they do in other colonies of India. It is India doing everything even befor the independence. Mohandas Karamchand’ s statue in Point Pedro beaming south to Tangalle. The story is every where be it in Fiji or Guyana. It is sad most of us are brainwashed by Indian interest to hate the West including those who live off the West. Jai Hind

  18. Fran Diaz Says:

    Lorenzo,

It is pointless engaging with you as you are NOT looking for solutions.

  19. Fran Diaz Says:

    BW,

I do agree with you in all you say.

The states adjoining Tamil Nadu do not allow the use of the Tamil language in any significant way. They are smart.

  20. Dilrook Says:

Sri Lanka must enact laws to prevent any dual citizen or a resident of another country from engaging in politics locally or holding a top government office (unless contracted as a foreigner on terms beneficial to Sri Lanka). I hope readers see the conflict of interest in both groups. There are several parliamentarians who are citizens of western nations and many more holding high office in public entities. Even a few from the Tamil diaspora have been recently appointed to very influential posts! They must renounce their foreign citizenship and residency before assuming office.

They know they have to one day go back to these countries and dare not offend them.

Appointing a Singaporean as the Central Bank governor puts national interest in jeopady. If ever Sri Lanka becomes a shipping hub (it has the potential to), it affects Singapore more than any other. Singapore will use any and all resources to disrupt as it does in Thailand.

If my memory serves right, it was Chandrika, Mangala and Dullas who started this tactic by getting the protection of foreign citizenship, returning back to Sri Lanka and engaging in active politics. Now it has worsened. It resemles the historical event of a defeated Prince Rama going to India, bringing in an army and claim throne from King Kashyapa.

Unless such laws are enacted, Sri Lanka will be the subject of worsening manipulation by these countries. As the Sri Lankan diaspora grows in number and expertise, there will be many more MPs, ministry secretaries, central bank governors, judges, etc. who are citizens or residents of other countries. They will have to face a conflict of interest situation and most will do what is best for them to hell with Sri Lanka.

  21. Independent Says:

I second Dilrook’s proposal. There was some talk that new government going to bar dual citizens holding high offices but no mentioning of doing “politics”.

Appointing a Singaporean as the Central Bank governor puts national interest in jeopady.

what ? I did not know that. This is terrible. What I have heard is Singapore kept bribing every Minister of Sir Lanka to prevent building a proper port at Hambantota.

I suggest Dilrook to pursue this further. As far as I am aware Singapore does not allow dual citizenship.. My knowledge on this is pretty good as I used to be a permanent citizen of Singapore and long term resident. This means he is purely a foreigner, not even a citizen. If he has a Sir Lankan passport, it is illegal and Singapore will pursue this , if a complaint is made.

  22. Ananda-USA Says:

    Dilrook.

    You said …

    1. Sri Lanka must enact laws to prevent any dual citizen or a resident of another country from engaging in politics locally or holding a top government office (unless contracted as a foreigner on terms beneficial to Sri Lanka).

    2. They must renounce their foreign citizenship and residency before assuming office.

    3. Appointing a Singaporean as the Central Bank governor puts national interest in jeopardy.

I STRONGLY ENDORSE your proposals LISTED above, and the danger of appointing a foreigner as the governor of the Central Bank, with the EXCEPTION of the clause “from engaging in politics locally”.

While holding of a top government office should be PROHIBITED to non-citizens and dual-citizens, engaging in “politics”, including voting in elections, should be allowed for dual citizens, and for Sri Lanka citizen residing abroad, who satisfying a periodic residency requirement. Otherwise, the whole concept of “citizenship” becomes meaningless.

While Sri Lanka can and should enact immigration laws to protect herself her independently of what other countries do, it is useful to to consider how they have addressed the issue. For example,

The proposed RESTRICTION on holding a top government office would be similar to the PROHIBITION of a non-native-born US citizen from being a candidate for the Presidency of the United States.

The REQUIREMENT to satisfy a periodic residency condition would be similar to that required of non-citizen Permanent Residents in the United States.

  23. ranjit Says:

Every word of your article should be read by the stupids who voted this Govt to power. This 100 days business is a sham. Recently I took a bus ride, I ate from a hotel and drank tea, I brought vegetables from a vegetable shop, I went to a grocery and brought some stuff and I never saw any price difference in any of the things I mentioned although the Govt has reduced the prices. It’s the same old prices not only that if there is a balance of RS.5 or 10 the shop owner will give you a toffee or a chocolate. So where is the change they were talking about?

Choura Regena says that she is the one who started all the highways, Nelum Pokuna and won the war etc. What a joke shame on this woman. This liar should be hanged in Galle Face for lying and distortion of truth. The evil Trio doesn’t fit each other. These three have different views and different ideas which is not good for the country’s future. You cannot expect Sirisena to do anything good for our country as long as he is with these two evil minded people (Choura & Run-nil) All three were after one man and that is Rajapksa our hero who sent Prabakaran to hell.

S.L.F.P should remove Sirisena from the Chairmanship of the party and get Rajapksa back to the helm. Choura Regina shouldn’t be given any post at all. She ruined the party before and Mahinda is the one who brought to the level they are in today. We as supporters need to know where the S.L.F.P stands in the future. They cannot support this back stabber because he cannot be trusted. He is already dancing to the tune of Americans and Indians and very much supportive of UNP & JVP which both were against the true S,L F.Per’s. If you support this Sirisena guy then what is the use of having an Opposition party? If you need to get rid of this GESTAPO Govt the Opposition should be strong therefore they should have a leader who can lead them in good times and in difficult times. The only candidate you can think of to fill that position is none other than the former President Mahinda Rajapksa. What ever said and done by those opportunists and traitors he is the only man who have guts to tame white Imperialists and LTTE Diaspora and can save our Mother Lanka in the future.

I cannot stick to their lies and mud slinging. I hate this kind of politics. Nobody has a vision for my country except killing and hating each other. They make us fools while they enjoy all the luxury. I thought my country will be a Paradise after the war was over but unfortunately our enemies didn’t allow that to happen. They managed to stopped it happen half way to that goal. All were peaceful up to Jan 8th 2015 but suddenly unexpected happened and now we see the peace we enjoyed for last ten years is vanishing little by little due to the change of Govt and the rulers who Govern it. I hope our people will not misguided by this evil bunch further and use their brains wisely before they decide the next Govt for the sake of their future.

    SW,
I don’t think there is any proposal to engage the services of English or other foreign audit firms. I believe that the firms who are being engaged are the local offices of international firms. Several international audit firms have local offices (they are autonomous and are not direct branches) and their personnel is 100% Sri Lankan; so, the question of importing British labour at the expense of local expertise will not arise

  28. Fran Diaz Says:

I agree with what Dilrook says.

ranjit speaks from his heart and I agree with him too. There is an atmosphere of lies, revenge and hatred that is pervading the country and it is very ugly. After the ceasing of 30 yrs of Terrorism, there ought to be fruits of real freedom, peace & prosperity for all in Lanka. Who is responsible for the chaos and disharmony – it is CBK & Ranil, I am sad to say. Sirisena (now called the ‘Compassionate One’ !! by the Daily Mirror cartoonist) is a mere Puppet.

Peace loving people have to get together and put the Law of the Land into action. There is no other way. Otherwise Lanka is going to end up with permanent Fascism.

  29. Fran Diaz Says:

Ananda, I agree with all you say here.

  30. Charles Says:

    Susantha W

None of the Big Four firms is a single firm; rather, they are professional services networks. Each is a network of firms, owned and managed independently, which have entered into agreements with other member firms in the network to share a common name, brand and quality standards. Each network has established an entity to co-ordinate the activities of the network. In one case (KPMG), the co-ordinating entity is Swiss, and in three cases (Deloitte Touche Tohmatsu, PricewaterhouseCoopers and Ernst & Young) the co-ordinating entity is a UK limited company. Those entities do not themselves perform external professional services, and do not own or control the member firms. They are similar to law firm networks found in the legal profession.

In many cases each member firm practises in a single country, and is structured to comply with the regulatory environment in that country. In 2007, KPMG announced a merger of four member firms (in the United Kingdom, Germany, Switzerland and Liechtenstein) to form a single firm.

Ernst & Young also includes separate legal entities which manage three of its four areas: Americas, EMEIA (Europe, The Middle East, India and Africa), and Asia-Pacific. (Note: the Japan area does not have a separate area management entity). These firms coordinate services performed by local firms within their respective areas but do not perform services or hold ownership in the local entities.[6]

The figures in this article refer to the combined revenues of each network of firms.

  31. Susantha Wijesinghe Says:

CHARLES !! Thanks for enlightening me. Is it that I should infer that there are British related/affiliated Audit Firms in Sri Lanka ???

  32. Charles Says:

There is SJMC Associates working for them in Sri Lanka

  33. Mr. Bernard Wijeyasingha Says:

Fran Diaz: Thanks for that information for I did not check Kerala, Kannada, and Andhra Pradesh. As both of us know Malayalam, Telugu and Kannada are offshoots of Tamil. Long story short, Tamil being the “mother language” of these other languages should by culture, politics and ethnicity include Tamil in their states as well.

New Delhi has been imposing Hindi on all Indian states. Now under the BJP they want to impose Sanskrit as well. in that light shouldn’t Tamil (which is the 2nd classical language of India) be also included in the Dravidian states? but as you point out they are not. YET in Sri Lanka Tamil is elevated to the same status as Sinhalese. WHY?

SA Kumar. I grew up in Sri Lanka long enough to know that the term “Elam” Tamils was as foreign to “Jaffna Tamils as the term “Khalistan” Sikhs are foreign to them. INDIA WILL NOT ALLOW SIKHS TO CALL THEMSELVES ‘KHALISTAN SIKH” FOR IT MEANS THAT THE CONCEPT OF KHALISTAN WILL CONTINUE TO LIVE.

COLOMBO should ban this term. It is treasonous to even use it. As for the tensions between Sinhalese and Tamils most and I mean MOST was against the IMPORTED INDIAN TAMIL TEA PICKERS WHICH JAFFNA TAMILS HATED EVEN MORE WHY? BECAUSE OF THEIR LOW CASTE.

Please do not lecture to a Sinhalese about why there were ethnic riots against the INDIAN TAMIL TEA PICKERS AND NEVER AGAINST THE JAFFNA TAMILS, NEVER AGAINST THE CHETTIYARS. That is a pathetic excuse that the likes of Prabhakaran used to justify Elam. Jaffna Tamils were very powerful and well established in Sri Lanka. Your comment is not good when you try to incorporate what happened to the Indian Tamil tea pickers as your own heritage. it is not and you are NOT an Elam Tamil. The Only homeland for Tamils is Tamil Nadu
the only homeland for Sinhalese is Sri Lanka.

  34. Mr. Bernard Wijeyasingha Says:

    SA Kumar: (also Fran Diaz)

From what I read the only reason the Tamil Tigers fought the Indian Peace keeping Force (IPKF) was because Prabhakaran was NOT included in the treaty that gave birth to the 13th amendment.

    that amendment was meant to:
    1) For Colombo to set up a Federal system where the Northern and North Eastern provinces (held by Prabhakaran and the Tamil Tigers) would be given extraordinary autonomy within the governance of Colombo.
    2) For India to disarm the Tamil Tigers thereby ending the war in 1987 under this agreement.

THE PROBLEM WAS PRABHAKARAN WAS NOT ASKED. HE WAS NOT A SIGNATORY TO A DEAL THAT EFFECTED THE CONCEPT OF ELAM. FOR THAT THE IPKF FACED A WAR WITH THE TAMIL TIGERS AND LOST. PRABHAKARAN WANTED ELAM AND ONLY ELAM. NO COMPROMISE. DUE TO THAT HE ALSO INITIATED THE DEATH OF RAJIV GANDHI.

One more issue regarding Tamil being the official language in Sri Lanka along with Sinhalese.

Under the British Empire THE MADRAS PRESIDENCY included almost all of the southern peninsula under one administration. After India got her independence and the MADRAS PRESIDENCY was carved out to form the new southern states AND end the Tamil Independence movement one would assume that Tamil then should be an official language of those states that formed from the MADRAS PRESIDENCY. Sri Lanka was never part of that administration but she has made a Tamil an official language while those states outside of Tamil Nadu but part of the MADRAS PRESIDENCY never did.

  35. Ananda-USA Says:

    Dear Nimal,

I want to add to my previous CRITICISM of the “BENEFITS OF BEING COLONIZED”.

There are at least TWO BROAD CATEGORIES of countries that were COLONIZED that we must consider separately.

    1. In the FIRST CATEGORY are countries that were DENSELY POPULATED, with a highly “civilized” societies of their own, strong reliogions capable of mustering resistance to the Colonialists tehologically, politically and sometimes militarily as well. In those countries, although the Colinialists succeeded in conquering them, they were largely UNSUCCESSFUL in either DENUDING the land of its indigenous people, or of ASSIMILATING them completely into their own IMPORTED culture.

Most colonized countries of Asia, such as Sri Lanka, India, Pakistan, Burma, Malaysia, Indonesia, Indochina, Iran, Iraq, Afghanistan, the Middle Eastern Muslim states, of North Africa, and Equatorial Africa fall into this category. Some countries of South Africa fell prey to the Missionaries of the Colonial invaders, but succeeded in surviving the eradication of their peoples.

In many of these countries, REVIVALS of the local culture and religions were SPEARHEADED by local political leaders and religious figures to RESIST and TURN BACK the Tide of Europeanization. Today they can all be considered to have RETAINED their “Indigenous Cultures” with a thin layer of European Colonial influence. Today, their populations are largely indigenous and their ECONOMIES largely belong to the DEVELOPING (Second) WORLD and even the UNDEVELOPED (Third) World.

That thin layer consists of the best features of what they learned from the Colonisers, particularly in organization of national administrations, in modern technology, and in the European Languages that open windows to the external world. That thin layer, however, does not represent benefits that COULD NOT HAVE BEEN ACQUIRED without the EXPLOITATIVE BURDEN of COLONIZATION, as the case of Japan exemplifies.

    2. The SECOND CATEGORY of Colonies consists of those countries in which the indigenous population did not have the STRONG cultures, ORGANIZED religions, or the military strength to survive into a Post-Colonial Era. In these countries, systematic GENOCIDE was carried out against the native population, and LARGELY replaced with European immigrants from the “Mother” countries. Their TEEMING POPULATIONS were LARGELY wiped out; only traces of these once proud peoples exist today in protected areas serving the tourist trade of the Europeans. Today, the populations of these countries are of European extraction, and their ECONOMIES belong to the DEVELOPED (First) WORLD!

This SECOND CATEGORY of countries, include the United States and Canada (native Americans wiped out and replaced by Europeans and African slaves), Australia (Native “Aborigines” wiped out and replaced by British convicts, and later other European settlers), New Zealand (Maoris wiped out and replaced by Europeans). There are some others as well. These nations are not we normally refer to as COLONIZED NATIONS; they were De-Facto EXTENSIONS of their Colonizing European “Mother” countries.

The FACT that a FEW countries that WERE NEVER COMPLETELY or PARTIALLY COLONIZED …. such as Japan and Thailand … exist today to GIVE LIE to the NOTION that COLONIZATION is NECESSARY for people to SURVIVE as THRIVE as a FIRST WORLD Nation.

Finally, the VAST DISPARITY in Development & National Wealth (on a Per Capita Basis) between these CATEGORIES of formerly COLONIZED nations, PROVES two FACTS beyond reasonable doubt:

    A. It is TOTALLY UNNECESSARY to be COLONIZED to rapidly develop and become a FIRST WORLD nation, capable of COMPETING toe-to-toe with Western Colonizing nations.

    B. The HUGE disparity between the TWO CATEGORIES of colonized nations is PROOF that different COLONIAL administrative policies were in play. In the FIRST CATEGORY to ONLY ECONOMICALLY EXPLOIT because inflicting a GENOCIDE proved to be not feasible, and to PREVENT the rise of ECONOMIES capable of COMPETING with the West, and in the SECOND CATEGORY to ELIMINATE the INDIGENOUS people, REPLACE them with immigrants from EUROPEAN countries, and to PROVIDE the ECONOMIC DEVELOPMENT ASSISTANCE that would TRANSFORM them into “European” countries lying outside Europe.

  36. Mr. Bernard Wijeyasingha Says:

    One more comment:

    MADRAS PRESIDENCY:

Set up before the British Empire the Madras Presidency included almost all of Southern India. From present day Tamil Nadu, the Malabar region of Kerala, the Lakshadweep islands, Coastal regions and Rayalaseema regions of Andhra Pradesh 7 districts of Odissa, and 5 districts of kannada. The winter capital was Madras (Chennai), summer capital was Ootacamund. In 1822 the Madras Presidency underwent its 1st census. The population then was 13, 476,923. A 2nd census in 1837 put it at 13,967,395. In 1941 the last census put the population at 49,341,810. Tamil, Telugu, Malayalam, Kannada, Oriya, Tulu and English were the languages of the Madras Presidency. The Madras Presidency lasted from 1785 to August 15, 1947 or 262 years.

PLEASE NOTE: IT LASTED FOR 262 YEARS (1785 TO 1947) AND INCLUDED THE LANGUAGES OF

TAMIL, TELUGU, MALAYALAM, KANNADA, ORIYA, TULU AND ENGLISH…WITH MADRAS AS THE CAPITAL …YET NOT ONE SINGLE STATE THAT WAS FORMED FROM THE MADRAS PRESIDENCY INCLUDES TAMIL EVEN THOUGH TELUGU, MALAYALAM, AND KANNADA ARE BORN FROM TAMIL. THE PEOPLE WHO SPOKE THESE LANGUAGES LIVED UNDER THE MADRAS PRESIDENCY FOR 2 CENTURIES.

WHY SHOULD TAMIL THEN SHARE THE SAME OFFICIAL STATUS WITH SINHALESE WHICH IS NOT EVEN RELATED TO HER?

  37. Fran Diaz Says:

    BW,

You say : “New Delhi has been imposing Hindi on all Indian states. WHY?”

As I see it, Tamil Nadu has been a thorn on Delhi ever since they held separatist ideas (Dravidian Separatism, or North/South divide) led by then Tamil Nadu leaders. PM Nehru stopped all that when he brought out anti-Separatism Laws. A watchful eye is kept on Tamil Nadu and her leaders by Delhi. Hence no importance given to Tamil language as such. Also, the unification of India through language (Hindi) and religion (Hindu).

In Lanka, it is British colonialism that gave importance to Tamil people in governance of Lanka, to put into action the ‘divide & rule’ policy of the British. The British upset the ethnic balance in Sri Lanka by importing indentured labor of over a million Tamil people from Tamil Nadu. After Independence, SWRD continued with British policies even further. Thus the Social Disabilities Act (1956) enabled lowest caste children to enter class rooms and the Language Act allowed Tamil as an Official language.

Feel free to correct me if I am wrong in my assumptions.

  38. LANKAPUTHRA Says:

Charles we are forgetting how this regime came to power? Was this an election? Certainly NOT. Why Can’t I get the attention of readers to find out who is the Election Commissioner Mahinda Deshapriya? All I have is that he studied at Ananda College Maradana and his brother (I do not have his name) earned a living creating web sites that come up for a day and disappear. All attacking MR and his family! ONLY PERSON OPENLY SAID THAT THIS IS AN ILLGALE ENTITY IS FORMER CJ SARATH N. SILVA. If we do not focus us to this illegal entity, then RANI.W AND CBK THINKS THAT THEY ARE THE ELECTED GOVERNMENT. Historical facts are good to prove validity of Sinhala as ethnic race, but some one else will disagree and the issue goes round and round. Just read Domin Gayasiri’s article musical chairs and MY COMMENTS. I will do some more research and get the way CBK did it with out going to Killinochchi. 70%? President Obama called HA, HA, HA, Dashapriya and told him to doctor the computer and make it a clean victory, and not allow for a second run. He did that successfully. No one bother to question how the computer system at the Election Commissioners office is arranged! (Election Commissioner openly said that he has a Certified security company to assist the local police, who are they and who paid for them) One of the Senior Police officers died mysteriously, but no one knows the name and the rank of this officer. Where are the ballots that were in Killinochchi? Dead people and fictitious people? No one calls for a recount. Three weeks ago the crowds filled the Jaffan Rail Station when HR opened and travelled on the new train. One have to ask himself how did this anti-MR happen? If the HA, HA, election commissioner tried it in an another area he would have got caught. So, Charles please read my comments on Gomin’s article where he makes fun out of the two justices who are hearing the case field by Jayantha Liyanaghe.

” Thus the Social Disabilities Act (1956) enabled lowest caste children to enter class rooms and the Language Act allowed Tamil as an Official language.”

It was the Social Disabilities Act that the Tamil leadership was afraid of, because it would result in their getting dethroned by the Tamil people as they would not be able to fool the hitherto uneducated Tamil people, just as they were objecting to universal franchise at an earlier time.

There were cases of a ‘high caste’ Tamil MP attacking and stopping the ‘low caste’ Tamil people drawing water from public wells and the govt having to send the army to provide protection.

  41. Mr. Bernard Wijeyasingha Says:

    SA Kumar

Any linguist can tell you that Sinhalese (or Singhalese) is a descendant of Pali. Pali is a colloquial language of Sanskrit. Tamil is NOT an Indo Aryan language and is NOT related to the Indo Aryan family of languages

Tamil is the mother language of the Dravidian family of languages, out of which Telugu, Kannada and Malayalam were born. Tamil has a written history that dates back to 500 BC. Please Google “Dravidian Family of Languages”

Sinhalese (or Singhalese) is one of the oldest written Indo Aryan language. her roots go back as far as the 2nd century BC. as I said before it is direct descendant of Pali. Pali is the “holy language” of Buddhism and was spoken by the Buddha. Pali (again) is a local spoken version of Classical Sanskrit.

Sanskrit was “perfected” by the North Indian Grammarian Panini in the 4th century BC. It is NOT related to the Dravidian or the Tibeto Burmese languages spoken in India’s North Eastern States. THAT IS THE VAST DIFFERENCE.

  42. Mr. Bernard Wijeyasingha Says:

    Franz Diaz:
The demand for a Dravidian homeland is very complex: Let me share what I have:

Dravida Nadu also known as Dravidistan or Dravidadesa was the name of a sovereign state for the speakers of the Dravidian languages. It is one of the most illustrious, oldest and longest independence movements in the sub continent. The parties demanding this are the Justice Party and the Dravida Munnetra Kazhagam (DMK), the demand of Dravida Nadu proponents was limited to the Tamil speaking region, but later included other Dravidian speaking states such as Andhra Pradesh, Kerala, Karnataka along with Tamil Nadu which was part of the Madras Presidency for 262 years (1785 to 1947). Other names for this nation include “South India” “Deccan Federation” and Dakshinapath”

    Also
It is said that India should be divided into 4 regions or nations: Dravidistan, Hindustan, Bengalistan, and Pakistan…. Ali Jinnah who demanded a home for the Indian Muslims stood in opposition to the creation of Dravida Nadu

I gave you an extremely summarized version of it but the movement for Dravidistan is older then the one for Pakistan. The reasons range from the Brahmin issue to North Indian Indo Aryan issue to the “Dravidian pride” issues..

  43. Mr. Bernard Wijeyasingha Says:

    Ananda-USA :

I just read your comment and I agree that Japan and Thailand did not need colonization to develop. I would go as far to say that China by and large also falls into that category and so does Sri Lanka BUT NOT INDIA.

    Let me explain

If the Sepoys won the war in the “Sepoy rebellion” defeating the British East India company they would have fallen back to the remnants of the Mughal empire (which by then was destroyed by the Hindu Jatts, the Marathas, the Sikh Empire, to some degree the Rajputs and the British). what remained were rival kingdoms. the region you call India (in addition to Pakistan and Bangladesh) lacked the infrastructure, the cultural and political unity and would have feuded with one another.
the worst thing would have been the rival European powers ranging from the Belgium Empire, the French, Dutch, Portuguese, Great Britain, the Austro/Hungarian Empire of Germany to Tsarist Russia to even the US using their advanced weapons and military skills to wage an endless war in the sub continent using the natives as soldiers. it would have extended into Afghanistan, even Persia. to Indonesia and South East Asia.

Only the birth of the British Empire destroyed any other European rivals and brought stability to a good deal of the world. From the common laws to our basic educational system to our infrastructure to the common wealth are the remannants of that massive Empire that not only ushered in the world into the 20th century but the industrial revolution born in London changed the world.

    PRESS RELEASE

Members of the current government are continuing to make faslse and misleading allegations regarding me.
I believe it is necessary to respond to these charges to prevent the public from being misled.

In a recent Rupavahini program, it was reported that a sum of Rs. 100 bilion allocated for 2015 to the Presidential Secretariat by my government was reduced by the new government to Rs 27.2 billion, and that the balance was released to provide assistance to the public. I would like to categorically state that at no time did I allocate a sum of Rs. 100 billion to the Presidential Secretariat. The full funds allocated to the Presidential Secretariat for 2015 was Rs. 95.9 biliion. There were 25 government departments, including the National Salaries Commission and National Maritime Committee, operating under the direction of the Presidential Secretariat. The expenses of the previous Presidents and their families also fall under the purview of the Presidential Secretariat. The Executive and Administrative departments of the Presidential Secretariat provided all the services, and the most of the funds, necessary to maintain these departments. Therefore, all of the funds allocated to the Presidential Secretariat do not go towards mainitaining itself.

The total funds budgeted for maintaining the President’s Office in 2015 was Rs. 37.5 billion. This amount is only a part of the expenses of the Presidential Secretariat. Of this President’s Office budget, Rs. 10 billion was allocated to the assistance provided by the President’s Office to Small Enterprises and Projects throughout the island. When this amount is deducted from the total, the budget of the President’s Office is reduced to Rs. 27.5 billion. Therefore, the amount mentioned as being allocated as the budget of the new President’s Office is this amount.

Another story related by some is that USD 16 million in public funds was spent to order a special plane for my use, and that the new government has refused to take delivery of it, and has made arrangements for new owners to assume responsibility. I hereby state that no special aircraft was ever ordered for my use. While Sri Lankan Airlines was arranging to buy new aircraft for its own use from the Airbus Corporation, they had arranged to obtain a kit to remove some regular seats and convert that space into a special compartment to accommodate VIPs as needed, and had instructed their accountant to cost it as an option. The USD 15 million that was mentioned was the manufacturer’s estimated cost of this facility. It was an option that was to be provided free-of-cost.

There is also an allegation that I have built official Presidential residences at various locations throughout the country for my reacreational use. The President’s residences at the Temple Trees, in Colombo Fort, as well as the existing residences in Nuwara Eliya and Mahanuwara, have existed from Colonial times, and were used by the government leaders of this country. The Presidential residences in Anuradhapura, Embilipitiya and Mahiyangana were built by President R. Premadasa. I must point out that none of these President’s residences were built during the tenure of my government. It was reported recently that the Temple Trees and Colombo Fort President’s residences would be opened for public viewing. We must recall that while I was living at Temple Trees, thousands of school children and elders came to tour this Presidential residence. While I enjoyed the opportunity this afforded to talk with them, I also used the opportunity to learn from them the development needs in various parts of the country. Furthermore, thousands of citizens participated in my Poya day activties at the Temple Trees President’s residence.

A report was published that some vehicles belonging to the Presidential Secrretariat have still not been returned. It was reported that 22 Defender Jeeps were “found” in Borella, and that 53 vehicles were found to have been abandoned in a land in Colombo, Pettah. The places where these vehicles were found are the official storage parking lots belonging to the Presidential Secretariat. These vehicles were found where they were supposed to be. Many of the vehicles found in Pettah were high security vehicles from the 1980’s decade, that could not be auctioned off according to routine operating procedures. I myself have handed over per regulations all of the vehicles used by my Office. The assignments of remaining vehicles allocated to various officials and departments of the Presidential Secretariat can be found in the vehicle records of the Presidetial Secretariat.

Boat Release: TN Fishermen Ecstatic But Seek Compensation for Damage

    ColomboPage News Desk, Sri Lanka.

Feb 12 (NIE) COLOMBO- Indian fishermens leaders and owners of the 87 fishing vessels detained by Sri Lanka, were ecstatic when they learnt that the boats were going to be released this week on the orders of Lankan President Maithripala Sirisena.

But they are concerned about the state of the boats, which might have suffered decay and damage due to months of neglect, and are seeking compensation from the Indian and Lankan governments.

“I am extremely happy to hear about the release. From the bottom of my heart, I thank the Sri Lankan President for it. But I fear that 47 of the 87 boats may have suffered severe damage as they have been in water for months, some for eight months. Their owners need to be compensated by the authorities,” said U.Arulanandam, a veteran fishermen’s leader of Rameswaram.

The Director General of Fisheries, Nimal Hettiarachchi, said on Thursday, that on the instructions of President Sirisena, the Attorney General had sent word to the courts dealing with the boats’ case, that he had no objection to their release. The courts at Kayts, Mannar, Point Pedro and Trincomalee were expected to order their release on Thursday.

According to another fishermen’s leader, Devadas, 30 to 32 boats are unusable.

“Returning these damaged boats will not bring much relief to the owners, who are already in a bad way economically. Many boat owners have been working as coolies or doing odd jobs in the fishing industry for the last several months,” Devadas told Express over the phone.

He said that he had met Foreign Minister Sushma Swaraj in connection with this problem and she told him that compensation is possible. The Tamil Nadu government had also promised to pitch in, he added.

Boat owner Ramesh said that since the loss of his boat, he had sunk deeper into debt with a cumulative debt of Indian Rupees 15 lakhs.

” I had pawned my wife’s gold jewelry and am unable to retrieve it,” he said.

Ramesh has no idea about the condition of his boat. “If it is not in a usable condition, I will not take it,” he said.

Boat owner Sekaram said that he was “very happy” to learn of the release but wondered in what condition his boat is in.

” We have asked for compensation from our government. Hope we will get it,” he said.

    Start Talks

Jesuraja, a mechanized boat owner, said that the Indian and Sri Lankan governments should now take the next step and re-start talks between the fishermen of the two countries. Talks might be held in Chennai on March 5.

“The fishermen of the two countries should be able to fish in the same area without harming each other’s livelihood,” Jesuraja said.

He also suggested that the Indian and Sri Lankan governments should join together to compensate the fishermen who had lost their boats and were reduced to penury.

“Each of the lost boats would have cost Indian Rs. 15 to 25 lakhs,” he pointed out.

    Timed for Sirisena’s Visit

Colombo’s decision to release the vessels was dictated by President Sirisena’s desire to have friendly relations with India, and to retrieve bilateral ties from the abyss it had fallen into during the Presidency of his predecessor, Mahinda Rajapaksa.

Furthermore, Sirisena is to begin a three day trip to India on February 15, his first official visit to any country since he took over in January. The release of the 87 Indian boats should pave the way for smooth talks with Indian Prime Minister Narendra Modi at New Delhi.
